Sailors, Marines ready to give back

Toys for Tots needs

your help once again i

this holiday season E

By MCSN Dmitry
Chepusov
Periscope staff

WA en Sailors and
Marines at NSB
V Kings Bay think of
the holiday season, time spent
with family during leave, good
food and gifts are probably the
things that come to mind. But
many servicemembers don't
realize that underprivileged
children in Camden County
will not be receiving much
when it comes to gifts from
their poverty-stricken parents.
To respond to this situation,
Toys for Tots has been pro-
viding toys to needy children
throughout the nation for the
past 60 years.
"It's a way for Marines and
anyone else willing to assist
us to give back to the com-
munity," said Sgt. Rebecca
Blackwell of the Kings Bay
Marine Corps Security Force
Company. Blackwell, who is
the Kings Bay Toys for Tots liai-
son, added, "This is an oppor-
tunity for everyone to help a
less fortunate child to have a
better Christmas, and that is
the main idea of the holiday
season. There are many drop-
off locations throughout the
base where people can leave

unwrapped new toys."
Toys for Tots started in 1947
when Bill Hendricks and a
group of Marine Reservists in
Los Angeles collected and dis-
tributed 5,000 toys to needy
children. Hendricks took
credit for the idea, but actu-
ally it was an idea suggested
by his wife Diane. According
to www.toysfortots.org, in the
fall of 1947, she handcrafted a
Raggedy Ann Doll and asked
Bill to deliver it to an orga-
nization for needy children
at Christmas. When he told
her there was no organization
that provided this service, she
suggested there should be one
and the Toys for Tots charity
was born.
The 1947 pilot program
was so successful the Marine
Corps adopted Toys for Tots
in 1948 and expanded it into a
nationwide campaign. In the
late 1980s, the Marine Corps
determined that a non-profit
charity was needed as an inte-
gral part of the overall national
Toys for Tots program. Based
on this need, the Secretary of
Defense in 1991 authorized
the Marine Corps to recog-
nize and work with a charity
committed to supporting Toys
for Tots. Derived from this
approval the Marine Corps,

nization of the Marine Corps
Reserve. More than its 15-year
life span, the Marine Toys for

mented local toy collections

with more than 64.5 million
toys valued at more than $344
million, plus has provided pro-
motion and support materials
valued at more than $3.9 mil-
lion.
"In my day, boot camp was

where the word was passed
about Toys for Tots," said
Reginald Walters, the Camden
County Toys for Tots coordina-
tor. "Back then we repaired
toys to 'like new' condition
and gave them to needy chil-

dren. Now we ask for new
unwrapped toys to be donated
because the Marine Corps did
not want children feeling 'sec-
ond class' by receiving used

Kings Bay hosts technical job fair

The last time NSB Kings
Bay held a job fair on
base was more than
seven years ago. "This year we
decided to hold a technical
job fair for a majority of the
technical rates on base', said
Mary Glass, Fleet and Families
Work and Family Life consul-
tant. "Normally there are two
job fairs a year held at the
Morocco Shrine auditorium
in Jacksonville. With NSB hav-
ing so many technical rates
present, many of the major
local companies like Goggle,
Lockheed Martin, and the
Florida Power and Light are
attracted to the professional
knowledge of the Sailors."
"We have come all the
way from New Jersey to find
recruits for our energy pro-
grams, especially in our nucle-
ar plant field," said Sandy
Witkowsky, Advanced Human
Resources Representative with
First Energy. "With the train-
ing and experience they have
received from the Navy, Navy
recruits have just about every
attribute we are looking for in
an employee."
Many employers seek out
recruits from the military
branches because of the years
of schooling that have already
been administered by the mil-
itary. Many Sailors also follow
their training with a few years

GWOT support

assignments give

Sailors more options

By MCC(SW) Maria Yager
Navy Personnel Command Public Affairs

More predictability for Sailors is the goal as the Navy
transitions from individual augmentee assignments
to Global War on Terrorism Support Assignments
announced the Chief of Naval Personnel Nov. 7.
"The more I talk to Sailors around the fleet the more I'm con-
vinced that Global War on Terrorism Support Assignments are
the right thing to do. I look forward to pressing ahead on this
plan," said Chief of Naval Personnel Vice Adm. J.C. Harvey,
who released the latest Global War on Terrorism Support
Assignment NAVADMIN 297/07 Nov. 7 to provide an update
on the transition.
The Navy first introduced the Global War on Terrorism
Support Assignment detailing concept in June 2007, via
NAVADMIN 147/07.
This process allows Sailors to negotiate for an IA when it
fits their needs. Eventually it will replace the need to pull
Sailors from other assignments mid-tour in order to fill an IA,
according to Rear Adm. Sonny Masso, Deputy Chief of Naval
Personnel.
"We're done studying the issue. We've tested enough billets
to make sure the system will work. It's time to move out and
make this happen," added Masso.
The plan allows Sailors to negotiate eight-month or 14-
month PCS orders to an Expeditionary Combat Readiness
Center for an assignment in theater in support of the Global
War on Terrorism, according to STCM(SW) James Stone, head
of enlisted detailing for Global War on Terrorism Support
Assignments.
In addition to billets in Iraq and Afghanistan, Global War
on Terrorism Support Assignment detailing will also cover
assignments to the Horn of Africa, Kuwait, Bahrain, Germany,
South America, Cuba, Kosovo, Philippines, and even stateside
duty in Tampa, Fla., and Arlington, Va.
"The feedbackfrom the Sailors I've detailed has been positive
so far. They get to choose where and when they go, and it helps
commands because they don't have to choose what Sailors

Volunteers Needed For USO Welcome Center
The USO Welcome Center Jacksonville International
Airport (JIA) is a wonderful facility providing a safe haven
to military members. Our scheduled hours are 9 a.m. to
midnight Monday through Thursday; and 9 a.m. Friday
through 9 p.m. Sunday, 365 days a year. Our goal is to
remain open 24/7, but we need your help. Visitors to the
Welcome Center are either departing the area and need a
place to "hang out" until their flight leaves, or are arriving
and need assistance traveling to their duty station. Due
to the time involved in training, operational procedures,
and security issues, we only accept volunteers who can
make a weekly commitment to a specific shift. Individuals
must be able to attend training before they can volunteer.
Training is generally held on Monday, Friday, or Saturday
evenings from 5 to 9 p.m. In order to volunteer, you must
have access to email and be able to check daily. For spe-
cific details regarding Volunteering at the USO JIA, please

New Photo Requirement For Officer Records
All officers are now required to have a full-length color
photograph in their official military file, according to
NAVADMIN 103/07 distributed to the fleetApril 24. Officers
who do not have a photograph on the electronic military
personnel records system in their current grade must sub-
mit a photograph before Sept. 30. The preferred uniform
will be service khaki without a cover. When service khaki is
unavailable, any regulation uniform is acceptable.
The public affairs center detachment located at NS
Mayport, Fla. is the tri-base source for all official photo-
graphs. It is recommended officers needing a full-length
photo for selection board purposes prior to Sept. 30
call (904) 270-7762 and set up an appointment with the
detachment. When official facilities are not available, offi-
cers are authorized to use commercial sources. If commer-
cial sources are unavailable, officer may submit any color
photograph that complies with the requirements outlined
in MILPERSMAN 1070-180.

What are your holiday expectations?

By Beth Wiruth
Periscope contributor

Love Christmas! I really
love Christmas! But, it
hasn't always been that
way. Without going into detail
I went into the Christmas
holidays with much hope and
anticipation for a magical, lov-
ing and hopeful experience.
Each year that expectation was
dashed.
Un-met expectations can be
the enemy of Christmas (or
any holiday, event or relation-
ship). It took me many years to
understand how my expecta-
tions, especially unmet expec-
tations, were robbing me of
joy, hope and the ability to
appreciate all the blessings
that surrounded me. Perhaps
I am not the only one who has
experienced this.
The busyness of the holi-
day season can set us up for
dashed expectations. There are
children's holiday programs,
shopping, gift-wrapping and
decorating, baking, parcels
to ship, travel arrangements,
fund drives, religious ser-
vices, holiday parties to host
and attend and any number
of added items to our already
full lives.If we haven't been
saving throughout the year the
holidays are also a financially
challenging time for many of
us. And for so many military

families we are separated from
our servicemember, extend-
ed family, friends or all the
above.
In the midst of all of this
we have expectations. How
we handle and communicate
these expectations can con-
tribute to our holidays. Let's
get specific here. I love a
romantic, Victorian Christmas
d6cor. My husband loves those
big blow-up lawn 'thingies' I
love soft white lights, Scott
wants those colored 'chaser'
lights. The spiritual aspect of
Christmas is very important to
me. And for some delusional
reason I expect the personality
conflicts that reign all year to
disappear during the holiday
season.
Several years ago I real-
ized my eyes were on me: my
expectations, MY desires, MY
Christmas, MY dreams. My
eyes are on something differ-
ent now. My eyes are on the
ones I love, the ones around
me, those whose lives I can
touch. I started focus on their
holiday. And I have a tip for you
from Navy wife, Tami Whitson,
"What can you buy me that I
cannot purchase for myself?
Nothing. What I want and need
is time with family and friends.
That is the best present." There
are a few secrets to enjoying
the holidays. The first secret is
the price of gifts is not impor-

tant so avoid that trap. I have
a sibling who is wealthy. They
are able to provide expensive,
lavish gifts as a result. I used
to try to 'compete' only to feel
'inadequate.' Now I am just
grateful that this sibling is in
such a position to bless our
family out of their wealth and
that they are so generous. A
few years ago I spoke to this
sibling about their generos-
ity and they responded, "But
I can't buy what I want the
most: more time with you, my
family."
The second secret is 'time
with my family.' As a military
wife I was not able to see my
twin nieces for four years. I
love these girls and ache to be
so far away. Time with family
can be special in our techie
world. Regular phone calls,
webcam, email and instant
messages as well as snail mail
and real pictures really can be
a year-long gift.
The third secret is a grate-
ful heart. We live in such a
prosperous nation we can take
for granted what most of the
world's population cannot
dream of experiencing. I may
not have my dream home or
Victorian Christmas d6cor or
airline tickets bringing family
to for Christmas or my hus-
band home early from deploy-
ment. But I do have the world's
cutest cocker spaniel, I have a

safe roof over my head, a full
refrigerator, not one but two
vehicles in my garage, not just
one pair of shoes but fifteen,
rich friendships, money for the
bills and a little to play with,
freedom, freedom to worship,
access to healthcare, equality,
too many 'creature comforts'
to mention and the love of the
most amazing man who loves
me so deeply.
Christmas is priceless when
your eyes are on what you can
give to others and grateful for
what we have even snow-
blowing, blow-up decorations
and chaser lights. How about
you?

Several cultural events available this holiday season

By Paul Kraack
Periscope contributor

This week, I have had a
couple of experiences
that reminded me of a
truth that came rushing back
to me with stunning ferocity. I
am not sure when I realized it
or how I came to understand
this, but I believe in the power
of music. I believe in this force
because I have seen it's trans-
formative power.
As far back as my early
childhood, I recall being trans-
ported by music. Although
we didn't have much else,
because of my mother's love
for music, I was fortunate to
have at my disposal eclec-
tic choices: classical record-
ings sitting side by side with
Broadway sound tracks and
Herb Alpert and the Tijuana
Brass. I could come home
from school and pass the time
with a Gilbert and Sullivan
operetta, guitarist Chet Atkins
or the authentic American
folk song recordings of Jimmie
Driftwood, introduced to me
by a family friend, the late Bob
Hildebrand, whose program
"Songs of the People" aired
weekly on Purdue University
radio. I learned to play the
ukulele from a neighbor and

that led to a special musical
number for me in my senior
class play. Later, I moved up
to guitar and performed with
my brother during college.
My favorite experience dur-
ing this time was when we
won a talent showcase at Ball
State University emceed by
David Letterman, in which I
later performed in the Variety
Show with Joyce DeWitt (of
"Three's Company" fame).
Talk about how music can
offer you unique life experi-
ences! Without music and its
power, I can think of so many
things I might have missed.
Music can be transport,
communication and emotion
in one package. Those quali-
ties are expertly captured in
the movie "August Rush,"

which I recently saw. Critics
have suggested that its premise
requires too much suspension
of belief and that the movie is
manipulative. I don't care. Two
things make this movie worth-
while: one, the performance
of Freddie Highmore; and two,
the idea that music is an ethe-
real force capable of bringing
people together. Go see this
movie bring tissues. It meant
even more to us because of
the main character's heritage
of musicality...but most of you
heard that story two weeks
ago.
The other experience that
caused me to consider the
power of music was our deci-
sion to go see the St. Olaf
Christmas Festival, which
was simulcast via satellite to
theatres across the U.S. this
past Sunday for the first time
ever. I was tipped to this event,
which has been listed as one
of five significant global holi-
day events in The New York
Times International Datebook,
because my nephew Tim is a
junior at St. Olaf and was to
sing in the event. This event,
in its 96th year, began in 1912
and features more than 500
student vocal and instrumen-
tal musicians. This remarkable
program, and the music it fea-

tures, offers viewers an oppor-
tunity to share in the spirit and
meaning of the season. The
good news is that you, too,
can see a special rebroadcast
of this event on Wednesday
(Dec. 19) at 10 p.m. on WJCT
TV, Jacksonville's PBS station.
Other holiday and entertain-
ment events: Tuba Christmas
at the Jacksonville Landings
this Saturday (Dec. 8) at 2 p.m.
Join hundreds of tuba and
euphonium players that will
perform holiday music spe-
cially arranged for instruments
in the tuba family; "Amahl and
the Night Visitors" for local
opera lovers at UNF Robinson
Theatre, this magical story of
healing plays on Dec. 7 at 8
p.m. and Dec. 8 at 3 and 8
p.m., 904-620-3852 for infor-
mation; see Bert, Ernie and the

Click it or Ticket Campaign is underway

By MCSN Kenneth Abbate
Periscope staff

The Click it or Ticket Campaign
is in full swing to remind
motorists that wearing seat-
belts is the law, and if the law is not
taken seriously there will be conse-
quences.
Accordingto the National Highway
Traffic Safety Administration, Click it
or Ticket is the most successful seat-
belt enforcement campaign ever,
helping create a national seatbelt
usage rate of 82 percent. The mes-
sage is simple, put your seatbelt on
or receive a traffic ticket that could
put a major crunch on your wallet.
Apparently, some personnel at NSB
Kings Bay have not gotten the mes-
sage.
During a recent seatbelt usage
stakeout at NSB Kings Bay, 13 people
were pulled over in less than an
hour and ticketed for not wearing
seatbelts. The most common excuse
for why individuals are not wearing
their seatbelt are, "I was just driving
around the corner" or "I just forgot"'
According to NSB Kings Bay Security
Leading Chief Petty Officer MAC
Ryan Platt, people need to under-
stand that the regulations are out
there for their own protection and it
is that individual's responsibility to
care them out.
"When there is a regulation that
needs to be upheld and everybody
is under complete understanding of

it, those who fail to comply with
have to pay the consequences," said
Platt. "So, if you know that when you
get into your car the first thing you
have to do is connect your seatbelt,
and you fail to do that there is no
excuse.'
The penalty for a violation is still
in effect. For the first violation, it is
three points off the 12-point driving
privilege people are allotted per year
when they first report to NSB Kings
Bay.
The new law that has just been
passed will take people straight to
military court on base. If they are
found guilty, they will be assessed a
three-point penalty and must attend
the four-hour defensive driving
course that is offered free on base. If
a person gets a second violation, that
person and their command repre-
sentative must come see NSB Kings
Bay Security Department Court
Liaison Officer Michael Turckes.
According to Turckes, you do not
want that situation to happen. "From
now on, there are no warnings or no
excuses for people not wearing their
seatbelts," he said. "The overall goal
is to make people aware the damage
you can do to your body if you don't
buckle up. It is second nature to
buckle my seatbelt in the morning.
I did not believe in that a long time
ago, but I came to realize that it is a
proven fact that seatbelts save lives.'
Another problem that security
has noticed is a brush off problem.
When a police officer stops a vehi-

cle people in traffic, people behind
them need to change lanes to avoid
hitting the officer when he makes a
traffic stop. There have been a few
close calls.
According to Platt, this is a dan-
gerous situation that many people
aren't aware of. "It is called fail-
ure to yield anytime you pull some-
body over and another individual
does not drive around you. It is also
against the law in Georgia to do
that," he said. "If you fail to do this
and another unit is around, you will
get a ticket for that'.
According to Platt, another situ-
ation that officers have to deal with
is the representation of command
officials. "Individuals are trying to
call their commands for help during
a stop and this is making it very diffi-
cult for officers to perform their jobs
properly," he said. "In some cases
when this happens, we have to take
the command officials in as well for
obstruction of justice:'
The overall goal is safety. It has
been the law on bases for a long
time. According to Platt, compli-
ance with wearing your seatbelts
is strongly enforced to help keep
everyone safe.
"The main reason for wearing
your seatbelt is to stay safe, but peo-
ple think that we are just trying to
inconvenience them. Statistics prove
that if you wear your seatbelt cor-
rectly you increase your chances of
not being injured in an accident,"
he said.

The nationwide Click it or Ticket Campaign is now under way. The program is
designed to encourage divers and passenders alike to wear their seat belts at
all times when traveling in an automobile.

truck.

MWR hosts annual holiday event

Twelve-year-old Michael Brooks (right) slams the ball through
the net in the four-in-one bouncing gym at the sixth annual
Winter in Wonderland event. "There is a lot of fun activities
to enjoy from the Dixie cartwheel that made you spin around
in every direction, to the bouncing gym. It was all amazing,"
said Brooks.

More than 400 parents and their children gathered to
take part in the various activities and decorations at
the sixth annual Morale, Welfare and Recreation's
Winter in Wonderland event near the outdoor tennis courts at
NSB Kings Bay Dec. 1.
The event was filled with many activities for children to take
part in prior to the Christmas lights being turned on at 6 pm.
Children were able to enjoy train rides around the park, a Dixie
cartwheel ride, an obstacle course, a bouncing castle, and a four-
in-one bouncing gym. Aside from the many activities for the
children and their parents to enjoy together, MWR provided the
families with hot chocolate and cookies to keep them nice and
warm during the cold weather.
"It was a great opportunity for the families to come out and
see what we have to offer, take in the holiday spirit and our
chance to give them a good time," said MWR Big EZ Manager
Ann Myhre.
Not only were activities available, hot chocolate and cookies
provided for the children, but at approximately 6 p.m., Santa
Claus and his reindeer rode in on his sled atop of the NSB
Kings Bay Fire Department truck. Santa Claus (Boss Security's
Mike Greeson) was escorted to his other sled where he would
commemorate the event by throwing some magic dust in the
air which turned on all the lights in the Winter in Wonderland
area.

"I think it was a very good event and very exciting for me to be
able to ride in atop the fire truck," said Greeson. "This was my
third year playing Santa, but overall this had to have been our
biggest turnout when it comes to how many kids came out to see
the decorations and enjoy a nice evening with Santa'"
Santa did not come alone. He brought with him the Navy
Band Southeast that brought holiday music to the families to get
people into the spirit of Christmas.
"It was a very exciting event and it was definitely a highlight for
the year for us to play Christmas carols for the troops and their
children," said MU1 Joseph Dowdy. "We practiced for about a
month for this to be just right and we feel that for our first time
coming out to NSB Kings Bay was a great experience that we
hope to be a part again in the future."
The event also featured a showing of the movie Polar Express
on a big outdoor screen for all the parents and their children to
take part in.
"This was the first time ever that we showed Polar Express
on the big screen especially on an outdoor one," said MWR
Communications Coordinator Robyn Vedua.
Even though the event came off without a hitch, a group of
saboteurs nearly ruined everyone's fun. Two days prior to the
event, security arrived on scene to find that everything from the
Winter in Wonderland set-up was torn down and broken. The
vandalism is currently under investigation.
"This event took two weeks to prepare and we had just fin-
ished all the decorations. We came in the next morning to find
that our hard work had been destroyed. We were coming in to
test the electrical equipment when we were told that the deco-
rations had been trashed," said Vedua. "Nobody has ever done
something like this before, which really hurts because this is
something for the kids and their parents to enjoy. It was really
unbelievable to hear that this had happened because all we do
at MWR is give and give and give, and just because a couple of
disrespectful people, we almost had to cancel the whole event,
which would have ruined it for about 400 children."
Even though the incident caused the MWR staff to have a very
big bump in the road, they were still able to show the children
and their parents a good time.
"I think the overall response was really good and I think the
best part of the event was the children getting to meet Santa
Claus before Christmas and telling him want they wanted," said
Vedua.
"We think they did an awesome job with the decorations
and activities and this just made our daughter Amelia's first
Christmas a very eventful one," said Jason and Stacy Mozer.

lar filed, often becoming very
knowledgeable to the point of
being able to teach, manage,
or mentor other Sailors in their
areas of expertise. Technical
job employers don't need to
do much retraining to be able
to insert Navy trained Sailors
into to their current programs
due to all the training and
experience from the Navy.
"With all that the train-
ing Navy has given me, my
skills are in higher demand
by employers'" said EM1(SS)
Chris Hand a submariner
attached to Trident Training
Facility. "With higher demand
comes the ability to negotiate
for a higher salary if and when

I choose to pursue the civilian
route.'
More than 200 Sailors went
to the base library where a
technical job fair was held Nov.
28, making this job fair the first
one held on base since 9/11.
Over all, this job fair was a big
success for the companies that
attended and for the Sailors
that showed up as well, said
Glass. However, this was just a
warm up for what's coming in
March. The Fleet and Family
Support Centers of Naval
Submarine Base Kings Bay,
Naval Station Mayport, and
Naval Air Station Jacksonville
will host the Tri-base job fair
March 12, 2008.
The Tri-Base area job fair

provides a way for military
personnel in the area a venue
where 150 to 200 different
employers will be in one place
looking for highly skilled can-
didates available for employ-
ment.
The Tri-base FFSCs have
made an effort to recruit
employers that offer a vari-
ety of positions in a variety
of fields to try to bring a little
of everything to meet almost
everyone's perspective job
needs. The job fair will be held
at the Morocco Shrine audito-
rium in Jacksonville. There
is no cost to attend and for
more information, please call

A former Marine active in
the late 1950s, Walters was
asked by his predecessor
to continue Toys for Tots in
Camden County when the lat-
ter retired last year. The foun-
dation, located in Quantico,
Va., approved his applica-
tion, making him responsible
for Toys for Tots in Camden
County.
"Our goal is to provide a ray
of hope to a child with a new
toy on Christmas so they may

see another path to follow in
life and grow up to be respon-
sible adults, parents and
community leaders," added
Walters.
There are many activi-
ties to help raise funds for
the program. There will be
a 5K run sponsored by the
Marine Corps Security Force
Company on Dec. 8. On base,
there are drop boxes located
at McDonalds, Navy Federal
Credit Union and the Navy
Exchange, as well as at most
command quarterdecks and

base facilities, where one may
drop off new unwrapped toys.
"I like to see kids' faces light
up when they see a Marine in a
shiny uniform'" said Blackwell.
"The children become google-
eyed and are excited to receive
a nice toy for Christmas. It
gives me and other Marines
an opportunity to meet many
people out in town and
strengthens our community
ties as well:'

Camden House Needs Help!
Camden House is in need of volunteers over the next two
weeks to finalize things at the new shelter so that it can be
opened. They are so close, but have some things that have
to be completed prior to the inspections, which are hope-
fully going to be scheduled in a couple weeks.
They are down to the wire with opening the shel-
ter, as the construction permit will expire at the end of
December. The new shelter is looking wonderful and will
be such a nurturing environment for those who have been
victimized or find themselves homeless.
If you are interested in helping, please contact Debbie
Shedd at 882-7858 or camdenhouse@tds.net.

Habitat for Humanity Looking for Volunteers
Habitat for Humanity is asking for teams of 20 to 30
people who will be able to install insulation, complete the
roofing, install interior trim, bathroom accessories, put
in sod, clear the yard,install fans and light fixtures, etc.;
basically all the things that need to be done to complete
a house.
They are trying to get their next homeowner family in
before Christmas, and they need as many teams of people
as possible for the week of Dec. 9 through 15 from 9 a.m.
to 3 p.m. to get this house finished. Lunches will be pro-
vided daily, there will be live music and some games and
competitions centered around the construction project.
Please let Habitat for Humanity of Camden County project
coordinator, Allyse Beckett, know if you or your group can
help. She can be reached at 673-1266.
