The Georgia General
Assembly voted 82-
77 March 27 to pass
House Bill 163 allowing pay-
day lenders to return to the
state, but it wasn't enough
to advance the bill out of the
house and effectively killed
it for this legislative year.
The bill would have allowed
loans up to $750 or 25 per-
cent of the total monthly
income to Georgia residents,
charging $15 for every $100
borrowed. This bill also
included a clause forbidding
companies to make a loan to
a military member or family
member.
Although critics argue
"predatory lending" has a
negative impact on the lives
of service members and
Georgian citizens, opinions
vary when it comes to the
controversial issue of pay-
day advance lending. Last
year, Congress imposed a 36
percent annual percentage
rate cap on loans to military
members and their depen-
dants after reports showed
the check cash advance
industry had a negative
impact on the financial lives
of most military members
who use these services.
Proponents of the ser-
vices also known as payday
advances or deferred pre-
sentment services argue
most individuals using such
services are not poor wel-
fare recipients or the unem-

Kings Bay wins safety award
Secretary of the Navy honors

The Safety Department at NSB
Kings Bay completed the trifecta
as they captured an unprece-
dented third straight Secretary of the
Navy Award for Achievement in Safety
Ashore.
The SECNAV award follows on the
heels of the department's third straight
Chief of Naval Operations Shore Safety
Award for 2006, which they received
at the 15th Annual Safety Professional
Development Conference in Virginia
Beach on March 13.
The Southeastern Georgia Base
Safety Department manages more than
base with third consecutive award for safety ashore
30 programs aiming for a continually
improving safety culture-an environ-
ment where employees make safety
a permanent part of their lives. The
safety team has set lofty goals for the
next few years. They hope to reduce
overall injuries by 75 percent by the
end of 2008. Two other goals include
reducing compensation costs by 20
percent per year and maintaining a 90
percent completion rate for occupa-
tional safety and health training dur-
ing the next 12 months. According to
NSB Kings Bay Safety Manager Debbie
Simeone, making safety-first priority
was a key component to a continuation
of one of the top safety programs in the
Navy.
"We are aiming for a continually
improving safety culture, an environ-
ment where our employees automati-
cally include safety into their daily pro-
cesses at work and at home," she said.
"We hope that all employees feel free
to come to us with any safety concern.
Our motto is mission first and safety
always."
The implementation of Operational
Risk Management for all tasks was a
big part of capturing these honors.
Everyone from the deck-plate Sailor
to the commanding officer took time
to assess the risks involved in a task
and made sure to take the precau-
tions necessary to achieve the mis-
sion in a safe manner. NSB Kings
Bay Commanding Officer Capt. Mike
McKinnon is a proactive leader in his
innovative and enthusiastic promotion
of safe work habits people need to take
in their everyday life. This led to him
receiving a CNO individual award for
his work in safety leadership earlier
this year. According to McKinnon, the
award is great, but the success is every-
one doing their job with safety as prior-
ity one.

Marine Barracks
to be renamed
for Medal of
Honor winner

The heroic act of a former
Kings Bay Marine giving
his life to save his fellow
Marines will be recognized
in late June when Kings Bay's
Marine Corps Security Force
Barracks is renamed Cpl. Jason
Dunham Barracks. Dunham,
who served at Kings Bay from
2001-2003, became the first
Marine since 1970 to receive
the Congressional Medal of
Honor, the military's high-
est award, for his battlefield
heroism while serving in Iraq
during Operation Enduring
Freedom in 2004. Chief of
Naval Operations Adm. Mike
Mullen approved the name
change March 30.
Dunham, a 22-year-old
machine gunner from Scio,
N.Y., was manning a check-
point around Karabilah near
the Syrian border in Iraq on
April 14, 2004, when an Iraqi
man grabbed his throat. As
the two scuffled using hand-
to-hand combat, the Iraqi
dropped a grenade with the
pin removed and Dunham
quickly jumped on it, using
his Kevlar helmet and body
to smother the blast and save
the lives of two fellow Marines
in the process. He died eight
days later with his parents at
his side at the National Naval
Medical Center in Bethesda,
Md. According to Lt. Col.

The Department of Navy announced that the Navy's newest Arleigh Burke-class guided mis-
sile destroyer will be named USS Jason Dunham (DDG 109), honoring the late Cpl. Jason
L. Dunham, the first Marine awarded the Medal of Honor for Operation Iraqi Freedom. The
Secretary of the Navy, the Honorable Donald C. Winter, made the announcement in Dunham's
hometown of Scio, N.Y. March 23.

NSB Kings Bay once again proved
its dedication to community
support as the base captured
first place honors in the Chief of Naval
Operations Navy Community Service
Program Award (NCSP) in the flagship
category of Health, Safety and Fitness
March 29. This is the second consec-
utive year the base has received this
award proving that community service
is a big part of life at the Coastal Georgia
base.
The flagship (Health, Safety and
Fitness) is a program designed to
enrich the civilian and base commu-
nity through health, safety and fitness
awareness and action programs that
include classroom instruction, hands
on experience, use of various media
tools and through effective networking.

and Recreation Department came up with a no cost way to

Naval Hospital Jacksonville recently changed its website
address from .com to .mil. Please note the new address and
bookmark it in your server "favorites" for future reference.
The site will continue to provide valuable information
about the services available at Naval Hospital Jacksonville
and its Branch Health Clinics as well as links and articles
on important health issues. The new address is: navalhos-

Sub Ball Tickets on Sale
The 107th Enlisted Submarine Birthday Ball will held be
on April 21 at the Jekyll Island Convention Center. Tickets
are $40 each and include a collectable glass at the time
of purchase. Events include a cocktail party beginning
at 5 p.m., a scrumptious dinner followed by dancing in
the beautifully decorated ballroom. Hotel rooms are also
available at a reduced rate. Tickets are on sale now at the

Troops to Teachers
The next Troops to Teachers seminar will be April 16
at 9 a.m. in the education center. The Georgia Troops to
Teachers Program provides eligible service members up
to $10,000 for becoming public school teachers. Under the
Spouse to Teachers Programs, eligible military spouses
maybe reimbursed for the cost of state required certifica-
tion tests up to a total of $600.
Mail policy
If you live in the barracks, do not use your building and
room number as your address. Mail is not delivered to
the barracks. Using your command address will speed up
delivery of your mail and prevent delay. If you are assigned
to NSB Kings Bay, please include your work center in your
address. For civilians receiving official/job related mail
through the NSB Kings Bay Mailroom, include your com-
mand and work center in your address.
Official photo no longer required
According to MILPERSMAN article 1070-180, the need
for an official military photograph in an officer's file has
been eliminated, as adherence to physical standards is
noted on fitness reports and technology permits rapid
transmission of officer pictures when needed.
Commissary holiday hours
The NSB Kings Bay Commissary has implemented a
new holiday schedule. The commissary will close on the
Tuesday following Columbus Day, Christmas, New Year's
Day, Martin Luther King Day, President's Day, Memorial
Day and Labor Day. The commissary will also close on
Thanksgiving and the Fourth of July, but will remain open
on Veterans Day.

Krug and his mother Joyce visited Kings Bay to deliver an important message to servicemembers at the base theater April 5.
"Eric Krug would tell you how stupid drunk driving is. That is if he could talk," his mother said. "Eric received a life sen-
tence of silence the night he chose to ride with a drunk driver. While he survived, he lost his ability to walk and speak."
After a decade of recovery, Eric and his mother go around the country to tell people their story.
"This is a unique presentation to drive home an example of why it is important to think before you act," said McKinnon.
Eric has to spend minutes typing up a simple sentence on an electronic board to be able to communicate with people.
What is worse, he has a limited short term memory.
"Being involved with sports was the best part of my life," said Eric's electronic voice. "Now my life is very different."
"I think hearing Eric's story will give people a moment of pause before they decide whether to drink and drive," said MA3
Kelly Wehrley of NSB Kings Bay Security. "I don't ever drink and drive, and I try to watch out for all my friends, but I
think that Eric really makes a difference for those that don't stop to think about their choices."
Team effort enables Kings Bay to
win Installation Excellence Award

Base Kings Baywas one of five recip-
ients of the 2007 Commander in Chief's
Annual Award for Installation Excellence
March 30.
Each year, United States military instal-
lations around the world compete for
the Commander-in-Chief's Award for
Installation Excellence.
This highly competitive award rec-
ognizes the outstanding and innova-
tive efforts of the people who operate
and maintain U.S. military installations.
Categories in the nomination include
total quality enhancements, awards com-
petitions, safety and health programs,
equal employment opportunities, and
community relations.
The Installation Excellence Award was
established in 1984 to recognize outstand-
ing efforts of personnel in the operation
and maintenance of U. S. military instal-
lations worldwide.
Each year an installation from each
service and the Defense Logistics Agency
are recognized.
Each of the nomination packages were
outstanding in their own right, with many
unique features at the installations,"
said Dave Plumer of Commander, Navy
Installations Command Strategy and
Future Requirements office. "All of the
programs were compared and rated indi-
vidually; then the total scores were added
up."
This year the five recipients of this high-
ly competitive presidential award were
selected for their exemplary support of
Department of Defense missions. Kings
Bay is the only Navy base to win the
award, along with a Marine Corps base,
an Army garrison, an Air Force base and a
Defense supply center.
According to a statement issued by
DoD, "Excellent installations enable bet-
ter mission performance and enhance
the quality of life for military men and
women and their families. Each winning
installation succeeded in providing excel-
lent working, housing and recreational
conditions."
"We are truly humbled to receive this
award," said NSB Kings Bay Commanding
Officer Capt. Mike McKinnon. "We under-
stand Team Kings Bay is just a small
reflection of the immense talent existing
throughout the Navy's shore commands
and we are extremely fortunate to be
singled out and honored with this recog-
nition.'
He stated everyone who works at the
strategic submarine base played a critical
role in enhancing the base's operational,
material and family readiness.
"From those involved in repairing our
national assets to those responsible for
training our warriors, and to those who
keep our Trident D-5 weapon system
operating flawlessly in support of our
national strategic objectives, as well as
those who provide support to our families,
and provide a safe place to work and play,
this honor reflects your dedicated effort to
Team Kings Bay," said McKinnon.
McKinnon said the award is a well-
earned accomplishment and challenged
base employees to constantly motivate
themselves and strive for continued suc-
cess.
"The budgetary, manpower and opera-
tional challenges that lie ahead are only
opportunities for us to use even greater
teamwork to enhance the world-class
support the Team Kings Bay provides
today," he said.
"Congratulations to the men and
women of Submarine Base Kings Bay for
this outstanding accomplishment," stated
Rear Admiral Mark Boensel, Commander,
Navy Region Southeast. "Being named
the best in the CNIC claimancy is just
another example of your professionalism
and dedication to excellence. On behalf
of your shipmates throughout South East
Region, we are proud to have the Kings
Bay TEAM as members of the region
TEAM."
Base officials will receive the award dur-
ing a ceremony at the Pentagon May 4.

On The Home Front
Spring cleaning 101 for military spouses

I love organization and order. I
thrive when my home is ordered
and get a little 'edgy' when it is
out of control. However, I struggle
keeping my home in order. You know
what I mean, things get a bit clut-
tered.
I can organize an event, a meeting,
a business process but please don't
ask me to organize my desk or closet.
I was on a quest many years to find
a sustainable way to organize and
maintain my home.
Fifteen years ago I met Sue
MacMillin, president of 'With Time
to Spare,' a professional organizing
company.
Sue's client list reads like the Wall
Street ticker but also includes wives
at home. Sue helps everyone from
the messiest homemaker to the cor-
porate exec organize "their stuff" and

"their space"
I am telling you about her because
her assistance and approach to orga-
nizing is the only one that has worked
for me.
With spring cleaning fast approach-
ing I want to pass along Sue's insight
for organizing your space, your stuff,
your life.
First, organizing is not rearranging.
If you were to organize the lap drawer
in your desk (the middle drawer over
your knees) where would you start?
Most people say they take it all
out and throw away what they don't
need.
Some may group items together
and then put it all back. This is not
organizing, it is simply rearranging,
and that is why it soon returns to
chaos.
Choose a small manageable place
to start, one drawer, one cupboard or
closet and then follow these simple
principles.

Remove
The very first step would be to
remove all the stuff from the area
you've chosen.
Sort
As you remove each item, sort
according to like items. Sorting like
items will clue you to the fact that
you have 87 pens and 830 clips. You
might ask yourself, "Do I need so
many?" Sorting also helps you to...
Eliminate
After you have sorted and you see
that many of your items you can
eliminate. You either throw them
directly into the trash or you have a
box labeled "to go elsewhere." Into
that box goes any item that does not
belong in your office. After you have
finished the drawer, take the "go else-
where" box and distribute the stuff to
where it goes.
Contain
The next step most people leave
out. If you just put all these items
back into your space how do you
keep those groups sorted and sepa-
rated at all times? By containing
them. Put each group in a container,
a drawer divider, or a box before you
place them back. They will stay con-
tained.
Assign
This step is the key. Don't just stick
the containers in the space. Assign
them a place. Anytime you say the
phrase "stick-it"-"I'll just stick it
here" or "I'll just put it in here for
now" or "I'll just lay it here until I
need it," you have just created clut-
ter!
Don't put things down, put them
away. To put them away, you must
assign a place. How do you know
where to put things if you have never
assigned them a place? You may put
them here one day or there the next.
The items have a tendency to float
from place to place. Assign those con-
tainers a defined place in the drawer.

favorite turns 103, his cat turns 50

The nation will celebrate
two important mile-
stones: author Theodore
Geisel turns 103 and his cat,
which has a vocabulary of 236
words, turns 50.
Between the two, they have
entertained adults and chil-
dren alike for more than a half-
century. Most of you know
Geisel as Dr. Seuss and his
cat as "The Cat in the Hat." In
a new book, "The Annotated
Cat: Under the Hats of Seuss
and his Cats," author Philip
Nel offers us a new view into
the origins of Geisel's work
and a deeper understanding
of what a genius looks like and
sounds like on paper.
Even though Pulitzer Prize
winning author John Hersey
challenged Geisel in 1954 to
"write a story that first-graders
wouldn't be able to put down,"
it took Geisel more than a year
and a half to write and draw
his master work, "The Cat in
the Hat."
Geisel once described the
writing process as "being lost
with a witch in a tunnel of
love."
When it was originally pub-
lished in 1957, "Cat" sold
more than 2 million cop-
ies in four years. However, it
was not an immediate suc-
cess with educators, who pre-
ferred predictable passages
like "see spot run." However,
language expert Rudolph
Flesch, author of the 1950's
"Why Johnny Can't Read," was
an early defender and propo-
nent of Geisel's work. His most
telling observation: "there is
something about it a swing
to the language, a deep under-
standing of the playful mind of
child...that makes Dr. Seuss a
genius..."
Inhisnewbook, Nelobserves
Geisel atwork as he assembled
the Cat in words and pictures.
In his revisions, Geisel imbues
the Cat with purpose, action
and command, even as he
cautions, "it is fun to have fun,
but you have to know how."
And, did he know how. While
it is hard to take the poetry in
"The Cat in the Hat" seriously,
can you imagine trying to cre-
ate a book-length poem with
only 236 words, and only one
of them having more than two
syllables?
Without care and talent, it
would look or sound like a
stunt or a gimmick. However,
when we read "Cat" we aren't
simply marveling at Seuss's
manipulation of first-grade
vocabulary, we are entranced
by the impending disaster of
trying to keep Thing One and
Thing Two from destroying
the house. We are lost in the
struggle of the Cat to balance
books, fish, toys and a glass
of milk on a dish! We don't
dare to ask about the book's
unanswered questions, such
as: what is the boy's name and
what kind of mother leaves
two children home alone "for
the day."
What is true is that we are
hypnotized, night after night,
reading after re-reading by this
story and its freshness.
And for an original, unique
story to remain new, fun and
exciting across generations,
what is that if not an artistic
triumph?

of the Sailors and Marines on base and military families as

Have you ever wanted to get out of the house to hang
out with friends or family but not know where to go?
Ever had difficulty with planning where you are going
to have your next party? The staff at the NSB Kings Bay Morale,
Welfare, and Recreation Dept has an inexpensive place to hold
your birthday bash or just get away for the night.
The Rack 'N Roll Lanes provides families with bumpers and
ramps for the children, 16 official size lanes, birthday and sports
party set-ups and food from Rocky Coletti's Pizzeria. In addition
to setting up for parties, it also provides free bowling for military
personal on Tuesday and Wednesday from 11am to 1pm. The
goal of the bowling center is to help the active duty servicemem-
bers and their families get involved in sports and bring them all
together to have a good time.
"Our main goal for the bowling center is to provide recre-
ational services for military members and their families at low
or minimum costs," said MWR Communications Coordinator
Robyn Vedua.
Bowling is an activity that is fun for the whole family. It also

The Sports Zone is equipped with eight 42"
plasma TV's, a 67" flat screen TV XM satellite
radio, Direct TV, two dart ranges, two football
tables, an air hockey table, four gaming tables
and a basketball shooting game.
"Basically the Sports Zone is going to be fun
and noisy with lots of stuff going on all over the
place; it's not a laid back like Oscars," said MWR
Community Support Manager Alice Hurley.
The open house was a chance for all the
single Sailors, Marines, and civilians, to have a
good time, watch sports and interact with each
other.
"This gives them more choices aside from
just playing pool, watching movies, or going
on the internet'," said Hurley. "It gives them a
chance to hang out with their friends on base
and just stay active."'
It was not just the employees who were happy
about having another addition to the Big EZ.
Some of the other patrons thought that this was
long over due and cannot wait to see how well
it turns out.
"It was about time they made the Big EZ big-
ger," said MASN Christopher Coleman.
"I think it great to have a cool place to come
and hang out and watch a game on the week-
ends with friends or to visit after work and blow
some steam off with some friends."

the program is to take this culture beyond the
gates into the community whenever possible.
"People from the base and the community
did not just talk about what needed to be done,
they took action to make real and positive dif-
ferences in the community and in people's
lives," he said. "This is a base and commu-
nity earned award that validates how individual
efforts, coalitions and partnerships can achieve
monumental verifiable and positive results on
our base and within the community."
The flagship program includes many pro-
grams that unite the base and community
together to promote health, safety and fit-
ness. The most recognizable events include
the annual Red Ribbon Campaign, which is to
educate children about the dangers of illegal
drugs; the Special Olympics of Georgia Area 16
Summer games which provides a high-quality
positive sports experience for physically and
mentally challenged athletes and their fami-
lies and a Leadership Academy for the Naval
Junior Officers Training Corps (NJROTC) and
summer camp for the Sea Cadets. More than
2,000 Sailors, Marines and civilians from the
base volunteered more than 5,500 hours of
service to support, educate and help promote
a positive lifestyle to residents of the local com-
munity. According to NSB Kings Bay Public
Affairs Officer Ed Buczek, volunteering is way of
life in Camden County, without the support of
the military and community working together,
none of this would be possible.
"The reason community service works so
well here is that it is ingrained in the com-
munity," he said. "We as the Navy encourage
Sailors to volunteer, if you don't have it in the
community people won't do it. In Camden
County it is all around you, people doing what
is right for the community."
The community and the Navy also united to
tackle potential problem areas that would harm
the morale of the youth of the local commu-
nity. Volunteers founded the Camden Drug-
Free Coalition. They participated in Town hall
meetings that focused on underage drinking,
actively promoted the communitywide Alcohol
Awareness Month Program, which included
signing of proclamations by city officials to
battle underage drinking. Along these lines the
command and community sponsored a pre-
sentation by Chris Sander who was convicted
of vehicular manslaughter. The powerful mes-
sage provided opened the eyes of more than
600 base personnel, 600 high school students
and 100 college students about the penalty
you can pay if you drink and drive. The Navy's
participation in these programs reflects its
stance for healthy lifestyles and demonstrates
the Navy's core values of Honor, Courage and
Commitment by being proactive and making
positive impacts in the community.
"This award speaks volumes about our peo-
ple and the support we also receive from our
community,' said NSB Kings Bay Commanding
Officer Capt. Mike McKinnon. "I couldn't be
more proud of the enthusiastic spirit shown
day-in and day-out to be great citizens in our
community."

for others was the way he lived
his life. "Jason's nature was to
always look out for others;'," she
said. "He was a hero before
this; it didn't take this for us to
find that out."
Dunham was scheduled
to come home from Iraq four
months after he was killed in
2004. He volunteered to go to
Iraq to be with some friends
who were deploying at the
same time. According to his
mother, she feels sick to her
stomach, because the image
of his loss is still with her. She
does not blame the military,
because all he wanted to do
was serve his country and he
paid the ultimate price for
freedom.
"I am not angry with the
military. I just feel cheated
I did not get a life time with
him around," she said. "I will
never forget what he did for
his country. I believe every-
one has a destiny and we will
be reunited someday, but I

need some short-term cash from time to time to help cover an
unexpected or unbudgeted expense;'," as stated by Joe Thrash in
the March 27 edition of the Walker County Messenger.
Thrash claims cash loans are a necessary service that banks
do not provide, and that payday loans are not predatory and may
actually enhance the economic welfare of households as stated
in a report by Donald Morgan of the Federal Reserve Bank of
New York. That report examined whether the term "predatory
lending" applies to legitimate check advance service providers.
"On the whole, our results seem consistent with the hypoth-
esis that payday lending represents a legitimate increase in the
supply of credit, not a contrived increase in credit demand,"
stated Morgan. He further stated in the report that rates and
fees would decrease proportionally as the number of lenders
increased.
Perhaps Morgan was more worried about his pocket book
than he is about the results of payday lenders operating freely
and in large numbers. Morgan obviously never heard of the
lenders who used to crowd around NSB Kings Bay and other
military installations as little as five years ago.
In 2003 the National Consumer Law Center (NCLC) had
uncovered a concentration of predatory lenders around Kings
Bay specifically targeting military servicemembers for their
guaranteed paychecks and predictable budget patterns. As a
result of the serious risks associated with inflicting additional
financial burdens on active duty personnel, a hearing was held
to determine the legitimacy of Georgia State Senate Bill 157.
Testifying to promote the bill was SK2(SS) Jason Withrow, a
casualty of predatory lending at the time.
When Withrow was injured in a car accident in July 2003 and
forced to quit his second job, he called the Georgia Catalog
Sales, a local payday lender formerly located right outside the
Saint Marys gate on Point Peter Rd.

The result of him borrowing $300 was a $90 service charge,
followed by additional charges when he was not able to payback
the loan. Unable to pay back the first loan, the lender contin-
ued to roll the loan every two weeks adding more charges and
fees to the original loan. The debt quickly rose to $7000 after six
months.
If that was not a clear case of predatory lending there are hun-
dreds of other similar cases, some fringing on bizarre. For exam-
ple, in the evidence used to pass Senate Bill 157, NCLC exhibited
a contract with a company offering ten hours of Internet use per
month with $300 in cash given to the customer who had to pay
over $200 every month for limited use of the Internet until the
loan with additional fees assessed was paid in full.
"Loan companies push debt on people without caring about
whether folks can afford to pay it back," said Alys Cohen, Staff
Attorney with NCLC. "The companies profit either way, but
many Americans are being buried under a mountain of debt.
Policymakers must stop destructive lending and make lending
fair again. People have the right to expect that."
Another problem recently noticed on a national level was
the predatory use of tax refund anticipation loans. The men
and women of our nation's armed forces are a prime target for
refund anticipation loans (RALs), according to a Department
of Defense report to Congress on predatory lending. The NCLC
and Consumer Federation of America report estimates that
military service members paid an estimated $10 million out
of their refunds, including EITC and Child Tax Credit benefits,
for these loans. The report includes maps of RAL facilitators in

onstrate how businesses that promote and broker RALs cluster
around military bases. This is exactly the trend that was noticed
with payday loans around Kings Bay prior to Senate Bill 157
being passed. The recently enacted Military Lending Act should
protect Service members from high-cost loans, including RALs.

"RAL lenders cluster around bases and charge service mem-
bers high rates for risky loans," Jean Ann Fox, director of con-
sumer protection for CFA stated. "We urge the Department of
Defense to apply its new military predatory lending protections
to bank tax loans that drain over a million dollars from the pock-
ets of Service members and their families every year."
RALs are bank loans secured by the taxpayer's expected
refund -- loans that last about 7-14 days until the actual IRS
refund repays the loan. That's the first indicator of just how
unnecessary most RALs are: Most taxpayers could have their
refund in two weeks or less even without the costly loan.
"If you want a fast and free refund, you can get it in two weeks
or less by using electronic filing and having refunds direct
deposited into your own bank account," says Fox. "If you don't
have a bank account, getting a big refund is a good time to open
one up. You can also save yourself some check cashing fees for
that refund check."
RALs cost from about $30 to over $125 in loan fees. Some
independent tax preparers also charge a separate fee, often
called an "application" or "document processing" fee, up to $40.
The effective annual percentage rate (APR) for a RAL can range
from about 40 percent to over 500 percent. If application fees
are charged and included in the calculation, the effective APRs
range from about 57 percent to over 1,100 percent.

Kings Bay Sailors give celebrity chef a hand

Down home Southern cooking Queen Paula Dean received some surprise assistance from
four NSB Kings Bay Sailors in their dress white uniforms during television episode of
"Paula's Party" that will be broadcast tomorrow.

Sailor of the Year MA1 Kyle Strobeck joined Dean to make her famous Pasta Puttanesca on the
hour-long Food Network program.
Dean was in shock when she came on stage for the taping of the program to find the Sailors
waiting to assist her. She showed them what Southern cooking was all about when she fixed fish
and chips, pineapple paradise and Pasta Puttanesca, which combines linguine, shrimp, tomatoes,
Kalamata olives and capers. According to Dennis, although Dean is never at a lost for words, she
was in awe of the assistance she had on the show.
"The whole idea was a surprise for her. Her producers set the whole thing up, she had know
idea we were coming down for the show," he said. "When she began the show we popped out on
stage with her. She really likes Sailors, but she was speechless when we came out on her show."
The two culinary specialists had experience chopping vegetables and preparing food for as
many as 3,000 people if on a deployed ship, but the other two had no cooking experience at all.
According to Chepusov, he was more fascinated with the way a taped program is put out on the
air.
"I learned a little bit about chopping vegetables, but I almost cut my finger off," he said. "I was
in awe of how the live audience reacts. I have some experience in broadcasting, and it is interest-
ing how the audience is coached on when to react during the show."
The chosen few Sailors to make the trip to Savannah were chosen at random from an e-mail put
out a few months ago. According to Cobb they all had to have one thing in common.
"They wanted good looking guys like us to be good representatives for the base;'," he said with a
smile across his face. "We had to get our picture taken before the show to send into the producers,
they made sure and chose the good looking guys to be on television:'
The Sailors received the star treatment that the show provides for all celebrities who come
onboard to assist Paula. They were also required to taste all the creations they produced, with the
beer battered fish and pasta dish receiving the raves of the crew. According to Dennis, they he
viewed cooking the food with a true star chef as one of the best moments in his professional life.
"This is one of the best experiences of my lifetime," he said. "I can tell my kids I was on televi-
sion cooking with a true celebrity."
The television program will be aired on the Food Network at 10 p.m. on Friday.

KIDSFEST
MWR is hosting a huge cel-
ebration for the month of the
military child and child abuse
prevention month with a chil-
dren's festival on April 14 from
11 a.m. to 2 p.m. in front of
the tennis courts at the Fitness

will have a free exotic petting
zoo with camel rides and lots
of animals for the children to

pony and train rides, games,

The Fleetand FamilySupport
Center will now take its regular
workshops on the road if a unit
can furnish a conference room
or classroom and guarantee a
minimum of five participants.
Additionally, our personnel
will tailor presentations to
cover a unit's General Military
Training requirements when
those requirements deal with
human resources and social
issues. Our counselors can
also create a presentation in
response to a unit's area of
special concerns. Personnel
are available to participate
within areas of expertise in
the indoctrination of newly
assigned personnel and family
members of active duty per-
sonnel
Anger Management
Anger is often a smoke
screen for other emotions and
not an effective method for
getting what you want. This
workshop is slated for May 23
from 8:30 a.m. to 12:00 p.m.
This workshop can help you
focus on identifying the feel-
ings anger hides and explore
behaviors helpful in resolving

for pre-marital counseling for

riage. The class is designed
