Kings Bay receives
VPP STAR Award
By MC2(SW) Michael Wiss
Periscope staff
The motto is "Reach for
the Stars" and this is
just what the NSB Kings
Bay Safety Department did as
they received the Voluntary
Protection Program (VPP)
STAR award during a ceremo-
ny April 19.
The base safety office was
the only shore based safety
organization throughout the
Department of Defense to
receive the award, which rec-
ognizes outstanding safety
and health programs.
Winning awards is noth-
ing new for the NSB Kings
Bay safety crew. They have
captured The Chief of Naval
Operations and Secretaryofthe
Navy Award for Achievement
in Safety Ashore for the past
three years in a row. The VPP
award recognizes the manage-
ment leadership and employ-
ee involvement that are key to
a sound program. According
to Occupational Safety and
HealthAdministration (OSHA)
Area Director John J. Delfer,
receiving this award makes
NSB Kings Bay a model for
others to follow.
"This award shows that
Kings Bay is one of a select
few companies and federal
agencies that has an exempla-
ry health program," he said.
"Everybody always sees OSHA
as the bad guy, an organization
that penalizes companies for
safety violations. This award
is a way to look at the posi-
tives and reward companies
and in turn use them to show
other companies that it can be
done."
The VPP is designed to
recognize and promote safety
and health management. The
cornerstone of the program is
management, labor and gov-
ernment cooperation. VPP
participants are a select group
of facilities that have designed
and implemented outstanding
safety and health programs.
The VPP concept recognizes
that compliance with OSHA
standards alone can never
fully achieve the objectives
of the Occupational Safety
and Health Act. Good safety
and health management pro-
grams that go beyond OSHA
standards can protect work-
ers more effectively. During
the ceremony, Commander,

2007 Enlisted Submarine Ball held April
21 at Jekyll Island, celebrating 107 years
of America's submarine service and heri-

An ice sculpture in the shape of sub-
mariner's dolphins greeted Sailors and
their spouses in the lobby of the Jekyll
Island Convention Center, where many
old friends reunited and new friends met.
Despite its "submarine" title, the ball
was open to all Sailors and their guests.
Represented were all the submarine
crews stationed at Kings Bay along with
supporting commands and detachments.
Even a few Missile Technician A-school
classmates showed up in their working
whites to taste the offerings of fresh sal-
ads, tasty steak and chicken, simmering
potatoes, cakes, and fine coffee.

Kings Bay Sailors
named Atlantic
Force SOY
By MC2(AW/SW) Kimberly Clifford
Submarine Group 10 Public Affairs
How do you become Sailor of the Year? MT1 Michael
Parker from the USS Florida (SSGN 728) (Blue) and
ND3 Christopher Lansford from the Dive Locker at
Trident Refit Facility have the answer to that question.
Submarine Force Atlantic named their Sailors of the Year
at Naval Amphibious Base Little Creek March 16; three of the
four Sailors honored were from Kings Bay. Parker was named
Senior Sea Sailor of the Year, ET3 Carlos Wong from the USS
Maryland (SSBN 738) (Gold) was named Junior Sea Sailor of
the Year and Lansford was named Junior Shore Sailor of the
Year.
Immediately following the selection of Sailor of the Year
(SOY), Wong left on patrol with the USS Maryland, while
Parker and Lansford have returned to a very proud Kings Bay.
Both men expressed how enjoyable SOY week had been. "
The guys that went up there from Kings Bay ... we all hung out
and our wives got to know each other, that was really neat,"
Parker said. "It was different than she [my wife] thought it
would be, but she definitely enjoyed it," Lansford said.
These outstanding Kings Bay Sailors give credit to a lot of
the same things for helping them to achieve top honors. Both
Sailors have a military background. Parker's father was a lim-
ited duty officer in the Marine Corps and Lansford's father was
a first class diver in the Navy.
Lansford credits his brother-in-law, ND2 Ryan Edwards
from Mobile Underwater Diving Salvage Unit (MUDSU) 1
based at Pearl Harbor, Hawaii, as a mentor; "Following him
and talking to him...he helped me out quite a bit with the
things to do, [giving] good guidance."
Parker said a few different things helped him, like being the
command career counselor, also "good leaders that I've had in
the Navy, I've got a great chief, a great COB and CMC ... and so
many mentors out there that have helped me along the way."
Parker and Lansford received a lot of help and support from
their wives. Sometimes I think she is more excited than I
am," Parker said about his wife, Marcie. "She's very involved."
Lori Lansford was a great motivator for her husband. "She
pushed me ... she was a big help," Lansford said.
Both men studied a lot, but they were careful not to over do
it. "I didn't try to do anything outstanding to get up there. I
wanted it to be me, not what I read in a book," Lansford said.

Kings Bay Fire Chief nominated
for VT Griffin Leadership Award
By MC2(SW) Michael Wiss
Periscope staff
The term leadership is defined by
Webster's as "The ability of an indi-
vidual to influence, motivate and
enable others to contribute toward the
effectiveness and success of the organiza-
tions of which they are members." These
are the traits NSB Kings Bay Fire Chief
Dan Vogel that led him to be nominated
as a finalist for the VT Griffin Leadership
Award-Commitment to People.
VT Griffin Corporate has three major
awards given out by the Chief Executive
in the United Kingdom, which include the
Leadership, The Chairman's Award and
the CEO Award. Vogel was one of three
finalists for the leadership title and the
only employee from the United States to
make the top three in any category.
Vogel has been on the job for a little
over a year after his retirement of 25
years of service as a Chief Master Sgt. in
the Air Force. One of his biggest tasks
since coming onboard was ensuring all
his employees received and updated the
required Department of Defense quali-
fications they need for their positions as
fire fighters at the Southeastern Georgia
base. According to one of Vogel's super-
visors, Logistics Manager David J. Reilly,
Vogel brought in a fresh approach to lead-
ership to make his staff better prepared to
perform their jobs.
"What Dan has brought to the orga-
nization is a style of leadership in which
he engaged his people to come up with
solutions;' he said. "He let the people
become part of the decision making by

recently nominated for the Leadership Commitment to People Award. He was the

implementing a training program to allow
his employees to complete the certifica-
tions so they could contribute to what the
ideas were."
What makes Vogel such a knowledge-
able leader is he has 32 years of experi-
ence in all areas of fire fighting, per-
forming everything from being the person
manning the hydrant to the fire chief
position he holds today. According to
Vogel, his experience and knowledge of
rules, regulations and standards required
to be a fire fighter has helped him lead his
staff to perform to the utmost of their abil-
ity.
"I like the idea of seeing a new firefight-
er develop that enjoys their work," he said.
"The great thing about Kings Bay is all the
people are here because they want to be
here. I spent more than 20 years in the

Military spouse: Powerful voting block
By Beth Wiruth
Periscope contributor
I must start this week's col-
umn with a confession. I
lived in Washington, DC
for 20 years, I hold a B.S. in
Political Science (no jokes,
please). I even worked on the
hill for a lobbying group. I
realize this will lead many of
you to conclude that I am now
brain-damaged as a result of
such exposure to politics. Even
so, please read on.
Have you noticed that the
2008 Presidential Campaign is
upon us and already gaining
momentum? Like many ofyou,
I think this is way too early.
But I also agree with many of
the candidates: there is much
as stake this year. That fact is
the reason for this column.
In the world of politics
'numbers speak.' Each mem-
ber of congress tracks the topic
of each phone call, email and
letter coming into their office.
They track the number for and
against any given issue. These
numbers have an impact on
their vote and their policy
position.
Politicians are also aware
of voting blocks; such as the
senior citizen voting block
that impacts their vote on
Medicare and social security.
They are aware of the union
voting block, the veteran's vot-
ing block and they give these
groups their attention. There
is a voting block that our con-
gressional representatives
should be taking into account,
yea, even fear. That voting
block is the military spouse
voting block.
Yes, you have the ability to
become a powerful voting
block. Next to service mem-
bers and veterans who else
understands the true cost of
freedom more than military
spouses? We daily sacrifice in
support of our nation's securi-
ty. And we live with the impact
of the decisions of congress
and the president far more
than the average citizen.
Consider with me a few
points. It is congress that
determines our servicemem-
ber's raise each year. Congress
determines our BAH (Basic
Allowance for Housing),
FSA (Family Separation
Allowance), IDP (Eminent
Danger Pay).
They decide how much time
off your spouse will enjoy,
where you will live, your ben-
efits, even 15 cents per mile
reimbursement for PCS trav-
el (with today's gas prices?
Really!) Congress determines
the funding of our troops
and much more while the
President approves deploy-
ments, deployment schedules,
rotations to name a few.
Consider with me one more
point. I recently heard a statis-
tic that estimated roughly 40
percent of military spouses are
registered to vote with rough-
ly 60 percent of that number
actually voting. While I cannot
verify those figures, from my
own circle of friends those fig-
ures were accurate.
Are you registered to vote?
If so, do you vote? Did you
vote this past November? Oh,
I know. We have moved so
many times it is difficult to
know where to register and
vote from. Do I keep my regis-
tration in my'home of record?'
I can vote absentee ballot from
there. Or should I register
where I am currently located
and vote in person? To be hon-
est that is a personal decision.
But the most important deci-
sion is to register to vote. Yes,
it is a hassle to vote absentee
ballot, you must request the
ballot and remember to mail
it in time but many prefer this
method.
You can register each time
you move. You can register to
vote at the DMV when you get
your new license or you can
request a voter registration
form from your county regis-
trar. I am not suggesting that
we as military spouses should
form a political action group,
draft a petition or become
obsessedwith what takes place
on Capitol Hill. However, con-
gress needs to hear from us as
military spouses. The quickest
and easiest way to do that is to
register to vote and then VOTE!
If you don't like the policies
of our current administration,
you can vote for someone else.
If you don't like the raise con-
Beth Wiruth

gressmen gave themselves or
us or both well, vote them
out of office.
Now is the time to register to
vote and begin the process of
educating your vote. I believe
we as military spouses need
to be heard. I believe we have
an obligation to our service
member to exercise the right
they daily defend. I believe we
have a responsibility to help
shape the future of our coun-
try by voting our opinion. It's
time for the military spouse
to become a powerful voting
block.

EOD helps in LaSalle sinking
By MCSA Dmitry -
Chepusov P 1i"fl 6

A en the Navy
decommissions one
W of its ships, the ship
will often sit unused in one
spot until it is sold. However,
sometimes nobody wants to
buy an old Navy ship, and the
decision is made to use the
ship as target practice. This
is exactly what happened to
the USS LaSalle April 16 after
it sat in a Norfolk, Va. ship-
yard for almost two years.
This time, however, NSB Kings
Bay's Emergency Ordinance
Disposal Detachment was
there to witness her final
hours.
The EOD Detachment's
primary job is to respond to
the nuclear and conventional
weapons on the base in case
there is a malfunction and a
missile or bomb has to be dis-
armed. Their secondary job
is to respond to improvised
explosive devices and suspi-
cious packages that may be
found or brought onto the base
or discovered in the Southeast
region. Occasionally, EOD
teams will be called in to act
as backup in case they are
needed to sink a ship using
strategically placed explosives
in the event that the ship won't
go down even after a massive
attack by practicing pilots and
ship artillery.
"We will respond to any
suspicious packages in the
areas from Brunswick, Ga.
to North Jacksonville, Fla.,"
said EOD1(EWS/SW/AW/
PJ) Jeremy Baker. "We can
respond to anything from can-
non balls to nuclear weapons.
Our training is very extensive
and one of the things we do is
blow stuff up. However, when
we went to Norfolk we did not
get to sink the ship. The Navy
pilots did a great job destroy-
ing their target without our
help."
Although they did not get
to sink the USS LaSalle, EOD

Kings Bay EOD will send in this robot that is controled from

explosives as they are in dis-
arming them. Often, local cit-
ies and towns will call upon
the EOD to help them get
rid of old buildings or out-
dated explosives and ammu-
nition. During the past few
months, the Kings Bay EOD
Detachment was also called
out for several real-life emer-
gencies. They are not called
out to respond to every sin-
gle bomb scare as during last
month's Camden County High
School bomb threat, but once
a bomb is actually found the
EOD will gladly come to dis-
arm it.
"It takes a hand full of
classes and about two years to
become a fully trained EOD,"
said Baker. "If the Navy Seals
are like Rambo, then the EOD
is like James Bond. After we
are attached to a detachment,
we continue to practice our
trade and constantly receive
additional training."
According to the EOD
Detachment Officer in Charge
Lt. John Laney, an EOD3 fresh
out from his initial two-year
training can be expected to
take charge of any emergency
scene during a bomb threat.
Laney also said his detach-
ment has all the gear neces-
sary to disarm a bomb no mat-
ter where it is. They possess a
remote controlled robot, which
is equipped with a multitude
of different sensors and cam-
eras and a large multi-jointed
arm. This robot also has a shot
gun and a high pressure water
pistol which can be rigged to
fire rubber propellants as well.
The detachment has a boat
and diving gear, in case they
have to deal with an explosive
under water. They also have
several bomb suits meant to
protect a human being from a
close proximity explosion.
"There are many different
ways to render an explosive
useless," said Laney. "We can
have our robot fire it's shotgun
at the device, or we can cut
through the outer layer and
cut the wires. We can also
take a block of C-4 and attach
it to the suspicious package to
blow it up. Each situation is
handled differently, depend-
ing on the facts that we have at
the particular time."'
According to Laneythe EOD
responds to situations on base
even before the command-
ing officer gets to hear about
what happened. If the situ-
ation calls for bomb experts,
parachute jumpers, ocean div-
ers, and even security for the
President before a visit to our
region, we can be sure that the
EOD team will be there to offer
their highly trained expertise.

Getting down and dirty was the theme for
the Great American Cleanup during the
week of April 16-21. Commands from
all over NSB Kings Bay participated in the clean
up to help make the local community clean and
show that they care about the environment.
"We had a better turn out than we had last
year," said Bill Coleman who is the public works
director for Kingsland.
"The Navy support was great. We always get
great support from the base and it was a big
help to the community."
The Great American Cleanup was a big suc-
cess with almost 400 participants that picked
up more than 250 bags during the week. The
city of St. Mary's and Kingsland Public Works
Offices collected the bags April 21.
According to the clean-up coordinators, the
cooperation from the military was outstanding
and the servicemembers who took part in it
were very happy to give back to the commu-
nity.
"The good part about the Great American
Clean-up is that it gives the Navy the ability to
show that we are concerned about our envi-
ronment and our community," said QM1 (SW/
AW) April Greggs, who is the Trident Training
Facility Great American Clean-up coordinator.
"This is a way for us to give back to the
community," said MM1 (SS) Jeff Miller, who
is the USS Tennessee (SSBN-734)(Gold) Crew
Great American Clean-up coordinator. "I drive
through here everyday and it's nice to see the
highway being cleaned even though it is dis-
turbing when you see a sign saying 'Thanks for
not littering' next to a pile of trash bags."
Sailors and civilians from all over Camden
County did their part to clean up the side of the
roads in order to keep the community clean.
"We understand that this might be a lost
cause and that, yes, it might get dirty down
the road once again, but we want to show
those driving by that they should get involved
by either not throwing their trash on the road
or stopping their car and helping out with
cleaning up the streets," said MMCS (SS) Jerry
Kerns.
Even though it was a great turnout for
Camden County, the Great American Cleanup
is still going on through May 31. If you would
like to get involved and want more informa-
tion visit the Keep America Beautiful website at
www.kab.org.

alongside his assigned adopt-a-highway.
HM2(SW/AW) Shawn Hurst of the NSB Kings Bay's Branch Medical Clinic fights with his bag during a very
windy day. "I think picking up a little bit of trash helps out in the long run in order to show people that we
are involved with keeping the community clean," said Hurst.
MM1(SS) Jeff Miller passes out gloves and bags to the rest of the USS Tennessee (SSBN-734) (Gold) crew.
"This is a way for us to give back to the community," said Miller. "I drive through here everyday, because I
live in Jacksonville, and it is nice to see the highway being cleaned, even though it is disturbing seeing a sign
that says, 'Thanks for not littering,' next to a pile of trash bags."
MMCS(SS) Jeff Kerns gets help from his fellow USS Tennessee (SSBN-734) (Gold)
shipmate, MMCS(SS) Barry Dudas, with putting the trash in the bag. "I think the
Great American Cleanup is a good idea for everyone to get out here and support
their community," said Kerns. "This sets an example, for those who are driving
:by, to not throw their trash on the road."

Volunteers needed for focus group
By Neil R. Guillebeau
Kings Bay Community Relations Manager
Single, unaccompanied and married ser-
vicemembers and their spouses are need-
ed to participate in focus groups that
will solicit opinions about good or challenging
aspects of the base and the local community.
Focus group facilitators will also ask partici-
pants to make suggestions for improvements.
The first session, for single and unaccompa-
nied service members, is slated May 15 at 1
p.m. in the Kings Bay Conference Center.
The second session, for married service
members and/or their spouses, is planned May
16 at 6:30 p.m. in the conference center.
"Every three years we ask people in the com-
munity to tell us what they like about living here
and what they find challenging," said Celenda
Perry, director of Camden Children's Alliance
and Resources (CCAR). "We have never sam-
pled the base and we feel you are integral to
our community and we believe what you have

military, many people were
not volunteers, and they were
thrust into being a firefighter
and were not interested. The
people here are very enthu-
siastic and love their jobs. I
just hope my leadership helps
them further their careers."
Vogel has implemented
some minor and major chang-
es in the fire department on
base. Simple things such as
installing lockers to protect
the fire suits from molding;
and one of the most impor-
tant aspects of fire fighting
which is continuous training
to hone skills and make sure
they are ready when called
upon. According to VT Griffin
Vice President and General
Manager J.C. Knoll, Vogel has
taken the department and
used his experience to imple-
ment the changes that needed
to be made to improve effi-
ciency.
"Mr. Vogel has made many
improvements to the facility
Fellowship
of Christian
Athletes
to say may help improve the quality of live for
people living here."
Both sessions should last approximately 90
minutes and no personal information will be
collected or used.
The focus groups, being conducted as a base
and CCAR partnership, will provide collected
data and suggestions to base and community
leadership.
"We want people to speak freely and openly
and say whatever is on their mind, so that is
why we are not collecting names or personal
data," said Perry. "No comments or suggestions
will be identified in any way with anybody's
name."
The CCAR is a local non-profit organization
that exists to help make Camden County a fam-
ily-friendly community.
If you are interested in participating, please
call 882-7580 or 573-4714 by May 11. Advance
notification is not required to participate in the
sessions. Prospective volunteers may also call
the numbers for additional information.
improved Kings Bay's Fire Dept
that was never brought to our
attention that needed to be
fixed," he said. "The person-
nel are better qualified and
trained than ever before. The
big thing I have noticed since
Dan has been here is that the
crew is more enthusiastic than
ever before and this is because
of his leadership."
Another major task was
NSB Kings Bay Commanding
Officer Capt. Mike McKinnon's
plan to have the fire depart-
ments in the surrounding
community join forces to help
protect Camden County. This
plan was executed to perfec-
tion last year when a base
housing unit caught fire. Many
units from the base, St. Marys
A U
and Kingsland united to help
a neighbor caught in a serious
situation. According to Knoll,
Vogel is much more than just a
boss for the 36 firefighters he is
in charge of.
"The reason we nominated
Dan Vogel for the leadership
award is because he knows the
difference between being the
boss and being a leader," he
said. "A leader recognizes he
has to have followers, and you
must work together as a team.
A boss doesn't recognize that
he needs that team to get the
job done. Dan recognizes the
staff as individuals and uses
their strengths to improve the
readiness of the Kings Bay
team."

BALL: Submariners
came together
to honor the

Continued from Page 1
Ball Committee. "Kings Bay
has hosted a submarine ball
for the past seven years, but
the birth of the United States
Submarine Force happened
when the Navy purchased and
commissioned its first subma-
rine in April, 1900'"
As a result of the Navy
Submarine Force's rich his-
tory, the evening of the ball
was filled with many traditions
unique to the silent service.
During dinner, all the com-
mand master chiefs and chiefs
of the boat were called out on
stage to individually propose
toasts. Drinks were consumed
in honor of those on eternal
patrol, those who had fallen
in previous wars, and those
who fight in the wars of today.
Toasts were pronounced for
the health and well-being of
all Sailors, Marines, and the
Submarine Force. Glasses
were held the highest for the
Navy and its enlisted service-
members, to the loud cheers
of all Sailors present.

of overall readiness."
The OSHA team performed
the inspections in October of
last year. The team reviewed
the various safety records and
programs used by the base fol-
lowedbyinspections andinter-
views. Other areas inspected
included the indoor small
arms range, fire department,
RV Park, fitness complex and
recycling center. Employees
were interviewed, while the
inspectors verified all safety
notices and proper licenses
were present. According to
NSB Kings Bay Commanding
Officer Capt. Mike McKinnon,
employee involvement was
vital to creating a culture of
safety at Kings Bay.
"My command philosophy
is safety first and readiness
always," he said. "Safety is all
about readiness, the biggest
thing is we have created a safe-
ty culture here. Our overall
goal is zero mishaps. It is an
achievable goal, but will take
the effort of everyone. You
have set the bar and now you
need to raise it.'

After the toasts it was time
to figure out who was the most
senior enlisted submariner,
and who was the last one to be
qualified in the silent service.
Everyone stood up and then
progressively sat back down
as the master of ceremonies,
Naval Submarine Support
Center Command Master
Chief Tom Mitchell, called out
dates. Then senior and junior-
most submariner stood side by
side to cut the first slice of the
evening's celebration cake.
The guest speaker for the
evening was Commander, U.S.
Fleet Forces Command Fleet
Master Chief FLTCM(SW/AW)
Jacqueline DiRosa, who was
greeted by the loud cheers of
junior Sailors, petty officers
and the senior enlisted.
"This is my very first
Submarine Ball," said DiRosa
as the hall exploded with more
cheers. "I don't know subma-
rines like you guys do, but I'll
tell you what I do know," she
continued when the cheers
finally died down. "The men
who serve on our boats are

just beyond phenomenal. It
makes me very proud to see
the men who serve our nation,
and I thank you all for that,"'
she concluded.
Over all, the evening was
very successful, according to
both organizers and partici-
pants.
"It's the best because we get
to see a lot of friends who are
like family to us;'," said Ginna
Dudas, wife of MMCS(SS)
Barry Dudas of USS Tennessee
(SSBN-734)(Gold). "I have
several wonderful memo-
ries of running into many old
friends at previous submarine
balls, and my husband and I
are very excited about who we
might run into tonight. The
best part is seeing our men all
dolled up," she added as her
husband blushed.
This year's submarine ball
welcomed approximately 700
Sailors even though the ticket
prices were slightly higher than
previous years. According to
Draluck, the 2007 evening was
more successful than in 2006.
"Every year there is an

improvement to the atmo-
sphere and people tend to have
a much better time than the
year before," added Draluck.
"That is because we start plan-
ning for the next ball as many
as six months in advance. We
learned that it is better to have
our visitors spend the night
at the island instead of driv-
ing home that night, so we
provide discounted hotel rates
and shuttles from the conven-
tion center. Everyone always
has a blast, and this year was
the best Kings Bay has seen."

SOY. Sailors found time to
Continued from Page 1
"JFK; when he had a big
speech, he would take a day to
relax ... so when he was ready
to do the speed he was calm,"
Parker said. "That's along the
lines of what I wanted to do
the day before the board'."
Lansford uses his person-
al philosophy of "do it right
the first time" to keep him-
self focused. It's been a busy
year for him. He married last
July and recently purchased a
home. Still, he finds time to do
some volunteer work with the
Camden High SchoolWrestling
Team and Bay County Sheriff's
Dive Team, located in his
hometown of Panama City,
Florida. Lansford plans to
use his award as a stepping-
stone on the way to becoming
a Master Diver.
Parker attended the U.S.
Fleet Forces Command (FFC)
competition last week. He was
not chosen as the FFC Sailor
of the Year, but he is going
to carry the experience with
him as he continues his career
path.
Even though his father was
an LDO, Parker would like to
one day be the COB of a sub-
marine or CMC. "I believe
there is a better place for me
in the enlisted force, working
with sailors and leading sail-
ors on the deck plate, so that's
really where I've decided I
want to serve," Parker said.
