The Navy's newest class of mod-
ern guided-missile submarine,
the Ohio-class, reached a sig-
nificant milestone March 11, when
all four submarines in the class were
underway at the same time.
Since completing the conversion
process from ballistic-missile subma-
rines (SSBN) to guided-missile sub-
marines (SSGN), the four submarines
in the class, USS Ohio (SSGN 726), USS
Michigan (SSGN 727), USS Florida
(SSGN 728), and USS Georgia (SSGN
729), have been undergoing modern-
ization and maintenance availabili-
ties, training, certification and testing
in preparation for their first deploy-
ments. Ohio is now deployed in the
Pacific Ocean taking part in Exercise
Foal Eagle involving U.S. Navy forces
and the South Korean military.
"It is a banner day for the subma-
rine force," said Rear Adm. William
Hilarides, Program Executive Officer
for Submarines. "Five years and four
months after we began work on Ohio
we have all four of the SSGNs at sea.

The unique partnership between
Norfolk Naval Shipyard, Puget Sound
Naval Shipyard and Intermediate
Maintenance Facility, and General
Dynamics Electric Boat delivered
these four SSGNs on time and on bud-
get despite a compressed and pressur-
ized schedule."'
"While this is the first time all of our
SSGNs will be at sea around the world,


it surely is not the last," said Hilarides.
Hilarides also noted that when the
ships finish their post-conversion test-
ing, that an average of 2.6 SSGNs will
be forward deployed at all times.
"This event marks a great milestone
for the SSGN program office," said
Capt. Mark Bock, SSGN program man-
ager (PMS 398). "It is a fitting tribute
to the dedication of the submarine


force and the men and women of this
office. As we begin to stand down the
program office, this moment in time
allows the SSGN team, past and pres-
ent, to reflect back on what has been
achieved here."'
Along withthe capabilityto carry and
support up to 66 Special Operations
Forces personnel and deploy with up
to 154 Tomahawk cruise missiles, the

SSGNs also bring to bear a host of
advanced sensors and weapons sys-
tems that make it a truly unique plat-
form.
The SSGN's size, open layout and
adaptability allow it to carry payloads
that-as future technologies come to
fruition-can be inserted and inte-
grated into the platform relatively eas-
ily.


The name USS Georgia has a long tradition of service

The homecoming of the
USS Georgia is signifi-
cant to the residents of
Georgia because the subma-
rine is going to be home port-
ed in the state it is named after.
This is not a common occur-
rence in the silent service. As
amazing as the newly rede-
signed guided missile subma-
rine is, the name "Georgia"
also has an amazing history.
There have been two previ-
ous warships that have borne
the name Georgia. In early


1862, a patriotic Savannah-
based group called the "Ladies
Gunboat Association" raised
$75,000 for an ironclad ship.
The state of Georgia provided
the rest of the money needed
to build the ship. The CSS
Georgia was built to steam to
the mouth of the Savannah
River and help Fort Pulaski
destroy the blockading
northern fleet, thus opening
Savannah for trade. However,
the Confederate fort was
destroyed before the Georgia
was completed.
The ship was found to have
a major propulsion problem,


with top speed of 2 knots. Due
to her propulsion problems,
the Georgia was moored as
a floating battery near Fort
Jackson where the river is lim-
ited to a single channel. From
there, she could bring a broad
side of four well protected
guns to bear on any vessel that
tried to come up the river to
Savannah. This is believed
to have prevented the fall of
Savannah for two years, until
Sherman's famous "March to
the Sea', when the North final-
ly took over Savannah and the
CSS Georgia was destroyed
and left to sink.


The next to bear the name
was the Virginia-class battle-
ship, USS Georgia (BB-15),
which was commissioned in
1906. This ship was part of
the famed Great White Fleet,
which left on a journey around
the globe in 1907, demonstrat-
ing America's growing sea
power and expeditionary Navy
to the world. The USS Georgia
escorted convoys during
World War I and carried 6,000
soldiers home after the war
ended. The ship was finally
decommissioned in 1920.
The name Georgia rested
for 76 years, until February


1984, when a nuclear pow-
ered Trident Missile subma-
rine was commissioned with
the name USS Georgia (SSBN
729). During the late 1970's
and early 1980's, the Navy
was in need of a silent sea
enforcer that could hold a lot
of firepower and go unno-
ticed for long periods of time.
That need was answered with
18 Ohio-class Trident mis-
sile submarines. The advan-
tages that these submarines
possess include the ability to
hold more missiles that have
a longer range, ease of main-
tenance for less time in the


shipyards and the increased
size affording more spacious
living quarters for a crew of
160 Sailors.
The USS Georgia was the
fourth of the Ohio class sub-
marines to be commissioned.
Officially, it is the second
United States ship to bear the
name Georgia because the
ironclad was a Confederate
ship and is not recognized as
a United States Navy vessel.
In 2000, Congress agreed to
scale back from 18 Ohio-class
Ballistic Missile submarines to

has created a sched-
ule of celebratory events dur-
ing the week of March 24 -
29 to commemorate the USS
Georgia's homecoming and
return to service. Alice Hurley,
MWR community support
department head, remarked
on the significance the USS
Georgia's presence brings
to the community of Naval
Submarine Base Kings Bay.
"This is a once in a life-
time event," said Hurley. "We
want people to be aware of
the importance of the USS
Georgia's homecoming and let
her crew know they are wel-
come here.'
A Welcome Home, USS
Georgia Tailgate Party will
kick-off at 4 p.m. at the Big
EZ Sports Zone March 25.
Everyone is invited to "Come
Out and Get Messy with UGA"
while munching on hot dogs,
hamburgers, chips, and cook-


ies.
After spending a fun night at
the tailgate party, slip into your
favorite running sneakers and
head to the fitness complex
for the USS Georgia Return
To Service 5K Run. The race
starts at 11:30 a.m. in front
of the Fitness Complex March
26. Registration for the race
begins at 11 a.m. and race par-
ticipants will have a chance
to win a prize for fastest male
and female runners.
If teeing off towards the
green under the warm sun
sounds like fun, thenjoinMWR
at the Trident Lakes Golf Club
for the Welcome Home, USS
Georgia Golf Outing March 26.
Shotgun start timeswillbe held
at 8:30 a.m. and at 1 p.m. A $25
per person fee includes entry
into the Captain's Choice Golf
Round with prizes, a golf cart
and a pig roast luncheon.
Other MWR events include
free lunchtime bowling from
11 a.m. until 1 p.m. at the Rack-

Here is an illustration of the USS Georgia (SSGN 729) which underwent a conversion from a Ballistic Missile Submarine
(SSBN) to a Guided Missile Submarine (SSGN) designation. Four Ohio-class strategic missile submarines, USS Ohio (SSBN
726), USS Michigan (SSBN 727) USS Florida (SSBN 728), and USS Georgia (SSBN 729) were selected for transformation
into a new platform, designated SSGN. The SSGNs have the capability to support and launch up to 154 Tomahawk mis-
siles, a significant increase in capacity compared to other platforms. The 22 missile tubes also will provide the capability
to carry other payloads, such as unmanned underwater vehicles (UUVs), unmanned aerial vehicles (UAVs) and Special
Forces equipment. This new platform also has the capability to carry and support more than 66 Navy SEALs (Sea, Air and
Land) and insert them clandestinely into potential conflict areas.

Dear Captain Mcilvaine,
The return-to-service of
USS Georgia (SSGN 729),
transformed into a nucle-
ar powered guided missile
submarine, is a significant
milestone for the Submarine
Force, the Navy and the Joint
Warfighter. I am proud to
have worked with the team
responsible for this achieve-
ment.
This return-to-service
truly speaks to the remark-
able design of the Ohio class
submarine, to the dedica-
tion of talented craftsmen
on shore, to the technical
experts in shipbuilding and
to the expertise of Sailors on
the deckplates.
The conversion of four
Ohio class submarines
proves our nation's ability
to rapidly reconfigure this
platform in order to play an
important role for national
defense.
Our Navy truly needs the
new capabilities that these
national assets now pos-
sess. Georgia is at the fore-
front and you and your crew
are now charged with the
responsibility of making the
transformational vision a
reality.
Today marks another great
success in the Submarine
Force as we place back into
service our fourth and final
SSGN. Georgia will pro-
vide our nation with con-

Over the years, the
Navy has changed
and evolved to the
way the world moves, and has
adapted to the possible threats
posed by other countries. In
this endeavor, the Navy had
to reinvent, upgrade or com-
pletely overhaul its ships,
submarines, and aircraft.
Traditionally when a Navy
vessel is ready for service, a
commissioning ceremony is
held. However when a ship
is decommissioned or over-
hauled, like the USS Georgia,
it goes through a return to ser-
vice ceremony.
"When the early Navy com-
missioned a vessel it was not
what it is today," said Todd
Creekman, executive direc-
tor of the Naval Historical
Foundation. "In the early his-
tory of the Navy, ships would
go in and out of commission
all the time, and the only rea-
son a ship was commissioned
was to fill a particular roll or
mission."
According to Creekman, a
commissioning in the early
United States Navy was not
attended by a ceremony. An
officer designated to com-
mand a new ship received
orders similar to those issued
to Captain Thomas Truxtun
in 1798.
In Truxtun's time, the pro-
spective commanding officer
had responsibility for oversee-


ing construction details, out-
fitting the ship, and recruit-
ing his crew. When a captain
determined that his new ship
was ready to take to sea, he
mustered the crew on deck,
read his orders, broke the
national ensign and distinc-
tive commissioning pennant,
and ordered the watch to be
set and the first entry to be
made in the log. Thus, the
ship was placed into commis-
sion. Ships would stay in com-
mission until their mission
was accomplished then they
would be placed in a decom-
missioned status until their
next mission.
Commissioning ceremo-
nies were not public affairs,
and unlike christening-and-
launching ceremonies, were
not recorded by newspapers.
The first specific reference to
a ships commissioning locat-
ed in naval records is a let-
ter dated Nov. 6, 1863, from
Secretary of the Navy Gideon
Welles addressed to all Navy
yards and stations. In this
letter the Secretary wrote,
"Hereafter the commandants
of Navy yards and stations
will inform the department,
by special report of the date,
when each vessel preparing
for sea service at their respec-
tive commands, is placed in
commission."
In recent years, commis-
sioning ceremonies have been
replaced in some cases with
a return to service ceremony,
with the most recent return to
service ceremonies being held

new platform, designated SSGN or Tactical Trident. The SSGNs have the capability to support and launch up to 154 Tomahawk
missiles, a significant increase in capacity as compared to other platforms. The 22 missile tubes will also provide the capability
to carry other payloads, such as unmanned underwater vehicles (UUVs), unmanned aerial vehicles (UAVs) and special forces
equipment. This new platform also has the capability to carry and support more than 66 Navy SEALs (Sea, Air and Land) and
insert them clandestinely into potential conflict areas.

emony marks a rebirth into a
muti-mission platform;'," said
Capt. David Voloinio, chief
of staff for Submarine Group
Ten.


"The transformation shows
the open architecture capa-
bility of Navy vessels, in all
regards the ship is truly reborn,
and that's what the return to
service ceremony symbolizes."

USS Georgia (SSGN 729) is the fourth
Trident Class Nuclear Powered Fleet
Ballistic Missile Submarine and the
third ship to bear the name of this grand
state, one of the thirteen original states of the
union.
The keel for USS Georgia (SSGN 729) was
laid on April 7, 1979 and was presided over
by First Lady Rosalyn Carter, wife of President
Jimmy Carter, both Georgia natives. Mrs.
Carter's initials can still be seen on the ship's
keel.
On Nov. 5, 1982, USS Georgia was launched
by Mrs. Sheila Watkins, wife of Admiral James
D. Watkins, Chief of Naval Operations, who
served as the Commissioning Officer dur-
ing USS Georgia's commissioning ceremony
held on Feb. 11, 1984 at the Naval Underwater
Sound Laboratory, New London, Conn.
In November 1984, USS Georgia arrived in
her home port of Bangor, Wash. In January

1985, she started her first strategic deter-
rent patrol. USS Georgia was awarded a
Meritorious Unit Commendation for opera-
tions from September 1983 to May 1986. She
was awarded her second Meritorious Unit
Commendation for operations from February
to August 1986. USS Georgia was awarded the
Commander, Submarine Squadron 17 Battle
Efficiency "E" in 2001.
While serving in the Pacific Fleet, USS
Georgia conducted 65 strategic deterrent
patrols. A key element of our nation's strate-
gic deterrent forces, she continued the proud
tradition established by her predecessors.
In October 2004, USS Georgia was re-desig-
nated to SSGN after the successful completion
of exercise "Silent Hammer," the SSGN proof-
of-concept operation before entering Norfolk
Naval Shipyard for a scheduled Engineered
Refueling Overhaul and conversion to SSGN
in February 2005.
In December 2007, USS Georgia departed
Norfolk, Va. for her new home in Kings Bay.

udges looked at pictures from all over the
state searching for a commemorative pic-
ture for the USS Georgia return to service
arch 14. They chose from more than 150
pieces of art and had 21 total winners compet-
ing for the captain's choice.
The Judges chose local 10th grader Nicole
Wasson as the captain's choice winner out of
artwork from more than 40 school districts.
Nicole's color drawing incorporated the state
seal, bird, flower, a submarine and a Georgia
peach.
"There was a lot of talent on display today
and it wasn't an easy choice. The winning pic-
ture showed a lot of symbolism, was organized
and had a logical balance;'," said one art instruc-
tor at Coastal Georgia Community College."'
The entries were divided into three groups
and seven winners were named in each cat-
egory. The three categories were Elementary,
Middle and High school and the judges didn't
see the artists name or location until after they
chose the winning picture.
Each winner received a purse of a $100 and
a prize bag for their hard work. Wasson's work
was the bigger winner getting a prize of $500
dollars.
"Generating interest in the return to ser-


vice and the USS Georgia was the intention
of the contest," stated Director of Fine Arts for
Camden County Schools, Dean Slusser.
Lt. Cmdr. Todd Moore, executive officer of
the USS Georgia (Gold), was a judge of the cap-
tain's choice selection. Moore was very pleased
at the quality of the art work that was entered.
"The USS Georgia and the Sailors aboard
really appreciate the work of the students.
It truly captured the symbolism that makes
Georgia a unique home port, stated Moore."'
Sheila McNeil, former national president of
the Navy League and chairman of the boat's
return to service ceremony, talked about the
ceremony of 4,000 guests and the distinguished
visitors expected to attend the return to service
such as Georgia State Gov. Sonny Perdue and a
slew of former elected officials.
The event is the beginning of an event that is
rare to the Navy and that most likely none of us
will ever witness again.
"The Georgia will be the only ship presently
stationed in its name sake state," said McNeill.
"Having the USS Georgia come home is an
enormous event and we want to welcome the
crew and their families to Kings Bay with open
arms. One of the biggest challenges for the mili-
tary is educating the American people. Giving
this opportunity to Georgia school children
creates an awareness and appreciation of our
in-state military forces'."


"Welcome Home USS Georgia" was the theme for the captain's choice drawing by Camden
County 10th-grader Nicole Wasson. The picture incorporates the symbols of Georgia adorns
University of Georgia colors. Wasson will receive a cash prize of $500 and a gift bag full of
Navy memorabilia items.

The Navy decided to modify the four subma-
rines into Guided Missile Submarines instead
of destroying them. Under the requirements
of the Strategic Arms Reduction Treaty (START
II), which was agreed to by world powers in
June 1992, the number of strategic missile sub-
marines was limited to 14 in 2002. Throughout
the history of the Navy, it is a rare occasion for a
ship to be stationed in its namesake state. Since
1992, a few citizens from Camden County,
Georgia, along with the Navy League and St.
Marys Submarine Museum started working on


bringing the USS Georgia home to Georgia. St.
Mary's Submarine Museum owner John Crouse
initiated the effort.
"I think having the Georgia will be a great his-
torical event for the people of Camden County,"
said Crouse.
"Very few communities love there military
like this one does. It is a rare thing to have a
submarine stationed in the state it is named
after. It makes it even more rare because it is
one of four in its class. I started this in 1992
and I am happy to see a positive result. The
whole community is ready to welcome the USS
Georgia crew to its rightful home."
