Fire department best in the Navy
Lifesaving efforts

N aval Fire and

selected the NSB
Kings Bay Fire Department as
the best small fire department
for 2006 May 20 and invited
the department to participate
in an awards ceremony and
training conference in Atlanta
August 23-24. This great news
comes just weeks after eight
members of the fire depart-
ment saved the life of a civil-
ian employee who fell 20 feet
while working on a catwalk
landing in a shop tower stair-
well.
"We just started the DoD

Providing superior sup-
port to the Trident sub-
marine force and saving
the Navy money at the same
time were just a few of the
factors that contributed to the
Trident Refit Facility at NSB
Kings Bay being nominated
for The Secretary of Defense
Maintenance Award.
TRF is one of two facili-
ties nominated by The Navy
for consideration for the
"Phoenix" award in the Large
Command Category.
The Secretary of Defense
we received a call that a civil-
ian fell and fractured his leg
while working on base," said
Assistant Fire Chief Michael
Carver. "The paramedics got
to him quickly and treated him;
put his leg in a sprint. Rather
than carry him down the stairs
and risk further damage to the
patient our team decided to
use their fresh training and
put him in a basket and rope
to safely lower him down to
the ground."
As a result of this rescue
extraction performed by the
eight firefighters and para-
medics on March 27, NSB
Kings Bay Commanding
Officer Capt. Mike McKinnon
made a surprise visit to the
fire department June 1 to per-
sonally award the Navy Fire &
Emergency Services Program
Certificate of Life Saving to
each of the rescuers, along
with his personal coin and
kind words of appreciation
and encouragement.

Maintenance Awards Program
recognizes outstanding
achievements by field level
units engaged in military
equipment and weapons
system maintenance within
the Department of Defense.
Six Secretary of Defense
Maintenance Awards are pre-
sented to units from small
medium and large categories.
From these six award-win-
ning units, one is singled out
and selected as the best of the
best and presented with the
DoD's highest award for main-
tenance, the Phoenix Trophy.
TRF has submitted packages
for the award since 1998, and
according to TRF Public Affairs
Officer Daphne Cassani, the
hard work finally paid off.
"The competition is fierce
and to make it this far in the
competition is a great honor,"
she said.
"This is a big deal for us.
We are competing with com-
mands that have a lot more
personnel. This accomplish-
ment is an affirmation to what
we already know-TRF is the
best of the best when it comes
to maintenance and repair."
Although TRF has not won
the award, just getting to the
advanced level of the com-
petition is reward in itself.
Being recognized in the large
category is unusual for the
Southeastern-Georgia based
refit facility.
They are going up against
huge commands that are
attached to depots on vari-
ous bases. According to TRF
Production Officer Cmdr.
Mike Hader, the recognition
shows the dedicated work the
command strives for on a daily
basis.
"We were recognized for
across the board excellence,
not just for a few elements,"
he said. "In the last couple of

The Dolphin Scholarship

"We have had some very

have students selected from

According to Roeske, this
year the foundation received

scam
Identity thieves
now targeting
military spouses
From American Forces
Press Service
The American Red
Cross is warning mili-
tary spouses about a
new identity-theft scam that
targets family members of
deployed troops. The Red
Cross was alerted of the
scam earlier this month,
said Devorah Goldburg of
the Red Cross.
The scam involves a per-
sonwith anAmerican accent
calling a military spouse,
identifying herself as a rep-
resentative of the Red Cross,
and telling the spouse that
her husbandwas hurt in Iraq
and was medically evacu-
ated to Germany. The caller
then says that doctors can't
start treatment until paper-
work is completed, and that
to start the paperwork they
need the spouse to verify
her husband's social securi-
ty number and date of birth.
It is hard to determine
how many spouses have
been targeted by this scam,
as there are many ways for
spouses to report problems
like this. However, one con-
firmed report was enough
for the Red Cross to act, she
added.
"We know that it hap-
pened to one person; it was
probably going to happen to
others, and we wanted to be
prudent and alert people,"'
Goldburg said.

resentatives typically do not

Briefly Speaking
New Photo Requirement for Officer Records
All officers are now required to have a full-length color
photograph in their official military file, according to
NAVADMIN 103/07 distributed to the fleet April 24.
Officers who do not have a photograph on the electronic
military personnel records system in their current grade
must submit a photograph before Sept. 30. The preferred
uniform will be service khaki without a cover. When service
khaki is unavailable, any regulation uniform is acceptable.
The public affairs center detachment located at NS
Mayport, Fla. is the tri-base source for all official photo-
graphs. It is recommended officers needing a full-length
photo for selection board purposes prior to Sept. 30
call (904) 270-7762 and set up an appointment with the
detachment.
When official facilities are not available, officers are
authorized to use commercial sources. If commercial
sources are unavailable, officer may submit any color pho-
tograph that complies with the requirements outlined in
MILPERSMAN 1070-180.
Volunteers Needed for USO Welcome Center
The USO Welcome Center Jacksonville International
Airport (JIA) is a wonderful facility providing a safe haven
to military members. Our scheduled hours are 9 a.m. to
midnight Monday through Thursday; and 9 a.m. Friday
through 9 p.m. Sunday, 365 days a year. Our goal is to
remain open 24/7, but we need your help.
Visitors to the Welcome Center are either departing the
area and need a place to "hang out" until their flight leaves,
or are arriving and need assistance traveling to their duty
station.
Since opening on Veteran's Day 2004, we've assisted
more than 7,000 visitors annually and continue to receive
many expressions of gratitude. Due to the time involved in
training, operational procedures, and security issues, we
only accept volunteers who can make a weekly commit-
ment to a specific shift.
Individuals must be able to attend training before they
can volunteer. Training is generally held on Monday,
Friday, or Saturday evenings from 5 to 9 pm. In order to
volunteer, you must have access to email and be able to
check daily.
For specific details regarding Volunteering at the USO
JIA, please email lynne@usojax.com

Surprising source of

TW live in an amaz-
ing age. Technology
has changed every
aspect of our lives. I recent-
ly replaced my dryer and,
would you believe, even my
clothes dryer has a computer.
Technology has changed our
communication and relation-
ships. Because of technology
military spouses enjoy unprec-
edented communication with
our deployed sailors as well as
family members and friends.
Heck, even my telephone ser-
vice is via the internet.
All this technology opens
another resource and con-
nection opportunity for mili-
tary spouses online forums.
Before I jump into this topic I
want to say that for most of my
experience as a Navy spouse
I have avoided online forums
like the plague! I held a healthy
disdain for online forums and
connection sites. I must now
admit that, with certain cau-
tions, online forums can be a
valuable source of support for
many military spouses.
Online forums, sometimes
referred to as bulletin boards,
can be a source of informa-
tion, support, and friendship.
For those who may, like me,
be late in jumping onto the
online forum bandwagon,
online forums are internet
based communication bulle-
tin boards. They are not lim-
ited to military spouses, there
are forums for every imagin-
able interest group, from fan
sites to pregnancy to surgical
procedures to, yes, military
spouses. Even within military
spouse forums there is a great
deal of diversity, there is an
online group for aircraft carri-
ers based at a specific base, or
submarine wives or infantry or
tanker wives.
I stumbled onto this world
researching another topic. I
joined one forum hoping to
gain information on a particu-
lar area that interested me and
found that I discovered a com-
munity had developed among
the 'regulars' on this board.
And, for many, community is
the key word. What starts as a
simple 'post' (a post is when
you type a comment or ques-
tion that is 'posted' on the site
for others to read, answer or
comment) about PCS orders
can lead to information on the
process of moving, informa-
tion about housing, schools,
experiences at the new instal-
lation, and, very frequently
- a waiting friend upon your
arrival.
Erin posted a comment
about her frustration with
childcare options at her base.
Lo, and behold, another
member of the 'forum' was
a certified childcare provid-
er from the same base who
lived less than 1/2 mile from
Erin. These two ladies became
quick friends. Nancy posted a
quick, "anyone here from San
Diego." Out of that post came
an exchange of information,
resources, friendship and yes,
outings to the San Diego Zoo
and Sea World where these
members met.
Where do you find these
forums? A quick search of the
internet can be very helpful
and here are a few places to
start. Military Spouse Support
Network (militaryspousesup-
port.net), CinCHouse
www.cinchouse.com Navy
Knowledge Online (www.nko.
navy.mil), Military One Soure
(www.militaryonesource.

myarmylifetoo.com) are just a
few to get you started. Other
places to look are in Yahoo
and Hotmail groups, MySpace
and MSN's Spaces also has
special interest group forums
but I found those less sup-
portive.
There are a few things to
bear in mind when participat-
ing in these groups. Common
sense internet security should
be observed. Do not give out
your full name, full address
or other private information.

When meeting in person with
others from these groups meet
in public places several times

meeting and when/where you
are meeting them. One final
caution: avoid the temptation
to exchange 'virtual friend-

your current location.

rewarding relationships. See

Local arts scene promotes family traditions
By Paul Kraack
Periscope staff
One of the things that
the arts promote for
families is tradition.
The opportunities to create
occasions that welcome revis-
iting and that are available for
sharing with friends, lovers,
spouses, children, grandchil-
dren and parents are endless
when you consider the arts.
Personally, I can recall sever-
al such instances: sittingbeside
my future wife on our first date
listening to classical guitarist
Andr6s Segovia, realizing how
special our shared apprecia-
tion for this artist was; taking
our first trip to NYC together
to visit Broadway where we got
our first signed playbill (Jim
Dale, who was starring in "Me
and My Girl"); years of taking
students to see "Cats" at the
Fox Theatre in Atlanta, where
I learned the art of secretly
sleeping through the Act I
ending "Jellicle Ballet" after
about a dozen viewings; the
first time our granddaughter
realized she was going to see a
"real" Broadway show, "Peter
Pan" starring Cathy Rigby;
and starting a tradition of tak-
ing a friend from Alabama to
the Fox in Atlanta, who never
imagined he could enjoy the-
atre so much.
Some of these traditions are
simpler, like sharing impor-
tant cultural events together,
even if they are experienced
through the medium of tele-
vision. For us, enjoying the
Macy's Thanksgiving Day
Parade is one such event. It
has always seemed like such
a welcome prelude to the rest
of the day's feeding and sleep-
ing. It became even more spe-
cial to us four years ago when
we realized that my young-
est son's then fiance, Lindsey,
had performed in the parade
on three different occasions
as a dancer. Her love of the
parade and of the arts cer-
tainly enhanced her standing
in our family even then.
This year, however, will be
even more special because we
will also have a local connec-
tion to the parade, since one
of our "kids" will be among
the marchers. Ms. Megan
Unger, a student at Camden
County High School, has been
selected to participate in the
2007 Macy's Great American
Marching Band. Megan is one
of a select number of Georgia
students that will march with
this prestigious band with over
200 students that will lead
off the parade on November
22, 2007, in the 81st anni-
versary edition of the Macy's
Thanksgiving Day Parade.
Megan was selected based
on her audition recording
and application. The audition
process was open to students
from over 14,000 high schools
across the United States.
When Megan and her fellow
band members step-off from
Central Park, the Band will
be cheered by 2.5 million live
spectators, before arriving at
Macy's Herald Square for their
national performance that
will be viewed by more than
50 million TV people, live on
NBC. I have had the pleasure
of working with Ms. Unger as
a student and as a performer.
I am confident she will be a
wonderful ambassador for our
school, community and state!
This week, we will be travel-
ingto NYCwith drama students
from CCHS. Remembering
how rewarding the trip from
spring 2006 was, this year's
trip is another step to create
arts traditions that will be long
remembered by students in
our community. While we are
there, we will visit the spot in
Central Park that will begin
Megan's march through the
streets of NYC. It will be a
warm June day in NYC, but
I promise you every one of
us will experience a shiver of
anticipation, knowing that in
six months, Megan will be part
of an 81-year long arts tradi-
tion, shared in spirit with our
combined families and sev-
eral million TV viewers.

you want me to share with
readers, send me a note at

Deployed Sailors
given more rating
exam options
By MC2 Trevor Andersen
Navy Personnel Command Public Affairs
Sailors deployed to or a pending deployment to Iraq,
Afghanistan or the Horn of Africa now have more
options for taking the Navy advancement according to
NAVADMIN 139/07, released May 30.
NAVADMIN 139/07 allows commanding officers to autho-
rize administering the exam if they find the area is conducive
for testing and the Sailors have had ample time to prepare.
Sailors who are within 60 days of deploying to one of these
locations can also request an early exam as long as they are
eligible to take it.
Deployed Sailors who are eligible, but unable to take the
exam, will take the next regularly scheduled exam upon their
return. The exams will be scored against the missed cycle for
which they were eligible.
First class petty officers who were previously selection
board eligible and meet the requirements of the new message
are waived from the advancement examination for chief.
NAVADMIN 139/07 only applies to Sailors in Iraq,
Afghanistan and the Horn of Africa.
"When future mission requirements demand our Sailors
fight on the front lines of the global war on terrorism in other
geographic areas, it will be expanded as appropriate," said
Vice Adm. John C. Harvey, Chief of Naval Personnel.

at the Asian Pacific Heritage
Month Celebration at the NSB
Kings Bay Chapel May 31. The
United States has recognized
May as Asian Pacific American
Heritage Month since 1990.
The event featured guest
speaker Capt. Robert T.
Susbilla, a wide assort-
ment of food tasting from
Chinese, Japanese, Filipino,
and Vietnamese background
and dance performances by
the Filipino American Dance
Troupe.
"It was a very good turn-
out for us this year," said Joel
Garrido, the program manager
for Asian Pacific, Hispanic and
Native American celebration
committees. "We had a much
larger turnout than expected.
A lot of people were really
interested in what Captain
Susbilla went through as an
Asian American and enjoyed
the different kinds of food that
were on hand."
The term Asian American
refers to any person of Asian
descent, whether foreign
born or native, living in the

United States. Persons of If Asian Americans could

strongly with their country of Chinese, Japanese, Koreans,
origin. Filipinos, Vietnamese,
Cambodians, ethnic Lao,
Hmong, Thai, Samoans,
Tongans, and Asian Indians
are just some of the distinct
ethnic groups that fall into the
category of Asian American.
Each has added a unique his-
tory, language, and culture to
the American mosaic.
According to Garrido, one
thing that the Asian Pacific
celebration is trying to show is
to not only respect your elders
but to take care of them.
"One of the traditions we try
to pass on is to take care of our
elders by just being there for
them and looking after them,"
said Garrido.
"It is a reflection to the
young that we take care of our
parents not by talking, but by
living."
In June 1977, Representatives
Frank Horton of New York and
Norman Mineta of California
introduced a House resolu-
tion, which called upon the
president to proclaim the first
ten days of May as Asian/
Pacific Heritage Week.
In May 1990, the holiday
was expanded further when
President George H.W. Bush
designated May to be Asian
Pacific American Heritage
Month. May was chosen to
commemorate the immigra-
tion of the first Japanese immi-
grants to the United States in
1843.

Mail policy
If you live in the barracks, do not use your building and
room number as your address. Mail is not delivered to
the barracks. Using your command address will speed up
delivery of your mail and prevent delay. If you are assigned
to NSB Kings Bay, please include your work center in your
address. For civilians receiving official/job related mail
through the NSB Kings Bay Mailroom, include your com-
mand and work center in your address.
Have you completed your PHA?
All active-duty personnel require a Preventive Health
Assessment annually. The assessment must be complete
within the past 12 months in order to participate in the
semi-annual command fitness assessment or the reme-
dial fitness program. A PHA consists of a one-on-one
review of your health record and health status with a Naval
Branch Halth Clinic corpsman. This includes updating
your record for deployment. A PHA is not the same as
a medical screening for the CFA, which must be done
separately. PHAs should be scheduled in the same month
as your birthday. Call Military Medicine at 573-8801 to
schedule a PHA.
Protect your base identification
Operational Security is the responsibility of all hands.
Controlling access to the base is one of the most important
roles of our security force as they provide a safe and secure
environment for all of us. Control of your issued base
access badge is a critical component of controlling base
access. Do not leave your badge unattended, especially in
your vehicle, the gym locker room, or other places where
it could be stolen.

organizations, which set up
dinners, golf tournaments,
and other effective fund-rais-
ers throughout the United
States. As the cost of college
education continued to sky-
rocket, so did the need for the
foundation to assist children
of the submarine force.
This year, the Foundation
received 208 eligible complet-
ed applications, according to
Roeske. "Based on our budget
we knew that we could select
35 finalists," said Roeske. "We
narrowed the applicants to
105 based on academic per-
formance, and then a selec-
tion board chose the final-
ists based on financial need,
detailed academic evaluations
and commitment and excel-
lence in school and commu-
nity activities." Roeske said
part of the application process
included writing an essay and
submitting several letters of
recommendation.
"When I head the news that
I was selected as a Dolphin
Scholar I was surprised
because I know it is a very
tight selection with many
applicants," said 17-year-old
Hannah Lipps, daughter of
CWO3 Jeffery Lipps of Trident
Refit Facility. "I am very happy
because this scholarship will
pay for a big part of my tuition
at the University of Georgia.
I just want to say thank you
to all the people that make
the Dolphin Scholarship
Foundation possible."'
With an annual scholarship
budget of $445,250, the foun-
dation has found many ways
to source the funding. The
main three sources of funding
are the submariners' spouses'
organizations that organize
annual Dolphin Scholarship
Auctions, corporate donations
from companies that work
in support of the submarine
community and memorial
donations given in memory of
past foundation members and
activists.
"I felt very elated when I

receive the scholarship;'," said

to be a big burden on my par-
ents and this is a really big
scholarship, which will cover
my room and board while I go
to college. They are incredibly
generous; it's amazing that
they give that much money to
just one kid."
Even though Andrew's
father ETI(SS) Stephen
Malinowski was discharged
from the Navy a few years ago,
Andrew still qualified for the
Dolphin Scholarship. Those
who qualify are high school
or college children, unmarried
and under 24 at the time of
the deadline, who are family
to members or former mem-
bers of the Submarine Force
who have qualified in subma-
rines and have served in the
Submarine Force for at least
eight years; or Navy members
who have served in subma-
rine support activities (e.g.,
submarine bases, tenders, and
rescue vessels) for a minimum
often years, consecutively and
on active duty.

the Dolphin Scholarship
Foundation has been able to

Trident Refit Facility Maintenance Worker Steve Ward per-
forms an inspection on one of the facility's many projects. The
Trident Refit Facility was recently nominated for The Secretary
of Defense Maintenance Award for their outstanding service in
support of the submarine fleet.
TREF Mission is to support warfighter readiness

tions to become more efficient
and doing the same amount of
work at a cheaper cost to the
Navy."
The mission of TRF is to
provide the war-fighter quality
industrial and logistics sup-
port by incremental overhaul,
modernization, repair and
replenishment of Kings Bay
submarines and quality glob-
al maintenance and support
services to other submarines
and regional maintenance.
During 2006, TRF completed
15 scheduled Trident refits,
15 submarine voyage repairs
and performed emergent
maintenance on 18 visiting
ships expending more than
1.1 million man-hours. They
also maintained the Atlantic
Trident Fleet in outstanding
operating order and the six
ships assigned to Kings Bay
routinely assessed above aver-
age scores during material
inspections.
One of the main opera-
tions that showed their highly
skilled workforce standing up
to any task was their comple-
tion of a five-month extended
refit period (ERP) onboard
USS Maryland (SSBN 738)
which included a four month
dry dock phase in an unheard
of completion of work one
week early and under bud-
get. During this evolution, the
team expended more than
240,000 man-hours complet-
ing over 1,700 jobs and 245
controlled work packages.
The ERP was TRF's most
successful to date, with a 30
percent reduction in man-
hours utilized, a 20 percent
reduction of overtime and a
30 percent reduction in mate-
rial expenses saving the Type
Commander $1.6 million.
According to Hader lessons
learned from previous ERPs
were the key to the astonishing
savings.
"Our strong teamwork and
management philosophy
were the key elements for the
successful mission," he said.
"Before we were very good at
doing the job at hand, but not
efficient at planning for the
future. Now we are planning
for future jobs, ready to start
those jobs right away when
we are finished with the job
at hand."
The SECDEF selection
boards will evaluate each
service nominees and will
announce the six field-level
winners at a ceremony held
Nov. 15, in conjunction with
the 2007 DOD Maintenance
Symposium in Orlando.
According to Hader, it is not
just an accomplishment for
the managers but for the entire
TRF crew.
"All the missions we com-
plete are a total team effort,"
he said.
'This is a great recognition
for a job well done for a work
force that has worked incred-
ibly hard over the last several
years.
We have improved efficien-
cy and risen above to meet any
challenge that we face."
New CNRC, NETC program to put recruits through community college
By MC2 (SW/AW) Gabriel
Owens
Commander, Navy Recruiting
Command Public Affairs
C commander, Navy
Recruiting Command
(CNRC) and
Commander, Naval Education
and Training Command
(NETC) are starting to see
interest grow in a pilot pro-
gram, launched May 1, that
allows enlistees to obtain an
associate's degree through a
community or junior college
as part of their initial rate
training.
Called "Accelerate to
Excellence," the program
is expected to sign up 100
people in the first year. The
program allows enlistees to
enroll in community college
while in the Delayed Entry
Program (DEP) and get paid a
monthly stipend by the Navy.
The enlistees are expected to
eventually earn an associate's
degree prior to reporting to
their first permanent duty sta-
tion. The initial pilot program
will be focused on recruiting
from Texas and Florida.
"This continues the Navy's
emphasis on post-second-
ary education for Sailors,"
said Rear Adm. Joe Kilkenny,
CNRC. "Adapting to the chal-
lenges of the 21st century and
the Navy's changing capabili-
ties and missions will require
Sailors to have a strong edu-
cational foundation -- both
professionally and personally.
Degree programs develop the
depth of knowledge and ana-
lytical skills to think critically.
This program opens another
avenue for Sailors to explore
higher education opportuni-
ties."
After eligibility is determined
for the program (qualifying
Armed Services Vocational
Aptitude Battery, or ASVAB
score, a 2.8 high school GPA
(grade point average) or a
2.5 college GPA, along with
other standard Navy eligibil-
ity requirements), the future
Sailors are enlisted into DEP
and select their rate or job
specialty, which during the
pilot program is limited to five
technical aviation fields, and
degree program.
The program DEP partici-
pants will attend an accredit-
ed community college of their
choice for two semesters while
receiving a college stipend of
$475 a month. An added ele-
ment of the program is the
potential for top performers to
be considered for application
into officer commissioning
programs. The DEP person-
nel will enter basic training
at Recruit Training Command
in Great Lakes, Ill., at the pay
grade of airman apprentice,
with an automatic advance-
ment to airman upon gradu-
ation.
The Sailors will then be sta-
tioned at Naval Air Technical
Training Center, located at
Naval Air Station Pensacola,
Fla., where they will attend
classes offered by Florida
Community College at
Jacksonville (FCCJ) or anoth-
er semester to complete their
associate's degree in either
industrial management or avi-
onics technology.
The Sailors will be on active
duty and receive full benefits
during their semester at FCCJ.
In addition, they will receive
general Navy instruction and
training and participate in
a physical training regimen.
During this final semester,
the Sailors will be expected to
complete all degree require-
ments that can't be met
through American Council on
Education credits earned from
their Navy technical training
("A") school.
Next, the Sailors will attend
"A" school to receive basic tech-
nical training in their career
fields. Upon completion,
the service members will be
advanced to petty officer third
class and receive their associ-
ate's degree diplomas. A year
from graduation, the Sailors
will be eligible to advance to
petty officer second class fol-
lowing an advancement exam,
provided they meet all other
eligibility requirements.
Within the first three weeks
of the pilot program start, one
recruit in Houston has signed
up with significant interest
being reported from the other
participating Navy Recruiting
Districts as well. The pilot
program is planned to run for
three years.

congratulate the fire fighting team," said McKinnon during his
visit to the fire station. "A quick response resulted in the swift
removal of a patient thereby saving his life. This is truly a job
well done and is further proof that it's a team effort here in
Kings Bay."
To be selected for the 2006 Fire Department of the Year
Award Small Department category, NSB Kings Bay Fire
Department listed various accomplishments for the year.
According to the report, the department responded to a total
of 385 cases including structural fires, mutual aid scenes,
vehicle accidents, wildland fires, and medical calls. The fire
department was hailed as remarkable because all these calls
resulted in no firefighter injuries, and the individuals were
noted to be especially calm under pressure, always concen-
trating on the life-saving task at hand.
