tality were on display
as Kings Bay and over 200
Camden County business and
community leaders welcomed
Admiral Michael Mullen,
Chief of Naval Operations, to
the coastal Georgia submarine
base, Jan. 19.
The visit was a result of an
invitation from Kingsland,
St. Marys and Woodbine as
well as the Camden-Kings
Bay Chapter of the U.S. Navy
League, the chamber of com-
merce and other civic organi-
zations.
The main goal of the trip
was to give Mullen a first-hand
look at the base, its capabil-
ity to handle additional mis-
sions and how Kings Bay fits
within the Southeast Region in
terms of fleet concentration in
the Tri-base area. According
to Camden Partnership
President and former NSB
Commanding Officer, (Ret.)


Capt. Walt Yourstone, the invi-
tation was to also show the
superior community support
and relationship between the
Camden County community
and Sailors and Marines on
base.
"We wanted to show
Admiral Mullen how strongly
the community supports the
military in this area;'," he said
at a luncheon honoring the
CNO. "We are very careful in
partnering with the Navy to
make sure development in the
community is within harmony
with not only the operations
of the base, but also what the
vision of the Navy for Kings
Bay is."
Many different organiza-
tions from throughout the
community were on hand for
the event including represen-
tatives from the three cities
and county, various churches
and business owners.
Former US Navy League
President Sheila McNeill was
a major advocate in making
the visit possible. McNeill was
instrumental ingettingthe USS
Florida (SSGN 728) and USS
Georgia (SSGN 729) assigned
to Kings Bay. She cam-
paigned tirelessly on Capitol
Hill and got much-needed
support from lawmakers and
Congressman Jack Kingston
(R-Ga.) to make that dream a
reality. She sent an invitation
signed by all the businesses


and community officials that
got Mullen's attention. She is
the voice of Camden County
that gets people's attention.
"We wanted to show the
Admiral what this base means
to members of the Camden
County community," she
said. "I like to think he was
impressed with the determi-
nation we had. It was very
significant to get the Navy's
number one officer to visit the
base and showcase the base
capacities to handle new mis-
sions and show that the mili-
tary is not just a neighbor but
a partner in the community."

Tennessee Blue wins Battle

Team Tennessee was the key ele-
ment as USS Tennessee (SSBN 734)
(Blue) captured the Submarine
Squadron 16 Battle Efficiency (Battle E)
and Communications Excellence (Green
C) awards for 2006. The awards were pre-
sented to the crew Jan. 18.
The Battle E award recognizes sus-
tained superior performance in all areas
of combat readiness, which include mari-
time warfare, engineering/survivability,
command and control and logistics man-
agement.
The Battle E recognizes a crew that
excelled in every area of operations.
According to Tennessee Commanding
Officer Cmdr. Dennis White, it was not
one person, but a crew of hard-working,
dedicated Sailors that won the prestigious
title.
"Everyone played a significant part to
win this award. The whole team has to
work together (for a) common goal," he
said. "This is the goal we set out at the

Selection pays tribute to the former
President for his lifetime of service

From the Department of Defense
S secretary of the Navy Donald C. Winter
announced Jan. 16, the selection of Gerald
R. Ford as the name of the first aircraft
carrier in what will be the Gerald R. Ford class
of carriers.
The selection honors the 38th President of
the United States and pays tribute to his life-
time of service in the Navy, in the U.S. govern-
ment and to the nation.


"President Gerald R. Ford provided the Unit-
ed States great leadership at a time of consti-
tutional crisis;'," said Winter. "I am honored to
have the opportunity to name the first ship in
the new class of aircraft carriers after this great
Sailor, this great leader, this great man."
Born in Omaha, Neb., in 1913, Ford grew
up in Grand Rapids, Mich. He starred on the
University of Michigan football team where he
was a center and team most valuable player in
1934. After graduation he attended Yale Law
School, where he served as assistant football
coach while earning his law degree.
During World War II he attained the rank of

Region Southeast transitioned to the new National
Security Personnel System (NSPS) Jan. 21 as part of the "Spiral
1.2" transition.
"The Department of Defense's Personnel System is being
modernized to provide a new flexibility in the way that
civilians are being hired, promoted, and assigned," former
Secretary of Defense Donald H. Rumsfeld noted. Rumsfeld
described NSPS as "the most ambitious reform of its kind in a
quarter-century."'
The new personnel system is a major overhaul of manager
and supervisor's responsibilities. "It's designed to provide
more flexibility to managers and employees;'," said Deputy
Equal Employment Opportunity for Navy Region Southeast
Junarion Hubbard.
NSPS is a system that will link pay, performance and mis-
sion accomplishment. It will allow managers to develop job
objectives directly linked to CNIC's strategic goals. Managers
will quantify for their employees exactly what they need to do
to support accomplishing those goals. Employees will have a
major participatory role in developing those job objectives. It
will allow managers to identify and directly reward high-per-
forming employees.
What does this mean and how will it affect employees?
Certain features of federal service will not change, such as
merit system principles, veterans' preference, whistleblower
protections, anti-discrimination laws, allowances for travel/
subsistence expenses and benefits on retirement, health, life,
etc.
NSPS requires vastly improved communication between
supervisors and employees.
Employees and managers will sit down together and write
employee SMART job objectives. These objectives will be

Flu Shots
The NBHC Kings Bay Immunizations Clinic will give
out flu shots every Thursday and Friday morning from 8
to 11:30 a.m. to active duty servicemembers, their depen-
dents, retirees, retiree dependents, government employ-
ees, DoD civilians and Tri-care Standard patients. For
more information, call the immunizations clinic at 573-
8250.

Sub Ball Tickets Go on Sale
The 107th Enlisted Submarine Birthday Ball will held be
on April 21 at the Jekyll Island Convention Center. Tickets
are $40 each and include a collectable glass at the time
of purchase. Events include a cocktail party beginning
at 5 p.m., a scrumptious dinner followed by dancing in
the beautifully decorated ballroom. Hotel rooms are also
available at a reduced rate. Tickets are on sale now at the
Trident Training Facility. Call STSC Draluck at 573-3342
for details.

Name change for JASS, JCMS
As of Oct. 11, the former system titles of lJASS and JCMS
will be replaced with a new title: CMS/Interactive Detailing.
The new Web site, www.cmsid.navy.mil, became available
Oct. 11. For more information on the change, contact your
command career counselor, detailer, or visit the enlisted
assignments page at www.npc.navy.mil.

Troops to Teachers
The Georgia Troops to Teachers Program provides eli-
gible service members up to $10,000 for becoming public
school teachers. Under the Spouse to Teachers Programs,
eligible military spouses may be reimbursed for the cost of
state required certification tests up to a total of $600.

New mail policy
If you live in the barracks, do not use your building and
room number as your address. Mail is not delivered to
the barracks. Using your command address will speed up
delivery of your mail and prevent delay. If you are assigned
to NSB Kings Bay, please include your work center in your
address. For civilians receiving official/job related mail
through the NSB Kings Bay Mailroom, include your com-
mand and work center in your address.

Official photo no longer required
According to MILPERSMAN article 1070-180, the need
for an official military photograph in an officer's file has
been eliminated, as adherence to physical standards is
noted on fitness reports and technology permits rapid
transmission of officer pictures when needed. This step
should also help modernize record management.

Commissary holiday hours
The NSB Kings Bay Commissary has implemented a
new holiday schedule. The commissary will close on the
Tuesday following Columbus Day, Christmas, New Year's
Day, Martin Luther King Day, President's Day, Memorial
Day and Labor Day. The commissary will also close on
Thanksgiving and the Fourth of July, but will remain open
on Veterans Day.

Help NMCRS help others
Now, more than ever, you can help at Navy-Marine
Corps Relief Society. Death or serious illness in the imme-
diate family, rent/mortgage, utilities, food, car repair, car
payment, insurance, dental, medical ... you can make
a difference in the life of a fellow NSB Kings Bay family
members! You can provide them with the funds, education
and tools to find solutions to their emergency needs. Call
573-3928 today. Childcare and mileage are reimbursed for
volunteers.

Protect your base identification
Operational Security is the responsibility of all hands.
Controlling access to the base is one of the most important
roles of our security force as they provide a safe and secure
environment for all of us. Control of your issued base
access badge is a critical component of controlling base
access. Do not leave your badge unattended, especially in
your vehicle, the gym locker room, or other places where
it could be stolen.

Have you completed your PHA?
All active-duty personnel require a Preventive Health
Assessment annually. The assessment must be complete
within the past 12 months in order to participate in the
semi-annual command fitness assessment or the reme-
dial fitness program. A PHA consists of a one-on-one
review of your health record and health status with a Naval
Branch Halth Clinic corpsman. This includes updating
your record for deployment. A PHA is not the same as
a medical screening for the CFA, which must be done
separately. PHAs should be scheduled in the same month
as your birthday. Call Military Medicine at 573-8801 to

TSP is a great way to save

Nowadays Americans have several
investment options from which
to choose when deciding how
they want to prepare themselves for their
golden years. Unfortunately, many people
lack the expertise required to successfully
navigate the complex world of finance.
That's why the Federal Government cre-
ated the Thrift Savings Plan for federal
employees and members for the Armed
Forces.
Congress established the TSP in the
Federal Employees' Retirement System
Act of 1986. The purpose of the TSP is
to provide retirement income and offer
Federal employees and servicemembers
the same type of savings and tax benefits
that many private corporations offer their
employees under "401(k)" plans. In the
civilian component of the TSP, employ-
ees covered by the Federal Employees'
Retirement System and the Civil Service
Retirement System can contribute to the
TSP.
The participation rules are different for
FERS and CSRS employees. The TSP is
a defined contribution plan. The retire-
ment income that you receive from your
TSP account will depend on how much
you have contributed to your account
during your working years and the earn-
ings on those contributions. The con-
tributions that you make to your TSP
account are voluntary and are separate
from your contributions to your FERS
Basic Annuity or CSRS annuity.
"For the civilians who have TSP, that
is their 401k," said Felipe Gonzalez, the
financial counselor for Naval Submarine
Base Kings Bay. "Servicemembers get a
pension plus the TSP."
Currently, TSP offers six different kinds
of investment funds: The Government
Securities Investment, Fixed Income
Index Investment, Common Stock Index
Investment, Small Capitalization Stock
Index Investment, International Stock
Index Investment, and Lifecycle.
The newest fund, the L Fund, provides a
convenient way to diversify your account
among the G, F, C, S, and I Funds, using
professionally determined investment


mixes that are tailored to different time
horizons. Your "time horizon" is the date
(after you leave Federal service) that you
think you will need the money in your
TSP account.
Because it is important for each L Fund
to maintain its target investment mix, the
TSP will automatically rebalance each
L Fund daily. Then, each quarter, the
investments in each L Fund will shift to a
slightly more conservative mix. In addi-
tion, experts will review the investment
mixes periodically to be sure they are still
appropriate.
"The L fund is great because TSP will
take the money that I put in it and move it
around for me based on how the market
is doing," said Gonzalez. "For example, if
you plan on being in for the long run, TSP
will be a little bit more aggressive for you
and move more of your money around
to which ever funds are doing well at the
time.":'
So why choose to invest in TSP? There
are several reasons to choose the TSP for
your retirement savings. Some of those
include but are not limited to:
*You save money on income taxes.
You have a choice of five investment
funds.
All of the money you have deducted
from your pay goes into your investment
account, and no income tax is deducted.
You don't pay the tax until you with-
draw money, usually during retirement.


Contributions of your tax-exempt
combat or hazardous-duty pay retain
their tax-exempt status, so you won't pay
tax on this money, even when you with-
draw it.
If you need access to your money, you
can borrow from your TSP at a low rate of
interest.
Personal loans can be for up to five
years.
Loans to purchase your residence can
be for up to 15 years.
Your loan is repaid through payroll
deductions; it's like borrowing from your-
self.
TSP offers in-service withdrawals for
financial hardship, or after age 59.
You are given a choice of post-separa-
tion withdrawal options.
You are given the ability to transfer
money from other eligible retirement sav-
ings plans into your TSP account.
Investing in TSP is fairly simple. If you
have access to your mypay account you
can do this online at mypay.gov. You can
also get started by filling out a TSP-U-
1 form. To calculate your contribution
(per paycheck) to the TSP, multiply your
paycheck by the percentage you wish to
contribute.
For example, if you wish to contribute
1 percent of $1,000, you would be con-
tributing $10 per month to the TSP. You
can also earmark a portion (up to 100
percent) of any bonus pay to go directly
to the TSP.
There are a few things to remember,
should you need to withdraw from your
TSP. Any time you take money from your
fund, you are taking money out of your
retirement.
So really think about it before you
withdraw and consider any and all other
options. Before you take out money, you
might consider taking a loan from the
plan. You would be paying yourself back
through payroll deductions, and essential-
ly borrowing from yourself. Remember:
Should you have to make a withdrawal,
you must pay taxes and possible penal-
ties.

ing the Thrift Savings Plan or your TSP
account, you can find all your answers on
the tsp.gov homepage www.tsp.gov.


Education is needed for advancement

For many people, the
majority of New Year's
resolutions become
New Year's delusions by the
end of February. A New York
University study said that less
than 30 percent of New Years
Resolutions ever achieve suc-
cess, but year after year, we
stick with this annual tradi-
tion. On New Years Eve, many
people make a resolution to
lose weight, achieve educa-
tion goals, or maybe to quit a
smoking habit.
This is an opportunity for
many to have a clean start,
to take on a new challenge
and achieve something worth-
while. Outside of the military,
education leads to a better
job, more money, and possibly
more time with family. While
the Navy sees education as
an evaluation bullet for lower
enlisted, the higher enlisted
ranks require an Associates
Degree to advance to E-8.
"Sailors in today's Navy
need to be highly motivated
and educated professionals,"'


said Vice Adm. Kevin Moran,
commander, Naval Education
and Training Command. "The
critical thinking skills devel-
oped through higher educa-
tion are essential elements to
the success of Sailors in the
21st century. It is our job to
provide the opportunities for
these highly valued and com-
mitted individuals to grow and
develop in the Navy."
For NSB Kings Bay's Sailors
and Marines, 2007 could be
the year for many to jump into
the preverbal education pool,
by signing up for classes and
filling out their tuition assis-
tance forms. In addition to TA,
the Navy College Program has
two other significant programs
to help Sailors earn a college
degree, explained NETC Force
Master Chief (SW/AW/SS/PJ)
Mike McCalip.
"A visit to the local Navy
College Office is a logical first
step for Sailors to learn about
what is available to them,
from the wide variety of col-
lege level examinations to
the Navy College Program for
Afloat Education (NCPACE).
The Defense Activity for Non-
Traditional Education Support


(DANTES) Examination
Program, the College Level
Examination Program (CLEP)
and the DANTES Subject
Standardized Tests (DSST)
program offer testing oppor-
tunities that can help Sailors to
take advantage of knowledge
they already have and accel-
erate their progress toward
degree completion," said
McCalip.
With all the programs avail-
able to Sailors, the Navy has


made it easier for all service
members to find their educa-
tion nitch and to accomplish
their resolutions to pursue
higher education..
"The only ingredient
required to take advantage of
these programs is determina-
tion to see it through," said
Ron Lancaster, Kings Bay's
Fleet and Family Service
Center Councilor. "Someone
once said the first step is the
hardest."

Electronic service records now available

The Navy has officially launched the
Electronic Service Record (ESR) within the
Navy Standard Integrated Personnel System
(NSIPS). The vision is for ESR to replace the
current paper-based Field Service Record with
an electronic records management applica-
tion, automating most service record mainte-
nance, and providing individual service mem-
bers, personnel offices (PERSO) and customer
commands secure worldwide access to service
record data via the Internet.
"NSIPS is the Human Resources Management
toolusedbyourPersonnelSupportDetachments
(PSD) and Navy Reserve Centers, so there was
a logical fit for the Electronic Service Record to
reside within that software application;'," said
Cmdr. Susan Eaton, NSIPS program manager.
The implementation of the ESR will enhance
reliability and productivity within the PERSO/
PSD by making maximum use of corporate
data, and eliminating redundant data input.
It will allow global transactions for medals
and awards, training and education, person-
nel qualification standards (PQS), and routine
administrative remarks, and creates electronic
forms that can be printed and signed when a
hard copy is required.
"ESR is also a significant change for indi-
vidual Sailors, because they will have greater
access to information that affects their careers,"
said Jim Giger, a military human resource spe-
cialist here.
All active-duty and drilling Reserve Sailors
can access their ESR by signing up for a self-
service ESR account on the NSIPS Web page at
https://nsips.nmci.navy.mil/ using a Common
Access Card (CAC)-enabled computer. Sailors
will be able to view their own records, as well
as make minor changes, including emergen-
cy contact information, home and mailing
address, official email address, and personal


info such as race, religion and ethnic code.
Navy Reserve Sailors can also put in their civil-
ian employment information.
Commanding officers, executive officers,
command master chiefs, and pass liaison rep-
resentatives may obtain read-only access for
Sailors in their Unit Identification Code by con-
tacting their NSIPS access manager.
Giger stressed the importance of checking
service records early and often.
"A lot of Sailors wait until they're an E-5 or
above before taking a personal interest in their
record, but we are responsible for ensuring
our records are correct and up to date. It is
easier to correct errors if found early. Members
should start reviewing their record periodically,
and contacting their PERSO/PSD if they find
errors."
"This, along with a periodic review of your
Official Military Personnel File (OMPF) on the
Electronic Military Personnel Records System
(EMPRS) will keep your records selection-
board ready," said Giger.

bers, this will serve as a model for future self-
service functions that will affect benefits and
entitlements, such as the Record of Emergency
Data.
ESR relies upon the NSIPS database, so
changes made via the ESR application will
accordingly update personnel information


in NSIPS. However, for the immediate future,
printed documents must still be forwarded
to Navy Personnel Command to update the
permanent personnel record, then filed in the
field service record to ensure current records
information is available.
This process will continue until all activities
responsible for maintaining personnel records
have access to ESR. Ultimately, ESR will replace
the field service record (the service record
jacket) that Sailors carry between PSDs when
transferred.
Current regulations still require reenlistment
and extension contracts, dependency appli-
cation/record of emergency data, unauthor-
ized absence and court memorandums to be
printed, signed and distributed to appropriate
organizations.
Servicemember's group life insurance; notice
of basic eligibility; history of assignments;
administrative remarks; enlisted qualifications
history; awards records; training, education
and qualifications history; and member data
summary will have modified policy, proce-
dures and distribution instructions.
A follow on effort will merge the ESR with
the Electronic Training Jacket (ETJ), providing
Sailors with a single Web-based view of person-
nel and training history.

The men and women of the Naval Construction Force, also known as Seabees, have a long and
proud tradition as the Department of Defense's construction force. That tradition is epitomized
by their motto "We Build, We Fight"
After the Japanese attack on Pearl Harbor Dec. 7, 1941 and the United States' subsequent entry
into the war, the use of civilian labor in war zones became impractical. Under international law,
civilians were not permitted to resist enemy military attack. Resistance meant summary execution
as guerrillas. The need for a militarized naval construction force to build advance bases in the war
zone was self-evident.

NSPS: Employees will have a major


part in developing performance plan

"Writes three articles per month" acceptable.
Rather an expanded version, developed in con-
junction with the employee, must be developed
to give the employee the clear understand-
ing of their performance expectations. This
will enable managers to effectively measure
employee performance based on completion of
objectives linked to CNIC's goals.
Employees will have a major part in develop-
ing a performance plan with measurable objec-
tives that will be used to rate employees and
determine salary increases. These increases
will be based on the employees' final perfor-
mance rating. The NSPS performance award
can be paid in the form of a salary increase, a
bonus or both.
"NSPS gives managers more ability to set
pay and recognize unique skills. For employ-
ees, it provides a direct link between indi-
vidual accomplishments and salary increase.
The work products and actions they produce
directly affect their pay. It gives them more
opportunity to decide how they can help their
command meet their mission" said Hubbard.
Pay will shift from the General Schedule of
grades and steps to a system of "paybanding."

the current system, as an incentive to recruit
new employees with the skills needed in a rap-
idly changing world.
"The current system limits opportunities for
civilians at a time when the role of our work-
force is expanding," said Hubbard.
No one will suffer a pay cut under the NSPS
transition. Employees will retain their full sal-
ary of their permanent position of record.
The changeover to NSPS is a gradual process.
Spiral 1.2, affecting more than 66,000 civilians,
launched on Oct. 1. More than 12,000 Spiral 1.2
employees converted to NSPS in October; the
remaining 54,000 transitioned over the next
few months.
As of now, there is no DON approved sched-
ule for when the rest of CNIC is converting to
NSPS.
However, in preparation for the conversion
and to help personnel handle the conversion,
CNIC Program management Office is preparing
a plan to encompass all the actions required
to convert. That plan will include a training
aspect and when training is scheduled to com-
mence.

me but shortly after the
Christmas holidays I start
thinking about tax prepara-
tion. No, I am not a CPA who
loves the sound of numbers
crunching. I am just a woman
thinking about that tax refund
and how to spend it.
There are many resources
available to military families
for tax preparation. For those
who do their own tax prepara-
tion I have two resources for
you.
Servicemembers and their
spouses can download a free
copy of Intuit's TurboTax to
prepare your Federal taxes
and depending upon where


you are filing you may qualify
for free state filing software as
well. To download this soft-
ware go to www.taxfreedom.
com.
New this year for service-
members and families,
MilitaryOneSource is offer-
ing a free download of H&R
Block's TaxCut Basic Online.
Like TurboTax, TaxCut Basic
is a step-by-step process that
includes all forms and docu-
mentation including those
relating to deployment, relo-
cation and much more.
If you have a more compli-
cated tax package or prefer to
turn to the experts there is free
support available for you right
on base. Military Volunteer
Income Tax Assistance
Program (VITA). Service


members and their families
can get free tax preparation
or advice and assistance right
on base. The VITA volunteers
are trained and equipped to
address all tax issues includ-
ing military tax issues such
as Earned Income Tax Credit
(EITC) and relocation, deploy-
ment and especially combat
zone tax benefits. And, they
are able to electronically sub-
mit your return to the IRS.
Taking advantage of this free
service can relieve you of the
big hassle and frustrations
some experience with do-it-
yourself tax prep software. To

Rapid Refunds: Many com-
mercial tax prep services offer
a 'rapid refund' or Refund
Anticipation Loan (RAL).
Many commercial enterprises
charge in excess of $100 to
complete the simple returns
that require less than 15-30
minutes to prepare. The draw
can be that these enterprises
provide the rapid refund and
the appeal of getting money
faster is hard to ignore.
While it is enticing to get
that money sooner let's look at
the facts and even the cost of
that money.
First, if you file directly with
the IRS you will receive your
electronic refund in approxi-
mately eight days according
to the IRS. If you opt for an


RAL there are some things you
should know. First, this is a
loan against your anticipated
refund. The key word here is
'loan' This means that there
will be fees and interest asso-
ciated with this rapid refund
that will eat at your income
tax refund. Often these fees
are exorbitant and can result
in interest as much as 418 per-
cent, Now, is it really worth
getting that money just a few
days earlier?
One final thought, if the IRS
withholds all or part of your
refund for any reason, even
just to research a claim, you
are fully responsible for that
loan to the commercial tax
preparer or their loan agency.

Local arts scene provides reasons to attend

Here, in the throes of
our winter, arts activi-
ties are heating up.
Between just completed high
school theatrical productions
and those in rehearsal, and
community gatherings sched-
uled over the next two weeks as
preparations begin for another
Crooked Rivers cultural heri-
tage production, theatregoers
have a plethora of reasons to
attend. Add to our local offer-
ings the regional opportuni-
ties, and winter ends up being
a fine season for the arts.
To recap, Camden County
High School's talented actors


are in serious scene study,
musical rehearsal and cho-
reography practices for their
next big show, "Seussical,
The Musical." Auditions and
casting took place right after
Thanksgiving and rehears-
al started in earnest shortly
thereafter.
On any given day at the audi-
torium, one might find Cindy
Lou Who and other Who's;
Gertrude, Mayzie and the
Bird Girls; Schmidt's school
boy soldiers; the Wickersham
Brothers; the Grinch; Yertle,
the Turtle; Horton the
Elephant; and the Cat in the
Hat working on songs, dance
steps and lines. "Seussical, the
Musical" is one of the hottest


musical properties available
and is being produced across
the nation by schools, colleges
and community theatres for
one main reason: it is so much
darn fun! Kids and adults love
this blend of Dr. Seuss sto-
ries and the singable, catchy
music. Mark your calendars
for March 16 and 17 at 7 p.m.
and March 18 at 2 p.m. Tickets

Continuing our walk
through the local arts scene,
the Crooked Rivers Council
will hold participation gath-
erings for past and new cast
members to perform in this
year's new Crooked Rivers


show on two upcoming
Saturday's, Jan. 27 and Feb.
10 at the CCHS Auditorium
from 9 a.m. to noon and 2 to
4 p.m. Community members
of all ages are needed for this
show about Camden County's
historical and social roots.
This year's show will feature
stories and songs about the
deep underpinnings that have
bound folks together and
caused deep divisions faith,
fighting' and family. Interested
members will get to know
other cast members, hear
some of the show's music and
find out how the show's prepa-
ration process works.
A final note: sometimes you
might wonder if the younger


generation is interested in the
arts and if they will really com-
mit to the practice and dis-
cipline necessary to explore
and invest in artistic endeav-
ors. Then data like this pops
up and really inspires you.
Turns out that one year after
initiating a strings program
in our Camden County ele-
mentary and middle schools,
more than 300 students have
signed up for next year, at
least a 30 percent increase in
enrollment. Their future, both
artistically and academically,
will be made more secure and
more filled with accomplish-
ment as these students follow
their hearts.

Grass Roots Arts Funds to Support Work of Woodbine
Woman's Club
The Woodbine Woman's Club has been awarded funds though
the Grass Roots Arts Program for two projects in 2007. The club
will host Dr. Oded Borowski, professor in the Middle Eastern
Studies Department at Emory University in Atlanta Feb. 10.
Borowski will give a lecture at King of Peace Episcopal Church,
6230 Laurel Island Parkway, Kingsland at 5 p.m. His talk will
focus on "The Art of Living in Biblical Times" and will share
information from his archeological digs in Israel and research
from his extensive teaching and writing career. The Reverend
Frank Logue has generously offered the use of King of Peace
for this county-wide public presentation. A reception will fol-
low with time to meet Dr. Borowski. For more information, call

A second conservation and arts project is currently under-
way in Woodbine to establish the town as a bird sanctuary.
The Woodbine Woman's Club is partnering with the City of
Woodbine, Gateway Camden Industries, Camden County High
School Skills USA, and the Lion's Club to build and place blue-
bird nesting boxes establishing trails throughout neighborhoods
around the city and from Liza Rudolph Road north along the
old rail bed onto the River Walk. The path from the city one
mile south to Liza Rudolph Road is significant historically as
Woodbine's African-American school children walked the rail
track to the school house at Gethsemane Church Association
grounds. Currently in great need of stabilization and rehabilita-
tion, this school is still standing and could be saved by citizens
organizing to recover this historic building. For more informa-

U.S. Coast Guard Auxiliary Flotilla 10-10
The U.S. Coast Guard Auxiliary Flotilla 10-10 teach a boating


and seamanship class every Tuesday and Thursday from 7 to
9 p.m. All classes will be held at the Georgia Marine Extension
Building, 715 Bay Street in Brunswick. This course is designed
for all new boat owners or those who are thinking about buying
a boat. It is also a prerequisite for the basic coastal navigation
course. Please register early, as this class will be limited to 30

Kingsland Lions Club
The Kingsland Lions Club meets on the second and fourth
Tuesday of the month at 7 p.m. at 112 West Williams Street
across from the Municipal Building in downtown Kingsland.
The Lions Club is a group of men and women who identify needs
within the community and work together to fulfill those needs.

The Naval Submarine League
The Naval Submarine League is an organization that allows
submarine advocates in all walks of life to demonstrate their
strong and continuous support of the goals and issues confront-
ing the United States Submarine Force. The aim of the league
is to represent the greater submarine community of builders,
designers, support people, operators, and that portion of the
public who give their support and encouragement.
The local Chapter of the Naval Submarine League, the Atlantic
Southeast Chapter, supports the Dolphin Scholarship Fund, the
Camden County High School NJROTC program, and the annual
SubVets of WW II Memorial event every November. The Chapter
normally meets quarterly, at the Clubs of Kings Bay, Naval
Submarine Base, Kings Bay. The next meeting will be held at
11:30 a.m. on Feb. 14 at the Goat Locker. The cost is five dollars.

Steak Out
The Camden-Kings Bay Area Chamber of Commerce is again
hosting their Annual Steak Out on Friday, Feb. 2nd beginning
at 6:30 p.m. at the Heritage Bank Community Center, St. Marys.
This event is a way for everyone to have fun and socialize in a
relaxed and very casual atmosphere. Tickets are on sale at the
Chamber Office or through a Board Member. Cost for num-
bered tickets are $35 and only 100 will be sold and guest tickets
for dinner only are $20. The numbered tickets make you eligible
for all prize drawings during the evening to include: Dinner for
free, $100, $1000, or other nice gifts.

Registration
The Kings Bay Youth Sports
is holding spring registration
for baseball, t-ball and soccer
through Feb. 27. The season
starts in March and continues
through May 15. Registration
is being taken at the Boys
and Girls Club, Monday thru
Friday, from 8 a.m. to 5:30
p.m. Late registration begins
on Feb. 28. The cost is only
$45 for active duty, reservist
and retirees family members
and includes trophy and uni-
form. All DoD civilian family
members are $50 and include
trophy and uniform. Ages for
baseball are 7 to 8 years old
and t-ball is 4 to 6 years old
with a control date of April 1.
Soccer ages are 4 to 12 years

Bass Tournament at Lake D
Outdoor Adventures is
hosting a two-person Bass
Tournament at Lake D on
March 17 from 6:30 a.m. until

top three teams. Only six fish
will be weighed in and every-
one, 16 years and older must
have a state fishing license
and base fishing permit. After

will be kept alive and will be

pick-up date
The Kings Bay Recycling
Center has changed their
pick-up day to Wednesdays.
Recyclables include aluminum
cans, steel (tin) cans, news-
papers (inserts o.k.), plastic
soda bottles (no lids), plas-
tic milk jugs (rinsed, no lids),
other number 1 and 2 plastics,
cardboard and brown grocery
bags, magazines and phone
books. Please clean and sepa-
rate all items for proper recy-
cling. Recyclable items cannot
be contaminated with trash,
foreign matter or food waste.
Do no recycle pizza boxes,
Styrofoam, plastic bags, foil or
pie pans. If you are not sure

Center counseling services are
available for active duty service
members, their spouses and
legal dependents; reservists
on extended active duty train-
ing and their legal dependents;
spouses and legal dependents
of prisoners of war or missing
in action personnel; and retir-
ees, their spouses and legal

Classes on site
The Fleet and Family Support
Center will now take its regular
workshops on the road if a unit
can furnish a conference room
or classroom and guarantee a
minimum of five participants.
Additionally, our personnel
will tailor presentations to
cover a unit's General Military
Training requirements when
those requirements deal with
human resources and social
issues. Our counselors can
also create a presentation in
response to a unit's area of
special concerns. Personnel
are available to participate
within areas of expertise in
the indoctrination of newly
assigned personnel and family
members of active duty per-
sonnel.

Anger Management
Anger is often a smoke
screen for other emotions and
not an effective method for
getting what you want. This
workshop is slated for Feb. 28
from 8:30 a.m. to 12:00 p.m.
This workshop can help you
focus on identifying the feel-
ings anger hides and explore
behaviors helpful in resolving
primary issues. Pre-registra-

Stress Management
Events, schedules, daily
pressure and many other items
can cause undo stress in your
life. Stress may or may not be
good for your health depend-
ing on how you manage that

ASIST (Applied Suicide
Intervention Skills Training) is

According to Campaign for Tobacco-Free
Kids, smoking kills more people than
alcohol, AIDS, car crashes, illegal drugs,
murders, and suicides combined. Thousands
more die from other tobacco related causes
such as smokeless tobacco use and fires caused
by smoking. You can not begin to estimate the
larger numbers who suffer from tobacco-relat-
ed health problems each year.
About 17percent of high school students in
Georgia smoke with 18.1 million cigarettes
bought or smoked by kids each year. Adult
smokers in Georgia are at 22percent and cause
$3.8 billion in smoking related productivity
losses in Georgia.
The Department of the Navy for Health
Promotion and Preventive Medicine reminds
us that as a Sailor, you are a shipmate trained
to fight and win against all enemies. Tobacco


is not often thought of as an enemy. An enemy
takes control and forces you to do things that
you don't want to do. But using tobacco is a
personal choice isn't it?
Well ...A Sailor who uses tobacco probably
started before joining the Navy and has kept on
using just to fit in with the group and to satisfy
a craving for tobacco.
This Sailor has probably tried to quit a cou-
ple of times, but couldn't because not using
tobacco felt really bad. So the Sailor went back
to using tobacco just to feel better.
It starts to sound a lot like an addiction. A
drug addict is physically addicted to what he
or she craves, has specific triggers that bring on
the urge to use the drug, and will put out a lot
of time, money and effort to use the drug and
satisfy the urge.
Sound like any smokers you know? Does it
sound like you? Sailors who smoke are most
likely addicted to tobacco. Addiction takes


away freedom. If you are addicted to tobacco,
you are not truly free. You may not believe that
you are addicted to tobacco. You may think
that it is a personal choice-you like smoking
and so you do it of your own free will. Well, try
this. November is Tobacco Cessation month.
Just stop smoking for a day, 24 hours. No big
deal. If you make it through the 24 hours with-
out getting fidgety, and crabby, and wanting a
cigarette more than anything else-then hey,
you're probably not addicted. But if you can't
make it 24 hours without getting all-bent-out-
of-shape, you probably are addicted. And you
need to make a plan to beat the addiction and
become tobacco free.
There are a lot of resources to help you
become tobacco free. The NSB Kings Bay Health
Promotion Center health care team located in
the fitness center stands ready to help. Call 573-
4237 to register for classes.
Let your health care providers, your friends,


and your family know that you are going to fight
tobacco addiction. Decide that no matter what
it takes, you are going to beat tobacco-you are
going to win. Just do it.
