NS Mayport Is World's First
TsunamiReady Naval Facility
-Photos by MC2 Leah Stiles
Above, Bill Proenza, director of the National Weather Service
awards Captain Aaron Bowman, Commanding Officer Naval
Station Mayport, with a certificate recognizing Naval Station
Mayport as the nation's first TsunamiReady facility. To be recog-
nized as TsunamiReady, a community must establish a 24-hour
warning point; develop multiple ways to receive tsunami warnings
and alert the public; develop a formal tsunami hazard plan; con-
duct emergency exercises; and promote public readiness through
community education.
From National Weather Service
National Weather Service
officials have recognized
Naval Station Mayport near
Jacksonville, Fla. as the nation's
first naval site to achieve
TsunamiReady status. Located
at the mouth of the St. Johns
River and the Atlantic Ocean,
Mayport is the third largest
naval facility in the continen-
tal United States. The station
has also earned the distinction
of being recognized as one of
seven military installations to
be designated as a StormReady
site.
"While no community
can be tsunami proof, Naval
Station Mayport now has the
means to minimize the loss of
life from any future tsunami,"
said Bill Proenza, director of
the National Weather Service
Southern Region. "A tsunami
may not strike for many gen-
erations, but then again, it could
happen within a year."
With NOAA's expanding
tsunami observation and com-
munications network, National
Weather Service forecasters
have the capability to moni-
tor conditions and warn for
tsunamis in the Caribbean
and along the nation's Eastern
and Gulf Coasts. By spring,
NOAA expects to have 39
new advanced-technology
Deep-ocean Assessment and
Reporting of Tsunami buoys
deployed throughout the Pacific,
Caribbean and Atlantic Basins.
The buoy system is designed to
provide real-time tsunami detec-
tion as waves travel across the
NS Mayport Emergency Management Director Steve Millican,
Sandrik, Warning Coordination Meteorologist, WFO Jacksonville
base to signify it is TsunamiReady and StormReady.
open ocean. The new stations
are equipped with advanced
two-way satellite communica-
tions that allow forecasters to
receive and retrieve critical data.
Seven of the buoys are currently
deployed in the Atlantic Ocean,
Caribbean and Gulf of Mexico.
Commissioned in 1942, Naval
Station Mayport has encom-
passes 3,400 acres, is home to
more than 80 commands, six
helicopter squadrons, an 8,000-
foot runway and a harbor that
is currently serving as home
port to 21 ships. Approximately
10,000 military and civilian
personnel live and work at the
station or on the ships in the
harbor.
"The advanced warning and
notification procedures, now
in place, will allow our harbor
assets and naval vessels ade-
quate time to prepare for the
potential influx of millions of
tons of tsunami water into our
basin," said Captain Aaron L.
Bowman, USN, Commanding
Officer of Naval Station
Mayport. "With procedures
to quickly evacuate military
and contractor personnel from
buildings and spaces adjacent
to piers, secure or remove ships'
dockside services from pier
connections and keep tugs on
standby to assist the ships -- this
program will mitigate loss of
life and help prevent hundreds
of millions of dollars in dam-
age to naval vessels and station
assets."
To be recognized as
TsunamiReady, a commu-
nity must establish a 24 hour
warning point; develop mul-
tiple ways to receive tsunami
warnings and alert the public;
develop a formal tsunami haz-
ard plan; conduct emergency
exercises; and, promote public
readiness through community
education.

USS Carney Rescues 14 On Thanksgiv
By Ensign
Rebecca Lawrence
USS Carney PAO
Fourteen people had extra
reason to give thanks, courtesy
of USS Camey.
USS Camey Sailors were set-
tling into a holiday routine Nov.
22 as they prepared for the tra-
ditional Thanksgiving banquet
served at sea. Culinary special-
ists had been working through
the night and into early morn-
ing preparing a feast of steak,
ham, and turkey with all the fix-
ings of home. This time around,
Camey would have unexpected
guests.
Just after breakfast, a look-
out spotted a small wooden boat
no larger than 18 feet long, full
of people and drifting in the
Mediterranean Sea.
The Officer of the Deck,
Ensign James Hostetler, imme-
diately ordered the ship to come
about.
"I could see them waving life
jackets and signaling with their
arms," he said. "They were try-
ing to get our attention."
As Camey closed distance to
the small boat it became appar-
ent to the watch standers that the
vessel was in distress. Carney
used its seven-meter rigid hull
inflatable boat (RHIB) to deploy
a Rescue and Assistance crew to
assess the situation.
The seven-member crew
included a Corpsman, an
Engineer, a Search and Rescue
swimmer, and Seaman Rony
Herisse. A newly designated
Boswain's Mate and the most
junior of the Rescue crew,
Herisse served as the translator
for the French-speaking men in
the distressed vessel.
"We counted 14 people in the
boat," Herisse said. "They told
me they were from Algeria, and
when we asked what they need-
ed they said they didn't care
about food or water they just
wanted to get to land."
"They had been drifting with-
out gas for three days, had been
out of food for two days, and
ran out of water a day ago," he
said.
Herisse instructed the men to
stay calm as Sailors aboard the
Carney notified Commander
Task Force Six One (CTF 61)
duel hatted at Commander,
Harry S Truman Strike Group.
"Once they understood that
we were going to help them,
they began asking for food and
water," said Herisse.
Executive Officer, Lt.
Cmdr. Joe Ring, kept the crew
informed of the rescue efforts
on the 1MC.
His words echoed the sen-
timent of many Sailors as he
thanked Carney's chefs. "We
have plenty to share," he said.
Disposable plates piled high
with corn, stuffing, mashed
potatoes and gravy, turkey and
hot rolls were quickly pack-
aged and lowered to the RHIB
for delivery. The men on the
small boat were grateful as they
enjoyed the special meal, and
Camey stayed with the vessel
until Cagliari Coast Guard ves-
sel CP 283 arrived on station.
ing Day
"This was the right thing to
do," said Lt.j.g. Grade Jonathan
Derges, senior officer of the
Rescue and Assistance crew.
"I wasn't expecting to render
assistance on Thanksgiving, but
I am glad that I could be a part
of the effort: it reminded me of
the things I am thankful for and
I am happy that we were able
to share our holiday with these
men."

Prep Vehicle for Holiday Travel
From MWR
Now that the fall season has
arrived, it's time to start prepar-
ing your personal vehicle for
holiday travel.
When traveling by car or
truck, it is best to have a thor-
ough inspection completed by a
qualified automotive technician
prior to driving any extended
distance.
A thorough inspection should
include checking the tires, belts
and fluid levels. Having the cor-
rect tire pressure is extremely
important in that it optimizes
gas mileage. Will you be travel-
ing up north?
When driving in colder cli-
mates, the proper antifreeze
must be used.
From Nov. 20-Dec. 21,
MWR's Auto Skills Center will
offer a 27 point inspection on
personal vehicles for only $5.
The Auto Skills Center is locat-
ed behind MWR Administration
Bldg. 414 on Massey Avenue.
Service work is completed
Tuesday through Saturday.
Call 270-5392 to make an
appointment.

Volunteer For
Base Tax Center
From NLSO
Beginning in January, NS
Mayport will offer free tax
preparation services to active
duty, dependents, retirees, and
reservists on active duty for
more than 30 days. Through
this program, service members
not only can save hundreds of
dollars on tax preparation fees,
but they also get their refund in
just a couple of weeks.
The only way to offer such a
service free of charge is to enlist
the aid of volunteers through
the IRS-sponsored Volunteer
Income Tax Assistance program.
Through the VITA program,
volunteers are trained by IRS
employees using IRS-approved
software. Volunteers will attend
an intensive week-long course
from January 7-11, 2008 and
upon successful completion of
the course volunteers will be
certified tax preparers.
Volunteers are needed begin-
ning Jan, 1 until the middle
of April. Volunteers should
be given no-cost TAD orders.
Part-time volunteers will be
considered on a case-by-case
basis due to a shortage of avail-
able seats in the VITA training
course. All potential volunteers
should check with their supervi-
sors before volunteering.
Even if you do not wish to
volunteer, come have your
taxes prepared at the tax center!
Location and hours of operation
will be promulgated at a later
date.
If you want to sign up or have
any questions please contact
Lt.j.g. Jessica Wilcox at 270-

Chamber Hosts Military Appreciation Luncheon
By MCC Suzanne Speight
Special Contributor
Hundreds of local city gov-
ernment, civic and business
leaders turned out to pay tribute
to service members at the 2007
Jacksonville Chamber Council's
Military Appreciation Luncheon
at the Hyatt Regency Riverfront
Nov. 13. Uniformed person-
nel representing all the military
branches attended the lunch,
including active duty, reservists,
retirees and veterans.
The China-Burma-India
Color Guard, a group of veter-
ans from World War II and the
Korean War, presented the col-
ors and Chaplain Lt. Col. Steve
Thompson, of the Florida Air
National Guard gave the invo-
cation, followed by remarks
from Jacksonville Mayor John
Peyton.
"Jacksonville is a city that
values our military citizens,"
said Peyton, referencing the fact
that Jacksonville is one of the
few cities in the country that
offers a property tax reduc-
tion for residents who serve in
a combat zone. Peyton said

ings and pictures our troops
serving aboard ships and in
the Middle East. Retired chief
petty officer Harold Lawrence
brought his son, Brian and said
it was great to see the commu-
nity coming out to honor our
military. "It's great to see such
a big turnout of people for an
occasion like this. I know the
troops, and especially the fami-
lies, appreciate it."
K.C. McCarthy, Greater
Jacksonville USO executive
director, spoke about the differ-
ent ways the USO supports mil-
itary people and their families in
the Jacksonville area, including
the Sailor's Aweigh program for
families of deployed military
members that allows them to
come to Jacksonville Jaguars
games for free. "It's an honor
to support and provide a home
away from home to our military
who put country before self.
To all the men and women in
the military, we offer a special
heartfelt 'thanks' for keeping us
safe 24/7," she said.
Keynote speaker Rear Adm.
Michael Vitale, Commander,
Navy Region Southeast, spoke
about the Navy's new Maritime
Strategy, which was introduced
by Chief of Naval Operations
Adm. Gary Roughead last
month. "The last maritime
strategy was developed 25 years
ago, and this is the first time
in our country's history that all
three sea services have signed
and agreed to a maritime strat-
egy," said Vitale. He said the
strategy emphasizes "domain
awareness," maritime security
and humanitarian assistance.
He went on to thank the coun-
cil chamber membership for
hosting the luncheon, and took
the opportunity to remind local
employers of the benefits of hir-
ing former Navy veterans.
"Our retiree base continues
to be strong, with a lot of folks
choosing to call Jacksonville
home after a career in the Navy.
And whether they leave the
Navy after one tour, or retire
after 20 years, Sailors are the
type of people you want work-
ing for you," he said. "They
have the leadership skills and
work ethic employers are look-
ing for in the market today."
HN Ryan Greene attended the
lunch with others from his com-
mand. "People have come up
to me and said thank you, and
I think it's nice to know that
people care about the work we
are doing," he said.

USS Taylor welcomed family

cruise off the coast of Florida.
Fifteen Tigers enjoyed at sea
operations and demonstrated

Proud Defenders.
USS Taylor's Damage
Control Officer, Ensign Jakob

Cruise as the voice of "Tiger

The Tigers were charged
with completing Personal

packets by the end of their
embarkment. They played in a
man overboard drill, a "Crash
and Smash" drill and dressed
out in firefighting suits to com-
bat a smoke-filled room.
For their first night on board,
the Tigers tried their hand at
steering the ship and observ-
ing PACFIRE of the 76mm and
CIWS, plus testing their own
skills on the M240B, living up
to Taylor's motto "drive fast
and shoot guns."
The Tigers and their spon-
sors prepared a pizza dinner for
the crew and enjoyed several
evening MWR events. Phillip
Thomas, the father of Navigator
Lt.j.g. Lily Thomas, said, "The
cruise was extremely insightful
and really gave me an apprecia-

At an awards ceremony, each
of the Tigers received a certifi-
cate for the completion of their
Tiger Surface Warfare PQS and
joined the ranks of the Proud

Residents Can Use Fire Pits On NS Mayport
By Cindy Dean -Use of fire pits is strictly be maintained from home struc- cleaned of any and all excess
NS Mayport Fire Inspector
Yes, you can use fire pits at
Naval Station Mayport housing
residences.
There have been several
recent inquiries as to whether
or not fire pits are allowed in
the residential community on
the base. Fire pits come in
many designs, shapes and sizes.
Fuel sources are propane or
solid fuels (i.e., wood). Like
BBQ grills, use of such items
is approved provided the fol-
lowing guidelines are strictly
adhered to:
prohibited under porches, cano-
pies, carports must be used
outside in an open area.
*Use of screens is mandatory.
*Fire pits must be supervised/
attended at all times. Do not
leave unattended.
*Place equipment on a stable
surface that has been policed for
any and all combustible materi-
als.
*A minimum of 10-foot clear-
ance around units should be
kept clear of leaves, dry vegeta-
tion, tree limbs/branches, etc.
*A minimum of 20 feet shall
tures, vehicles and other poten-
tial combustible/flammable
materials/equipment.
*A "charged" garden hose (or
portable fire extinguisher) must
be immediately available and
within reach in the event that
the need for such is required.
*After use, soak embers down
with water, leave overnight and
then discard such embers into a
metal container.
*Do not store container inside
a garage, carport or storage
shed.
*Assure that unit has been
embers prior to storage.
*Do not store units inside
garages or storage sheds unless
they have been properly cleaned
and emptied of spent embers;
disconnect propane tanks from
units that use such.
*Do not use such items inside
your home.
If you have any questions
concerning the above, feel free
to contact the Fire Prevention
Office at 270-7440 or 270-
7441.

An example of an allowed fire pit. Fire pits should always be tend-
ed when lit. They are not allowed under porches, canopies or car-
ports and must have a screen. Make sure to thoroughly extinguish
fires by soaking embers or'i nigh! iith water.
Take Your Time
Holiday Driving
From NAVSAFECEN
Holiday travel took the lives
of 20 Sailors and Marines last
year.
In the rush to get home for
the holidays, most are unaware
of the heightened risks the
highways pose to their safety.
Besides unusually bad weather
and heavy traffic, four other
choices made by drivers have
the potential to increase their
risks on the road in deadly pro-
portions.
Driving too fast attributed to
30 percent of last year's holiday
fatalities on our nation's high-
ways, according to the Naval
Safety Center. In addition to
excessive speeds, other fatal
mistakes were attributed to driv-
ers not using seatbelts, driver
fatigue, and driving under the
influence of alcohol or drugs.
Fatigued drivers exhibit the
same signs of impairment as
those driving under the influ-
ence of alcohol. It is unwise to
drive long distances after a full
work day. In fact, most state
laws limit drivers to 12 hours
on the road in a 24-hour period.
The Naval Safety Center rec-
ommends for working hours
and drive time together not to
exceed 12 hours a day.
With many family celebra-
tions and command parties
serving alcohol, it is especial-
ly important that drivers plan
accordingly by arranging for a
designated driver or taking a
taxi. Responsible consumption
is a responsibility of all.
Additionally, on long trips
drivers should take breaks every
two hours to help stay alert. It is
always better to stop and get a
room for the night than to drive
fatigued.
Highway safety web-train-
ing for commands and their
personnel are available through
the Naval Safety Center's
"Surviving Driving: Holidays
'07."
Drivers are also encouraged
to fill out a Travel Risk Planning
System (TRiPS) assessment.
The assessment alerts the driver
to their potential risks and poor
driving behaviors. The TRiPS
assessment can be accessed at
www.nko.navy.mil.

Command (SOUTHCOM) Adm.
James Stavridis toured USS
Boone (FFG 28) on Veteran's
Day to greet the crew and wish
them luck prior to their deploy-
ment to the SOUTHCOM area
of focus.
Stavridis spent time with
,- Boone's Commanding Officer,
Cmdr. Newman J. Evans, III
discussing the coming deploy-
ment and their mission of coun-
ter illicit trafficking. Stavridis
also visited several spaces
onboard, speaking to each
Sailor he met.
"The mission you'll be doing
is incredibly important," said
Stavridis. "Each year, smug-
glers bring hundreds of tons of
,g drugs to our country. It's up to
S you to stop them."
Stavridis praised the Sailors
on their hard work and admired
the various spaces including
Boone's new navigation simu-
lator.
"This visit is very important
to the crew," said Evans. "It's
great to have Adm. Stavridis
onboard since we'll be in the
SOUTHCOM area for our
deployment."
Boone, homeported in
Mayport, Fla., will deploy to
Latin America this winter to
conduct counter illicit traffick-
ing operations in the Caribbean
and engage in theater security
cooperation events to promote
interaction and maritime secu-
rity in the region.

During their recent port visit
to Naples, Sailors from USS
Harry Truman (CVN 75) and
USS Hue City (CG 66) volun-
teered their time in a commu-
nity relations project, Nov. 23,
at the Abbey of San Vincenzo.
One hundred and eight vol-
unteers from both ships helped
the Abbey's nuns with seasonal
grounds keeping and mainte-
nance by cutting and burning
brush from the road, and pick-
ing olives used to make olive
oil.
The San Vincenzo Monastery
often hosts volunteers from the
Naples military community
according to Reverend Mother
Myriam Benedict.
"We wouldn't be here today
without the help of the American
military," said Benedict.
Electrician's Mate 2nd Class
Alyce Arthur said community
relations projects such as this
one gives her and her shipmates
opportunities to meet people
and experience their customs
firsthand.
"I think these [community
relations] projects give me a
chance to get to know the peo-
ple and culture of the country
I'm visiting," said Arthur.
"This is the largest group of
volunteers we have ever had.
Your work today keeps us well
ahead of our schedule," said
Benedict. "You're really an
answer to our prayers."

This week's column is prob-
ably less for the military family
and more for those who know a
military family or service mem-
ber but identifies resources for
service members and families.
This is an 'easy' season
to practically show your sup-
port for our service members
and their families. As I began
researching this column I was
amazed and overwhelmed at the
ways many have found to sup-
port our troops and how easy
it is for you to help a service
member or their family during
this season.
Operation Hero Miles is a
program to donate your frequent
flyer miles for troops return-
ing from Iraq & Afghanistan
for their two weeks of R&R.
Please go to www.heromiles.
org for details. Let's Bring 'Em
Home is another organization
providing airline tickets for ser-
vice members to fly home for
the holidays (from anywhere).
They need donations to meet
the requests for tickets. Service
members E-4 and below are
eligible for these free tickets.
Go to www.lbeh.org for more
information. Donations are tax
deductible.
The USO's Operation USO
Care Package delivers care
packages to deployed troops.
$25 will provide a care pack-
age with your personalized
message. Www.usocare.org has
more details. Treats for Troops
is another organization provid-
ing packages, check them out at
www.treatsfortroops.com.
One of my favorite organiza-
tions is Soldier's Angels. This
organization supports both the
troops and the families left
behind (yes, even the parents
and grandparents of troops).
Don't let the name confuse
you; they are angels for Sailors,
Marines and Airmen not just
soldiers. You can adopt a ser-
vice member on their website
or sign-up a service member
for adoption. You can be part
of their Cards Team that sends
cards to the troops on holidays,
birthdays and special occasions
or to the family left behind!
Send a card to the child of a ser-
vice member on behalf of a ser-
vice member. Their Operation
Outreach Team helps service
(inCHouse
members care for their families
by providing gifts, cards and
other items to family members
in the name of their service
member. These folks are amaz-
ing and these are only two of
their many programs. Please
check them out and support
them at www.soldiersangels.
org. They need volunteers from
across the country, please give
them a look!
Support for the troops during
this season is wonderful! May
I challenge you to remember
that for every service member
there is a family left behind?
Whether a parent or spouse and
children military families need
support during this time as well.
DeCA (Defense Commissary
Agency, otherwise known as
the commissary or military
grocery store) offers a way to
provide the "Gift of Groceries."
Anyone can purchase these gift
certificates for use by military
families or service members at
their commissary. What a great
gift! Go to www.commissaries.
com for details and ordering
information... and yes, you can
specify the recipient.
Both the NEX (Navy
-j
Exchange) and AAFES (Army-
Air Force Exchange System)
offers gift cards for purchase by
non-patrons to give to your mili-
tary family members. Check out
www.navy-nex.com or www.
aafes.com for more information.
Operation Homefront is
another organization specifical-
ly caring for the family mem-
bers left behind. They provide
practical support, connection
and monetary support for many
military families. You can check
them out www.operationhome-
front.org. They need volun-
teers throughout the country as
well as donations to meet the
requests for support during this
season.
Please look for the mili-
tary families in your commu-
nity, especially the guard and
reserve, and give them the
greatest gift of all, your time
and your friendship. If you do
not know any service members
or families, contact the chap-
lain's office of any military
installation, armory or reserve
center and they can guide you
in supporting a service member
or family during this season of
giving.
Most of all, thank you for tak-
ing the time in the midst of your
busy season to support these
service members and their fami-
lies. And to my fellow military
families...thank you for all you
do!

Tonight I want you to sit
down at your dinner table and
just watch your family eat.
This, my friends, is supposed
to be good for you. And your
kids.
Researchers say that frequent
family dinners help keep your
kids off drugs. Teens are 40 per-
cent more likely to report that
they get more A's and B's in
school if they eat dinner with
their families five to seven
nights a week. Your progeny
can even avoid childhood obe-
sity if they sit at the dinner table
with knife and fork and Thou.
I am sold. I totally believe
that our family ought to be eat-
ing dinner together every single
night of the week. That said, I
gotta ask: Does anyone really
eat dinner together as a fam-
ily any more? Is it just a nice
myth? Or are family dinners
like sex-something people lie
about when researchers ask?
After all, the researcher is not
going to pop on over to your
house at dinnertime and see if
the TV is drowning out the con-
versation. They aren't counting
the number of minutes a three
year old actually stays at the
table. They won't be making
marks against the number of
teens at the table secretly tex-
ting their girlfriends under the
tablecloth.
When questioned about their
dinner habits, respondents can
say anything they want. If it
were me, I'd lie. I'd have to
lie. I'd be ashamed to admit to
how many dinners I serve in a
revolving seat at the counter-
top. Because everyone knows
that good families should eat
together. Only bad people have
pathetic little family members
scurrying around a cold kitchen
taking solace in bags of Tostitos
and stray M&Ms.
It's enough to make me won-
der what we American families
really do about dinner when
no one is asking. If an invis-
ible researcher sat in our tables
and counted how many meals

we actually eat together, what
would they find?
I know that when my kids
were preschoolers and grade
schoolers, our family did eat
dinner together every night. We
were the kind of family who
valued our dinners together so
much that when we transferred
we would find a new house that
was close enough to the new
ship that Brad could be home by
6:30 every night. Then again,
we were poor and going out to
eat with a three-year-old seemed
like a hell best deferred.
Now that we have teenagers,
the truth is that we score that
dinner together once or twice
a week. Tops. We still love it.
But now we're working around
Brad's duty on the ship and his
hour-long commute home. We
juggle the 17-year old's job and
sports and dates. We heat up
meals before football or basket-
ball practice for the 14-year old.
We feed the five-year old pea-
nut butter or quesadilla or Easy
Mac because that is all he eats.
Yet, if you ask my kids,
they'll swear we eat together
every single night. I may only
be making them a plate. They
heat it up when they get home.
Someone keeps them company
while they eat. This practice
seems to be fine with them.
It isn't fine with me. When
I read those studies about how
great a family dinner is for a
kid, I feel wicked guilty. I know
that this thing I am doing is cer-
tainly not the pre-microwave
family dinner I was raised on.
I was raised in a military fam-
ily at which dinner was served
at exactly six o'clock. We sat
in assigned seats. A chart told
us who would help cook, who
would set the table, who cleared
and who emptied the dishwash-
er.
My version of family dinner
and my mom's version of family
dinner are not the same things.
These days I wonder if any of
us actually agree on what "fam-
ily dinner" means. Does it count
as a family dinner if the TV is
on? Is it still good for the kids
to have a family dinner with
someone who picks on them all
during the meal? Is the family
dinner so vitally important that
we should forgo kid sports and
teen jobs and Easy Mac in order
to get them?
I want to know. I want to
know if we are actually nor-
mal people witnessing another
change in the way people eat
their meals, or whether we are
doing an evil to our children.
So I'm asking you: How often
does your military family eat
together? Do you wish you
ate together more often? What
do your kids think? E-mail me
at jacey@cinchouse.com. I'm
interested.
