given safety awards

at Aug. 15 ceremony

Mission first, safety always was the message as the NSB
Kings Bay and Strategic Weapons Facility Atlantic
(SWFLANT) Safety Departments received the Secretary
of the Navy (SECNAV) Safety award during a ceremony at the
NSB Kings Bay Chapel Aug. 15.
This marks the first ever SECNAV award for SWFLANT and
the third straight year NSB Kings Bay has received the honor.
According to Director of Aviation and Operational Safety Kurt
Garbow (who presented the awards), the Southeastern Georgia
Trident Base safety programs are shining examples of the type of
program the Secretary of the Navy wants to implement through-
out the Navy.
"Safety and readiness go hand in hand. This is the mind set
we are trying to create in the Navy, the culture the secretary
speaks so highly of," he said. "If you think about the war time
nation of today, if a Sailor or Marine gets killed or injured in an
automobile accident, it is the same as him or her getting injured
in combat. This is a loss of an asset, a loss of capability and a loss
of combat readiness."
Operational Risk Management is a program that everyone has
come to know as the key to a top level safety ashore program.
This was one of the main priorities that SWFLANT Commanding
Officer Capt. Robert Susbilla wanted to implement when he took
command two years ago. This was one of the many programs

memory of Medal of Honor recipient

The sweltering South Georgia heat and humidity could
not keep more than 300 Marines, Sailors, family and
guests from recognizing the sacrifice of Medal of Honor
recipient Cpl. Jason Dunham at Naval Submarine Base Kings
Bay Aug. 17.
The Scio, N.Y. native who called Kings Bay home for two
years when he was assigned to the Marine Corps Security
Force Company from 2001 to 2003, was honored during a bar-
racks dedication ceremony in his name.
According to MCSFC Commanding Officer Lt. Col. Andrew
Murray, naming the barracks after Dunham will guarantee the
young Marine a place in history and make him a role model.
"Jason Dunham is a Marine hero for today's era and for the
future," he stated during the dedication. "Cpl. Dunham will
be a Marine leadership example to be emulated by future
generations of Marines and Sailors."
Assistant Commandant of the Marine Corps General
Robert Magnus said everyone in uniform shares the same
commitment the Corps values suggest: Honor, Courage and
Commitment. He said Dunham upheld these values through
his actions.


"He made an instant decision to do what he had to do," said
Magnus. "He wanted to save the lives of his fellow Marines.
"All the Marines who will reside in these barracks will always
remember the ultimate sacrifice Jason Dunham made for the
Marine Corps," he added.
Aaron Betts, a former Marine Sgt. and friend of Dunham
while stationed at Kings Bay traveled from Knoxville, Tenn.,
to be at the ceremony.
'I was devastated when I heard what happened,"' he
said. "He was a great teammate and natural leader who was
dedicated to the people he worked with." Betts and his wife
Kimberly gave Dunham's mother, Deb, a small photo album
of pictures she had never seen before. They embraced in a
tearful hug.
"I will never forget what Jason did for his country, said Deb
Dunham. "I believe everyone has a destiny and this was his."
Dan Dunham, Jason's father, said meeting and talking with
Marines helps with the grieving process. "Since January, we
have met more than 10,000 Marines and parents. It helps with
our healing and also with other parents who have lost their
sons:'

week.

uniform for wear during com-

unit PT activities and that
our Sailors will be proud to
wear," said Vice Adm. John
C. Harvey Jr., Chief of
Naval Personnel.

consists of a gold -
short sleeved
shirt and Navy
blue shorts. The shirt
is moisture wicking and
odor resistant polyester with
Navy in reflective lettering on
back with and front.
The nylon moisture wick-
ing and odor resistant Navy
blue shorts come in six and
eight inch lengths, providing
standard appearance among
different height Sailors, it
also has reflective piping and
reflective Navy lettering. The
shorts have side pockets with
a hidden ID card pocket inside
the waistband.
"We carefully evaluated the
materials, styling and func-
tionality in designing this uni-
form," said Harvey. "We looked
at the lessons learned from the
other services and got feed-
back from our Sailors young,
mature, male, female, officer
and enlisted and arrived at
this design."


"This is a high quality, high
performance product that I
know our Sailors will be proud
to wear, because we asked
them," Harvey added.
Upon delivery to the fleet,
anticipated to be spring 2008,
all command directed physi-
cal training and semi-annual
physical fitness tests will be
performed while wearing the
PT uniform. However, the uni-
form does not have to be worn
during individual exercise.
"Sailors may still wear per-
sonal PT gear when not
participating in com-
mand PT activities
or the semi annu-
l1 al fitness tests,"
said Robert
Carroll, Head,
Navy Uniform
Matters Office.
Uniform avail-
ability at uniform
centers and command
uniform distribution activi-
ties will be phased in begin-
ning with major Fleet concen-
tration areas in spring 2008.
Reserve enlisted will be issued
uniforms by their commands.
Sailors' clothing replace-
ment allowance will be adjust-
ed starting October 1, 2007 to
allow for the purchase of two
sets of short sleeve shirts and
shorts.
"We have designated option-
al items including a long-
sleeved shirt, compression
shorts, head gear and running
shoes which can be worn dur-
ing these events," said Carroll.
A Navy wind suit is also in the
works.

Volunteers Needed for USO Golf Tournament
The Greater Jacksonville Area USO is hosting its inau-
gural USO Cadillac Invitational Golf Tournament Oct. 15
at the Country Club of Orange Park, Fla. This event is one
of more than 120 qualifying tournaments held across the
country. The winning foursome qualifies to compete in the
Cadillac Invitational scheduled for January at Sawgrass.
The USO is looking for 50 volunteers to support the
logistic needs of this event. The majority of the volunteers
will serve as escort scorers for the foursomes playing in the
event. Volunteers will be needed from 9:30 a.m. through 6
p.m. on the day of the event. Additionally, volunteers will
need to be available for a special training session the week
prior to the event. Volunteers will be provided with a free
tee-shirt and lunch. Individuals interested in volunteering
should contact K. C. McCarthy at kcmccarthy@usoja.com
by Sept. 10 to sign up.

Khaki Ball Golf Tournament
The 2007 Khaki Ball Golf Tournament will be held Aug.
24 at the Trident Lakes Golf Club. The tournament, which
is open to all golfers, will use a four-man captain's choice
format and begin with shotgun starts at 7:30 a.m. and 12:30
p.m. To enter, call the Trident Lakes Golf Club at 573-8475

Volunteers Needed For USO Welcome Center
The USO Welcome Center Jacksonville International
Airport (JIA) is a wonderful facility providing a safe haven
to military members. Our scheduled hours are 9 a.m. to
midnight Monday through Thursday; and 9 a.m. Friday
through 9 p.m. Sunday, 365 days a year. Our goal is to
remain open 24/7, but we need your help.
Visitors to the Welcome Center are either departing the
area and need a place to "hang out" until their flight leaves,
or are arriving and need assistance traveling to their
duty station. Since opening on Veteran's Day 2004, we've
assisted more than 7,000 visitors annually and continue
to receive many expressions of gratitude. Due to the time
involved in training, operational procedures, and security
issues, we only accept volunteers who can make a weekly
commitment to a specific shift. Individuals must be able
to attend training before they can volunteer. Training is
generally held on Monday, Friday, or Saturday evenings
from 5 to 9 p.m. In order to volunteer, you must have
access to email and be able to check daily. For specific

Homefront Talk Radio
Homefront in Focus is pleased to announce Navy
Homefront Talk, our new Internet talk radio initiative.
Beth Wiruth will host a weekly Internet talk radio show
for Navy spouses. "We'll talk all things Navy spouse;'," said
Wiruth, "from deployment and loneliness, TriCare and
LES's, to moving, childcare, Individual Augmentees, kids
and yes, even house-breaking that new puppy. I am look-
ing forward to talking with and hearing from Navy spouses
across the country."
Navy Homefront Talk will air live each Wednesday at
7 p.m. Eastern Time (4 p.m. Pacific). Calls will be taken
as well as instant messages. Each show is recorded and
archived for listening at alternate times. To join the con-

Commissary Holiday Hours
The NSB Kings Bay Commissary will close on the
Tuesday following Columbus Day, Christmas, New Year's
Day, Martin Luther King Day, President's Day, Memorial
Day and Labor Day. The commissary will also close on
Thanksgiving and the Fourth of July, but will remain open
on Veterans Day.

New Photo Requirement For Officer Records
All officers are now required to have a full-length color
photograph in their official military file, according to
NAVADMIN 103/07 distributed to the fleet April 24.
Officers who do not have a photograph on the electronic
military personnel records system in their current grade
must submit a photograph before Sept. 30. The preferred
uniform will be service khaki without a cover. When service
khaki is unavailable, any regulation uniform is acceptable.
The public affairs center detachment located at NS
Mayport, Fla. is the tri-base source for all official photo-
graphs. It is recommended officers needing a full-length
photo for selection board purposes prior to Sept. 30
call (904) 270-7762 and set up an appointment with the
detachment.
When official facilities are not available, officers are
authorized to use commercial sources. If commercial
sources are unavailable, officer may submit any color pho-
tograph that complies with the requirements outlined in
MILPERSMAN 1070-180.

MCEC supports military children
I

for many military chil-
dren that means a new
school. Did you know the mili-
tary child moves, on average,
every 2.9 years? Did you know
from kindergarten to gradu-
ation, the average military-
connected child attends six
to nine schools with two to
three high school transitions?
Transitions between schools
raise issues that include trans-
ferability of student records,
course grades, and credit
hours to name a few.
I have written about Military
Child Education Coalition
(MCEC) before but with the
start of the new school year
I want to reintroduce you
to them. MCEC grew out of
a national conference held
in 1997 that discussed ways
to support military children.
Chartered as a nonprofit,
MCEC seeks to establish firm
alliances between military
installations, school systems
and national organizations.
Their initiatives and programs
include parent workshops,
education leadership training,
an interactive counseling cen-
ter and transition counselor
development.
Resourcesforparents include
an Assessment Resource
Center, Secondary Education
Parent's Guidebook, Chart


Your Course Package, MCEC
Magazine and other publi-
cations. MCEC Assessment
Resource Center is a function
of the MCEC web site designed
to provide parents with a tool
to compare and contrast test-
ing policies where military
children may be enrolled.
The information is main-
tained and verified to keep
the content accurate. Use this
tool to determine the testing
requirements and policies
of schools your children are
attending or may attend in the
future.
The Secondary Education
Parent's Guidebook provides
recommendations to improve
the transition process for
transferring secondary stu-
dents. Guidelines and best-
practices are offered in this
publication to aid parents and
students in record keeping,
curriculum tracking and plan-
ning and much more.
Chart Your Course Package
contains an information chart
and passport for parents and
students to use as a guidance
tool and checklist during a
student's high school years
and beyond. The chart offers
parents and students informa-
tion about high school pro-
grams, resources for post-sec-
ondary planning, and ideas on
smooth transition planning.
Included is a year-by-year
guide to assist the mobile mil-
itary child. The pocket-sized


passport aids parents in devel-
oping the best academic expe-
rience for their child.
Seminars for parents pro-
vide training and skill-devel-
opment to aid parents to serve
as effective advocates for
their children. Issues covered
include course selection, tran-
sition issues and networking
with school personnel.
MCEC conducts two profes-
sional development institutes
for educators and adminis-
trators. Transition Counselor
Institute or TCI promotes
awareness of issues faced by
transitioning military children
and a deeper understanding
of their social and emotional
needs. Their second institute
is Special Education Leaders
Institute (SELI) which focuses
on the transition process for
children with special needs.
Certified "Fellows" of TCI
and SELI serve as resources
for military families before or
after a move and are equipped
to aid families in move plan-
ning, student transition to a
new school and negotiation
of class placement and course
selection for students.
"Getting Your Ducklings in
a Row', another publication,
aids parents in charting your
child's education from pre-
school to graduation. Other
publications include materials
for the deploying parent and
community involvement and
support for military children.

Their newest program, S2S
or Student-to-Student, is a
mentoring/support network
of students. Under the guid-
ance and support of trained
educators and parents, sec-
ondary students are trained
to serve as mentors for their
military child counterparts.
This program, while young,
has already produced positive
results in easing the challeng-
es of the transitioning military
student.
Membership is available for
schools, installations, busi-
nesses and individuals. Parents
are not required to join MCEC
to utilize their resources. For

Students inspire curriculum change

bout two months ago
in this column, I wrote
this line: "imagine what
a remarkable thing it would
be if Camden High students
could experience the training
and commitment that a full-
fledged dance instruction pro-
gram might offer them."
I went on to reveal that data
released in the 2005 College
Bound Seniors Profile by The
College Board suggests that
students learn substantial
positive lessons about time
organization, focus and com-
mitment in arts classes, which
leads to improved academic
performance and higher SAT
scores. When I offered that
information, I had hope in
my heart and a dream in my
head.
It was a dream inspired by
students. Students came to
Principal Dr. John Tucker's
Council meetings and asked
for our high school to start a
dance program.
They wanted to dance;
they wanted to perform.
Those requests were heard
by the principal and Fine Arts
Director, Dean Slusser, and
they went to work convinc-
ing others that starting such
a program would be good for
a diverse student population
and for our burgeoning arts

programs. Other arts teachers
worked with the faculty and
wrote a remarkable curricu-
lum proposal and placed it in
the school's course selection
guide. Within a few months,
and after more than 140 stu-
dents said they wanted to
take a dance class at the high
school, Superintendent Dr.
Hardin agreed and, with our
Board of Education, support-
ed their request to add the
program to the curriculum.
When you look at the rea-
sons why such a program is
good for students, you don't
have to look far. In Georgia,
and across the nation, dance
education is a part of the
heath, recreation, physical
education, and dance curricu-
lum, offering participants both
learning and exercise in good
measure. Like all sports and
arts programs, these programs


focus on fitness, mental and
physical wellness, and qual-
ity performance. As our nation
struggles to encourage young
people to become less obese
and more fit, programs that
head that direction are impor-
tant.
Besides the health-related,
physical aspects of dance,
however, there are other, less
tangible reasons for Camden
County to support a school-
based dance program. In our
student body we have many
students that already love and
participate in dance in a vari-
ety of forms. We have students
that are of Native American
descent that practice and
perform in indigenous dance
troupes. Some of our students
take dance at local studios
and perform in regional and
national competitions. And
some students are regulars in
contemporary dance programs
across the southeast. Those
students, until now, have not
been a part of our school's cur-
ricular arts programs. If this
new dance program franchis-
es them and gives them a new
way to attach themselves to
education, then we have cre-
ated an important foothold for
them to be successful both in
the dance studio and in the
classroom.
There are many things that
schools struggle to do excel-
lently, for lots of reasons. Right


now, every day at Camden
County High School, there
are classes full of dance stu-
dents that are a testament to
how we get it right very often,
especially when we act in the
best interest of students. I will
make sure you know how you
can see them perform in the
future.
Don't forget that September
promises to be "must see
theatre" month in Camden
County. Crooked Rivers will
offer its reprisal production of
"Fightin; Faith, and Family" on
Sept. 21 at 7 p.m. and Sept.
22 at 2 p.m. and 7 p.m. in
the high school auditorium.
Tickets are $10 for adults and
$5 for students and senior
adults. Tickets will be avail-
able at Sheila's Hallmark, the
St. Mary's Tourism Office,
Kingsland Tourism Office
and the CCHS Auditorium
in advance. They will also be
available at the door day of
show.
Next up for audiences will
be the Camden County High
School's Advance Drama class
production of "Love Comics,"'
scheduled on the Auditorium
stage on Sept. 27, 28 and 29 at
7 p.m. Tickets are available at
the Auditorium box office or
by calling 729-7463.

entertains at



Finnegans

K. B. Finnegan's has
seen many faces come
and go, but none were
as funny as that of television
celebrity and stand up comic
Bruce Baum, who performed
at the pub Aug. 16. A chance
meeting led to Bruce's interest
in the USO.
"A friend introduced us
during a game of golf," said
Jacksonville's United Service
Organizations Program
Director Sonja Kutsch. "Bruce
later approached me with the
idea to entertain the troops at
Kings Bay, Mayport and NAS
Jacksonville, since he knew
I worked with the organiza-
tion. USO is starting to do a
lot more entertainment for the
troops, and my getting Bruce
to do this tour was our region's
push in that direction'."
"I really enjoyed the show
Mr. Baum and his colleague
put on for us," said Finnegan's
lead bartender, Jenn Kruz. "I
especially liked the sarcasm
and the props used during
the show. The turnout at the


pub was great and I know that
everyone had a blast."
With appearances on
shows like The Simpsons,
America's Funniest People and
Full House, Baum had seen
a lifetime of celebrities and
acquired a wealth of material
for his comedy routines.
"The Navy makes for a great
crowd because they are smart,
hip, they are on top of every-
thing and they laugh well,"
said Baum. "I love playing
for military crowds and I have
done shows for bases all over
the country. It's a way to show
my appreciation for their sac-
rifices."
The USO was forged from
President Roosevelt's call for
private organizations to pro-
vide leave recreation to the
troops during the time there
was rapid growth of the U.S.
armed forces. Providing a
wide range of support and rec-
reational space for American
troops, the USO has indeed
been a provider of live enter-
tainment from faces like
Robin Williams, Drew Carey,
Ben Affleck, Kid Rock, David
Letterman, and "Soprano's"
stars James Gandolfini and
Tony Sirico.

of material for his comedy

DUNHAM: Marine died


saving his comrades

Dunham was killed during a reconnaissance
mission in the town of Karabilah, Iraq, near
the Syrian border April 14, 2004. His squad
was in the area to assist another Marine squad
that was under fire. As his team started to
receive enemy fire, Dunham ordered his fellow
Marines to dismount the vehicle and travel on
foot several blocks toward the ambush. Upon
reaching the area, the Marines came across
several vehicles attempting to leave the area.
During a search of one of the vehicles, an Iraqi
insurgent attacked Dunham. As he wrestled
the insurgent to the ground, Dunham noticed


he released a grenade with the pin removed.
Dunham quickly jumped on the grenade, using
his Kevlar helmet and body to smother the
blast, saving the lives of two fellow Marines.
Dunham died eight days later with his parents
at his side at the National Naval Medical Center
in Bethesda, Md.
President George W. Bush posthumously
awarded Cpl. Dunham the Medal of Honor
during a White House ceremony January 11,
2007. Dunham Barracks is home to more than
800 Marines and Sailors who provide security
for national assets at Strategic Weapons Facility
Atlantic at Kings Bay.

A routine traffic stop
by a Georgia State
Trooper resulted in the
Explosive Ordnance Disposal
Teams at Kings Bay and Naval
Station Mayport being called
into action Aug. 15.
In the car was a rusting
70mm rocket the two occu-
pants said they had discov-
ered earlier in the day in the
Ogeechee River which flows
near Fort Stewart, just west of
Savannah.
Two additional rockets were
found at the same location by
other recreational boaters.
According to Lt. John Laney,
Officer-in-Charge of the
Kings Bay EOD detachment,
Mayport and Kings Bay were
called because they are the
only two units in the Southeast
region with underwater oper-
ations expertise. "We spent
three hours sweeping the
river's bottom with as many
as six divers at the site where
locals reported having found
the missiles, but there is noth-
ing down there," said Laney.

Although the search came up
empty, it did lead to a training
opportunity with their Army
counterparts at Fort Stewart.
"This is the first opportunity I
have had to work with Kings
Bay and they have been very
responsive," said Army Capt.
Dorian Hatcher, commanding
officer of the 731st Ordnance
Company at Fort Stewart.
"They pulled themselves out
of training in order to assist us
with this sweep."
Fort Stewart officials said
the three rockets were safely
disposed of by the 731st and
the Army continues to investi-
gate how the rockets turned up
in the river. The air-launched
70 millimeter rockets were
developed in the 1940s by the
Naval Ordnance Test Station
at China Lake to supplement
aircraft guns in air-to-ground
and air-to-air attacks.

The NMCRS is an excellent resource for
active duty personnel, retirees and their
families throughout the year by provid-
ing confidential financial assistance and guid-
ance to those in need. But, did you know that
the NMCRS is here to help you during a hur-
ricane? Here are some frequently asked ques-
tions about the NMCRS and what assistance
they can provide during a hurricane.
Q: What would I need assistance for?
A: Evacuation expenses which include food,
shelter, and transportation. You will need
enough gas to reach a safe location outside
of the hurricanes path, keeping in mind that
it will take more gas and time to reach your
location due to the large number of evacuees
causing long delays while in route. You will
need a safe place to stay along with food and a
disaster plan/kit.
Q: When should I apply for assistance?
A: This is a very important ques-


tion! The NMCRS will provide assistance
when a VOLUNTARY evacuation has been
ordered. Once the evacuation has become
MANDATORY, the NMCRS will close its doors
and will evacuate the area. If you need assis-
tance leaving the area, you must come in while
the evacuation is VOLUNTARY.
Q: Who is eligible for NMCRS assistance?
A: All active duty or retired Navy and Marine
Corps service members and their eligible
family members. (Certain exceptions can be
made, contact your local office with questions
concerning eligibility.)
Q: Where do I go to receive assistance?
A: Contact your local NMCRS by using the
information below.
Q: What do I need to bring in for assis-
tance during a voluntary evacuation?
A: This is considered an emergency and
requires your basic information and a military
ID.
Q: How much money will the NMCRS be
able to provide me?
A: The amount will be determined by need:


Initial short term assistance will be based
on the size of the family and the circumstanc-
es of the need.
Clients may return for additional assis-
tance once long term needs are identified.
Q: Is this assistance a loan or a grant?
A: Initially, the assistance is a loan. Once
the emergency is over, a budget is completed
to establish what government and insurance
reimbursements are available. A determina-
tion is then made if the assistance will remain
a loan or be converted to a grant.
Q: What should I do so that I am prepared
for an evacuation?
A: First, set aside money into savings. You
can come into the NMCRS before a disaster
occurs to do a budget. This budget is confi-
dential and will give you the knowledge to see
where your money is going and how much you
can afford to save. Call your local NMCRS to
make an appointment and start saving today.
The NMCRS can help educate you on ways
to make your evacuation go smoothly. You
will also need a disaster plan and kit. Your


plan should include where you will evacuate
to, maps, transportation, contact information,
plans for pets, insurance whether you are a
home owner, renter, or live in government
quarters, and you will need to have all of your
important documents such as your driver's
license, ID card, Social Security card, birth/
marriage certificates, bank/credit informa-
tion, emergency phone numbers, etc.
-Your disaster Kit should also include, first
aid supplies, portable battery powered radio,
flashlights, batteries, candles, matches, ready
to eat meals, bottled water, fruits, vegetables,
etc.
-If you do not have a credit card, check card,
or debit card, utilizing a prepaid card from
your local bank can make traveling easier
so that you are not carrying large amounts
of cash. Remember that most places do not
except out of state checks and that an ATM is
not always available. Make a prepaid card part
of your disaster plan/kit.

aggressive and demanding
certification program Aug. 13-
16 to further their knowledge of
running a restaurant in a safe
and productive fashion. The
Food Safety and Management
Certification Symposium
offered Sailors the opportu-
nity to acquire three or more
highly recognized certifica-
tions, such as Certified Food
Manager, Master Certified
Food Executive, or Certified
Professional Food Manager.
"In our line of work it is
important knowledge;'," said
CS2(SSDV) Michael Halavin,
who coordinated with FSMCS
to make it available to Kings
Bay Sailors. "It deals with
important aspects such as cost
control, menu development,
food safety, in other words it's
a prerequisite for chef certifi-
cation."
Receiving continuing edu-
cation in a specific field was


the main concern, according
to Halavin. Being able to listen
to what the customers need
was one of the things taught.
However, the most important
focus of the symposium was
the safety of the food served.
"Anything above and
beyond your general a-school
is critical for advancement,
especially when it comes to
making chief," continued
Halavin. "Food safety aboard a
ship is one of the more impor-
tant aspects of supporting our
Navy mission. If people start
to get sick as a result of poorly
handled food, it will jeopar-
dize the health and possibly
the life of service members."
One of the aspects of the
program is that it is in line with
the 5-Vector Model, which has
been embraced by Navy lead-
ership. Each certification is
also approved for VA reim-
bursement.
These classes help Sailors
make chief," said Ed Manley,
president of the International
Food Service Executives
Association. "These certifica-
tions also help them find a
job in the civilian sector when


they get out of the Navy. I
constantly have people tell me
that our program energizes
them in their career field, and
we always see nothing but suc-
cess from folks who have gone
through it."

gram, giving me the competi-
tive edge for the civilian world
when I am ready to retire from
the Navy," said CSI(SS) Kevin
Bower.
"Although I am a culinary
specialist, I have spent the
majority of my Navy career as
an administrator. This certi-
fication process gave me an
extra knack for success in the
office environment as a lead-
er."

gible servicemembers up to $10,000 to become public
school teachers. Under the Spouse to Teachers Programs,

Base Housing Curfew/Quiet Hours
Quiet hours at NSB Kings Bay Housing and curfew times
for base residents under the age of 17 are as follows: week-
ends 11 p.m. to 6 a.m., Monday Friday 10 p.m. to 6 a.m.

Have You Completed Your PHA?
All active-duty personnel require a Preventive Health
Assessment annually. The assessment must be complete
within the past 12 months in order to participate in the
semi-annual command fitness assessment or the remedial
fitness program. A PHA consists of a one-on-one review of
your health record and health status with a Naval Branch
Health Clinic corpsman. This includes updating your
record for deployment. A PHA is not the same as a medi-
cal screening for the CFA, which must be done separately.
PHAs should be scheduled in the same month as your
birthday. Call Military Medicine at 573-8801 to schedule
a PHA.

Operational Security is the responsibility of all hands.
Controlling access to the base is one of the most important
roles of our security force as they provide a safe and secure
environment for all of us. Control of your issued base
access badge is a critical component of controlling base

it could be stolen.

Start Early: Yearly evalua-
tions should never be a sur-
prise. Most commands like to
receive input from their Sailors
nearly two months before
the due date. This means you
should have a solid evalua-
tion input ready for your supe-
rior by Sept. 15. I recommend
working on your evaluation
throughout the year. This way
you can immediately record
any major accomplishment
and the positive effect on your
unit.
Rank Your Self Highly: If
you have the opportunity to
rank your self, be sure to rank
yourself highly. A good rule
of thumb is to look at your
last evaluation and increase
two categories by one or two
points. This will not only show
improving progression, but
will keep the numbers with-
in your commanding officers
grading range.


Focus on Your Primary Job:
Selection boards want to pro-
mote those who are successful
where planted. It makes less
difference what type of job a
first class Sailor holds, rather
Sailors break out depending
on the success they had in that
job. Even if you had a seem-
ingly dull job, focus on how
you excelled past your piers
while doing the job.
Answer the "So What?"
Question: To prevent evalu-
ation write-ups from filling
with fluff, you must answer
how you positively affected
both your unit and the United
States Navy. After every bullet
on your evaluation, be sure to
comment on the result of the
action. Whether you saved the
Navy money, improved effi-
ciency, or increased safety, be


sure to comment on how the
action improved the Navy's
bottom line.
Write With a Focus on
Leadership: As one progresses
from E6 to a chief petty offi-
cer, one also progresses from
a worker to a leader. Boards
are less interested in seeing
how much you single hand-
edly accomplished, and more
interested in seeing what was
accomplished through your
leadership. Chiefs are lead-
ers, and selections boards are
charged with picking future
leaders.
Get Help: Starting early will
give plenty of time to utilize
your mentor's experience.
Additionally, there are online
web resources which can pro-
vide example bullets and addi-
tional guidance.

The hunting season is upon us and there
will soon be hunters in the woods.
Hunting aboard Kings Bay is necessary
to control the deer population, thus reducing
the number of deer involved in vehicle acci-
dents.
Kings Bay is an enclosed habitat and hunting
protects against exceeding available deer food
sources that promotes a healthy and productive
deer herd. Hunting season will be open from
Sept. 8 through Jan. 15, 2008. Authorized hunt-
ing days are weekends, holidays, and the week
between Christmas and New Years.
Hunting is authorized in virtually every
wooded area on base that does not have a
structure or building in it. Hunting areas are
marked with a sign containing a letter and
number ie; (B-1, G-2) designating the area as a
gun or bow area.
The hunting areas and rules are outlined
in detail in the Kings Bay Hunting Instruction
(SUBASEINST 11015.1Q). Hunting season in
no way restricts non-hunters from enjoying the
same areas that hunters do. The key is to be
aware that you may encounter hunters in the
woods.

colored clothing and stay on bike-paths and

requirement two years ago,"

ize that in light of the chal-
lenges Sailors face in today's
dynamic security environ-
ment, not everyone has the
same opportunity to pursue
an associate degree."

USO Cadillac Invitational
The Country of Club of Orange Park is pleased to announce
the inaugural USO Cadillac Invitational Oct. 15. This golf tour-
nament, presented by Nimnicht Cadillac, is a regional qualifier
for the Cadillac Invitational National tournament to be held in
mid-January at TPC Sawgrass.
The funds raised from this event will benefit the 117,000 mili-
tary men and women and their families in the Northeast Florida
and Southeast Georgia area. Some of the programs and services
offered by the USO include Operation Care Package, Operation
Phone Home, United Through Reading, Operation Mail Call,
Operation Enduring Care, Gifts from the Homefront, Mobile
USO program and more. All funds raised in the inaugural tour-
nament will benefit the North Florida/Southeast Georgia USO.

Woodbine Woman's Club
A conservation and arts project is currently underway in
Woodbine to establish the town as a bird sanctuary.
The Woodbine Woman's Club is partnering with the City of
Woodbine, Gateway Camden Industries, Camden County High
School Skills USA, and the Lion's Club to build and place blue-
bird nesting boxes establishing trails throughout neighborhoods
around the city and from Liza Rudolph Road north along the old
rail bed onto the River Walk.
The path from the city one mile south to Liza Rudolph Road is
significant historically as Woodbine's African-American school
children walked the rail track to the school house at Gethsemane
Church Association grounds. Currently in great need of stabili-
zation and rehabilitation, this school is still standing and could
be saved by citizens organizing to recover this historic building.

Kingsland Lions Club
The Kingsland Lions Club meets on the second and fourth

Naval Submarine League
The Naval Submarine League is an organization that allows
submarine advocates in all walks of life to demonstrate their
strong and continuous support of the goals and issues confront-
ing the United States Submarine Force.
The aim of the league is to represent the greater submarine
community of builders, designers, support people, operators,
and that portion of the public who give their support and
encouragement.
The local Chapter of the Naval Submarine League, the Atlantic
Southeast Chapter, supports the Dolphin Scholarship Fund, the
Camden County High School NJROTC program, and the annual
SubVets of WWII Memorial event every November.
The chapter normally meets quarterly, at the Clubs of Kings
Bay, Naval Submarine Base, Kings Bay.

Georgia Initiative for Community Housing
The Georgia Initiative for Community Housing Team, (GICH)
consists of city and the county representatives and individuals
from the community who are interested in providing affordable
housing in our community.
The team is currently working on a homeownership training
classes and potential projects for providing a range of housing
options for our community.
"Right now there is a big gap in housing from subsidized hous-
ing to what is currently available on the market and most people
don't qualify for the high prices of housing in our community
right now. We hope that by offering classes and working with


local builders and developers that we will be able to provide
housing in the $100,000 $160,000 range that will allow more
individuals in our community the opportunity of homeowner-
ship," said Pat Clink, local realtor and member of the GICH
Team. Anyone interested in learning more about the GICH

Boating Skills and Seamanship Course at the University of
Georgia Marine Extension building, 715 Bay St. in Brunswick.

p.m. The Coast Guard Auxiliary's Boating Skills and Seamanship
program is a comprehensive course designed for people 14 years
and older and provides up-to-date knowledge for handling boats
in all conditions. The course covers the basics of piloting, aids to
navigation, rules of the road, boat handling, weather, naviga-
tion electronics, radio use, and other topics related to safe and
enjoyable boating outings. Many insurance companies provide

FFSC WORKSHOPS


Classes on Site
The Fleetand FamilySupport
Center will now take its regular
workshops on the road if a unit
can furnish a conference room
or classroom and guarantee a
minimum of five participants.
Additionally, our personnel
will tailor presentations to
cover a unit's General Military
Training requirements when
those requirements deal with
human resources and social
issues. Our counselors can
also create a presentation in
response to a unit's area of
special concerns. Personnel
are available to participate
within areas of expertise in
the indoctrination of newly
assigned personnel and family
members of active duty per-
sonnel.

Anger Management
Anger is often a smoke
screen for other emotions and
not an effective method for
getting what you want. This
workshop is slated for Sept.
24 from 8:30 a.m. to noon.
This workshop can help you
focus on identifying the feel-
ings anger hides and explore
behaviors helpful in resolving
primary issues. Pre-registra-

Stress Management
Events, schedules, daily
pressure and many other items
can cause undo stress in your
life. Stress may or may not be
good for your health depend-
ing on how you manage that
stress. This workshop is slated

The Fleet & Family Support
Center Parenting course
is based on the Systematic
Training for Effective Parenting
curriculum that has proven

The Fleet & Family Support

for pre-marital counseling for

riage. The class is designed
to meet all clinical counseling

What About The Kids
Workshop
This workshop is designed
for parents whose children
have been or may currently be
exposed to domestic violence.
All children are affected by
domestic violence. Discussing

A home is one of the most

Command Financial
Specialist Training
A five-day training course
will be offered for prospec-
tive CFS's. All CFS must be


nominated by their command.

one year left before PRD from

21 from 8 a.m. to 4:30 p.m.

Art of Money Management
This 2.5-hour program is a
course on managing money.
Are creditors nipping at your
heels? Do you have trouble

using credit, Navy pay and

Transition Assistance
Program
TAP is a seminar for those
separating, retiring or con-
templating leaving the mili-
tary that provides informa-

a.m. to 4 p.m. scheduled for
Sept. 10-13 (Separation), Sept.

Base Wide Indoctrination
Base Wide Indoctrination,

nel, retiring and separating
