Travel Cards
for official
travel only

People are continually bombarded with advertisements
for new gadgets, mind-altering beverages and various
services. It is no wonder why the average American
carries several thousand dollars of debt. The main culprits of
these debts are credit cards, which only require a brisk swipe
and a stroke of the pen to exponentially add to personal debt.
It isn't a secret that credit cards are convenient tools to use
throughout our daily lives. They are safer and faster than cash,
but they are also easier to abuse and may lead to larger debts.
The Department of the Navy offers it's frequently traveling
Sailors a travel credit card meant to be used during official
government travel, but this card is no exception when it comes
to the complicated world of financial discipline.
According to Navy Regulations, the travel card is to be used
to pay for authorized expenses incurred during official govern-
ment travel only. Examples of such expenses would be hotel
room charges, meals and rental cars. The travel card may also
be utilized to access automated teller machines to withdraw
cash, thus eliminating the need for cash advances. However,
it is important to not take out more cash than is covered by the
travel per diem; otherwise the remainder of the charges will
ultimately fall on the cardholder.
"If you're using the card for expenses other than those
authorized for your official travel then you are violating Navy
Regulations and you may be disciplined for an orders viola-
tion," said NSB Kings Bay's Legal Officer Lt. Marc Brewen. "If
you use the travel card for expenses other than official travel
or if you fail to pay the card's balance in full at the end of the
month then you may be charged under article 92 for violat-
ing orders. This will probably result in a captain's mast and
possibly in discharge or a court martial resulting in imprison-
ment."

reality for base housing resi-
dents at NSB Kings Bay and
throughout the Navy Region
Southeast.
GMH Military Housing
has been selected by the
Department of the Navy
to have exclusive rights for
design, construction, man-
agement and maintenance
of the military housing on 11
bases in the five Southeast-
region states. The 50-year
term of the project will com-
mence with a six-year initial
development period that is
valued in excess of $770 mil-
lion, making this one of the
largest PPV housing initia-
tives ever.

the Quarter

E very quarter, the Judge Advocate
General's Corps takes a look at all of their
officers and chooses only one to be their
JAG Officer of the Quarter. Last quarter, the JAG
Corps announced Naval Submarine Base Kings
Bay's own JAG Officer Lt. Marc Brewen was to
be honored with this distinction.
Brewen is the Command Judge Advocate for
NSB Kings Bay. His job consists of providing
legal services to all the commands on base as
well as the Trident Training Facility, Trident
Refit Facility, SWFLANT, Marine Corps Security
Forces Company, Naval Air Station Atlanta,
Naval Supply School Athens, Ga. and Naval
Weapons Station Charleston, S.C.
Brewen was very honored to be chosen as

Briefly Speaking
Periscope Correction
A story in the March 15 issue of the Periscope incorrectly
stated that the Child Development Center had achieved
National Association for the Education of Young Children
(NAEYC) accreditation. Although the CDC has recently
gone through the reaccreditation process, the new process
established by the NAEYC consists of higher standards.
The CDC is hoping to hear back regarding their current
reaccreditation within the next three months. The center
has been NAEYC accredited for more than 15 years.
Kings Bay Vet Clinic
The veterinary clinic will be scheduling appointments
for March every Wednesday and Friday. Please call 573-
0755 for more information.
Flu Shots
The NBHC Kings Bay Immunizations Clinic will give
out flu shots every Thursday and Friday morning from 8
to 11:30 a.m. to active duty servicemembers, their depen-
dents, retirees, retiree dependents, government employ-
ees, DoD civilians and Tri-care Standard patients. For
more information, call the immunizations clinic at 573-
8250.
Sub Ball tickets on Sale
The 107th Enlisted Submarine Birthday Ball will held be
on April 21 at the Jekyll Island Convention Center. Tickets
are $40 each and include a collectable glass at the time
of purchase. Events include a cocktail party beginning
at 5 p.m., a scrumptious dinner followed by dancing in
the beautifully decorated ballroom. Hotel rooms are also
available at a reduced rate. Tickets are on sale now at the
Trident Training Facility. Call STSC Matt Draluck at 573-
3342 for details.
Troops to Teachers
The next Troops to Teachers seminar will be March 26
at 9 a.m. in the education center. The Georgia Troops to
Teachers Program provides eligible service members up
to $10,000 for becoming public school teachers. Under the
Spouse to Teachers Programs, eligible military spouses
may be reimbursed for the cost of state required certifica-
tion tests up to a total of $600.
Mail policy
If you live in the barracks, do not use your building and
room number as your address. Mail is not delivered to
the barracks. Using your command address will speed up
delivery of your mail and prevent delay. If you are assigned
to NSB Kings Bay, please include your work center in your
address. For civilians receiving official/job related mail
through the NSB Kings Bay Mailroom, include your com-
mand and work center in your address.
Official photo no longer required
According to MILPERSMAN article 1070-180, the need
for an official military photograph in an officer's file has
been eliminated, as adherence to physical standards is
noted on fitness reports and technology permits rapid
transmission of officer pictures when needed. This step
should also help modernize record management.
Commissary holiday hours
The NSB Kings Bay Commissary has implemented a
new holiday schedule. The commissary will close on the
Tuesday following Columbus Day, Christmas, New Year's
Day, Martin Luther King Day, President's Day, Memorial
Day and Labor Day. The commissary will also close on
Thanksgiving and the Fourth of July, but will remain open
on Veterans Day.
Help NMCRS help others
Now, more than ever, you can help at Navy-Marine
Corps Relief Society. Death or serious illness in the imme-
diate family, rent/mortgage, utilities, food, car repair, car
payment, insurance, dental, medical ... you can make
a difference in the life of a fellow NSB Kings Bay family
members! You can provide them with the funds, education
and tools to find solutions to their emergency needs. Call
573-3928 today. Childcare and mileage are reimbursed for
volunteers.
Have you completed your PHA?
All active-duty personnel require a Preventive Health
Assessment annually. The assessment must be complete
within the past 12 months in order to participate in the
semi-annual command fitness assessment or the reme-
dial fitness program. A PHA consists of a one-on-one
review of your health record and health status with a Naval
Branch Halth Clinic corpsman. This includes updating
your record for deployment. A PHA is not the same as
a medical screening for the CFA, which must be done
separately. PHAs should be scheduled in the same month
as your birthday. Call Military Medicine at 573-8801 to
schedule a PHA.

more than five years to complete, this will provide the equipment to help the agents perform the duties in a more efficient
way. This will help us do the job of today to help fight the terrorism threat."

ing. Some go unnoticed at
times, but one of the new faces
to come in that will be seen a
lotwillbe the new Chaplain Lt.
Tim Hall.
Before arriving at Kings Bay,
he was stationed at Camp
Lejune, N.C. Prior to that, he
spent time aboard the USS
Philippine Sea (CG-58). Hall
has been in the Navy since
1999, but hasbeen an ordained
minister since 1992.
"I think Kings Bay is much
smaller than Le June because
at Le June there are about
50,000 Marines, Sailors, and
Soldiers where as here there
are about 5,000 to 10,000'" said
Hall. "I find this to be a very
important mission and a place
where I need to learn a new
language because a new com-
munity means a new language
and a new vocabulary."
Hall plans to build on what

on Sunday mornings as well
as stand watches and focus on
the Submarine Support Center,
which is the actual command
he is assigned to.
Hall's main goal for Kings
Bay would be to impact the
community with the presence
of God. Right now, the chapel
is involved with several events
and organizations such as
Habitat for Humanity and the
Boy Scouts. He will also mod-
erate a marriage preparation
workshop along with fellow
Chaplain Lt. Cmdr. Kathleen
Ramsey.
Another one of his goals is
to get the community more
involved with what goes on in
the chapel. He plans on doing
this at upcoming events such
as the Special Olympics, vaca-
tion Bible school and "Dinner
on us.
These are just a few of the
activities that are going around
the base, which Hall will be
involved in, to reach out to the
community and bring them
into the chapel.
"I think community involve-
ment is a necessary part in
what we do as a chapel and
helps us get to know the peo-
ple and get people more inter-
ested in going to church," Hall
concluded.

Plan your best vacation ever this summer

This week we continue
with summer vacation
planning by looking at
what the military offers for an
outstanding vacation. And yes,
I said the military!
The military offers many
resources to enhance your
vacation. And one of the first
places to start is IT&T. IT&T
stands for Information, Tickets
and Tours. Located at each
base this can be one of your
first stops for a day trip, tickets
to the ballgame, ferry, ski and
golf course tickets, movies and
even vacations how about
an Alaskan cruise? While IT&T
offers discount tickets for local
movie theatres, major sport-
ing events, concerts and other
local attractions they also pro-
vide vacation opportunities.
They offer discount tickets to
Florida and California amuse-
ment parks cruises, ski pack-
ages and more. Check them
out often and look for their
Recreation Ticket vehicle near
you.
MWR is another resource
that you may overlook when
planning events for the sum-
mer. Log on to their local web-
site or contact their office to
get up to date information on
trips and tours. They do the
planning, they do the driving,
and we have all the fun. If you
are leaving the area but near
a military installation don't
forget to check out their local
MWR for opportunities in that
area.
MWR also maintains many
campgrounds, cabins, lodges
and even resorts for your rec-
reational enjoyment through-
out the country and the
world. From Pacific Beach in
Washington (a Navy owned
resort) or Shades of Green
Hotel (Army) at Florida's
Disney World resort, or lodges
and cabins, both rustic and
lavish throughout the country,
or Armed Forces Rec Center
in Chiemesee and Garmisch
(Alps) to Hale Koa Hotel on
Waikiki Beach, MWR offers
something for everyone. And,
many MWR locations rent
campers, jet skis, boats and
more to enhance your vaca-
tion. Call early for reserva-
tions, contact information is
provided below.
Think outside the Navy.
When my husband and I trav-
eled from Norfolk, Va. to San
Diego, Calif. we planned our
trip around attractions such
as Dollywood, Six Flags over
Texas and more. Each stop of
our trip was planned around
a local military installation
where possible to utilize their
accommodations and dis-
count tickets through IT&T.
Remember that you can utilize
the services and accommoda-
tions from all military instal-
lations.
Staying at the Navy Lodge
can save you 40 percent over
the civilian market. In addi-
tion, Navy Lodges have kitch-
enettes as standard where you
would pay additional for that
at a civilian hotel.
The Air Force Inn can save
you even more as fees are
based on the rank of the ser-
vice member.
Families and service mem-
bers traveling on orders will
have preference for available
housing accommodations
before the recreational trav-
eler but that does not mean
that you will not be able to uti-
lize these opportunities. Book
your reservation as early as
possible. Some locations per-
mit reservations one year in
advance, others only 90 days.
The key is to contact them
early for their requirements
and reservation/cancellation
policies.
My favorite secret is located
in New York City. How does
a hotel room in mid-town
Manhattan for, oh, $25 sound
to you? Check out the Soldiers;
Sailor's, Marine's, & Airmen's
Club. Rates are based on rank
and status (active duty, retired,
etc) but start at $25 per night.
Check out their Web site at

My husband and I have
stayed in Navy Lodges in
Norfolk, San Diego, Millington,
Tenn., and Bangor, Maine, an
Air Force Inn in Texas, an Air
Force campground in Tucson,
Ariz., and an Army TDY Inn in
Arlington, Texas.
I was impressed by the con-
sistent service by the employ-
ees and quality of accommo-
dations.
If there are no military facili-
ties within range of your desti-
nation, IT&T can often secure
discount civilian room rates.

offer a military discount. Be
sure to ask for this discount.

Local View
Arts enable us to connect with people, share ideas

In life, there are "moments"
that you always remem-
ber. A look, a gesture, an
instant lingers in memory
and across time. These peri-
odic freeze-frames of time
are always special, but all the
more so when you share them
with special family members.
So there I was, on the third
row, stage left, to watch and
support my son Jason's perfor-
mance as Freddie in one of the
most fun musicals of the 80's,
"Chess." An American icon
of lyrical writing, Tim Rice,
and the male members of the
Swedish super-group ABBA,
Bjorn Ulvaeus and Benny
Andersson, created "Chess."
"Chess" has had a spotty
history worldwide, was a mas-
sive Broadway flop, and yet
retains a significant follow-
ing among musical theatre
aficionados. Widely acknowl-
edged as one of the best scores
every composed and sung, as
a play "Chess" suffers from
a plot invested with political
overtones, a sad ending and
themes that can make an audi-
ences uncomfortable (infidel-
ity, child abuse, and adult mis-
behavior). I had seen "Chess"
twice previously and enjoyed
it both times. However, I had
never really invested myself in
understanding the plot twists
and the characters. This time
it was different, because it
featured someone in whom I
was seriously invested. This
performance was in Naples,
Fla., produced by a regional
equity company, TheatreZone.
Companies like this are essen-
tial to the arts by providing
good local entertainment and
offering professional artists
work.
When I watch him perform,
I hold my breath often, mostly
because I want him to do well
and because I am often in awe
of his vocal range and emo-
tional intensity. This night was

no different.
Beside me was his wife,
my daughter-in-law, and we
were holding hands most of
the night, celebrating our joy.
(She, the director and critic,
was also making mental notes
to share later. So, it's good to
know that some things about
marriage don't change with
the generations.) During the
show's "11 o'clock" number,
"Pity the Child," in which
Freddie reveals his deeply
buried emotional anguish
suffered at the hands of his
miserable parents, both of us
were gently weeping. The song
soars more than three octaves
and is incredibly demanding
of a performer.
Then the moment occurred:
the man next to me, a pro-
fessional artist and performer
who knew the singer was my
son, reached out and laid his
hand on mine. He patted me
and then squeezed my hand,
sharing his own emotional
reaction.
Later, he explained he had
to do something to let me
know he was so excited and
moved by the song and Jason's
performance. I could barely
tell him that I would always
remember the moment; how
his gesture would endure as a
sort of proof of the basic power
of the arts to connect people,

at Trident Training Facility

the Sub Ball would have been
closer to $55 had we not had
the golf tournament today.
Now it's only $40 because we
were able to raise more than
$1,100 during the tournament.
We have also been fortunate
to acquire hats, shirts and golf
course passes for our tourna-
ment winners this year from a
handful of local golf clubs."
According to McAllister,
a local golf equipment store
provided prizes for the lon-
gest drive competition and the
closest to the pole competi-
tion. The tournament con-
sisted of 18 holes and partici-
pants had the option to play in
teams of up to four. The team
members counted only their
best golfer's score during each
attempt at a hole.
"This golf tournament is an
important event to have sim-
ply because it gives the guys
a way to relax after their jobs
while helping to build golfing
skills through friendly com-
petition";' said Morale, Welfare
and Recreation Trident Lakes
Golf Club Manager and
PGA Golf Professional Kevin
Doetch. "Besides hosting
Kings Bay tournaments, we
provide beginner golf lessons
weekly for only $5 an hour.
Golf is not an easy sport to
master, but everyone always
has a fun time, and that is what
it's about."

"Those who do not travel as
often still have the option to
use a travel card, but all travel
card holders must take train-
ing that spells out the card's
permissible uses."

Karen Dotson. "Many times
those who throw up red flags
just don't know how to avoid
unusual charges."
According to Dotson, there
are several common cases of
misuse that get servicemem-
bers into trouble. One exam-
ple is when individuals travel
in groups where everyone has
their own card but they use
one travel card to pay for mul-
tiple meals with an agreement
to take turns throughout the
trip. Another example is when
individuals are not using up
all of the allotted travel money
during a trip until they get
back home and decide to use
the remainder of their travel
per diem at a local restaurant.
"There are certain restric-
tions placed on the card, said
Dotson. "Some restrictions
are automatic; a travel card
will be rejected at a bar or
casino. Many other restric-
tions have to be investigated
on a case-by-case basis. To
stay out of trouble travel card
holders should use their cards
only when they have an idea of
what their per diem allotment
is, but this does not mean that
they should use up all of the
money. They will still get the
difference deposited once the
travel voucher is processed."
Because per diem rates are
different and the rules vary
depending on the particu-
lars of the travel itinerary, it
is a good idea to do a little
research prior to taking a trip
during which you are likely to
use a government travel card.

Some people think read-
ing food labels is a waste
of time. It never occurs
to them that there might be
valuable information on these
labels that can have a signifi-
cant impact on their health.
That's why the Branch Health
Clinic at Naval Submarine
Base Kings Bay put together a
nutrition class to help service-
members and their families
get the facts on food labels.
The nutrition class works
mainly with the commissary
at NSB Kings Bay in order to
educate those who have trou-
ble with reading the labels or
just want to learn a little bit
more about good nutrition.
Registered Dietitian Mary Beth
Pennington says that the class
consists of a tour of the com-
missary's isles and views the
various items on the shelves
to help choose a healthier
brand.
"What I do is first ask what
kinds of foods they like to eat
and then try to find something
that is less fattening," said
Pennington.
March is National Nutrition
Month. Pennington's goal,
as well as the commissary's
staff that she visits, is to make
people aware of what they are
eating.
"A lot of times people
comes to the grocery store and
don't know how to read the
labels," said Pennington. "So
this is really about furthering
people's education and getting
healthier."
Not only are the dietitian's
happy that they can teach this
to other people, but the people
who partake in this are happy
to have come back with a lot of
very good information.
"I must confess that I never
really paid attention to that
stuff before she mentioned it,"
said retired Army Col. Richard
Blocker and wife Martha. "I
think the way she bases each
class of the individuals likes
and dislikes helps us choose
something a lot healthier than
we might have."

Twenty Navy Medicine Sailors returned
home on Saturday, St. Patrick's Day, to
excited families and friends at the NAS
Jacksonville, Fla. Air Terminal. After six months
with Joint Task Force (JTF) Guantanamo, Cuba,
providing the very best in medical support to
the mission there, they were finally home to
spend a bit of quality time with friends and
family before once again serving patients on
the home front. That's something you don't
have to be Irish to tip a pint to.
HN Margarita Lopez, HM3 Vanessa Garcia,
HN Rolando Brooks and HM3 Eliseo Rodriguez
were ready to do just that with HM3 Ronald
Fanniel of the Naval Hospital Jacksonville
Command Education Department when he
returned. With St. Patty's Day flowers in hand,
they anxiously waited to see him step into the
terminal.
When the long-deployed Sailor finally made
it home he said, "I'm really, really happy about
getting back. I've been waiting for six months
to get here. I'm just waiting to see where I'll be
working in the hospital. As far as accomplishing
the mission Fanniel said, "We were stellar in
what we did. We were top notch as usual we're
Navy representing a great naval hospital!"
Fanniel said the mission was demanding,
especially compared to his first deployment
which was to Veracosa, Spain. "This deploy-
ment was a lot different from that one but you
know you've got to do what you've got to do
sometimes."

Naval Hospital Jacksonville continues
to have medical personnel deployed to JTF
Guantanamo and to various other locations
supporting the War on Terrorism, including
Expeditionary Medical Facility (EMF) Kuwait
and in Iraq.
Waiting with welcome home balloons for
HM2 Pedro J. Huertasdiaz, a dental techni-
cian from Naval Branch Health Clinic Kings
Bay, were Oderay Palacios with Astrid and
Guilliam Amaya. They couldn't wait to see him
return. Palacios explained that Huertasdiaz had
missed a lot while he was away. "We're very
excited about his being back. He was away over
Christmas and all the holidays. With him back
we're planning to go to New York to visit his
family."
Returningwith the Naval Hospital Jacksonville
and NBHC personnel were naval medical facil-
ity Sailors. Navy Nurse, Lt. Shayne Morris of
Camp Lejeune, N.C., was greeted by a highly
charged family with signs in hand.
His wife Stephanie summed up what all
the families and friends there to greet them
felt. "You know what, he's my hero!" she said.
Choking a little and with tears welling in her
eyes she said, "Not a moment goes by that I'm
not grateful for him especially when I know
that he'll be walking through that door to see
his four kids."
A few minutes later, Morris made it home to
his wife and children Osten, Mack, Seth and
KD.
On St. Patrick's Day all these returning
"heroes" felt the love.

can furnish a conference room
or classroom and guarantee a

Additionally, our personnel
will tailor presentations to

Retirement Plan options.
Since October 1, 2001 mili-

eral government Thrift Savings

ilar to civilian 401K plans and
designed to assist individuals
who wish to invest in their, and
their family's future financial
