PSD Hours
PSD Kings Bay's ID card sec-
tion is pleased to announce
expanded service hours. To
better serve the base commu-
nity, the ID card section will
be open every Saturday from
9 a.m. to 1 p.m. Personnel are
encouraged to utilize the new
ID card appointment sched-
uling website. The program
has been in effect for one
month, and has been a suc-
cess. Appointments are avail-
able Monday, Wednesday,
and Friday afternoons from

save someone's life. However,
that's exactly what he did that
evening.
"I was driving down The
Lakes Boulevard past Matilda
Harris Elementary School
when I noticed a Kingsland
Police unit on the curb with
another car alongside it," said
Dewitt. "As I drove past, I saw
a man relaxing on the hood of
the car. I realized that there
was a wreck. The situation did
not look normal, especially
because I did not see the cop
anywhere. I was the only one
there who could help and my
conscience told me I should
take a closer look."
After driving past the
strange scene, Dewitt made
the decision to turn his vehicle
around and investigate. He
pulled up to the two vehicles
and approached the man on
the hood.
"I think that he did what

Can you rise to the
President's Challenge?

Rise to the Challenge! The Department of Navy (DON)
Office of Civilian Human Resources (OCHR), Moral,
Welfare, & Recreation (MWR), and the Bureau
of Medicine and Surgery (BUMED) have teamed up with
the President's Counsel for Physical Fitness and the Office
of Personnel Management (OPM) for the 2008 National
President's Challenge March 20-May 15.
The National President's Challenge is a six-week physical
activity challenge sponsored by the President's Council on
Physical Fitness. Team Navy-Marine Corps (Team Number
53124) will participate in this year's national challenge and
promote the benefits of an active lifestyle. All DON civilian
employees, active duty military, contractors, retirees, and
their families are invited to join us.
Last year's 2007 President's Challenge yielded impressive
results with thousands of DON wide participants. Our goal
for 2008 is to inspire our employees to be physically active,
achieve the highest levels of agency participation possible,
build a spirit of camaraderie, and promote the positive link
between physical activity and overall health.
The President's Challenge is FREE, and easy to do:

Year for the 218th Brigade

Joint Task Force, CJTF, Phoenix

the Afghan National Security
Forces.
Olson, a Trident Training
Facility staff member, reported
as Individual Augmentee (IA)
in May 2007. He serves as a
logistics mentor to the Afghan
National Army Headquarters
Security and Support Brigade
(HSBB). HSSB has the mis-
sion of protecting the Afghan
Ministry of Defense (MOD),
the Presidential Palace and
the Afghan President.

cers and two non-commis-
sioned officers. His coach-
ing ability directly improved
daily operations of the logis-
tical support team. During
his tenure, more than 16,000

He spearheaded the imple-
mentation and execution of
a winterization plan, provid-
ing equipment and clothing
for 4,652 Afghanistan National
Army soldiers resulting in a
profound positive effect on
health, welfare, and morale.

incidents in all of Afghanistan.
His efforts and attention to
detail resulted in zero enemy
attacks or vehicle mishaps dur-

of Defense compound. Olson
was one of only two non-Army
personnel on Camp Phoenix
to volunteer as a gunner for
combat missions.
Olson also volunteered for
Combined Medical Assistance
and humanitarian assistance.
His involvement in these mis-
sions provides women, chil-
dren and the elderlywith food,
clothing, toys, school supplies,
and medical assistance.
Leadership Camden visits base

were the topics of study as
the Leadership Camden Class
received an orientation tour of
Naval Submarine Base Kings
Bay March 6.
"The leadership class gives
you a broader scope of the
resources around you," said
Leadership Camden student
Kevin Kilner. "It gives the stu-
dents an opportunity to see
all aspects of the local busi-
ness community and how it
goes together. The people out-
side the gates of the base don't
realize all the working parts
that make this base a success.
Upon arriving to the base,
the class received a briefing by
NSB Kings Bay Commanding
Officer Capt. Wes Stevens.
Stevens gave a brief descrip-
tion of the base and gave some
facts and information to the
class.

Diesel Generator Laboratory,
and some hands-on firing of
the M-16 and 9mm weap-
ons at the Fire Arms Training
Simulator (FATS).

Volunteers Needed For USO Welcome Center
The USO Welcome Center Jacksonville International
Airport (JIA) is a wonderful facility providing a safe haven
to military members. Our scheduled hours are 9 a.m. to
midnight Monday through Thursday; and 9 a.m. Friday
through 9 p.m. Sunday, 365 days a year. Our goal is to
remain open 24/7, but we need your help. Visitors to the
Welcome Center are either departing the area and need a
place to "hang out" until their flight leaves, or are arriving
and need assistance traveling to their duty station. Due
to the time involved in training, operational procedures,
and security issues, we only accept volunteers who can
make a weekly commitment to a specific shift. Individuals
must be able to attend training before they can volunteer.
Training is generally held on Monday, Friday, or Saturday
evenings from 5 to 9 p.m. In order to volunteer, you must
have access to email and be able to check daily. For spe-
cific details regarding Volunteering at the USO JIA, please

New Photo Requirement For Officer Records
All officers are now required to have a full-length color
photograph in their official military file, according to
NAVADMIN 103/07 distributed to the fleetApril 24. Officers
who do not have a photograph on the electronic military
personnel records system in their current grade must sub-
mit a photograph before Sept. 30. The preferred uniform
will be service khaki without a cover. When service khaki is
unavailable, any regulation uniform is acceptable.
The public affairs center detachment located at NS
Mayport, Fla. is the tri-base source for all official photo-
graphs. It is recommended officers needing a full-length
photo for selection board purposes prior to Sept. 30
call (904) 270-7762 and set up an appointment with the
detachment. When official facilities are not available, offi-
cers are authorized to use commercial sources. If commer-
cial sources are unavailable, officer may submit any color
photograph that complies with the requirements outlined
in MILPERSMAN 1070-180.
Base Housing Curfew/Quiet Hours
Quiet hours at NSB Kings Bay Housing and curfew times
for base residents under the age of 17 are as follows: week-
ends 11 p.m. to 6 a.m., Monday Friday 10 p.m. to 6 a.m.

Troops To Teachers
The Georgia Troops to Teachers Program provides eli-
gible servicemembers up to $10,000 to become public
school teachers. Under the Spouse to Teachers Programs,
eligible military spouses may be reimbursed for the cost of
state required certification tests up to a total of $600.
Protect Your Base Identification
Operational Security is the responsibility of all hands.
Controlling access to the base is one of the most important
roles of our security force as they provide a safe and secure
environment for all of us. Do not leave your badge unat-
tended, especially in your vehicle, the gym locker room, or
other places where it could be stolen.

ow to be a Millionaire
on a Military Salary.
This sign, on the FFSC
marquis caught my eye and I
had to chuckle; become a mil-
lionaire on a military salary?
Someone is in fantasy... or are
they? I called a friend who
works at FFSC to talk about
this 'millionaire' class. She was
so enthusiastic about this class
that I enrolled!
Why do I bring this up?
Because my inbox is full of
spouses struggling to make
ends meet or shocked to find
that their credit standing has
impacted their service mem-
ber's career and many other
finance related challenges. So
we are going to embark upon a
series to put us on the road to
not just financial fitness but to,
indeed, become a millionaire
on a military budget.
Katie, a navy wife, wrote a
heartbreaking email, "Jake is
on hold because of his cred-
it. His clearance is held up
because of our debt load? How
can they deny a clearance just
because we're in debt and
struggling?" Unfortunately
this email is not an isolated
one. Jake and Katie have been
apart for over a year as Jake
was attending school, only to
find out that they are on an
indefinite hold till decisions
are reached on Jake's security
clearance; a clearance that is
required for his job.
Are you aware that your
financial indebtedness can
affect your service member's
career? If your service mem-
ber's rate requires a clearance
your finances must be in order
to maintain that clearance.
If your finances are not, and
your service member loos-
es their clearance they can
potentially be involuntarily
separated from the Navy. Even
if your service member does
not have a clearance, non-pay-
ment of debts can potentially
impact your service member's
advancement.
But before you think this
series is about setting up a
budget and giving up gour-
met coffee and other creature
comforts I assure you it is
not. This series is to offer you
valuable information about
your finances and resources
to bring your finances under
control and to establish and
achieve long term financial
goals for you and your family.
The starting point is to know
where you stand. Assemble
the following information to
help you formulate your finan-
cial picture:
Income How much do you
make, assemble all income
information
Debt credit cards, mort-
gage, car loans, college loans,
etc.
Expenses: food, gasoline/
transportation, rent, utilities,
etc
Once you have assembled
all this information you will
be able to develop a spending
plan (I love that word: spend-
ing) as well as a plan to eradi-
cate your debt (yes, you can
live debt free). This initial step
can be overwhelming but it is
important don't give up!
There are resources to turn
to for assistance with devel-
oping that initial financial
plan. Each command has an
individual called a Command
Financial Specialist (CFS) who
is trained to help you develop
a spending plan/debt-elimi-
nation plan.

Support Center as well as

Society offer both classes and
personal assistance to devel-
op a financial plan. Armed
Services Bank, Navy Federal
Credit Union and USAA and
other financial institutions
also provide free confidential
financial planning assistance.
Let me bust a myth it is
NOT a career killer to access
the services provided through
your local installation or com-
mand. Not getting assistance
to get your finances in shape
can be a real career killer.
Over the next three weeks
we'll look at developing a
spending plan, getting out of
debt, saving, investing as well
as understanding insurance
and other financial vehicles.

How do we handle the hard times?

How do I stop crying??
This is a ques-
tion I received from a
young Navy wife and it hits a
soft spot in all of our hearts.
We have all cried. I have never
met a woman that hasn't at
some point in this crazy Navy
life. In the first fewyears, I was
lost. I thought I had control,
but I didn't. It just looked like
I did. But on the inside, I was
withering away as each patrol
came and went.
I was becoming stressed,
exhausted, and just didn't
feel like my normal energetic
self. This life was wearing on
me. I was always moving and
felt like I could never catch up.
And most of all, I missed my
husband/best friend terribly.
No one looks forward to get-
ting married, just to spend so
much time apart.
Many things had hap-
pened during our first three
years in the Navy. We had
some really hard times (that's
a whole column in itself). All
of us have, some more than
others.
As milspouseswe are thrown
into a world we do not know.
We didn't go to boot camp and
get "basic training" like our
husbands. Instead, we got a
packet handed to us at a pre-
deployment night that said,
"Welcome to the USS Where
He Works!" Printed on fancy
paper with a large color picture
of the glorious warship her-
selfD! Inside the magnificent
packet you will read: "Here are
some phone numbers if you
need help, someone dies, or if
you have a baby ... And here
is a list of things we never want

you to talk about and/or do...
EVER, or your husband will
be banished punished!" Then
the CO and COB would stand
up and give their words of
encouragement, "Bravo
Zulu, Go Navy....blah, blah,
blah" And then your husband
is gone. JUST-LIKE-THAT.
You are not prepared for
this. Even if you, your hus-
band, and his command did
everything right. No one gets
up at the pre-deployment
night to tell you what it is really
going to be like. None tells you
that you're going to be lonely,
scared, that things will break,
and your children just won't
understand.
No one reminds you that you
will be taking on the world one
day at a time as a single and
sometimes overwhelmed par-
ent. And to top it off, no one
tells you the worry that you
will have when thinking about
your husband's job defending
our country. No one tells you
that you will cry.
If we had this speech, a
few wives would run for the
exit and never look back, and
the rest of us would at least
have been warned! But we
didn't. No one told us the
worst case scenario. We come
into this sight unseen. And
there is a moment that we all
have had or will face. It is the
moment where we decide for
ourselves that we are going to
be ok.
This moment hit me about
our third patrol, on our first
boat. I decided to make
things better. I knew that I
loved my husband and sup-
ported his decision to serve.
I accepted that fact that this
life was going to be hard.
That it wasn't always going
to be Navy Birthday Balls and
Homecomings. I knew that
there were going to be times
where I wanted to run, times
where I wanted to cry and
times where I doubted myself
and my own ability. I knew it
was going to just suck some-
times, but it would be how I
handled it that would make it
better.
My advice to the new wife
is to get on your own sched-
ule. You will realize that you
live your life differently with-
out your husband and that is
ok! Some wives find this scary
because then their husband
comes home and it can be
awkward adjusting to each
other again. It is completely
normal. Looking back, I laugh
and see how I have grown. And
how the things I thought were
so hard in the beginning are
not even big deals now. You
and your husband will grow.
The first four years in the Navy
for us were hard, but now we
are enjoying it and the deploy-
ments are not "fun" but they
are a part of our life.
The second thing is to find
comfort from other women
going through the same expe-
rience. No one knows how
you are feeling better than the
women going through it with
you.
Family is great, but friends
are family that you choose. Go
to the Family Readiness Group
and see what it is about. Not
every FRG is great, but at the
same time, not every FRG is
bad.
You might meet your new
best friend at one of these
meetings. I did. If you go and
it isn't what you want it to be,
you can get involved in your
community. You can volun-
teer; join a church or moms
group, etc. I know that many
of us work outside the home
and sometimes it is hard to
stay connected, but you have
to be proactive. You won't
find many groups and organi-
zations coming door to door
in the evening giving you a
private invitation.
It's going to be tough, but it
really is what you make of it. If
you want to cry every night. .
. you will. If you want to go on
with your own life and accept
that your husband will come
in and out of it ... then you
will get stronger and it does
become easier! I promise. It
will also make your husband's
patrol easier for him knowing
that you are ok.
It is how we handle those
"hard times" that make all
the difference in the world.
You have to make the deci-
sion to be happy and stop cry-
ing. This is a personal deci-
sion. No one can make it for
you. Life is what you make of
it, no matter what life you are
given. Others can cheer you
up for a moment, but only you
can decide if you are going to
make it. And that is how you
stop crying.

Stiff penalties await those who talk and drive

Cellular phones, once
just a hip luxury, are
now considered by
many to be a necessity of life.
People use cell phones to text
message, call, surf the Internet,
and take pictures. However,
one thing a cell phone does
not do is help you drive a car.
It is illegal to use a cell phone
while operating a motor vehi-
cle on Naval Submarine Base
Kings Bay. People who choose
to ignore this rule will get
caught and have to deal with
the consequences.
"Drivers on base now know
and for the most part respect
the regulations," said Lt.
Cmdr. Edward Davis, depart-
ment head of the Kings Bay
Police Department. "Most of
the infractions are from peo-
ple who pick up their phones
when they ring without think-
ing about the regulation".
According to the Cellular
Telecommunications and
Internet Association, more
than 236 million people use
cell phones in the United
States. The latest research
shows that while using a cell
phone when driving may not
be the most dangerous dis-
traction, because it is so preva-
lent, it is by far the most com-
mon cause crashes and near
crashes. There are two dan-
gers associated with driving
and cell phone usage. First,

ple get so wrapped up in their
conversations that it inhib-
its their ability to pay atten-
tion to the road. The origi-
nal Department of Defense
directive prohibited the use
of hand-held cellular phone
devices and similar devices for
those operating motor vehi-
cles on Navy Installations. It
has been updated to prohibit
the use of portable listening
devices covering the driver's
ear, which include wired or
wireless earphones and head-
phones.
"If caught on Kings Bay on
a cell phone while driving your
car, you will get a ticket and
have to appear in court," said
Master at Arms Chief Petty
Officer Ryan Platt.
"We know people are
informed of the regulations
and that most of the infrac-
tions are by people that for-
get them or do it instinctively
without thinking about it. If
you have to make a call, pull
over into a parking lot and
make your call, then proceed
with your journey."

to fire, law enforcement or

enemy in action-packed simulated war
games. This is more than true for the kids who
eventually join the armed forces. Fortunately
for those stationed at Kings Bay, Morale, Welfare
and Recreation (MWR) has a paintball field
available for groups of all ages and numbers
throughout the week. Several crew members of
the newly commissioned Coast Guard Cutter,
the Sea Dragon, spent the day at the Kings Bay
paintball field, located in Etowah Park, Feb. 29.
"We decided that we needed to have a little
morale day before we started our mission," said
Machinery Technician First Class Benjamin
Berkel. "We just had our commissioning earlier
in the year and we're getting mission ready this
month. We thought that playing paintball on
the base would be a good thing to do. So far,
we've had a really good time. Sometimes we
use strategy and teamwork, but mostly it's just
playing war and having a great time."
The group reservation fee is $40, equipment

rental is $20 per person, unlimited C02 refills
are $10 per person, and paintball prices range
from $15 for 500 balls to $45 for 2000 balls. For
those with their own equipment, the field fee is
only $5.
"We decided to do private parties upon
request rather than have specific hours of oper-
ation;' said Alvin Hutchinson, MWR's Outdoor
Adventure Center assistant manager. "Groups
can call several weeks in advance and reserve
the paintball fields for several hours. They have
to sign their understanding of the rules and
regulations. I think that people have a lot of fun
on these fields. We have kids 10 and over, male
and female, everyone really loves it, and I like to
watch them have fun. Also, it's a great way for
people to relieve stress."
For those groups engaging in official com-
mand training, the reservation fee is waived
and other charges are discounted with a signed
letter from the commanding officer or execu-
tive officer. All paintballs must be purchased
at the field and all safety rules followed at all

The most important protective equipment required on the paint ball field is the face mask. Its main purpose is to protect the
eyes and minimize the impact of the paint ball on the face. Other protective equipment may include gloves, several layers of
clothes covering as many body parts as possible and a hat to protect the hair from getting a new color.
In between battles, the Sea Dragon crew takes several minutes
to reload their paintball air guns with fresh paint balls. From

Having heard the "ready" signal from the other side, the team rushes into different directions to take cover and
overcome the enemy.
Located in Etowah Park, the Kings Bay Paintball Field otters players several
large areas to play in. Having many strategically placed items throughout the
fields offers players a realistic battleground. Sometimes, official training is
conducted at the fields for this very reason.

RESCUE: Dewitt took the appropriate action at the right time

and swung at the back of his head with his free hand.
"My wife was worried because it looked like the suspect
had a gun in his hand from her perspective;'" said Dewitt. "She
later said she felt sick to her stomach, fearing for my life. But
there was no gun. I chopped him in the throat and took a step
back. He went towards the officer, asking him if he wanted to be
choked as well. But the officer had a chance to draw his weapon,
telling the suspect to get back."'
According to Dewitt, the suspect started to cooperate. Dewitt
threw him to the ground and helped the officer place him in
custody. Backup arrived a few seconds later.
"MA2 Dewitt took the appropriate action at the right time,"
said Lt. Cmdr. Eddie Davis, officer in charge of the Kings Bay
Security Detachment. "He did not drive on and pretend he
didn't see a problem. He got involved at the expense of possible
personal risk."
According to the Kingsland Police Department, the crash
occurred at approximately 5 p.m. Dewitt drove into the situation
only a few minutes after the initial confrontation between the
suspect and the police unit. "I don't feel like a hero," said Dewitt.
"I would hope that someone would do the same for me if I were
in a bad situation. Between the suspect and the police officer,
my presence probably saved a life that day. I did what I had to
do. Otherwise, the officer probably would have shot him."
According to Wayne Peeples, Kingsland police assistant chief,
Dewitt is considered a local hero by the police department.
"He came to the assistance of our officer," said Peeples. "He

Bill of sale important for used cars

Everyone would like to
own a new car, but for
many, the sticker price
forces some to go the alternate
route of a used car. If you buy
from a car lot, there is a bill of
sale or contract to prove own-
ership of the vehicle. If you
buy your friend's hoopty, you
need something other than
the title and a handshake to
prove the heap is yours.
Sailors and Marines at NSB
Kings Bay are getting in trouble
for not having a documented
bill of sale when purchasing a
vehicle from a private owner-
ship. Georgia law requires any
person who purchases or sells
any vehicle must have a per-
manent record of these trans-
actions. The document must
contain the car identification
number, type and model of
the car or truck, the name and
address of the person selling
and purchasing the vehicle. It's
also a good idea, although it's
not required, to get the docu-
ment notarized. According
to NSB Court Liaison Officer
Michael Turckes, the bill of
sale is a protection device.
"The bill of sale protects
the seller from legal action if
the buyer commits a crime
with that vehicle," he said. "If
someone buys a vehicle and
uses that as a bomb to blow
up a building, if there is no bill
of sale to prove ownership, the
seller could wind up in trouble
with the FBI."
When purchasing a vehicle,
the Georgia Department of
Motor Vehicles gives a person
30 days to register the vehicle.
The moment you purchase the
vehicle, you must have insur-
ance with the state agent from
where the vehicle is housed
at.
To get the car registered in
Georgia, you must have a bill
of sale and driver's license,
another reason to have the bill
of sale is if stopped by law
enforcement and the vehicle
is not registered, they can ask
to see the bill of sale or title.
If you fail to register the vehi-
cle in the time allotted, you
could face up to a $200 fine,
and a $500 fine if you don't
have insurance. According to
Turckes, you will pay a hefty
price is you don't follow the
rules and regulations of car
ownership.
"If people have a problem
or need some advice on reg-
istering their vehicle, they can
contact me for help at any
time," he said.
"It would be a lot easier to
stop in for advice rather than
risk a fine or trouble with your
command."
Another major issue with
buying vehicles from a mili-
tary member is the base access
decal. According to base regu-
lations, the seller must remove
the base sticker and the license
plate from the vehicle, another
reason for the bill of sale, to
be able to travel to register
the car with no plates. If the
decal is not removed and the
new owner drives on base with
this, there can be an offense
of loss of base driving privi-
leges for three months per
offense. Also, all Sailors and
Marines on base must register
their vehicle with Kings Bay
Security the day they report
on base or buy a new or used
vehicle.
To register for base access (if
you have not registered your
car), you must show proof of
insurance, title, bill of sales,
a valid driver's license and a
military identification card.
You will be given a 30 day pass
to get your car registered. If
you let this time lapse, you will
not be given an extension.
"People don't realize when
a vehicle changes hands, the
base decal is registered to the
seller, it cannot be transferred
to anyone or any other vehi-
cle," Turckes said. "When you
sell the car, you have to turn
the decal in, because that is
registered to that person who
originally put it on.
An issue that many military
members get in trouble with
the law is driving with expired
driver's license or expired reg-
istration or tags. All violators
who are caught will go to jail
and have their cars towed.
The bail is the amount of the
fine which is $700 for driving
with suspended license and
also $700 for suspended tags
and cost of tow is an average
of $135 and $20 per day for
storage fees.
"It is advisable to keep
