Kings Bay celebrates Black History

By MCSN Dmitry

Carter G. Woodson
and the Origins of
Multiculturalism was
the theme of this year's Black
History Month, which was
observed at a luncheon held
at the Clubs of Kings Bay Feb.
21. The guest speaker at the
luncheon this year was Dr.
Brenda Priestly-Jackson, J.D.,
a member of the Duval County
School Board representing
District IV.
"Dr. Priestly-Jackson real-
ly put things in perspec-
tive today," said Kings Bay
Executive Officer Lt. Cmdr.
James Haigh. "She gave the
Navy credit for its diversity and
showed how we provide a role
model for the rest of the world.
It was very inspiring and we
had a very good time together
during this luncheon."
"My America, like this room,
is a vegetable soup," said
Priestly-Jackson. "Wherever
we are from, we have some-
thing rich to contribute to
America. I'm not my race,
or my ethnicity or my gender.
Everybody wants a fair oppor-
tunity and a fair chance, and
that is what our forefather's

had in mind when they draft-
ed the Constitution."
Much of her speech was a
historical account of America's
struggle through slavery and
discrimination to achieve true
and equal multiculturalism.
Having been an English major
in college and an assistant
public defender, she found it
second nature to deliver her
speech.
"Our multiculturalism is
what makes us the model
country for the rest of the
world," she continued. "The
successful companies are
comprised of various ethnici-
ties and races. This is because
they have an advantage of
being able to communicate
with other countries and vari-
ous people. If we are to main-
tain a strong economic pres-
ence by advancing our multi-
culturalism, we will secure our
future."
Priestly-Jackson went on to
say that she believes in a God-
like quality that every human
being possesses. According
to her, if we do not respect
our multiculturalism and if
we recognize groups in frag-
ments rather than accepting
all groups as being a part of
America, then we go against
that God-like quality.

This year's annual Black History Month Luncheon included guest speaker Dr. Priestly-Jackson
and vocalists Veronica Oglesby and Starlette Myers. Oglesby (left) and Myers performed
the Negro National Anthem among other cultural and spiritual songs while guests enjoyed a
catered lunch.

"It is important that we
remind each other about the
struggles we survived in order
to get where we are now,"
said EEOAC Chairman Harry

Gilliard "Dr. Jackson did a
wonderful job speaking and
we were lucky to get her to
come to Kings Bay today."
Several musical selections

were performed by Veronica

Think you can drink like
a Sailor or Marine?
Maybe you should take
a moment to think about what
the expression really means in
today's Navy. The Department
of the Navy has worked hard
to shake the old concepts of
the Sailor's walk and drink-
ing habits. However, it seems
that not only are some service
members continuing to abuse
alcohol on a regular basis,
many of them are losing their
careers because of the bad

decision to drive afterwards.
According to the National
Highway Traffic Safety
Administration's 2006 annual
assessment of alcohol related
fatalities, approximately 40
percent of all crashes result-
ing in death are attributed to
drivers with an above the legal
limit blood alcohol content
(BAC). Even more troubling
is the fact that, more than
one fifth of drivers involved
in fatal crashes with a BAC
of more than 0.08 percent are
not even old enough to drink.
Approximately 80 percent of
those responsible for deaths
caused by their drinking and

driving are males.
These statistics are com-
parable to those of Naval
Submarine Base Kings Bay,
where DUIs are a problem
despite the preventative mea-
sures of commands and the
financial and career-altering
consequences of those who
get caught. So far, 2008 has
seen 10 DUI cases on base
alone.
"We run traffic stops quite
often in random locations
throughout the base'," said Lt.
Cmdr. Edward Davis, officer
in charge of the Kings Bay

Volunteers Needed For USO Welcome Center
The USO Welcome Center Jacksonville International
Airport (JIA) is a wonderful facility providing a safe haven
to military members. Our scheduled hours are 9 a.m. to
midnight Monday through Thursday; and 9 a.m. Friday
through 9 p.m. Sunday, 365 days a year. Our goal is to
remain open 24/7, but we need your help. Visitors to the
Welcome Center are either departing the area and need a
place to "hang out" until their flight leaves, or are arriving
and need assistance traveling to their duty station. Due
to the time involved in training, operational procedures,
and security issues, we only accept volunteers who can
make a weekly commitment to a specific shift. Individuals
must be able to attend training before they can volunteer.
Training is generally held on Monday, Friday, or Saturday
evenings from 5 to 9 p.m. In order to volunteer, you must
have access to email and be able to check daily. For spe-
cific details regarding Volunteering at the USO JIA, please
email lynne@usojax.com

New Photo Requirement For Officer Records
All officers are now required to have a full-length color
photograph in their official military file, according to
NAVADMIN 103/07 distributed to the fleetApril 24. Officers
who do not have a photograph on the electronic military
personnel records system in their current grade must sub-
mit a photograph before Sept. 30. The preferred uniform
will be service khaki without a cover. When service khaki is
unavailable, any regulation uniform is acceptable.
The public affairs center detachment located at NS
Mayport, Fla. is the tri-base source for all official photo-
graphs. It is recommended officers needing a full-length
photo for selection board purposes prior to Sept. 30
call (904) 270-7762 and set up an appointment with the
detachment. When official facilities are not available, offi-
cers are authorized to use commercial sources. If commer-
cial sources are unavailable, officer may submit any color
photograph that complies with the requirements outlined
in MILPERSMAN 1070-180.

What do you think about "our" lifestyle?

By Beth Wilson
Periscope Contributor

Recently read an article
identifying challenges
faced by military spouses.
The purpose of the publica-
tion was to inform non-mili-
tary readers about our unique
life-style. I appreciate the
effort by the authors and it
left me thinking; what is your
perspective? So this week I am
veering from my usual format
to open a dialog with you. I
want to know what you think
about 'our lifestyle.'
I want to know your story.
May I ask you to take time
to opine on a few topics and
issues?
As a military spouse, what
are you top three challenges
you face? Many identify child-
care, career building or com-
pleting a degree as their top
challenges. Others mention
relocation, deployment and
loneliness. Beyond identify-
ing challenges, what solutions,
resources, tips have you dis-
covered? What did you learn
to avoid?

Local View

Was your service member in
the military when you married
or did they join later? How
long have you been 'married
to the military?'
What considerations played
into your decision to join/
remain in the military? Is this
a career for your family or is
this time in the military part
of a bigger plan for you and
your family (education ben-
efits, job training, etc)? Is your
service member active duty or
reserve?
What brings you the most
pride? Perhaps you found a
new strength through deploy-
ment or completed a degree in
spite of relocations.
Could it be helping others,
serving in the FRG or as a Key
Volunteer, Ombudsman or
FRG Leader?
What is the one thing you
wish your family and friends
understood about being a mil-
itary spouse? What is the best
tip you discovered to help with
our lifestyle?
Do you have a tip or bit of
advice for relocation, deploy-
ment, childcare, job search,

connecting with others, or
scrapbooking (I'm a scrap-
booking lamer).
What resource do you utilize
most? Have you utilized the
Red Cross, MilitaryOne Source,
FFSC/ACS, Ombudsman/Key
Volunteer/FRG Leader? What
publications have you read
that were helpful? Do you
have magazines, e-newsletters
or books or other publications
that you would recommend?
Are you a part of any online
social networks for spouses?
What do you know now that
you wish you knew in before
you married your service
member? What one piece of
advice would you give some-
one about to marry a service
member?
Our lifestyle certainly has
challenges but there are many
perks and benefits as well.
What do you enjoy most about
the military lifestyle? Are you
adventurous and enjoy the
opportunities to move across
the country and overseas?
Is it the sense of being part
of an exclusive community or
perhaps the sense of citizen-

ship and patriotism that ser-
vice life can offer? Perhaps it is
the financial security, the ben-
efits, the opportunities for the
future that is most rewarding.
Or could it be the opportu-
nity to meet people from many
backgrounds, making many
diverse friends for life.
Finally, do you have a
humorous, inspiring or 'if-I'd-
only known' story that will
inspire us? I want to hear from
you! Please email me at beth@

for your feedback in upcoming
columns!
Next week we will begin a

fitness for military families.

Arts programs are flourishing around the globe

By Paul Kraack
Periscope Contributor

The organization's name
is long, but its aim is
simple. The Fundaci6n
del Estado para el Sistema de
Orquesta Juvenil e Infantil de
Venezuela (Fesojiv for short)
is the foundation that watches
over Venezuela's 125 youth
orchestras and the instru-
mental training programs
that make them possible. The
walls of the crowded Caracas
head office are plastered with
photographs of generations
of beaming children and their
instruments. So many grins,
so many children, so many
instruments that there is hard-
ly any blank wall left.
"Our first goal is not to cre-
ate professional musicians,"
explains Xavier Moreno, sec-
retary of Fesojiv, "Our goal
is to rescue the children." In
fact, with its 30 professional
symphony orchestras and a
growing stream of internation-
ally acclaimed soloists, Fesojiv
(which Venezuelans refer to
as el Sistema) is not doing a
bad job of creating profession-
al musicians. But its greatest
achievement are the 250,000
children who attend its music
schools around the coun-

Paul Kraack
Periscope Contributor

try, 90 percent of them from
poor socio-economic back-
grounds. More than 400,000
such youngsters have grown
up within el sistema since its
inception.
One success story of that
effort is Gustavo Dudamel,
known in the orchestra world
as "the Natural," and "Gustavo,
the Great." Currently, Dudamel
is the Music Director of the
Gothenborg Symphony
Orchestra in Sweden. Since
he was 17, he has also served
as the music director of the
Simon Bolivar Youth Orchestra
of Venezuela. In 2009, he will
begin a five-year commitment
as the Music Director of the
Los Angeles Philharmonic
Symphony. He is 27. A dyna-

mo while conducting, he has
been likened to lightning with
a baton, called a prodigy and
was the winner of a prestigious
international conducting com-
petition at age 23. For him, the
music is the answer to every
question you could ask of him.
For Dudamel, it is uncompli-
cated: "You can change the
lives of people through music,"
he says.
When I heard that, I thought
about a friend of mine, a high-
ly sought after symphonic
band conductor and clinician.
He once told me about an all-
state band clinic he conducted
in Alaska for high school stu-
dents. They came from all over
Alaska to play. Some of them
traveled more than two days to
get there; some came by bush
plane, some by fishing boat
and some long distances over
land. When I asked him about
how they played, he simply
said, "The music was beauti-
ful. For these kids, the music
was a way to connect with
each other; to see themselves
as artists."
This past weekend, I finally
was able to see the musical
"Jersey Boys," which is the story
of Frankie Valli and the Four
Seasons, featuring most of that
group's hit songs. Besides the

music, which for those of us
of a certain age is essential lis-
tening, the story of these men
as artists is intriguing. As they
tell it, they were kids in a poor,
tough New Jersey neighbor-
hood, whose only hope of get-
ting out lay in their ability to
either fight or sing. And sing
they did for more than four
decades. Did music change
their lives? Oh yes, in so many
ways.
Camden County High
School's advanced drama stu-
dents will offer performances
of "To Kill a Mockingbird" this
week on Thursday and Friday
(Feb. 28 & 29) at 7:00 p.m. at
the high school auditorium.
The story of crime, prejudice,
family and justice miscarried,
takes place in the small town
world of our narrator, six-year-
old Scout, her brother Jem,
and their friend, Dill.
The story centers on the
children's observation of their
lawyer father, Atticus, as he
wages a battle in the court-
room defending a man no
one else cares to represent.
Tickets can be purchased at
the door or reserved by calling
729-7463. If you have ideas or
events you want me to share
with readers, send me a note

Stiff penalties await those who talk and drive

By MC1 (SW) Joe Sabo
Periscope Staff
Cellular phones, once
just a hip luxury, are
now considered by
many to be a necessity of life.
People use cell phones to text
message, call, surf the Internet,
and take pictures. However,
one thing a cell phone does
not do is help you drive a car.
It is illegal to use a cell phone
while operating a motor vehi-
cle on Naval Submarine Base
Kings Bay. People who choose
to ignore this rule will get
caught and have to deal with
the consequences.
"Drivers on base now know
and for the most part respect
the regulations," said Lt.
Cmdr. Edward Davis, depart-
ment head of the Kings Bay
Police Department. "Most of
the infractions are from peo-
ple who pick up their phones
when they ring without think-
ing about the regulation".
According to the Cellular
Telecommunications and
Internet Association, more
than 236 million people use
cell phones in the United
States. The latest research
shows that while using a cell
phone when driving may not
be the most dangerous dis-
traction, because it is so preva-
lent, it is by far the most com-
mon cause crashes and near
crashes. There are two dan-
gers associated with driving

and cell phone usage. First,
people have to take their eyes
off of the road to dial or type
a text message. Second, peo-
ple get so wrapped up in their
conversations that it inhib-
its their ability to pay atten-
tion to the road. The origi-
nal Department of Defense
directive prohibited the use
of hand-held cellular phone
devices and similar devices for
those operating motor vehi-
cles on Navy Installations. It
has been updated to prohibit
the use of portable listening
devices covering the driver's
ear, which include wired or
wireless earphones and head-
phones.
"If caught on Kings Bay on
a cell phone while driving your
car, you will get a ticket and
have to appear in court," said
Master at Arms Chief Petty
Officer Ryan Platt.
"We know people are

crafts projects. With proper supervision, this type of activity
teaches the youngsters to share resources and space in an
effort to accomplish a goal.

As Ellen McNeil reads to her class, she asks challenging questions about the pictures and words she holds in her hands. The chil-
dren are engaged in this interactive environment every day and learn the importance of reading and paying attention early.

The Child Development

Center has programs

for children of all ages

W th most Navy
spouses working
during the day, it
may become difficult to take
care of an infant or toddler.
Luckily, NSB Kings Bay has
a Child Development Center
with an outstanding program.
Although many Kings Bay mil-
itary families with newborns
tend to keep their children at
home until pre-K, it some-

times makes good sense for
mothers to enroll their chil-
dren at the CDC while working
during the day.
The Child Development
Center was built in 1987,
with several additions made
throughout the years. Now
the CDC can accommodate up
170 children including infants,
toddlers and pre-K. The cen-
ter is 100 percent efficient,
cooking and washing laundry
on premises.
The teachers at the CDC
are called education techni-
cians because they are part of
a meticulously organized sys-
tem, where even the color of
the apron worn means some-
thing.
Each caregiver has a mini-
mum of a Child Development
Associates Degree, with 32
hours of CDC orientation
training and four hours of
additional mandatory training
every month, including basic
first aid and CPR certification
as well as child abuse preven-
tion training.
"My one year old son stays
at the CDC during the day,"
said Denise McCready.
"I think that the interaction
he gets from contact with the
other children and the indi-
vidual attention he gets from
the teachers are just won-
derful. He is learning how

to walk and I know that he
is motivated to go beyond to
explore life during his days at
the center. What I love the
most about their program is
that I am always aware of what
my son is up to and what he is
accomplishing during the day
when I can't spend time with
him."
"If the kids spend their first
years at home rather than in
school they won't learn how to
socialize," said Lead Education
Technician Melissa Hamby.
"It's still important to spend
time with their parents, but if a
child does not get to socialize
at an early age then it will be
more difficult later."
Aside from providing a
good learning environment,
the CDC offers exceptionally
trained educators who can
handle sensitive issues that
are likely to arise in a military
child's life. The children are
individually evaluated on a
daily basis and their portfolios
are kept up to date with nota-
tions of progress made and
even photographs of various
child interactions.
"The CDC helps build the
child's foundation for experi-
encing life to the fullest," said
CDC Director Candy Dugan.
"We live in a fragile communi-
ty because many of our fathers
are on deployment for months

at a time. Children need the
daily consistency of learning
through play to build a good
foundation, and the CDC pro-
vides that. The teachers don't
just baby-sit the kids; they
actively stimulate and lead
them by good example."
Daily activities at the CDC
include all types of education-
al games, puzzles, organized
culinary and arts-and-crafts
projects, education through
computers, active outside play,
group reading and mathemat-
ics, dining etiquette, nap time,
and many other activities.
"I am fascinatedwith the first
years of life because that age
group learns life's basics," said
Lead Education Technician
Sybil Pleiman.
"Through the nurturing,
through the teaching, through
the examples, we prepare
them for life. Many mothers
ask us how we manage to keep
our toddlers sitting down for
lunch at a table together. This
is just a small part of what we
do here."
According to CDC Director
Candy Dugan, it is more dif-
ficult to find an opening for
infants and toddlers than it is
for pre-K children.
For questions about cost
and space or availability, con-
tact the Child Development
Center front desk at 573-3888.

Child Development Center students practice their alphabet using a helpful computer pro-
gram.

After an eventful morning and a filling lunch, Colby Pope passes out for an hour-long nap
his rack.

While Ellen McNeil reads with her class, Bernadette Dean sits to the side and takes notes of
individual reading and comprehension levels. This information is added to each child's port-
in folio and allows the education technicians to provide additional individual attention to the
children.

Gacaleen Revera offers little Jayden Penero a bisquit during brunch. "To a first-time visitor, it
is amazing to see the children sitting together at a table during lunch," said Revera. "Usually
kids will want to jump out of their seats or not eat, but we don't have touble having our lunches
here."

The children in the infant room are six weeks to 12 months old, so it takes some talent and
constant individual attention to take care of these children. Education Aid Dawana Brock feeds
little Stephanie Haynes while simultaneously motivating Michael McCready to walk on his own.
"This is the most fascinating age group," said Brock. "They learn how to walk, eat and all the
basics of life."

Continued from Page 1
everyday," Coleman said.
Former Chief of Naval
Operations Adm. Elmo
Zumwalt created the SOY
competition in 1972. It rec-
ognizes a single outstanding
Sailor from each type of duty:
shore, Reserve, Atlantic and
Pacific Fleet. The competi-
tion starts at the command
level and progresses up until
only four Sailors remain. The
winners will be meritorious-
ly advanced to the next pay
grade.
A SOY is chosen based on
leadership, professionalism,
dedication and performance.
At each level of the competi-
tion they endure an in-depth
interview, called a board,
which grades their knowledge.
The board consists of simple
naval history questions, cur-

Dental health

and your diet

By Cmdr. Joanne Adamski
NBHC Kings Bay, Senior Dental
Officer

Y our diet is important
to your general health,
as well as your dental
health. If your diet is not bal-
anced and healthy, you are
more likely to get cavities or
worse yet, gum disease.
How does the food you eat
cause a cavity? When food is
eaten, it enters your mouth
and meets bacteria or germs
that live there. The germs
in your mouth form plaque,
a sticky film of bacteria. The
bacteria in plaque eat sugars
and starches found in many
foods. The bacteria in the
plaque can turn these sugars
and starches into acids that
can destroy tooth enamel. If
you don't clean your teeth
after eating, bacteria produced
acids can lead to tooth decay
and cavities.
Many common foods con-
tain sugars or starches. Some
of these are fruits, milk, bread,
cereals, and vegetables. The
key to a balanced diet is not to
avoid these foods, but to think
before you eat. It is not only
what you eat, but also when
you eat that makes a differ-
ence in your dental health. It
is also important to clean your
teeth after meals.
For better dental health, fol-
low these few simple steps.
First, eat a balanced diet
consisting of the five major
food groups.
Second limit the snacks you
eat. Each time you eat food
that contains sugars or starch-
es, the teeth are attacked by
acids for 20 minutes or more.
Foods that are eaten as
part of a meal cause less
harm because as the saliva is
released, it helps wash food
from the mouth and lessen the
acid's effects.
Third, limit your intake
of high sugar soft drinks.
Mountain Dew contains 18
teaspoons of sugar, Pepsi has
17 teaspoons and both Dr.
Pepper and Coca-Cola Classic
have 16 teaspoons in a 12
ounce serving (one can). One
teaspoon of sugar equals one
sugar packet found at fast food
restaurants.
Finally, brush your teeth
twice daily with American
Dental Association approved
fluoride toothpaste. Floss daily
between your teeth. Any tooth
in your mouth may be prone
to cavities or gum disease if
a good, balanced diet is not
followed.
By following these simple
steps, you will have healthier

the board members see how
well the Sailors communi-
cate and use their knowledge.
Preparing for a board takes
weeks, because you never
know what will be asked, you
mustbe prepared for anything.
The Group Ten Sailors happen
to use similar techniques in
preparing for the boards.
"I get a lot of help and sup-
port from my division. Chief
Parker held practice boards for
me and I tried to stay up to
date," Mandile said.
"I have a great mentor in
Chief Jordan Rosadorosario,
who was the 2005 Atlantic Fleet
SOY. I stay current and just
try and take this as a learning
experience," Destrada said.
Coleman gave a lot of credit
to Navy Knowledge Online,
the study guides for the chief's
exam and his wife, Tasha

Coleman. "She is such a big
support. In fact mywhole fam-
ily, in Columbus, Ga., watch
the news and call if they see
any stories that I might need to
know about," Coleman said.
Just making it to the
Submarine Force Atlantic SOY
competition is a great honor
and all three of the men are
very excited about the compe-
tition. "Group Ten has a good
reputation at this competition
and I'm going to do my best to
maintain that," Mandile said.
Destrada is not only excit-
ed about the competition but
the learning experience as
a whole. "I am a command
career counselor and can use
what I've learned to mentor
my Sailors. I would like to get
to the final stage and achieve
this for everyone who has
helped me," Destrada said.

DUI: The responsibility and consequences always fall on the individual

Continued from Page 1

Security Detachment. "The
word is not getting out, because
we continue to catch people
who should not be behind the
wheel. These offenders are
putting themselves and those
around them in danger," Davis
continued.
For most people, just the
idea of being caught would
be enough to deter them from
driving drunk. Davis says he
has a message for people who
choose to ignore common
sense and drive while intox-
icated. "We will continue to
catch those who are drinking
and driving and do everything
we can to prevent someone
from killing themselves or
someone else."
Kings Bay's Selective
Traffic Enforcement Program
includes setting up DUI
checkpoints at a random spots
on base. Trained officers pull
vehicles over to talk to drivers,
determining whether or not
they have been drinking. Field
sobriety tests and breathalyz-
ers are then administered at
the discretion of the officers. If
it is determined that the driver
was drinking and has been
driving with a BAC above 0.08
percent, an arrest is made and

the individual's command is
contacted.
"There are many options
someone can take advantage
of if they have been drinking
and need to drive somewhere,"
said Kings Bay Court Liaison
Mike Turkes. "I have seen a lot
of careers go down the tubes
because people chose not to
plan ahead. They all thought
they were capable of driving,
and eventually got caught."
Turkes has advice for any-
one planning a night out on
the town. "If you start drink-
ing, find a designated driver,
call your command, call a cab,
call your wife, or call someone
else. Yes, they're not going to
be happy, but they will come
and get you. They prefer to
do that than to have to hear
the next morning that you are
in jail."
"I have seen several Sailors
who lose bonuses and rank,
totaling thousands of dollars,
all because of a few drinks,"
said recently appointed Kings
Bay Traffic Court Judge Lt.
John Laney. "We have pro-
grams to prevent people from
getting a DUI. Some programs
will even send a driver to the
bar, pick you up and take you
home for free. There is no

excuse for getting behind the
wheel after drinking."
According to the Navy Safety
Center, loz. of 100 proof spir-
its equals 4oz. of wine, which
equals 12oz. ofbeer. Generally,
It takes a male that weighs 180
lbs. six 12oz. light beers within
a two-hour period to go over
the legal limit of 0.08 percent
BAC. Genetics and tolerance
also play a role in determining
when to say when.
"This is about being
responsible," said Kings Bay
Command Master Chief
Joseph Kunz. "Most organiza-
tions do not have a program to
help their employees get home
after an evening at the bar,
but we do. We provide service
members with an avenue to get
home safely. Nobody drives
on the way home and decides
they are going to start drink-
ing. They already know they
are going to drink and should
have a plan that includes a
way home."
Kunz said that every com-
mand conducts general mili-
tary training and holiday
safety stand-downs before
long weekends and leave
periods. "It starts at the deck
plate, with leadership know-
ing their Sailors," continued

Kunz. "When an intoxicated
Sailor calls a chief for a ride, he
doesn't go to captain's mast.
He is taken home. What the
Sailor needs to understand is
that a $50 cab rise is cheaper
than a $5,000 fine. In the end,
if you figure out all the costs
of losing pay, higher insur-
ance and legal repercussions,
it becomes much more expen-
sive. All it takes to avoid trou-
ble is to follow a responsible
plan."
According to MWR Head
of Community Support
Alice Hurley, Club 2000, The
Responsible Way Home, was
initiated at NAS Jacksonville
eight years ago to offer service
members a free alternative
to driving home after having
a few drinks. At that time,
Kings Bay's MWR had a desig-
nated driver program, where
all patrons of MWR who were
designated drivers received
complementary sodas and
coffee.
"One of the things we decid-
ed to do differently with Club
2000 at Kings Bay was to let
people call the cab compa-
ny directly rather than going
through the command duty
officer," said Hurley. "We
expanded the program to all

patrons of MWR, because we
did not think our obligation
stopped with just the military.
Everybody that works on this
base is part of our family."
The purpose of the Kings
Bay Club 2000 Program is to
promote responsible drinking
practices in patrons attached
to or working at Kings Bay.
Special MWR cards have been
distributed throughout the
base with a local cab com-
pany phone number. To use
the program, cardholders call
the number to receive a free
ride home anywhere within
Camden County, and MWR
pays the cab company later.
The cab driver is responsible
for logging the passenger's
name and destination for bill-
ing purposes only, but will
need to see the MWR Club
2000 card and a base ID to
confirm the passenger is an
MWR patron.
Cards can be obtained
from the MWR office, K. B.
Finnegan's Irish Pub, The Big
Entertainment Zone, and from
any one of Kings Bay's tenant
commands.
"Capt. Stevens, Kings Bay's
commanding officer, thought
this program was a great idea,"'
said Robert Spinnenweber,

HISTORY: The origins of Black History Month go back to 1915

MWR director. "We felt the
Super Bowl weekend was a
good time to kick off some-
thing that was really beneficial
to everybody and to provide
a sensible way to have a good
time. I think this program is
doing its job, but it's up to the
individual to make the respon-
sible decision."
Kings Bay's message
remains what is has always
been: regardless of what alter-
native is available, the respon-
sibility of having a plan and
the consequences of driving
drunk will always fall on the
individual.
As word of the Club 2000
Program spreads, some junior
Sailors and Marines are start-
ing to receive the message.
"Ultimately, it will be up to
the individual to make the call
and say 'I'm drunk and I need
a ride home said ETSN Chad
Rosenberg of the USS West
Virginia (SSBN-736)(Blue).
"I think it's a fantastic pro-
gram, but what it boils down
to is weather or not the service
members are actually going to
use it. The program should
be taken advantage of because
they will take you anywhere in
Camden county and it's a no
questions asked service'."
