Fest 2008 on June 28. This
event will replace the base's
4th of July celebration.
The base swimming pool
will open at 11 a.m. with free

p.m. at Sea Otter Pavilion.
Freedom Fest 2008 will
feature children's and adult

a stilt walker, a mechanical

the band, Those Guys. Food

Naval Hospital Jacksonville,
Fla. broke ground on a new
$35.8 million, 62,000 square-
foot addition on Monday, June
9. Guest speaker at the 9 a.m.
ceremony which took place
in front of the main hospi-
tal located aboard Naval Air
Station Jacksonville, Fla., was
Congressman Ander Crenshaw
(R), 4th District of Florida.

Commanding Officer Capt.
Raquel Bono also spoke.
This addition, which will
extend from the front entrance
of the main hospital tower, will
include a 28,000 square-foot
surgical suite, a new 8-story
elevator tower, new administra-
tion spaces and a new physical
therapy clinic.
The project also includes ren-
ovations on the 6t floor of the
hospital creating sparkling new
spaces for labor and delivery
services. Site work includes a
new retention pond and utilities.
The work will be phased in
to minimize interruption of hos-
pital operations and to ensure
safety. It is scheduled for com-
pletion in 2010.
This project has been pro-
gressing through the contracting
phases for about six years. It
faced several challenges espe-
cially after Hurricane Katrina
put new demands on area con-
struction costs. The specialized

Jacksonville's 11th annual
commemoration of the United
States' victory at Midway was
held June 7.
Twenty-two veterans of the
historic World War II battle
were in attendance as well as
the Chief of Naval Operations,
Adm. Gary Roughead.
"The Battle of Midway came
at a time when things in the
Pacific weren't looking good.
Thanks to the leadership, the


intellect and especially the
heroism of the Sailors and the
Marines who fought in that
battle, we changed the course
of history in the Pacific," said
Roughead. "We turned the
Imperial Japanese Navy away.
In doing so, we changed the
course of the war. That's what
this commemoration is about."
Capt. Aaron Bowman, Naval
Station Mayport's command-
ing officer, explained, "I think
as long as we remember his-
tory and honor those people that
served, that's what it's all about.

Good day, shipmates. I'd
like to talk with you about what
it takes to stay safe during the
summer. As you all know, sum-
mer is the time of year when
people get outdoors the most,
basking in the warm weather
and long days. But summer
can also be very dangerous.
Hazards such as fatigued driv-
ing, outdoor grilling, swim-
ming, and lawn mowing acci-
dents often rear their ugly heads
the most during the summer
season. Therefore, I'd like to
discuss these dangers and what
you can do to avoid falling vic-
tim to them.
As you go on leave during
the summer, many of you will
have to drive long distances to
get to your destination. As a
result, you can become tired and
drowsy while on the road, great-
ly increasing your chances of
being in an accident. Therefore,
you should take steps to avoid
the possibility of falling asleep
behind the wheel. That means
you should always start the trip
well rested. Try to leave home

early so most of the drive can
be completed during daylight
hours. Signs of fatigue include
trouble keeping your eyes open,
daydreaming or having wan-
dering, disconnected thoughts,
missing road signs or driving
past your turn, feeling irritable,
restless and impatient or drift-
ing off the road and hitting the
rumble strips.
If you notice any of these
symptoms, immediately look
for a place to stop and get a
room for the night before you
become a danger to yourself
and others on the road. Getting


to your leave destination late
can be frustrating, but it's not as
bad as not getting there at all.
Other potential hazards dur-
ing the summer are accidents
while grilling food outdoors.
Every summer, Sailors and
Marines receive injuries from
hazardous choices, such as
using a lighter to ignite a gas
grill, turning on the gas with the
grill lid closed so that gas accu-
mulates and becomes a fireball
when lit or using gasoline on
charcoal. Another common mis-
take is spraying lighter fluid on
hot coals. This is never a good
choice, as flames can shoot
up the lighter fluid stream and
cause the container to explode
in your hands.
In order to avoid potential
accidents, you should follow
these basic safety tips while
grilling:
-When using charcoal grills,
place the grill in a well-venti-
lated area away from children's
play areas;
-avoid loose clothing;
-stand upwind when lighting
the fire;
-do not use unapproved flam-
mable liquids to start the fire or


to relight the coals;
-attend to the fire at all times;
-before disposing of coals,
make sure they are completely
cold.
In addition to the above, when
using propane grills, check
valves and hoses for leaking
gas, read and follow manufac-
turer's instructions for lighting,
raise the hood before turning on
the gas and transport/store gas
cylinders in an upright position.
Follow these steps, and you
should be able to grill your hot
dogs and hamburgers safely.
Then, you can sit back and
enjoy your meal!
Another popular sum-
mer activity that could lead to
potential tragedy is swimming.
According to the Naval Safety
Center, swimming is the lead-
ing recreational killer of mili-
tary personnel. In total off-duty
mishaps, it's only surpassed by
traffic accidents.
To avoid swimming mis-
haps, you should never go to
the beach by yourself and you
should always be familiar
with the area you're going to.
Morale, Welfare and Recreation
(MWR) has specifics on the


beaches within a base complex
and within the local area. They
also know any beaches that are
off-limits due to excessive dan-
gers. Heed all warnings and
stay out of waters that have
rip currents. If you find your-
self in a dangerous rip current,
swim parallel to the shore until
the tug dissipates so you won't
be swimming against nature.
Always swim with a buddy and
NEVER swim under the influ-
ence of alcohol.
When you think of poten-
tial summertime hazards,
mowing the lawn is not usu-
ally something that comes to
mind, but even the simple act
of cutting your grass can yield
potential dangers. According
to the Naval Safety Center, a
lawnmower blade can travel at
speeds of up to 200 miles per
hour. When materials such as
toys, stones and sticks encoun-
ter the blade, they too can travel
at that speed as they leave the
discharge chute. To minimize
these types of hazards, before
you start mowing, check for
sticks, rocks, toys, sports equip-
ment, dog bones and anything
else that might be hiding in tall


grass. Also look for immovable
objects such as pipes and par-
tially buried rocks or tree roots.
Running into objects like these
could shatter the mower's blade
and send chunks of metal fly-
ing. In addition to cutting and
projectile dangers, mowers also
cause burns. The muffler and
cylinder head heat up during
operation and remain hot for a
while after the engine has been
shut off. Handle fuel with cau-
tion. Never fill the tank when
the mower is hot, since vapors
from the gasoline can be ignited
by a hot muffler. Wipe up any
spills with a rag and dispose of
it properly. Finally, if the grass
chute clogs with wet grass, turn
off the mower before you clean
out the grass chute.
These are just some basic tips
that you should follow in order
to stay safe during the sum-
mer. But the most important
tip of all is to simply use com-
mon sense in whatever situation
you are in. If you follow your
best instincts, you should get
through the summer in perfect

What most people are look-
ing for in an apology is sincer-
ity. But how do you determine
sincerity?
Research has revealed that
there are five basic elements to
an apology. This is what Gary
Chapman calls the five languag-
es of apology. For an apology to
be accepted, you need to speak


the language that conveys your
sincerity to the offended.
The first language of apol-
ogy is expressing regret, or
simply saying, "I'm sorry." It
is expressing your own sense of
pain that your behavior has hurt
them.
Get Specific
Without the expression of
regret, some people do not
sense that an apology is ade-


quate. A simple "I'm sorry" can
go a long way toward restoring
goodwill.
An apology has more impact
when it is specific. The details
reveal the depth of your under-
standing of the situation and
how much you inconvenienced
and hurt your spouse.
"But..."
Sincere regret needs to stand
alone. It should never be fol-


lowed with, "But..." One hus-
band told me, "My wife apolo-
gizes, then blames her actions
on something I did to provoke
her. Blaming me does little to
make the apology sincere."
When we shift the blame
to the other person, we have
moved from an apology to an
attack. Blame and attacks never
lead to forgiveness and recon-
ciliation.


When you are apologizing, let
"I'm sorry," stand alone. Don't
continue by saying, "But if you
had not yelled at me, I would
not have done it."
What's Your Language?
For many people, receiving
a sincere expression of regret
is the strongest language of
apology. It is what convinces
them that the apology is sin-
cere. Without it, they will hear


your words but they will appear
empty.

Lean Six Sigma Promotes



Useful Projects For Navy

A critical key to the success
of Lean Six Sigma (LSS) in
any organization is the oppor-
tunity for people to be involved
in meaningful projects that
produce results. Employees
at Commander, Navy Region
Southeast (CNRSE) are dem-
onstrating that LSS tools have a
two-fold purpose: they improve
processes Navywide and enable
individuals to thrive on change.
Cell Phone Project Rings in
Service, Satisfaction
There's no question that rapid
communication enhances readi-
ness. The challenge faced by
CNRSE information technology
staff was how to streamline a
prolonged procurement/replace-
ment process for cell phones
that sometimes took as long as
90 days.
With more than 1,500 cell
phones to manage throughout
the entire southeast region, set-
ting a goal to reduce this time
provided an ideal opportunity to
launch one of the first CNRSE
LSS projects, which led to a
new cell phone process that was
implemented May 19.
The project was executed
using the five-step DMAIC
approach Define, Measure,
Analyze, Improve, and Control
- with a goal to reduce the pro-
curement/replacement timeline
to less than six business days.
It was the first project for
Green Belt Karen Ellis, CNRSE
Naval Air Station Pensacola
Area IT manager, along with
team members Jenne Smith of
CNRSE, Dane McJunkin of
NAS Corpus Christi, Cindy
Santos of NAS Pensacola, and
Margaret Williams of NAS
Whiting Field.
The scope of the project
encompassed receipt of an
approved request for a cell
phone through delivery of a
programmed, working phone to
a user.
Cell phone activity between
January and April 2007 provid-
ed the data required to measure
issue time to installation popu-
lations needing replacements,
upgrades, and units for new per-
sonnel.
"The data was very reveal-
ing," Ellis said. "What it
showed us specifically was that
we had a stable process based
on our relatively low number


of data points, that delays were
created because we had one
person managing 66 percent of
the region's phones, and that
we didn't have enough spare
phones for immediate issue."
Six countermeasures to the
causes of long issue time for
cell phones were identified. The
two solutions chosen after eval-
uation based on benefit, cost,
and feasibility were:
*Establish cell phone coor-
dinators (CPCs) at CNRSE,
Corpus Christi, Pensacola,
Whiting Field, Gulfport, Key
West, and Charleston; and
*Maintain a 5 percent inven-
tory of unprogrammed, spare
phones.
A series of actions were
implemented to address each
root cause for delay following
Commander, Navy Installations
Command (CNIC) approval
of the project in February. To
ensure consistency in program
administration, a standard oper-
ating procedure and manage-
ment tools for the CNRSE cell
phone program were finalized
in March and April.
Cell phone usage is monitored
to reissue zero-usage lines, add-
ing available phones to the
spare inventory. In addition,
CNIC committed to provide the
spare cell phone inventory of 5
percent.
Perhaps the most significant
process improvement imple-
mented was the geographic
alignment of seven CPCs with
their customers. This move
equalized the span of control
at installations with the high-
est number of cell phone users,
which greatly enhanced their
ability to provide quick phone
delivery. It also allowed Jenne
Smith, CNRSE CPC, to devote
more time to oversight of the
procurement/replacement pro-
gram, instead of keeping tabs on
nearly 1,000 cell phone assets.
"Our team members, the peo-
ple who actually do the work,
had great ideas and insight on
how to make the process bet-
ter," said Ellis. "The LSS tools
helped provide the opportunity
to implement those great ideas."
Now that the new process is
in place, the team will evalu-
ate the data in September to
validate the improvements, and
they are eager to see improve-
ments now that information
technology program directors
at installations with CPCs will

have more control of the cell
phone process to better satisfy
their customer requirements.
What lessons did the team
learn from this project?
"The DMAIC approach is
very revealing," said Ellis. "It
lets the data speak, and the steps
make it possible to create last-
ing improvements."
Ellis also recommends
obtaining approvals early in the
DMAIC process, rather than
waiting for approvals after the
improvements have been iden-
tified, and not to spend time
pursuing options that can't be
implemented.
Another challenge the team
faced was the fact that they
were located at different instal-
lations, which led to online col-
laboration.
"You lose momentum when
you have to go back to square
one and get everyone briefed on
where you are," Ellis added.
The most important lesson
of all is the knowledge that
the LSS tools and processes
are now significant aspects of
CNRSE work life. "I kept let-
ting my 'normal' work take
precedence," said Ellis. "About
halfway through the project, I
realized that LSS is my normal

"It's exciting to see new
projects get started that will
continue to help us fulfill our

A Great Option

Commander, Navy
Recruiting Command (CNRC)
is looking for high-quality
Sailors to plus up its recruit-
ing force.
Most Navy recruiters view
recruiting duty as a very chal-
lenging, yet very reward-
ing assignment. Though the
demands are tough, being pre-
pared is the first step toward
success. The ability to be flex-
ible, work long hours and talk
openly and honestly to people
are some of the characteris-
tics needed to be a success-
ful recruiter. Obstacles can
range from working around
school or work schedules in
order to meet with students
and their parents, to traveling
long distances to meet with
prospective recruits on a daily
basis.
Recruiting duty is not with-
out its rewards. Recruiters
can look forward to special
duty assignment pay, merito-
rious promotions, the possi-
bility of getting stationed in
or near their hometown, and
being able to select choice of


coast on the follow on tour.
Additionally, successful
recruiting tours can be favor-
ably looked on in selection
boards, particularly for those
Sailors looking to make chief
petty officer.
The rewards of recruit-

CNO Presents Environmental Awards For 2007

Chief of Naval Operations
(CNO) Adm. Gary Roughead
presented the Fiscal Year 2007
CNO Environmental Awards on
June 3 at the Navy Memorial in
Washington, D.C.
During his opening remarks,
CNO thanked the awardees for
their achievements.
"These awards represent the
care, the focus and the commit-
ment that the Navy has to being
a great steward of our environ-
ment," Roughead said. "We can
be both. We're great war fight-
ers, we're great operators, but
at the same time we take care
of the environment. The awards
that we are giving out today rec-
ognize the best performance in
the area of environmental stew-
ardship so my congratulations
to the entire team that garnished
the award."
Roughead stated the efforts
of the recipients of the CNO
Environmental Awards are just
a few examples of how indi-
viduals and commands are tak-
ing action to protect the natural
resources and the health of the
planet.
"It's about the future," said
Roughead. "It's about the future
that we will leave to our chil-
dren and their children. It's


about the care we take of our
installations and the areas in
which we operate. It's about
ensuring that we can be effec-
tive and at the same time be
efficient and protect the envi-
ronment."
CNO stressed the importance
of environmental stewardship
and the accomplishments the
Navy has made. This fiscal
year the Navy will spend more
than $20 million on scientific
research and systems develop-
ment relating to marine mam-
mals.
In 2007 the Navy spent more
than $15 million in projects to
protect wetlands, natural areas
and threatened and endangered
species. These are just a few of
the examples CNO gave of how
the Navy is doing its part for the
environment.
"In the last few years the
Navy has really moved forward
aggressively and very posi-
tively in our stewardship of the
environment," said Roughead.
"We've also opened up our pro-
grams, we've opened up our
bases, we've even opened up
our operations, so that more
Americans can see the great
care that we take toward pre-
serving the environment."
CNO urged Sailors, Navy
civilians and their families to
continue their efforts, whether
they are at home or abroad.


"I ask that as you go forth
from here and return to your
commands that not only do you
continue to work in those that
have been highlighted, but that
you reach out to other com-
mands and other organizations
and encourage them to look at
ways in which they can become
better stewards of the environ-
ment," Roughead concluded.
The annual CNO
Environmental Awards program
recognizes Navy people, ships
and installations for their excep-
tional environmental steward-
ship. Twenty-seven winners
were selected in the following
categories: Natural resources
conservation, cultural resources
management, environmental
quality, pollution prevention,
environmental restoration and
environmental excellence in
weapon system acquisition.

HSL-44, Sherman Aids Stranded Fishermen

destroyer USS Forrest Sherman
(DDG 98) came to the aid of a
stranded fishing vessel 20 miles
off Peru's port city of Paita,
June 10.
Crewmembers delivered food,
fuel and water to the stranded
vessel just a day before the
warship pulled into Callao to
begin a series of exercises with
the Peruvian Navy in support
of U.S. Southern Command's
Partnership of the Americas
2008 (POA 08) operation.
Just after 8 a.m. Forrest
Sherman's officer of the deck,
Ens. Alan Cummings, was
driving due south when the
Salcantay, a 30-foot craft bob-
bing dead in the water three
miles to the east, hailed him
over VHF radio in insistent
Spanish. Cummings called Ens.
Tomas Cavero, a Lima, Peru,
native, to the pilothouse to
interpret.

had run out of fuel after a night
at sea and urgently requested
enough gas to make the trip
back to Paita, their homeport.
"When we heard the bridge-
to-bridge call I knew we had the
responsibility to help these guys
out," Cummings said.
He received permission from
Forrest Sherman's commanding
officer, Cmdr. Dean M. Vesely,
to slow and approach the vessel
in distress.
"We have the mariner's duty
to render humanitarian assis-
tance when necessary," Vesely
said. "Forrest Sherman is sailing
in the South Pacific for a num-
ber of reasons, but one of the
most basic is to promote good-
will and friendship with nations
in the region. This morning, this
opportunity presented itself."
Meanwhile Forrest Sherman's
first lieutenant, Ensign Austin
C. Roberts, loaded one of the
ship's rigid hull inflatable boats
with a cargo of fruit, cereal,
bottled water and diesel fuel.
Transferring the supplies to the
Salcantay took two hours.
"The guys gave us a thumbs-


up and were very gracious,"
said Roberts.
Before heading home, one of
the fisherman addressed Forrest
Sherman's captain over the
radio.
"Thank you very much," he
said in English. "God bless you
from all our families."
Forrest Sherman, based in
Norfolk, Va., has been deployed
since June 1 in support of U.S.
Southern Command's POA 08.

not have to be dreaded. The
impact of relocating and start-
ing fresh relationships can be
daunting but it can also be an
adventure if we prepare, plan
and chose our 'tude.
Let's talk about the kids first.
Telling the children will be
hard but earlier is often better
than later. Telling them early
provides the opportunity for
them to be a part of the plan-
ning process while maximizing
time they have left with friends,
teammates and classmates. It
also gives them time to get com-
fortable with the move while
building excitement for the trip
and new home.
Consider these tips for your
children.
*Turn the move into an
adventure. Get out the maps and
search the internet for informa-
tion and attractions to experi-


ence at your new location. Don't
forget to plan the trip look for
interesting places to visit along
the way. (check out the websites
offered last week for tips)
*Plan time for your children
to play and say their goodbyes.
Affirm their feelings of loss and
take this time to learn to use
email, letter writing and other
methods of communication to
stay in touch with friends.
*Have a party for your chil-
dren and their friends. Ideas
for the party include taking
pictures, printing them on your
home printer and assembling a
memory book for all children.
Have each child bring a mem-
ory book/photo album to com-
plete at the party. In addition
instruct them to bring a box of
note cards pre-addressed with
their home address. Your child
can also give a box to each
friend with your new address.
*Pack things that are dear to
your children to go in the car/


plane with you. Don't forget
stuffed animals, photo albums,
blankets or other items that
would comfort your children.
Tips for you:
*Consider setting up a web-
based email address (netzero,
hotmail, yahoo). This will help
people stay in touch with you
as this address will not change
as your internet service provider
(ISP) changes. You can access
these accounts from any ISP.
*Take care of you and plan
stress busters for you have a
manicure, pedicure, massage.
*Take time with your friends
and local family. Before we left


our last duty station I invited
my girlfriends to join me at our
favorite restaurant. I asked them
to come ready to laugh. We
spent our time together laugh-
ing about our lives, children,
and of course our sailor. It was
good medicine to have that pre-
cious time with them, making
one more memory and saying a
precious goodbye.
*Stay connected with your
family. Make time for family
nights where you continue to
make memories and transition
together.

This experience was an opera-
tional success and provided an

The detachment operated with
coalition partners in the Arabian
Gulf, Gulf of Oman, Arabian
Sea, Gulf of Aden, and Red Sea.
Spartan Aircrewmen (AWs)
seized unique opportunities to
conduct valuable Search and
Rescue (SAR) training while
deployed. Working with the
Rigid Hull Inflatable Boat
(RHIB) from Philippine Sea,
they conducted open ocean SAR
jumps to enhance SAR swim-
mer proficiency.
The experience provided
a more realistic scenario than
what is usually available dur-
ing inland water training evolu-
tions. The AWs and Surface
SAR swimmers worked togeth-
er to administer Navy Second
Class Swim Qualifications and
Surface SAR School Candidate
Screenings at the base pool in
Bahrain. They also conducted
semi-annual SAR fitness tests
in Bahrain.

The "Hitmen" of HSL-46,
onboard USS Bulkeley (DDG-
84), recently completed intense
operations in the Fifth Fleet
Area of Responsibility.
The Hitmen are part of the
Nassau Expeditionary Strike
Group and have been on
deployment since February of
this year. The ship-air team
has been mainly conducting
independent operations since
March in support of Operation
Enduring Freedom in Central
Command.
The detachment spent the
majority of their time support-
ing Commander Joint Task
Force-Horn of Africa (CTF-
HOA) operations. With a busy
schedule, emergent tasking
and extended time on station
the Hitmen flew more than 300
hours in support of anti-piracy
operations. The coalition effort
to stop the growing piracy prob-
lem in the HOA allowed the
detachment to work in-depth
with the French and Dutch
navies conducting short notice
operations and multiple cross
deck evolutions.

US Navy forces teamed up
with their Peruvian Navy coun-
terparts this week to begin the
bilateral anti-submarine warfare
(ASW) exercise, Silent Forces
Exercise (SIFOREX) 2008.
The exercise, led by Destroyer
Squadron 40 (DESRON 40)
and hosted by the Peruvian
Submarine force in Callao,
Peru, will involve guided-mis-
sile Destroyers USS Forrest
Sherman (DDG-98), USS
Farragut (DDG 99), guided-
missile Frigate USS Kauffman
(FFG-59), two SH-60B heli-
copters, and four Peruvian Type
209 diesel submarines, training
together over a six day period
beginning June 12.
SIFOREX, which focuses
exclusively on Anti-Submarine
Warfare (ASW), is the lon-
gest such exercise in which the
US units will participate this
year. Over the six-day peri-
od, Peruvian Naval surface


units, including frigates BAP
Villavicencio (FM-52), BAP
Montero (FM-53), and amphibi-
ous landing ship tank BAP Pisco
(DT-142) will team up with
the US Ships to practice ASW
against four Peruvian diesel
submarines-BAP Antofagasta,
BAP Arica, BAP Pisagua, and
BAP Chipana (SS-31, 32, 33,
and 34).
Lt. Cmdr. Darrel Capo,
DESRON 40's lead planner for
SIFOREX, said that as the week
progresses and the training
events become more complex,
the ships will have to improve
interoperability in order to find
the "enemy" submarines.
"Basically, we set up a series
of exercises that increases com-
plexity throughout the week
and culminates into a final free
play scenario. Our task force
of surface ships and assigned
helicopters will participate in
intermediate and advanced anti-
submarine warfare exercises to
locate and find multiple subma-


rines throughout the week," he
said.
The intensity of the exercise
will demand precision and con-
centration from the surface,
helicopter, and submarine crews
over long periods of time. Ens.
Dean Ahn, Farragut's ASW
Officer, said that his team is
looking forward to the chal-
lenge.
"We don't get a chance to
conduct many live ASW opera-
tions. Partnership of America
2008 has provided several
opportunities with SIFOREX
being the last major ASW exer-
cise for this deployment. It's
been great-my team is work-
ing very hard. My sailors have
been phenomenal." said Ahn.
SIFOREX features enough
training time and unit-tailored
exercises to give each country's
forces an opportunity to learn
from their counterparts. Capitan

the exercise will challenge both
teams.
"I think we've got a good
exercise here, a very robust
exercise. Each year we get bet-
ter and better, which allows us
to make the exercise tough-

Dough Dinner on June 23 starting
at 5:30 p.m. for Sailors and their
families. Space is limited, come

The Beaches Veterans
Association (BVA) will hold their
monthly cook-out in support of
the USO Mayport Centers No
Dough Dinners (NDD) for fami-
lies of deployed service members
on Sunday June 22 1-5 PM at
their Post Headquarters, 1151 S.
4th St. The cookout will feature
a fish fry with all the "fixens,"


with proceeds going to the USO
for their NDD. The BVA recently
presented checks to USO Director
KC McCarthy for $1,885, which
will provide funding for four din-
ners at the Mayport Center. More
than 150 family members attend
each of these free dinners. As one
young mother attested, "Coming
at the end of a payday period
these meals are real financial
lifesavers".Take outs are avail-
able. Mayport USO Center is now
accepting resumes for a part-time
staff position. Duties include,

phones, assisting visitors, admin-
istrative work, and participation

Dozens of children showed up early on
June 11 to participate in Naval Station
Mayport's Armed Forces Kids' Run held
behind the Gym. Ages 5-6 ran a half-mile
run, ages 7-8 ran a one-mile run, and
children ages 9-13 ran a one-and-a-half-
mile run. Pictured right, Moses Crespo, 13
and Nicole Svendsen, 12, won the older 1
kid's run with a time of 10 minutes 51 sec-
onds and 10 minutes 59 seconds respec-
tively. Above, Petty Officer Robertson of
DESRON 14 was one of the volunteers

in BALTOPS 2008. BALTOPS
2008 is a multinational exercise
in which allied nations work
in concert during training mis-
sions to increase operability and
teamwork.
During BALTOPS Gettysburg

face-submarine warfare, heli-
copter operations, maritime

has embarked three foreign
officers from the French Navy,
Norwegian Navy, and an offi-
cer from the Danish Royal Air
Force. The ability to interact
with these foreign officers both
on and off duty is invaluable to
the Gettysburg wardroom and
crew. These officers share a
common profession but have
differing operational experienc-
es and capabilities as well as
naval traditions.

Gettysburg held a reception
in Gdynia, Poland on June 7 as
one of the key Pre-Sail events
leading to the commence-
ment of BALTOPS 2008. The
reception was hosted by Rear
Admiral Holloway, Commander
Baltic Group and attended by
the participants of BALTOPS
2008. The participating coun-
tries in attendance at the recep-
tion included Denmark, Estonia,
Finland, France, Germany,
Sweden, Latvia, Lithuania,
Netherlands, Poland, Russia and
the United Kingdom.
BALTOPS 2008 is a
Partnership for Peace (PFP)
exercise. The goal of
BALTOPS is to facilitate allied

Gettysburg. Gettysburg's crew
used the opportunity to interact
with the foreign sailors to learn
what similarities and differences

which begins off the coast of
Poland will cover most of the
Baltic Sea and conclude in Kiel,
Germany. During the event
Gettysburg will be involved in
a variety of exercises including
air-surface-submarine warfare,
mine countermeasures, mari-
time interdiction, search and
rescue, gunnery, flight opera-
tions, and seamanship.
The exercises of BALTOPS
2008 will require coordination
between the different countries
which have a wide variety of
obstacles to overcome, such as
language and differing oper-
ating procedures. The recep-

visited ships from the German
and Finnish navies. One major
difference that the Gettysburg
sailors noticed aboard other
ships was the smaller size of
these ships. This difference led
to a challenging transfer evo-
lution from the German frig-
ate Bayern to the Gettysburg
onboard the Bayern's rigid hull
inflatable boat (RHIB). The

8 feet and while the Gettysburg
was rolling slightly the Bayern
was pitching and rolling mighti-
ly in the seas. The transfer went
off safely due to the precautions
in place and the professionalism
of both crews, but it left sailors
of both countries soaking wet.

a RHIB in high seas, the cul-
tural exchange program suc-
ceed in its goal of developing
relationships and understand-
ing between sailors of differ-
ent nations. Gettysburg was
honored to have these cultural
exchange opportunity and looks
forward to further engagements
throughout BALTOPS.


3ALTOPS Reception

the initial relationships which
are vital for the exercise suc-
cess. Officers from all the ships
moored in Port Gdynia enjoyed
the fellowship and camaraderie
brought forth from exchanging
ideas over food and beverages
provided by the Gettysburg's
team of Culinary Specialist.
"Hosting the BALTOPS par-
ticipants onboard Gettysburg
was very exciting for the food
service division," commented
Culinary Specialist First Class
Eric Combs, "The division
worked hard preparing and
presenting the reception and it
went off extremely well, as all
the guests stayed onboard long
past the original end time."


The rest of the Gettysburg
crew also played a large role
in the reception, through last
minute top side paint touch ups,
providing tours, serving guests,
and acting as safety observers
around the ship. The end result
was an enjoyable event for
both Gettysburg and her guests,
many who provided praises
throughout the evening.
After a successful reception
Gettysburg is looking forward
to carrying that momentum into
the exercises of BALTOPS.
Gettysburg would like to thank
all the honored guests who
attended the reception and looks
forward to continued fellowship
in Kiel, Germany.

FRCSE Sets Blood Donations Record

Every two seconds someone
needs blood and a pint of donat-
ed blood can save up to three
lives. Fleet Readiness Center
Southeast (FRCSE) recently
set a new record in blood dona-
tions.
The facility held a blood drive
on June 3-5 at NAS Jacksonville
and Cecil Commerce Center,
and collected 432 units of life
saving blood. The old record of
413 units stood since October
2001, immediately after 9-11.
FRCSE holds four blood
drives a year in support of the
Blood Alliance, helping to
maintain a constant supply of
whole blood for the local com-
munity and beyond. In the past,
FRCSE supported three blood
drives a year, however, with
blood supplies constantly at
critical levels, the facility decid-
ed to add another blood drive in
2005.
Since personnel donat-
ing whole blood need to wait
56 days before being eligible
to donate again, the calendar
allowed for a fourth blood drive
with all donors eligible.

the numbers for the fourth blood
drive remained strong. In fact,
employees often call to find out
when the next blood drive will

FRCSE has won the Blood

Military Category" for the
past eight years. Leadership at
FRCSE is proud of these awards
and realizes all the credit goes
to the donors.
FRCSE and the Blood
Alliance have had a strong rela-
tionship for many years. The
Blood Alliance depends heavily
on the FRCSE Blood Drives as
they are the largest and most
productive drives the Blood
Alliance hosts.
John Allen, Blood Alliance
donor consultant stated, "Not
only are the FRCSE Blood
Drives the biggest drives we
have, this last drive produced
432 units of whole blood and
was the single most productive
drive we've ever had."

that attest to the scope of care
at the hospital, which serves
as the anchor to a healthcare
organization serving more than
200,000 eligible beneficiaries
from seven branch health clinics
in Florida and Georgia. In 2007,
the hospital had 4,729 admis-
sions, 640,000 outpatient visits,
performed 4,058 surgical pro-
cedures, saw 60,551 patients in
the Emergency Department and
filled 1,334,495 prescriptions in
the pharmacy. There were 1,200
babies born at the hospital.
He also noted the huge eco-
nomic impact of the Navy and
Naval Hospital Jacksonville on
Northeast Florida, estimated
at more than $4.5 billion. The
Navy is Jacksonville's larg-
est employer with more than
50,000 employees associated
with the three local bases; mili-

been realized in battlefield med-
icine he noted that in past wars
the survival rate for wounded
reaching medical care was just
15 percent, today, it is 97 per-
cent.
He noted that such accom-
plishes often require sacri-
fice. One Jacksonville native,

while her husband was deployed
to Iraq's "Camp Victory" and
relied on the support of her fam-
ily and friends to help get her

noted that their care is on par

in humanitarian efforts, most
recently aboard the USS
Comfort on a mission to assist
those in need in Latin American

to understand that there is an
intergenerational cycle of vio-
lence and they may be creat-
ing a legacy for their child of
learned violent behavior. The
knowledge that the violence,
which many parents incorrectly
believe is unseen by their chil-
dren, is negatively impacting
their children's growth and
development and may provide
an additional motivator for end-
ing the violence and seeking
intervention.
