The wear test encompasses
commands in Washington, D.C.;
Norfolk; Millington, Tenn.;
Newport, R.I.; Yokosuka, Japan;
and Pearl Harbor.

The style of the Service Dress
Khaki is reminiscent of the uni-
form worn during World War
II and Vietnam, according to
Robert Carroll, head of Navy
Uniform Matters Office.
One of the key points stressed
was the versatility of the pro-
posed uniform.
"With the service dress khaki,


the wearer could easily go from
service to dress just by donning
a tie and a jacket," said Carroll.
"Right now, we're evaluating
not just the type of fabric, but
the effect it has on the uniform's
appearance, durability, comfort,
and maintenance. We're also out
to gauge the desire of the fleet
to actually wear the uniform."
Carroll is optimistic that the
proposed uniform could lighten

beach and passed two women
with children in tow. Between
managing sand in sandals and
chairs and towels and little ones
wandering this way and that,
they slowly made their way to
the beach. As I easily made my
way, I noticed that these moth-
ers were patiently helping their
children along. They seem to
know their children's capabili-
ties and limitations and loved


them that way.
Loving children demands
your life. They must be loved
without "if's" or "when's." It is
called unconditional love. The
challenge is to love them fully
for the people they are. One
boy once wrote a postcard and
said, "Faith, Hope and Love do
not come in half sizes."
Loving children comes
through accepting them. Not
expecting a "grown up" in min-
iature. We can go a long way
by accepting them as unique
people who are developing into

Sense With Commissary

When trying to lose weight,
lower cholesterol, manage dia-
betes, manage blood pressure,
or just make healthy choices,
shopping for food can be a real
challenge. Pick up almost any
food in the commissary, read
the label and you are likely to
see one or more symbols on the
label promoting health benefits
related to the food. Each sym-
bol indicates that the food may
be a healthful choice, yet each
symbol has different nutrient
requirements.
Information overload on food
packages can make it tough for
shoppers to decide what to buy
and eat, with up to 70 percent of
them making quick choices as
they cruise the aisles.
The American Heart
Association heart-check mark is
one reliable symbol that shop-
pers can look for on foods. The
association has two certifica-
tions available. One is a whole
grains certification available for
bread, breakfast foods, pasta
and grains and another is the
standard certification available
for other foods. Foods that have
the heart-check mark have to
meet food criteria for saturated
fat and cholesterol for healthy
people over age 2. There are
also nutrition levels for sodium
of no more than 480 milligrams


per serving. To qualify for the
grains certification, foods can
have no more than one-half
gram trans fat per serving, and
must contain whole grains,
along with fiber. The heart-
check mark is promoted as help-
ing to save time when shopping
while identifying heart-healthy
foods that are available in the
commissary.
You may create and print
your own shopping list of certi-
fied heart-healthy foods on the
American Heart Association
Web site to help with shop-
ping. While in the commissary,
you will also find many other
foods that do not have the heart-
check mark that can be part of
a balanced diet. Don't forget to
add some of these other foods
to your list. Planning what to
eat and making a list helps to
lessen some of the information
overload and confusion that can
occur while shopping. Sticking
to a grocery list can also help
your budget, along with the sig-
nificant savings you get of up to
30 percent by shopping at your
commissary.

Navy Admiral Pilling Dies


From the Department of Defense
Adm. Donald Lee Pilling, a
retired Navy four-star admiral
revered for his leadership, math-
ematical genius and easy sense
of humor, died May 26, at the
National Naval Medical Center
in Bethesda, Md. The Bayside,
N.Y. native was 64 years old
and lived in Vienna, Va.
Pilling was best known in
the Navy for his vast intellect.
Having graduated fourth in his
Naval Academy class of 1965
with a Bachelor of Science
degree in Mathematics, he fur-
ther distinguished himself as
one of the school's first Trident
Scholars. Pilling's research
dealt with the abstractions of
partially ordered systems, where
he studied under his mentor and
lifelong friend, Professor "Prof'
James Abbott.
He later earned a Ph.D. in
mathematics from the University
of Cambridge with a disserta-
tion entitled, "The Algebra of
Operators for Regular Events."
Pilling was also a prolific writ-
er, publishing articles in both
mathematical and professional
journals throughout his life.
A running joke in Navy cir-
cles was that when he dropped
his briefcase, math journals and
technical manuals were far more


likely than routine paperwork to
spill out of it.
Pilling spent most of his sea
duty in small warships, ris-
ing to command the destroy-
er USS Dahlgren (DDG-43),
and later, Destroyer Squadron
26. He was a firm believer in
holding himself and others to
a high standard of responsibil-
ity and accountability, telling
a Senate committee once that,
"Accountability can be, must
be, a severe standard. Without
accountability, command
loses credibility and authority.
Without authority, command at
sea becomes impossible."
As a flag officer, he com-
manded Cruiser Group 12/USS
Saratoga Battle Group and later
the United States 6th Fleet/
Naval Striking and Support
Forces Southern Europe, based
in Naples, Italy.
Ashore, Pilling excelled at a
variety of defense resources and
planning billets, including stints
in the Office of the Secretary
of Defense and four tours on
the Navy Staff. His last such
assignment -- before becoming
the Navy's 30th Vice Chief of
Naval Operations in November
1997 -- was as Deputy Chief of
Naval Operations, Resources,
Warfare Requirements and


Assessments (N8). In this
capacity, he was responsible
for planning and preparing the
Navy's annual programs and
budget.
It was often said of Pilling
that he never forgot the needs of
the warfighter. His primary con-
cern while in Washington was
"what the Navy really needs not
just today, but for decades to
come," noted a colleague. "This
is a man who has been there;
he knows what it means to be
a warrior, and what it is that we
need."
He retired from the Navy
in October 2000 and became
President and CEO of LMI in
2002. During his tenure, LMI
grew from $100 to $160 mil-
lion.
Pilling is survived by his
wife of 42 years, Barbara
Orbon Pilling of Vienna, Va.;
two daughters, Kathleen Pilling
Posivak of Hopewell Junction,
NY, and Jennifer Pilling
Stopkey, of Richmond, Va; four
grandsons: Michael Posivak,
Christopher Posivak, Matthew
Stopkey, Alexander Donald
Stopkey; a sister, Betsy Pilling
and a brother, Brian Pilling,
both of Bayside, N.Y

Talcahuano Welcomes USS Farragut Sailors

USS Farragut (DDG 99)
anchored in Talcahuano, Chile,
and participated with Chilean
Sailors of the Talcahuano
Naval Base in Theater Security
Cooperation (TSC) events.
Farragut's TSC port visit, held
from the 25th through 29th of
May, had great impact for the
Sailors of both countries, and
further solidified their ongoing
partnership.
Farragut's TSC mission was
threefold, and included a mili-
tary-to-military Subject Matter
Expert Exchange (SMEE), com-
munity relations (COMREL)
projects, and a reception in
which Farragut hosted foreign
guests.
"This port visit could not have
been better. It has truly been an
honor to once again work with
the Chilean Navy," said Cmdr.
Scott Dugan, Farragut's com-
manding officer. "They are a
highly professional and skilled
force, and we are delighted to
have another opportunity to fur-
ther enhance our relationship
between our great nations."
Dugan commenced TSC
activities by paying visits
to Rear Adm. Eduardo Junge
Pumpin, Commander of Chile's
Second Naval Zone, Vice Adm.
Ellis Berg Pearce, Commander
of Chile's Submarine Force,
and to the Office of the Mayor
of Talcahuano, Abel Contreras
Bustos.
Farragut's wardroom hosted a
cocktail reception for local civil-
ian and military leaders at the
beautiful Talcahuano Officer's
Club on May 27. Here the crew
was able to interact with some
of the Chilean Second Naval
Zone's top leadership, as well
several Junior Officers stationed
at the Talcahuano Naval Base.

orated the valor that Arturo
Prat, a Chilean Naval hero,
demonstrated in defense of his
country. During the War of the
Pacific in 1879, Prat fearlessly
led his men into the Battle of
Iquique, where gave his own
life. His courage under fire ral-
lied not only the military, but
the Chilean population itself.
With the added support of its
country behind it, the Chilean
Navy eventually turned the tide
of war and emerged victorious.
Dugan, who had participat-
ed with Farragut Sailors in a
Chilean National Holiday to
commemorate Prat's actions just
a week before in Punta Arenas,
said he understood the impact
that one man can have on the
course of history, and called
upon those present to follow his
example.
"It is a pleasure to honor
the memory of Capitin Prat
this afternoon by laying this
wreath at his statue. May we
all remember and pass on his
courage, fearlessness, and esprit
de corps as we answer the call
to duty of our two countries'
Navies today, and for the rest of
our lives," he remarked follow-
ing the ceremony.

also participated in a COMREL
project at the Caleta Chome


Elementary School on May
27-28. Destroyer Squadron
(DESRON) 40 Chaplain, Lt.
Cmdr. Luis Perez, who lead
the COMREL effort, said he
believed this project to be "an
absolute success."
To refurbish a classroom that
will become the school's com-
puting center, the Sailors painted
classrooms, made roof repairs to
avoid significant water leakage,
conducted some minor electrical
work in preparation for com-
puter installations, and donated
more than 50-square-meters
of new carpeting. Afterwards,
Perez hosted the children, two
teachers, and several parents for
a tour of Farragut.
After the COMREL project
and the tour onboard, Perez
said that he "saw in every child
the joy that comes from hav-
ing been blessed, in some small
way, not by strangers but by
amigos."
For their military to mili-
tary exchange, several Farragut
Gunners Mates toured the
Talcahuano Weapons Facility,
a visit which allowed them to
view Chilean armament and war
fighting assets. Chief Gunner's
Mate (SW) Horatio Maldonado,
one of the visiting crew mem-
bers, said that the trip was "a
great opportunity to share our

thoughts and ideas with our for-
eign counterparts."
Additionally, Farragut's
maintenance experts toured the
ASMAR Shipyard located in
Talcahuano, where facility staff
presented their repair capabili-
ties. Main Propulsion Assistant
Lieutenant Todd Ronek said,
"The tour was very informative
and provided valuable insight
into the ASMAR shipyard's pro-
duction capabilities. The pride
and professionalism displayed
by tradesman, technicians, man-
agers and naval personnel was
obvious in their presentation of
their shops and offices".
However, it was not
Farragut's presence ashore alone
which distinguished this visit.
Over seventy personnel toured
Farragut on Wednesday, arriv-
ing by boats to view Farragut's
Engineering and Combat sys-
tems, as well as the crew's
accommodations and work
spaces. Several Farragut crew


members, including Chief Gas
Turbine Specialist Electric (SW)
Daniel Flores, Gunner's Mate
1st Class (SW) Juan Gallegos,
and Interior Communications
Electrician 3rd Class Joshua
Sheprow, were selected as tour
guides based on their Spanish-
speaking abilities and assisted
their guests around the ship.
"I love to give tours to for-
eign Navies and show off our
mighty warship," Gallegos said.
"By giving tours of the ship not
only do I get to educate peo-
ple and illustrate how the US
Navy's most powerful and most
advanced destroyer works, but I
also get to learn a little bit more
everyday about how my own
ship works as well."
Dugan said he believed the
experiences which he and his
crew experienced during this
TSC port visit were truly valu-
able.
"Training and bilateral
exchanges address key aspects


of multinational and combined
operations, such as technology
standardization and common
operating procedures, that are
vital to improving interoper-
ability throughout the region.
Consequently, our continuing
partnership with Chile is essen-
tial towards supporting the
Maritime strategy and maintain-
ing regional stability," he said.
This TSC event was con-
ducted during Farragut's
deployment for Partnership of
the Americas (POA) 2008, an
ongoing commitment sponsored
by U.S. Southern Command
(SOUTHCOM) to strengthen
partnerships with the Navies
and partner nations in the south-
ern hemisphere. While a series
of military exercises associated
with POA strengthen military
interoperability among partner
Navies, TSC operations link for-
eign nations together by empha-
sizing cultural exchanges and
professional interoperability.

the Caleta Chome Elementary
School during a community
relations (COMREL) project,
May 27-28, in Talcahuano,
Chile.

COMREL coordinator, Chaplain
(Lt. Cmdr.) Luis Perez said the
Sailors positively impacted
the lives of the children at the
school.
"I saw in every child the joy
that comes from having been
blessed, in some small way, not
by strangers but by 'amigos,'"
said Perez. "Their lives will
never be the same and they will,
for a lifetime, remember the
Sailors of USS Farragut."
Throughout the two-day proj-
ect, Farragut Sailors remodeled
a classroom in the school that
will be used as a computer cen-
ter. Volunteers repaired holes
in the roof and water damaged
ceilings, cleaned and painted
the interior walls of the room
and did minor electrical work to
prepare for the computer instal-
lation. Sailors also framed a
wall, installed a door and donat-
ed about 50-square-meters of
carpet to finish out the room.
The COMREL project not
only made a lasting impression
for the children of the school
but also for the volunteers as
well. Aerographers Mate
3rd Class Leilani DeSoto, a
COMREL volunteer, said the
experience was touching.
"As my first time volunteer-
ing for a COMREL, this was
a unique experience for me.

Chris Dolan, one of the Entry
Control Point Sentries for the
exercise enjoyed the event
saying, "It was a fun but try-
ing learning experience for the
team," as he wiped sweat from
his brow, "I am glad that it is
all over." Dolan, one of many
watchstanders on the team, was
required to participate in mul-
tiple training events, while con-
currently performing his daily
maintenance and work routine.

assessed 177 ships in the exer-

Seeing the conditions that these
kids lived and learned in was a
little surprising and sad in com-
parison to what we are used to
in the states," said DeSoto. "I
felt fortunate to be a part of this
project helping make the child-
rens' school a place that's more
conducive for both teaching and
learning."

hard work, it was a lot of fun,"

Chandler enlisted in the Navy
in July of 1980. In the 27 years
since he first put on a Navy
uniform, AMCS Chandler has
served almost every tour in the
East coast LAMPS community.
After a three year tour on USS
Okinawa (LHD 3), he began
his LAMPS career at HSL-41
in North Island, Calif., in 1985
where he served as an SH-60B
plane captain

The scouts of Land 0' Lakes
Troop 33 awoke bright and
early on May 17, in order to
pay a visit to Naval Station
Mayport.
The group was met on the
Quarterdeck of USS Doyle
(FFG 39) by Operations
Specialist 2nd Class (SW) John
Hudson, and Storekeeper 1st
Class (SW) Dennis Boltz, who
took the scouts on a tour of
Doyle.
The tour began on the flight
deck, where the scouts learned
about Doyle's ability to land
helicopters, more specifically,
the SH-60 helicopter, which the
scouts would later be able to
view at the local HSL detach-
ment.
"They asked a lot of really
good questions about our day-
to-day lives on board a ship,"
said Boltz. "I was impressed
with their questions and was
happy to talk about what our
ship does for the Navy."
The group moved up to the
forecastle, where the scouts
asked questions about anchor-
ing and Doyle's weapon sys-
tems. The tour then transitioned
through the ship and up to the
bridge area, where Hudson
explained how the ship is navi-
gated.
Moving outside, the scouts
were able to observe Doyle's
radar and communications
antennae located on the masts,

Finally, the tour moved out of
the summer heat, and down into
Doyle's mess decks, where the
scouts were treated to ice-cold
slushies and a tour of Doyle's
galley from the Supply Officer,
Lt. Donald Toso, and galley
captain, Culinary Specialist 2nd
Class (SW) Thomas Balzano.
"The scouts were very inter-
ested in our Supply services on
the ship," commented Lt. Toso.
"They wanted to know how
much food we had to prepare
in the galley, and what kind of
things the Sailors ate. I was


able to give them a tour of the
serving line, our ship store, post
office, and barber shop as well.
They really enjoyed the slushies
during their break towards the
end of the tour."
Troop 33's scout master Jason
McCombs said he was grateful
for the opportunity to visit the
ship.
"One of our group just enlist-
ed, so I thought it would be a
great idea to get him a sneak
preview of what he had to
look forward to," McCombs
explained. "This is an experi-
ence that not too many kids get
to have."
The troop was the first group
to tour USS Doyle (FFG 39),
since the completion of its four-
month yard period.

S.A.F.E With 'Street Smart'

In preparation for the long
Memorial Day weekend, Naval
Station Mayport Sailors attend-
ed an eye-opening safety stand-
down program at the base gym,
May 22.
The 'Street Smart' program
was presented by two state
certified firefighter paramed-
ics, Ronny Garcia and Greg
McCarty, from the Stay Alive
from Education (S.A.F.E) non-
profit organization based out of
Key Largo, Florida.
The program illustrates the
consequences of bad-decision
making while driving, such as
not wearing a seatbelt or driv-
ing while under the influence of
alcohol or drugs, with a photo
slide show featuring real-life
trauma accidents that had many
Sailors closing their eyes or
turning away.
"There is no hiding our num-
ber one message, 'wear a seat-
belt', but I also want to empha-
size making good choices all the
time," Ronny Garcia, member
of the S.A.F.E program since
1999. "That includes wearing a
seatbelt, not driving after drink-
ing and just thinking everything
through."
The non-lecturing format
allowed Sailors to get involved
with the presentation, portray-
ing party-goers or even victims
of accidents.
"I used to wear my seatbelt
every once in a while," said
Boatswain's Mate 2nd Class
James Bradley, who volunteered
to be a 'victim' during the pre-
sentation. "I'm going to use this
information everyday and not
think twice about putting on my
seatbelt."
Bradley took part in a mock
trauma scene where he played
the drunk driver in a car acci-
dent where he didn't wear his
seatbelt.

dent. Such medical proce-
dures such as a tracheostomy
and catheterization made most
cringe in their seat.
"It's not always the other guy
that this stuff happens to," said
McCarty. "No one wakes up
thinking I'm going to die in a
car accident today."
After the presentation, many
Sailors stayed around to ask the
presenters questions and thank
them for the effectiveness of the
presentation.
"We want to save the young
people, that's what this is
about," said McCarty. "If we
reach one, we've done our job,
if we reach more, that's even
better.

Environmental Protection's
Fort Clinch State Park and
the Florida Fish and Wildlife
Conservation Commission will
conduct the free 2008 Kids'
Fishing Clinic from 9 a.m.-1
p.m. at George Crady Bridge
State Fishing Pier, 12157
Heckscher Dr. Children ages
four-16 can participate in the
free clinic that offers fishing
lessons such as knot tying, fish-
ing ethics, tackle, habitat and
casting. Due to extensive pier
renovations at Fort Clinch, this
year's event will be held at the
George Crady Bridge State
Fishing Pier. The first 500 kids
will take home their own rod
and reel combo. A free hot dog
lunch is provided to every par-
