USS Georgia returns to service


PSD Kings Bay's ID card sec-
tion is pleased to announce
expanded service hours. To
better serve the base commu-
nity, the ID card section will
be open every Saturday from
9 a.m. to 1 p.m. Personnel are
encouraged to utilize the new
ID card appointment sched-
uling website. The program
has been in effect for one
month, and has been a suc-
cess. Appointments are avail-
able Monday, Wednesday,
and Friday afternoons from
1:30 to 4:30 p.m. To access
the ID card appointment
scheduler, visit https://
es.cac.navy.mil/signup.pl. Be
sure you use the PSD Kings
Bay link, not the NSD Kings
Bay link. Additionally, the
dynatouch kiosk located in
the Navy Exchange may be
used to schedule appoint-
ments. Personnel without
appointments will be assisted
as scheduling permits dur-
ing these times. As always,
the ID card section is open
Monday through Wednesday
and Friday from 7:30 a.m. to
5 p.m., Thursday from 9 a.m.
to 5 p.m. and Saturday from 9
a.m. to 1 p.m.

The last of four Ballistic
Missile Submarines
(SSBNs) converted to
Guided Missile Submarines
(SSGNs) was brought back to
life March 28 with five words
from the USS Georgia's Return
to Service Chairperson Sheila
McNeil who said, "Bring the
boat to life!" With those words,
the crew of the USS Georgia
(SSGN 729) manned their
watch stations and prepared
for the new role that the SSGNs
will fill in today's Navy.
The return to service cer-
emony was held at Naval
Submarine Base Kings Bay's
Warrior Wharf, with more than
2,000 spectators, including
high-ranking military officials
and many Georgia state dig-
nitaries, in attendance. Most
notably, Georgia's Governor
Sonny Perdue spoke about
what it was like to welcome
Georgia's namesake vessel
home.
"Awesome," he exclaimed.
"It was an awesome experi-
ence to go out on an SSGN.
I knew that I was in for the
experience of a lifetime. While

Teamwork is one of the
values that make the
U.S. Navy good atwhat it
does. When Naval Submarine
Kings Bay needed assistance
with the mass of visitors dur-
ing the Return to Service of the
USS Georgia (SSGN 729), they
called for 49 Naval Reservists
from all over the country who
happily answered the call to
give the base a much-need-
ed hand. The reservists came
from Cincinnati, Jacksonville,
Palm Beach, Calif., Green Bay,
Wis., Kingsville, Texas., Bronx
N.Y., and various other loca-
tions.
According to Chief Master at
Arms Robert Tighe, the execu-
tive officer of Naval Security
Force Reserve Unit, the team-
work of the reservists work-
ing with the active duty was
incredible.
"It was a seamless exchange
between the two entities," said
Tighe.
"The 49 reservists were
briefed on the magnitude of
the event that tookplace Friday
and the role of protecting the
personnel and the assets here
at Kings Bay. Their job was
performing badge checks,
traffic control, working entry
control points, and assisting in
motor vehicle inspections."
The reservists came to Kings
Bay for two weeks to help out
Kings Bay Security. The first
part was base orientation,
indoctrination and firearms
training. The role of reservists

The flag started its journey
Jan. 14, when Perdue and the
USS Georgia Return to Service

"This was an exciting proj-
ect because it allowed all
Georgians to take pride in our
armed forces," said Perdue. "It
is noteworthy that this tour
allowed all 159 Georgia coun-
ties to participate in welcom-
ing the USS Georgia home."

Brenau University Offers MBA in Project
Management
Beginning Fall 2008, Brenau University will offer an MBA
in Project Management degree. Informational meetings
to meet Dr. John Adams, former president of the Project
Management Institute, and to learn more about the pro-
gram are being offered on April 3 at the Kings Bay Navy
Base Theatre, Building 1031, at 11:00 a.m. and 4:00 p.m.,
with an additional meeting at the Camden County Public
Library at 6:00 p.m. Project management is rapidly being
recognized as a new profession crucial to an organiza-
tion's survival and growth. Virtually any organization that
relies on delivering one-time initiatives either internally
or contractually is highly dependent on project manage-
ment concepts and skills. Examples of organizations that
have benefited from project management include the
military, government entities and agencies, Homeland
Security, education, healthcare, research facilities, market-
ing, business ventures, and non-profit organizations.For

New Photo Requirement For Officer Records
All officers are now required to have a full-length color
photograph in their official military file, according to
NAVADMIN 103/07 distributed to the fleetApril 24. Officers
who do not have a photograph on the electronic military
personnel records system in their current grade must sub-
mit a photograph before Sept. 30. The preferred uniform
will be service khaki without a cover. When service khaki is
unavailable, any regulation uniform is acceptable.
The public affairs center detachment located at NS
Mayport, Fla. is the tri-base source for all official photo-
graphs. It is recommended officers needing a full-length
photo for selection board purposes prior to Sept. 30
call (904) 270-7762 and set up an appointment with the
detachment. When official facilities are not available, offi-
cers are authorized to use commercial sources. If commer-
cial sources are unavailable, officer may submit any color
photograph that complies with the requirements outlined
in MILPERSMAN 1070-180.

Base Housing Curfew/Quiet Hours
Quiet hours at NSB Kings Bay Housing and curfew times
for base residents under the age of 17 are as follows: week-
ends 11 p.m. to 6 a.m., Monday Friday 10 p.m. to 6 a.m.

Troops To Teachers
The Georgia Troops to Teachers Program provides eli-
gible servicemembers up to $10,000 to become public
school teachers. Under the Spouse to Teachers Programs,
eligible military spouses maybe reimbursed for the cost of
state required certification tests up to a total of $600.

Controlling access to the base is one of the most important
roles of our security force as they provide a safe and secure
environment for all of us. Do not leave your badge unat-
tended, especially in your vehicle, the gym locker room, or

from summer camp and as
I researched opportunities for
our military children well,
I want to be a kid again! This
is the time of year we start
to plan summer activities for
our children and I have found
some great opportunities for
you.
Operation Purple, a free
summer camp sponsored by
the National Military Family
Association (NMFA) tops this
year's list of summer offerings.
Operation Purple is specifical-
ly designed for children of cur-
rently or soon to be deployed
service members.
Forty camps offered in 26
states, campers will have the
time of their life. The staff is
specifically trained to sup-
port the needs and challenges
faced by children of service
members who face the emo-
tional challenge and stress of a
parent serving in the military.
Each camp provides activities
and events to promote confi-
dence, team-work and perhaps
most important, peer-friend-


ships with other children of
service members.
All military children are
eligible to apply with prior-
ity given to children with a
parent deployed from May
2007 through November
2008. Registration is current-

Anything But Dependent

What makes us "Anything But Dependent"?

The stereotype we try to
mimic is the wife who
can do everything!
This Super Wife has a beau-
tiful spotless home, amazing
children, is organized, always
on time (if 10 minutes early
is being on time), cooks deli-
cious meals, bakes, is part of
the PTA, always volunteers
and/or works, and looks great
doing it. She is always happy,
strong, and focused. The Super
Wife makes it all look easy. If
you are not laughing at this,
then you think she is real and
you could probably gain from
being gently shaken.
This is so far from the truth.
An "Anything But Dependent"
military wife is first and for
most a happy woman. She
knows who she is and is mar-
ried to her best friend who
just so happens to be in the
military. She is independent.
It has nothing to do with how
clean our house is or if we are
organized. For us, it is knowing
that you are your own person
with your own life. That you
don't live through your hus-
band's job and/or rank. (Yeah,
that will be a whole column
by itself) We have our own
thoughts, dreams, goals that
don't include the Military.
I know that you are proud
and that you all love your hus-
bands. I'm reminded every
time I go into town and see
the "I heart my Sailor" stick-
er on your car or the T-shirt
that says, USMC Wife, "I put
the "Oo" in Oorah!" It takes
a very passionate wife to dis-
play such affection. But that

should be just a piece of your
life puzzle. It shouldn't define
you as a human being. So
many women get caught up in
their husband's job and lose
sight of who they are. It's won-
derful to be a military wife. I
can't imagine not being one.
But, one day our husbands are
going to retire or get out and
move on to do other things.
Who will you be then, the
retired military wife?
I would rather be known for
my own accomplishments.
Sure I am a proud Navy Wife,
but the numbers of deploy-
ments I have been through do
not define me. I would rather
talk about the places I have
traveled, the life obstacles I
have overcome and my own
hobbies and interest.
I did a little studyon ourbase.
When meeting a new wife on
the soccer field or introduced
by a friend at a get together, I
asked, "What do you do?" 99%
of the women replied, "We are
"insert branch name here',' or
"We are on the USS Where
He Works"' I was shocked. I
then asked again, "No, really,
what do YOU do?" Most of
the women looked confused.


It took deep thought and then
very short answers were given.
Some actually said, "nothing,
I'm just a stay at home Mom"'
I wanted to grab them and
shake them! How can you be
JUST a SAHM?? That is one
of the hardest jobs there is.
I have seen Marines the size
of small tanks crumble with
just the thought of taking the
kids for the weekend so Mom
could have a break!
I am not sure where we lost
ourselves. But, it is time we
focused on being the women
we would want our daugh-
ters to be. "Anything But
Dependent" is not some femi-
nist movement. Itis about hav-
ing a full life and remembering
our own goals and dreams.
So what do you need to do
to find this feeling of inde-
pendence? It's simple. First
just go back to who you were
before the husband and chil-
dren. For some this is a short
trip. Others, I apologize! Think
of what you wanted to do with
your life? What were your
hobbies interest? Do you still
have these things in your life
today? If not, why? What was
the last thing you did for fun
by yourself, or with girlfriends?
If you can't remember, it has
been too long. Don't worry if
you didn't like your answers.
Today is a new day!
Start now. Take your life
back. You need balance.
Make time for yourself. If
you are saying to yourself that
you don't have time, you are
wrong. Have the husband take
the kids for a night, day, or
even a whole weekend! Take
a trip with the girls. Or start
small and go out to dinner.


LAUGH. If your husband is
gone, get a sitter or trade days
with a girlfriend that has chil-
dren. That way you both get
free sitting. If you don't have
children, it is just as important
for you to have time for your-
self. Set aside money for your
"girl's nights" or hobbies. If
you use to paint, go to the art
store and look around. If you
use to sing, consider joining
the local choir in town or at
church. How about your edu-
cation? Did you get the degree
you wanted? If not, take a
class. I am very passionate
about wives having an educa-
tion or skill.
If you put yourself first, you
will be a better Mother, Wife,
Friend, Daughter, Sister, and
an all around better person.
You will never be the Super
Wife. She doesn't exist. So
why not live your best life?
Next time someone asks you,
"What do you do?" Tell them
about YOU. You were a per-
son long before your husband
came into the picture. The
military will take your hus-
band in and out of your life,
so don't stop living when he
is deployed. And don't forget
to talk to your husband about
this.
Ask for him to support your
goals and dreams while you
support him serving. This
will make you "Anything But
Dependent"

a memorable experience

A trip to the Big Apple,
when you accompany
20 teenagers on their
spring break to the city that
never sleeps, is always an expe-
rience worth undertaking, and
worth even more when con-
sidered at a distance of time
and a good night's sleep. Make
no mistake; this trip is about
theatre and, for them, some
strategic shopping. But it is
also always about education,
about planned lessons and
those learning moments that
you coincidentally happen
upon.
When the curtain rises on
"Wicked," Broadway's $20
million dollar advance sales
mega-hit, I treasure the
moment. I watch the young
faces, full of enchantment and
amazement at the spectacle.
I spend intermission listen-
ing to exclamations of awe, of
adoration. And I am moved
by their sense of wonder and
appreciation for the talent and
production values packed on
that one stage in a place with
hundreds of stages filled with
such talent and scenic beauty
or simplicity. In the age of You
Tube, they have seen the small
screen images, but here, in the
Gershwin Theatre, you get the
real feel and taste of the thing.
And, for these "Wicked" new-
bies, it tastes of raw, yet pal-
pable dreams.
Then you share a mutually
new experience with them,
seeing David Hyde-Pierce in
"Curtains." Their laughter and
understanding of the timing
of the actors, and their feeling
for the Kander and Ebb score
are satisfying. At that point,
they don't know they are going
to be up close and personal
with one of the members of
the "Curtains" ensemble later
during their stay, to hear his
story of how the cast loves
the show and cares for each
other; of how its star is a highly
respected, generous human
being aside from an enormous
talent.
Tonight, they can only sense
that and take comfort in their
speculation that it seems to

be true. They go to sleep that
night buzzing with the show's
energy.
Asking teens to experience
Tennessee Williams is a chal-
lenge; to see famous stars re-
imagine his work on Broadway
is a unique opportunity. For
three hours they slogged
through Williams' issues, thor-
oughly impressed with his
masterful crafting of dialog
and characters. While you can
imagine living without the dis-
comfort Williams' offers, you
cannot imagine your charg-
es missing James Earl Jones,
Felicia Rashad, Anika Noni
Rose, and Terrence Howard in
"Cat on a Hot Tin Roof" and
said the NYC experience was
all it could have been.
To complete their expe-
rience, they feast on a Mel
Brooks' vehicle that is all the
rage on Broadway, "Young
Frankenstein." Filled with
inside jokes (every time the
housekeeper's name is men-
tioned, the horses neigh loud-
ly Why? Because her name
means glue in German, which
of course should bother any
horse or horse-lover!), refer-
ences to gags in the film of
the same name and general
silliness, "Frankenstein" is a
monumental show, filled with
technical and production
"breath takers." Best of all, it
introduces a new generation
to Brooks' insanity and talent;
and it allows each of them to
close their week "puttin' on
the ritz."
Despite the wind and cold,
these troupers took in NYC
from many different angles
and views: atop the Empire
State Building; from Ellis
Island and at the Statue of


Liberty; in the somber twi-
light at the site of the World
Trade Center reconstruction
site; and within the backstage
and control booths of Radio
City Music Hall; and stand-
ing in the impressive halls and
meeting rooms of the United
Nations. They learned lessons
about history and life at the
Museum of Natural History,
and learned how rehearsals
for musical theatre work when
run by "show business" pros
that helped them learn the
words, music and moves for a
show tune, that they then got
to perform for a small audi-
ence of appreciative adults.
And they got to watch aspiring
collegiate theatrical directors
from Brooklyn College work
with their casts at the begin-
ning of an acting process, see
how they approached their
projects and talk to the actors
about how they got to their
current places.
During their travel time
home, I listened to stu-
dents' conversations about
their experiences. Some of it
reflected painful or inane teen
concerns, but other snippets
indicated serious consider-
ation of their time spent in our
entertainment capital. As one
young man put it, "I think I
had a favorite show, but then
I remember something I liked
about another show and I
think it's my favorite now. But
I also really liked seeing Ellis
Island and I wish we could
have spent more time in the
Museum of Natural History.
I liked seeing Chinatown,
too... and I am glad we went
to see the Twin Towers site."'
Whatever he decides, I know
that this Spring Break will not
be one he will ever forget.

force is built upon a strong legacy
of selecting and training the best
Sailors, building and maintaining the
best ships, and equipping those ships
with the latest technology and the
most advanced equipment.
"Today, the USS Georgia will add
to that legacy," said Donnelly. "She
will join her sister ships, the USS
Ohio, USS Florida and USS Michigan
to provide a huge leap forward in
capabilities to accomplish new mis-
sions in a new world. Soon the USS
Georgia will deliver the stealth, per-
sistence and flexibility that are in
high demand by our combat com-
manders. In support of our nation's
maritime strategy, the crew of the
USS Georgia stands poised to join
that effort."
When Capt. Brian McLlvaine, com-
manding officer of the USS Georgia,


took command of the USS Ohio in
2001, the fate of the first four SSBNs
were still in doubt. Even though the
SSBN mission was still important, it
was decided that the mission could
be done with 14 SSBNs instead of
18. The first four SSBNs were obvi-
ous targets due to meeting their pro-
jected half-life and in need of fuel
overhauls.
"Through the hard work of our
political leadership, including Navy
and Submarine Force leadership and
the Navy league, we were able to suc-
cessfully orchestrate the transforma-
tion of the ship you see exemplified
by the USS Georgia here today," said
McIlvaine. "The USS Georgia is dif-
ferent from her SSBN sisters. Her
weapon systems and the capability to
support global warfare is impressive
and her crew is ready for that new
challenge here in Georgia:'
In his closing remarks, Governor
Perdue said, "On behalf of the 9.5
million Georgians in this state, wel-
come home!"

many others across the state,
recognized that a national
asset was going to go to waste
with the decreased need for
SSBNs. It took their hard work
to make our political leaders
in Washington and in the Navy
see the vision of the usefulness
of the USS Georgia and her
sister SSGNs."
"It has been a very breath-
taking ride to be a part of
this transformation," said
McIlvaine.
"It's a full time job to be
the captain of a Submarine,
and when I was thrown into
the social schedule that the
USS Georgia Return to Service
has generated, my job became


more difficult, but it also
became much more reward-
ing."
Mcllvaine also tookthe time
to reenlist and award dolphins
to a few USS Georgia Sailors.
"I want to show you the
hard work and dedication that
the Sailors of the USS Georgia
are doing to make our ship
one that you can continue to
be proud of," said McIlvaine
before the reenlistment and
awarding of dolphins.
"I feel a lot of pride in the
expertise and desire that the
USS Georgia Sailors have dem-
onstrated."

teams of three and four played
18 holes in two different flights,
one in the morning and one in
the afternoon, with lunch in
the middle provided by MWR.

noon flights.

different walks of life, the
whole event was profession-
ally organized," said Master

Sanchez from Kingsville,

from different commands, the
reservists did a good job. We


all wear the Navy uniform and,
when called onto the job, per-
form the way we are expected
to. You can't tell the differ-
ence between active duty and
a reservist when both are in
uniform at work. Since the
tragedy in 2001, we have come
together and the role of reserv-
ist has grown as more reserv-
ists are doing longer tours and
deployments."

MWR hosts Georgia


Tailgate Party

More than 50 Sailors
and Marines were on
hand for the MWR's
Welcome Home Georgia tail-
gate party March 25 with the
theme "Come get messy with
Uga!"
The event included music,
door prizes, food, games, and
drinks. This event was open
to all crew members and their
families as well as the rest of
the service members on Kings
Bay. The main reason for the
tailgate party was to bring the
crew members of the Georgia
together and show them what
MWR had to offer them.
"Our main reason for host-
ing this event was to get the
crews here to see what the Big
EZ and the other facilities from
MWR have to offer them as
well as show them a good time
and that we are happy to have
them here," said Recreation
Specialist and Manager of the
Big EZ Ann Myhre. "I think that
this was important because it
helps show them that we actu-
ally care that they are coming
back, and to make them feel
welcomed as well as acclimat-
ed to the base at its facilities."
The crew members of the
USS Georgia showed up to the
tailgate party unaware of what
might happen but in the end


they enjoy the event and can
not wait to take part in more
events to come.
"MWR did a great job set-
ting up for us (USS Georgia)
with a lot of good food on hand
and music and hoping that the
events in the future are just as
warm hearted this was," said
Lt. Ryan Haggerty.
According to Myhre, overall
the tailgate partywas a success
and that the turn out, even
though less than expected,
was still good in the fact that it
showed that the base came out
to show support for their new
shipmates.
"The overall reaction from
the crew was that it was a
fun get together," she said. "It
helped them meet the other
service members on base, chat
with them and enjoy some
food and a good time:'

Someone else is using



my tax information?

ell, it is tax time.
And, with tax time,
our legal assistance
offices are seeing the usual
variety of tax related legal assis-
tance issues. Unfortunately, a
growing problem is filing your
tax return electronically and
havingyour tax return rejected
because someone has already
filed using your social security
number or the social security
number of one of your depen-
dent children.
Such an occurrence can hap-
pen for a variety of reasons.
Another party could have sim-
ply made a mistake in keying
in a social security number.
There could be a miscom-
munication between parties.
Such as the miscommunica-
tion that can occur between
divorced spouses when there
is a mistake as to which party
was going to be able to claim
the common child as a depen-
dant for the tax year. And,
of course, the phenomenon
that keeps all of us lawyers
employed, plain old fraud.
The first question an indi-
vidual may have is what to
do when the electronic tax
form is rejected for this rea-
son. The generally accepted
advice and what the Internal
Revenue Service (IRS) will
tell you is that you should file
your return by mail and allow
the IRS to sort out the issue
through their normal inves-
tigation process. Of course,
this will mean that eventually
you will receive an IRS notice
indicating the problem and
requesting that you respond
to the IRS providing your side
of the story. A bitter irony
here is that even if you are not
the party who has made the
mistake or done the wrongdo-
ing here, your refund, and this
year perhaps your tax stimulus
payment, will be on hold until
the IRS sorts out the mess.
Several clients in this situation
have requested whether or not
the paper return forwarded by
mail should have a cover letter
explaining the problem. In
investigating this article, I was
advised by the tax expert on
staffwith the Office of the Judge
Advocate General, Mr. George
Reilly, that having a cover let-
ter may be a good idea to raise
the issue and alert the IRS to
the need for further investiga-
tion. Of course, an individual
will have ample opportunity
to provide full details of their
story during the IRS notice
process when they catch that
multiple returns have used the
same social security number.
A tax return with a cover let-
ter may expedite that process
somewhat.
Clients almost always want
to know what can happen
to the party that improperly
used the wrong social secu-
rity number. Well, of course
that depends on the nature
of the mistake. If someone
made a simple unintentional
error of mistakenly typing a
wrong number, that is not a
mistake for which someone
will receive significant (or pos-
sibly even any) penalties. Civil
penalties for the taxpayer who
used the wrong social secu-
rity number are a percentage
of the understatement of tax
owed and interest owed on
the return from the date that
the return is due. If fraud is
involved, Mr. Reilly advises
that civil penalties can be sig-
nificant based on the nature
of the fraud. There can even
be criminal penalties for the
fraudulent use of another's
social security number which

or imprisonment. But, these
criminal cases are rare and
involve proving the intention-
al elements of a crime. In
these cases, the IRS consults
with the Department of Justice
(DOJ) who would eventually
pursue a criminal case.
Of course, the most fre-
quent situation that I see as a
legal assistance attorney that
involves a dispute involving
multiple tax returns filed using
the same social security num-
ber are when divorced par-
ents have disagreements over
who can claim the children of
the marriage as a dependent.
Typically, the custodial par-
ent is the parent who will be
entitled to claim the child or
children as a dependent. The
non-custodial parent can only
claim the child if a four part
test is satisfied.
That four part test is as fol-
lows: (1) The parents are
divorced or legally separated
under a decree of divorce or
separate maintenance or are
separated under a written
separation agreement, or lived
apart at all times during the
last 6 months of the year; (2)
The child received over half of
his or her support for the year
from the parents; (3) The child
is in the custody of one or both
parents for more than half of
the year; and (4) Either the
custodial parent signs a writ-
ten declaration that he or she
will not claim the child as a
dependent for the year and the
noncustodial parent attaches
this written declaration to his
or her return using IRS Form
8332 or the pages from a
divorce decree or separation
agreement made after 1984 in
which the decree states that (i)
the noncustodial parent can
claim the child as a dependent
without regard to any condi-
tion, such as payment of sup-
port; (ii) The custodial parent
will not claim the child as a
dependent for the year; and
(iii) the years for which the
noncustodial parent, rather
than the custodial parent, can
claim the child as a dependent.
Or, in the case of a pre-1985
decree of divorce or separate
maintenance or written sepa-
ration agreement that is still
in effect in 2007, such decree
or agreement states that the
noncustodial parent can claim
the child as a dependent; the


decree or agreement was not
changed after 1984 to say the
noncustodial cannot claim the
child as a dependent; and the
noncustodial parent provides
at least $600 for the child's
support during the year.
All these rules can be found
in Chapter 3 of IRS Publication
17. From the IRS perspec-
tive, only one divorced or
legally separated parent can
qualify for any given child in
any one year. If the "wrong"
parent files for the child(ren),
IRS can and will if notified of
the error, re-calculate each
parent's tax return and adjust
the tax liability accordingly.
Of course that will take time
and, as mentioned above, the
first to file electronically using
the child(ren)'s social security
number bars the other parent
from filing electronically.
Further, depending on the
case, if a decree or separa-
tion agreement is violated and
a party improperly claims a
child as a dependent contrary
to a divorce decree or agree-
ment, such action may be the
basis for a contempt action
for the party violating the
agreement or divorce decree.
And, finally, I should also add
that in some of these cases,
a social security number may
be being misused because
of identity theft. In addition
to handling such matter as a
tax issue, you may also need
assistance to investigate and
correct a misappropriation of

Music submissions are being accepted now and until
Apr. 30, 2008 for a military only music contest in cel-
ebration of military song writers.
America Supports You and the Dallas Songwriters Association
are seeking amateur active duty military songwriters to take part
in the Songs from the Soul of Service Music Contest to showcase
music of this era with a special emphasis on uniformed person-
nel.
Active duty military members as well as those currently inac-
tive, due to injury or disability suffered after the start of the war
in Afghanistan, can enter up to four songs each. The songs can
be written by themselves or on behalf of an immediate family
member. Cassette tapes or other recordings are acceptable as
song production quality will not be a factor in the judging.
Entries are accepted by mail or can be submitted on-line at
www.songssoulservice.org.

The categories for entry include country, hip hop, instrumen-
tal, world music, novelty, inspirational and pop with a special
category for participants currently serving in either Iraq or
Afghanistan.
Prizes will be awarded for the top three songs in each category
and the top three overall songs. Each song is eligible for only one
category award and no song will be recognized as a category
winner and a winner from Afghanistan or Iraq.
Music industry professionals will judge the finalists in each
category and the overall winners will be determined by a com-
bination of music professional judging and public polling. Each
category entry will be judged primarily on lyrics, structure, emo-
tional impact, originality and creativity.
Winning submissions will be professionally produced by
Grammy award winning producers and made available on CD
in preparation for a series of major concert events. The concerts
will showcase the winning songs with the support of an interna-
tionally recognized musical act.

KIDSFEST 08
MWR is hosting a huge cel-
ebration for the month of the
military child and child abuse
prevention month with a chil-
dren's festival on April 5 from
11 a.m. to 2 p.m. in front of
the tennis courts at the Fitness
Complex. This year the festi-
val will have pony and train
rides, games, music, bouncing
castles, a quad jumper, joust-
ing, arts and crafts, profession-
al face painters, bubbles tent,
cotton candy & snow cones
and a cake walk. For only $1
you can purchase a hot dog,
drink and a bag of chips. The
best part is everything else is
free for everyone. It's a day of

Navy SEAL to receive medal of honor posthumously

rificed himself to save

combat operations in Iraq will
be posthumously awarded the
Medal of Honor by President
George W. Bush the White
House announced March 31.
The parents of Master-At-
Arms 2nd Class (SEAL) Michael
A. Monsoor will accept the
nation's highest military honor
on behalf of their son during a
White House ceremony April
8. The medal is awarded for
'conspicuous gallantry and
intrepidity in action at the risk
of life above and beyond the
call of duty' by a member of
the U.S. Armed Forces during
combat against an enemy.
"I was happy to hear Mike
will get the Medal of Honor,"
said Special Warfare Operator
1st Class (SEAL) Tom DeShazo,
who worked closely with
Monsoor during the mission.
"It is not something he would
ever seek out or expect; but his
clear decision to sacrifice his
own life to save his teammates
is worthy of this honor."
Monsoor, a 25 year-old
machine gunner with SEAL
Team 3, was providing secu-
rity at a sniper lookout post
on Sept. 29, 2006 in Ramadi
when a grenade hit his chest
and bounced to the floor.
With only a moment to act,
Monsoor threw himself onto
the grenade, shielding three
other SEALs and three Iraqi

Honorable Dr. Donald C.
Winter, arrived on March 23
for a three-day visit in Israel as
a guest of the Israel Ministry
of Defense and the Israel Navy
Commander in Chief, Vice
Admiral Eli Marum. This visit
is a continuation of the strong
ties and extensive collabora-
tion between the Israel and
U.S. Naval Forces.
This is Winter's first visit in
Israel as the Secretary of the
Navy.
His first visit to the country
was in 1998 when he arrived
with a delegation of U.S.


Army soldiers from the result-
ing blast.
"He had a love and respect
for his teammates and his
platoon. His nature was to
complete the most difficult
tasks without question;'," said
Lt. Cmdr. Seth Stone, who
served as officer in charge of
Monsoor's unit during the
action. "He was a fantastic
warrior."
AlthoughMonsoordiedfrom
his injuries, the two SEALs
only a few feet from him sur-
vived with significant shrapnel
wounds. The other SEAL and
the Iraqi soldiers were either
unharmed or received only
minor injuries.
"Mike Monsoor exempli-
fied the SEAL ethos," said
Rear Adm. Joseph Kernan,
the Commander of the Naval
Special Warfare Command in
San Diego. "He led by example
and protected his teammates
to the very end. But more than
that, Mike was a brother in
our family. We will honor him
every day by upholding the
values he shared with us as
SEALs."
Monsoor is the first Navy
SEAL to earn the Medal of
Honor for actions in Iraq and
the second Navy SEAL to
receive the award since Sept.
11, 2001. The other recipient,
Lt. Michael P. Murphy, was
recognized posthumously
last October for his valor in
combat alongside three other
SEALs during a battle with
Taliban forces in Afghanistan
in 2005. Monsoor is the fifth
armed forces service mem-
ber to receive the Medal of


Military Industry Seniors.
During his stay, he met
with the Minister of Defense,
Mr. Ehud Barak, Chief of the
General Staff, Lieutenant
General Gabi Ashkenazi,
General Manager of the Israeli
Ministry of Defense, Mr.
Pinchas Buchris, and senior
officers in the Israel Defense
forces.
During his stay, he toured
the Haifa Naval Base and spent
the day underway aboard INS
Lahar, and upon arrival back
to Haifa, he toured the Israeli
Dolphin submarine, INS
Takuma. Winter also visited
Plasan Sasa, an Israeli defense
corporation, in Kibbutz Sasa
in the northern part of the
country.

and Iraqi Freedom.
Monsoor will be inducted
into the Hall of Heroes at the
Pentagon during a ceremony
scheduled April 9. His name
will be engraved beside the
names of some 3,401 other
service members who have
also been awarded the nation's
highest honor. Monsoor was
previously awarded the Silver
Star, the Bronze Star (with
Combat V) and the Purple
Heart.
Awarded by the President
in the name of Congress, the
Medal of Honor was created
in 1861 as a personal award of
valor for members of the Navy.
Soon thereafter, another ver-
sion was created for the Army
and ultimately the Medal of
Honor was presented to more
than 1,500 Civil War veterans.
Later the Air Force created its
own unique Medal of Honor
design.
Marines and Coast
Guardsmen are awarded the
Navy's version of the Medal of
Honor.
U.S. Navy SEALs are the
maritime component of U.S.
Special Operations Command
and the Navy's special opera-
tions force. The SEALs take
their name from the elements
from which they operate sea,
air and land.

naissance and direct action
missions SEALs continue
to successfully execute DoD's
most important warfighting
missions in the global war on
terrorism.

The Fleetand FamilySupport
Center will now take its regular
workshops on the road if a unit
can furnish a conference room
or classroom and guarantee a
minimum of five participants.
Additionally, our personnel
will tailor presentations to
cover a unit's General Military
Training requirements when
those requirements deal with
human resources and social
issues. Our counselors can
also create a presentation in
response to a unit's area of
special concerns. Personnel
are available to participate
within areas of expertise in
the indoctrination of newly
assigned personnel and family
members of active duty per-

Anger Management
Anger is often a smoke
screen for other emotions and
not an effective method for
getting what you want. This
workshop is slated for April 30

This workshop can help you
focus on identifying the feel-
ings anger hides and explore
behaviors helpful in resolving

ilar to civilian 401K plans and
designed to assist individuals
who wish to invest in their, and
their family's future financial
security. The Career Service
Bonus (CSB) and Redux will
