Chief FLTCM(SW/AW) Jacqueline DiRosavisited Kings
Bay during a whirlwind tour of Navy Region Southeast
last week. DiRosa spent March 2 at NSB Kings Bay meeting
with the chief's mess and junior enlisted personnel.
"I wanted to meet with the submarine force and take a
look at the Kings Bay facilities," said DiRosa. "The facilities
Kings Bay offers and the single Sailor facilities in particular,
are just phenomenal." DiRosa also visited the Fleet and
Family Support Center to learn about the base's Individual
Augmentees Ombudsman Program. "I've spent a fair amount
of time at FFSC looking at the programs offered to IA Sailors
and family members and I think they have model programs
there."
DiRosa addressed several issues during her visit such as
enlisted education requirements and surrounding topics
such as tuition assistance support and GI Bill changes. She
also discussed the future of IA deployments and how it may
affect Kings Bay Sailors. Although it was only last month when
the CNO stated that, "IA's are going to increase in numbers to

received orders with no input
on when they leave and where
they will go. Lt. Cmdr. Charles
Bull, the supply officer at
Submarine Group Ten, did not
want to wait for someone else
to decide his future. He volun-
teered for an assignment with
the United States European
Command (EUCOM) in
Stuttgart, Germany.
Once accepted, Bull was
informed that the work he
would be doing was in Israel,
not in Germany. He joined
a United States Security
Coordinator (USSC) team,
working on security sec-
tor reform with Israel and
Palestine.

Mission First and Safety Always was the underlying
theme as the safety departments at NSB Kings Bay
and Strategic Weapons Facility Atlantic (SWFLANT)
captured the Chief of Naval Operations Shore Safety Awards
for 2006.
In addition to the NSB Kings Bay and SWFLANT safety
teams winning the Medium Shore awards, NSB Kings Bay
Commanding Officer Capt. Mike McKinnon received a CNO
award for outstanding support and achievement in safety and
occupational health.
The command and individual awards excelled in directly
supporting the Secretary of Defense 75 percent mishap reduc-
tion goal by reducing mishap trends and costs. The safety
departments at the Southeastern Georgia base promoted a
superior level of safety culture within their command. One of
the biggest achievements for SWFLANT was the implemen-
tation of the Operational Risk Management Program. They
always had the program in effect, but according to SWFLANT
Commanding Officer Capt. Robert Susbilla, this year they put
an added emphasis on making safety a part of everyday life.
"The first thing I ask when any evolution is put before me
is what the risks are, which is the basis for ORM," he said.
"Operational Risk Management is a part of everyday life, from
loading bombs on subs to driving home at night. It is a culture
that needs to be emphasized from the top on down to the deck
plate."
The SWFLANT team handles many very dangerous jobs
and safety has to be priority one. Aside from there regular
weapon transport some other major evolutions included han-
dling and transporting numerous tomahawk missiles for USS
Florida (SSGN 728) and USS Georgia (SSGN 729) and light-
ning safety on base. The lightning proposal states that if there
is a threat of lightening all outdoor activity around the com-
mand will cease operations until the threat is gone. Although
this may seem inconvenient to some waterfront operations,
according to SWFLANT Safety Director Elizabeth Morrison, it
is just another way to make sure safety is job one.
"This awardwas notjust for the safetydepartment. Everyone
works as a team to achieve the mission, but do it safely," she
said.
"This award shows that somebody recognizes SWFLANT as
a center for excellence in safety," Susbilla said. "Our mission
statement says that safety and security is our number one pri-
ority and this is what we strive for on a daily basis."
This marks the third straight year the NSB Kings Bay Safety
Department has received the CNO award. The department
manages more than 30 programs aiming for a continually
improving safety culture-an environment where employees
automatically include safety into their daily processes at work
and at home. The safety team has set lofty goals for the next
few years. They hope to reduce overall injuries by 75 percent
by the end of 2008. Two other goals include reducing com-
pensation costs by 20 percent per year and maintaining a 90
percent completion rate for occupational safety and health
training during the next 12 months. According to NSB Kings
Bay Safety Manager Debbie Simeone, getting people thinking
safety everyday will help the base reach these goals.

Golf Tournament
The Kings Bay Enlisted Sub Ball will host a Golf tourna-
ment on March 16, at the Trident Lakes Golf Course. The
four-man, Captain's Cup style tournament will kick off at
8:30 a.m. with a second flight at 1 p.m. A freshly prepared
lunch will be served to all participants. The cost is $30 with
all profits supporting the 2007 Enlisted Submarine Ball.

The NBHC Kings Bay Immunizations Clinic will give
out flu shots every Thursday and Friday morning from 8
to 11:30 a.m. to active duty servicemembers, their depen-
dents, retirees, retiree dependents, government employ-
ees, DoD civilians and Tri-care Standard patients. For

Sub Ball Tickets on Sale
The 107th Enlisted Submarine Birthday Ball will held be
on April 21 at the Jekyll Island Convention Center. Tickets
are $40 each and include a collectable glass at the time
of purchase. Events include a cocktail party beginning
at 5 p.m., a scrumptious dinner followed by dancing in
the beautifully decorated ballroom. Hotel rooms are also
available at a reduced rate. Tickets are on sale now at the

Troops to Teachers
The next Troops to Teachers seminar will be March 26
at 9 a.m. in the education center. The Georgia Troops to
Teachers Program provides eligible service members up
to $10,000 for becoming public school teachers. Under the
Spouse to Teachers Programs, eligible military spouses
may be reimbursed for the cost of state required certifica-
tion tests up to a total of $600.
Mail policy
If you live in the barracks, do not use your building and
room number as your address. Mail is not delivered to
the barracks. Using your command address will speed up
delivery of your mail and prevent delay. If you are assigned
to NSB Kings Bay, please include your work center in your
address. For civilians receiving official/job related mail
through the NSB Kings Bay Mailroom, include your com-
mand and work center in your address.
Official photo no longer required
According to MILPERSMAN article 1070-180, the need
for an official military photograph in an officer's file has
been eliminated, as adherence to physical standards is
noted on fitness reports and technology permits rapid
transmission of officer pictures when needed. This step
should also help modernize record management.
Commissary holiday hours
The NSB Kings Bay Commissary has implemented a
new holiday schedule. The commissary will close on the
Tuesday following Columbus Day, Christmas, New Year's
Day, Martin Luther King Day, President's Day, Memorial
Day and Labor Day. The commissary will also close on
Thanksgiving and the Fourth of July, but will remain open
on Veterans Day.

Have you completed your PHA?
All active-duty personnel require a Preventive Health
Assessment annually. The assessment must be complete
within the past 12 months in order to participate in the
semi-annual command fitness assessment or the reme-
dial fitness program. A PHA consists of a one-on-one
review of your health record and health status with a Naval
Branch Halth Clinic corpsman. This includes updating
your record for deployment. A PHA is not the same as
a medical screening for the CFA, which must be done
separately. PHAs should be scheduled in the same month
as your birthday. Call Military Medicine at 573-8801 to
schedule a PHA.

our programs like trips, cookouts, and parties such as St. Patrick's Day Party." Aloszka was very exciting about receiving
this award. "I am so thrilled!" said Aloszka. "This was such a pleasure to be nominated because I did not even care if I
won it or not." She knows that this award means a lot and hopes to keep up the good work and strive for SEOQ again as
well and Senior Employee of the Year. "I think that I'm going to keep doing the same thing I've been doing and just hope
that I can come up with a different variety of events for all the single Sailors and Marines to enjoy."

little more than five years now. Aside from answering the phone for the CO/XO, she is responsible for their schedules as
well as greeting visitors and setting up conferences. "I try to make their work life go as smoothly as possible," said Gregory.
She feels that hard work, dedication and sacrifice make a difference in how people perceive what you do and why you're
doing it. Gregory's first reaction to receiving the award was total shock. "I had just got back from my daughter's wed-
ding and people were being so nice and congratulating me," said Gregory. "My first thought was that they were doing it
because of my daughter's marriage. Shortly after that, I received an e-mail from the CO congratulating me on receiving
the award."

security coordination and also
coordinate international assis-
tance towards those efforts.
Arriving in Israel on Aug. 7,
2006, Bull became a member
of the 20-man, multi-service,
multi-national team working
with the United Nations, sev-
eral foreign embassies, diplo-
mats, and many translators.
The USSC team had many
goals and projects, but much
of it was at a stand still due to
the newly elected Hamas lead-
ers in Palestine's parliament.
Most countries recognize
Hamas, as a terrorist organi-
zation and U.S. foreign policy
does not allow the USSC to
work with or supply aid to the
Palestinian ministries that are
headed by the Hamas party.
All Palestinian dealings must
be with President Mahmoud
Abbas, who is a member of the
Fatah party.
"When I got there we
had no system for accepting
money," Bull said. My job
was to, first off, figure out a
method to enable us to receive
international funding for our
projects."'
Bull was tasked with finding
a way to fund training and pur-
chase supplies needed to sup-
port a new Palestinian nation-
al security force and promote
economic growth through
the opening of Karni boarder
crossing between Israel and
Gaza.
The border crossing is the
main import and export point
for produce and dairy items,
it has been closed numer-
ous times because of terrorist
attacks.
Working with the United
Nations Office of Project
Services, Bull created a system
where money could come in
through the UN to fund the
Palestinian projects. This way
USSC was able to receive five
million dollars in aid with five
million more promised.
His work and all of the USSC
team's efforts are unprecedent-
ed; there is no procedure to
follow and each bit of progress
they make is fueled by people
like Bull who find a way to get
what is needed regardless of
political roadblocks.
Bull said that his greatest
asset in finding a way to get it
done was the mindset of the
military: "We don't write dip-
lomatic reports-we're action,
we're like throwing a rock in
a pond. It's a good thing,
because that's what needed
to happen there," Bull said.
"When I am asked to do some-
thing, just like all other mili-

KEEPING KINGS BAY'S PETS HEALTHY, SAFE AND HAPPY

Kings Bay Veterinary Clinic for
the first time, they quickly real-
ize that this small establish-
ment houses some big talent
in its staff. Composed of a six-
seat waiting room and three
small examination rooms, this
facility manages to treat more
than fifty animals every work-
ing day.
"We have been looking for-
ward to an expansion of our
clinic for quite some time,"
said Veterinarian Dr. Valerie
Benham, who is an indepen-
dent contractor with Morale,
Welfare and Recreation. "We
provide very basic services
like Rabies shots, heartworm
checks and other basic well-
ness checks like ear treatments.
We also inject the microchips
required for pets living in base
housing. Right now this facil-
ity is not equipped to do any
surgery, so when a wounded
K-9 comes in, the best we can
do is stabilize the dog prior to
transporting to a clinic out in
town."
The NSB Kings Bay
Veterinary Clinic will likely
see an expansion within the
next few months according to
Veterinary Technician Sandi
Pike who handles everything
from reception to treatment at
the clinic full time.
"Right now the Seabees still
have some equipment stored
in the other half of our build-
ing, which used to be NCIS
offices prior the clinic being
set up," said Pike. "As soon
as that equipment gets moved
out and the space becomes
available we should be able to
add some needed resources to
our veterinary clinic."
Right now the clinic offers
only a basic Canine Annual
visit for a cost of $42.00 and a
Feline Annual visit for a cost of
$24.00 as well as the microchip
implant required for all dogs
and cats residing on base. The
microchips are the size of a
rice grain and are implanted
under the skin in the armpit
using a large needle. These
microchips are not yet sophis-
ticated enough to be tracked
by global positioning systems,
however if an animal becomes
lost then a simple swipe of
a portable sensor linked to a
national database will iden-
tify the pet's owners and its

Spirit of Service award to an
enlisted member of the Army,
Navy, Air Force, Marine Corps
and Coast Guard during a pre-
sentation in August. Packages
for nominations are now being
accepted and must be com-
pleted by June 15.
Each service will select one
winner based primarily on
the level of volunteerism the
service member performs off-
duty in a local community.
The award will be presented
by American Legion National
Commander Paul A. Morin
during their annual national
convention in Reno, Nev., Aug.
24-30.

the convention and often are
on stage when the award is
presented.
Eligible Sailors must be E-

admitted it has not yet been decided whether
the currently deployed IA's are going to increase
or decrease in the future.
"We have approximately 10,000 Sailors on
an IA deployment and half of them are reserve-
component Sailors," said DiRosa. "Of the 5,000
active duty Sailors who are IA's, the majority
of them are volunteers. We also have a large
group of rating specific IA's like Corpsmen,
MA's and EODs who tend to get deployed more
often." This means that only a small percentage
of active-duty Sailors with non-specific rates
will find themselves thrown into the "sandbox"
DiRosa's visit to Kings Bay may have sparked
some influential interest in its IA Ombudsman
and Fitness Enhancement Programs. In fact,
she may consider adopting them as model pro-
grams for Fleet-wide implementation.
"It is critical that we utilize our fitness experts
to their fullest potential to help enable our
operational commands," she said. "What is
being done in Kings Bay is very impressive and
is exactlywhat I'd like to see more of around the
fleet."

Commanding Officer Capt.
Mike McKinnon received an
individual award for his ino-
vative and enthusiastic pro-
motion of safe work habits
people need to take in their
everyday lives. He proactively
got involved in his command's
safe work habits, safety issues
and actively sought out solu-
tions. He scheduled stand-
downs for traffic safety and
scheduled a convicted pris-
oner to talk to people about
the perils of drinking and driv-
ing. According to Simeone,
McKinnon was very deserving
of this award for the effort he
provided to make safety a part
of everyone's life.
"I have had the pleasure of
working for him for the past
two and a half years and safety
is definitely top priority with
him," she said. The safety pro-
gram at Kings Bay, under his
command and direction has
improved dramatically.
His management style and
direction to hold safety train-
ing and standdowns prior
to holidays and during the
critical days of summer has
increased safety awareness for
everyone.'
"The awards will be pre-
sented on March 13 at the 15th
Annual Safety Professional
Development Conference in
Virginia Beach, Va.
Next up for the category
winners is the Secretary of the
Navy Safety Awards competi-
tion later this year.

Classes on site
The Fleet and Family Support
Center will now take its regular
workshops on the road if a unit
can furnish a conference room
or classroom and guarantee a
minimum of five participants.
Additionally, our personnel
will tailor presentations to
cover a unit's General Military
Training requirements when
those requirements deal with
human resources and social
issues. Our counselors can
also create a presentation in
response to a unit's area of spe-
cial concerns. Personnel are
available to participate within
areas of expertise in the indoc-
trination of newly assigned
personnel and family members
of active duty personnel.
Couple's Communication
The characteristics, which
attract us to one another often,
become a focus of conflict
in marriage. This Couple's
Communication Workshop
focuses on learning to listen
to one another in a new way so
differences can be understood
and appreciated. Registration
