The decommissioned aircraft carrier ex-John E Kennedy (CV 67) departed Naval Station Mayport. Homeported at Naval Station Mayport since 1995, the ship will
be towed to the Hampton Roads area in Virginia until the ship can be transferred to the Navy Inactive Ship Maintenance Facility in Philadelphia. The transit from
Mayport to Hampton Roads is approximately five days.

dents will join forces with thou-
sands across the nation in the
23rd Annual National Night Out
(NNO) on Aug. 7, from 5-8
p.m.
National Night Out is spon-
sored by the Jacksonville
Sheriff's Office, city of
Jacksonville and Naval Station
Mayport Security Department.
It is expected to involve 10,000
communities from all 50 states,
U.S. territories, Canadian cities
and military bases worldwide
with 34 million people partici-
pating. The participants will be


citizens, law enforcement agen-
cies, civic groups, businesses,
neighborhood organizations and
local officials.
Residents of Naval Station
Mayport are asked to lock their
doors, turn on porch lights, sit
out on porches and/or in yards
and spend the evening outside
with neighbors and the local
police, participating in activi-
ties such as block parties, vis-
its from police, cookouts and
children's safety activities.

and drug prevention aware-
ness while generating support

With its plan for family hous-
ing at NS Mayport receiving
Congressional approval, devel-
oper GMH Military Housing,
along with architects Niles
Bolton Associates and Balfour
Beatty Construction (formerly
Centex Construction), is poised
to move ahead with plans to
develop, redevelop, construct,
own, manage and maintain
family housing for the next 50
years.
Upon the assumption of
operations by developer GMH
Military Housing (GMH), new
and exciting changes will begin
at NS-Mayport family hous-
ing. The vision: to make NS
Mayport the place to call home
by providing service members
and their families attractive,
adequately sized, well-main-
tained and landscaped dwellings
whose quality exceeds similar
homes available off the base.
The next step in making the
vision a reality is with the sign-
ing of the lease that authorizes
residents to live in a specific
privatized military home where
the residents accept the respon-
sibility of the home. Similar to
the current procedures, housing
assignments are determined by
the number of dependents and
rank of service. Service mem-
bers are required to sign the
lease, which is a seven-month
lease. It has been specifically
written for military families and
contains such provisions as no
security deposit, use of allot-
ment and UDEFT, ability to
have pets, early termination due
to PCS orders or TAD in excess
of 90 days. The rent for the
privatized home will equal the
service member's BAH entitle-
ment for their rank. To make
the process of payment simple,

rize a rent allotment to be elec-
tronically transferred to GMH
Military Housing when signing
the lease. Service members will
see a credit for receiving the
BAH on their LES statement
and a debit for the payment of
rent to GMH.
Residents must sign the lease
by Sept. 30, prior to living in
privatized military housing. All
current assignments to govern-
ment quarters will be terminated
on that date.
GMH plans to make the sign-
ing of the lease as easy as possi-
ble by providing plenty of time
and staff assistance. Schedules
have been set with briefings on
the terms and conditions of the
lease held on the same days.
Refreshments will be provided
as well as entertainment for the
kids.

POW/MIA Event

NAS Jacksonville will hold
a POW/MIA Recognition
Observance aboard the base at 1
p.m. Wednesday, Sept. 19.
The program will take place
in the All Saints Chapel, on
the comer of Mustin Road and
Birmingham Avenue and will
honor all Americans who are
former POWs, as well as those
who are still unaccounted for
and their families.
The keynote speaker is Capt.
Henry "Hank" Lesesne, USN
(Retired). He was deployed
with VA-55 aboard the USS


Hancock (CV-19) flying the A-

down over Hanoi on July 11,
1972. After ejecting, he was
captured and held in Hanoi for
more than nine months until his
release March 28, 1973.

challenge each and every one of
you to never stop learning and
to open your minds to the great
journey ahead of us.
Let's start this journey by
talking about diversity. You
may have heard about diversity
throughout the Fleet these days,
but what does it mean? Why is
it important for us to learn and
to understand diversity? Why
does the Navy need to ensure
the presence of diversity in our
ranks? Is it the same as equal
opportunity?
These are all good ques-
tions, and I hope with this short
article I can begin to address


them. Remember, though, any-
time you have questions, ask
the chief!
I think the following quote
taken from the NKO training
module for diversity says it all:
"The very core of our
American democracy is a coun-
try founded on the promise of
opportunity for all. The strength
of country, and our Navy, comes
from embracing the individual
uniqueness of our people race,
gender, ethnicity, cultural heri-
tage, talents, skills, ideas, cre-
ativity, age, and much more."
That's the opening passage of
the training found in the gen-
eral military training portion
of NKO's e-learning site. This

observe how you introduce
yourselves to others? Of
course, you probably start with
your name, but what comes
second? What do you use as
a starting point to tell people
who you are? Do you start with
what you do for a living? Or
do you begin by telling oth-
ers where you live first? How
many of us begin by telling oth-
ers who we are connected to
- our spouses or other family
members? I suppose if we were
related to someone noteworthy
or famous we might begin there,
as in, "Hi my name is so and
so and my third cousin twice
removed is the former King of
Hungary."
OK, that sounds kind of
weird.
What can be really interesting
is to observe how others might

To many this may seem simi-
lar to equal opportunity and
affirmative action. Such is not
the case, really. EEO and affir-
mative action are focused on
changing demographic pro-
files and are often imposed
and unwelcome. Diversity, on
the other hand, is strategic. It's
focused on environmental read-
iness and should be internally
driven. Diversity goes beyond
removing barriers for some; it's

The major purpose of a
Personal Growth Retreat is to
let people discover who they
are apart from what they do,
who they are with, or what they
have. This is not an easy task.

that we don't want to see, both
positive and negative, that most
of us don't know who we really
are. This produces a problem
not only for us but for others as
well. It is usually the source of

Military families who are unable to travel to a base to buy spe-
cially priced Walt Disney World Theme Park tickets have a new
option. Retired and active military personnel are now able to pur-
chase these specially priced tickets over the phone.
"Many military families don't live near a base. We wanted to
make sure they were able to take advantage of the savings on
Disney Theme Park tickets without having to travel for hours to
their nearest base," said Randy Gerber, Disney Military Sales
director.
This year is a special time to visit as the Disney Parks cel-

El Salvador along with other El
Salvadoran officials July 27 dur-
ing Comfort's visit to Acajutla.
Joining Saca for a tour of
Comfort was U.S. Ambassador
Charles L. Glazer. The two
spent time viewing the ship's
facilities and speaking with
crew members and patients.
"We were honored to have
President Saca aboard during
our visit to El Salvador," said
Capt. Bob Kapcio, Comfort's
mission commander. "This was
a great opportunity to show him
our commitment to El Salvador


and its people and to give him
a view of our mission here.
We also thanked him for El
Salvador's support for the glob-
al efforts to combat terrorism."
Following the tour aboard
Comfort, Saca and other top
El Salvadoran officials, along
with Comfort leadership, vis-
ited Comfort's mission site at
Unidad de Salud in Acajutla for
a tour of the medical services
being provided. Comfort is also
providing assistance at Centro
Escolar Caseria Costa Brava,
Centro Escolar Delfina Rivas,
Hospital Sonsonate and Casa
Comunal.
Joint and international forc-
es, along with Military Sealift
Command civilian mariners and


volunteers from Project Hope,
are conducting humanitarian
assistance missions at the five
sites during the ship's six days
in El Salvador.
The U.S. Navy, Army, Air
Force, Coast Guard, Public
Health Service and Canadian
forces, in conjunction with
non-governmental organiza-
tions such as Project Hope and
Operation Smile, are providing
host-nation citizens with no-
cost health care services, includ-
ing adult and pediatric primary
care, dentistry, optometry and
veterinary services. Repairs
and renovations of site build-
ings are being provided by the
Seabees of Mobile Construction
Battalion 202.

staged on the ground, the movement of more than
200 doctors, nurses, corpsmen, SEABEEs, secu-
rity personnel, communications specialists, and
volunteers begins. This personnel movement is
normally accomplished by a combination of boats
and helicopters.
Comfort has two 40 passenger utility boats
christened Hospitality 1 and 2 which are operated
by civilian mariners and an embarked detachment
from HSC-28 of two SH-60S helicopters with
callsigns Painkiller 44 and Painkiller 51.
The time it takes to accomplish the entire evo-
lution varies based on the distance to Comfort's
anchorage and the distance that must be traveled
once ashore. Comfort has dropped anchor and
executed this mission from as far as 10 nm from
shore.


"As the command element it is easy to get
caught up in numbers and paperwork and lose
sight of what we're really doing out here. But
when you walk down the passageway and see a
group of local children and elderly people wait-
ing to be flown back to the beach after receiving
medical care, it makes it all worthwhile." Said
Storekeeper 1st Class (SW) Chiwanna Thomas,
DESRON 24 Supply Officer.
Comfort has also hosted dozens of high level
American and host nation dignitaries to include
the President and First Lady of Panama, the
Vice Presidents of Panama and Nicaragua, the
United States Ambassadors to Belize, Guatemala,
Panama, and Nicaragua, the Secretary of the
Navy, Commander, United States Southern
Command, Commander, United States Naval


Forces Southern Command, and many others.
"The fact that every where Comfort goes it
attracts the highest level dignitaries of an entire
country says a lot about the mission we're con-
ducting. Word of the services that the Comfort
brings to a country's population has spread fast
through Central and South America and every-
one wants to be a part of the work we're doing."
Said Lt. Javier Gonzalez, Operations Officer of
DESRON 24.
USNS Comfort deployment is not all work
though. While there is no liberty granted in
working ports, Comfort was given an opportu-
nity for some R&R in Panama City, Panama from
July 11-15 after transiting the Panama Canal.
Comfort enjoyed the sites and modem amenities
of Panama City during a rare pause in the non-


stop action onboard Comfort. The crew also held
a steel beach picnic on the flight deck while tran-
siting the canal.
The mission is planned as part of U.S. Southern
Command Partnership of the Americas. U.S.
Southern Command is headed by Adm. Jim
Stavridis of Atlantic Beach. The Comfort deploy-
ment was announced by President Bush prior
to his trip to Latin America in March as part of
his America's Initiative. While deployed USNS
Comfort will be under operational control of
Mayport-based U.S. Naval Forces Southern
Command (NAVSO) and tactical control of
DESRON 24.

Florida Tax-free Week Begins This Saturday

The 2007 Florida Legislature
passed and the Governor
approved a tax-free period in
which no sales tax shall be col-
lected on the sale of books,
clothing, wallets, or bags,
including handbags, backpacks,
fanny packs, and diaper bags,
but excluding briefcases, suit-
cases, and other garment bags,
having a selling price of $50
or less, or on sales of certain
school supplies having a selling
price of $10 or less for the peri-
od beginning 12:01 a.m. Aug. 4
and ending at midnight Aug. 13.
Clothing means any article of
wearing apparel, including all
footwear, except skis, swim fins,
roller blades, and skates, intend-
ed to be worn on or about the
human body. Clothing does not
include watches, watchbands,
jewelry, umbrellas, handker-
chiefs, or sporting equipment.
Book means a set of printed
sheets bound together and pub-
lished in a volume. The term
book does not include newspa-
pers, magazines, other periodi-
cals, or audio books.
School supplies means pens,
pencils, erasers, crayons, note-
books, notebook filler paper,
legal pads, composition books,
poster paper, scissors, cello-


phane tape, glue or paste, rul-
ers, computer disks, protractors,
compasses, and calculators.

DESRON 40 departs Panama For Next Phase

completed a port visit to Vasco
Nunez de Balboa and departed
Panama July 20, to begin the
second phase of Partnership of
the Americas (POA) deploy-
ment.
During the 10-day port visit,
Sailors used the opportunity to
perform a wide variety of main-
tenance tasks on Pearl Harbor,
participated in community rela-
tions projects and delivered
Project Handclasp materials in
the surrounding areas. Many of
them also took the opportunity
to tour Panama City and the
Canal Zone while in port.
Cryptologic Technician
(Maintenance) 2nd Class
Thomas Niksich helped
paint the interior of Pro Vida
Foundation, a shelter for aban-
doned and abused children.
"We did a lot of work for the
shelter. When the kids came
back from school and saw what
we had done, they were very
excited."
Sailors from Pearl Harbor
teamed up with representa-


tives from the U.S. Embassy
in Panama to deliver pallets of
Project Handclasp material to
five different distribution sites
ranging from a nursing home to
an orphanage.
"It was a great feeling to help
the smallest infants as well as
some disabled elderly people,"
said Chief Personnel Specialist
Edward Lopez. "That exempli-
fied this deployment and what
we are really trying to accom-
plish on this important mis-
sion."
Project Handclasp receives
support from donors around the
United States. Contributions
include supplies such as medi-
cal kits, toys, hygiene products,
sewing machines, and food
items. The donations were
accepted by the organizations
of Ofrece un Hogar (House of
Offerings), Pro Vida (Beginning
of Life), Nutre Hogar (House
of Nutrition), Comarca Nobe
Bugle Juay (Regional House
for Children), Hogar Bolivar
(Boliver House), and Hogar
Milagro (Miracle House).
For the next two months,
ships of Task Group 40.0 will


be completing a series of the-
ater security cooperation events
in Central America and the
Caribbean. During these activi-
ties, Sailors will work directly
with partner nations in a wide
variety of maritime exercises
and events designed to improve
interoperability and cooperation
at sea. At the end of August,
the Task Group will participate
in PANAMAX 2007, an exer-
cise that simulates defending
the Panama Canal from attack.
Task Group 40.0 consists of
dock landing ship USS Pearl
Harbor (LSD 52), guided mis-
sile frigate USS Samuel B.
Roberts (FFG 58), and Guided
missile destroyer USS Mitscher
(DDG 57), and the staff of
Destroyer Squadron 40, com-
manded by Capt. Randy Snyder.
POA 2007 is a U.S. Naval
Forces Southern Command
deployment focusing on
enhancing relations with part-
ner nations through a variety
of exercises and events at sea
and on shore throughout South
America and the Caribbean.

First MFPU Is Commissioned At NSB Kings Bay

The U.S. Coast Guard com-
missioned the Maritime Force
Protection Unit (MFPU) July 24
at Naval Submarine Base Kings
Bay.
The unit, the first of its kind,
was officially activated during a
formal commissioning ceremo-
ny presided over by Vice Adm.
D. Brian Peterman, commander
of the Coast Guard's Atlantic
Area.
"This is a new and unique
mission," Peterman said during
his commissioning remarks. He
also praised the Navy for help-
ing develop training, techniques


and specialized equipment for
the new mission from scratch.
"It shows a great relation-
ship with the Navy and Coast
Guard."
The Coast Guard unit will
provide enhanced security for
the Trident submarines (SSBN)
within their homeport transit
area. Tridents generally operate
on the surface during transit and
the MFPU will provide addi-
tional security measures while
operating under these condi-
tions.
Commanding officer of the
new unit Cmdr. Alan Reagan
said the first 87-foot Coast
Guard Cutter Sea Dragon will


arrive in November. An addi-
tional cutter, smaller patrol
craft, and around 200 additional
Coastguardsmen are scheduled
to arrive at the strategic, coastal
Georgia submarine base within
the next two to three years he
said.
"The unit's mission is
extremely critical to national
security," Reagan said.


MFPU Kings Bay is a sin-
gle-mission unit that has spe-
cially trained and equipped
Coast Guard personnel to man
and operate escort vessels pro-
cured by the Navy specifically
for that use. The unit will have
broad law enforcement author-
ity, including the authority to
establish, patrol, and enforce
exclusionary zones, naval ves-


sel protective zones, restricted
navigation areas, and security
zones supporting naval opera-
tions.
"Maritime Force Protection
Unit Kings Bay provides an
invaluable service to the Navy
and our nation through its
unique ability to exercise the
Coast Guard's law enforcement
authorities while enforcing a


naval vessel protective zone,"
said Peterman. "Maritime force
protection is crucial if our
nation's strategic naval assets
are to safely operate in close
proximity to vessel traffic in
confined bodies of water."
A second unit is scheduled
for commissioning in Bangor,
Wash., July 26.

USS Doyle Shares Experience With Ghana

USS Doyle (FFG-39) pulled
into Tema, Ghana, one of the
busiest and fastest growing
ports in the Gulf of Guinea, on
July 3.
The goals of the visit were
to work with the Ghanaian
Navy, experience African cul-
ture, and to share in celebrat-
ing the American Independence
Day on the 4th of July in a new
and exciting way, as well as
celebrate 50 years of Ghanaian
independence.
The Ghanaian Navy is a
model for other African navies
in that it is an effective navy
with several littoral craft.
Although small in number when
compared to the U.S. Navy,
Ghanaian Sailors are motivat-
ed and eager to expand their
operational capabilities. Doyle
offered Advanced Navigation
training to members of the
Ghanaian Navy in order to
demonstrate how the U.S. Navy
operates both in the open ocean
and in the littoral seas.
The crew of Doyle also got
to experience some of Ghana's
rich cultural history. New and
exciting adventures awaited
them across the country. Each
experience was memorable,
whether it was bargaining with
merchants at the Ozu market-
place; handling crocodiles at the
Hans Cottage Inn & Restaurant;
walking above the trees in the
Kakum Historical Park rain-
forest; or visiting the histori-
cal sites such as the Cape Coast
Castle. Cape Coast Castle, the
historic point of departure for
thousands of slaves, offered a
rare glimpse into the horrid con-
ditions that the slaves endured
before their departure from their
homeland.
"It was a very sobering expe-
rience," said Ensign Jason
Bilbro. "It's hard to believe that
anyone could be treated in such
a manner."
The tour also offered Doyle
Sailors a chance to explore the
countryside of Ghana.
The Kakum Historical Park
offered Sailors the unique
opportunity to take a rainforest
canopy walk. Kakum Historical
Park is one of only a handful of
national parks to offer a canopy
walk.
The canopy was construct-
ed in a mere six months by
the country of Ghana, and is
protected by the National
Rainforest Society of Ghana.
During the rainforest canopy
tour many Doyle Sailors walked
along a narrow rope bridge that
spanned several hundred feet
across and that was suspended
more than 100 feet above the
tree tops.

canopy tour and crocodile wres-
tling, actually holding its tail,
were the highlights of my trav-


els across Africa."
Finally the crew had a chance
to shop for some souvenirs at
the marketplace. Almost any-
thing you could want to buy
was available, from furniture
to musical instruments. Most
of the wares are made locally,
some even at the marketplace
itself.
The salesmen are very proud
of their product and will go to
great lengths to please the cus-
tomer. For example, the Sailors
were taken to a workshop where
drums are made to make sure
they got exactly what we want-
ed.
Once they have selected what
they want the bargaining begins.
Bargaining is actually expect-
ed and the shop owners enjoy
agreeing on a price that makes
both parties feel satisfied.
Ghanaians have a great sense
of national pride and demon-
strate this at every turn. Ghana
is a major country in the shap-
ing of modem Africa.
Shortly before Doyle's visit,
Accra, the capital of Ghana,
hosted the 9th Annual African
Union Conference, which brings
political leaders from almost
every African country to discuss
the issues affecting the popula-
tion of Africa and to develop
goals for increased prosperity of
the continent.
In addition to celebrating
the Ghanaian independence,
Doyle Sailors were also able to
observe the 4th of July in Ghana
at the American embassy with
everything traditionally associ-
ated with the holiday, from hot
dogs to fireworks.
The U.S. Ambassador to
Ghana, the Honorable Pamela
Bridgewater, threw a celebra-
tion that attracted many nota-
ble Americans, including the
Reverend Jesse Jackson and
movie director John Singleton.
The party gave Doyle Sailors
a chance to experience a slice
of home even though they are
thousands of miles away.
Boatswain's Mate 1st Class
John Beekman said, "The atmo-
sphere and the hospitality of
the Ghanaian people, as well as
meeting several famous people
made this a very memorable
holiday."
Shortly before departing
Tema, Doyle embarked seven
foreign naval liaison officers,
three from Togo, and two each
from Cameroon and Ghana.
These officers, as well as two
already on board from Cape
Verde, experience how the
U.S. Navy operates and offer a
more in depth view at the way
other navies operate. The rid-
ers quickly became part of the
Doyle family and are a vital part
of the ship's mission in the Gulf
of Guinea.
The acquaintances and friend-
ships they are cultivating will
pave the way for future visits
by U.S. Navy. Sailors on board


USS Doyle are two months into
a deployment conducting opera-
tions in the West Africa and the
Gulf of Guinea in support of
Commander, Sixth Fleet.

Halyburton (FFG 40) spent
their free time hiking up a now
dormant stratovolcano during
a port visit to the country of El
Salvador on July 16.
The Volcano Izalco is a key
part of El Salvador's culture and
day to day life. It was once the
most regularly active volcano in
El Salvador, erupting 50 times
since 1700 and earning it the
title of "The Lighthouse of the
Pacific." Since its birth, Izalco
has formed a 2,132-foot cone.
It is flanked by the Santa Ana


Volcano
volcano and the Coatepeque cal-
dera. The last eruption recorded
occurred in 1966 but was con-
sidered minor.
Sailors commented that it
was good to get away from the
ship for while and enjoy the
natural beauty of El Salvador.
According to Sonar Technician
1st Class Andrew Beuck, the
hike was difficult and consist-
ed of hiking down an adjacent
mountain and then up the vol-
cano.
"When we were ready to
come back, we had to hike all
the way down the volcano and
back up a mountain to meet the

buses. It was definitely difficult
and unforgettable," Beuck said.
The tour ended with a short
trip to a local mall; Sailors did
some light shopping and called
family and friends on phones at
the shopping center.

Hyped For Harry Potter

Harry Potter night was a memorable night here at Mayport. NEX started at 8 p.m. and finished at
1 a.m. The night consisted of a coloring contest for kids and a character costume contest for kids and
adults. There were door prizes ever 15 minutes and several store promotions throughout the night.
We had four winners of the coloring contest, ages ranging from 3 14. The winners were Celeste
Perigo, 5, Sarah Devoe, 8, Clarece Nennelly, 10, and Brandon Lee, 14.


There was a Harry Potter Character Costume Contest that began at 11:30 p.m. A total of 15 contes-
tants braved the late night event and the winner was Justin Schmitt. Hourly store promotions were
a big hit with the customers.

42 Detachment Two recent-
ly teamed up with St. Johns
County Housing Partnership to
build a wheelchair ramp for an
elderly woman in Hastings, Fla.
The St. Johns Housing
Partnership is a non-profit agen-
cy whose objective is helping
disabled and elderly homeown-
ers. They provide upgrades and
remodeling for low-income and
disadvantaged areas, focusing
on safety and well-being of the
occupants. "Helping those in
need in our local community


gives us a great feeling, and our
detachment is always glad to
help in any way we can," said
Aviation Structural Mechanic 1st
Class Aaron Gaither, the detach-
ment LPO.
The construction materials
and design layout was provided
by Thompson Remodeling Inc,
located in St. Augustine. The
detachment members' duties
included the actual construc-
tion of the entire ramp from
start to finish. Because of the
location of the house, a regu-
lar wheelchair ramp design was
not practical and not permitted


due to building codes. Instead,
the ramp included three decks
and three different ramps. "The
ramp was very extravagant,
but nothing we couldn't han-
dle," said Aviation Structural
Mechanic 2nd Class Tyler
Davidson.
After the ramp was com-
pleted, Annie May came out to
see her new ramp and was in
awe. The only words she could
speak were, "I love it!" Several
members of the neighborhood
came by to express their appre-
ciation for the hard work and
dedication of the detachment.

Navy Makes Changes


To JSO

Navy Personnel Command
announced plans July 25 for
the Joint Qualifications System
(JQS) to replace the Joint
Service Officer (JSO) program
effective Oct. 1.
The system will supplement
the existing Joint Specialty
System and will replace the old
JSO designation with the new
name, Joint Qualified Officer
(JQO).
"While an officer must be at
least a lieutenant commander
before they can be designated as
a JQO, our duties as leaders and
mentors require us to explain
this new system and its impli-
cations on career management
to our wardrooms," said Vice

stand the importance of gaining
joint qualification as a part of a
professional career as well as in
continuing to effectively operate
in the future as a part of a joint

Under this new system, offi-

active-component officers must
be designated as a JQO prior
to appointment to flag rank,"
said Harvey. "Captains who are
in-zone for promotion to rear
admiral [lower half] need to
aggressively review their ser-
vice records to ensure that all
joint assignment billets and
experiences are documented."

The JQS will allow officers to
earn joint qualification through
a combination of joint educa-
tion, experience, training and
other military education.
"Our Navy routinely operates
along side our sister services,
allied nations, as well as gov-
ernmental and non-governmen-
tal agencies. Working with other
like-minded services is our
nature and we will only deepen
this cooperation in the future,"
Harvey said.
Officers who are already des-
ignated as JSO will automati-
cally be designated JQO when
the system takes effect.

computers are prolific in spy
movies: "Must keep this tech-
nology out of enemy hands,"
the dying hero gasps. Save the
drama for Hollywood, but the
concept is real for one group
within Naval Air Systems
Command the Anti-Tamper
Security Department.
Reverse engineering is a glob-
al enterprise where open-source
attacks on microelectronics are
prolific and proficient. To pro-
tect critical information and
technology from reverse engi-
neering, the Navy is revamping
its anti-tamper policy.
"We want to make it more
difficult if the system falls into
unauthorized hands, either on
the battlefield or through for-
eign military sales," said Don
Traeger, anti-tamper secu-
rity director. "Anti-tamper is
designed to make it difficult
to open the systems and obtain
critical program information
and technology."
The responsibility for anti-
tamper (AT) work was formerly
re-assigned to the Naval Air
Systems Command from the
office of the Assistant Secretary
of the Navy (Research,
Development and Acquisition)
in 2005.
"We are now fully engaged,
even though there are still some
Navy programs unaware of the
change," said Traeger.
The department's first year
and a half was spent standing up
the organization and developing
policy and processes. Now they
need to make sure the rest of
the Navy knows they are opera-
tional.
"The aim of the department
is to deter or delay the reverse
engineering of Navy systems by
integrating protective measures
during the development phase
of the program," said Traeger.
Though a determined adver-
sary with unlimited funds will
eventually crack any technol-
ogy, Traeger explained that
anti-tamper techniques can
make that process so involved
and so difficult that the system
will be obsolete by the time it is
cracked.
"We need to keep our battle-
field superiority," he added.
"If we don't protect our criti-
cal technology, we'll lose that
advantage."
Anti-tamper implementation
is a DOD requirement, with
each service department hav-
ing their own technical author-
ity. Each of the Navy's system
commands Marine Corps
Systems Command, NAVAIR,
Naval Sea Systems Command
and Space and Naval Warfare
Systems have their own tech-
nical warrant holder, or person
responsible for endorsing their
program AT plans.
Once endorsed, the plans then
go to the Navy's AT office at
Patuxent River where funding
issues, technical processes and
collaboration efforts are ham-
mered out. The AT technical

"One of the main reasons our
office was formed was to align
anti-tamper within systems
engineering," said Cole. No%%

"Right now we have 12 AT
plans under review here," said
Traeger, who is expecting that
number to increase dramati-
cally.
According to Traeger, the
anti-tamper process should
begin during the development
phase of any project.
"The earlier they get their
AT on board, the better," he
explained. "If AT is addressed


in advance, it can be designed
in advance ... potentially saving
millions of dollars."
The Predator Unmanned
Aerial Vehicle had AT processes
integrated early in its devel-
opment, so when it was sent
into Iraq to fill an urgent war
requirement, the processes were
already in place to safeguard
that technology.
"Anti-tamper is not a silver
bullet and it isn't a substitute
for other security practices," he
said. "It is simply the last line
of defense."

mills, stationary bicycles, and
cross-trainers. A staff of certi-
fied personnel trainers is avail-
