Kings Bay hosts Weekend for Wildlife

K ings Bay's reputation for car-
ing about the environment
was on full display during the
Weekend for Wildlife, an event dedi-
cated to showing the community how
the base cooperates with nature while
completing its mission. Participants
toured the base Feb. 9 to see how the
Navy works in unity with nature, and
the steps it takes to ensure the environ-
ment thrives.
"Our Weekend for Wildlife visi-
tors are in for a treat," said NSB Kings
Bay Commanding Officer Capt. Wes
Stevens. "I believe they will enjoy
the tour of Trident Training Facility
because they'll get to see the high-tech
training tools the students use."
Those who took the tour enjoyed see-
ing what Stevens and Kings Bay had to
offer. The Director of the Department of
Natural Resources Wildlife Resources
Division Dan Foster said that this was
his first tour of NSB Kings Bay and
everyone from his group had only
positive feedback for Stevens, Trident
Training Facility, the USS Maryland,
and Kings Bay Public Affairs Office.
Although the tour allowed visi-
tors a brief look into Navy life, and an
opportunity to see that the base keeps
year-round compliance with the envi-
ronmental laws, many of the visitors
thought the most popular event of the


weekend was the submarine tour. They
toured the USS Maryland and got to
see first hand what a submarine looks
like on the inside.
"I thought it would be a unique expe-
rience to tour a naval submarine base,
so I brought the whole family on the
tour," said Steve Johnson, a Weekend
for Wildlife guest.
"My daughter even got to help
STSC(SS) Mark Rector with his dem-
onstration on how Sailors fight a leak
on a submarine."
More thantwentyyears ago, Weekend
for Wildlife was a vision shared by a
few environmentally concerned peo-
ple. Today, it is an annual celebration
that draws more than 400 people and
has raised more than $4.7 million to
date for non-game wildlife conserva-
tion, education and recreation. The
Wildlife Resources Division manages
donations from Weekend for Wildlife
for non-game conservation initiatives
targeting a range of species includ-
ing marine mammals, songbirds, rep-
tiles, amphibians and more. Non-game
projects receive no state funding. They
depend on federal funding and contri-
butions through Weekend for Wildlife
to provide continuing efforts to pro-
tect, conserve and manage the state's
diverse wildlife and unique land-
scapes.

Kingsland honors Kings Bay paramedic

Every year, Kingsland recognizes
a hard working selfless individ-
ual for their efforts over the past
year. On Dec. 11, 2007, Bob Nurmi was
nominated as Paramedic of the Year
for his zeal, hard work and dedication
to the Kingsland Fire Department.
"This is the second year of the award,
and I lookat a multitude of things before
making a selection," said Kingsland
Fire Chief Morris Peeples." This year
Nurmi was our winner because he has
been a great paramedic for many years
in the department. He is dependable
and consistent with his efforts and I
know I can count on him."
Peeples takes several things into con-
sideration while looking at the entire
department; among them was atten-
dance of training sessions, willingness
to continue fire and EMS education
and certification as well as outstanding
on the job performance. Nurmi's expe-
rience also allows him teach Advanced
Cardiac Life Support and Coronary
Pulmonary Resuscitation classes.
"I love my job because I have a lot of
fun and I get to give back to the com-
munity, which is rewarding in itself,"
said Bob Nurmi. "The award was a
huge surprise to me, but I should be

Through out the holiday season,
the Navy had numerous warn-
ings and training sessions for
service members regarding drunk driv-
ing in response to the high number
of DUI related deaths during the past
few years. However, nothing drives it
home as well as a hands-on experi-
ence provided through Edu-tainment,
or education through entertainment.
The Save-a-Life Tour paid Kings Bay
its second annual visit to offer military
members a chance to drive in the DUI
simulator set up in the MWR Sports
Complex Feb. 4 and 5.
"It was seven years ago when I start-
ed working for Kramer Entertainment


and Bob Kramer came to me with an
idea for a drunk driving simulator," said
Brian Beldyga, Edu-tainment senior
manager. "We worked together to find
the most effective way to get the mes-
sage across of how alcohol effects reac-
tion time and causes drunk drivers to
crash."
Beldyga spent several years perfect-
ing his approach by exploring the psy-
chology of youths who are prone to
driving while intoxicated. His team
designed the Save-a-Life Tour to visit
high schools and colleges and has only
recently set its sights on military instal-
lations.
Besides having the most advanced
drunk driving simulator, the Save-a-
Life crew uses props such as a full sized

VITA ready to

help service

members during

tax season

Tax season began as soon as
the W-2 forms were issued last
month and will run through
April 15. Many tax preparation com-
panies offer the enticement of instant
payouts to file your taxes, getting
the larger return as payment later.
These are usually short team loans at
high-interest rates in disguise; loans
against money that is already yours.
Fortunately, the Volunteer Income
Tax Assistance Program (VITA) offers
free electronic tax filing to all active
duty and retired military and their
family members.
VITA gets knowledgeable volun-
teers to expertly get that tax return
directly deposited into your account
as quickly as possible. These vol-
unteers have prepared more than
14,000 federal and state tax refunds
in the Southeast region alone last
year, saving service members more
than $171,000 in fees that would have
been paid to companies specializing
in tax filing services.
"We do not do refund anticipation
loans," said Lt. Robert McDonough,
NSB legal officer in charge of VITA.
"We don't offer same-day refunds. If
you can wait seven to ten days to get
your refund, Sailors will not have to
pay for a service we offer for free."
There are many reasons service
members don't take advantage of
the VITA program. Many don't know
about the program, and the promise
of instant money to use for a new
expensive item can be very enticing,
letting them get caught up in the
impulse buy.
"Refund anticipation loan interest
rates are veryhigh'," said McDonough.
"Service members should remember
that recently interest rates charged
to the military have been limited
to 36 percent, so those looking to

Volunteers Needed For USO Welcome Center
The USO Welcome Center Jacksonville International
Airport (JIA) is a wonderful facility providing a safe haven
to military members. Our scheduled hours are 9 a.m. to
midnight Monday through Thursday; and 9 a.m. Friday
through 9 p.m. Sunday, 365 days a year. Our goal is to
remain open 24/7, but we need your help. Visitors to the
Welcome Center are either departing the area and need a
place to "hang out" until their flight leaves, or are arriving
and need assistance traveling to their duty station. Due
to the time involved in training, operational procedures,
and security issues, we only accept volunteers who can
make a weekly commitment to a specific shift. Individuals
must be able to attend training before they can volunteer.
Training is generally held on Monday, Friday, or Saturday
evenings from 5 to 9 p.m. In order to volunteer, you must
have access to email and be able to check daily. For spe-
cific details regarding Volunteering at the USO JIA, please

New Photo Requirement For Officer Records
All officers are now required to have a full-length color
photograph in their official military file, according to
NAVADMIN 103/07 distributed to the fleetApril 24. Officers
who do not have a photograph on the electronic military
personnel records system in their current grade must sub-
mit a photograph before Sept. 30. The preferred uniform
will be service khaki without a cover. When service khaki is
unavailable, any regulation uniform is acceptable.
The public affairs center detachment located at NS
Mayport, Fla. is the tri-base source for all official photo-
graphs. It is recommended officers needing a full-length
photo for selection board purposes prior to Sept. 30
call (904) 270-7762 and set up an appointment with the
detachment. When official facilities are not available, offi-
cers are authorized to use commercial sources. If commer-
cial sources are unavailable, officer may submit any color
photograph that complies with the requirements outlined
in MILPERSMAN 1070-180.

Market Yourself For A Second Career
Retired Air Force Col. Dan Koslov of the Military Officers
Association of America (MOAA), an expert on transition-
ing from military to civilian employment, will be at Trident
Training Facility Auditorium Feb. 26 from 9 to 11:30 a.m.
to talk to service members and spouses on "Marketing
Yourself for a Second Career".
Mr. Koslov introduces the audience to the realities of
the competition in the civilian job market; the perceptions
civilian employers have of military personnel; a plan for
the job search; tips for strengthening the resume; net-
working plans; preparing for and conducting a successful
interview and salary negotiations and benefits packages.
Reservations are not required.

Valentine's Day is tough for spouses

alentine's Day is fast
upon us. For many
military couples, it will
be spent without our service
member, without the candle-
light, roses and romance. For
us, many holidays are spent
apart but it seems that our
anniversaries and Valentine's
Day can have a unique sad-
ness.
I have spoken with many
spouses who have had some of
the most insensitive and -ok,
I'm going to say it downright
STUPID comments sent their
way during these seasons (ok,
I've had them shot my way,
too):
"Well, you married him;
you knew what you were get-
ting into.'


"Well you should be used
to it by now...he's been gone
so long. It should be easy!"
"I don't understand why
you aren't protesting the war
so your husband can come
home sooner."
Or, my personal favorite:
"Military marriages are not
as close as 'real' marriages."
I fell in love with a man, a
person, an incredible man of
character and integrity. A quiet
man of principle. He is a man
who puts in long, hard hours
in conditions I could never
handle. A man who puts his
family, friends and me before
his own needs and desires. He
is a man who weeps as the flag
passes by in the Memorial Day
parade.
That man, my husband,
happens to be a member of
our nation's armed forces. His


career, like that of anyone, is
a part of who he is. Why did I
marry him? Because I am so
in love with him? Yes! Because
I believe in him? Yes. Because
I am incomplete without him
in my life? Yes, Yes, Yes!
I chose this life because it
is such a privilege to stand
behind this man who sacrifices
not just for his wife and family
but for his neighbor and nation
- whether they know it or not.
It is a privilege to support him,
to be his number one cheer-
leader, to be his morale officer.
It is a privilege. His small part
in this military may not 'win'
the war. But his part contrib-
utes to mission success and I
have the privilege of living to
support him. Why did I marry
him? Because through him I
have learned the rich reward
of living a life of service and

sacrifice. There are no medals
for serving by his side...I don't
care about any medals for me.
I care about this man, his hap-
piness, his well-being, and his
future. This Valentine's Day,
whether together or apart,
I will celebrate the love this
man has for me and renew my
love and support for him. It is
a privilege....

Community-based culture is catching on

energy zips and caroms
around the room as a
dozen or so prospective and
veteran Crooked Rivers par-
ticipants take part in an enter-
taining and team-building
warm up exercise. At the same
time, they also learn about the
struggles and thrills of being
in a community-based, cul-
tural heritage production. To
the strains of the production's
theme song "I'm Gonna Tell
You a Story," newcomers and
veterans singing together, fears
of the unknown and concerns
about acceptance blend into
the focus of working as a team
and being a part of something
bigger than oneself.
As Crooked Rivers prepares
its third annual cultural heri-
tage production "Livin; Lovin,
& Learnin," families, neigh-
bors, and individuals with a
common interest in sharing
the history, laughter and emo-
tion inherent in our communi-
ty are turning out to be a part
of the show. The stories in this
year's rendition are entertain-

ing and poignant, about rela-
tionships, school experiences,
and the hard and humorous
lessons of life.
Community heritage pro-
ductions are afairlyrecentphe-
nomenon in the United States,
but have their roots in the sto-
rytelling and historic re-enact-
ments of Western and Central
Europe. From the costumed
celebrations of Santa Lucia
in Sweden to the lederhosen-
clad storyists of Austria's rural
countryside, the rich tradi-
tion of sharing one's culture
through story, song and drama
is being fulfilled in the heart-
lands and cities of America.
Today, those range from the


re-enactment of "To Kill A
Mockingbird" in Monroeville,
Alabama to Frozen Dead Guy
Days in Nederland, Colorado.
In between and across the
United States are celebrations
of regional history and the
heritage of place and customs
that attract tourism, develop-
ment and a sense of commu-
nity.

Let the Navy Exchange help with your children's education

Paying for a child's education can be a daunting task. Let
your Navy Exchange make it easier for you through its A-
OK Student Reward Program. Four times per school year,
four students will win a drawing for a $5,000, $3,000 $2,000 or
$1,000 U.S. savings bond, denominations at maturity. The next
drawing will be held at the end of this month.
Any eligible full-time student that has a B-grade point average
equivalent or better, as determined by their school system, may
enter the drawing. Eligible students include dependent children


of active duty military members, reservists and military retir-
ees enrolled in first through 12th grade. Dependent children
without an individual Dependent Identification Card must be
accompanied by their sponsor to submit their entry. Each stu-
dent may enter only once each grading period and must re-enter
with each qualifying report card.
To enter the drawings, stop by your Navy Exchange with your
current report card and have a Navy Exchange associate verify
your minimum grade average. Then fill out your entry card and
obtain your A-OK ID, which entitles you to discount coupons for
Navy Exchange products and services.

PSD issues new


requirments for


military ID cards

PSD, Kings Bay recently upgraded to a new ID card sys-
tem Jan. 29. With this recent upgrade, enhanced security
requirements have been added.
Effective immediately, two forms of identification are now
required to have a military (CAC)/active or retired or family
members ID card issued. The primary and secondary forms of
identification are defined below:
a) US military ID card
b) Military family member ID card
c) Drivers license or ID card issued by a state or outlying pos-
session of the US, provided it contains a photograph
d) US passport
e) US coast guard or merchant mariner card
f) Permanent resident card or alien registration receipt card
with photograph (INS form i-151 or i-551)
g) Unexpired temporary resident card (INS form i-688)
h) Unexpired employment authorization card (INS form
688a)
i) Unexpired employment authorization document issued by
the INS, which contains a photograph (INS form i-688b)

Secondary Identification:
a) Certificate of US citizenship (INS form n-560 or n561)
b) Certificate of naturalization (INS form n-550 or n-570)
c) Foreign passport
d) Unexpired reentry permits (INS form i-327)
e) Unexpired refugee travel document (INS form i-571)
f) School ID with a photograph
g) Voter's registration card
h) Native American tribal document
i) Drivers license issued by a Canadian government authority

All active duty, retirees, and family member requiring the issu-
ance of a new ID card must have one primary form of identifica-


tion and one secondary. A different primary form of identifica-
tion maybe substituted for a secondary form of identification.
Additionally, due to the added security requirements, ID card
processing time has increased. ID card issue time for family
members and retirees is approximately 15 minutes and active
duty CAC issuance is approximately 30 minutes.

CS2(SS) Xavier Espinosa, one of NSB Kings Bay's barracks managers and organizer of this year's IFSEA Symposium. "It also
helps them in the civilian world to find a job with a starting pay of $60,000 a year. All the schools in this country are
adopting the Hazardous Analysis Critical Control Plans, which require a HACCP manager. This course provides the training
for such management." Manley said that graduates of this course have an excellent track record of preventing food borne
illness outbreaks. "It has been proven that operations where someone in the kitchen holds this or similar designations is
far less likely to have a food borne illness outbreak," said Manley. "Those who do not take this training have a pass rate
of 47 percent, whereas students of the program have about a 90 percent chance of getting a certification out of it. These
certifications have demonstrated results in helping Navy personnel get capped to E-4 through E-6, and even get promotions
to E-7, E-8 and E-9, as well as to Warrant Officer."

Military children often face unusual
challenges growing up such as mov-
ing and re-establishing friendships
every few years to worrying about family mem-
bers who have been deployed. Thankfully, NSB
Kings Bay's Morale, Welfare and Recreation
Youth Activities Center is here to help give them
stability and a sense of belonging by providing
affordable and beneficial childcare for children
ages five through 18. Various programs have
been developed in affiliation with the Boys and
Girls Club of America to cater to the special
needs and development of children.
"I like that the kids are well taken care of
and the center keeps them engaged in various
programs," said Laura Hall, mother of eight year
old Zoe. "My daughter enjoys all the activities,
especially the air hockey game, which is part of
the Triple Play Program."'
Triple Play demonstrates how eating right,
keeping fit and forming positive relationships
will add to a healthy lifestyle. It consists of
physical activities and social lessons designed
to teach children how to relate well to others.
Other programs include: Club Tech for basic
computer skills, Power Hour for homework,
Fine Arts designed to enhance self-expression
and creativity, and Skills Mastery Resistance
Training, which involves young people in dis-
cussion and role-playing scenarios to develop
assertiveness and decision-making skills.
"I like playing with my friends after school,"'
said eight year old Alexis Dickerson. "Most of
all, I like seeing people happy and seeing my


favorite counselors. My favorite activity is Club
Tech, where I learn to use a computer."
"The people that work at the youth center are
great," said Alexis' mother, Amber Dickerson.
"The amount of activities, clubs and support is
wonderful. My daughter enjoys coming here
daily and has made many friends'."
The staff at the center always remains atten-
tive and supportive. A first time visitor may
notice that all the children remain well-behaved
and are careful to follow all the house rules
constantly reinforced by the staff. There are
many safety rules, such as the use of walking
feet, playing games fairly and letting an adult
knowwhen leaving an area. These rules, part of
the Boys and Girls Club pledge, are combined
with well established youth center rules and
are taught to children every day for practical
application.
"I love working with kids because it is great
to see the various stages they go through as they
grow up," said Youth Center Director Sharon
Grant. "Many of the kids stay with us through
most of their childhood, unless their parents
get transferred to a different submarine base.
Our reputation usually travels from parent to
parent, and we are always open to new children
from the Camden County area'."
The Department of Defense first established
its partnership with BGCA in the late 90s when
it recognized that children of service members
serving in Operation Desert Storm who took
part in after school activities had very similar
programs to those of BGCA. Itwas decided that
the DoD youth centers should adopt one stan-

"We realized that we provided basically the same servic-
es as the Department of Defense's youth centers," said Tim
Richardson, vice president of Military Service for BGCA. "Once
this became apparent, we joined forces with the DoD to have
standardized services everywhere."
According to Richardson, the BGCA has awarded more than
$10 million to the Armed Forces during the past four years and
has provided training opportunities for youth center staff every
year.
"Our annual Child Youth Services Conference will be held
May 19 through 22 in Tuscan, Ariz.," continued Richardson.
"We also make our technical consultants available to any base
facility's youth center upon request to help further develop their
programs."
Service members making less than $28,000 of total gross fam-
ily income can pay as little as $95 per week for an array of BGCA
after school programs at the center. These services are also
offered to any civilian children going to Crooked River, Mary Lee
Clark and Sugar Mill pre-schools starting at $220 per week, with
additional before school and holiday programs as well as sum-
mer camps available. Program hours are from 6:30 to 7:15 a.m.
and from 2:30 to 6:00 p.m. Monday through Friday.

Bill of sale important for used cars

Everyone would like to
own a new car, but for
many, the sticker price
forces some to go the alternate
route of a used car. If you buy
from a car lot, there is a bill of
sale or contract to prove own-
ership of the vehicle. If you
buy your friend's hoopty, you
need something other than
the title and a handshake to
prove the heap is yours.
Sailors and Marines at NSB
Kings Bay are getting in trouble
for not having a documented
bill of sale when purchasing a
vehicle from a private owner-
ship. Georgia law requires any
person who purchases or sells
any vehicle must have a per-
manent record of these trans-
actions. The document must
contain the car identification
number, type and model of
the car or truck, the name and
address of the person selling
and purchasing the vehicle. It's
also a good idea, although it's
not required, to get the docu-
ment notarized. According
to NSB Court Liaison Officer
Michael Turckes, the bill of
sale is a protection device.
"The bill of sale protects
the seller from legal action if
the buyer commits a crime
with that vehicle;'," he said. "If
someone buys a vehicle and


uses that as a bomb to blow
up a building, if there is no bill
of sale to prove ownership, the
seller could wind up in trouble
with the FBI."
When purchasing a vehicle,
the Georgia Department of
Motor Vehicles gives a person
30 days to register the vehicle.
The moment you purchase the
vehicle, you must have insur-
ance with the state agent from
where the vehicle is housed
at.
To get the car registered in
Georgia, you must have a bill
of sale and driver's license,
another reason to have the bill
of sale is if stopped by law
enforcement and the vehicle
is not registered, they can ask
to see the bill of sale or title.
If you fail to register the vehi-
cle in the time allotted, you
could face up to a $200 fine,
and a $500 fine if you don't
have insurance. According to
Turckes, you will pay a hefty
price is you don't follow the
rules and regulations of car
ownership.
"If people have a problem
or need some advice on reg-
istering their vehicle, they can
contact me for help at any
time," he said. "It would be a
lot easier to stop in for advice
rather than risk a fine or trou-
ble with your command."
Another major issue with
buying vehicles from a mili-


tary member is the base access
decal. According to base regu-
lations, the seller must remove
the base sticker and the license
plate from the vehicle, another
reason for the bill of sale, to
be able to travel to register
the car with no plates. If the
decal is not removed and the
new owner drives on base with
this, there can be an offense
of loss of base driving privi-
leges for three months per
offense. Also, all Sailors and
Marines on base must register
their vehicle with Kings Bay
Security the day they report
on base or buy a new or used
vehicle.
To register for base access (if
you have not registered your
car), you must show proof of
insurance, title, bill of sales,
a valid driver's license and a
military identification card.
You will be given a 30 day pass
to get your car registered. If
you let this time lapse, you will
not be given an extension.
"People don't realize when
a vehicle changes hands, the
base decal is registered to the
seller, it cannot be transferred
to anyone or any other vehi-
cle," Turckes said. "When you
sell the car, you have to turn
the decal in, because that is
registered to that person who
originally put it on:'

The NMCRS can help with your child's education expenses

Need tuition money for the 2008-2009 school
year? Applications for the following programs
are due by March 1. ViceAdm. E. P. Travers Loan
Program (Travers Program):
Named after the Society's eleventh President,
the Vice Adm. E. P. Travers Loan Program
provides interest-free loans to the dependent
children of active duty and retired Navy and
Marine Corps personnel, as well as spouses
of active duty Navy and Marine Corps service
members. The Travers loan offers interest-free
loans from $500 up to $3,000 (for an academic
year) to students' service member sponsors.
The Travers application package is post-
ed on the program page of the NMCRS web-
site in mid-October of each year for the fol-
lowing academic year. Applications must be
received at Headquarters no later than March
1st (about six months before the start of the
fall semester). Special notice to applicants:
The Navy-Marine Corps Relief Society
has had a very busy year in 2007, with an
increase in emergency loan and grant activity,


both in the number of clients and dollars dis-
bursed. Society program costs have increased
with implementation of the Combat Casualty
Visiting Nurse Program, the evacuation debit
card initiative and the new Quick Assist Loan
(QAL) Program. Combat Casualty Assistance is
up for the third year in a row. As a cost saving
effort, the Society has temporarily restricted
the Travers Program to a loan-only program.
Although the scholarships will not be available
for the 2008-2009 academic year, we encourage
you to apply for a Travers Loan. Once the QAL
Program is up and running, the Society hopes
to be able to restore the scholarship portion of
the Travers Program.
We regret any inconvenience this has caused
you and encourage you to pursue other avenues
and resources for scholarships. Some of those
opportunities are available on our website
under Education Programs not administered by
the Society.
USS Tennessee Scholarship Fund (Tennessee
Program):
The Society administers the USS Tennessee
Scholarship Fund, which was established upon


the commissioning of USS Tennessee (SSBN
734). The scholarship provides grants of up
to $2,000 for an academic year to dependent
children of service members who are serving or
have served aboard USS Tennessee. Dependent
children of active duty service members and
dependent children of retired service members
are the only eligible candidates.
The Tennessee application package is posted
on the program page of the NMCRS website in
mid-November. Applications must be received
at Headquarters no later than March 1st each
school year (about six months before the start
of the fall semester).
The Navy-Marine Corps Relief Society's
(NMCRS) education programs help eligible
Navy and Marine Corps families pursue their
academic goals by providing a source of edu-
cation financing. Awards are provided solely
on the basis of the applicant's financial need
and availability of funds, in accordance with
policies established by the Society's Board of
Directors. All applicants must have at least a 2.0
grade point average (on a 4.0 scale). All appli-
cants for these programs must be enrolled or


planning to enroll as full-time undergraduate
students in a traditional classroom setting at a
post-secondary, technical, or vocational insti-
tution that participates in the U. S. Department
of Education Title IV financial aid programs.
A new application for NMCRS education
programs is required for each academic year.
Receipt of funds in one year does not guaran-
tee funding in future years. Each student may
receive funds for up to four years of under-
graduate study. All funds are sent directly to the
school, and can only be used for direct educa-
tional expenses.

application has been completely filled in, that
all required signatures are in place, and then

cation course for nurs-
es and counselors that also

tion units will be conducted
at Naval Station Kings Bay
Health Promotion office, Feb.
28-29. The class will be from
8 a.m. to 3:30 p.m. daily. This
course provides information
and methods in tobacco treat-
ment for all forms of tobacco
using the latest information
possible. The course is for E-
6 and above who work in or
with a tobacco cessation envi-
ronment. Personnel attending
should already be well versed
in and certified in instructor
and or teaching /facilitation
skills. Only the core subject
matter will be taught. Nurses
will receive 16 continuing edu-

Many people believe that with the New Year comes a
chance to start over. A chance to erase old perspec-

Support Center. "When dealing with debt, you must have a
roadmap telling you where to go, and a good budget leads to a
debt relief roadmap."
According to Gonzales, some tips to help eliminate your debt
are to pay the minimum amount due on your credit card bills,
or the full amount if you can, when you receive your statement.
Making the highest payment possible will reduce your balance
and additional interest. Be sure to pay your credit card bills by
the due date to avoid late fees. If more than one credit card is
involved, pay off the credit cards with the highest interest rates
first.
For those with many different types of debt and different bal-
ances, debt consolidation might be the right chose. With debt
consolidation, a banking institution gathers all of an individual's
debt and pays it off while the individual then pays the bank back,
keep in mind that the bank will charge a new interest rate and it
may be better not to consolidate.
Every year it's important to do a tune-up on you finances to


see what areas need work. To help with a financial tune-up,
many banks will provide online statements and make available
archived statements. These online programs can help keep
finances organized and you in control throughout the year, giv-
ing vital information as to where and on what money is being
spent.
Lastly, everyone is entitled to one free credit report every year
and should review their credit history at least once a year.
Reviewing credit history is a great way to recognize or stop I.D.
theft, and to remove mistakes that may have been made to your
credit history. A clean credit report allows for a higher credit
score, which equals reduced interest rates on big purchases.
"Many of the cases I see on a regular basis are people that did
not plan for unexpected expenses, like a car breaking down,
going from sea and sub pay to no pays at all, or if a spouse stops
working," said Laura Williams, the assistant manager of Kings
Bay's Navy Federal branch. "Here at Kings Bay, there are many
originations ready to assist someone with their debt, whether
it is with creating a budget or with personnel finance manage-
ment, and we are always ready to help."
The Navy and Marine Cops Relief Society, The Fleet and
Family Support Center, Navy Federal, and Command Financial
Specialists have many programs, classes and tools at their dis-
posal to help people evaluate their debt and can suggest ways to

An extra service VITA pro-
vides is the BOOMER deduc-
tion, which is unique to the
submarine community. This
is a tax deduction for mileage
from a home to the subma-
rine and for rent and utilities
when the submarine is in port.
Submarine Sailors share their
boat with an opposite crew,
unlike surface ships where
Sailors can reside on the ship
when home ported, making
this extra tax deduction pos-
sible.
"In the case of the two-crew
submarines, the tax payer's
home is the submarine;'," said
McDonough. "When the other
crew takes the submariner's
home out to sea, that taxpayer
is forced to make additional
expenses, like utilities and
travel.
The VITA IRS training is held
every year in January at Naval
Station Mayport. Those inter-
ested in becoming volunteers
next year should call the legal
office at 573-3935 to sign up
for training.

ing from the Navy in 1992.
Throughout the year, the
fire department has about 30
to 40 volunteer firefighters
and EMT's half of them being
Sailors. The career firefighters,
both full time and part time,
make up another 30 people.
Half of the paid firefighters
and EMT's are former Sailors
as well, generally reflecting
the numbers of the St. Mary's,
Kingsland and Kings Bay areas
where half of the population
are military service members.
The military are likely candi-
dates because; they get trained


in boot camp and throughout
their Navy careers on how to
fight fires and basic CPR.
"Since retiring from the Navy
I have always had the goal of
making my life a happy one,"
continued Nurmi. "Being an
EMT and working the field
makes me happy. I work with
and for a bunch of great people
and they have given me more
than I can ever give them. I
just do my job and have a blast

individual might drink four
beers and think that is okay to
drive. I won't risk driving even
after one drink if there is an
alternative, and there is always
an alternative to driving after
alcohol consumption."
After having one or two
drinks, most people will feel
mildly relaxed and maybe a
little lightheaded, but what
they won't be able to notice
is that their reaction time and
decision-making skills are
impaired. The Drunk Driving
Simulator demonstrates the


dangerous effects of even
mildly latent reaction times,
forcing the driver to develop
tunnel vision in an attempt to
not swerve on the road.
"Today I learned that drink-
ing alcohol severely slows
down your reaction time," said
MTSA Bobby Hesson. "I drove
the simulator and went into
tunnel vision mode, where my
peripheral vision was shut off.
Brian told me to make a right
turn and I did not realize that I
was turning the wrong way on
a one way street. I definitely


recommend this simulation to
others. When I was younger I
did not think too much about
drunk driving. This is a great
way to know what the risks
are. It keeps us from learning
the effects of driving drunk the
hard way."
The Save-a-life Tour will
likely be back to Kings Bay
next year, but they have a long
drive ahead of them, making
stops all across the nation.
According to Beldyga, Kramer
Entertainment already has
three teams with plans for a


fourth team to meet the large
demand for their unique sim-
ulator teams. They are booked
solid until 2010 in their con-
tinuing effort to spread the
facts about the dangers of
drunk driving.

The Fleetand FamilySupport
Center will now take its regular
workshops on the road if a unit
can furnish a conference room
or classroom and guarantee a
minimum of five participants.
Additionally, our personnel
will tailor presentations to
cover a unit's General Military
Training requirements when
those requirements deal with
human resources and social
issues. Our counselors can
also create a presentation in
response to a unit's area of
special concerns. Personnel
are available to participate
within areas of expertise in
the indoctrination of newly
assigned personnel and family
members of active duty per-
sonnel.

Anger Management
Anger is often a smoke
screen for other emotions and
not an effective method for
getting what you want. This
workshop is slated for March
26 from 8:30 a.m. to 12:00 p.m.
This workshop can help you
focus on identifying the feel-
ings anger hides and explore
behaviors helpful in resolving
primary issues. Pre-registra-
