Navy announces big changes for TA

To ensure the best Sailors
continue to have access
to tuition assistance
funding, the Navy has imple-
mented management controls
for the Tuition Assistance (TA)
program and Navy College
Program for Afloat College
Education (NCPACE).
NAVADMIN 161/07, released
June 25, stated the new con-
trols will focus on three areas:
Sailor readiness, career devel-
opment and program/fiscal
efficiencies.

"It's an honor. I hadn't
realized that we could have
something this special done,"'
Fuentes said.
In 1923, the Navy went to
Sailors," said Commander
Naval Education and Training
Command Rear Adm. Gary
Jones. "We must reward those
deserving Sailors by enacting
policies that take into account
performance and career devel-
opment."
According to Ann Hunter,

head for Naval Education and
Training Command (NETC),

vidual's successful education
plan.
"Historically, Sailors'
chances for success have
improved when education
is introduced at appropriate
times within a career," Hunter
explained. "Experience tells
us that Sailors' first assign-
ments following initial train-
ing are extremely challenging.

ed. Theodore Roosevelt, Jr.,

A qualified submariner
has completed a qualification
card, passed a test and passed
a board.
"The process is not easy and
it is slow going," Carter said.
During each of these tasks
the Sailor must show a work-
ing knowledge of damage
control, navigation, propul-
sion, combat, electronic and
auxiliary systems. The quali-
fication board is made up of
senior Sailors who are consid-
ered experts on their systems.

courses. Commanding officers
are asked to look closely at all
TA applications for the proper
career timing."
The following management
controls are effective imme-
diately and focus on meeting
professional development
requirements as a prerequisite
to TA/NCPACE approval:
A.Advancement-eligi-
ble Sailors must have taken
and passed the most recent
advancement exam. Sailors
who are serving out of their
rating, and have not passed
their advancement exam are
eligible for TA and NCPACE
with approval from their com-
manding officer or officer in
charge.
B. Sailors must pass the most
recent physical readiness test,
or be medically waived from
the test.
C. Sailors must not be under
instruction in initial skills or
in a duty under instruction
(DUINS) training status.
D. Sailors who have been
awarded any non-judicial or
courts-martial punishment
in the previous six months
shall not be authorized TA or
NCPACE courses.
E. Sailors must be recom-
mended for promotion or
advancement.
Enlisted personnel with
less than 20 years in service
are now required to have at
least one year remaining on
their current enlistment prior
to using TA or enrolling in
NCPACE courses. The current
statutory service obligations
for officers using TA or taking
NCPACE courses remains in
effect.
"The cap for TA authoriza-
tions remains at 16 semester
hours per fiscal year, but an
approved academic/edu-
cation plan is required after
the fifth course;'," Hunter said.
"Only courses required by
the academic/education plan
are authorized for TA and
NCPACE, and TA will no lon-
ger be authorized for addi-
tional degrees at the same or
lower education level. Lower
division or prerequisite cours-
es may be authorized if the
courses are part of the degree
program and are listed on the

Every man and woman
serving our Navy today
joins me in mourning
the death of retired Rear Adm.
Eugene Fluckey, recipient of
the Medal of Honor and a true
naval hero. We extend hum-
bly to his family our thoughts,
prayers and deepest sympa-
thies in this, their time of great
grief and sorrow.
Fluckey passed away on
June 29. He was one of the
most daring and successful
submarine skippers of World
War II -- he was credited with
sinking 29.3 enemy ships total-
ing more than 146,000 tons
-- Eugene Fluckey helped lead
and inspire our Navy to vic-
tory. He inspires us still today.
We will miss him sorely.
In addition to the Medal of
Honor, they pinned upon his
chest four Navy Crosses, the
Distinguished Service Medal,
the Legion of Merit and a host
of other unit and campaign
awards. He was known for his
audacity and courage, on more
than one occasion running his
boat in close to shore to attack
enemy shipping and bases.
He even helped pioneer the
idea of submarine support
to special operations. In the
summer of 1945, he launched
a group of his own comman-
dos ashore to set demolition
charges on a coastal railway
line, destroying a 16-car train.
It was the sole landing by U.S.
military forces on the Japanese
Home Islands during the war.
Fluckey was also a loyal and
devoted leader, for whom his
people had the greatest respect
and in whom they entrusted
their lives and their honor. He
knew all too well how much
they depended on his steady
hand, and how much he, in
turn, depended on them.
In his final war patrol report
as commanding officer of
USS Barb, he had this to say
about his crew: "What wordy
praise can one give such men

Sailors already pursu-
ing a degree at the same or
lower level may continue tak-
ing courses provided their
approved education plan is
dated December 2005 or ear-
lier.
In addition, TAwill no longer
be authorized for continuing
education units (CEUs). Sailors
may use their Montgomery GI
Bill or other resources to fund
CEUs.
Sailors who are currently
enrolled in TA and/or NCPACE
courses but do not meet the
conditions listed above will be
allowed to complete their cur-
rent courses but will not be
authorized funding for addi-

ahead with plans to
develop, construct, manage
and maintain family housing
for the next 50 years, making
Submarine Base Kings Bay the
place to call home by provid-
ing service members and their
families attractive, adequately
sized, well-maintained and
landscaped homes.
The next step in making the
vision a reality is with current
residents signing leases. This
will authorize a resident to live
in a specific privatized military
home. The lease has been
specifically written for military
families, taking into consid-
eration the many nuances of
military life. GMH will explain
the lease as well as address
other issues and concerns
with residents during a town-
hall meeting July 25 at 6 p.m. at
the Submarine Base Chapel.
"We know that changes are
worrisome and stressful, espe-
cially when they involve the
home. We want the residents
to feel comfortable with the
plans for their new commu-
nity. We encourage them to
attend the meeting, ask ques-
tions and gain an understand-
ing of all the great plans in
store for them" said Paula
Cook, GMH Military Housing
regional community manager,
adding
"We want to help alleviate
any anxiety felt from the very
beginning."
GMH Military Housing is not
a newcomer to the privatized
military housing industry.
They provide similar ser-
vices for eight bases in the

New Photo Requirement for Officer Records
All officers are now required to have a full-length color
photograph in their official military file, according to
NAVADMIN 103/07 distributed to the fleet April 24.
Officers who do not have a photograph on the electronic
military personnel records system in their current grade
must submit a photograph before Sept. 30. The preferred
uniform will be service khaki without a cover. When service
khaki is unavailable, any regulation uniform is acceptable.
The public affairs center detachment located at NS
Mayport, Fla. is the tri-base source for all official photo-
graphs. It is recommended officers needing a full-length
photo for selection board purposes prior to Sept. 30
call (904) 270-7762 and set up an appointment with the
detachment.
When official facilities are not available, officers are
authorized to use commercial sources. If commercial
sources are unavailable, officer may submit any color pho-
tograph that complies with the requirements outlined in
MILPERSMAN 1070-180.
Volunteers Needed for USO Welcome Center
The USO Welcome Center Jacksonville International
Airport (JIA) is a wonderful facility providing a safe haven
to military members. Our scheduled hours are 9 a.m. to
midnight Monday through Thursday; and 9 a.m. Friday
through 9 p.m. Sunday, 365 days a year. Our goal is to
remain open 24/7, but we need your help.
Visitors to the Welcome Center are either departing the
area and need a place to "hang out" until their flight leaves,
or are arriving and need assistance traveling to their duty
station.
Since opening on Veteran's Day 2004, we've assisted
more than 7,000 visitors annually and continue to receive
many expressions of gratitude. Due to the time involved in
training, operational procedures, and security issues, we
only accept volunteers who can make a weekly commit-
ment to a specific shift.
Individuals must be able to attend training before they
can volunteer. Training is generally held on Monday,
Friday, or Saturday evenings from 5 to 9 pm. In order to
volunteer, you must have access to email and be able to
check daily.

Commissary Holiday Hours
The NSB Kings Bay Commissary will close on the
Tuesday following Columbus Day, Christmas, New Year's
Day, Martin Luther King Day, President's Day, Memorial
Day and Labor Day. The commissary will also close on
Thanksgiving and the Fourth of July, but will remain open
on Veterans Day.

Keep living...stay vigilant

The events unfolding in
the United Kingdom
once again remind
us that we live in a different
world. There are those who
are opposed to our way of life,
our freedoms, and our nation.
So how do we respond to this
recent threat and potential for
similar on our own shores?
The new British Home
Secretary, Jacqui Smith, may
have said it best, "Terrorists
attack the values that are
shared by all law-abiding
citizens. As a government, as
communities, as individuals
we need to ensure that the
message of terrorists is reject-
ed...The fact that people have
been prepared to go about
their lives as normally as pos-
sible this weekend sends the
strongest message to those
who wish to destroy our way
of life and our freedoms that
we will not be intimidated by
terror."
For military spouses the
message is the same. Go about
your life! Go on vacation, hit
the mall, go to the theatre and
catch some rays at the beach.
Take the train, hop a plane,
enjoy the ferry. Continue to
live your life on your terms.
Keep living!
At the same time stay vigi-
lant. Keep your eyes open for
things that are 'out of place'
Be observant, not suspicious,
of your surroundings and the
people around you. Report
any unattended packages,
especially in public places. As
the Homeland Security site,
www.ready.gov, states; be alert
for suspicious activities and
report it to authorities.
This event offers us as
military spouses one more
reminder that operational
security, or OPSEC, is our
job. Remember to keep com-
mand information, especially
ship or unit movement and
locations confidential. Do not
discuss schedules or locations
via telephone, cell phone, txt
messages, or email. These are
not secure forms of commu-
nication. In addition, do not
discuss them over coffee at
the local coffee shop with your
friends. We play a real part in
keeping our service members
safe. I know this may sound
a bit like cloak and dagger
stuff, but do you remember
the USS Cole? Let us not forget
the lesson learned there. Ship/
unit movement should not be
casual conversation.
One more note on OPSEC.
We often think OPSEC when
talking to our service member
but OPSEC applies when talk-
ing to our mother-in-law who
wants to know when the ship
will be pulling into a particu-
lar port or coming home. Find
a code to discuss dates/loca-
tions. My husband and I use
flowers for the months and
dates in relation to the known
birth date of relatives. This
works great but find what will
work for you.
As we keep living our lives
we should also take time to
be disaster prepared. We face
the potential for both natu-
ral and man-made disasters
throughout the country. From
earthquakes and wildfires to
hurricanes, tornados or bliz-
zards take time to get to know
the potential threats for your
area. Contact your local emer-
gency management office or
local Red Cross chapter for
local information and recom-
mendations.

The arts impact student performance

A few years ago, two
University of Illinois
researchers under-
took a unique endeavor. What
they wanted to examine was
the role of the arts in educa-
tion and how or why it might
matter in terms of student
achievement and educational
excellence (or lack thereof).
They looked at nearly 200
studies that examined every
aspect of how student involve-
ment in the arts impacted stu-
dent performance. What they
found was that the arts, while
impacting student ability and
performance in unique ways,
were not the causal force imag-
ined by some past researchers.
From a policy standpoint, they
offered this caveat: second-
ary, non-arts effects should
not be the sole justification
for arts education. Just as we
do not (and could not) justify
the teaching of history for its
power to transfer to mathe-
matics, policy makers should
not justify (or reject) the arts
based on their alleged power
to transfer to academic subject
matters.
The arts have typically
played a relatively unimport-
ant role in American schools,

although in recent years,
arts educators have tried to
strengthen the position of the
arts in our schools by arguing
that the arts can be used to
buttress the 3Rs. The arts, they
said, could help children learn
to read and write and calcu-
late and understand scientific
concepts. The reasoning was
clear: perhaps schools under
pressure would value the arts
because the arts potentially
strengthened skills in "valued"
areas. This approach became a
favored strategy in the United
States for keeping the arts
in the schools and for mak-
ing sure that every child had
access to arts education. Such
instrumental claims are a dou-
ble-edged sword. If the arts
are given a role in our schools
because people believe the
arts cause academic improve-
ment, then the arts will quick-
ly lose their position if aca-
demic improvement does not
result, or if the arts are shown
to be less effective than the
3Rs in promoting literacy and
numeracy.
The arts are the only school
subjects that are challenged to
demonstrate transfer to non-
arts skills as a justification for
their usefulness. If we required
physical education to demon-
strate transfer to science, the
results might be no better, and
probably would be worse. We
should make this argument
for the arts: the arts are good
for our children, irrespective
of any non-arts benefits that
the arts may in some cases
have. Just as a well-rounded
education requires education
of the body through physical
education, a balanced educa-
tion requires study of the arts.
The arts offer ways of think-
ing unavailable in other dis-
ciplines.
Let's bet on history. The
arts have been around longer
than the sciences; cultures
are judged on the basis of
their arts; and most histori-
cal eras have not doubted the
importance of studying the
arts. Let's assume, then, that
the arts should be a part of
every child's education and
treat the arts as seriously as
we treat mathematics or read-
ing or history or biology. Let's
remember why societies have
always included the arts in
every child's education. The
reason is simple. The arts are a
fundamentally important part
of culture, and an education
without them is an impover-
ished education leading to an
impoverished society.
Studying the arts should not
have to be justified in terms
of anything else. The arts are
as important as the sciences:
they are time-honored ways
of learning, knowing, and
expressing.
Continued research in this
area is important. There is
value in searching for links
between the arts and non-
arts outcomes, but those links
should not be used to justify
the arts.
Rather, let's encourage the
search for how the arts can
serve as vehicles for trans-
fer of skills, ideas, and ways
of knowing. That knowledge
could help us exploit those
relationships.

Navy families need to muster, complete
NFAAS in case of natural disaster

T here are two things
Navy families should do
immediately following a
declared disaster -- muster with
their command and complete
a needs assessment with the
Navy Family Accountability and
Assessment System (NFAAS).
"Mustering and NFAAS
should be household terms,"
said Fleet and Family Readiness
Community Alliance Program
Manager Meg Falk. "Service
members must ensure their
family knows the command's
muster procedures in case
they are not together during a
disaster."
All commands are respon-
sible for implementing and
administering muster proce-
dures for determining the sta-
tus and whereabouts of Navy
personnel following a cata-
strophic event.
After a catastrophic event,
all Navy personnel deployed
to or working within the
affected geographic area of
interest (GAOI) are required
to personally check in either
in person or phone with their
command at the first available
opportunity.
If the service member is
deployed, on temporary addi-
tional duty, or on individual
augumentee assignment out-
side of the GAOI, and has left
a family within the affected
area, the family should mus-
ter with the service member's
command.
It is equally important for
the service member or family
member to do a needs assess-
ment in NFAAS following a
disaster.
"If they have needs, the Navy
has resources that can come to
bear to support families who
have suffered a loss during an
emergency," said Falk.
NFAAS is a survey tool to
assess disaster-related needs
of the Navy family. The sys-
tems allows families to assess
19 categories, including: med-
ical, missing family locator,
transportation, housing and
personal property, financial,
employment, child care, edu-
cation, legal services, counsel-
ing, and mortuary and funeral
assistance. "Navy leadership
is sincerely concerned for our
Navy personnel and their fam-
ily members in an area affected
by disasters and catastrophic
events," said Commander, Navy
Installations Command Vice
Adm. Bob Conway. "NFAAS
allows us to provide the Navy
family with continued support
through the recovery phase."
NFAAS was developed by
Task Force Navy Family fol-
lowing the major hurricane
season of 2005. The task force
identified the need for a sin-
gle reporting system for Navy
family members to inform the
Navy regarding their status and
needs after a declared emer-
gency or catastrophic event.
NFAAS is a Web-based
application used in conjunc-
tion with, or independently
of, the BUPERS online (BOL)
disaster muster tool (DMT).
BOL DMT is an online mus-
tering tool for commands to
account for active duty, select-
ed Reserve, and DOD civilian
(appropriated and non-appro-
priated fund) employees and
their family members.
Personnel mustered through
BOL DMT may go directly to
the NFAAS Web site to assess
their needs. Family members
will need their sponsor's social
security number and date of
birth to access the site.
NFAAS can also be utilized
by retirees and contractors
and their family members
(excluding foreign nationals
OCONUS). These members of
the Navy family should visit
their local Fleet and Family
Support Center (FFSC) for

ment. Once in the system, they
may update their status online
as it changes until they are
assigned a case manager. Once
a case manager is assigned,
they become the Navy fam-
ily member's single point of
contact to update the status of
their needs.
Connectivity may be a chal-
lenge following a disaster. If
Internet and transportation are
not available, personnel and
families in the affected area
may contact the Emergency
Call Center at 877-414-5358
(the TDD number is 866-297-
1971) to assess their needs.
"I encourage everyone to
visit the NFAAS Web site at
www.NavyFamily.navy.mil
within 72 hours of mustering
with their command for addi-
tional information and sup-
port," said Conway. "We have
the ability to respond rapidly
to a family that indicates in
NFAAS they have an emergent
need after a disaster."
If disaster-related needs are
identified, a case manager
from a FFSC will be assigned
to their case.
The case manager will con-
tact the Navy family member
to assist them with all of their
needs, from the urgent to the
informational.
All information provided
during the assessment is con-
fidential. Details of the assess-
ment will not be provided to
the service member's chain of
command or anyone outside
the case management team
without the provider's approv-
al. Commands will only receive
general needs data (e.g., 325
command personnel need
temporary housing) to ensure
resources and policies are in
place to support Navy families.
"Family readiness is criti-
cal to Sailor readiness," said
Falk. "If you have Navy per-
sonnel whose family has suf-
fered a loss, they are going to
be preoccupied with getting
their family back to a stable
state. They will not be focused
on the mission. Family readi-
ness means that families know
what to do in the aftermath of
a disaster, whether the service
member is there or not."
Following the 2005 hurri-
cane season, over 7,400 cases
were reported in the NFAAS.
The biggest two issues were
housing and finances, said
Falk.
Case managers were able to
work on behalf of those affect-
ed families by connecting them
to internal Navy resources,
and external resources such as
those provided by the Federal
Emergency Management
Agency and the Red Cross.
Falk said that the NFAAS
has taken what the Navy has
learned over the years about
responding to other kinds of
disasters and emergencies
and raised its response to a
new level. A case manager
works with an individual or
family from the beginning,
tracking their history, updat-
ing their status, and stays with
them until all of their issues
are resolved.
"Never before has one-on-
one, long term support been
there in the same way we are
able to do it now," said Falk.
"NFAAS is the new gold stan-
dard for disaster response and
recovery, and it is a profound
statement of Navy organiza-
tional loyalty to its people."

excitement of competi-
tive fishing and cash prizes
were some of the attractions
offered during the annual
St. Marys Kingfish Classic
Tournament held June 29 and
30 in downtown St. Marys.
The event was sponsored by
a multitude of local vendors,
drawing in hundreds of fami-
lies and professional fishing
teams from around the coun-
try. The event kicked off the
2007 Kingfish Classic Series to
be held through Sep. 22, with
four other events to be held
throughout the country.
"We wanted to give the king
mackerel fishing community
a chance to come out and fish
in the waters off the Georgia
and North Florida coasts,"
said Assistant Tournament
Director Tera Edwards of Blue
Water Promotions. "Our main
focus is to promote the sport
and show the Camden popu-
lation that the fishing com-
munity can have fun and be
responsible at the same time.
Tournament participants and
spectators alike enjoyed the
event immensely because they
all had a chance to win cash."
The tournament first
prize, a brand new crew cab

"We have over 500 mem-
bers participating in various
barbecue contests throughout
Florida, Georgia, Alabama,
and Tennessee," said Kevin
Bevington, President of the
Florida Barbecue Association.
"The St. Marys Barbeque
Competition is tied to the
Kingfish Tournament by Blue
Water Promotions, but it is a
separate event, where chick-
en, pork, ribs, and beef brisket

the association inspected all
the meat to ensure food safe-
ty compliance, and the main
cookingwas done on Saturday.

port the cooking teams and try

"We come up here from
Ormond Beach, Fla., every
year to enjoy the barbecue,"'

hang out with our friends and
ride around in our little couple

Classic, which is sanctioned

est event yet because of the
prizes we offered, but I can
also attribute it to outstand-
ing organization. Blue Water
Promotions is a family busi-
ness and I am proud to say
that my family comes to every
event and helps put on a pro-
fessional tournament. We are
all avid anglers, but we don't
participate because we are
busy running the event. Either
way, we have a lot of fun every
time."

local Navy College Office
is a logical first step to learn
about the wide variety of col-
lege level examinations avail-

Tests (DSST) program
offered through the DANTES
Examination Program.
"Navy leadership is commit-
ted to providing opportuni-
ties and financial assistance
to Sailors as they pursue their
educational goals," Hunter
said.
"We are currently working
detailed execution guidelines
including criteria for waivers,
but the majority of the infor-
mation on TA and NCPACE
management controls can be
found in NAVADMIN 161-07."

As we mourn his passing,
so too should we pause and
reflect on the contributions of
this great man to our Navy
and to our nation ... and of the
thousands of lives he guided,
the careers he mentored, the
difference he made simply by
virtue of his leadership.
We ought never forget his
own words of wisdom: "Put
more into life than you expect
to get out of it. Drive yourself
and lead others. Make others
feel good about themselves.
They will outperform your
expectations, and you will
never lack for friends."
Fluckey certainly never
lacked for friends. And on
behalf of those of us -- his
friends and shipmates -- still
serving in the Navy, I wish for
his soul fair winds and follow-
ing seas and for his family and
loved ones our deepest respect
and sympathies.

The following are some tips
on writing articles and taking
photographs for the paper:
Always include rates such
as: Lt., AS1, PR2. We use the
Associated Press Stylebook to
edit stories. Include first and
last names. No call signs.
Spell out all acronyms
- many people have no idea
what they all stand for.
Write in simple terms -
imagine your readers are on a
sixth grade reading level.
Don't just send us award
stories. How about some fea-
ture stories about the people
in your command? Everyone
has a unique story to tell. Do
a story on someone's hobby,
if they volunteer out in town,
something interesting that
happened to them, etc.
Use quotes.
Send us stories in a time-
ly manner. We are a weekly
newspaper. We don't want
something that happened a
month or two ago. Send us
a story right after it happens.
Email ensures faster submis-
sions.
Stories must be in Word
documents. Do not embed
photos into Word documents.
Send photos, with captions, as
a separate jpg file.
Make stories as long as
needed, but remember we
will chop them as needed. We
normally start chopping at the
bottom so make sure you put
your more important informa-
tion up front.
Photographs:
Use 200 dpi or higher only
(set cameras to highest quality
settings).
If storage space is a con-
cern, get extra cards, so you
don't have to jeopardize qual-
ity for number of photos.
Photos with a file size of
less than 2mb will not repro-
duce well in print for newspa-
per purposes.
If people are involved,
don't get backs or backs of
heads only. Include faces.
Don't shoot into sunlight.
Correct your angle as best you
can.
Use indoor camera set-
tings for indoor shooting, and
lowlight settings can vastly
improve indoor shots.
Shoot from the level of your
subject.
Fill the frame.
Avoid standing in front of
windows that can wash out
your photos, either by flash
bounce back or direct sunlight
coming in.
Cell phone and disposable
camera shots do not repro-
duce well and may not be used
when submitted.

DOLPHINS: Sailors dedicated
pins to submarines from the past

They quiz the Sailor about all of these systems and may
require him to draw system diagrams on the spot. Once the
board concludes, the Sailor's answers are evaluated, and if he
passes, the board recommends him for qualification to the
commanding officer. With commanding officers' approval,
the Sailors can now add the (SS) designator to their title.
"We worked together and helped each other. It really helps
to have someone study with you," McKee said.
Once qualified the Sailors prepared for their pinning cer-
emony. Each Sailor decided to dedicate their Dolphins to a
submarine from the past. The Rhode Island Sailors each read
a brief history of their submarine, which included details of
the subs defining missions.
Scheer served on USS Pertch and is a plank owner, so he
was honored when he heard that McKee would dedicate his
Dolphins to that boat. Carter dedicated his Dolphins to USS
Snook and Fuentes chose USS Seawolf.
"This is the first time submarine veterans have participated
{in a pinning ceremony}, as far as I know. It is really great to be
here and tell them about the heritage and history," Castleberry
said.
Sheer and Castleberry pinned each Sailor and presented
him with a framed submarine painting. Sheer, who is a
member of The US Submarine Veterans of WWII, also took a
moment to speak to all of the Rhode Island Sailors about his
pride in them and the brotherhood of submariners. He also
encouraged them to contact Castleberry, who is the Georgia
State Commander of United States Submarine Veterans, Inc
(USSVI). The USSVI is open to all Sailors who are submarine
qualified, the organization works to keep submarine his-
tory alive, help submariners stay in touch and continue the
exchange of sea stories.

Grass Roots Arts Funds
to Support Work of
Woodbine Woman's Club
A conservation and arts
project is currently underway
in Woodbine to establish the
town as a bird sanctuary. The
Woodbine Woman's Club is
partnering with the City of
Woodbine, Gateway Camden
Industries, Camden County
High School Skills USA, and
the Lion's Club to build and
place bluebird nesting boxes
establishing trails throughout
neighborhoods around the
city and from Liza Rudolph
Road north along the old rail
bed onto the River Walk.
The path from the city one
mile south to Liza Rudolph
Road is significant histori-
cally as Woodbine's African-
American school children
walked the rail track to the
school house at Gethsemane
Church Association grounds.
Currently in great need of sta-
bilization and rehabilitation,
this school is still standing
and could be saved by citizens
organizing to recover this his-
toric building. For more infor-

Troops to Teachers
The Georgia Troops to Teachers Program provides eli-
gible servicemembers up to $10,000 to become public
school teachers. The next Troops to Teachers brief will be
July 23 at the Navy College Learning Center at 9 a.m. Under
the Spouse to Teachers Programs, eligible military spouses
may be reimbursed for the cost of state required certifica-
tion tests up to a total of $600.
Veterinary Clinic
Kings Bay Veterinary Treatment Facility will be open on
all Tuesdays and Fridays in the month of July. The clinic
offer vaccines at a much cheaper rate that the civilian
veterinarians, they also offer microchip implants for $20
per pet.
Base Housing Curfew/Quiet Hours
Quiet hours at NSB Kings Bay Housing and curfew times
for base residents under the age of 17 are as follows: week-
ends 11 p.m. to 6 a.m., Monday Friday 10 p.m. to 6 a.m.

Mail policy
If you live in the barracks, do not use your building and
room number as your address. Mail is not delivered to
the barracks. Using your command address will speed up
delivery of your mail and prevent delay. If you are assigned
to NSB Kings Bay, please include your work center in your
address. For civilians receiving official/job related mail
through the NSB Kings Bay Mailroom, include your com-
mand and work center in your address.
Have you completed your PHA?
All active-duty personnel require a Preventive Health
Assessment annually. The assessment must be complete
within the past 12 months in order to participate in the
semi-annual command fitness assessment or the reme-
dial fitness program. A PHA consists of a one-on-one
review of your health record and health status with a Naval
Branch Halth Clinic corpsman. This includes updating
your record for deployment. A PHA is not the same as
a medical screening for the CFA, which must be done
separately. PHAs should be scheduled in the same month
as your birthday. Call Military Medicine at 573-8801 to
schedule a PHA.

Operational Security is the responsibility of all hands.
Controlling access to the base is one of the most important
roles of our security force as they provide a safe and secure
environment for all of us. Control of your issued base
access badge is a critical component of controlling base
access. Do not leave your badge unattended, especially in
your vehicle, the gym locker room, or other places where
it could be stolen.
