Jax-Costa Rica has issued two series in recent months which are
typical of their conservative yet genuinely philatelic approach. .
July saw the five part set (SO, 6S and 85 centavos; 1.25 and 2 colones)
commemorating the 25th anniversary of the Instituto Costarricense de
Electricidad (I.C.E.). This Costa Rican Electrical Institute oversees
the production and consumption: of electric utilities for the country. : '
August brought the 65 centavos and 3 colones commemorative of the
Fifth Interamerican Philatelic Exhibition EXFIL-MEX-74 U.P.U. ;
which takes place in Mexico City, Mexico October 26th to November3rd k'

is noted that the new rate for colones in relation to U.S. dollars is :
c8.54 to$1.00 or one Costa Rican colon is equal to 11.7 U.S. cents. That

Works Maintenance Division, has been picked NAS Jax's Civilian .
Employee of the Month for August. With one other Office Appliance
Repairer, he is responsible for the repair and maintenance of ap-
proximately 1700 office machines here.
During the past year, his shop's workload has increased tremen
dously due to the arrival of the new HS squadrons. ri
According to a letter him (
nominating as the top NAS civilian em-
ployee, "Mr. Merkel has accepted this challenge and continued to n .ru p
maintain his usual top quality work. He in constantly striving to improve -
the efficiency of the shop (and) carries out his work with an 'J i 1 _
absolute minimum of supervision.
"Mr. Merkel makes an 'all-out' effort to maintain and improve
customer relations between the various activities and the Public Works
Department. He also takes the time and effort to instruct personnel in

At the Chapel. .
Jax-All Saints Chapel is planning two special services to welcome
home friends of the Chapel after the summer holidays.
During Sunday's 11 a.m. service, special music will be presented by
members of the Vacation Church School, Teen College and Chapel -

Project S-A-V-E launched .
NARF trying to be top "cost cutter"JaxNARF I
has embarked on ,an ambitious program to earn top spot among
the Navy's industrial plants for Fiscal Year 1975 cost reduction achievements.
Project S-A-V-E is an all hands endeavor in which every employee has been
challenged to submit at least one "cost cutter" during the year which will resultin
the saving of time, labor or materials to the Navy. With more than 2800 em-
ployees on the rolls, NARF aims to better the third place position it held amongall
rework facilities for the fiscal year ending June 30.
An ,overwhelming cost-consciousness among NARFs in the past few years
makes the effort more difficult than simply attaining 100 percent of goal. During
Fiscal Year 1974, not only did all the NARFs exceed 100 percent, the top con-
tender achieved 477.8 percent of its established goal, while NARF Jax, at 260.5
percent, placed third. 1iILr1'
Local interest in the campaign is being generated through publicity, depart- IIi, I
mental competition and. acceleration of the incentive programs designed to
reward employees who contribute significantly to cost reduction.

NARF's award for craftsman of the quarter has been replaced by a "Craftsmanof
the Month" program. Candidates for the award are nominated by supervisorson
a continuing basis throughout the year and each month a winner is selected for
appropriate recognition by NARF C.O., Capt. C.E. Boeing. The 12 monthly
winners will compete for the title of "Craftsman of the Year," NARF's outstanding -
employee for FY 75.

Ralph D. Clark, an electronics instrument mechanic, recently was selected as
the first "Craftsman of the Month." As lead journeyman for installation and
testing of ground support equipment aboard Navy aircraft carriers, Mr. Clark
has produced error-free work for three consecutive years. He was cited for
special assignments aboard the USS Saratoga and USS Independence resultingin
100 percent capability of sensitive systems during recent sea trials.
