Kings Bay's NMCRS in need of volunteers

Kings Bay NMCRS
The Navy Marine Corps Relief Society relies heavily on its
volunteer workers just to keep its doors opened each day.
Volunteers can be members of the community, active duty
or retired service personnel as well as their spouses, wishing to
lend a helping hand. NMCRS openly welcomes anyone wishing
to donate one day each week to doing casework, reception, or
even making layettes, "junior sea bags," for our newborns. The
NMCRS volunteers are simply individuals who wish to make a
difference in the lives of our servicemembers by taking care of
our own here on the home front.
According to Gail Tate, director NMCRS Kings Bay, volunteers
are not required to have any prior experience or association
with NMCRS. "Those who wish to come in and donate their
time and talents will be fully trained and briefed on policy and
procedure."

considerably during the
holiday season

The holiday season is once again upon us, where every-
one starts to think about family gatherings, turkey,
football and waiting for the bearded one to squeeze his
way down the chimney on Dec. 24.
If you are traveling this holiday season, there are road haz-
ards you must think of before starting your trip. Winter in
Georgia does not change the road conditions, even if it gets to
a bone chilling 65 degrees (brrrr). If you happen to venture to
the north it is a totally different situation where there could be
upwards of two feet of snow to deal with. If this is your plan, be
prepared or old man winter could ruin your holiday fun.
The Department of the Navy lost 78 Sailors and 66 Marines
on the highways last fiscal year, with 10 losing their lives dur-
ing the holiday season. This marks the highest fatally rate
in a decade for the Navy and the heaviest loss in the Marine
Corps in four years. According to NSB Kings Bay Traffic Safety
Manager Russell Prothero, operational risk management
could be the key to cut down traffic accidents and having a
safe holiday season.
"The use of ORM gives you a chance to evaluate any situa-
tion and the risks involved," he said. "By evaluating the risks,
you can make safer decisions.and reduce the chance of traffic
accidents."
The weather conditions in the northern regions during the
winter months are totally different than what Georgia resi-
dents are used to. If you plan a trip to grandma's house in any
state above Virginia, first thing you must do is prepare your
car for any problem that exists in colder climates. According to
www.ehow.com some of those maintenance items include:
Getting a full-service tune up
Flushing the cooling system and replace the coolant
Replacing the windshield wipers

Volunteering is a great way to build or maintain a resume,
develop job skills, get to know new people, and become better
acquainted with military life.
Many people don't realize how convenient volunteering can
be. NMCRS office hours are from 9 a.m. to 3 p.m. Half days are
available for those with children or other responsibilities that
make working a full day impossible. Volunteers are also reim-
bursed for childcare and mileage.
Out of 3,620 NMCRS staff worldwide, a whopping 3,400 of
those are volunteer workers. Tate emphasized, "Without vol-
unteers, we wouldn't be able to do what we do.' Volunteers are
essential in every office in every capacity.
According to Tate, last year the NMCRS office here in Kings
Bay assisted servicemembers with $236,325 in the form of grants
and loans. "I think that our volunteers are what make us the
great organization that we are'" Tate concludes.
Because NMCRS offers a number of different positions, vol-
unteers can choose to work in an area that is most comfortable
for them. Receptionists, for example, work at the front desk
checking clients in and preparing their file for the caseworker.
Sarah Mclnnis, chair of reception explains that "no financial
counseling or suggestions are made by the receptionist. They
are the first person to greet the client and should give a positive
first impression of NMCRS."
Caseworkers deal directly with the clients by doing a budget
and helping clients find solutions to their financial problems.
They do a lot of research and fact finding to provide the cli-
ent with the best possible solutions to a particular financial
issue. Chair of casework, Patty Caudill, said that because the
caseworker is trusted with the personal financial information
of the client, confidentiality is key. "Caseworkers are financially
responsible individuals who are in a position to counsel the
service members on making the best financial decisions- and
they must respect the privacy of that service member." All

NCIS Kings Bay is on the job

NCIS (Naval Criminal Investigative Service) is not just
a television action drama with liberal doses of humor.
For Sailors and Marines at NSB Kings Bay, NCIS
means a lot more than an hour of entertainment on a Tuesday
night.
In a dangerous and complex world, threats against America
and its military forces continue to proliferate and evolve.
Standing between these threats and the people, families,
and assets of the Navy and Marine Corps is a unique, highly-
trained, and effective team of special agents, investigators,
forensic experts, security specialists, analysts, and support
personnel in the Naval Criminal Investigative Service.
At Kings Bay, NCIS agents play a crucial role in protecting
the Navy family. It was just a few years ago that one agent
befriended the military father who suffocated his daughter
in base housing. The Alaycia Swanson case ended with the
father spending a life sentence in Leavenworth, but he would
never have been caught had it not been for the diligence of
NCIS special agents.
"Ever since 9/11, the nation as a whole has been on an

Protected migratory birds call Kings Bay home

Canada Geese occasionally walk around in flocks in the park-
ing lots and grass as shown here. The geese are always on the
alert and watching out for the rest of the flock. The geese's
usual pattern is to fly off to the north during evening colors.
It's the holiday season and time for homecomings and
reunions among friends and families. One Kings Bay family
has been returning home for almost 30 years.
Canada Geese, now numbering in the hundreds, come here
twice yearly during the winter and early summer. The Morale,
Welfare, and Recreation staff introduced the geese to the base
during the late 70's and early 80's. When the geese were first
brought here, their wings were clipped so the birds could not fly.
After their wings molted, which happens every year, they grew
their flight wings back.
The geese, according to base officials, are not indigenous to
this part of the country and aren't even in their normal migra-
tory pattern.
"What has happened is the changes that we have made in
the environment have caused the birds to adapt," said Paul
Schoenfeld, the NSB Kings Bay natural resources manager.
"Under purely natural conditions, the geese would not migrate
this far south or into coastal Georgia."
Although the geese can be annoying at times, they are pro-
tected under the Migratory Bird Treaty Act of 1918. The treaty
implements various treaties and conventions between the U.S.
and Canada, Japan, Mexico and the former Soviet Union for the
protection of migratory birds. Under the act, taking, killing or
possessing migratory birds is unlawful.
Unless permitted by regulations, the act provides that it is
unlawful to pursue, hunt, take, capture or kill; attempt to take,
capture or kill; possess, offer to or sell, barter, purchase, deliver
or cause to be shipped, exported, imported, transported, car-
ried or received any migratory bird, part, nest, egg or product,
manufactured or not.
"Our main goal is to let the public know that the geese are here
and that they need to take caution when driving on base," said
Schoenfeld. "The geese do tend to cross the road which could
cause traffic problems but we advise drivers to approach them
slowly giving them time to move out of your way.

Volunteers Needed For USO Welcome Center
The USO Welcome Center Jacksonville International
Airport (JIA) is a wonderful facility providing a safe haven
to military members. Our scheduled hours are 9 a.m. to
midnight Monday through Thursday; and 9 a.m. Friday
through 9 p.m. Sunday, 365 days a year. Our goal is to
remain open 24/7, but we need your help. Visitors to the
Welcome Center are either departing the area and need a
place to "hang out" until their flight leaves, or are arriving
and need assistance traveling to their duty station. Due
to the time involved in training, operational procedures,
and security issues, we only accept volunteers who can
make a weekly commitment to a specific shift. Individuals
must be able to attend training before they can volunteer.
Training is generally held on Monday, Friday, or Saturday
evenings from 5 to 9 p.m. In order to volunteer, you must
have access to email and be able to check daily. For spe-
cific details regarding Volunteering at the USO JIA, please

New Photo Requirement For Officer Records
All officers are now required to have a full-length color
photograph in their official military file, according to
NAVADMIN 103/07 distributed to the fleetApril 24. Officers
who do not have a photograph on the electronic military
personnel records system in their current grade must sub-
mit a photograph before Sept. 30. The preferred uniform
will be service khaki without a cover. When service khaki is
unavailable, any regulation uniform is acceptable.
The public affairs center detachment located at NS
Mayport, Fla. is the tri-base source for all official photo-
graphs. It is recommended officers needing a full-length
photo for selection board purposes prior to Sept. 30
call (904) 270-7762 and set up an appointment with the
detachment. When official facilities are not available, offi-
cers are authorized to use commercial sources. If commer-
cial sources are unavailable, officer may submit any color
photograph that complies with the requirements outlined
in MILPERSMAN 1070-180.
Protect Your Base Identification
Operational Security is the responsibility of all hands.
Controlling access to the base is one of the most important
roles of our security force as they provide a safe and secure
environment for all of us. Control of your issued base
access badge is a critical component of controlling base
access. Do not leave your badge unattended, especially in
your vehicle, the gym locker room, or other places where
it could be stolen.
Help NMCRS Help Others
Now, more than ever, you can help at Navy-Marine
Corps Relief Society. Death or serious illness in the imme-
diate family, rent/mortgage, utilities, food, car repair, car
payment, insurance, dental, medical ... you can make a
difference in the life of a fellow servicemember. Call 573-

PSD Holiday Hours
PSD will be open for all services, including ID cards,
from 9 a.m. until 4 p.m. beginning Dec. 17 through Jan. 9,
2008. PSD will be open for ID card services Jan. 12, 2008,
the second Saturday of the month, vice Jan. 5, 2008.
Troops To Teachers
The Georgia Troops to Teachers Program provides eli-
gible servicemembers up to $10,000 to become public
school teachers. Under the Spouse to Teachers Programs,
eligible military spouses maybe reimbursed for the cost of
state required certification tests up to a total of $600.
Base Housing Curfew/Quiet Hours
Quiet hours at NSB Kings Bay Housing and curfew times
for base residents under the age of 17 are as follows: week-
ends 11 p.m. to 6 a.m., Monday Friday 10 p.m. to 6 a.m.

One of my favorite organiza-
tions is Soldier's Angels. This
organization supports both
the troops and the families left
behind (yes, even the parents
and grandparents of troops).
Don't let the name confuse
you; they are angels for Sailors,
Marines and Airmen not just
soldiers. You can adopt a ser-
vice member on their website
or sign-up a service mem-
ber for adoption. You can be
part of their Cards Team that
sends cards to the troops on
holidays, birthdays and spe-
cial occasions or to the fam-
ily left behind! Send a card to
the child of a service member
on behalf of a service mem-
ber. Their Operation Outreach
Team helps service members
care for their families by pro-
viding gifts, cards and other
items to family members in the
name of their service mem-
ber. These folks are amazing
and these are only two of their
many programs. Please check
them out and support them at
www.soldiersangels.org. They
need volunteers from across
the country, please give them
a look!
Support for the troops during
this season is wonderful! May
I challenge you to remember
that for every service member
there is a family left behind?
Whether a parent or spouse
and children military fami-
lies need support during this
time as well. DeCA (Defense
Commissary Agency, other-
wise known as the commis-
sary or military grocery store)
offers a way to provide the
"Gift of Groceries." Anyone can
purchase these gift certificates
for use by military families or
service members at their com-
missary. What a great gift! Go

Several cultural events available this holiday season

Two weeks ago, I remind-
ed you that local drama
students were headed
to the state 5-A One Act Play
competition against seven
other high-powered theatre
programs, mostly from metro-
Atlanta area schools. Even
though the holiday has inter-
vened and their (outstanding)
performance is behind them,
their glow of pride remains,
as they still celebrate a fourth-
place award, Camden County's
highest-ever state competition
finish. Once again, the judges
loved their work, with two of
the three judges ranking them
third. Best of all, the audience,
composed primarily of their
fellow actors and directors,
were wildly supportive, offer-
ing lots of applause and con-
gratulations. As they put "Love
Comics" to rest and prepare for
their next productions, these
young actors will know their
accomplishments are historic
and their acknowledgements
deserved.
A note of apology: when I
wrote my column the week
of Nov. 14, in which I touted
a Jacksonville Symphony and

8) at 2:00 p.m. I saw many of
these events in Atlanta dur-
ing the time my oldest child
was in high school and college
and was an active musician.
His instrument of choice is the
bass, or for band purposes, the
tuba.
We used take him to the
CNN Center where he would
join hundreds of tuba and
euphonium players gathered
in that immense lobby to play
in "Tuba Christmas," featur-
ing holiday music specially
arranged for instruments in
the tuba family. This event was
created in NYC in 1974 and
spawned similar instrumental
endeavors across the coun-
try and today there are more
than 150 "Tuba Christmas"
gatherings across the U.S. Give
"Tuba Christmas" a try next
weekend to start your holiday
season with a unique musical
treat, guaranteed to make you
smile.

The Child Development
Center has programs
for children of all ages

may become difficult to take
care of an infant or toddler.
Luckily, NSB Kings Bay has
a Child Development Center
with an outstanding program.
Although many Kings Bay mil-
itary families with newborns
tend to keep their children at
home until pre-K, it some-
times makes good sense for
mothers to enroll their chil-
dren at the CDC while working
during the day.
The Child Development
Center was built in 1987,
with several additions made
throughout the years. Now
the CDC can accommodate up
170 children including infants,
toddlers and pre-K. The cen-
ter is 100 percent efficient,
cooking and washing laundry
on premises.
The teachers at the CDC
are called education techni-
cians because they are part of
a meticulously organized sys-
tem, where even the color of
the apron worn means some-
thing.
Each caregiver has a mini-
mum of a Child Development
Associates Degree, with 32
hours of CDC orientation
training and four hours of
additional mandatory training
every month, including basic
first aid and CPR certification
as well as child abuse preven-
tion training.
"My one year old son stays
at the CDC during the day,"
said Denise McCready.
"I think that the interaction
he gets from contact with the
other children and the indi-
vidual attention he gets from
the teachers are just won-
derful. He is learning how

to walk and I know that he
is motivated to go beyond to
explore life during his days at
the center. What I love the
most about their program is
that I am always aware of what
my son is up to and what he is
accomplishing during the day
when I can't spend time with
him."
"If the kids spend their first
years at home rather than in
school they won't learn how to
socialize," said Lead Education
Technician Melissa Hamby.
"It's still important to spend
time with their parents, but if a
child does not get to socialize
at an early age then it will be
more difficult later."
Aside from providing a
good learning environment,
the CDC offers exceptionally
trained educators who can
handle sensitive issues that
are likely to arise in a military
child's life. The children are
individually evaluated on a
daily basis and their portfolios
are kept up to date with nota-
tions of progress made and
even photographs of various
child interactions.
"The CDC helps build the
child's foundation for experi-
encing life to the fullest," said
CDC Director Candy Dugan.
"We live in a fragile communi-
ty because many of our fathers
are on deployment for months
at a time. Children need the
daily consistency of learning
through play to build a good
foundation, and the CDC pro-
vides that. The teachers don't
just baby-sit the kids; they
actively stimulate and lead
them by good example'.
Daily activities at the CDC
include all types of education-
al games, puzzles, organized
culinary and arts-and-crafts
projects, education through
computers, active outside play,
group reading and mathemat-
ics, dining etiquette, nap time,
and many other activities.
"I am fascinatedwith the first
years of life because that age
group learns life's basics," said
Lead Education Technician
Sybil Pleiman.
"Through the nurturing,
through the teaching, through
the examples, we prepare
them for life. Many mothers
ask us how we manage to keep
our toddlers sitting down for
lunch at a table together. This
is just a small part of what we
do here'.
According to CDC Director
Candy Dugan, it is more dif-
ficult to find an opening for
infants and toddlers than it is
for pre-K children.

The children in the infant room are six weeks to 12 months old, so it takes some talent and
constant individual attention to take care of these children. Education Aid Dawana Brock feeds
little Stephanie Haynes while simultaneously motivating Michael McCready to walk on his own.
"This is the most fascinating age group," Brock said. "They learn how to walk, eat and all the
basics of life."

Words of Wisdom for Fatigued
Drivers: Get a Room!

It happens every year. Sailors and Marines
excited about the opportunity to spend
Thanksgiving with their families find them-
selves in bumper to bumper holiday traffic on
Wednesday night after putting in a full day of
work. The flashing brake lights in front of them
cause a hypnotic trance as what should have
been a four or five-hour drive stretches into six,
seven or eight. Under these circumstances, the
odds of an accident skyrocket as the odds of a
happy Thanksgiving with the family plummet.
"The biggest problem we see is that people
are so excited to go home that they don't stop
and take the breaks necessary to keep them
alert behind the wheel'" said Dale Wisnieski,
a traffic safety specialist at the Naval Safety
Center.
He said that many sailors and Marines believe
they've learned how to beat fatigue on the high-
way, but nothing can take the place of actual
rest
"They'll try calling friends, rolling down the
windows or turning up the radio, but it doesn't
help. If you're tired, you need to stop," Wisnieski
said.
The Naval Safety Center recommends driv-
ers take short breaks every two hours to stretch
their legs and just get a break from staring at the
highway. However, it's also important to know
when fatigue has lowered reflexes to the point
that short breaks aren't enough. Sometimes it's
necessary to stop and get a hotel room for the
night.
Many sailors and Marines who just want to
get home as quickly as possible are unaware
that there are state laws limiting how many
miles drivers can log in one day.
"Most states say you can't drive more than 12
hours in one 24-hour period'" Wisnieski said.
"Here at the Safety Center, we say that if you're
working and traveling on the same day, both
activities should not exceed 12 hours."
That means if a sailor or Marine puts in a full
eight hour workday, he or she shouldn't drive
more than four hours. That's something to keep
in mind when planning Thanksgiving travel.
Planning is the key word. A good plan for driv-
ing reasonable distances taking holiday traf-
fic and weather conditions into account goes
a long way toward making sure all occupants of
the vehicle reach their destination.
Although everyone wants to make it home
in time for the holiday feast, remember "better
late than never." Finding a room for the night
and showing up a little behind schedule is bet-
ter than winding up in an emergency room or

NMRCS: Volunteering will help servicemembers who need it the most

caseworkers are thoroughly trained and informed of policy and
procedure before working one-on-one with the client.
Layette workers are volunteers who knit, crochet and quilt
items for the junior sea bags. Renee Taylor, chair of layettes, said
that the junior sea bags serve to dress the baby and bed. The sea
bags include bibs, socks, towels, onesies, blanket, sheets and a
booklet as well as a handmade quilt. Volunteers who wish to
work with the layette program can donate their time construct-
ing the baby quilts of their own designs and at their own pace.
"This is about donating time and skill," Taylor said. Volunteers
are able to work from home so it's great for those who need flex-
ible working hours.
Taylor said that this form of volunteering is "very fun and an
awful lot of support for [servicemembers] on limited income"'
The stipulation for service members receiving the layette bag is,
they must attend a "budget for baby" class and the mother must
at least in her second trimester. The hand-made blankets must
be at least 36 inches by 36 inches in length and are a variety of
colors and patterns. Taylor feels that the layette program is a
very important way to volunteer and provides another connec-
tion for a young service couple to an organization and people
who could help them with in the future.
The NMCRS honors its volunteers quarterly at an awards
ceremony and many other events are planned to help bring the
volunteers together as coworkers and friends.

Presidential Executive Order
12333 defines counterintelli-
gence as "information gath-
ered and activities conducted
to protect against espionage,
other intelligence activities,
sabotage or assassinations
conducted for or on behalf of
foreign powers, organizations
or persons or international
terrorist activities." Within
the Department of the Navy,
NCIS has exclusive investiga-
tive jurisdiction in non-com-
bat matters involving actual,
potential or suspected terror-
ism, sabotage, espionage, and
subversive activities.
Presidential Executive
Orders 12958, 12968 and
12829 define national security
information and establish the
NCIS mission in safeguarding
classified information, vetting
personnel for trustworthiness
and protecting classified infor-
mation within industry.
"When the media brings
attention to terrorist activ-
ity, then everyday citizens
are keeping a lookout for
any potential threats'" added
Pickard. "Sometimes people
forget that we are fighting a
war on terrorism. Even though
no attacks have occurred since
9/11, the threat is there for

Woodbine Woman's Club
A conservation and arts
project is currently underway
in Woodbine to establish the
town as a bird sanctuary.
The Woodbine Woman's

build and place bluebird nest-
ing boxes establishing trails
throughout neighborhoods
around the city and from Liza
Rudolph Road north along
the old rail bed onto the River
Walk.
The path from the city one
mile south to Liza Rudolph
Road is significant histori-
cally as Woodbine's African-
American school children
walked the rail track to the
school house at Gethsemane
Church Association grounds.
Currently in great need of sta-
bilization and rehabilitation,
this school is still standing
and could be saved by citizens
organizing to recover this his-
toric building.
