CDC earns national accreditation

Providing quality child
care has always been
a top priority for the
Child Development Center
nestled among the pines in
family housing. Last week, the
National Association for the
Education of Young Children
(NAEYC) accredited the center
for possessing the standards
and criteria to sustain qual-
ity early childhood programs
over time.
This comes on the heels of
the March 1 announcement
by the National Association
of Child Care Resource and
Referral Agencies' ranking the
Department of Defense child
care centers as Number one
on the list of states with the
best child care center stan-
dards and oversight practices.
DoD was ranked along with
all 50 states in a process com-
paring the written policies of
each of the states and DoD
According to CDC Director
Candy Dugan, the endorse-
ment by NAEYC validates the
center's goal of providing chil-
dren the basic skills critical in
shaping the person the child
will become. 'The accredita-
tion demonstrates we are
meeting higher standards,"'
she said. "The Navy wants
to make sure children receive
consistent high-quality care,
which is what this accredita-
tion is all about." The CDC at
Kings Bay becomes the first
center within the Navy family
to receive accreditation under
new, tougher standards.
The CDC has been accred-
ited since 1991, but this year
the Department of Defense
changed their accreditation
system to increase the already
high standards to focus on
four areas of early childhood
program standards. The stan-
dards included more than 400
criteria inspections in such
area, the skills of the teach-
ing staff, partnerships with
families and community rela-
tionships, and administration
leadership and management.
According to Dugan, the cen-
ter is not just day care for the
children, but programs to
address all aspects of a child's
development.
"We provide a program that
goes beyond just learning your
numbers and alphabet," Dugan
said. "We help a child learn to
tie their shoes, get along with
other children or put on their
jacket. If they don't have these
basic skills, they will not be
able to function when they get
to kindergarten, where they
are expected to have already
learned them"
The program standards
define what the NAEYC
believes every early childhood
education program should be.

It is that time again, when
the temperatures are cool-
er and the pines are in
their dormant state; the per-
fect time for a forest fire to
erupt. The NSB Kings Bay Fire
Department in collaboration
with the Natural Resources
Department, the Georgia
Forestry Commission and an
experienced group of Army
contractors from Fort Stewart
set out to perform numerous
controlled burnings of com-
bustible dry grass and shrub-
bery recently in an effort to
conserve the base's natural
resources.
"We've been doing the
burns here on the base ever
since the base was devel-
oped," said Paul Schoenfeld,
the NSB Kings Bay natural
resources manager. "There
has been a lapse of several
years while I was working in
Cuba, and nobody was avail-
able to organize a burn. The

Highly skilled in their current jobs and
adhering to the Navy Core Values of
Honor, Courage and Commitment were
just a few of the traits recognized as three
Sailors from Kings Bay were selected to turn in
their crows and anchors in exchange for gold
ensign bars and a commission.

QMC(SW/AW) Paul Dumas received word Feb.
20, that were selected as Limited Duty Officers.
The LDO program is unique to the Navy.
When most people think of commissioned offi-
cers they think of the Unrestricted Line Officers,
who receive commissions through ROTC, the
Naval Academy or Officer Candidate School.
These officers perform various and changing
duties throughout their career while LDOs are
former enlisted who are highly skilled in a par-
ticular job and are limited to a specific career
path.
For Dumas, the journey has been dynamic
with him changing ratings from Boatswain's
Mate to Quartermaster due to what he saw
a limited advancement opportunities. Some
of his previous jobs helped pave the way into
seeking a commission as an LDO. While aboard
USS Thomas S. Gates (CG 51) Dumas qualified
as an Officer of the Deck underway which is
almost unheard of for a first class petty officer.
He took command of the ship when the com-
manding officer was not on deck. According to
Dumas, this has become a long journey, but a
dream come true.
"I was thrilled when I found out I was select-
ed. Ever since I was a little kid, I always wanted
to be a naval officer," he said. "When I first
joined the military I had dropped out of college
and a came in as a seaman recruit." Dumas
said what attracted him to the program was
the no-degree requirement. "In the end this
opportunity gives me more responsibility and
knowledge and will expand my Navy career," he
added.
There are many requirements to become an
LDO candidate. First class petty officers must
be board eligible for chief petty officer and have
between eight and 16 years of service. Every
candidate will attend a five-week leadership
on the ground has become a

The Kings Bay burn crews
are limited by the weather and
are lucky to be able to perform
one burn a week. However,
once they get the signal to go,
they are able to burn away
over 50 acres of fuels in one
day if the wind conditions are
calm.
"When the conditions are
right, we can have multiple
fires and hurry the process up,"
said Schoenfeld. "The burn-
ing process is not very easy
to perform because besides
the weather there is a whole
science behind the way a fire
consumes combustibles. We
can not control what a fire
will do in the wild unless we
understand how it reacts and
what direction it will move."'
If the fire happens to turn
from a shrub fire into a pine
tree fire, then it is considered
to be out of control. This is
why the fire department is
always on standby when a
burn is in progress. There are

The Fitness Staff at Kings Bay has a new member Ms.
Tanya Henigman. She hails from New Mexico where
she worked in public education promoting fitness and
wellness in elementary, middle school and college levels. Her
education is in the field of Exercise Science and she holds
accredited certifications from The Cooper Institute, AFAA,
IFPA, Reebok and Turbo Kick.
Tanya's mission is to provide fitness and wellness education
for families in a fun, relaxed and family friendly atmosphere
while spending some quality time together. Saturday's at the
Fitness Complex will be designated for "Family Orientation
Day" Tanya will be available to introduce family members to
group exercise classes, circuit training equipment and discuss
fitness assessments.
The youth of America are in dire need of activity. Statistics
of childhood obesity are staggering beginning at pre-school
ages. Today's youth are considered the most inactive genera-
tion in history caused in part by reductions in school physical
education programs and unavailable community recreation
facilities and programs. With this in mind, Ms. Henigman will
also be incorporating fun movement and fitness activities at
our base Child Development Center and at the Boys and Girls

Golf Tournament
The Kings Bay Enlisted Sub Ball will host a Golf tourna-
ment this Friday at the Trident Lakes Golf Course. The
four-man, Captain's Cup style tournament will kick off at
8:30 a.m. with a second flight at 1 p.m. A freshly prepared
lunch will be served to all participants. The cost is $30 with
all profits supporting the 2007 Enlisted Submarine Ball.

Kings Bay Vet Clinic
The veterinary clinic will be scheduling appointments

Flu Shots
The NBHC Kings Bay Immunizations Clinic will give
out flu shots every Thursday and Friday morning from 8
to 11:30 a.m. to active duty servicemembers, their depen-
dents, retirees, retiree dependents, government employ-
ees, DoD civilians and Tri-care Standard patients. For

Sub Ball Tickets on Sale
The 107th Enlisted Submarine Birthday Ball will held be
on April 21 at the Jekyll Island Convention Center. Tickets
are $40 each and include a collectable glass at the time
of purchase. Events include a cocktail party beginning
at 5 p.m., a scrumptious dinner followed by dancing in
the beautifully decorated ballroom. Hotel rooms are also
available at a reduced rate. Tickets are on sale now at the
Trident Training Facility. Call STSC Matt Draluck at 573-

Troops to Teachers
The next Troops to Teachers seminar will be March 26
at 9 a.m. in the education center. The Georgia Troops to
Teachers Program provides eligible service members up
to $10,000 for becoming public school teachers. Under the
Spouse to Teachers Programs, eligible military spouses
may be reimbursed for the cost of state required certifica-
tion tests up to a total of $600.
Mail policy
If you live in the barracks, do not use your building and
room number as your address. Mail is not delivered to
the barracks. Using your command address will speed up
delivery of your mail and prevent delay. If you are assigned
to NSB Kings Bay, please include your work center in your
address. For civilians receiving official/job related mail
through the NSB Kings Bay Mailroom, include your com-
mand and work center in your address.
Official photo no longer required
According to MILPERSMAN article 1070-180, the need
for an official military photograph in an officer's file has
been eliminated, as adherence to physical standards is
noted on fitness reports and technology permits rapid
transmission of officer pictures when needed. This step
should also help modernize record management.
Commissary holiday hours
The NSB Kings Bay Commissary has implemented a
new holiday schedule. The commissary will close on the
Tuesday following Columbus Day, Christmas, New Year's
Day, Martin Luther King Day, President's Day, Memorial
Day and Labor Day. The commissary will also close on
Thanksgiving and the Fourth of July, but will remain open
on Veterans Day.

Have you completed your PHA?
All active-duty personnel require a Preventive Health
Assessment annually. The assessment must be complete
within the past 12 months in order to participate in the
semi-annual command fitness assessment or the reme-
dial fitness program. A PHA consists of a one-on-one
review of your health record and health status with a Naval
Branch Halth Clinic corpsman. This includes updating
your record for deployment. A PHA is not the same as
a medical screening for the CFA, which must be done
separately. PHAs should be scheduled in the same month
as your birthday. Call Military Medicine at 573-8801 to
schedule a PHA.

FFSC helps prepare Sailors for the future

to navigate when transition-
ing to life after the military.
The Fleet and Family Support
Center provided Kings Bay's
future retirees with a class to
help them with one aspect of
their transition Feb. 27. Senior
NSB Kings Bay officers and
enlisted Sailors attended a
class at the Trident Training
Facility Auditorium geared
specifically toward those who
are facing retirement from the
Navy within the next several
years.
After a brief introduction by
Debbie Lucas, FFSC Mobility
and Transition manager, Col.
Dan Koslov, USAF (Ret) pro-
vided an in depth lecture
about the importance of sav-
ing and investing money while
on active duty.
"If you are two years away
from retirement you should
start looking at things like
medical insurance costs and
deciding where you want to
live," said Koslov. "It is also
important to start visiting the
clinic for all those things that
you may have been neglecting
over the years while being busy
on active duty. Remember,
if it isn't in your active duty
medical record, the VA may
not cover you when you try to
treat it later."

issues that should concern
every military member prior

allowances for expensive
business suites, insurance,
and various career switching
expenses.
It is important to get orga-
nized by preparing one's fam-
ily for changes, making sure
family is supportive and help-
ful, securing colleagues as new
job references, and expanding
a network of friends to help
find that perfect job.
"When I realized that I
am stuck on a military base
within the military commu-
nity, I made a decision to join
a softball club out in town;'
said Koslov. "I immediately
acquired a wider friend's net-
work, gaining that much more
in resources in finding a civil-
ian job."'
Koslov also went into details
about the secrets of how to
making a resume "jump
out of the stack" by specify-
ing page lengths, format and
style. According to his class, a
resume should consist of no
more than two pages. If being
sent in or faxed it should be
accompanied by a three para-
graph letter. If the resume is
being handed in personally,
at a job fair for example, no
cover letter is needed. Koslov
went into further details about
a cover letter's contents as well
as what to not include in a
resume.
"Right now I work for a won-
derful non-profit organization
and I love what I do. My wife
loves it too, because while I am
here lecturing, she is delighted
to have the house to herself,"
added Koslov with a laugh"'I
am very lucky, but I worked
hard to be so lucky. That is
why it is important to con-
sider all aspects when making
a career decision."

Fleet and Family Support
Center offers many of the
classes that go in depth into
what was briefly mentioned
at Koslov's lecture. Classes at
FFSC cover topics on budget-
ing, resume writing, investing,
job searching, and many oth-
ers.

The month of March
has been recognized as
Red Cross Month every
year since the attack on Pearl
Harbor in an effort to raise
needed money and to make
the public aware of the many
resources available to them.
Servicemembers at NSB Kings
Bay are no exception, because
knowing that Red Cross ser-
vices are available to them and
their families provides them
with a safety net in times of
need.
"It is important that people
in the community know about
the Red Cross and what we
do," said Emily Kellar, the NSB
Kings Bay Red Cross Service
Center manager.
"One of our slogans is 'Get
to know us before you need
us; because there are a lot of
services and volunteer oppor-
tunities that the Red Cross
provides."
Some important services
provided by the Red Cross to
the military member are emer-
gency communication, access
to emergency financial assis-
tance, counseling, and veteran
services.
As part of building up aware-
ness and skills this month the
local Red Cross chapter has
set up a handful of helpful
classes.
Beginning March 15, the Red
Cross is holding a class in stan-
dard first aid at the Camden
County Library from 6 to 10
p.m. On March 24 there will
be an adult, infant and child
CPR/AED and first aid class
held at the Camden County
Annex Building from 9 a.m.
to 5 p.m. A basic aid training
class will be held March 26 at
the Navy Education Center in
Room 12 from 9 a.m. to 4 p.m.
and a babysitting course will
be held at the same location
the following day from 9 a.m.
to 4:30 p.m.

Learning center speeds up success

Center
The absolutely free Navy College Learning
Center (NCLC) at Kings Bay has pro-
pelled many Sailors, spouses and retir-
ees onto the fast track of success in education.
Goals are varied and diverse, such as re-taking
the ASVAB, or scoring well on the GED, col-
lege entrance exams or CLEP tests. Two recent
success stories are EM1 Brian Bond and Navy
retiree Patricia Crew.
Bond enrolled in the Beginning Algebra
courseware at the NCLC. His goal was to
improve his math skills prior to taking the
ACT exam for college. He has since taken the
exam and let us know that the Algebra course-
ware was a great refresher that helped him
do better than expected. Bond is currently
attending college and doing well in his classes.
Congratulations, EM1 Bond.
Navy Retiree Patricia Crew was let go from
her job recently, so decided to pursue a new
direction in life. She went to a VA office for
assistance, and was encouraged to go back to
school to pursue a college degree. The College
Education office advised her to try CLEPing a
few courses, by studying on her own and enroll-
ing at the NCLC. She chose the English and
Reading FASTRACK, then CLEPped English
Composition and passed. Now she has returned
to tackle math. Congratulations, Patricia Crew
- the Navy College Learning Center is here for
you on the math road to success!
The Learning Center at Kings Bay is open
to active duty, retired and reservist service
members, and their adult family members.
Computer-based courseware aids in prepa-
ration for exams such as SAT, ACT, ASVAB,
CPE, GED, or CLEP. Topics covered include
Basic Math, Algebra, Geometry, Trigonometry,
Calculus, Language Arts, Reading, U.S. History,
Biology, Chemistry, and Social Science. The
independent study format ensures that stu-
dents can log on any time the Center is open,
and stay as long or as little as they like.
The Navy College Learning Center at Kings
Bay is located in the Navy College Education
Building 1030. Office hours are Mondaythrough

Get away at Etowah Park

Wth spring just around the corner, now is a good time
0Yto make plans for a camp out. But why drive for hours
wV when there is a beautiful and relaxing park at Kings
Bay? With activities such as fishing, camping, historical sight-
seeing, and even a full-sized paintball course, Etowah Park offers
all the basic necessities for relaxation.
"Etowah Park offers primitive camping that is accessible by
vehicle;' said Ron Cummings, manager of the base Outdoor
Adventure Center. "The park has six 'tent only' sites with picnic
tables and ground fire rings.'
The campground is very accessible to trailer campers and RVs.
Although no electric or water hookups are provided, the site still
gives an at-home feeling:'
The park is often used by the Boy Scouts for weekend cam- _-
pouts. A few weeks ago base officials decided to lock the park -
gates over night, however groups wishing to spend the night in- -
the park can request gate keys for emergency use.
Etowah Park is a large, flat area with a sand base covered with
grass. However, many are not aware that this historic site has a .:.
very elusive yet rich history. Kings Bay rests on land originally .
granted by the governor of Georgia to John King in 1792. The .........
second generation of the King Family sold a portion of the land ..
to John Houston McIntosh in 1823. What is now known as
Etowah Park, named after an Indian Tribe not from the area, was
known as the McIntosh's Marianna Plantation until McIntosh
sold various parts of his land to Robert Frohock and John Pecetty
in the late 1800s.
Lined with several ponds and a fishing dock, the park offers
great fishing spots for campers interested in catching catfish
and brim. It is not recommended to bring small boats or '.
canoes to the park because the water is very shallow and goes-
down almost completely during low tides. It is easy to become
stranded in the mud.
"If you decide to go camping at the park and want to fish, you
are still required to have a fishing license;' added Cummings, -
who reminded that fishing and hunting licenses may be pur- -
chased on base.
In addition to Kings Bay's other great features, Etowah Park
now offers a recreational alternative for users. According to '
Cummings, Etowah Park will also feature several bike trails
through the forest as a result of popular demand, but this idea is
still in its preliminary planning stages.
"It's a great place to take your family if you just want to get out
of the house for a couple of days;" said Cummings. "It's relaxing
and you don't have to deal with the stress that comes with travel-
ing to some far away camp ground. Etowah Park is your gateway
back to nature and into history:'

multiple fire hydrants throughout the base's forests which
can be used by the fire trucks which usually stay near the fires
in case they are needed.
"Our ecology is dominated by long leaf pines, which survive
only because everything else that tries to grow around them
is burned away, either by natural or controlled means," said
Schoenfeld. "We have had decades of fire suppression, which
resulted in our letting a little wild fire turn into a very destruc-
tive one in a short period of time. By burning dried out grass
and shrubs in the cooler dry winter in small sections we are
able to prevent a large scale fire on our base. If we would get a
lightning strike in an area that we burned this winter then we
would not have a wild fire because there is not enough fuel to
carry the fire in those areas. The areas that we may not get to
this year may prove to be troublesome later."
The conservation department is working hard to develop a
seasonal burn cycle. Once the composition of tree and shrub
species has changed, there will not be a need for a burn except
every three to five years. This will create a manageable task for
the burn crews, allowing them to not be overwhelmed with
burning the whole forest in one year.

their next assignment.
Strobeck is a model Sailor
not only in the Navy but also
in the community. He was
named Kings Bay Sailor of
the Year for 2006 and his unit
was named Kennel of the
Quarter twice last year and
also received the Kennel of the
Year award for 2006. Strobeck
was also heavily involved in
community drug awareness
activities providing a strong
positive message for children
to remain drug free during Red
Ribbon Week activities. Being
a father of three children and
a dog handler he wanted to
explain the positive aspects of
law enforcement.
"I love going out and meet-
ing the kids," he said. Red
Ribbon Week was about the
danger of drugs and not being
afraid of the police or the mili-
tary. We want to interact with
the community to show our
gratitude for the support they
give us.'
Strobeck said he chose to
apply for the program after not
being selected for chief petty
officer, which he attributed to
a lack of a warfare pin and
not to his abilities and pro-
fessional accomplishments.
Undeterred, he applied for
a commission with a little
encouragement from another
source.
"For the last year my wife
kept saying 'you will not make
chief, you were meant to be an
officer,'" he said laughing. "I
never listened to her before,
but she is the driving force for
me to succeed and further my
Navy career."
White has a lot of responsi-
bility involved in his day to day
job. He is responsible for all
military working dogs in the
southeast region. He trains
them, maintains the neces-
sary paperwork involved with
dogs and takes care of prob-
lems that might arise with the
animals.
One of his biggest accom-
plishments of his career
occurred while in Bahrain.
The mobile security unit there
failed an important inspection
and White was sent in to over-
haul the unit and get opera-
tions running smoothly again.
After much hard work with the
handlers and dogs, the unit
passed the next inspection.
White also attributes the
lack of a warfare pin to not
making chief petty officer in
the highly competitive mas-
ter-at-arms rating. According
to White, this was the major
factor in applying for LDO; he
didn't want his non-selection
as a chief deter his career in
the Navy.
"In the LDO program you
sell yourself, focusing on the
many accomplishments you
performed not what's on your
chest.'
All three will be commis-
sioned at different times
within the next few months.
Although this is about person-
al accomplishments, Strobeck
said the Security department
at Kings Bay was key to him
being successful.
"I have never been to a com-
mand that supports us this
much," he said. "My chain of
command makes you the best

The Fleet and FamilySupport

workshops on the road if a unit
can furnish a conference room
or classroom and guarantee a
minimum of five participants.
Additionally, our personnel
will tailor presentations to
cover a unit's General Military
Training requirements when
those requirements deal with
human resources and social
issues. Our counselors can
also create a presentation in
response to a unit's area of
special concerns. Personnel
are available to participate
within areas of expertise in
the indoctrination of newly
assigned personnel and family
members of active duty per-
sonnel.
Anger Management
Anger is often a smoke
screen for other emotions and
not an effective method for
getting what you want. This

Understanding CSB/Redux
and TSP
This one-hour program is
an overview of the Military
Retirement Plan options.
Since October 1, 2001 mili-
tary personnel have been
able to participate in the fed-
eral government Thrift Savings
Plan (TSP). A voluntary tax-
deferred savings program sim-
ilar to civilian 401K plans and
designed to assist individuals
who wish to invest in their, and
their family's future financial
security. The Career Service
Bonus (CSB) and Redux will

Patrick, the patron Saint of Ireland,

One traditional icon of the day is the
shamrock. And this stems from a

how Patrick used the three-leafed
shamrock to explain the Trinity. He
used it in his sermons to represent
how the Father, the Son, and the
Holy Spirit could all exist as sepa-
rate elements of the same entity.
