Is Your Command
Up To Challenge?
Commands should be
gearing up now and making
plans for the 2008 MWR Fall
Sports Challenge on Oct. 8-
9. USS Underwood won the
Spring Sports Challenge. Can
your command take the title
away from them? The two-
day event is filled with 19
challenges, including the CO/
CMC canoe challenge and
the Tug-o-War. Other events
are 8-ball pool, speedminton,
bowling, kickball, dodgeball,
minibiathlon, and golf. This is
a great way for commands to
build teamwork and morale.

No DEERS
Update Can

LaTunya Howard
Navy Personnel Command Public
Navy Personnel Command's
Customer Service Center is
calling dual-military couples to
inform them that their marital
status has not been updated in
Defense Enrollment Eligibility
Reporting System (DEERS),
which could cost them dearly.
"When I call a dual-military
family, the usual response is,
'I've already updated my ser-
vice record.' Most Sailors
assume that changing their
Record of Emergency Data
(Page 2) will automatically
update their DEERS status. It
doesn't," said Pamela Thomas,
customer service representative
at NPC. They are two separate
data systems. The Page 2 is a
Department of the Navy data
input and DEERS is for the
Department of Defense (DoD).
"Many Sailors aren't aware of
this difference," said Thomas.
"It's an accountability issue,"
said Cmdr. Reginald Edge,
director of Pay, Personnel and
Benefits Branch, Bureau of
Naval Personnel.
When a Sailor enters the
Navy, he or she automatically
receives Servicemembers Group
Life Insurance (SGLI) cover-
age. When that Sailor marries or
has a child, the spouse or child
is automatically enrolled in
Family Servicemembers Group
Life Insurance (FSGLI). Both
are immediate benefits that
start when the servicemember
updates their Page 2 or opts to
decline coverage.
"On a small scale, if our
Navy system shows 100 spous-
es being covered by FSGLI but
only 80 are enrolled in DEERS,
we have a problem," said Edge.
"The Department of Defense
is paying for 20 families that it
hasn't accounted for. Now on a
larger scale, we're not talking
about hundreds of spouses, it
is thousands and we're spend-
ing millions that could be better
appropriated."
The cost is passed onto the
Sailor as a debt that DoD will
collect.
FSGLI is a program extended
to the spouses and children of
servicemembers insured under
the SGLI program. FSGLI
provides up to a maximum of
$100,000 of insurance cover-
age for spouses, not to exceed
the amount of SGLI the insured
member has in force, and
$10,000 for dependent children.
"The issue of accountability
for our dual-military couples is
that these couples upon mar-
riage already have identification
cards because both are active
duty. This means they don't nec-
essarily go into a DEERS site at
Personnel Support Detachment
or Pass and ID to receive the
benefits associated with a new
card," said Kathy Wardlaw,
DEERS policy analyst, Bureau
of Naval Personnel.
"This is where we feel the
oversight happens. Most Sailors
will update their Page 2 to add
their military spouse, that's
when the automatic enroll-
ment in FSGLI starts. Unless
the Sailor declines coverage in
writing, they are responsible for
that premium."
The cost to the average Sailor
is $5.50 per month for a spouse
under 35 years old. That's $66
annually. If the dual-military
couple has been married for 5
years, $330 is owed in back pre-
miums for each member.
Sailors must update DEERS
within 60 days of any life
changing event such as mar-
riage, divorce, birth of a child or
adoption. Failure to do so could
result in breaks in eligibility for
that family.

Hurricane season is in full
swing and Jacksonville-area
Sailors can rest assured that
their base has taken all precau-
tions to weather the upcoming
storms.
With the passing of Tropical
Storm Fay and Hurricane
Gustav, Sailors got a first-hand
look at how their commands are
prepared to handle the inclem-
ent weather.
Helicopter Anti-Submarine
Squadron Light (HSL) 46 was
one of the many commands
ready to aid in relief efforts for
Gustav as they were put on a
24-hour standby before the hur-
ricane hit land.
"The biggest thing we learned,
is the lesson that we learn here
every summer; we need to be
extremely flexible and always
prepared with our aircraft," said
Cmdr. Brad Garber, executive
officer of HSL-46.
"We know that living in this
part of the country, that hurri-
canes are a way of life and that
we need to be prepared not only
to relocate aircraft, but also to
potentially execute search and
rescue missions if an area is
affected by the storm and those
types of services are required."
While some from Jacksonville
were ready to head to the
storm, Air Force personnel
from Hurlburt Field in Fort
Walton Beach, Fla. sought shel-
ter aboard Naval Air Station
Jacksonville (NAS JAX).
"With our aircraft we just
don't take any chances, said
Col. Mark Alsid, vice wing
commander at Hurlburt Field.
"NAS JAX is a great location
for us to just quickly come over
and quickly go back and that's
the whole idea is to get back
home with our aircraft, we just
don't take any chances."
With storms Hanna, Ike and
Josephine on the horizon; show-
ing mission success was instru-
mental in determining the over-
all readiness of Jacksonville
during the upcoming weeks.
"It's all about joint warfare
these days, it's about all the ser-
vices working together we'll
all work together in any crisis
situation and we'll get the job
done," said Capt. Jack Scorby,
NAS JAX commanding officer.

Do you remember the jack-
in-the-box? It is an old-school
child's plaything. You push
Jack inside the box then close
the lid to keep Jack inside.
The trick is doing this without
smashing your fingers. If you
try one of these parents and you
do not have quick and nimble
fingers you might want to ask
your child to show you how
it's done. Once Jack is secure
inside the box, there is a lever
that you wind. You know that
you are winding it the correct
direction if there is music play-
ing. If you do not hear music
and you continue you run the
risk of not only the lever fall-
ing into your lap but you soon
may have a despondent child on
your hands, as well. If on the
other hand, you hear music and
you continue long enough Jack
will pop out of the box bringing
amusement to all.
Some things are meant to go
in a box, tissues, gifts, and in
this case Jack. Some things
are not meant to go in a box,
water, people, and most impor-
tantly God. Even Jack is not
meant to stay in the box. There
may be some anticipation fac-
tor that contributes to Jack's
arrival being fun but if Jack
stayed there it would not take
long for this toy to be aban-
doned as irrelevant. The same
is true with God; if put in a box
God will sooner or later become
impertinent.
Without entering into a theo-
logical discussion about the
impossibility of the infinite God
being contained in a finite box,
let's agree that although it is
indeed impossible in objective-
ly speaking it is indeed a real
possibility subjectively speak-
ing. Meaning, there is no box
big enough to hold God and if
what a person thinks is God fits
inside a box than it probably is
not God. However, a person's
idea or view of God can limit
that person's understanding and
experience of God and thus put
God-in-the-box.
There are some false and true
views of God that a person can
have. On the one hand, the
more true images a person has
about the characteristics, abili-
ties, and purposes of God the
more that person is able to expe-
rience a closer relationship with
God. On the other hand, the
more false God-Views a person
has the less that person is able
to connect with God if indeed it
is God at all.
There are three tendencies that
a person has that lead him or
her away from the truth: subjec-
tivism, legalism, and condem-
nation. Subjectivism, means
basing our view of God on our
changing feelings and emotions.
If I don't feel particularly reli-
gious than I must not be, right?
Wrong. Legalism, means our
relationship with God on our
performance. In order for me
to have a right relationship with
God what he has done for me is
not good enough I must also do
something else, correct? Wrong
again. Condemnation, means
being more focused on my
sin than on God's grace. You
might say, "I don't know about
you but my sins are etched on
my conscious weighing down
upon my soul, if you knew
me, I mean really knew me,
you would cast me in prison or
straight to eternal damnation."
Although, it might be true that
a person would deserve this and
that justice needs to be carried
out but for a person to focus
upon this is actually sending a
message that my sins our too
big for God. Which tendency is
drawing you away from a clear-
er picture of who God is and
what He has done?

From DHS
The Department of Homeland
Security (DHS) has recog-
nized September as National
Preparedness Month to encour-
age Americans to plan for emer-
gencies. As Floridians prepare
for hurricanes and other severe
weather, the Florida Department
of Transportation (FDOT) is
reminding residents to include
its free 511 Traffic Information
Service as part of those emer-
gency plans.
Florida's 511 service provides
information on highway and
bridge conditions, toll suspen-
sions, road closures and evacu-
ation routes. The free service is
accessible by dialing 511 from a
cell phone, landline or by visit-
ing www.FL511.com. Callers
can hear real-time reports on
interstate highways through-
out the state, major metropoli-
tan roadways and Florida's
Turnpike. The 511 service is
free, however cell phone min-
utes apply.
"Our primary goal is to
keep people safe, especially
during severe weather condi-
tions and hurricanes," said
FDOT Secretary Stephanie
Kopelousos. "By dialing 511
or visiting the FL511.com Web
site, people can stay updated
with road conditions so they can
make good travel decisions."
The DHS suggests Americans
take four steps toward emergen-
cy preparedness:
*Get an emergency supply kit
*Make a family emergency
plan
*Be informed about the dif-
ferent types of emergencies that
could occur and their appropri-
ate responses
*Get involved in the commu-

Kearsarge, Fourth Fleet Teams With Disaster
Relief Agencies To Bring Aid To Hard-hit Haiti
By MC2 Gina K. Wollman
Continuing Promise 2008 Public, -,
USS Kearsarge (LHD 3)
has teamed with several disas-
ter relief agencies, such as
U.S. Agency for International
Development (USAID) and the
World Food Program (WFP),
among others, to bring human-
itarian assistance and disaster
relief remote areas hit hardest
by tropical storms and hurri-
canes over the past month.
Established in 1961 by
President John F. Kennedy,
USAID became the first U.S.
foreign assistance organization
whose primary emphasis was on
long-range economic and social
development assistance efforts.
In Haiti, USAID is responsible
for directing the contributions
to thousands of other non-profit
and international organizations.
They also ensure that all of the
aid supplies are given in a way
that will effectively help those
who have the greatest need.
"We are a team that is assem-

Dana Chivers from USAID's
Office of U.S. Foreign Disaster
Assistance (OFDA) office.

assistance, we will respond."
Any U.S. military assis-
tance to a foreign nation must
be requested by the host nation
through the U.S. ambassador.
Then, as the lead federal agent,
USAID's Office of Foreign
Disaster Assistance fields the
request and asks the Department
of Defense for military assis-
tance, if needed.
On Sept. 5, U.S. Southern
Command (SOUTHCOM)
directed Commander, Fourth
Fleet to divert the amphibi-
ous ship from its humanitar-
ian/civic assistance (HCA) mis-
sion in Colombia to assist in
the relief efforts in Haiti fol-
lowing destruction caused by
Hurricane Hanna and the threat
of Hurricane Ike.
"Haiti is in need of a lot
of help in this very diffi-
cult time," said Rear Admiral
Joseph Kernan, Commander,
U.S, Fourth Fleet. "We are here
working very closely with vari-
ous organizations to bring Haiti
what it needs to pull through
this tragedy,"
Also on scene is The World
Food Program (WFP), the
food aid branch of the United
Nations, and the world's largest
humanitarian agency. For more
than 40 years, WFP has worked
with foreign governments and
more than 3,300 other interna-
tional and local NGOs, includ-
ing USAID, to distribute food
to the hungry.
Sailors, Marines, Airmen,
Soldiers and Coast Guardsmen
embarked aboard Kearsarge are
currently in Haiti working with
both organizations to bring aid
to the communities by assem-
bling working parties to load
and unload food on the ship's
helicopters and landing craft
utility vessels for delivery.
"We have a lot of humanitar-
ian aid training in the military
and it doesn't really hit home
until we are actually here and
using it," said Cmdr. Ansel
Hills, from the Kearsarge.
"Having the opportunity to be
here helping and work with so
many other great organizations
is wonderful."
Overall, the Kearsarge mis-
sion in Haiti has delivered an
estimated 350 metric tons of
relief supplies in addition to
1,500 gallons of water.
"This is one of those missions
you will always remember,"
said Marine Capt. Clennon Roe.
"Even though we are a fighting
force, I believe we have proved
ourselves to effectively be able
to deliver humanitarian support
to various countries around the
world when we are needed."
The capabilities of Kearsarge
include the fast movement of
personnel and cargo by helicop-
ter and landing craft vessels,
making it the ideal platform to
support urgent humanitarian
relief missions.

Commander, U.S. Naval
Forces Southern Command
(NAVSO)/ U.S. 4th Fleet,
arrived aboard USS Kearsarge
(LHD 3) Sept. 10 during the
ship's disaster relief operations
in Haiti.
As the Naval Component
Commander to U.S. Southern
Command (USSOUTHCOM),
Rear Adm. Joseph D. Kernan
will assist and supervise
U.S. Navy relief efforts from
Kearsarge and visit relief opera-
tions in Haiti.
U.S. 4th Fleet, headquartered
at Naval Station Mayport, Fla.,
diverted the amphibious ship
Kearsarge from Santa Marta,
Colombia, Sept.5 to assist
the United States Agency for
International Development
(USAID) in mitigating human
suffering and loss of life in
Haitian communities impacted
by tropical storms Fay, Gustav,
Hanna and Hurricane Ike.
"Providing much needed
relief following a disaster of this
scope is precisely why we're
here, this is what SOUTHCOM,
the Navy and Fourth Fleet does
- it is one of our core missions,"
said Kernan. "It is so important
to work together with partner
nations and U.S. governmental
agencies like USAID to help
the people in this region after a
natural catastrophe like this."
Kearsarge support to Haiti
includes the movement of food,
cargo and equipment between
Port-au-Prince and Gonaives,
Jeremie, Saint Marc, Port de
Paix, Jacmel and Les Cayes.
U.S. Southern Command and
U.S. 4th Fleet continue to work
with interagency partners and
their counterparts in countries
affected by the recent devastat-
ing weather activity to assess
recovery needs in the affected
areas and identify additional
U.S. military units that may be
able to provide assistance.
Any U.S. military assis-
tance to a foreign nation must
be requested by the host nation
through the U.S. Ambassador.
Then USAID's Office of
Foreign Disaster Assistance
fields the request and asks the
Department of Defense for mili-
tary assistance, if needed.
As the Naval Component
Command of USSOUTHCOM,
NAVSO's mission is to direct
U.S. Naval Forces operating
in the Caribbean, Central and
South American regions and
interact with partner nation
navies within the maritime
environment. Various opera-
tions include counter-illicit
trafficking, Theater Security
Cooperation, humanitarian
assistance and disaster relief,
military-to-military interaction
and bilateral and multinational
training.

Mayport Holds DC Olympics
By Paige Gnann

USS Carney (DDG 64) took
home the trophy as the winner
of the first Damage Control
(DC) Olympics competition
held aboard Naval Station
Mayport since 2003.
Spoonsored by the Center for
Naval Engineering (CNE) and
DESRON 14, Carney beat out
teams from USS Halyburton,
USS Doyle, USS Simpson,
USS Stephen W. Groves, USS
Underwood, USS Robert G.
Bradley and USS John L. Hall
during the Sept. 12 event held
at the base Firefighting School.
Teams of six from each rep-
resented ship competed in a DC
written exam, self contained
breathing apparatus (SCBA)
dress up, Quick Reaction Team
Event, Message Blank and Plot
Relay, Hose Relay, All Purpose
Chemical Protective Garment
(ACPG) dress up, P-100
Pump Start, Pipe Patching and
Shoring.
Carney's win was followed
by USS Underwood and USS
Simpson in second and third
places. All of the competing
ships are a part of DESRON
14, except for Carney, which
belongs to DESRON 24. The
event was opened to every ship
in the basin, said Senior Chief
Damage Controlman Roger
Astrum of DESRON 14.
Astrum said that the Olympics
was the ending of a week-long
engineering symposium hosted
by DESRON 14, SERMC and
ATG. During the symposium,
ship engineering representatives
are brought together with sub-
ject matter experts from ATG
and SERMC to discuss best
practices, identify problems and
solutions within the engineering
community.
CNE Firefighting school
instructors Damage Controlman
1st Class (SW) Eduardo
Montoya and Damage
Controlman 1st Class (SW)
Derrick Harney helped coordi-
nate the event.
"The enthusiasm was good,"
said Harney. "This gave a lot
of opportunity for the junior
Sailors to train and put in prac-
tice what they have learned."
"We haven't had this in
awhile," said Astrum. "We real-
ly wanted to do get the camra-
derie geared up in the DC com-
munity and promote DC on the
ships again."

On Sept. 11, the United States
Naval Academy class of 1966
joined the crew of the USS Hue
City (CG66) in recognizing two
Sailors whose exemplary per-
formance of duty epitomizes the
Navy's core values of Honor,
Courage, and Commitment.
The event was held in conjunc-
tion with a picnic honoring the
services of the Class of 66.
The Naval Academy Class
of 1966 established the Junior
Officer and Petty Officer
Leadership Awards to recognize
those deserving junior officers
and petty officers who have
distinguished themselves in the
performance of their duties on
board USS Hue City (CG 66)
and USS Gonzalez (DDG 66).
The Class of '66 began issu-
ing the awards at the request
of Captain Thomas I. Eubanks,
a 1966 graduate of the Naval
Academy and Hue City's
first Commanding Officer.
The Leadership Awards have
been presented every year on
board USS Hue City and USS
Gonzalez since their inception
(1992 and 1996, respectively).
A cash award of $200 is pre-
sented each year to the Award
recipients. In addition to the
formal letter that each recipient
receives from the Class of 1966,
he or she also receives a framed
certificate.
The awards were presented
by the president of the Class of
'66, Michael D. Haskins, Vice
Admiral, U.S. Navy (Retired),
whose own awards include
the Distinguished Service
Medal with Gold Star, Defense
Superior Service Medal with
Oak Leaf Cluster, Legion of
Merit with three Gold Stars,
Meritorious Service Medal with
Three Gold Stars and many
more.
Haskins has also served in
numerous command capacities,
including Commander, Iceland
Defense Force; Commander,
Patrol Wings U.S. Atlantic Fleet;
and Commander, U.S. Naval
Forces, Japan. Vice Admiral
Haskins lives in Colorado and
traveled to Mayport, Florida, to
make the presentations.
The first award was given to
Sonar Technician Surface 1st
Class (SW) Robert W. Ingerson.
Ingerson was instrumental in the
Hue City's exceptional perfor-
mance during her seven-month
overseas deployment in support
of the Global War on Terrorism.
His leadership and technical
expertise were instrumental in
sustained combat readiness and,
as the divisional representative,
he was influential in advancing
the Enlisted Surface Warfare
Specialist training program.
The second award was given
to Ensign Ryan P. Kelly. A
2007 graduate of the Naval
Academy, Kelly was assigned
to duty as the First Lieutenant
on board the USS Hue City and
was made immediately respon-
sible for the safety, training,
supervision and leadership of 37
Sailors on a daily basis, in addi-
tion to maintaining the ship's
cosmetic appearance.
Kelly and Ingerson were each
awarded a certificate and check
for their continuing and accom-
plished service in the United
States Navy.
Attendees had the opportuni-
ty to mingle with the members
of the Class of 1966 over bar-
beque, cake and refreshments
and enjoy a beautiful sunny
afternoon in the pavilion. The
cake was also in celebration of
the Hue City's 17th birthday on
Sept. 14. Entertainment includ-
ed a dunking booth and games
for the children. The event was
a successful acknowledgement
of the leadership skills and high
quality of service provided by
the recipients and also offered
a solemn remembrance of the
tragic occurrences of Sept. 11,
2001.

Hosts Scientist
By Ensign Joshua Cowart
USS Robert G. Bradley
USS Robert G. Bradley
enjoyed the privilege of hosting
employees and interns of the
Naval Sea Systems Command
(NAVSEA) during the lat-
ter days of August and early
September.
These individuals participate
in the Scientist at Sea Program,
providing them an opportunity
to serve in ships and see equip-
ment they help to design.
The first group of scientists
came aboard RGB for transit
from Mayport to Norfolk, Va.
During that time these seago-
ing scientist were able to see
many shipboard evolutions,
including RHIB operations and
Man Overboard drills.
"The experience allowed me
to better understand the every-
day workings aboard a ship,"
said NAVSEA participant, Dave
Eberhardt. I believe that my
time aboard will help me to
design ships and ship systems
that better fulfill the needs of
the fleet. I felt very welcome
everywhere I went on the ship,
and all of the men and women
on board were eager to answer
my questions. Seaman Michael
Sajnaj was especially helpful in
answering our questions about
the everyday life of an enlisted
Sailor."
These engineers enjoyed their
underway time and said that
their positive experience aboard
RGB would be of great benefit
during their time working for
the Navy.
The second group of partici-
pants met RGB in Philadelphia,
Penn., where the ship was
enjoying some liberty after
completion of the Joint Warrior
group sail.
This group consisted of
Kristie Bradley, a Mechanical
Engineering graduate of the
University of Maryland, and
Evan Epstein, who is working
At Sea
on his Mechanical Engineering
degree from Drexel University
and working as an intern at
NAVSEA.
The two engineers were
aboard RGB for the transit back
to Mayport. They said a high
point was the willingness of the
Sailors to help out.
The embarked scientist
greatly benefited from this; the
voyage provided them with the
opportunity to broaden their
horizons and see their work in
action.
"Engineers make the mistake
of not having the big picture,"
said Bradley. "This program
gets them out of the office and
lets them get to know their cus-
tomers better."
The program provided won-
derful opportunities for the
NAVSEA Engineers to get to
see what it is they work on in
action and provided a great time
for the Sailor's of RGB to dem-
onstrate what they do at sea.

USS De Wert Participates In Panama COMREL
By Lt. j.g. Ashley Wyckoff
USS De WertPAO
Sailors of USS De Wert (FFG-
45) and HSL-46 Detachment
One set out to conduct a com-
munity relations (COMREL)
project on Aug. 27 and donate
Project Handclasp materials to
Severina Hernandez Elementary
School, located 35 miles out-
side of Vasco Nunez de Balboa
(VNB), Panama.
The De Wert Sailors spent
their second day of a three-
day port visit in VNB to paint
an outside wall of the school.
Despite the heat, the Sailors
worked hard and spent time
playing with the children and
posing for pictures with them.
The looks of excitement on
the children's faces proved
their thankfulness for the newly
painted wall for their school,
and made the Sailors' time and
work, and the heat, worthwhile.
Aviation Warfare Systems
Operator 2nd Class (AW) Julius
Jones said, "My experience at
the COMREL was gratifying
and fulfilling, as are all of the

We interacted with youth of dif-
ferent ages and in different stag-

The Sailors also helped

Project Handclasp is a U.S.

Technician Seaman Apprentice

reason I joined the Navy was
to change my own life and the
lives around me. I was given
that chance in VNB when they
asked for volunteers for the
COMREL. Serving as a vol-

and seeing the smiles on the
children's faces that day made
me thankful for choosing to
serve. I look forward to many
more COMRELs, because
there's nothing better than help-

After three-day break in VNB,
the De Wert Sailors were reju-

Management, FFSC
What does anger do for you?
Communicate for you? Keep
people at a safe distance from
you? Keep you in charge? For
many people, anger serves them
many uses, but all too often,
it is at a high cost... usually of
relationships, unhappiness in
the workplace, and a general
feeling of disdain. If you want
to be able to break out of the
"get angry/get even" syndrome,
come to this class. Participants
learn how anger and judgment
are related, about irrational
beliefs and faulty self-talk, what
"E + R = 0" means, and the
roles of stress and forgiveness
in anger.
Sept. 19, 9 a.m.-noon, What
About The Kids?, FFSC
Children who witness fam-
ily violence are often forgot-
ten as the unintended victims.
Schedule Set
A wide range of child adjust-
ment problems has been found
to be associated with exposure
to domestic violence. Parent's
need to see and understand the
effects of domestic violence
on children as encompassing
behavior, emotion, development
and socialization. Parents need
to understand that there is an
intergenerational cycle of vio-
lence and they may be creat-
ing a legacy for their child of
learned violent behavior. The
purpose of this program is not
to shame parents for events
that have already happen, but
to instill hope that things can
change. The knowledge that the
violence, which many parents
incorrectly believe is unseen
by their children, is negative-
ly impacting their children's
growth and development and
may provide an additional moti-
vator for ending the violence
and seeking intervention.

From Staff
The Department of Veterans
Affairs (VA) announced the
Jacksonville VA National
Cemetery groundbreaking cer-
emony will take place Sept. 21
at 2 p.m. Cemetery Director
Arleen Vincenty said Navy
Band Southeast will perform
for local veterans, city and state
officials, and dignitaries from
Washington D.C.
The new cemetery is north of
the Jacksonville International
Airport and approximately five
miles from Interstate 295 on
569 acres acquired from the
city. The cemetery will serve
189,000 veterans in the north-
eastern Florida and southeastern
Georgia region.
Vincenty explained, "The
initial Phase 1-A construction
effort now underway focuses
on a 15-acre early burial area
with temporary facilities.
When Phase 1-B is completed,
the 52-acre Phase 1 develop-
ment will provide 7,500 full
casket gravesites, including
7,200 pre-placed crypts, 5,000
in-ground cremation sites and
4,500 columbarium niches for
cremated remains."
She said Phase 1 infrastruc-
ture construction consists of
roadways, an entrance area, an
administration and public infor-
mation center, a maintenance
complex, a flag assembly area,
a memorial walkway, commit-
tal service shelters, as well as
ooo
interment areas. Other improve-
ments include utilities, grading,
drainage, fencing, landscaping,
and irrigation system.
The VA awarded the $1.25
million master plan design
contract to England, Thims &
Miller of Jacksonville. Initial
construction will prepare a
small burial area to ensure that
veteran burials can take place
before all phase 1 facilities are
completed.
Veterans with a discharge
other than dishonorable, their
spouses and dependent chil-
dren are eligible for burial in
a national cemetery. Other
burial benefits for eligible
veterans include a burial
flag, a Presidential Memorial
Certificate, and a government
headstone or marker.
In the midst of the largest
cemetery expansion since the
Civil War, the VA operates 125

USS Doyle Gets Taste Of History, Tradition
From USS Doyle
USS Doyle came home Thursday evening
after an eventful and fulfilling month at sea with
port visits to the Naval Academy in Annapolis,
Maryland, and Norfolk Naval Station in Norfolk,
Virginia. With Joint Warrior just around the cor-
ner a Group Sail, led by Commander, Destroyer
Squadron 24 in the Virginia Capes Operating
Area, gave the crew the experience of working
with other ships and exercising various sea tac-
tics.
Rich with tradition and history, the United
States Naval Academy provided valuable train-
ing to the crew as well some time to enjoy the
historic city of Annapolis. Doyle proudly gave
tours of their warship to midshipmen and their
families' while giving visitors a taste of life in
the fleet. The junior officers on board were also
able to take advantage of the wonderful training
facilities the Academy had to offer, such as a Full
Mission Bridge, which imitates a ship's bridge,
giving officers training for real life situations. "I
learned a lot and had fun playing with the ship
simulator," stated Lt.j.g. Patrick Shouvlin. A
visit to the nation's capital enabled Chief (Select)
Gregory Mann and Chief (Select) Chris Leonard
to learn more about our countries' history while
enjoying the sights of Washington D.C. Included
in the tour were the Navy Yard Museum and
WWII Memorial, as well as the Vietnam and
Lincoln Memorials. "It's a great way for Chief
Petty Officer Selects and Sailors to learn about
our heritage," said CPO (Select) Gregory Mann.
A week in Norfolk, Virginia, allowed time to
replenish the ship while preparing for the Group
Sail in the week to follow. Preparations for the
upcoming Joint Warrior were held at the Warfare
Commanders Conference in Norfolk to orga-
nize and discuss the exercises in the approach-
ing cruise. The Group Sail, gave independent
deployers
such as Doyle, along with USS Klakring, USS
Samuel B. Roberts, USS Hawes, USS Mitscher
and USS Robert G. Bradley, a chance to apply
naval tactics along with experience working
together as a group. The ship's had a chance to
practice numerous situations such as Fast Inbound
Attack Craft, small boat exercises and Division
Tactics. Several gun exercises demonstrated
the use of the weapons on board and showed
what they were capable of. Combat Information
Center's Officer, Ensign Rebecca Haggard felt
that, "It gave everyone a chance to practice what
we're out here for. When we're independent
steaming, we don't get to practice war fighting
tactics. It was also great training for Operational
Specialists on board."
For Doyle, the training was beneficial to many
and helped the crew's awareness of what is
expected of them for Joint Warrior in the fall.
The port visits in Annapolis and Norfolk were
great learning tools in making preps for the Group
Sail and enabled the crew to enjoy the rich naval
history of those cities. Thanks to the under-
way period, Doyle is now ready to take on Joint
Warrior with confidence and pride.

USS Taylor
The crew of USS Taylor
(FFG 50) waived goodbye to
family and friends crowding the
pier of Naval Station Mayport,
FL to join NATO allies for a
semi-annual deployment to the
Black and Mediterranean Seas.
Conducting her Trans-Atlantic
voyage along with USS Barry
who was enroute to the Eastern
Atlantic for her own deploy-
ment, Taylor enjoyed some
superb training that helped
prepare her for operations as
part of a multi-national force.
After conducting a brief stop
for fuel in Rota, Spain, a Straits
of Gibraltar transit, a second
Brief Stop for Fuel (this time
in Souda Bay, Crete), and a
ten hour transit of the Turkish
Straits, USS Taylor joined the
NATO Standing NRF Maritime
Group ONE (SNMG 1) team
in the Black Sea port city of
Constanta, Romania.
SNMG 1 is a composition of
NATO countries that conduct
joint training and operations to
enhance inter-operability and
communication between NATO
forces, as well as conduct
Maritime Surveillance Activity
Operations in the War Against
Global Terrorism. SNMG 1
is currently composed of the
group flagship, ESPS ALM
Juan De Borbon from Spain,
FGS Luebeck from Germany,
ORP General Kazimierz Pulaski
from Poland and USS Taylor.
The participating ships will
change throughout the year,
but the focus of SNMG 1 will
remain the same: Improving
inter-operability between the
NATO ally nations and winning
the War on Terror.
Taylor met up with SNMG
1 in Constanta, Romanian dur-
ing a four-day port visit. The
crew members were happy to
get their feet on solid ground
after the two week transit across
the Atlantic Ocean.

CAlin Popescu-TAriceanu,
Romanian Minister of Defense,
Commander in Chief, Romanian
Naval Forces and many other
dignitaries were welcomed
aboard Taylor by Cmdr. Keith
A. Knutsen, Commanding
Officer, USS Taylor. The
guests were greeted by crew
members and taken on a tour
of the ship lead by Knutsen.
After a much enjoyed port
visit, the NATO group departed
Constanta for operations in the
Black Sea, including a Passing
Exercise with the Romanian
Navy. Taylor will operate with
SNMG 1 in the Black Sea, the
