Kings Bay selects Madison as Sailor of the Year
By Dmitry Chepusov
Periscope staff
How do you become Sailor of
the Year? Ask RP1 (FMF)
Jason Madison who was
selected as NSB Kings Bay Sailor of
the Year for 2007 only a few weeks
after he received Religious Petty
Officer of the Year for the Southeast
Region, becoming an instant heavy-
weight champion among the most
squared-away Sailors in the region.
"When the selection board
reviewed my package, they wanted to
see that I was involved in activities out-
side of my rate," said Madison. "They
certainly found my accomplishments
out in the community and my volun-
teering for various command activi-
ties and programs throughout the
year, including the Special Olympics
and the Workers Integrated Safety
and Health Committee dealing with
the Voluntary Protection Program.
This, along with evaluation marks
and other aspects helped put me in
the lead for the title of both RP of the
Year and Sailor of the Year."
According the Madison, it is easy
for Religious Petty Officers to fly
under the radar for special recog-
nitions because they typically don't
have a very strong presence and
come in small quantities of one or
two per command. Collateral duties
make a big difference, and the same
may be said about working well with
civilians.
"It was an honor for me to even be
considered for RP of the year," said
Madison. "I guess that my command
had seen something special in me
and awarded me for my hard work
just by nominating me. I love being
an RP because I like to help people
and encourage people who may have
issues.
"I see a lot of junior Sailors who
benefit from my help without having
to see the chaplain, and I think this
is part of my function as a good RP1.
Having received Sailor of the Year is
very special to me because this award
recognizes all the extra work that I
have done in 2007, be it extra collat-
eral duty that I've taken on or just the
strive to be a better Sailor. I think that
I make a good image of what a proper
Sailor should be because when I do
my job I believe that I am the best at
what I do.
"I think I had the edge over other
Sailors because I articulate myself
well," continued Madison. "When I
was asked questions on the board,
I did not give the standard Navy
answer. I understand the Navy poli-
cies well, but I put a lot of myself into
the answers I gave while being hon-
est'."
When asked what changes he
would make if he were command-
ing officer of the base, Madison sug-
gested a committee of junior Sailors
headed by a first class to get the hon-
est opinion on various issues.
"I think that the quality of life pro-

submarine was the fourth Ohio-class ballistic missile submarine to undergo conversion to a guided missile submarine. Georgia will provide joint war
fighters transformational strike and special operations forces capabilities. Now with the conversion complete, Georgia is ready to be homeported
in its homestate before being used in its new role. Georgia will have an official return to service ceremony in March to commemorate the end of
Georgia's conversion process.

Point Peter Road, Suite 8, Saint
Marys, is moving into the Branch
Health Clinic, Kings Bay Jan. 22 in
an effort to provide one-stop conve-
nience for all beneficiaries.
Each region is served by TRICARE
Service Centers, which are staffed
by beneficiary service represen-
tatives who can explain the differ-
ent TRICARE options and help you
choose the plan that suits you best.
The TSC can also provide:
TRICARE benefits interpre-
tation
TRICARE Prime enrollment
Primary care manager selec-
tion and changes
Assistance with referrals and
appointments to military treatment
facilities (MTFs)

Do you understand your TRICARE
benefits? Do you know if you are
enrolled in the TRICARE coverage
plan that best suits your family's
needs? Are you completely confused
by all the TRICARE coverage options,
co-pays, deductibles, and acronyms?
If so you are not alone, surveys
have found that most service mem-

Fit Factor
Program

Wth the new year here and
everyone working on their
V New Year's resolutions, the
Navy has made it easier for kids of
Navy and Department of Defense
employees to get into shape with the
Fit-Factor Program. The goal of the
Fit-Factor program is to encourage
children to make healthy choices and
give them opportunities to partici-
pate in a variety of fun activities. By
getting involved with the program
they can reach fitness goals, increase
their self-esteem, and set themselves
on a healthy lifestyle path that will
be continued throughout their adult
years.
"This is a great program for any
child 13-years-old and under, it gives
them accountability and rewards
them for positive results," said Tanya
Henigman, NSB Kings Bay's Fit-Factor
Program coordinator. "After they have
enrolled into the program, children
earn points for making healthy food
choices, helping around the house
with choirs, and many other activi-
ties. In the end they collect points to
advance up in level and the higher
their level the better the prizes they
will receive."
There are six levels to achieve and
they are Energy, Strength, Agility,
Adventure, Endurance, and Feel The
Power. Children can achieve these
levels with a varity of activities from
eating healthy to team sports or
household chores. As soon as they
fill out their profile and set goals they
can start earning points. Prizes will
be awarded for each level reached.
Some of the prizes include: silicone
bracelets, Fit-Factor dog tags, pedom-
eters, nylon fliers and other items:
Also twice a month there are random
drawing for prizes for kids that have
over 500 points at the time of the
drawing.
"The Fit-Factor program does a
great job of helping kids make healthy
choices and it encourages them to
keep a healthy lifestyle;'," said Kevin
Furrow, a Fit-Factor Assistant for NSB
Kings Bay. "This program works so
well that I have seen some parents
change their lives to a more healthy
and active life."'

Volunteers Needed For USO Welcome Center
The USO Welcome Center Jacksonville International
Airport (JIA) is a wonderful facility providing a safe haven
to military members. Our scheduled hours are 9 a.m. to
midnight Monday through Thursday; and 9 a.m. Friday
through 9 p.m. Sunday, 365 days a year. Our goal is to
remain open 24/7, but we need your help. Visitors to the
Welcome Center are either departing the area and need a
place to "hang out" until their flight leaves, or are arriving
and need assistance traveling to their duty station. Due
to the time involved in training, operational procedures,
and security issues, we only accept volunteers who can
make a weekly commitment to a specific shift. Individuals
must be able to attend training before they can volunteer.
Training is generally held on Monday, Friday, or Saturday
evenings from 5 to 9 p.m. In order to volunteer, you must
have access to email and be able to check daily. For spe-
cific details regarding Volunteering at the USO JIA, please
email lynne@usojax.com
New Photo Requirement For Officer Records
All officers are now required to have a full-length color
photograph in their official military file, according to
NAVADMIN 103/07 distributed to the fleetApril 24. Officers
who do not have a photograph on the electronic military
personnel records system in their current grade must sub-
mit a photograph before Sept. 30. The preferred uniform
will be service khaki without a cover. When service khaki is
unavailable, any regulation uniform is acceptable.
The public affairs center detachment located at NS
Mayport, Fla. is the tri-base source for all official photo-
graphs. It is recommended officers needing a full-length
photo for selection board purposes prior to Sept. 30
call (904) 270-7762 and set up an appointment with the
detachment. When official facilities are not available, offi-
cers are authorized to use commercial sources. If commer-
cial sources are unavailable, officer may submit any color
photograph that complies with the requirements outlined
in MILPERSMAN 1070-180.

My New Year's non-resolution
By Beth Wiruth
Periscope contributor
Happy New Year!
Scott and I decided
to have a bit of fun
with this year's resolution. A
national cable network was
looking for home-video sub-
missions of New Year's plans,
parties or resolutions. Scott
and I plotted and planned our
video. Picture this:
Scott stands in front of the
tree calling out my name to
hurry up so we can meet the
submission deadline. I return
with my usual, "Hon, I just
need one more minute."
Finally I appear in the screen
and together we resolve the
following:
1.We resolve not to MOVE
this year (unless the DoD
decides differently again)
2.We resolve to live under
the same roof this year (unless
the DoD decides differently
- again)
3.We resolve to spend more
time in each other's arms this
year (unless the DoD decides
differently again)
4.We resolve to commu-
nicate more effectively and
face-to-face this year (unless
the DoD decides differently
- again)
5.We resolve to spend more
time with our families this
year (unless the DoD decides
differently again)
Then the video comes in
close on me while you hear
Scott say, "Come on, say it
- you promised." And I finally
choke out the words, "I resolve
to be ready on time this year
and not such a perfectionist
about my house (can I blame
my failures on the DoD?)"
Fade to black.
I am not an expert on reso-
lutions but I do know that over
the course of mylife, and that of
many of my friends, by March
the New Year's Resolution is
a forgotten memory. I have a
friend who is the sales man-
ager of a national fitness gym.
He tells me that December
is record setting for sales of
gym memberships. January is
a record month for gym usage
but by March usage returns to
normal.
So this year I've decided not
to decide. I have resolved not
to resolve!
What a freeing thought!
In March I will not have to
remember my resolution and
in December I will not feel
like a failure for 2008's broken
resolution.
Oh wait, didn't I read some-
where "He who attempts noth-
ing fails not, but accomplishes
even less." Oh heck, now what
am I to do?
ACK! So I am back at that
darn New Year's Resolution
quandary! To resolve or not to
resolve, risking failure in the
decision and the process. Oh, I
must be PMS'ing, I'm stressing
over such a minor thing!
Or is it minor? Could it be
this tradition of taking stock of
where we 'are; where we have
been and where we are going
is a good thing?
Is it good to stop and check
the compass of our lives to
see if we are heading where
Beth Wiruth
Periscope contributor
we hope to be heading and
assess if a course correction or
adjustment is needed.
I want to make the most of
the rest of my life. How about
you?
I want to move on in my
personal and professional
goals, to love more deeply, to
care more fully, to laugh much
more, to make a difference in
my corner of the world.
I want my horizons to con-
tinue to expand and to explore
myself, my country, my world
and my God. So, that is my

The arts provide opportunities for family togetherness
By Paul Kraack
Periscope staff
One of the things that
the arts promote for
families is tradition.
The opportunities to create
occasions that welcome revis-
iting and that are available for
sharing with friends, lovers,
spouses, children, grandchil-
dren and parents are endless
when you consider the arts.
Personally, I can recall sever-
al such instances: sittingbeside
my future wife on our first date
listening to classical guitarist
Andr6s Segovia, realizing how
special our shared apprecia-
tion for this artist was; taking
our first trip to NYC together
to visit Broadway where we got
our first signed playbill (Jim
Dale, who was starring in "Me
and My Girl"); years of taking
students to see "Cats" at the
Fox Theatre in Atlanta, where
I learned the art of secretly
sleeping through the Act I
ending "Jellicle Ballet" after
about a dozen viewings; the
first time our granddaughter
realized she was going to see a
"real" Broadway show, "Peter
Pan" starring Cathy Rigby;
and starting a tradition of tak-
Paul Kraack
Periscope contributor
ing a friend from Alabama to
the Fox in Atlanta, who never
imagined he could enjoy the-
atre so much.
Some of these traditions are
simpler, like sharing impor-
tant cultural events together,
even if they are experienced
through the medium of tele-
vision. For us, enjoying the
Macy's Thanksgiving Day
Parade is one such event. It
has always seemed like such
a welcome prelude to the rest
of the day's feeding and sleep-
ing. It became even more spe-
cial to us four years ago when
we realized that my young-
est son's then fiancd, Lindsey,
had performed in the parade
on three different occasions
as a dancer. Her love of the
parade and of the arts cer-
tainly enhanced her standing
in our family even then.
This year, however, will be
even more special because we
will also have a local connec-
tion to the parade, since one
of our "kids" will be among the
marchers.
Ms. Megan Unger, a stu-
dent at Camden County High
School, has been selected to
participate in the 2007 Macy's
Great American Marching
Band. Megan is one of a select
number of Georgia students
that will march with this pres-
tigious band with over 200
students that will lead off the
parade on November 22, 2007,
in the 81st anniversary edition
of the Macy's Thanksgiving
Day Parade.
Megan was selected based
on her audition recording
and application. The audi-
tion process was open to stu-
dents from over 14,000 high
schools across the United
States. When Megan and her
fellow band members step-off
from Central Park, the Band
will be cheered by 2.5 million
live spectators, before arriv-
ing at Macy's Herald Square
for their national performance
that will be viewed by more
than 50 million TV people, live
on NBC.
I have had the pleasure of
working with Ms. Unger as a
student and as a performer.
I am confident she will be a
wonderful ambassador for our
school, community and state!
This week, we will be travel-
ing to NYC with drama stu-
dents from CCHS.
Remembering how reward-
ing the trip from spring 2006
was, this year's trip is another
step to create arts traditions
that will be long remembered
by students in our commu-
nity.
While we are there, we will
visit the spot in Central Park
that will begin Megan's march
through the streets of NYC.
It will be a warm June day in
NYC, but I promise you every
one of us will experience a
shiver of anticipation, know-
ing that in six months, Megan
will be part of an 81-year long
arts tradition, shared in spirit
with our combined families -
and several million TV view-
ers.

Base hosts first ever
Parade of Lights
By MCSN Dmitry Chepusov
Periscope staff
Decorated trucks aglow with Christmas
lights and filled with excited children
and parents were the main attraction of
last year's first ever Parade of Lights held Dec.
17 at NSB Kings Bay. The Annihilator, a large
monster truck was also on display between
Navy Federal and the barber shop, raising the
level of excitement among children and adults
alike.
More than ten trucks were set up with deco-
rations and lights in front of the Navy Exchange
at dusk. There were several last minute adjust-
ments and participants running into the store
for fuse replacements, but the parade of lights
composed of base residents and their trans-
formed vehicles took to the housing units to
spread the holiday cheer just as the sun hid
beneath the tree tops.
"We were trying to figure out what we can do
for our Christmas Carole in housing this holi-
day season," said Chaplain Lt. Edsil Logan. "We
were brainstorming and someone came up
with the idea of decorated pickup trucks riding
in a parade of lights similar to boats in a harbor.
The idea was embraced and we decided to turn
it into a contest with prizes to generate more
participation."
The prizes included a $400 gift card to a local
adventure retail store, a brand new gaming sys-
tem, and a digital video camera for first, second
and third place winners respectively. Once the
trucks made their rounds through base hous-
ing, allowing plenty of time for full darkness to
appear, they returned to the NEX parking lot
to make two slow passes in front of a panel of
six judges. The judges, composed primarily of
command representatives including NSB Kings
Bay Commanding Officer Capt. Wes Stevens
and Marine Corps Security Forces Company
Commanding Officer A. J. Murray were set up
on a pedestal/stage for optimal visibility and
were happy to share in the event despite the
cold weather.
According to Logan, the USO and the base's
Morale, Welfare and Recreation Program spon-
sored the prizes and the event. Refreshments
and sweets from a local bakery were also avail-
able for folks who wanted to escape the bitter
temperatures in the Fellowship Hall within the
chapel.
"Everyone was excited about this event
because it was one more way that people
can bring the holiday cheer to our troops,"
said Logan. "Everybody, including the base
residents who participated in the event, was
involved and pitched in to make it successful.
I think we will do something similar again for
next Christmas because of how successful it
turned out last year."
NCLC can help you meet your goals
By Staff
January is the month that
people make new resolu-
tions and goals for both
eir careers and personal
lives.
What better way to meet
some of these goals than
continuing your education?
Whether you are considering
retaking the ASVAB test, study-
ing for your GED, preparing
for college entrance exams, or
enrolling in college courses,
the Navy College Learning
Center (NCLC) can help you
achieve some of your educa-
tional and career goals.
Active-duty, reservists, retir-
ees, and adult family members
are eligible.
The NCLC is a free, comput-
er-based classroom where stu-
dents choose their own sched-
ule and work at their own pace
and ability level.
The "classes" are prepara-
tion courses; that is, they do
not offer credit but they do
prepare you for that exam or
class where you might other-
wise have trouble.
Twenty-nine interactive
courses cover math, writing,
reading, science, social stud-
ies, and more.
Facilitators are always avail-
able for one-on-one help. After
studying at the NCLC, students
are better prepared for college
classes, ASVAB, CLEP exams,
the SAT, ACT, and GED.
The accomplishments of
our students at Kings Bay and
at the other learning centers
worldwide are numerous and
varied.

The Parade of Lights is a concept Kings Bay's Morale, Welfare and Recreating in partnership

of judges made up of various Kings Bay command representatives including Commanding
Officer Capt. Wes Stevens takes their time examining each participating truck to determine
which one is the winner of a $400 gift card to a popular outdoor supplies store Dec. 17.

Habitat for Humanity
International's
Women Build Program
promotes the involvement of
women and girls in the con-
struction of Habitat homes.
Women Build Projects provide
an area in which women can
feel comfortable learning con-
struction skills they might not
otherwise have the opportu-
nity to learn.
"This is a great opportunity
for the women in our com-
munity to be exposed to an
environment that many don't
know much about," said Allyse
Beckett, project coordina-
tor of Habitat for Humanity
of Camden County. "During
our Women's Build we make it
very easy for women to come
and learn about construction
and construction methods in
a friendly open-to-question
atmosphere."'
Women Build works to nur-
ture, recruit and train women
to build and maintain simple,
decent, healthy and affordable
homes. Women Build does
not exclude men, but rather
is intended to include women
who would not usually build.
"It's great that Habitat for
Humanity is giving the oppor-
tunity to get more women out,
and in an environment where
we can learn something new,"
said P.J. Jordan, a local volun-
teer. "I have learned all types
of useful tips that I will use on
my house when I get home."'
Habitat for Humanity of
Camden County advocates for
and builds decent affordable
housing to enhance lives and
strengthen Camden County
in partnership with our com-
munity. Through volunteer
labor and donations of money
and materials, Habitat for
Humanity of Camden County
builds and rehabilitates hous-
es in partnership with families
in need.
Habitat houses are afford-
able because there is no prof-
it included in the sale price
and no interest is charged on
the mortgage. The family's
monthly mortgage payments
go into a revolving fund which
is used to build more hous-
es. Homeowners are chosen
based on their need for afford-
able housing, their ability to
repay a Habitat mortgage and
their willingness to partner
with Habitat.
"From skilled labor to non-
skilled volunteers we could
not do anything with out the
support from them and our
local community's business,"
said Keith Johnston, site man-
ager for Habitat for Humanity
of Camden County.
Volunteer, both skilled
and unskilled, come as indi-
viduals or with groups from
schools, churches, unions or
businesses in our community.
Construction becomes a coop-
erative effort involving these
volunteer workers and the
future homeowners. Financial
support comes from individu-
als, corporations, and founda-
tions. In addition some funds
are raised by special events
held throughout the year.

Exchange awards
A-OK Scholarship
By MCSN Dmitry Chepusov
Periscope staff
Several coupons and free prizes were just a
fraction of the rewards won by third grad-
er Malena Guinn, who was awarded a
$2,000 savings bond for her good school grades
by the Navy Exchange's A-OK program Dec.
13. The A-OK program rewards students in the
military community for obtaining good grades.
It was developed for the Navy Exchange System
to enhance the quality of life of the military
family and to further support the communities
that surround and patronize the NEX.
"The A-OK program is our way of supporting
students in the military community by reward-
ing hard work and good grades," said Navy
Exchange General Manager Dawn DeWyke.
According to DeWyke, A-OK has awarded a
total of $372,000 since its inception in 1998.
Each full-time student in grades 1-12 who is
a military dependent and achieves a 3.0 GPA or
higher is placed in the drawing for the quarterly
savings bonds after completing the entry slip
for the program. They also receive an A-OK ID
card, along with coupons for free goodies and
discounts off NEX merchandise.
"I think that it's a great program," said
TMC(SS) Malcolm Guinn of TRF, Malena's
father. "As parents we push her hard and she
has done verywell. We came into the exchange
a few months ago and found the application on
the counter so we signed her up. I was amazed
that Malena won. It was very unexpected"
Malena Guinn will be able to withdraw the
prize from her bank's savings account at matu-
rity. Ideally, she will use it as part of her college
fund, but she has the option of using it in any
way she chooses.
"The cost of this program is fully funded
by many of our business partners and public
private ventures," said Kings Bay Command
Master Chief Joseph Kunz. Kings Bay had six
previous winners since the program began,
including Kunz's daughter in 2000. "Students
must have an A or B average to enter the draw-
ing and can only enter once per report for a
grading period," added Kunz.
The A-OK program will continue to be
announced in NEXCOM circulars, on the Navy
Exchange in-store radio network and further
supported by advertising throughout the school
year.
For more information about the A-OK pro-
gram stop in or call the Kings Bay NEX at 882-

NEX to motivate hard working military dependant students to continue to make good grades by
offering them many discounts and free gifts and a chance to receive substantial savings bonds
to go toward their college funds.

Dental health and your diet
By Cmdr. Joanne Adamski
NBHC Kings Bay, Senior Dental Officer
Your diet is important to your general
health, as well as your dental health. If
your diet is not balanced and healthy,
you are more likely to get cavities or worse yet,
gum disease.
How does the food you eat cause a cavity?
When food is eaten, it enters your mouth and
meets bacteria or germs that live there. The
germs in your mouth form plaque, a sticky
film of bacteria. The bacteria in plaque eat
sugars and starches found in many foods. The
bacteria in the plaque can turn these sugars
and starches into acids that can destroy tooth
enamel. If you don't clean your teeth after eat-
ing, bacteria produced acids can lead to tooth
decay and cavities.
Many common foods contain sugars or
starches. Some of these are fruits, milk, bread,
cereals, and vegetables. The key to a balanced
diet is not to avoid these foods, but to think
before you eat. It is not only what you eat, but
also when you eat that makes a difference in
your dental health. It is also important to clean
your teeth after meals.
For better dental health, follow these few
simple steps.
First, eat a balanced diet consisting of the five
major food groups.
Second limit the snacks you eat. Each time
you eat food that contains sugars or starches,
the teeth are attacked by acids for 20 minutes
or more. Foods that are eaten as part of a
meal cause less harm because as the saliva is
released, it helps wash food from the mouth
and lessen the acid's effects.
Third, limit your intake of high sugar soft
drinks. Mountain Dew contains 18 teaspoons
of sugar, Pepsi has 17 teaspoons and both Dr.
Pepper and Coca-Cola Classic have 16 tea-
spoons in a 12 ounce serving (one can). One
teaspoon of sugar equals one sugar packet
found at fast food restaurants.
Finally, brush your teeth twice daily with
American Dental Association approved fluo-
ride toothpaste. Floss daily between your teeth.
Any tooth in your mouth may be prone to cavi-
ties or gum disease if a good, balanced diet is
not followed.
By following these simple steps, you will have
healthier teeth and reduce your chance of get-
ting gum disease.

NCIS is on the job protecting Kings Bay
By MCSN Dmitry
Chepusov
Periscope staff
NCIS (Naval Criminal
Investigative Service)
is not just a televi-
sion action drama with liberal
doses of humor. For Sailors
and Marines at NSB Kings Bay,
NCIS means a lot more than
an hour of entertainment on a
Tuesday night.
In a dangerous and com-
plex world, threats against
America and its military forces
continue to proliferate and
evolve. Standing between
these threats and the people,
families, and assets of the Navy
and Marine Corps is a unique,
highly-trained, and effective
team of special agents, investi-
gators, forensic experts, secu-
rity specialists, analysts, and
support personnel in the Naval
Criminal Investigative Service.
At Kings Bay, NCIS agents
play a crucial role in protect-
ing the Navy family. It was just
a few years ago that one agent
befriended the military father
who suffocated his daughter
in base housing. The Alaycia
Swanson case ended with the
father spending a life sentence
in Leavenworth, but he would
never have been caught had it
not been for the diligence of
NCIS special agents.
"Ever since 9/11, the nation
as a whole has been on an
elevated threat level," said
Kings Bay NCIS Special Agent
Tim Pickard. "Any suspicious
activities will be investigated
by our agents. We don't take
anything for granted. We will
work with local law agents as a
team to take care of any crisis
that might occur."
NCIS works closely with
other local, state, federal, and
foreign agencies to coun-
ter and investigate the most
serious crimes such as ter-
rorism, espionage, computer
intrusion, homicide, rape,
child abuse, arson, fraud, and
more.
According to their Website,
operatingunderthe Combating

NSB Kings Bay NCIS Special Agents (from left clockwise) Jimmy Kilgallen, Brandon McKinnon, Heidi Dorsey, and Michael
Bracewell practice engagement techniques. NCIS agents are highly trained and motivated, and will do what it takes to get the
job done when it comes to protecting Navy families and assets.
Terrorism Directorate brings
a wide array of offensive and
defensive capabilities to the
mission of combating terror-
ism. Offensively, from the
counterterrorism side, NCIS
conducts investigations and
operations aimed at inter-
dicting terrorist activities.
Defensively, from the antiter-
rorism side, NCIS supports
key Department of the Navy
leaders with protective servic-
es and performs vulnerability
assessments of military instal-
lations and related facilities-
including ports, airfields, and
exercise areas to which naval
expeditionary forces deploy.
Presidential Executive Order
12333 defines counterintelli-
gence as "information gath-
ered and activities conducted
to protect against espionage,
other intelligence activities,
sabotage or assassinations
conducted for or on behalf of
foreign powers, organizations
or persons or international
terrorist activities." Within
the Department of the Navy,
NCIS has exclusive investiga-
tive jurisdiction in non-com-
bat matters involving actual,
potential or suspected terror-
ism, sabotage, espionage, and
subversive activities.
Presidential Executive
Orders 12958, 12968 and
12829 define national security
information and establish the
NCIS mission in safeguarding
classified information, vetting
personnel for trustworthiness
and protecting classified infor-
mation within industry.
"When the media brings
attention to terrorist activ-
ity, then everyday citizens
are keeping a lookout for
any potential threats," added
Pickard. "Sometimes people
forget that we are fighting a
war on terrorism. Even though
no attacks have occurred since
9/11, the threat is there for
another attack on the home-
front. We welcome all people
to come forth with any infor-
mation that can keep this from
happening."
NCIS is the Department
of the Navy's primary law
enforcement arm. It inves-
tigates all major criminal
offenses (felonies)-those
crimes punishable under the
Code of Military Justice by
confinement of more than one
year-within the Department
of the Navy.
The primary catego-
ries in the crime reduc-
tion mission include Felony
Criminal Investigations, Law
Enforcement, and Investigative
Support.
Felony Criminal Investiga-
tions includes narcotics sup-
pression operations, crimes
against persons, the cold case
squad, procurement fraud,
the family and sexual violence
program, and property crimes.
Law Enforcement has to do
with Policy N09N, which out-
lines the use of deadly force
and the carrying of firearms,
the Master-at-Arms program,
management, regional inves-
tigations, and coordinators.
Investigative Support deals
with major case response
teams, polygraph examina-
tions, forensic laboratories,
and other technical services.
NCIS has offices in more
than 150 locations around
the globe, with its headquar-
ters located in southeast
Washington DC, on the west
bank of the Anacostia River,
aboard thehistoricWashington
Navy Yard. As the center of
operations for the entire spec-
trum of the NCIS mission,
headquarters oversees all of
the field offices and their sub-
ordinate components.
NCIS special agents are
among the most adept and
resourceful law enforcement
professionals anywhere. Never
restricted to a narrow special-
ty, even relatively junior agents
are expected to handle a wide
variety of criminal, antiterror-
ism, and counterintelligence
matters with equal skill.
Special agents travel the
globe and may even be sta-
tioned aboard ship. In-depth
training, critical assignments,
and excellent benefits attract
quality agents.

gram that we have works, but I know that our
younger Sailors have more issues that are of
real concern to them and we should bridge
that communication gap. I would generate this
committee of young Sailors to be the CO's eyes
and ears.
"The question that I loved the most was
what I thought good leadership meant," said
Madison. "I answered it spontaneously; a good
leader is similar to the leather shoes we receive
in boot camp, which have to be labored over for
hours before they are shiny. Chlorofram shoes
represent the leader who may have been pro-
moted early but does not have the experience
to truly lead.
I think this was a very original answer, and
I'm sure that it played a role in my being select-
ed. I believe that God can do anything. If He
decides to bless me with Navy-wide recogni-
tion, that is my prayer."
All SOY winners within a command auto-
matically get put in for SOY for a region and
then for a Navy-wide selection for Navy instal-
lations and Navy ships.
