New regulation limits payday loans

Anew federal regulation took effect Oct. 1 that prohibits
creditors making payday loans, vehicle title loans and tax
refund anticipation loans to active duty servicemembers
and their dependents with annual percentage rates of more than
36 percent.
The final rule regulates the terms of payday loans, vehicle title
loans and tax refund anticipation loans when extended to active
duty servicemembers and their dependents, known as covered
borrowers. These three products have high interest rates, cou-
pled with short payback terms.

The Chief of Naval Operations released instruction
NAVADMIN 263/04 Sept. 7 describing the Advanced
Education Voucher (AEV) which gives E-7 through E-9
the opportunity to complete their baccalaureate and masters
degrees more efficiently. According to the instruction, AEV
will provide financial assistance to senior enlisted personnel to
complete post-secondary, Navy-relevant degrees, covering 100
percent of tuition, books and related fees.
Unlike the Tuition Assistance Program, which limits service-
members to $3000 or 16 semester hours per year, AEV gives as
much as $20,100 for a bachelors degree program completed
within three years, and as much as $40,000 for a masters degree
program completed within two years. TA covers only tuition,
where AEV is designed to cover all other costs as well, allowing
chiefs, senior chiefs and master chiefs the opportunity to finish
higher education without putting any strain on their budget.
"Each individual eligible for AEV will need to decide if it is
better for them than tuition assistance," said NSB Kings Bay
Navy College Director Susan Wheless. "The degrees that can be
pursued in the AEV program are related to Navy specific jobs,
but TA has no degree requirement, allowing Sailors to take any
classes they want."
According to Wheless, the Navy College staff can assist Sailors
with analyzing and defining educational goals and capabilities
by reviewing previous college work and can assist with planning
future education and training.
"If an E-7 through E-9 decides to take advantage of AEV the
program can be either a classroom format or a distance learn-
ing format," continued Wheless. "Sailors can get the degree
they want through any college that is an institution of higher
learning accredited by an accrediting agency recognized by the
Department of Education. Many of AEV compatible degrees
are available through the Navy College Distance Learning

The rule limits the annual percentage on these loans to 36
percent. All fees and charges, with few exceptions, are included
in the calculation of the annual percentage rate. The rule also
prohibits contracts requiring the use of a check or access to a
bank account, mandatory arbitration, and unreasonable/oner-
ous legal notice.
Any credit agreement subject to the regulation that fails to
comply with this regulation is void from inception. To protect
against these stiff penalties, creditors offering payday loans,
vehicle title loans and tax refund anticipation loans may ask
loan applicants to sign a declaration statement regardless of
military affiliation.


The rule further provides that a creditor or assignee that
knowingly violates the regulation shall be subject to certain
criminal penalties. Making a false statement when filling out this
declaration is a crime. Individuals in need of cash should seek
assistance from a financial counselor, through the local military
aid society office, or through the installation bank or credit
union.

The information has been put out. The laws are under-
stood. Safety stand downs have been held to stress the
importance of the issue. NSB Commanding Officer
Capt. Wes Stevens has mentioned it at ceremonies. It is clear
that the use of seatbelts can save lives. Some personnel at NSB
Kings Bay have different views of this ongoing problem. Those


who don't obey the law of wearing seatbelts while operating
vehicles on and off base will have a dent in their wallet and will
be in attendance at the next four hour defensive driving course
(which is offered free of charge on base).
During a seatbelt usage random check more than a month
ago, 13 people were pulled over in less than an hour and tick-
eted for not wearing seatbelts on base. Less than a week ago,

New Chief of Naval Operations


delivers first message to the fleet


From the Chief of Naval Operations
A dm. Gary Roughead offered his first message to the
fleet since assuming duties as the 29th Chief of Naval
Operations on Sept 29. The text of his message is pro-
vided below:
The opportunity to continue to serve and to lead our Navy is
the highest honor for any naval officer. Assuming the leader-
ship of our Navy from Adm. Mike Mullen is a great privilege. His
vision, drive, and commitment to those who serve have posi-
tioned us well today and for tomorrow. I know all of you join me
in wishing him and Deborah every success as he takes up his
new responsibilities as Chairman of the Joint Chiefs of Staff.
I am of the fleet. It is where I began and where, for the past
four years, in the Atlantic and Pacific, I have had the privilege of
leading our operational forces, Navy and joint. I have watched
our Sailors perform magnificently from the high end of warfare
to the most extensive humanitarian operation ever undertaken
by our military. I am inspired by our individual augmentees and
others on the ground. They are a new dimension of our navy and


one in which we can all take pride. We are truly a ready, agile,
and global Navy.
My priorities have been and will remain, maintaining our cur-
rent readiness, building a Navy for tomorrow, and that which
underpins all we do, our people? Our Sailors, our civilians and
our very special families, whose hallmarks are sacrifice and self-
reliance.
Current readiness.
Maintaining our warfighting readiness will ensure we are an
agile, capable, and ready force. We are continually generating
forces for the current fight and are deploying and employing our
navy much differently than in years past. We are simultaneously
providing ready naval forces and personnel for joint force com-
manders, sustaining forward presence, fulfilling commitments
to allies, and responding to increasing demands in regions where
we have not routinely operated, specifically South America and
Africa. Our global blue-water Navy, centered around carrier
strike groups, expeditionary strike groups, and submarines is
unmatched, and will continue to be our cornerstone. Our Fleet

Camden/Kings Bay Council, Navy League Meeting
The October meeting of the Camden/Kings Bay Council,
Navy League of the United States, will be held on Oct. 11 at
the Heritage Bank Community Center, 392 Charlie Smith

Annual Youth Programs Fundraiser begins at 6 p.m., fol-
lowed by the Bar-B-Que dinner at 7 p.m. The guest speaker

Volunteers Needed For USO Welcome Center
The USO Welcome Center Jacksonville International
Airport (JIA) is a wonderful facility providing a safe haven
to military members. Our scheduled hours are 9 a.m. to
midnight Monday through Thursday; and 9 a.m. Friday
through 9 p.m. Sunday, 365 days a year. Our goal is to
remain open 24/7, but we need your help.
Visitors to the Welcome Center are either departing the
area and need a place to "hang out" until their flight leaves,
or are arriving and need assistance traveling to their
duty station. Since opening on Veteran's Day 2004, we've
assisted more than 7,000 visitors annually and continue
to receive many expressions of gratitude. Due to the time
involved in training, operational procedures, and security
issues, we only accept volunteers who can make a weekly
commitment to a specific shift. Individuals must be able
to attend training before they can volunteer. Training is
generally held on Monday, Friday, or Saturday evenings
from 5 to 9 p.m. In order to volunteer, you must have
access to email and be able to check daily. For specific
details regarding Volunteering at the USO JIA, please email

Homefront Talk Radio
Homefront in Focus is pleased to announce Navy
Homefront Talk, our new Internet talk radio initiative.
Beth Wiruth will host a weekly Internet talk radio show
for Navy spouses. "We'll talk all things Navy spouse'" said
Wiruth, "from deployment and loneliness, TriCare and
LES's, to moving, childcare, Individual Augmentees, kids
and yes, even house-breaking that new puppy. I am look-
ing forward to talking with and hearing from Navy spouses
across the country'. Navy Homefront Talk will air live each
Wednesday at 7 p.m. Eastern Time (4 p.m. Pacific). Calls
will be taken as well as instant messages. Each show is
recorded and archived for listening at alternate times.

New Photo Requirement For Officer Records
All officers are now required to have a full-length color
photograph in their official military file, according to
NAVADMIN 103/07 distributed to the fleet April 24.
Officers who do not have a photograph on the electronic
military personnel records system in their current grade
must submit a photograph before Sept. 30. The preferred
uniform will be service khaki without a cover. When service
khaki is unavailable, any regulation uniform is acceptable.
The public affairs center detachment located at NS
Mayport, Fla. is the tri-base source for all official photo-
graphs. It is recommended officers needing a full-length
photo for selection board purposes prior to Sept. 30
call (904) 270-7762 and set up an appointment with the
detachment. When official facilities are not available, offi-
cers are authorized to use commercial sources. If commer-
cial sources are unavailable, officer may submit any color
photograph that complies with the requirements outlined
in MILPERSMAN 1070-180.

Commissary Holiday Hours
The NSB Kings Bay Commissary will close on the
Tuesday following Columbus Day, Christmas, New Year's
Day, Martin Luther King Day, President's Day, Memorial
Day and Labor Day. The commissary will also close on
Thanksgiving and the Fourth of July, but will remain open
on Veterans Day.

PSD Hours of Operation
PSD Kings Bay has changed it's hours of operation. The
ID card section will operate as follows: Monday Friday
7:30 a.m. to 5 p.m. except Thursdays when doors will open
at 9 a.m. ID cards will be available from 9 a.m. to 1 p.m. and
will operate on the first Saturday of each month, including
the holiday weekend of Columbus Day Oct. 6. SATO will
also now operate the same Saturday hours as ID cards for
passport application and issuance only.
The hours for all other PSD business (except ID Cards)
will be unchanged and are as follows: Monday Friday
7:30 a.m. to 4 p.m. except Thursdays when doors will open
at 9 a.m.

On The Home Front


Emotional cycle of a deployment, part one

Are you in the midst of
deployment, facing an
upcoming deployment
or in the glow of homecom-
ing? Have you noticed that you
are experiencing some emo-
tional changes or challeng-
es? You are not alone. Many
seasoned military spouses
are familiar with something
called the "emotional cycle
of deployment." First identi-
fied by Navy spouse, Kathleen
Vestal-Logan, the emotional
cycle of deployment identifies
the seven emotional stages
military spouses experience
during the pre-deployment,
deployment and post-deploy-
ment periods. Understanding
this phenomenon will help
you and your Sailor to iden-
tify the stages and effectively
maneuver through them.
This week we will look at the
two stages of this cycle that
take place in the "pre-deploy-
ment" phase of deployment
readiness and tips for success-
ful navigation through them.
Before we begin it is interest-
ing to note that whether you
are on a "boomer" experienc-
ing a "shorter" cruise, a sur-
face fleet deployment or even
TAD orders for school this
phenomenon affects us all to
some degree.
Stage one, Anticipation of

Local View


Loss, can start as early as six
weeks prior to deployment.
Spouses can experience
moodiness or depression,
even irritability. Couples may
experience unusual bicker-
ing and there can begin an
emotional distance as couples
start to prepare for separation.
During this time it is natural
to wonder how you will get
through deployment alone.
It is natural to worry about
the safety of your Sailor. It is
natural to wonder if you can
make it through deployment
and face the unknown without
your partner.
Men and women experi-
ence this phase differently. As
women ponder the upcoming
separation we tend to want
to spend more time with our
husbands. We want to make
memories and in essence 'fill
up our love tanks" during this
time.
Men on the other hand begin
to withdrawal. One Sailor stat-
ed, "It is easier to pull away in
the early on so it doesn't hurt
so deeply on the daywe leave."
For sailors the weeks prior to
leaving are filled with mov-
ing aboard and long hours of
readiness preparations.
Take time during these two
stages to connectwith the fam-
ily support group. Take part in
all pre-deployment nights or
workshops that are available
to you even if you are a 'sea-


soned' spouse. Look for those
relationships that will be a
support to you during deploy-
ment. Take steps to build those
relationships if they are not in
place. Contact your FFSC or
ombudsman for any sugges-
tions and information on avail-
able groups. Church groups
and other social groups can
also offer important relation-
ships. Make sure you know
who your ombudsman is and
get on her email tree and
newsletter list.
Keep talking to your spouse.
Talk about decisions you may
face in their absence. These
questions can include things
from where to get the car
repaired to spending plans, to
emergencyplans. Havingthese
conversations can help you
feel more prepared to handle
their absence, especially if this
is your first deployment.
Stage two, Detachment and
Withdrawal, usually takes
place in the last week before
deployment. Spouses some-
times experience fatigue.
Sailors are busy moving
aboard, often spending longer
hours on the ship/boat and
begin to emotionally separate
during this week. This can be
hard on the spouse as they are
trying to "hold-on" to every
moment they have left with
their Sailor.
This stage maybe character-
ized by ambivalence toward

intimacy. One the one hand
we realize that this is our last
chance for physical intimacy
for some time and we don't
want to lose that opportunity.
But because we've also begun
to separate emotionally it can
be difficult to want to open
up that connection with our
spouse. Again, these are nor-
mal feelings.
The cycle of deployment
will be a bit different for each
individual but understanding
and recognizing the stages
empowers us as spouses in
recognizing and responding to
these stages in our lives.
Next week we will look at
the three stages of the cycle
of deployment we experience
during deployment.

Arts education contributes to corporate storytelling

He was just a 19-year-
old sophomore in col-
lege, not old enough
yet to rent a car on his own.
Yet every time corporate types
came to his campus to see
the high tech, first-of-its-kind
flight simulation/air traffic
control simulation laboratory
his professors and a team of
students were creating, he got
the phone call. The calls came
from his professors, adminis-
trators, and occasionally, from
the University President.
The calls would go some-
thing like this: "Sonny (what
we'll call him for this story),
some folks from (fill in the
blank with HP, Dell, Compaq,
Microsoft, Oracle, Silicone
Graphics or any one of 100
technology companies from
the 1990s) are coming to cam-
pus and we need you to be at
the lab at such and such time
and tell them about our lab
and what we are doing there.
Be sure to tell them how we
see this project as a part of the
future of air safety and how we
need their support to make it
happen."
Over five years and two
internships on Washington,
D.C. working for an FAA con-
tractor, he must have talked to

hundreds of business partners
and been a part of the pro-
cess that brought hundreds of
thousands of dollars in equip-
ment, funding and technology
to his campus. When I asked
him why he was the one who
got the calls and did the pre-
sentations to these high pow-
ered corporate types rather
than professors or school
administrators, he just said:
"Because I am good at it and
I tell our story better than any-
one else." Puzzled, I asked how
that could be. Sonny replied:
"Dad, all these other guys and
gals are techies. They don't
know how or want to stand up
in front of people and do what
I do. I've performed in front
of hundreds of people since
I was six, either musically or
on stage. Telling folks about a


project that I know all about
and believe in is easy."
I thought about this bit of
history when I read a piece
this week about the impor-
tance of corporate storytelling.
Not spinning fictional yarns,
but using personal accounts
of successes and tangible, vis-
ible images that become flight
simulators for our brains.
Corporate storytelling helps
listeners understand their mis-
sion and how they can enact it
or be a part of it.
One health foundation
executive put is this way: "You
need to create a relationship
with people to help them look
at data and business informa-
tion. Stories engage the hearts
and minds of people; data
engages the intellect." In her
book "Around the Corporate
Campfire: How Great Leaders
Use Stories to Inspire Success,'
Evelyn Clark contends that
corporate stories can be used
to convey a mission, under-
score values, sell products,
honor traditions and celebrate
successes. She also notes they
can be used both inside com-
panies and externally to reveal
the true personality of an orga-
nization, especially if the story
has a clear objective and is told
consistently and sincerely. As I
considered this analysis and
recalled this bit of Sonny's per-


sonal history, I realized that
one of the most important les-
sons I heard this past week
at our school system's profes-
sional development was being
underscored by my reading.
One speaker argued that our
most important job was to
teach our young people how
to be problem-solvers and to
use their creativity to support
their educational and career
plans. The "life lessons" that
we can provide will be the ones
they will remember and use
most often: how to be a part
of a committed team, how to
organize their efforts and time,
and how to plan and execute
successful implementation of
projects.
So here is the point: Sonny's
experience at college, the
emphasis on corporate com-
munications via purposeful,
personally powerful stories,
and education's obligation to
provide skills that lead to life
success are all needs that can
be met by training received in
the arts. Whether done musi-
cally, theatrically, or via the
canvas or sculpture, effective,
engaging storytelling is the
essence of artistic communi-
cation.

with high-interest loans

"AW Ten many people take out a bank loan, they sometimes fail to read the small print.
This is the part of the statement explaining interest rates for the loan, which is many
Times determined by your credit score. Sometimes this could equal 10, 20 or even 25
percent interest on the borrowed amount. If you take out this type of loan before you enlist
in the military or are called to active duty in the reserves, the Servicemembers Civil Relief Act
(SCRA) might be able to help you lessen the burden of these costly loans.
The SCRA Act of 2003 formerly known as the Soldiers and Sailors Civil Relief Act of 1940
(SSCRA) is a federal law that gives all military members some important rights as they enter
active duty. It covers such issues as rental agreements, security deposits, prepaid rent, eviction,
installment contracts and the most widely known benefit; the ability to reduce pre-service con-
sumer debt and mortgage interest rates to six percent under certain circumstances. According
to NSB Kings Bay Fleet and Family Support Center (FFSC) Financial Educator Bill Snook, the
SCRA interest rate reduction is a benefit that many servicemembers need to take advantage of
to help with the cost of a loan.
"The benefit of the SCRA is definitely something the creditors are not going to tell you about,"
he said. "The SCRA is one of those laws that are there, but you have to do some research on how
it benefits servicemembers."
Protection under the SCRA has rules which must be met. The major point with the interest
rate reduction is that joining the military or being activated from the reserves had a "material
effect" on the legal or financial matter involved. According to www.jagnet.army.mil, an example
would be that three months ago Mr. Smith and his wife bought a car for $13,000, paying $1,000
down and financing $12,000 at nine percent interest. Last week Mr. Smith was called to active
duty. Before entering active duty, Mr. Smith earned $42,000 a year. As a staff sergeant, he now
earns $27,000. Because of the SCRA, Smith may ask the car financing company to lower the
interest rate to six percent while he is on active duty, military service has "materially affected"
his ability to pay since he is earning less money on active duty than before. The draw back is that
this law does not protect anyone who is on active duty when they took out the loan. An example
of this is instead of Smith buying the new car, after entering active duty status, he decided to buy
a used car after reporting to his new duty station. To do so, he borrowed $4,000 at nine percent
interest. Since Smith took this debt after entering active duty the SCRA six percent interest limit
does not apply.
Some banks and finance companies will automatically lower their rates as a public service to
military members who are deploying over seas, but are not required by law to do so if the active
duty member took the loan out after joining the military. According to Air Force Reserve Col.

A person's physical wel-
fare is important to
both their self-esteem
and job. Maintaining physical
readiness is especially impor-
tant in the military. That's why
the MWR Fitness Complex
plays an important role in
preparing servicemembers
at NSB Kings Bay for deploy-
ments that lie ahead.
The fitness complexfeatures
a wide assortment of work out
equipment from bench press
machines to cardio machines.
Aside from just the usual work
equipment, the base gym pro-
vides family fitness programs,
personnel training sessions,
and tae-kwon-do classes. The
gym also provides the facilities
for command personal train-
ing as well as offers activities to
help motivate the commands.
"We provide personal
assessments to servicemem-
bers in order to see where they
fall in accordance with the
Physical Readiness Test (PRT)
and then write out a program
to help them get to where
they need to be in order to
pass," said Fitness Coordinator
Carrie Hodges. "The personal
training is for members who
do not know how to exercise
properly and we help them by
teaching them how to perform
the exercises correctly and
safely'.
Not only does the fitness
complex provide servicemem-
bers and government contrac-
tors with the opportunity to
use the work out equipment
but they also organized several
sporting league like basketball,
flag football, soccer, and soft-
ball. All sports are held either
inside the gym or outside in

The Country of Club of
Orange Park is pleased to

Cadillac Invitational Oct. 15.
This golf tournament, pre-

January at TPC Sawgrass.

Woodbine Woman's Club
A conservation and arts
project is currently underway
in Woodbine to establish the
town as a bird sanctuary.
The Woodbine Woman's

build and place bluebird nest-
ing boxes establishing trails
throughout neighborhoods
around the city and from Liza
Rudolph Road north along
the old rail bed onto the River

Road is significant histori-
cally as Woodbine's African-
American school children
walked the rail track to the
school house at Gethsemane
Church Association grounds.
Currently in great need of sta-
bilization and rehabilitation,
this school is still standing
and could be saved by citizens
organizing to recover this his-
toric building.

County High School NJROTC
program, and the annual
SubVets of WWII Memorial
event every November.
The chapter normally meets
quarterly, at the Clubs of Kings
Bay, Naval Submarine Base,

Georgia Initiative for
Community Housing
The Georgia Initiative for
Community Housing Team,
(GICH) consists of city and the
county representatives and
individuals from the commu-
nity who are interested in pro-
viding affordable housing in
our community.
The team is currently work-


ing on a homeownership
training classes and potential
projects for providing a range
of housing options for our
community.
"Right now there is a big gap
in housing from subsidized
housing to what is currently
available on the market and
most people don't qualify for
the high prices of housing in
our community right now. We
hope that by offering classes
and working with local build-
ers and developers that we will
be able to provide housing in
the $100,000 $160,000 range
that will allow more individu-
als in our community the
opportunity of homeowner-

Gate Closure
Public works will close the Housing Gate on Madison
Ave. The Jackson Gate on Spur 40 must be used from Oct.

Impact Aid Survey
If you have a child attending public school in Camden
County, please remember to fill out your Federal Impact
Aid Survey and return it to you child's school as soon as
possible. In order to secure Impact Aid funds, the school
district must conduct a survey to identify the number of
military and civilian employee children attending school.
The amount of funds received is directly based on the
number of these children who are identified in the survey.
Failure to properly account for the number of military and
civilian employee children attending school could lead
to a budgetary shortfall and negatively effect your child's
education. Please do your part to ensure your child's edu-
cation is the best that it can be.

Troops To Teachers
The Georgia Troops to Teachers Program provides eli-
gible servicemembers up to $10,000 to become public
school teachers. The next Troops to teachers brief will be
Oct. 22 at 9 a.m. at the Navy College learning Center. Under
the Spouse to Teachers Programs, eligible military spouses
may be reimbursed for the cost of state required certifica-
tion tests up to a total of $600.

Base Housing Curfew/Quiet Hours
Quiet hours at NSB Kings Bay Housing and curfew times
for base residents under the age of 17 are as follows: week-
ends 11 p.m. to 6 a.m., Monday Friday 10 p.m. to 6 a.m.

TRAFFIC: Penalties for violations are on the rise

the numbers had risen to 20.
People by now should know
that wearing seatbelts on base
and on Georgia highways is the
law. As the national campaign
states "Click it or Ticket"
"We are still having a
problem with people not in
compliance with the seatbelt
laws, rules and regulations,"
said NSB Kings Bay Security
Operations Officer H.R. "Bud"
Lett. "It is not just a Kings Bay
Navy requirement, it is a state
law. It is my recommendation
that if the violations are not
reduced, we will have to have
stiffer penalties for not obey-
ing this law."
The penalty for a violation is
going up on base. For the first
offense, according to the old
law, was a three-point reduc-
tion off the 12-point driving
privilege people are allotted
per year when they first report
to NSB Kings Bay. The new
law in effect is to take people
to military court on base. If
they are found guilty, they are
assessed a three point penalty
and must attend a four hour
defensive driving course. If
a person gets a second vio-
lation, that person and their
command representative must

According to Turckes, you do
not want this situation to hap-
pen.
"From now on there are
no warnings or no excuses for
people not wearing their seat-
belts," he said. "The over all
goal is to make people aware
the damage you can do to your
body if you don't buckle up.
It is second nature to buckle
my seatbelt in the morning. I
didn't believe in them a long
time ago, but I came to realize
that it is a proven fact the seat-
belts save lives."
Another on going traf-
fic problem on base is peo-
ple violating the Department
of Defense (DoD) and
CommanderNavyInstallations
Command (CNIC) policy
restricting the use of hand
held cellular phones and simi-
lar devices for those operat-
ing motor vehicles at Kings
Bay and other shore instal-
lations. The policy does not
ban all cell phones, but it does
severely restrict them. Drivers
with hands-free cell phones
may still use their phone, but
it must be placed in speak-


er mode. According to the
instruction the driver also
may not hold, dial or adjust
the phone while driving. Any
headphones or earpieces asso-
ciated with hands free phones
are not allowed.
The regulation was devel-
oped based on information
from the National Highway
Traffic Safety Administration,
which studied driving distrac-
tion as the cause of motor
vehicle accidents. Results
found cell phone usage is the
fastest growing and most vis-
ible distraction that leads to
accidents. According to DoD
Assistant for Safety, Health
and Fire Protection John
Seibert, people need to real-
ize cell phones distraction can
be a problem the military can
eliminate.
"The cell phone regulation
will increase traffic safety on
installations;' he said. "Our
intent is that this will drive
an increased attention to the
importance of safe driving and
we will see a change in driv-
ing behavior, both on military
bases and off."
Another rising problem
on the highway is the viola-
tion of the "Move over Law."


The law states vehicles move
over a lane (if possible) when
approaching a traffic stop
where a patrolman is issuing a
ticket to a pulled over motorist.
There have been a few close
calls. According to Turckes
this is a dangerous situation
that people don't realize.
"We have had a couple of
instances where officers have
been brushed by traffic pass-
ing them," he said. "People
need to be aware that these
police officers have no protec-
tion from a car passing them at
65 miles per hour."
Random traffic stops will
be ongoing, so people need
to obey the traffic laws or face
the consequences. According
to Lett, the over all goal is to
make sure to provide a safe
driving environment on base
and people obeying the state
laws off base.
'People need to be defen-
sive and courteous drivers'" he
said. 'Use your safety equip-
ment such as seatbelts and
above all pay attention to what
you are doing in that vehicle.
If you don't use caution, it
only takes a split second for an
accident to occur that could
cost you your life."

Martial Arts classes

eeping in good physi-
cal condition and
encouraging continued
education are just some of the
lessons that are taught in the
Moses Martial Arts classes
held at the fitness complex on
NSB Kings Bay.
Moses Martial Arts has
been around since 1983, but
has also been teaching exclu-
sively on base for about three
years. According to Master
Instructor Earl Moses, the
martial arts class was brought
on base by MWR in order to
make it a part of the physical
fitness program.
"The biggest reason for
bringing the martial arts class
on base was to reach more
of the youth and give ser-
vicemembers another fitness
alternative in order to keep
them in shape for their physi-
cal readiness tests or for their
own personal health," he said.
"We have quite a large number


of young children that do mar-
tial arts and it goes to show
that we are doing a good job. It
is very good for their discipline
and build up their confidence
along with teaching them self-
defense."
One of the great things that
Moses loves about teaching
these classes is when one of
his students comes to visit
him and shares a great success
story.
"Some of the kids who are
in the classes right now have
grown quite a lot since being
in this class and it just makes
what I do here on base worth a
lot," said Moses. "For example,
one of our students started off
being shy at first, but as he
progressed in the class, he got
the self-control and the cour-
age to lead group stretches
and sessions."
Aside from the different
martial arts skills taught in
the class, several other skills
are acquired such as self-con-
trol, teamwork, discipline, and
confidence. Students in the

on the hi-tech side of life that

Classes are on Tuesdays and
Thursdays and are split up into
three one-hour sessions which
are welcomed to both males
and females. The first session,
which takes place from 5:15
to 6:15 p.m., is for the young-
er children ages 7 and under.
The second, which takes place
from 6:15 7:15 p.m., is for chil-
dren ages 8 through 12. The
third, which takes place from
7:15 8:30 p.m., is for older chil-
dren from 13 and older.

FFSC WORKSHOPS


Classes on Site
The Fleetand FamilySupport
Center will now take its regu-
lar workshops on the road if
a unit can furnish a confer-
ence room or classroom and
guarantee a minimum of five
participants. Additionally, our
personnel will tailor presenta-
tions to cover a unit's general
military training requirements
when those requirements deal
with human resources and
social issues. Our counselors
can also create a presentation
in response to a unit's area of
special concerns. Personnel
are available to participate
within areas of expertise in
the indoctrination of newly
assigned personnel and family
members of active duty per-
sonnel.

Anger Management
Anger is often a smoke
screen for other emotions and
not an effective method for
getting what you want. This
workshop is slated for Oct.
24 from 8:30 a.m. to 12 p.m.
This workshop can help you
focus on identifying the feel-
ings anger hides and explore
behaviors helpful in resolving
primary issues. Pre-registra-

Stress Management
Events, schedules, daily
pressure and many other
items can cause undo stress
in your life. Stress may or may
not be good for your health
depending on how you man-
age that stress. This workshop

Pre-Marital Workshop
The Fleet & Family Support
Center is offering a workshop
for pre-marital counseling for
couples that are contemplat-
ing marriage. The workshop
is designed to address couples
interested in enriching their

skills, financial planning and
realistic expectations of mar-
riage. The class is designed
to meet all clinical counseling
requirements. The Workshop

Common Sense Parenting
Classes
The parenting class is
based on the Common Sense
Parenting Model. This six-
week class will be on Mondays

a certificate of completion. A
minimum of six participants
will be needed in order for a

Communication 101
Have you ever been misun-
derstood? Both verbal and
nonverbal communications
play a big role in how our mes-
sages get received. Learn how
to be a more effective commu-

pants' knowledge, skills and
abilities in communication.
