As President Lyndon Johnson looks on, Farris Bryant is sworn in as Director of the Office of Emergency Planning. Mrs, Julia Bryant (wearing hat) and daughter Adair observe the proceedings. The ceremony occurred on March 23, 1966, in the Cabinet Room of the White House.
