Park was recently recognized
as the best Navy RV Park by
the Special Military Active and
Retired Travel (S.M.A.R.T.)
Club National FamCamp
Committee.
Nominees were evaluated
based on the cleanliness and
quality of the facilities, avail-
ability of support services and
facilities, and employee and
volunteer customer services.
"The Pelican Roost is nation-
ally recognized throughout the
RV community for its uncom-
promising commitment to
excellence in customer service,"
said Bob Baylis, Pelican Roost
RV Park Manager.
Pelican Roost RV Park at
Naval Station Mayport opened
in 1999 and offers 50 fully
equipped hard sites providing
electrical (30/50 amp), water,
sewer and cable television. Dry
camping sites and tent camping
sites are available.
The "Roost" Lodge features
a kitchen, laundromat, guest
lounge, cable TV, wireless inter-
net, rest rooms/showers and
retail store ... all in air condi-
tioned comfort. Pets are always
welcome.

cer, Cmdr. James R. Raimondo,
during an airborne change of
command ceremony on Aug.
10.
The airborne change of com-
mand is a time honored naval
aviation tradition in which the
incoming commanding officer
takes the lead in a formation
flight from the outgoing com-
manding officer, symbolizing
the turnover in command duties.
Raimondo hails from
Woodbury, N.J. He was com-
missioned in December 1989
via the Hampton Roads NROTC
program and graduated from
Old Dominion University in
Norfolk, Va., with a Bachelor of
"Greencheckers," he flew the
SH-2F Sea Sprite and completed
deployments in USS Nicholson
(DD 982), USS Deyo (DD 989),
USS Aubrey Fitch (FFG 34) and
USS Estocin (FFG 15).
In November 1993, after the
disestablishment of HSL-34,
Raimondo reported to the SH-
60B FRS, HSL-40, in Mayport,
Fla.
After completing Seahawk
training, he deployed with the
HSL-42 "Proud Warriors" in
USS Hue City (CG 66), USS
Kauffman (FFG 59), and USS
Spruance (DD 963).
In August 1996, Raimondo
transferred to the Office of
the Secretary of the Navy,
White House Liaison Office,
Washington, D.C. As a member
of SECNAV's immediate staff,
his duties included correspon-
dence action officer, protocol
specialist, and VIP escort officer
for the 41st and 42nd Secretaries
of the Navy.
Raimondo departed the
Pentagon in July 1999 and
reported as Flag Lieutenant for
Rear Adm. William Schmidt,
President, Board of Inspection
and Survey (INSURV), in
Norfolk, Va.
He reported to the Swamp
Foxes of HSL-44 in November
2001. He was assigned as
Officer-in-Charge, Detachment
10 embarked in USS Simpson
(FFG 56), and deployed to the
Caribbean, Eastern Pacific, and
Western Atlantic for Counter-
Narco Terrorist/UNITAS mis-
sions in 2002.
He subsequently served
as HSL-44 Training offi-
cer and Maintenance offi-

Lean Six Sigma: Not 'What' But 'How'

Maintenance Manager for
Primary Metals for ALCOA,
a global metals corporation
employing over 140,000 per-
sonnel worldwide.
Lean Six Sigma is a powerful
tool for reducing variation, iden-
tifying and eliminating waste.
Many organizations misper-
ceive LSS as a program and
not a tool. Consequently, folks
fixate on training the various
Champions and Belts instead
of applying the training to their
day-to-day work. It begins with
training and ends with results.
"Lean Six Sigma is a tool, not
a program in and of itself," said
Rear Adm. Hugh Blackwood,
Deputy Commander, Navy
Region Southeast. "LSS is not
a process of what jobs we are
doing, but how we can do them
(jobs) better."
Blackwood discussed his
experience with LSS and the
proper attitude towards train-
ing. Certainly, CNRSE per-
sonnel require specific train-
ing. However, many who are
in Green, Black, or even Yellow
Belt positions have never
worked before in a LSS team
environment. The strength of
these teams is rooted in each
member having a different para-
digm about how change really
occurs. So, to make sustain-
able change, personnel must
go beyond the structured LSS
process, not only to change the
behavior of how people view
and do their work, but also
alter the culture that created the
behavior.
A Long Term Process.
Success at LSS takes
years, not weeks, not months.
Blackwood, who has worked
with LSS for almost a decade,
says it takes an organization
between three and seven years
to make a sustainable change
in its culture. Additionally,
teams must stay together long
term; for people to be effective
team members, they must be a
member of the same team for
three or more successive years.
Otherwise they lose the skill
set.
Make no mistake; there is
specific training provided to
the Champions, Team Leaders
and Various belts. There is also
awareness training for the team
leaders who are really going to
do the work. But if personnel
expect that by simply creating
a structure of trained resourc-
es, (e.g. must have x number
of Belts at various levels) that
improved processes will emerge
on their own -they will be sore-
ly disappointed.
Going above and beyond
training the skill sets, Navy
Region Southeast must explain
to everyone why LSS is impor-
tant --and what's in it for them.
It's what Blackwood calls
answering the "W.I.I.F.M."
What's In It For Me?
Doing this makes it not only
easier to get employees to vol-
unteer on the teams, but also
to embrace the LSS process at
every level.
So, if we are to make LSS
work at every level within
Navy Region Southeast, we all
need to give the LSS process a
chance to succeed within Navy
Region Southeast.
Getting involved starts with
the "5A's"-- awareness, avail-
ability, adaptability, activity, and
action. LSS is not a "program
of the month" in organizations
that succeed.
It breeds winners at every
level, enables teams to operate
at the genius level, and is a way
of life. Winning organizations
don't survive LSS, they thrive
on it

A racy billboard hovered
over busy Chicago streets. The
enticing message read: "Life is
short. Get a divorce." Beneath
it sprawled the phone number
of a firm of divorce lawyers.
How would you feel driv-
ing along with your children or
grandchildren and seeing such
a disgusting, anti-marriage
and anti-family sign? Because
the sad fact is, this message is
actively being sent. This bra-
zen billboard is a heart-break-
ing "reflection of our culture"
- glaring proof of the descent
of the institution of marriage in
this country.
Even more appalling, this
sign trivializes divorce and min-
imizes its impact on children,
the culture, and our nation.
Marriage is challenging enough
but when you add to the mixture
a military community at war the
demands increase exponentially.
For the broken terrain of mil-
lions of American marriages the
only and easy way out, seem-
ingly, is divorce. Failures at
home come in all sorts of sizes,
shapes and weights.
There are the small ones
called mistakes, errors or goofs:
breaking a piece off a knick-
knack, spilling catsup on a new
shirt, ripping your jeans, step-
ping on your wife's foot (with
golf shoes), failing to carry out
the garbage.
There are the heavier, medi-
um-sized packages of failure
that hurt a little deeper: shouting
at the kids (for the fourth time
in one day), habitually promis-
ing something to your kids and
then going back on your prom-
ise.
Then there are the cumber-
some and heaviest of fail-
ures that leave us feeling
crushed under the weight: a
divorce, unfaithfulness, an
estranged relationship, a rebel-
lious teenager who thinks he
is always right, physical or
verbal abuse, neglecting to
lead your family spiritually.
These failures can and often do
hurt the individual and harm
the marriage. There are healthy
and unhealthy ways of respond-
ing to these failures. How
one responds is either a cata-
lyst or an obstacle to intimacy.
Whereas, faith, humility and
gratitude are antidotes for fail-
ures; selfishness, self-reliance,
and self-condemnation are anti-
thetical for intimacy.
In healthy relationships, we
look to God as the source of
help, allowing Him to involve
others in meeting our needs as
He chooses. Rather than try
to control or manipulate their
responses to our needs, we
"entrust" their maturation to
God, leaving Him unhindered
to accomplish His work in
their lives. Healthy relation-
ships share needs truthfully and
vulnerably, rather than deny or
angrily display them. A third
component of healthiness is a
dynamic of mutual giving to
meet the needs in contrast to
selfish taking that is so preva-
lent in dysfunctional relation-
ships.
Is there a way to respond to
failures that enables families
to forsake the painful path and
embark upon the potential path?
The good news is a resound-
ing, YES. The bad news is that
this way is difficult. As couples
learn to respond to these fail-
ures in love rather than acting
out in fear they are beginning to
tap into new intimacy potential
for that relationship.

During the Vietnam War four
percent of the population served
in the Armed Forces. In WWII,
12 percent served in the military
and during the Civil War 11%
served in the conflict. Today,
less than 1 percent of the total
population serves in the mili-
tary. And that number includes
National Guard and Reservists
as well as active duty service
personnel.
What does that mean for us
as spouses? It means we are a
minority. It means that unlike
Vietnam and WWI and WWII,
where nearly every communi-
ty was affected by the war and
everyone 'knew someone' who
served, most of the population
has no direct contact with a ser-
vice member or the family of a
service member.
Karen W., wife of an Army
specialist, decided to move
back to her Midwest home-
town to be near family during
her husband's 18 month deploy-
ment. After four months she
returned to Fort Campbell, KY
citing she felt isolated and often
ignored by civilians around her.
She noted that when she first
returned home she was greeted
with warmth and compassion
but that dried up within weeks.
"No one asked about Jim any-
more. No one wanted to know
how he was doing. It seemed
they were tired of dealing with
'my deployment'. I felt like an
inconvenience to my friends."
Monique, a Navy wife, also
chose to return to her Arkansas
hometown during her husband's
deployment. She was preg-
nant with their first child and
wanted to be near family for her
delivery. Monique, like Karen,
initially received compassion-

counterparts are better served
when they truly appreciate the
professionalism and capabili-
ties of our troops, the sacrifice
of our troops and the sacrifice
of the families, standing strong,
but left behind.
How do we achieve that?
How do we connect with a
civilian population? I do not
have the answer but I want to
pass along the ideas of others.
Melissa, a naval reserve spouse,
sends out a monthly letter to
her family and friends to give
an update on her, her family,
her service member and a blog
on life in the military. Thomas,
serving in the Air Force sends
out a monthly newsletter to his
family and friends to ask them
for their prayers for him, his
family and those with whom
he serves. Nakita, a Navy wife,
publishes a two-page newslet-
ter that she sends to churches
across the country to solicit
prayers and practical support for
her fellow spouses and Sailors.
Nicole sends a "hero list" to her
friends honoring spouses and
service members daily serving
as heroes. And many more mili-
tary families have begun public
blogs to try to raise awareness
of military families.
We may not always be under-
stood by the population who
lives unaware of military ser-
vice but we can help them to
understand the role we play, and
the cost involved, in serving our
country as military families.

Grass and other vegetation
provide very important ser-
vices. One of the main ben-
efits along our roadways is ero-
sion control. A good blanket
of grass keeps the soil next to,
and even under, the roads from
being washed away in heavy
rains. The soil that erodes
from these areas contributes to
clogged storm drains and, in the
long run, could even increase
the frequency that our channel

Grasses are also a critical part
of stormwater management.
Vegetation in and around reten-
tion ponds, ditches and swales
serves as a filter for the run-
off water from parking lots and
roadways and prevents excess
nutrients from reaching major
waterways like the St. John's
River. Because this run-off
water can carry oil, gas, and
other pollutants from vehicles,
it is important that we keep
the vegetation in these areas
healthy.
Some vehicles parked in the
grass become a visual obstruc-
tion. They can block a driver's
view when trying to turn into
traffic from parking lots and
side roads, and can prevent a
pedestrian from being seen.
While it may be inconvenient
to find a parking spot near your
office or work space, parking
on the grass is prohibited, espe-
cially in areas that are designed
and permitted for stormwater
control such as a swale or the
edge of a retention pond. Some
of the permitted stormwater
management systems of greatest
concern are: both sides of Bon
Homme Richard Street, espe-
cially near the Gym; in front
of Building 1488's new park-
ing lot; Maine Street near Bravo
pier as it turns toward Charlie
pier; and the grassy area, or
what's left of the grass, by the
fuel farm north of the runway.
Please do your part to help

Supports Operation
Smile Mission in Peru

An Operation Smile medical
team performed 24 cleft-palate
and cleft-lip operations Aug. 8
and 9 on patients ranging from
infants to 29 years old aboard
hospital ship USNS Comfort
(T-AH 20), which is in Peru for
a week-long visit.
For many of the 32 medical
volunteers, working on a 900-
foot military ship, and trans-
porting patients by helicopter
was akin to working in a differ-
ent culture -a completely unique
experience.
Operation Smile is a world-
wide children's medical char-
ity with a full team of volun-
teers who repair childhood
facial deformities. Nicaragua,
Ecuador, Ethiopia, India and
Peru are some of the 25 coun-
tries where surgeries are per-
formed in sometimes less than
desirable conditions.
"The Navy has state-of-the-
art equipment, it's clean and the
electricity works," said Denise
Gangwish, a registered nurse
and clinical coordinator for
Operational Smile. Iisu ili we
go into local hospitals and the
lights don't work, or we have
to plan for power outages, or
they don't have sterilizers that
work. The Navy has a lot of
equipment they've been able to
supplement us with."
Operation Smile doctors per-
formed patient pre-screening
prior to Comfort's arrival. The
team also had the opportunity
to screen additional patients at
Miguel Grau School, a Comfort
medical site in Salaverry.
Once patients were confirmed
for surgery, they were trans-
ported to Comfort by helicop-
ter from Helicopter Sea Combat
(HSC) Squadron 28. Patients
recovering from cleft-palate
repair were aboard Comfort
for about two days. Those with
cleft-lip repairs recovered in
about one day. As patients were

Leadership.
In May 2004, he returned
to the Pentagon and served on
the CNO's staff as Flag Aide
to the Vice Chief of Naval
Operations under Adm. John
Nathman and Adm. Robert
Willard. Raimondo served as
the Helicopter Strike Maritime
Weapons School, Atlantic exec-
utive officer from June 2006
through August 2007.
Raimondo's interests include
triathlon, baseball, coaching,
community involvement and
reunion tours as singer for the
Low Slow Flyers.
Race is a native of Winter
Haven, Florida. He enlisted in
the Navy's Nuclear Program
in 1985, and completed Basic
Training and Machinist's Mate
School in Great Lakes, Ill.
Race received a Secretary of
the Navy appointment to the
U.S. Naval Academy in 1986,
and was commissioned in 1990
with a Bachelor's Degree in
General Engineering.

Fighter Wing, Atlantic, from
October 1990 through comple-
tion of Operation Desert Storm.
Race entered flight school train-
ing in October 1991, and was

Partnership of the Americas
(POA) has assumed increased
importance with Officer in
Charge at Forward Operating
Location (FOL) Comalapa, El
Salvador, being upgraded to
commanding officer in May.
This upgrade provides the
commanding officer more
authority to coordinate with
host nation agencies in support
of air detachments assigned to
Comalapa, which play a signif-
icant role in Theater Security
Cooperation missions linked
to POA. The FOL is also piv-
otal to counter illegal narcot-
ics trafficking operations in
the U.S. Southern Command
(SOUTHCOM) area of respon-
sibility. Specifically, flying in
support of Joint Inter-Agency
Task Force South, located in
Key West, Fla.
"This change in status of the
commander provides a dis-
tinct advantage when perform-
ing the FOL mission," said
Commander, U.S. Naval Forces
Southern Command Rear Adm.
James W. Stevenson Jr. "This
commanding officer represents
the U.S. Navy to the govern-
ment of El Salvador and its mil-
itary. It is important that the
right level of command is in
place to fulfill our mission."

According to the U.S.
Department of Education,
only about 24 percent of the
U.S. population actually has a
Bachelor's Degree. Southern
Illinois University (SIU) offers a
Bachelor's Degree in Workforce
Education and Development. It
is an accelerated, flexible pro-
gram specifically designed for
working adults.
SIU has been offering this
program in Jacksonville since
1975. Many students finish the
program in 12-18 months. Even
those without prior college
coursework, students can finish
the degree in about 24 months
- half the time it normally takes
to complete a bachelor's degree
in a traditional format.
The program is flexible
enough for deployed Sailors to
attend classes as well as shore
duty Sailors. Six credit hours
of coursework each semester
are independent study courses
and can be done around a ship
or squadron's schedule, since
there's no classroom atten-
dance required. The classroom
courses are taught one at a time.
Each classroom course lasts
only eight weeks.
Southeast Georgia area through

by the USO.
All funds raised in the inau-
gural tournament will benefit
the local Northeast Florida and
Southeast Georgia USO.

Transfer credit is accepted
from other accredited colleg-

awards up to 44 semester hours
of college credit for work and
formal training experience.
The program is open to active
and retired military along with
their adult family members,
civil service employees and
their adult family members, and
civilians. The program is also
available to all prior service
military personnel.
Seating is limited to 30 stu-
dents each semester, at each
location. Priority seating
is given to active duty mili-
tary. SIU offers continuing
enrollment for each semester.
Semesters start each January,
May, and August. The next
semester starts on Aug. 18,
to the Waterpark are $19 and
tickets to the Waterpark PLUS
five "dry" attractions are $31.

members and their families,

The members of Detachment
Ten's "Los Diez" of HSL-42
departed NS Mayport July 30
to join the Norfolk-based USS
Carr (FFG 52) for a six-month
deployment.
USS Carr (FFG 52) is deploy-
ing in company with Kearsarge
Expeditionary Strike Group
(KSG ESG) to the CENTCOM
AOR.
Detachment 10 completed
several work-ups with Carr and
other ships in the Kearsarge
ESG for the past few months in
preparation for this deployment.
The detachment deploys with
two SH-60B helicopters, fly-
ing primary missions of Anti-
Surface and Anti-Submarine
warfare and also supporting the-
atre commanders with maritime
interdiction operations, passen-
ger transfers, search and rescue
operations, and various other
logistic missions.
Lt. Cmdr. William Taff,
Detachment Ten's Officer-in-
Charge, said he takes pride in
the work and sacrifices already
given by his detachment and the
mettle that will be needed in the
coming six months.
"We will be supporting the 5th
Fleet and the War on Terrorism
and I know this group of folks
will do an outstanding job out
there," he said.
Members of the detachment
said they remain focused on
starting the cruise with solid
procedures and positive atti-
tudes.
The past few weeks of prepa-
rations have heightened feel-
ings of excitement, especially
for the many members of "Los
Diez" who are beginning their
first deployment. Aviation
Electronics Technician 2nd Class
Kristian Thoreson said, "It
will be great to get out there
and finally do what we've been
training to do for such a long
time."
After spending a total of eight
weeks at sea with "Los Diez"
during various work-ups, USS
Carr Commanding Officer,
Cmdr. George Lang, said he is,
"looking forward to a safe, suc-
cessful and rewarding cruise to
the Arabian Gulf with Carr and
Detachment 10."
He said, "Work-ups can often
be challenging as the ship and
squadron begin to work together
as a team, however, Detachment
Ten came prepared to meet that
challenge and Carr's flight deck
crew was ready and willing to
support. We've enjoyed two
months of pre-deployment flight
operations and the entire team
has performed wonderfully. If
the relationship we share now
with Detachment 10 is indica-
tive of how well things will go
on cruise, I think I can speak for
the entire crew and say it will
be one heck of a deployment."

The Center for Information
Dominance (CID) Corry Station
has developed a resource to pro-
vide cultural information to the
fleet and Navy family members
preparing for duty abroad, the
command announced Aug. 10.
According to CID
Commanding Officer Capt.
Kevin R. Hooley, the com-
mand's Language, Regional
Expertise and Culture direc-
torate is publishing a series of
country studies to help facili-
tate successful interactions with
diverse cultures.
"In today's Navy, Sailors
participate in a full spectrum
of operations across the globe
- including combat, peacekeep-
ing, stability and humanitar-
ian assignments," Hooley said.
"These studies will better pre-
pare them and their families
to operate and interact in the
neighborhoods throughout our
global community."
The profiled countries are
being selected on the basis
of geopolitical situations and
fleet deployment schedules.
Currently, 40 studies are avail-
able on Navy Knowledge
Online (NKO), with more in
development.
Each study outlines the inter-
relationships of the country's
inhabitants, governmental sys-
tems, and institutions, from a
historical and cultural perspec-
tive. Information sources include
the U.S. State Department,
Central Intelligence Agency,
U.S. and foreign nation embas-
sies, academia and international
news organizations.
The studies have already been
used in support of operational
missions, including Destroyer
Squadron (DESRON) 31/
USS Peleliu (LHA 5) Pacific
Partnership and DESRON
24/USNS Comfort (T-AH 20)
Partnership of the Americas
2007 deployment.
The country studies can

DoD, VA Pass Information-Sharing Milestone

The Department of Defense
(DoD) and the Department
of Veterans Affairs (VA),
two recognized leaders in the
national effort to share elec-
tronic health information, have
reached another milestone.
DoD announced today, that the
departments have successfully
tested and deployed an inter-
face that was developed to
extend the reach and capabili-
ties of the Bidirectional Health
Information Exchange (BHIE)
which is the mechanism that
allows the two departments to
share electronic health informa-
tion on patients treated by both
departments.
Following the completion of
the system acceptance test at
Madigan Army Medical Center,
the military services received
the first release of the interface
and use began on July 30, 2007.
It allows providers at all mili-
tary treatment facilities to access
BHIE directly from AHLTA
(the military's electronic health
record), eliminating the require-
ment for login to a separate sys-
tem to view data from the VA.
This new interface also allows
VA providers to access informa-
tion from all DoD healthcare
facilities. Currently, medication
and allergy profiles, labora-
tory results including surgical
pathology reports, and radiology
reports are shared and viewed.
The types of data that will be
shared through BHIE and this
interface will be expanded in
future releases to include patient
problem lists, encounter notes,
procedures, vital signs, family
history, images, questionnaires
and other documents.
Extending the reach of BHIE
represents a major step toward
making healthcare data on
shared beneficiaries immediate-
ly and easily accessible to both
DoD and VA healthcare pro-
viders. Dr. S. Ward Casscells,
assistant secretary of defense
for health affairs called this
accomplishment, "a superb
example of the commitment our
Departments have made to work
hand in hand to provide quality
and continuity of care for our
beneficiaries. "
DoD and VA have made tre-
mendous progress in their abil-
ity to share electronic health
information. This initiative
does not replace the longer-term
continuing development of the
CHDR interface which allows
the exchange of computable
data between the DoD's Clinical
Data Repository (CDR) and the
VA's Health Data repository
(HDR). Rather, it provides the
means to accelerate and enlarge
the scope and scale of data
sharing capabilities between
agencies in the near term. As
the standards for information
sharing continue to develop and
mature, the ability to exchange
computable clinical information
will attain corresponding levels
of sophistication. Expanded use
of BHIE coupled with the prog-
ress made in real-time bidirec-
tional exchanges of computable
clinical information between
DoD's CDR and the VA's HDR
brings the DoD and VA closer
to the ultimate goal of complete
electronic interoperability. The
success of their collaboration
has placed them firmly at the
forefront of the national effort
to share electronic health infor-
mation.

Students To Stay Covered

As college students enter
young adulthood, probably
the last thing on their minds is
health care. They're young,
feel great-no worries, right?
But to keep feeling great, pre-
ventive measures are crucial to
stay healthy and that includes
making sure health care cover-
age is there when they need it.
TRICARE wants eligible fami-
lies to know the options avail-
able to stay "covered."
TRICARE coverage for mili-
tary children normally ends at
age 21. But full-time students
enrolled at an accredited institu-
tion of higher education with a
sponsor providing more than 50
percent of financial support may
be eligible for TRICARE cover-
age until age 23, or when their
full-time student status ends,
whichever comes first. Only
family members of active duty
or retired service members are
eligible for this benefit.
To prevent a lapse in
TRICARE coverage, TRICARE
officials remind students to call
or visit the nearest uniformed
services ID card-issuing facil-
ity and ask about documenta-
tion needed to extend benefits
beyond their 21st birthday. It's
important to make changes
before turning 21 to avoid auto-
matic termination of TRICARE
coverage.
The nearest ID card-issuing
facility can be located at www.
dmdc.osd.mil/rsl/owa/home.
If the Defense Enrollment and
Eligibility Reporting System
has correct contact information,
beneficiaries will get a reminder
letter approximately 90 days
before they turn 21.
Officials also emphasize that
the children of TRICARE ben-
eficiaries are generally no lon-
ger eligible for TRICARE ben-
efits when they turn 23 years
old regardless of student status.
For example, if a beneficiary
turned 23 on January 3, 2007,
but didn't graduate until May
2007, he or she lost coverage at
midnight on January 2.
Individuals who lose eligi-
bility for TRICARE coverage
under the military health sys-
tem may be eligible for tem-

porary health care coverage in
the premium-based Continued
Health Care Benefit Program
(CHCBP). Eligible individu-
als may purchase comprehen-
sive health coverage for up to
36 months. While CHCBP is
not part of TRICARE, it uses
existing TRICARE providers
and offers benefits comparable
to TRICARE Standard.
To get CHCBP, eligible indi-
viduals must enroll within 60
days after losing eligibility for
TRICARE coverage. The pre-
miums for this coverage are
currently $933 per quarter for
individuals. Coverage is limited
to 36 months.

Commander, Fleet and
Industrial Supply Centers
(COMFISCs) will offer two new
powerful capabilities beginning
Aug. 9 to the Pacific Fleet in
the One Touch Support (OTS)
system Customer Relationship
Management (CRM) integra-
tion, and automated requisi-
tion tracking and collaboration
via My Logistics Dashboard
(MLD).
CRM and MLD will be avail-
able to Atlantic Fleet customers
Aug. 23.
OTS now provides access to
"live" customer support from
Global Distance Support Center
(GDSC) and Logistics Support
Center (LSC) customer service
representatives 24 hours a day,
7 days a week.
"The capability allows users
to submit support requests from
OTS directly to the GDSC and
LSC via a new interface to the
Navy's CRM system," said
OTS program manager, Mike
Zabarouskas of COMFISCs.
"Unlike the traditional method
of requesting support by phone,
fax or e-mail, OTS support
requests create permanent Web
records that can be viewed and
shared."
The original OTS requestor
as well as other support activi-
ties, such as a CLASSRON,
port engineers, or Immediate
Superiors In Command (ISIC),
can check the latest status or
follow up with new information
or requirements online.
OTS has now taken the next
step towards enhancing and per-
sonalizing the logistics work-
place. As a Web-based system,
OTS provides customers with
online requisitioning, technical
screening, asset visibility, ship-
ment status, and requisition sta-
tus information.
"With the addition of MLD,
logisticians can monitor the
status of requisitions using
a watch list containing their
high visibility asset needs,"
said Zabarouskas. "MLD also
enables complete collabora-
tion between fleet users, ISICs,
expeditors, and customer sup-
port representatives in providing
proactive logistics information."
MLD consists of four tabbed
Web pages, which enable users
to automatically track select-
ed requisitions in the form of
an individual watch list; track
high-priority requisitions sub-
mitted via OTS and all watched
requisitions for entire Unit
Identification Codes (UICs);
create user collaborative notes
attached to individual requisi-
tions; create and track online
support requests to the GDSC
for follow-up and other types
of assistance; and track support
requests to the GDSC by UIC.
Rear Adm. Ray Berube,
COMFISCs, is excited about
the collaboration possibilities
that these new OTS capabilities
enable.
"Improving collaboration
and customer support to solve
fleet user issues is critical to
the COMFISCs mission," said
Berube.
MLD magnifies the power of
OTS, which provides access to
more than 25 different systems
for supply logistics transac-
tions with a single, secure, PKI-
enabled log-on.
"More than six million supply
transactions and logistics que-
ries occur in the OTS system
each year," said Zabarouskas.
"Almost half of the calls the
GDSC receives deal with the
three major supply logistics
functions of asset availability,
requisition input, and requisi-
tion status that are provided by
OTS. In fact, many of the sup-
port requests that the GDSC
receives are satisfied by cus-
tomer service representatives
using OTS."
According to Zabarouskas,
OTS provides NAVSUP's low-
est-cost method of providing
logistics customer service to the
fleet.
"One goal of CRM integra-
tion and MLD is to increase
awareness of the OTS system
and enable as many customers
to resolve issues on their own
using OTS and, when they can't,
to provide a quick and easy way
to elevate the problem to where
it can," said Zabarouskas.

the seven FISCs located in San
Diego, Norfolk, Jacksonville;
Yokosuka, Japan; Pearl Harbor,
Bremerton (Puget Sound),

animal companions partici-

a.m. Monday-Friday at the on

from the normal full-time care
fees, and the state of Florida

The gym is open 365 days
per year and includes full-size
basketball and volleyball courts,

mills, stationary bicycles, and
cross-trainers. A staff of certi-
fied personnel trainers is avail-
able for individual, command,

DoD Vehicle Decal Online
From NS Mayport Security
DoD military personnel, fam-
ily members, civilian employ-
ees, contractors, and retirees
will be able to renew expiring
DoD vehicle decals online.
This new secure online
renewal system is simple to use,
can be used from any location,
and is a real time saver. Not
only can you renew an expiring
decal, but you can also update
personal information-such as
address or vehicle license plate
number-or request a replace-
ment locator strip.
The steps to renewing online
are simple. Go to: https://
www.pid.cni.navy.mil/form2.
asp?Region=CNRSE to access
the Vehicle Decal Renewal
Request Form. Select "Before
You Begin" to get a list of the
documents you will need. Once
you have the required informa-
tion, it takes just a couple of
minutes to fill out the form. If
you have any questions while
filling out the form, just select
the provided help file. After you
have submitted your form, your
application will be processed,
and your new decal, date tabs,
and/or locator strip will be
mailed to you at the address you
provide on the form.

Recycling Complex
MWR can recycle: paper
products, aluminum and steel
cans, cardboard, metal, wooden
pallets and waste cooking oil.
Recyclable materials can be
dropped off at various drop-off
boxes throughout the base and
housing. Recyclables are also
accepted at building 1624 (the
Recycling Center) and build-
ing 412 (the Scrap Metal Yard
and Vehicle Scale). For DITY
moves, a vehicle scale is avail-
able at the Scrap Metal Yard
office, Bldg. 412. Cost is $5
(cash or check only) per weight.

Vehicle Storage Facility
Vehicle Storage provides a
secure area to store vehicles,
boats, trailers and recreation-

jump-starting and air for flat
tires. Recreational vehicles are
stored at a separate secure loca-
tion for $38 per month or $456

The Veterinary Clinic offers
affordable quality pet care for all
Active Duty, Retiree, Reservists

ity is a wellness vaccine clinic,
