Base previews 'The Tale of Two Georgias'

A capacity crowd came
to the Kings Bay
Conference Center to
see a preview of "The Tale of
Two Georgias" Oct. 23. There
was food and real entertaining
movie. The movie compares
the two ships named Georgia
and how although the two ves-
sels were commissioned dur-
ing two totally different time
periods, that they were a lot
alike.
Sheila McNeill has rave
reviews for the movie.
"It is great that people out-
side of the Navy get to see the
bravery and effort our Sailors
give on a day to day basis,"
said McNeill. "It is so amaz-
ing that there have been two
ships named Georgia and both
home ported in Georgia. I am
glad I was part of it, I really am
so proud of our Sailors here at
Kings Bay and I think that feel-
ing is community wide."
The documentary tells what
a Civil War ironclad warship
and a modern nuclear sub-
marine have in common.
The resemblances are lot
more common than just the
name. The CSS Georgia and
USS Georgia both owe their
existence to the women of the
state of Georgia. The Georgia
women raised the funds to
build the iron clad, and mod-

The documentary includes
video and interviews shot
hundreds of feet beneath the
waves aboard the USS Georgia,
as well as historical images of
the CSS Georgia and footage
of archaeologists working on
the wreckage of the ship in the
Savannah River.
The movie's producer
Michael Jordan is no stranger
to the military or news in the
state of Georgia.
Jordan's background
includes more than a decade
in local television news, pri-
marily at WSAV-TV 3, the NBC
affiliate in Savannah. Over the
years Jordan developed a focus
on covering local military
units, traveling several times
to the Middle East, as well as
Afghanistan and Europe, with
local troops, and going to sea
aboard numerous naval ves-
sels--from aircraft carriers
and submarines to destroyers
and cruisers. Other works by
Jordan and Cosmos Mariner
productions are Life on the Big
E, Under the Blue White and
Red, Friends in Flight, Ships
for Victory: Liberty Ships of
the Georgia Coast', Atoms
For Peace: The Nuclear Ship
Savannah, and Jane Yarn:
Marsh Lady of the Georgia
Coast.
"I really enjoy getting the
word out about the job the
Navy and the armed forces do.
I think it is knowledge every-
one should have an opportu-
nity to learn," said Jordan. It
was a great experience and it
was great that they let me show
it here on base for the Sailors
of the Georgia and Kings Bay
can actually see it too."

and Camden-Kings Bay, Navy
League of the United States
invite the public to attend a
screening of the new docu-
mentary at The Howard
Gilman Waterfront Park, at
dusk Nov. 6.
Admission is free. You can

Safety a concern this Halloween

costumes and plastic
pumpkins ready for the
up coming night of ghouls,
ghosts and monsters. As
Halloween approaches, safety
is as much a concern as how
much candy a youngster can
hold. The safety of Trick or
Treatersisveryimportantto the
Naval Submarine Base Kings
Bay Security Department.
Security has made extra provi-
sions to make sure Halloween
is a fun and safe Holiday.
NSB Kings Bay Safety
Manager Debby Simeone
thinks safety is important to
the children on base and out
in town as well.
"The basic message is
to follow common sense
safety rules;'," said Simeone.
"The use of Operational Risk
Management should be used
in all potential dangerous situ-
ations. If you keep the steps
of ORM in mind, it will make
Halloween a safe holiday'."
The Navy Safety Center web -
site has some tips for trick or
treat enthusiasts to help them
have a fun and safe Halloween.
Make sure you have a flash-
light that works. Check bat-
teries before hand and make
sure they are strong and the
light is bright. Don't run while
trick or treating. It is too awk-
ward while you're wearing an
awkward costume, trying to
avoid other people, and carry-
ing your bag of loot. Use side-
walks; don't cut through yards
or alleys. If there is no side-
walk, walk facing traffic and
stay with a group. When cross-
ing streets, obey the signals
and signs using traffic rules
is an important part of being
safe with lots of people roam-
ing the streets. Stay near your
home turf not a good time to
go investigate a new area you
have never been. Make sure
you can walk easily in your
costume. Watch out for parts of
your costume or clothing that
drag on the ground. Wearing
regular shoes or comfortable
shoes is important, because

Base housing gets extreme makeover

N aval Submarine Base Kings
Bay base housing is getting an
extreme makeover- in the form
of massive renovations. This extensive
renovation project is a group effort with
Balfour Beatty, an independent contrac-
tor hired by the Navy to renovate existing
units, demolish older homes and rebuild
single-family units, and the Navy.
Balfour Beatty will demolish 127 units
and rebuild 60 single-family homes. The
remaining 483 units will be renovated. No
residents will be asked to move or relo-
cate during the renovation process.
"The renovations will be performed at
change of occupancy," said Paul Petroski,
the Navy representative in the Housing
Office. "We are trying not to disrupt the
daily lives of the current residents."
There are currently three different
phases of on base housing. The first phase
went up in 1979-1980, the second from
1981-1982 and the third from 1983-1984.
This renovation provides the chance for
all units to be modernized at the same
time.
The renovations are not limited to newly
textured walls, modern lighting, new car-
pet, impressive hardwood laminate floors
and new closet and front doors. They
also extend to include new hi-vac A/C
units, double paned windows, bathtubs,
kitchen appliances and cabinets. With the
modern renovations, the units appear to
be brand new.
As far as renovations in the Navy hous-
ing community go, there is a new commu-
nity center, as well as a water park being
constructed. Also, there are new officer
homes being built, as well as 1/3/6 homes

Base traffic citations
could land you
in Federal Court

Few people are aware that each time they enter one of the
many naval installations in Navy Region Southeast that
they could be prosecuted in Federal Magistrate Court if
they break the law.
Every state in the union possesses both state and federal
criminal courts. Federal Magistrate Court is the branch of fed-
eral court that handles criminal misdemeanors, and Federal
District Court Judges appoint Federal Magistrates to preside
over these courts.
If someone commits a criminal misdemeanor on fed-
eral property, an Assistant U.S. Attorney or a military Judge
Advocate serving as a Special Assistant U.S. Attorney can pros-
ecute them in Federal Magistrate Court. When someone is
prosecuted in Federal Magistrate Court, they most often com-
mitted a misdemeanor on either a Department of Defense
installation or a National Park.
To be prosecuted in Federal Magistrate Court for breaking
the law while on board a naval installation, an individual must
receive a Federal Magistrate Court ticket from base security.
Whenever someone commits an offense while on a naval
installation, naval base security will either issue an Armed
Forces Traffic ticket or a Magistrate Court ticket.
If you receive a Magistrate Court ticket, you will be required
to appear before a Federal Magistrate located at a federal
courthouse. Judge Advocates assigned to the Region Legal
Service Office Southeast, while serving in their role as Special
Assistant U.S. Attorneys, prosecute Magistrate Court tickets
issued to offenders on naval installations in Navy Region
Southeast.
Having received a magistrate ticket, offenders will appear
before a Magistrate Judge in what is known as their "first
appearance," where they will either plead guilty or not guilty.
If an individual pleads not guilty, then a court date is set for a
later time. If an individual pleads guilty, then the Magistrate
Judge will immediately rule on the case.
Depending on the severity of the crime that is charged,
offenders who meet certain salary and income limits are
entitled to representation by a federal public defender free
of charge. Additionally, an offender can hire a private, civil-
ian attorney to represent them at no expense to the govern-
ment. The primary consequence of a conviction in Federal
Magistrate Court is, of course, the criminal record of a misde-

Silver/Gold Auction Open House
Planning for the 2009 Silver/Gold Auction to benefit the
Dolphin Scholarship Foundation will begin this month.
Wives of all Kings Bay officers and chiefs, including Navy,
Marine Corps and Coasts Guard are invited to attend an
open house Sept. 29 at 7 p.m. in the Fellowship Hall of the
chapel. Volunteer opportunities will be presented and an
open forum will be held to hear everyone's ideas regarding
this year's auction. For more information, please contact

New Photo Requirement For Officer Records
All officers are now required to have a full-length color
photograph in their official military file, according to
NAVADMIN 103/07 distributed to the fleetApril 24. Officers
who do not have a photograph on the electronic military
personnel records system in their current grade must sub-
mit a photograph before Sept. 30. The preferred uniform
will be service khaki without a cover. When service khaki is
unavailable, any regulation uniform is acceptable.
The public affairs center detachment located at NS
Mayport, Fla. is the tri-base source for all official photo-
graphs. It is recommended officers needing a full-length
photo for selection board purposes prior to Sept. 30
call (904) 270-7762 and set up an appointment with the
detachment. When official facilities are not available, offi-
cers are authorized to use commercial sources. If commer-
cial sources are unavailable, officer may submit any color
photograph that complies with the requirements outlined
in MILPERSMAN 1070-180.
PSD Hours
PSD Kings Bay's ID card section is pleased to announce
expanded service hours. To better serve the base com-
munity, the ID card section will be open every Saturday
from 9 a.m. to 1 p.m. Personnel are encouraged to utilize
the new ID card appointment scheduling website. The
program has been in effect for one month, and has been a
success. Appointments are available Monday, Wednesday,
and Friday afternoons from 1:30 to 4:30 p.m. To access
the ID card appointment scheduler, visit https://es.cac.
navy.mil/signup.pl. Be sure you use the PSD Kings Bay
link, not the NSD Kings Bay link. Additionally, the dyna-
touch kiosk located in the Navy Exchange may be used to
schedule appointments. Personnel without appointments
will be assisted as scheduling permits during these times.
As always, the ID card section is open Monday through
Wednesday and Friday from 7:30 a.m. to 5 p.m., Thursday
from 9 a.m. to 5 p.m. and Saturday from 9 a.m. to 1 p.m.
Military Sport Bike Class
In accordance with OPNAVINST 5100.12 (H) chg 1, all
military and DcD civilian sport biker riders are required to
complete the Military Sport Bike Class as soon as possible.
There are classes scheduled at Naval Station Mayport.
These classes will be offered at Kings Bay after the range
maintenance has been completed however it is not advis-
able to wait as weekly reports are sent to CNIC indicating
how many riders have attended that week.
This is a one-day class which will meet the required
three year refresher that has also been required by the new
OPNAVINST. Participates must have completed either a
BRC or ERC within the past 18 months and use their own
motorcycle. No borrowed or loaner bikes can be used to
take this class. Class starts at 7 a.m. at Building 1 (we can
provide directions if needed). All riders must carry their
MSF completion card with them in order to ride on NS
Mayport. Additionally you must have base decals on your
bike otherwise you will be required to trailer your bike to
this class. No temporary passes will be issued.
Currently active duty has first priority for seats, to regis-
ter for class call Mayport Safety at (904) 270 5218 ext 1524
then call Kings Bay Safety at either 2525 or 0414 to obtain
the necessary paperwork.
Take Off Pounds Sensibly (TOPS)
Take Off Pounds Sensibly (TOPS), a non-profit weight
loss support group, meets Wednesday mornings from 9
to 10:30 a.m. at King of Peace Church, next to Camden
County High School. Theywelcome both men and women

On The Home Front
The emotional cycle of deployment

The middle stages of
the Emotional Cycle of
Deployment take place
during the actual deployment.
Each stage maybe experienced
to varying degrees and lengths
depending on your personal-
ity and previous experience.
Stage three, Emotional
Disorganization, takes place
during the first six weeks of
deployment and for many is
the most difficult stage. In this
stage there can be an initial
relief that your Sailor is gone
and then a sense of guilt for
feeling that way. This sense
of relief comes from the emo-
tional phases prior to the
departure. These feelings are
normal!
This stage can also be
accompanied by feelings of
restlessness and aimlessness.
You may experience feelings
of isolation. It takes time to get
into a 'groove' without your
Sailor in the home. Be patient
with yourself. Communicate
with your Sailor as much as
possible. Start your mail drop/
care package. Get out and
spend time with friends or
family during this time. Pick
up a hobby and set a few goals
to accomplish during deploy-
ment. If this stage seems
overwhelming contact your
ombudsman for support and
resources.
Stage four is called Recovery
and Stabilization. This is
when we have adjusted to the
changes of deployment. Many
spouses find a new strength
and maturity at this point and
enjoy a new sense of indepen-
dence. This is when you smile
and say, "I am going to make
it!"
Anna was a new Navy wife
facing her first deployment.
She was a lovely young lady
with many concerns over the
upcoming deployment and
unsure how she would sur-
vive.
During the 'emotional disor-
ganization' phase Anna relied
heavily on her ombudsman.
Anna would call daily, email
often and most times in tears.
Anna's life was disrupted by
the absence of her Sailor, her
lover and her best friend.
Anna's ombudsman
recounts, "I tried to help Anna
meet other wives, develop
interests and become active in
the FSG during this challeng-
ing period. After about four
and half weeks into deploy-
ment the phone stopped
ringing and the emails from
Anna dropped off. That was
when I knew that she made
it through the most difficult
stage. She was now enjoying
a new sense of independence
and I watched Anna mature
during this time."'
Stage five is called
Anticipation of Homecoming.
Depending on the length of
your deployment this can
begin as early as six weeks
prior to the expected return.
This stage is characterized by
joy and anticipation. We start
planning homecoming festivi-
ties and dream about the day
we see our Sailor walk across
that brow.
This stage may also bring
apprehension and concerns
about your relationship.
Perhaps you gained a little
weight while your Sailor was
gone.
Maybe you experienced
a great sense of growth dur-
ing deployment and wonder
what your marriage may be
like when your Sailor returns.
These are all normal feelings.
With the changes we have
seen and experienced in the
Navy's deployment schedules
and we can go back to that
challenging stage three. The
good news is the returns to
this stage are less intense and
shorter in duration.

ed to your Sailor as much as

nity to write, email, send care
packages, send family grams
and mail drops.

Tips to make Halloween safe for your kids

It's Candy Time!
There are a ton of peo-
ple excited about this
Friday. So many people go all
out by dressing up in detailed
costumes and making their
home into the neighborhood
haunted house. Kids are giddy
with excitement over the bags
of candy they will collect. And
the best part is that it is start-
ing to get cooler out! Ok, so
some would say that doesn't
have anything to do with
Halloween, but I'm from St.
Louis and it's supposed to be
chilly when you trick or treat!
Some choose to do the scarier
the better, some participate,
but not with scary costumes
and decorations, other chose
not to celebrate Halloween
and treat it as any other day.
We celebrate Halloween, but
my children don't dress up in
scary costumes. Our house is
decorated with pumpkins and
fun decals.
What are you doing for
Halloween? How does a
deployment change your
experience? Do you do any-
thing differently? For us, we
have the same routine wheth-
er "the husband" is home or
away. The only difference
is that there isn't anyone to
help carry my daughter as
she starts running low on
energy! And of course, I miss
my best friend. So wheth-
er your husband is home or
away, here are some safety tips
along with some tips just to
make your night easier and
more fun!

The Pre-Candy Begging
Brief:
*Talk about Halloween
safety with your children. Talk
about appropriate behavior
and what is inappropriate.
Strangers and what to do if
they get lost.
*Gather flashlights with
fresh batteries
*Have a "Mom bag" of need-
ed items: band aids, water, and
an extra bag to dump candy
into, extra flashlight, phone,
watch, and head ache medi-
cine for you!
*Eat a big healthy dinner.
The best part is you can bribe
your kids to eat it or no candy!
*Make certain that family
pets are well secured, wearing
collars and identification tags.
*Children's Halloween
costumes should be: bright,
reflective, and short enough
that chances of tripping or
contact with flame is reduced.
Also, look for flame resistant
costumes.
*Treat bags and costumes
can be trimmed with reflective
tape to increase visibility.
*Write your child's name,
address and phone num-
ber somewhere in the
costume, and show this to
your child in case of accidental
separation.
*Prepare your property for
visitors in the yard. Look for
items that might trip or other-
wise harm visitors.
*If you do use candles, place
the pumpkin well away from
where trick-or-treaters will be
walking or standing.
*Make sure paper or cloth
yard decorations won't be
blown into a flaming candle.
*Healthy food alternatives
for trick-or-treaters include
packages of low-fat crackers
with cheese or peanut but-
ter filling, single-serve boxes
of cereal, packaged fruit rolls,
mini boxes of raisins, etc.
*Non-food treats: plastic
rings, pencils, stickers, eras-
ers, coins.
*Take pictures BEFORE
going out. The costumes may
not look as good minutes after
running out the door!
The Main Event:
*Remember to spray every-
one well with bug repellant.
And take it with you!
*Wagons make an excel-
lent transport for easily tired
youngsters.
*Use sidewalks or other des-
ignated pathways up to homes.
Dangers such as holes in the
grass or sharp objects could be
masked by the darkness.
*Trick-or-treat only at homes
with porch lights or other
Halloween lights on.
*Do not allow children to
eat any treats until checked by
an adult.
*Remember your man-
ners and say "Thank you!" (My
biggie)
*Older children should plan
their route ahead of time and
describe it in detail to their
parents. Checking in or calling
every so many minutes.
*Now that you are home and
exhausted:
*Check all of your child's
candy
*Do not allow your child to
eat unwrapped candy, opened
candy or fruit.
*It might not hurt to give
your kids a Pepto Bismo chew
before bed!
And do you feel like your
kids eat too much candy? Do
you have more than you can
possibly eat? There are some
great promos after Halloween
where you can trade in your
candy for other things. Check
your local paper for special
offers.
Non-Halloweeners
*Have fun by enjoying a
night with others who share
your beliefs!
*Find a special event or start
one in your own neighbor-
hood.
*Community Centers,
Shopping Malls and Houses of
Worship may have organized
festivities.
Lastly:
Enjoy your family time and
Candy! If your husband is
deployed, have fun with your
kids, get together with other
wives and enjoy your night. If
you don't have kids, go along
with someone who does,
throw your own Halloween
party, or just get together with
"the girls" and eat a ton of
candy on your own!

Spouses learn about the Navy through Compass

Kings Bay's spouses
recently received the
ools to make the dif-
ficult job of being a Navy
spouse a little easier. A former
Kings Bay spouse developed
a program to guide spouses
down the right path. Compass
is a mentorship program for
spouses that hands out infor-
mation to assist spouses.
"The military sends you
to schools to learn about
the Navy," said Gail Tate a
Compass mentor. "It is a good
idea deal for the spouse to
learn the basics. Every class
I learn something new that I
can use in life. It is a great
way to network with people
and meet some people who
are in a similar situation. And
for the senior spouses there is
information you can use too.
Especially, when coming to a
new area or region Compass
has information that pertains
to the area you are stationed
at"
Rosemary Ellis, wife of
retired Rear Adm. Jerry Ellis,
began the Compass Program,
then called SUBS, in 1998,
while they were living in Pearl
Harbor, Hawaii. Since then,
Compass has been estab-
lished on naval bases world-
wide, ranging from Yokosuka,
Japan, to Kings Bay. The Ellis
family was stationed here at
Kings Bay from 1993 to 1995,
while Ellis was in command of
Submarine Group 10.
Compass is a team-oriented
program developed by spous-
es for spouses. The program is
run and taught by spouses who
volunteer their time to help
other spouses. The curriculum
for Compass is standardized
throughout the Navy so that all
spouses get the same course.
The success of the program is
recognizable throughout the
Navy.
"This is my first class as a
mentor and it is true every time
you take the class you learn
something new," said Megan
Matthiessen, a Compass men-
tor.
The course is standard-
ized but the Navy is changing
constantly so we always have
new information to teach stu-
dents."
Compass is a 12-hour pro-
gram taught in three four-hour

efits, deployment, pay, mov-
ing, interpersonal communi-
cation, and investing in self
and community.

Keeping
Kings Bay's
pets healthy
and happy

One of the most important tools the
Navy uses to accomplish their mission
at Naval Submarine Base Kings Bay is
their K-9 unit from Kings Bay Security. The K-9
unit is vital to the base's security enforcement
plan and is always ready to take on any assign-
ment. This is made possible due to the support
from the NSB Kings Bay Veterinary Clinic locat-
ed across the street from the base post office.
The vet clinic has been open for more than
six years and has supported the base in its secu-
rity efforts by ensuring that the K-9's from NSB
Kings Bay are healthy and ready to tackle any
mission at a moments notice. Not only does
the vet clinic provide support for the dogs from
the K-9 unit on base, but they also take care of
military family owned dogs and cats, whether it
is for active duty, retired or reserves who have
been called for active duty for more than 30
days.
"We try to provide a cheaper vaccination and
wellness checks to the pets of active and retired
military members," said Veterinary Technician
and clinic receptionist Sandi Pike. "We are cur-
rently offering over the counter pet medicine
for things such as heartworms at a cheaper
price than out in town. With us being cheaper
than out in town clinics, it eases the stress of
having to pay the high prices of the civilian
clinics. We also serve the military working dogs
from the K-9 unit, which our primary job as a
veterinarian facility."
The veterinary clinic sees about fifty animals
every working day with a six-seat waiting room
and three small examination rooms. With the
small space that the veterinary clinic has right
now, you would think that it would be extremely
difficult to be able to handle so many animals.
According to Pike, the vet clinic has recognized
this growing issue and has already set out to fix
it by expanding their offices further.
"The whole project is estimated to be fin-
ished in the middle of next month with the first
phase of three to be finished in the next thirty
days," Pike said. "We will have two more exam
rooms with a lab, a service desk, plus new sit-
ting arrangement to assist with moving people
in and out more efficiently."
The staff at the clinic enjoys caring for mili-
tary working dogs as well as service member's
pets.
"My spouse is active military, so this just
my way of giving back to the military," explains
Pike. "I think that this is great because it shows
what the military can offer to privately owned
animals at a lower rate. I think we do a really
good job here, especially with most of the
veterinarians doing work overseas in Iraq and
Afghanistan with the military working dogs, it is
great to see that we have the staff to accomplish
such an important mission."
The Kings Bay Veterinary Clinic is located
next to the Kings Bay post office near the
Stimson Gate. Its hours of operation are 9
a.m. to 2 p.m. on Mondays, Wednesdays and
Thursdays and 8:30 a.m. to 2 p.m. on Tuesdays

Cities are discovering benefits
of supporting arts programs

Across the United States,
at the same time
schools are forced to
abandon or eliminate arts
education programs due to
economic considerations, city
and municipal governments
are discovering the benefits of
adding arts programs with a
simple mission: advance the
quality of life for all their resi-
dents through the attraction,
support and collaboration of
leading performing art entre-
preneurs.
This is being done, not just
for the substantial top-down
business it can bring, but also
for the grass-roots opportuni-
ties it can create for our chil-
dren, families and senior citi-
zens. Consider this: research
has found that students
engaged over an extended
period of time in arts perform
at a much higher rate of aca-
demic success than the gen-
eral population. The SAT and
ACT scores of students with
sustained involvement in the
arts are significantly higher.
And, those of you who run
schools and school systems
listen closely: these students'
graduation rates are substan-
tially higher!
Last week I promised you
some data about this issue -
mostly to answer those who
claim to be "data-driven" in
their search for answers so
here it is:

that where the arts are cur-
rently engaged within the edu-
cational system, the benefits
go beyond individual success
but also can transform schools
and neighborhoods. Richard
Florida and other demogra-
phers report two factors will
shape the success of cities
and America itself in the 21st
century: the shift to a knowl-
edge-based economy and the
migratory pattern of the most
mobile generation (our future
leaders) to cities where qual-
ity of life -- richly defined -- is
not just essential but required.
So let's recap: where the arts
flourish and receive institu-
tional support, residents are
generally more satisfied with
their communities, and those
community's youth are more
successful in school and in
life. The message for parents
seems pretty clear, also: it
pays get your kids involved in
music, dance, drama, visual
arts and reading early in life.
Seems like an easy decision:
Invest at the arts and reap the
benefits, or don't and reap the
consequences.

zation.

Navy implements new traffic safety regulations

The Navy released the new Navy Traffic
Safety Program March 7. (OPNAVINST
5100.12H). Here are some of the chang-
es that affect those that drive on base:
Military personnel age 25 and under will
receive at least two hours of annual refresher
traffic safety training each year. This training
will address general traffic safety precautions
and local command traffic safety policies as
well as any unique traffic safety considerations
appropriate for the area. This can be done
using NKO E-Learning DFL, or any National
Safety Council, AAA, Smith System Driver
Improvement Institute course, or any locally
developed or commercial course of instruction
approved by COMNAVSAFECEN may be used
to accomplish this training. Completion of this
training will be documented and entered into
the service records of military personnel.
Cell Phones: All military and civilian oper-
ators of vehicles on Navy installations and
operators of government-owned/leased vehi-
cles (including rental cars while on Temporary
Assigned Duty) on/off Navy installations shall
not use cell phones unless the vehicle is safely
parked or unless they are using a hands-free
device. The wearing of any other portable
headphones, earphones, or other listening
devices (except for hands free cellular phones)
while operating a motor vehicle is prohibited.
Military and civilian personnel who operate
PMVs off base shall comply with host nation,
state and local laws. All personnel are encour-
aged to refrain from any other activity that may
be a distraction while driving and lead to traffic
mishap (e.g., eating, text messaging, adjusting
radio/CD player, shaving, applying make-up,
reading maps, newspapers, magazines, books,
etc.). Bottom line when you're behind the
wheel your primary focus is driving, eliminate
the distractions.
Driving Lights: On all Navy installations, vehi-
cles will be operated with headlights turned on
during periods of precipitation or reduced vis-
ibility.
Examples are, but not limited to, periods of
light or heavy rain, snow, fog, or smoke. All per-
sonnel are encouraged to drive with Daytime
Running Lights (DRLs) or headlights on at all
times. Just like the state law; if the wiper are on
so are the lights.
Motorcycle Riders: All military personnel
who operate a motorcycle on/off base, and all
DOD civilian personnel who operate a motor-
cycle on base shall complete an experienced
rider course or additional COMNAVSAFECEN
approved training every three years. The Safety
Center has granted a 1 year grace period, if it's
been greater than three years since you're last
motorcycle safety class you've got until March
31, 2009 to take a refresher class. Speaking of
classes, the new sport bike class hit the street
June 1st, this class IS MANDATORY for ALL
sport bike riders. Sport bikes are being defined
as any two-wheeled street vehicle where the
foot pegs are behind the rider's center of grav-
ity.
Motorcycle Personal Protective Equipment
(PPE):
Helmet: A helmet meeting DOT, Snell
Memorial Foundation certification or host
nation certification shall be worn and properly
fastened under the chin. Fake or novelty hel-
mets are prohibited. Security and BOSC guards
have been given pointers on how to distinguish
DOT helmets from novelty helmets.
Eye Protection: Protective eye devices
designed for motorcycle operators (impact or
shatter resistant safety glasses, goggles, wrap
around glasses sealing the eye, or face shield
properly attached to the helmet) shall be prop-
erly worn.
A windshield or standard sunglasses or stan-
dard eye wear alone are not proper eye protec-
tion. Riding around with your visor up might
cool you off however it increases your chances
of getting dirt or sand in your eyes so keep your
eyes covered.
Foot Wear: Sturdy over the ankle footwear
that affords protection to the feet and ankles
shall be worn. No more riding in dress shoes
or tennis shoes.
Protective Clothing: Riders and passengers
shall wear a long sleeved shirt or jacket, long
trousers, and full fingered gloves or mittens
designed for use on a motorcycle. Motorcycle
jackets constructed of abrasion resistant mate-
rials such as leather, kevlar, and/or cordura
and containing impact absorbing padding are
highly recommended. To enhance the ability of
other vehicle operators to see and avoid motor-
cyclist, outer garments constructed of brightly
colored and reflective materials are highly rec-
ommended during daylight hours. Reflective
outer garments or vest shall be worn during
nighttime hours.
Motorcycle riders the above listed PPE is not
just for riding on-base it also applies when you
ride off base as well. A sailor assigned to the
USS Halyburton was killed this weekend. He
was caught dead without a helmet. Please ride
within your skill and limits; there have been too
many motorcycle mishaps lately.
Tobacco use is a heavy burden to our service members

more than 11,000
Georgians and drains 1.8
billion dollars from our econ-
omy in health care expens-
es. According to the 2004
Georgia Tobacco Surveillance
Report, twenty-four percent of
adults, nine percent of middle
school, and twenty-four per-
cent of high school students
in Georgia smoke cigarettes.
Nicotine is frequently the
first experimental drug used
by youth. Smokeless tobacco
can contain up to five times as
much nicotine in one chew as
in one cigarette. Unfortunately,
another killer stalks those who
are exposed to smoke from
burning tobacco products.
Secondhand smoke or envi-
ronmental tobacco smoke
(ETS) is harmful and can
cause death in non-smokers.
Tobacco smoke has over 4,000
chemicals; over 43 chemicals
classified as Group A carcino-
gen (cancer causing). Imagine
inhaling acetone, ammonia,
arsenic, carbon monoxide,
formaldehyde, and hydrogen
cyanide. These are just a few
of the chemicals that we are
exposed to on a daily basis
when we frequent restaurants
with smoking sections, sport-
ing events, homes of smokers,
etc. Secondhand smoke is the
smoke exhaled from the lungs
of smokers and the smoke
that comes from the burn-
ing end of a cigarette, cigar or
pipe. ETS causes about 53,000
deaths a year in those who do
not smoke.
Children and infants are
especially sensitive to ETS and
get an estimated 300,000 cases
of infections such as bronchi-
tis and pneumonia. What can
you do to protect yourself and
your family from the lethal
effects of ETS? Listed below
are some helpful tips:
1.Ask family and friends not
to smoke around your family
2.Do not allow smoking in
the car
3.Look for childcare work-
ers who do not smoke when
they're with your children
4.Do not smoke in your
house
5.Have smokers go outdoors
to smoke when visiting your
home
6.Have smokers wash their
hands prior to holding your
children
7.Quit smoking and/or help
friends and loved ones to quit
The bottom line is that we
all pay for the burden of tobac-
co. In one way or another, we
will pay out of our pockets,
whether you are a smoker or
not, or pay with our lives.

mate was roaring around on a
660cc ATV... A DC3 was riding
his ATV in a field..." And end
somewhat painfully.
So it is easy to understand
the Navy's concern for Sailors
operating all terrain vehicles
(ATVs). Especially those
service members and civil-
ians Department of Defense
employees who operate ATVs
as part of their job.
OPNAVInstruction5100.12H
states that: "All military and
DoD civilian personnel who
operate government-owned/
leased ATVs shall successfully
complete the Specialty Vehicle
Institute of America (SVIA)
ATV rider course prior to oper-
ating these vehicles on/off any
DON installation."
"Since 2001, there have been
over 20,000 people killed on
ATV's," said Naval Submarine
Base Kings Bay Traffic and
Recreational Specialist Russ
Prothero. "They are quite
dangerous if you put them in
the hands of inexperienced
people.'
The ATV Rider Course is
catered to those Kings Bay
departments such as Security
and SWFLANT (Strategic
Weapons Facility, Atlantic)
that operate ATVs on base.
The course is also offered to
service members and civil-
ian personnel who wish to
improve their operating skills
or those who need additional
instruction before safely hit-
ting the trails.
"People don't realize that

swerving and riding over
obstacles."

approved helmet, face shield
or goggles, over-the-ankle
boots, long sleeve shirt or jack-
et, ATV or motorcycle gloves,
and long pants plus your own

front light on so people know

Small children shouldn't be
allowed to use a sharp knife to
cut the top of the face. There
are kits available that come
with tiny saws that work bet-
ter than knives and are safer,
although they can also cut
you. It is best to let kids clean
out the pumpkin and draw a
face on it, which you can carve
for them.
Teach your kids basic safe-
ty, such as not getting into cars
or talking to strangers, or look-
ing before crossing the street.

Oct. 31 from 12-6 at studio S
on 103 Church Street bring in
5 canned goods or make a five

for commanders of naval installations in
Navy Region Southeast to deter crimi-

Court, installation commanders would
have no legal recourse against civilians
who break the law on their installations,
other than to debar them from the instal-
lation, because civilians are not subject
to the Uniform Code of Military Justice.
