Fourteen Sailors and Marines
from the NSB Kings Bay Marine
Corps Security Force Company
(MCSFC) supported a neighbor in
need by helping break ground on
a Kingsland Habitat for Humanity
project Aug. 11.
The personnel cleared ground and
set the perimeters for the Habitat
home, which should be completed
in the next 12-14 weeks. The Sailors
and Marines braved the extreme
heat and gave up their off time on a
Saturday to help a Camden County
family who needs help. According to
Sgt. Brandon Watson, supporting the
community is just another one of the
Marine Corps jobs.
"Helping the community is what
Sailors and Marines do," he said.
"Everybody always wants to do their
part to help a neighbor. We are just
some average guys willing to come
out here and provide support dur-
ing any free time we have. Those
who were out here today showed the
character that Kings Bay Sailors and
Marines are known for."
Habitat for Humanity International
is a non-profit, worldwide organiza-
tion that works in partnership with
people everywhere to build decent,
affordable houses, which allow peo-
ple to live and grow in their commu-
nities. Habitat for Humanity chal-
lenges people of compassion to pro-
vide support through tax-deductible
donations, non-interestloans andvol-
unteer labor to build or renovate sim-
ple decent houses for those in need.

Commissary 's winning streak continues
Kings Bay store has more than $1 million in sales for 29th month in a row

record of 21 wins from Oct. 5, 2003-
Oct. 24, 2004 and the Los Angeles
Lakers 33 straight victories in 1972. At
NSB Kings Bay, another team is on a
winning streak, providing top-notch
service to Sailors and Marines.
The Defense Commissary Agency
(DECA) at NSB Kings Bay has had
a streak of more than a million dol-
lars in sales for 29 straight months.
According to Store Director Steven
Young, there are many factors that
keep the monthly streak alive.
"We try to bring in better promo-
tions and increase the club pack type
items in the store which have seemed
to be the main helper in keeping
the streak going;'," he said. "We are
about 114 percent above our club
pack sales from the previous month,
which is a great accomplishment for
such a small store."'
The main reason for the increase in
sales is the everyday low prices com-
pared to the local grocery stores.
"I am trying to get the best sav-
ings out there for the customer while
giving them high quality products
on a daily basis and I feel that the
commissary has been very successful
at that," said Young. "Overall in the

us with the other 261 commissaries
we fall in at 141. I feel this is a great
accomplishment and just shows our
improvement from last year."
Excellent customer service is the
key ingredient that the DECA team
strives for. It is a total team effort
to keep the customers coming back.
According to Young, he has taken a
look at the old cashier schedule and
has tried to tweak it as much as pos-
sible to accommodate customers.
"Previously, they tried to make a
balance of cashiers throughout the
day and what we found was our busi-
est time is during the afternoon shifts.
So I moved some morning cashiers to
the afternoon so that we can lessen
the lines in order to better serve the
customer," said Young.

Many consider safety to be
the most important aspect
of any job. To achieve the
optimal level of safety, all proce-
dures must be performed to assess
the risks and use Operational Risk
Management to defuse any poten-
tial hazard. Another key aspect is to
make sure everyone has the proper
medical clearance to do their jobs.
This is simple; schedule a medical
appointment to make sure you have
the clearance to do the job. For some
civilian employees at NSB Kings Bay,
refusing to adhere to the rules of
medical surveillance could eventu-
ally lead to an unsafe working envi-
ronment.
According to the U.S. Department
of Labor, medical surveillance is the
analysis of health information to look
for problems that may be occurring
in the workplace that require target-
ed prevention. At NSB Kings Bay, the
medical surveillance procedures are
a complete list of required physical

vidual is physically qualified for

New TA
regs set new
requirements

T he Tuition Assistance
Program is a key benefit
many Sailors use to contin-
ue their education. However, some
new regulations within the TA pro-
gram will make sure that only those
Sailors with the drive to succeed in
the Navy can continue to receive
these educational privileges.
With the newregulations in effect
as of June 25, some new require-
ments have been set and some old
ones will be more strictly enforced.
There are now six requirements
that must be met before a Sailor
can use Tuition Assistance.
The first requirement is that the
member must have passed his/her
most recent advancement exam.
The only exception for this is if
the command gives approval for
personnel who have been working
outside of their rate. The second
requirement is that the member
must have passed their most recent
physical readiness test or have a
medical waiver which states that
theywere exempt. Another require-
ment is that the member has to have
to been recommended for promo-
tion or advancement. Personnel
can not be awarded non-judicial
or courts-martial punishment and
a Sailor must not be under instruc-
tion in initial skills training or in
a duty under instruction training
status. The final requirement is
that Sailors must be highly encour-
aged to complete all warfare and
professional qualifications prior to
requesting TA.
"I think this helps the Navy by
letting them know that the people
that they are paying to go to col-
lege and take classes are actually
committed to the Navy," said Susan
Wheless, a staff member at Navy
College. "In the end, this is shown
by the servicemember doing the
things they need to do in order to
get promoted."

Hurricane Preparedness
The American Red Cross will conduct hurricane pre-
paredness training in the base theater today from 10 to 11
a.m. The session is free and open to all. For more informa-

Volunteers Needed for USO Golf Tournament
The Greater Jacksonville Area USO is hosting its inau-
gural USO Cadillac Invitational Golf Tournament Oct. 15
at the Country Club of Orange Park, Fla. This event is one
of more than 120 qualifying tournaments held across the
country. The winning foursome qualifies to compete in the
Cadillac Invitational scheduled for January at Sawgrass.
The USO is looking for 50 volunteers to support the
logistic needs of this event. The majority of the volunteers
will serve as escort scorers for the foursomes playing in the
event. Volunteers will be needed from 9:30 a.m. through 6
p.m. on the day of the event. Additionally, volunteers will
need to be available for a special training session the week
prior to the event. Volunteers will be provided with a free
tee-shirt and lunch. Individuals interested in volunteering

Naval Submarine League Meeting
The Atlantic Southeast Chapter of the Naval Submarine
League will hold its quarterly meeting Aug. 22 at 11:30 a.m.
to 12:30p.m. in the Kings Bay Room at the Clubs of Kings
Bay. The program for this meeting will include remarks
by the new Commanding Officer of Naval Submarine
Base Kings Bay Capt. Ward E. "Wes" Stevens. The Chapter
will also recognize a Kings Bay junior officer, selected by
Submarine Squadrons' 16/20, for performing above and
beyond their normal duties. Sandwiches and soda will be
available. Cost is $5. The meeting is open to everyone, mili-
tary and civilian, and buying lunch is not a requirement.

Khaki Ball Golf Tournament
The 2007 Khaki Ball Golf Tournament will be held Aug.
24 at the Trident Lakes Golf Club. The tournament, which

Volunteers Needed For USO Welcome Center
The USO Welcome Center Jacksonville International
Airport (JIA) is a wonderful facility providing a safe haven
to military members. Our scheduled hours are 9 a.m. to
midnight Monday through Thursday; and 9 a.m. Friday
through 9 p.m. Sunday, 365 days a year. Our goal is to
remain open 24/7, but we need your help.
Visitors to the Welcome Center are either departing the
area and need a place to "hang out" until their flight leaves,
or are arriving and need assistance traveling to their
duty station. Since opening on Veteran's Day 2004, we've
assisted more than 7,000 visitors annually and continue
to receive many expressions of gratitude. Due to the time
involved in training, operational procedures, and security
issues, we only accept volunteers who can make a weekly
commitment to a specific shift. Individuals must be able
to attend training before they can volunteer. Training is
generally held on Monday, Friday, or Saturday evenings
from 5 to 9 p.m. In order to volunteer, you must have
access to email and be able to check daily. For specific

Homefront in Focus is pleased to announce Navy
Homefront Talk, our new Internet talk radio initiative.
Beth Wiruth will host a weekly Internet talk radio show
for Navy spouses. "We'll talk all things Navy spouse;'," said
Wiruth, "from deployment and loneliness, TriCare and
LES's, to moving, childcare, Individual Augmentees, kids
and yes, even house-breaking that new puppy. I am look-
ing forward to talking with and hearing from Navy spouses
across the country." Navy Homefront Talk will air live each
Wednesday at 7 p.m. Eastern Time (4 p.m. Pacific). Calls

Commissary Holiday Hours
The NSB Kings Bay Commissary will close on the
Tuesday following Columbus Day, Christmas, New Year's
Day, Martin Luther King Day, President's Day, Memorial
Day and Labor Day. The commissary will also close on
Thanksgiving and the Fourth of July, but will remain open
on Veterans Day.

Connecting with the civilian world

During the Vietnam War
four percent of the
population served in
the Armed Forces. In WWII, 12
percent served in the military
and during the Civil War 11
percent served in the conflict.
Today, less than one percent
of the total population serves
in the military. And that num-
ber includes National Guard
and Reservists as well as active
duty service personnel.
What does that mean for us
as spouses? It means we are a
minority. It means that unlike
Vietnam and WWI and WWII,
where nearly every commu-
nity was affected by the war
and everyone 'knew someone'
who served, most of the popu-
lation has no direct contact
with a servicemember or the
family of a servicemember.
Karen W., wife of an Army
specialist, decided to move
back to her Midwest home-
town to be near family dur-
ing her husband's 18-month
deployment. After four
months, she returned to Fort
Campbell, Ky. citing she felt
isolated and often ignored by
civilians around her. She noted
that when she first returned
home she was greeted with
warmth and compassion but
that dried up within weeks.
"No one asked about Jim any-
more. No one wanted to know
how he was doing. It seemed
they were tired of dealing with
'my deployment' I felt like an
inconvenience to my friends."'
Monique, a Navy wife, also
chose to return to her Arkansas
hometown during her hus-
band's deployment. She was
pregnant with their first child
and wanted to be near fam-
ily for her delivery. Monique,
like Karen, initially received
compassionate support from
family and friends. But she
learned within weeks that the
war was a military effort not
a civilian issue. Then news
came that her husband's ship
was to be extended. She called
a girlfriend to share the sad
news. "My friend said, 'I can't
understand why you are so
upset. Aren't you used to this
by now?" Monique packed up
her newborn and returned to
their base where she would be
around people who "at least
had a clue."
I recently had a conversa-
tion with a friend who is work-
ing on a pilot study to bring
civilian services to the base for
military families. She called
to talk about this study and
asked me a few questions. In
the course of our conversa-
tion it was revealed that she
thought all members of the
military were issues weapons
(pistols, M- 16's, whatever) and
that these weapons were car-
ried on their person all the
time, even taken home with
them. This is not an uncom-
mon misconception.
I sat in on a domestic vio-
lence brief from a woman
who was addressing a military
audience. During the course
of her comments, it came out
that she thought the military
was more prone to domestic
violence because of the 'ready
access' to weapons in the
home.
So, how do we connect with
the civilian world? Should we?
If so, why? The 'why' is per-
haps easier to answer. I believe
it is important for our society
to be informed and exposed
to the true cost of freedom.
Even if we were not in this
current conflict our security
as a nation is dependent upon
a strong national defense and
that means a strong military.
That very strength, perceived
and appreciated by our ene-
mies, is what contributes to
our safety and security. So,
yes, our civilian counterparts
are better served when they
truly appreciate the profes-
sionalism and capabilities of
our troops, the sacrifice of our
troops and the sacrifice of the
families, standing strong, but
left behind.
How do we achieve that?
How do we connect with a
civilian population? I do not
have the answer, but I want
to pass along the ideas of oth-
ers. Melissa, a naval reserve
spouse, sends out a monthly
letter to her family and friends
to give an update on her, her
family, her servicemember
and a blog on life in the mili-
tary.

Force sends out a monthly
newsletter to his family and
friends to ask them for their
prayers for him, his family and
those with whom he serves.
Nakita, a Navy wife, publish-
es a two-page newsletter that
she sends to churches across
the country to solicit prayers
and practical support for her
fellow spouses and Sailors.
Nicole sends a "hero list" to
her friends honoring spouses
and service members daily
serving as heroes. And many
more military families have
begun public blogs to try to
raise awareness of military
families. We may not always
be understood by the popula-
tion who lives unaware of mili-
tary service but we can help
them to understand the role
we play, and the cost involved,
in serving our country as mili-
tary families.

lished, it is time to make
entertainment and theatre-
going plans. There are several
of what promise to be excel-
lent opportunities for you to
enjoy local and regional talent
in a nice selection of theatrical
genres.
September will be a busy
month for those who enjoy
musical theatre. On Sept. 21
and 22, at the Camden County
High School Auditorium, you
have the opportunity to see
a reprisal and restaging of
Crooked Rivers' spring pro-
duction, "Fightin; Faith, and
Family." The play, an in-depth
look at our coastal region's
historical roots, including
the influence of war, slavery,
and religion on our historical
antecedents, features original
music by local composer Jim
Bryant and stage performanc-
es by local residents. Guiding
you through the scenes will be
the three "sisters" of Camden
County, Mary, Kingsley and
Woodenia, representing the
three cities of our communi-
ty. Their friendly rivalry and
heartfelt remembrances will

Theatre Conference in October
and again at the region One

atre audiences is in November,

School Drama Department
presents "Inherit the Wind,"
a sweeping American drama
about a great clash of ideas.

and Sunday (Nov. 4) at 2 p.m.

actors Christopher Plummer
and Brian Dennehy, centers
on two men with gigantic egos
and conflicting purposes, who
do court room battle in the
nexus of a small town's strug-
gles to come to terms with the
impact of science on their reli-
gious beliefs.
This play, originally writ-
ten to capture the drama sur-
rounding a 1925 court case in
Dayton, Tenn, highlights the
speeches and characters of two
of the original representatives
in the case, William Jennings
Bryan (for the prosecution)
and Clarence Darrow (for the
defense). "Inherit the Wind"
has been produced widely as a
play and as a movie, including
an annual interpretation per-
formed by residents of Dayton,
Tenn in the same courtroom
as the original case.

Senate confirms Mullen, Cartwright for top positions
Special release from the Department of
Defense
The Senate confirmed Adm. Michael G.
Mullen and Marine Corps Gen. James E.
"Hoss" Cartwright as chairman and vice
chairman of the Joint Chiefs of Staff, respec-
tively, Aug. 3.
Mullen will assume the top U.S. military
post, held by Marine Gen. Peter Pace since
September 2005. Pace is slated to retire Oct. 1.
Cartwright assumes the No. 2 military post
held by Navy Adm. Edmund P. Giambastiani,
who retired July 27. Cartwright is on the job
now, with his formal swearing-in expected later
this month.
Mullen currently serves as the Chief of Naval
Operations, and Cartwrighthasbeen command-
er of U.S. Strategic Command (STRATCOM).
In nominating them to the top two military
posts June 28, President George W. Bush called
them "experienced military officers who are
highly qualified for these important positions.":'
The president noted that Mullen's and
Cartwright's nominations come at a critical
time for the United States.
"America is at war, and we are at war with
brutal enemies who have attacked our nation
and who would pursue nuclear weapons and
would use their control of oil as economic
blackmail and intend to launch new attacks on
our country," he said. "At such times, one of the
most important decisions a president makes is
the appointment of the chairman of the Joint
Chiefs of Staff."
As the country's highest-ranking military
officer, the chairman serves as the principal
military adviser to the president, the defense
secretary, the National Security Council and
the Homeland Security Council, Bush noted.
He also is responsible for ensuring the readi-
ness of U.S. military forces.
At STRATCOM, Cartwright has been respon-
sible for America's nuclear arsenal; missile
defenses; space operations; information oper-
ations; global command and control; intel-
ligence, surveillance and reconnaissance; and
efforts to combat weapons of mass destruction,
Bush said.
He has met these responsibilities "with honor,
skill and integrity'," the president said, noting
that he will apply these same principles in his
position as vice chairman of the Joint Chiefs.
During their confirmation hearing before
the Senate Armed Services Committee July 31,
Mullen and Cartwright pledged to do their best
to represent the men and women of the U.S.
military.
Mullen told the senators he would repre-
sent the nation's soldiers, Sailors, airmen and
Marines and their families "with the full mea-
sure" of his "effort, to listen, to learn, and to
lead."
As chairman, Mullen will spend much of his
time focusing on U.S. military operations in
Iraq. He told the senate committee he plans
to visit the U.S. Central Command area soon
to help him understand the conditions on the
ground.
Mullen said he also faces the challenge of
resetting, reconstituting and revitalizing U.S.
forces, particularly the ground forces. The
U.S. military remains the strongest military on
Earth, he told the Senate committee, but it is
not unbreakable.
"Force reset in all its forms cannot wait until
the war in Iraq is over," he said.
The admiral said he also sees the need to
balance strategic risks of the future to relieve
demands on the force.

ern rock and commu-
nity-police interaction
were the main attractions for
residents during the annual
National Night Out (NNO)
Aug. 7. This marked Camden
County's second year of par-
ticipation in the event held in
downtown St. Marys.
The 24th Annual National
Night Out is sponsored by the
National Association of Town
Watch (NATW) involved citi-
zens, law enforcement agen-
cies, civic groups, businesses,
neighborhood organizations
and local officials from more
than 10,000 communities from
all 50 states, U.S. territories,
Canadian cities and military
bases worldwide.
According to the campaigns
Web site, more than 34 mil-
lion people participated in
the National Night Out 2006.
"We want to give our commu-
nity the opportunity to come
togetherwith law enforcement,
firefighters and paramedics
in order to teach parents and
their kids about child safety,
fire and electrical safety and
alcohol and drug awareness
within our neighborhoods,"
said St. Marys Police Officer
Meredith Mastin, this year's
local NNO organizer.
"Our main focus, besides

a national program to height-
en the fight against crime. By
tradition, NNO has been set to
take place on the first Tuesday
of every August. "I have two
girls whose safety I worry
about every day," said Navy
spouse and St. Marys resident
Angie Churchill. "Even though
today is a little hot, my daugh-
ters are enjoying themselves
very much. I think that this
program is very helpful, espe-
cially when there are so many
negative influences out there,
because National Night Out
gives our children essential
knowledge and lets them have
a lot of fun in the process."
The event featured the
U.S. Coast Guard Auxiliary
teaching kids about boating
safety, Georgia Power with a
model of a residential block
with hazardous power lines,
the St. Marys Fire Department
with their fire truck and smoke
house teaching about what to
do during a house fire, and the
St. Marys Police Department
with a delayed response golf
cart and vision augmenting
goggles to demonstrate what
happens when people drive
under the influence of drugs
or alcohol.
"Thanks to food donations
from our local restaurants and
the active participation of our
civil service personnel and
local communities, we were
able to make this a success-
ful event without having to
use significant funding," said
Mastin. "I believe that this
event is a very important effec-
tive tool in bridging the gap
between our law enforcement
and our residents, both child
and adult'."

day was one
of the hottest
days of the
summer, little

No children's event is complete without a blow-up bouncy, which gives children a safe environment to get
rid of excess energy and allow their parents to have few minutes of peace.
Georgia Power representatives joined law enforcement and firefighters in stress-
ing the importance of fire safety. To use as a visual aid, a model of a residential
block with live electrical lines and miniature homes demonstrated how house fires
often start during windy weather.

Don't underestimate the importance of evaluations

requirements on
first class petty offi-
cers during the upcoming fall
season, do not forget one of
the most important profes-
sional requirements, E6 evalu-
ations. These evaluations are
due annually and required to
be submitted by your com-
manding officer to the Bureau
of Naval Personnel (BUPERS)
by Nov. 15.
With the next promotion
to chief, E6 evaluations are
considered by many to be the
most important evaluations in
a Sailor's career. Therefore it
is critical that the evaluation
input your provide be of the
highest quality and focus on
actions which will be impor-
tant to the board. The follow-
ing are six recommendations
when preparing to submit
annual evaluation inputs.

N hurricane season 2007,
it's not just a good time to
review or make family hurri-
cane plans -it's vital that ALL
CNRSE PERSONNEL ensure
they are registered in the Navy
Family Accountability and
Assessment System (NFAAS)
after a disaster.
Case workers will not be
able to assist unregistered per-
sonnel. This means that if you
are not registered, you will not
be able to receive ANY aid in
the wake of a disaster.
The good news is that
NFAAS is simple to register
in and even simpler to use.
First time users should go to
http://www.cnrse.navy.mil/
Hurricanes/nfaas.htm, where
detailed directions (including
screen shots) will explain the
enrollment process.
Then simply access the Web
site: https: //navyfamily.navy.
mil/!
The Navy developed NFAAS,
in an effort to account for and
support all members of the
Navy family. After the hur-
ricanes of 2005, the Navy
needed one system to be
used Navy-wide to track and
monitor personnel in the Navy
Family who were affected by
a disaster. This is NFAAS, a
web-based application where-
in Navy personnel can docu-
ment their needs in the after-
math of a major incident. Case
workers can then manage and
track individuals' progress to
recovery
"Get out ahead of the
Hurricane Season," said
Kandi Debus, SE Regional
Coordinator Crisis Response.
"Register in NFAAS, ensure
you are updated in DEERS
-and have a disaster plan!"
For personnel who have yet
to draft their personal disas-
ter plan, NFAAS also hosts
resources to enable personal
planning for the upcoming
hurricane season.
The Reference Library sec-
tion has phone numbers for
relief agencies such as the
American Red Cross, links to
FEMA and CNIC's hurricane
pages, and FAQs on various
entitlements for displaced
personnel.
Bottom line: if you are not
registered in NFAAS, a case
manager cannot help you in
the case of a disaster. So help
NFAAS help you and register
following the disaster!

Start Early: Yearly evalua-
tions should never be a sur-
prise. Most commands like to
receive input from their Sailors
nearly two months before
the due date. This means you
should have a solid evalua-
tion input ready for your supe-
rior by Sept. 15. I recommend
working on your evaluation
throughout the year. This way
you can immediately record
any major accomplishment
and the positive effect on your
unit.
Rank Your Self Highly: If
you have the opportunity to
rank your self, be sure to rank
yourself highly. A good rule
of thumb is to look at your
last evaluation and increase
two categories by one or two
points. This will not only show
improving progression, but
will keep the numbers with-
in your commanding officers
grading range.
Focus on Your Primary Job:
Selection boards want to pro-
mote those who are successful
where planted. It makes less
difference what type of job a
first class Sailor holds, rather
Sailors break out depending
on the success they had in that
job. Even if you had a seem-
ingly dull job, focus on how
you excelled past your piers
while doing the job.
Answer the "So What?"
Question: To prevent evalu-
ation write-ups from filling
with fluff, you must answer
how you positively affected
both your unit and the United

Lean Six Sigma (LSS) is a
priority for not just lead-
ership, but everyone on
the Navy Region Southeast
team, because everyone ben-
efits from the improvements
LSS can make. Rear Adm.

into a new world of improved

ed associate degree, Chief of
Naval Operations Adm. Mike
Mullen has rescinded the
aJ requirement for chief petty
officers to have their asso-
ciates degree to be eligible
for advancement to senior
chief.
"Times have changed
since we developed the
requirement two years ago,"
said Mullen. "We still view
- education as exception-
ally valuable for our senior
enlisted force. But we real-
ize that in light of the chal-
lenges Sailors face in today's
dynamic security environ-
ment, not everyone has the
same opportunity to pursue
an associate degree."
Nearly nine months of
analysis resulted in a set of
statistics CNO and the mas-
ter chief petty officer of the
Navy determined too detri-
mental to the career oppor-
tunities of a significant num-
ber of chief petty officers. If
the policy were to remain in
effect, fully 35 percent of the
chiefs eligible for advance-
ment in fiscal year 2011
would be at extreme risk
of not meeting the require-
ment.
"That 35 percent repre-
sented our most sea-inten-
sive and GWOT ratings," said

were a big part of that satisfac-

"It is amazing the support
the military has made to help
others in the community;'," she
said. "When a family owns
a home they have a sense of
pride in their lives, they are a
proud part of the community."
Pheon Walker, who works
at a St. Marys nursing home,
is the recipient of the house
being constructed. Walker
had her world turned upside
down four years ago when
her daughter Joy Boulware
died and she became the legal
guardian of her four grand-
children.
As her grandchildren grew
older, her modest three-bed-
room house (which, she and
her two sons lived in) could no
longer accommodate seven
occupants. The house in the
plans will be a five bedroom
home which according to
Walker will allow everyone to
have a little space to call their
own.
"It was okay when the chil-
dren were little, but now they
need a space that allows them
to do their own thing," she said.
"Providing a proper home for
the kids was the main thing I
worried about. Without the
tremendous support from the
community and Habitat for
Humanity, I would not have
been able to make this hap-
pen. I am grateful for all they
have done.'

MEDICAL: Health is an important safety issue

the position they hold. According to NSB Safety Specialist Dean Merrill, the problem is some
personnel don't take into account that some jobs require physical qualifications rather than just
knowledge of how to perform it.
"Some people don't realize that qualifying for some jobs, also involves being physically quali-
fied," he said. "Some personnel are disregarding their scheduled physical, because they have
other pressing issues or in certain cases they just don't care."
When new personnel are doing their check in sheet, safety enrolls them into the Enterprise
Safety Applications Management System (ESAMS) and is assigned their duties and tasks to
determine if a medical physical is needed for the job. Each individual that requires medical
surveillance is given a checklist with required physical noted. The individual's supervisor
is responsible for scheduling the medical appointment with occupational health on base.
According to Occupational Health Registered Nurse Terri Daigle, personnel missing their medi-
cal appointments need to be held accountable, to ensure people are able to perform their jobs
safely.
"These physical give us a baseline where we are starting from;'," she said. "With this informa-
tion we can follow them to see if there are any health changes that need attention."
One of the major problems with scheduling appointments is the limited number of appoint-
ments available. The billet for the occupational physician was eliminated and no physical
were performed for a short while. A reservist doctor from NAS Jacksonville is now temporally
assigned to Kings Bay Monday through Wednesday until a new doctor can be assigned full time.
According to Merrill, with the limited amount of appointments available, missing one could
potentially put a safe work environment in jeopardy.
"Some people don't think about health issues as important to the overall scheme of things,"
he said. "It is extremely important to be fully qualified to do your job. We can put out a letter
saying you are not fully qualified to do your job, which could lead to losing your job. That is not
worth the risk of failing to keep an appointment."

Troops To Teachers
The Georgia Troops to Teachers Program provides eli-
gible servicemembers up to $10,000 to become public
school teachers. Under the Spouse to Teachers Programs,
eligible military spouses maybe reimbursed for the cost of
state required certification tests up to a total of $600.
New Photo Requirement For Officer Records
All officers are now required to have a full-length color
photograph in their official military file, according to
NAVADMIN 103/07 distributed to the fleet April 24.
Officers who do not have a photograph on the electronic
military personnel records system in their current grade
must submit a photograph before Sept. 30. The preferred
uniform will be service khaki without a cover. When service
khaki is unavailable, any regulation uniform is acceptable.
The public affairs center detachment located at NS
Mayport, Fla. is the tri-base source for all official photo-
graphs. It is recommended officers needing a full-length
photo for selection board purposes prior to Sept. 30
call (904) 270-7762 and set up an appointment with the
detachment.
When official facilities are not available, officers are
authorized to use commercial sources. If commercial
sources are unavailable, officer may submit any color pho-
tograph that complies with the requirements outlined in
MILPERSMAN 1070-180.
Base Housing Curfew/Quiet Hours
Quiet hours at NSB Kings Bay Housing and curfew times
for base residents under the age of 17 are as follows: week-
ends 11 p.m. to 6 a.m., Monday Friday 10 p.m. to 6 a.m.

Have You Completed Your PHA?
All active-duty personnel require a Preventive Health
Assessment annually. The assessment must be complete
within the past 12 months in order to participate in the
semi-annual command fitness assessment or the remedial
fitness program.
A PHA consists of a one-on-one review of your health
record and health status with a Naval Branch Health Clinic
corpsman. This includes updating your record for deploy-
ment. A PHA is not the same as a medical screening for
the CFA, which must be done separately. PHAs should
be scheduled in the same month as your birthday. Call
Military Medicine at 573-8801 to schedule a PHA.

Rhode Island Sailors run in Tour De Pain

our members of the USS Rhode Island Gold Crew participated in the Tour De Pain on
Aug. 3-4. The Tour De Pain, held in Jacksonville, is an annual race series designed to test
a runner's ability to run three different races in a 24-hour period.
The series began with a four-mile beach run at 7:30 p.m. on Aug. 3. Twelve hours later, run-
ners competed in a 5K on Baymeadows Drive. The series culminated with a "Mile Sizzler" at
4:30 p.m. in downtown Jacksonville.
"As a former command fitness leader, I was glad to see members of the Rhode Island family
out pushing themselves physically. Events like the Tour De Pain provide a great way to exercise
and have fun at the same time," said Senior Chief Doug Simpson, Rhode Island's Engineering
Department master chief.
After the last race, medals were given to runners that finished all three races. Later that eve-
ning participants were able to relax at the nearby Jacksonville Landing, where they enjoyed a live
band, free food, beer, and other refreshments.
"I love events like this," said Lt. Ben Brumm, Rhode Island's damage control assistant.
He continued "It's not so much a competition with the other runners; it's more about doing
your best and improving yourself. The people out here have a great attitude and firmly believe
in the same principles that we have embraced in our "Culture of Fitness."

USO Cadillac Invitational
The Country of Club of Orange Park is pleased to announce
the inaugural USO Cadillac Invitational Oct. 15. This golf tour-
nament, presented by Nimnicht Cadillac, is a regional qualifier
for the Cadillac Invitational National tournament to be held in
mid-January at TPC Sawgrass.
The funds raised from this event will benefit the 117,000 mili-
tary men and women and their families in the Northeast Florida
and Southeast Georgia area. Some of the programs and services
offered by the USO include Operation Care Package, Operation
Phone Home, United Through Reading, Operation Mail Call,
Operation Enduring Care, Gifts from the Homefront, Mobile
USO program and more. All funds raised in the inaugural tour-
nament will benefit the North Florida/Southeast Georgia USO.
Woodbine Woman's Club
A conservation and arts project is currently underway in
Woodbine to establish the town as a bird sanctuary.
The Woodbine Woman's Club is partnering with the City of
Woodbine, Gateway Camden Industries, Camden County High
School Skills USA, and the Lion's Club to build and place blue-
bird nesting boxes establishing trails throughout neighborhoods
around the city and from Liza Rudolph Road north along the old
rail bed onto the River Walk.
The path from the city one mile south to Liza Rudolph Road is
significant historically as Woodbine's African-American school
children walked the rail track to the school house at Gethsemane
Church Association grounds. Currently in great need of stabili-
zation and rehabilitation, this school is still standing and could
be saved by citizens organizing to recover this historic building.

Kingsland Lions Club
The Kingsland Lions Club meets on the second and fourth
Tuesday of the month at 7 p.m. at 112 West Williams Street
across from the Municipal Building in downtown Kingsland.
The Lions Club is a group of men and women who iden-
tify needs within the community and work together to fulfill

Naval Submarine League
The Naval Submarine League is an organization that allows
submarine advocates in all walks of life to demonstrate their
strong and continuous support of the goals and issues confront-
ing the United States Submarine Force.
The aim of the league is to represent the greater submarine
community of builders, designers, support people, operators,
and that portion of the public who give their support and
encouragement.
The local Chapter of the Naval Submarine League, the Atlantic
Southeast Chapter, supports the Dolphin Scholarship Fund, the
Camden County High School NJROTC program, and the annual
SubVets of WWII Memorial event every November.
The chapter normally meets quarterly, at the Clubs of Kings
Bay, Naval Submarine Base, Kings Bay.
Georgia Initiative for Community Housing
The Georgia Initiative for Community Housing Team, (GICH)
consists of city and the county representatives and individuals
from the community who are interested in providing affordable
housing in our community.
The team is currently working on a homeownership training
classes and potential projects for providing a range of housing
options for our community.
"Right now there is a big gap in housing from subsidized hous-
ing to what is currently available on the market and most people
don't qualify for the high prices of housing in our community
right now. We hope that by offering classes and working with
local builders and developers that we will be able to provide
housing in the $100,000 $160,000 range that will allow more
individuals in our community the opportunity of homeowner-
ship," said Pat Clink, local realtor and member of the GICH
Team. Anyone interested in learning more about the GICH
Team can attend their monthly meeting the last Tuesday of
each month at noon at Borrell Creek, or contact Darren Harper,
Chairperson at 729-5613.

Coast Guard Auxiliary
The Coast Guard Auxiliary is now conducting a 13-session
Boating Skills and Seamanship Course at the University of
Georgia Marine Extension building, 715 Bay St. in Brunswick.
Classes take place Tuesday and Thursday evenings from 7 to 9
p.m. The Coast Guard Auxiliary's Boating Skills and Seamanship
program is a comprehensive course designed for people 14 years
and older and provides up-to-date knowledge for handling boats
in all conditions. The course covers the basics of piloting, aids to
navigation, rules of the road, boat handling, weather, naviga-
tion electronics, radio use, and other topics related to safe and
enjoyable boating outings. Many insurance companies provide
discounts to graduates of the course.
Individuals are required to pre-register. Space is limited. The
enrollment fee for the class is $65. Textbook materials will be

The Fleet and Family Support
Center will now take its regular
workshops on the road if a unit
can furnish a conference room
or classroom and guarantee a
minimum of five participants.
Additionally, our personnel
will tailor presentations to
cover a unit's General Military
Training requirements when
those requirements deal with
human resources and social
issues. Our counselors can
also create a presentation in
response to a unit's area of
special concerns. Personnel
are available to participate
within areas of expertise in
the indoctrination of newly
assigned personnel and family
members of active duty per-
sonnel.
Anger Management
Anger is often a smoke
screen for other emotions and
not an effective method for
getting what you want. This
workshop is slated for Sept.
24 from 8:30 a.m. to noon.
This workshop can help you
focus on identifying the feel-
ings anger hides and explore
behaviors helpful in resolving
primary issues. Pre-registra-

Stress Management
Events, schedules, daily

Specialist Training

Program
TAP is a seminar for those
separating, retiring or con-
