Nicaragua Gives 'Comfort' To CDS 24

a warm smile, Mayor Ernesto
Mendez Zeledun of Corinto,
Nicaragua welcomed U.S. Navy
hospital ship USNS Comfort
(T-AH 20) mission commander
Capt. Bob Kapcio during a short
ceremony at the town's cultural
center July 19.
The ceremony was held as a
kick off to Comfort's humani-
tarian assistance operations
in and around Corinto, during
which the ship's crew will pro-
vide no-cost medical services
to the people of the western
hemisphere's second poorest
country.
"We've set up a primary care
and pre-operative screening site
here in Corinto, and we'll exam-
ine patients who have already
been screened by host nation
health care professionals before
they come aboard the ship,"
explained Capt. Bruce Boynton,
Comfort medical treatment
facility commanding officer.
Operations in the hot, bus-
tling clinic were complicated
throughout the day by limited
use of electricity, provided
only by generators brought
by the ship. Electricity is only
available in Corinto during
the evening hours because of


limited resources in the area.
Nonetheless, dedicated health
care teams from Comfort
pressed on throughout the day
in temperatures reaching nearly
90 degrees.
"It's so hot here, and it's been
really difficult not having elec-
tricity," said Hospital Corpsman
3rd Class Pedro Zamora as he
took vital signs on one patient.
"Still, we came here to accom-
plish our mission, and we won't
leave until it's done."
Comfort is conducting
operations at three locations
in Nicaragua: Corinto Jose
Shendell Hospital, la Rancheria
Clinic and the El Realejo Health
Center.
The sites are offering adult
and pediatric primary care,
dentistry, optometry, immuni-
zations and prescription ser-
vices. U.S. Navy Seabees from
Construction and Maintenance
Battalion Unit 202 are also
making repairs to sites in the
Corinto area.
Comfort is currently deployed
as part of the U.S. Southern
Command's Partnership for the
America's initiative, an ongoing
training and readiness operation
designed to strengthen regional
partnerships and improve multi-
national interoperability.

Naval Station Mayport Sailors
are being reminded that their
personal property is not insured
for replacement against fire,
theft or natural disaster by the
military. Whether a Sailor lives
in Mayport housing or rents
out in town, CMDCM Deborah
Davidson said she recommends
they buy renter's insurance.
Relatively low cost, renter's
insurance can save Sailors a lot
of heartache and out-of-pocket
expense if something does hap-
pen.
Sailors should make a
detailed inventory of their per-
sonal property and also should
consider purchasing flood
insurance, which is not part of
standard homeowner or renter
insurance policies.
Insurance providers such as
GEICO and USAA also strong-
ly recommend servicemembers
get renters insurance. Most pol-
icies cover renters of all types,
including those living in apart-
ments, dorms or base housing.
"Renters insurance has
become a high priority com-
munication for senior military
leaders," Michael Kelly, USAA
executive director of military
communications, said. "In addi-
tion, the Navy is now requiring
those occupying military hous-
ing to sign a form stating they
were advised of the need for
renters insurance prior to occu-
pying military housing."
Renters insurance is relative-
ly inexpensive compared to the
amount of property that could
be lost due to severe weath-
er, tragedy or theft, said Judy
Davis, director of GEICO's
homeowners sales department.
Davis also pointed out that
most renter policies are easily
transferable from state to state
with a simple phone call. This
is especially helpful to service-
members since they frequently
relocate, she said.

sonal financial safeguards in
place helps the military meet its
responsibilities, because such
planning prevents distractions
to military members.

years. The 2007 team are the
fourth NS Mayport team to win
a Babe Ruth Small Park State
Championship.

The 2007 Naval Station
Mayport 15 and Under baseball
team ended the season in true
red, white and blue fashion by
bringing home the Babe Ruth
Small Park State Championship.
The team, coached by
Fernando Castaneda, Joe
Stepulaitis and David Haynes,
spent the days following the
July 41, holiday in Fort White
Florida, beating 12 other teams
for the state title. The NS
Mayport team cruised through
all of their games behind aggres-
sive hitting, excellent pitching,
and superb defense in limit-
ing the opposition to 14 runs
in five games. They performed
admirably with temperatures in
the high 90s with a heat index
exceeding 100 degrees.
Mayport defeated the San
Souci Ballers of Jacksonville


in the Championship game
15-4, with the game called in
the bottom of the fifth inning
due to the ten run rule. David
Albert was the winning pitch-
er in the Championship game.
Jesse Hughes won two games,
Stepulaitis had a win and a save,
and Albert had two wins during
the championship tournament.
Mayport's stellar defense led to
no team achieving a stolen base
against them during the tour-
nament with catcher Alejandro
Castaneda throwing the run-
ners out in all four attempts.
Rico Santiago at shortstop and
Stepulaitis at third base were
recognized by the coaching staff
for their excellent infield play.
Mayport's five-game hitting
display included four home
runs, one triple, eight doubles,
32 singles and numerous sac-

Fleet Talk

Hoo-yah Warriors! I hope
everyone is enjoying a safe and
prosperous 2007. I have been
out and about in the Fleet since
checking onboard last month,
enjoying the chance to meet
many of you. As I have said
many times over, you continue
to amaze me with your enthu-
siasm, dedication and willing-
ness to complete any and every
mission.
Shipmates, I want to take
this time to talk to you about
the Navy's new focus on the
deployability and employability
of our assets as well as other
terms used like "dwell," "Fleet
Response Plan (FRP)," and
"Homeport Tempo." You may
have already begun to hear these
terms used, and it is important
you understand these terms and
understand what is behind the
changes in how we deploy the
Navy and you.
In order to help you under-
stand these new terms and the
new operational focus, I want


to take a look back a couple of
months. In the last few months,
the Navy has been reviewing
the deployabilty and employ-
ability of its forces to find out
how we could increase oper-
ational availability while still
preserving overall readiness and
quality of service for you and
your families. As a result, we
revisited deployment policies,
revised some definitions as
you saw above and signed a
new instruction. These changes
complement the FRP by limit-
ing deployment lengths and by
providing you and your family
more stability in your planning.
Before we dig deeper into fur-
ther details of the new instruc-
tion, let's stop and look at what
some of these terms mean. First,
deployability and employability
describe a window of operation-
al availability open to task units
outside scheduled maintenance
and training periods required
to maintain unit readiness.
Employment, also known as the
FRP cycle, is the time from the
end of one maintenance phase
to the end of the next main-
tenance phase. A deployment


is time spent providing pres-
ence to combatant command-
ers (COCOMs) regardless of
deployment length. As a result
of our new deployment policies,
any forward-deployed time now
counts! Our nation is at war,
and you and your families have
proven that you understand this
means the nation depends on
the capability of naval forces
to provide forward operational
presence. You remain commit-
ted to carrying out the Navy's
- and the nation's mission.
In relation to deployability
and employability, Homeport
Tempo is the percentage of
time a unit is in homeport or
on station from the end of a
maintenance phase to the end
of the next maintenance phase.
Keep in mind that all deploy-
able elements have a mainte-
nance period, but these main-
tenance periods vary in length
and loss of operational capabil-
ity. For example, ships expe-
rience a total loss in avail-
ability when they are required
to be pier side or in drydock.
Other units, like air wings or
detachments assigned to the


Naval Expeditionary Combat
Command, do not lose full
capability. These units can still
be employed to their level of
current capability.
Lastly, dwell is the ratio of the
number of days a unit spends on
its last deployment to the num-
ber of days the unit spends in
homeport, on station, or in local
waters between deployments.
This term replaces the Navy's
term, "turn-around ratio." This
change, as well as other ter-
minology changes, aligns our
verbiage and our deployment
policy with our Marine Corps,
Army and Air Force counter-
parts to the extent possible.
What does all this mean to
you? If your ship deploys on
a routine deployment, goes for
six months and comes home,
you should, per the "dwell"
time, remain in your home
operating area for six months
before the ship will deploy
again to any other geographic
command. Think of dwell time
as your time at home. Prior to
the Navy's new focus, the ship
that had most recently returned
from a deployment was con-


sidered the ready ship, ready to
deploy at a moment's notice as
it was the one geared up and set
to go. Per the Chief of Naval
Operations (CNO), this is no
longer the case.
In a recent message
(NAVADM 051/07), the CNO,
Adm. Mike Mullen, wrote that
"we are deliberately taking
action to strike the right bal-
ance between our need to pro-
vide rotational forward forces,
our obligation to prepare forces
for major contingencies and cri-
sis, and our time at home." His
plan is to maximize our ability
to deploy, provide flexibility to
our COCOMs, align our termi-
nology with the other services,
and account for ALL of YOUR
deployed time. Now, any time
spent on deployment will count
as deployed time, even if it's for
one day only. Before the new
plan, the deployment clock did
not begin until 56 days into the
deployment.
Although this is a new
Navy policy, not all units will
be affected by the changes.
Because of unique missions or
operating cycles, fleet ballistic


missile submarines, aviation
training and fleet replacement
squadrons, military assigned to
MSC ships, permanently for-
ward-deployed units, deployed
units operating with rotating
crews, naval mobile construc-
tion battalions and cryptological
direct support personnel are not
included.
Bottom line here, shipmates,
is we are a nation at war. We
have taken the oath to support
and defend our nation as part
of the country's warfighting,
seagoing service. You and your
families' contributions and sac-
rifices are valued by the leader-
ship and the American public.
This new focus will help us take
care of you, the lifeblood and
heart of the Navy.

hesitate to talk to your Chiefs,
your Command Master Chief or

Join Fun At National Night Out


From MWR
Naval Station Mayport residents will join
forces with thousands across the nation in
the 23rd Annual National Night Out (NNO)
on Aug. 7, from 5-8 p.m.
National Night Out, is sponsored by
the Jacksonville Sheriff's Office, city of
Jacksonville and Naval Station Mayport
Security Department. It is expected to
involve 10,000 communities from all 50
states, U.S. territories, Canadian cities and
military bases worldwide with 34 million
people participating. The participants will


be citizens, law enforcement agencies, civic
groups, businesses, neighborhood organiza-
tions and local officials.
Residents of Naval Station Mayport are
asked to lock their doors, turn on porch
lights, sit out on porches and/or in yards and
spend the evening outside with neighbors
and the local police, participating in activi-
ties such as block parties, visits from police,
cookouts and children's safety activities.
National Night Out is designed to height-
en crime and drug prevention awareness
while generating support for, and participa-


tion in, local anti-crime programs. NNO
also helps strengthen neighborhood spirit
and police-community partnerships and
send a message to criminals letting them
know that neighborhoods are organized
and fighting back.

It is a timed competition with

their command. Awards were
presented on Friday to first and
second place winners and the
command with the most partici-
pants.

CNRC Looking


For 200 E4s

Commander, Navy Recruiting
Command (CNRC) is planning
to add nearly 200 E4 billets to
its recruiting force.
As part of its "Plus Up"
recruiting expansion efforts, this
will increase the number of E4
recruiters by nearly 400 percent.
There are presently only around
40 E4 recruiters in the field.
Since the last recruiting draw-
down in 2005, E4 recruiters
were the first to go, citing their
lack of experience in the fleet
and financial considerations for
the junior petty officers.
"We've reevaluated and
found that third class petty offi-
cers can provide a great value to
our recruiting forces," said Lt.
Bob Reddy, CNRC's director of
military resources.
Reddy said he feels that if
these junior petty officers are
stationed in the right areas with
the right guidance, that they can
produce great results.
"The small number of E4
recruiters we have presently
are showing great production
numbers," he said, referring to
the number of leads and Navy
applicants generated.
"We feel that with the proper
screening of recruiting appli-
cants and senior guidance we'll
see some great results."
One positive factor Reddy
pointed to was the general age
of E4s.
"Most of them will be young
and coming off of their first
tour," he said. "They will be
able to relate better with a high


school DEPper (Delayed Entry
Program applicant)."
They may help allay fears
many DEPpers have about basic
training. "The immediate con-
cern of most Navy applicants
is, are they prepared for 'boot
camp,'" said Reddy. "Most
third classes not only have
recent memories and experi-
ences to share, but more current
information about life at recruit
training than their senior coun-
terparts."
Reddy cautions that this duty
isn't for every E4. Long hours,
hard work and a level of respon-
sibility beyond that of a nor-
mal third class are typical of a
recruiting assignment.
"We want the best of the
best," he said. "We will be
screening for those E4s that are
hard charging, responsible and
career-minded."
Interested petty officers are
encouraged to contact their
detailers when they are in their
window and are eligible for
shore duty

HSL-60 Looks For 'Biggest Loser'

lations and Envimronment) Public Affairs
Forty years ago the bald
eagle teetered on the verge of
extinction. But now, thanks to
the efforts of Navy and Marine
Corps personnel, in partnership
with Federal and state agencies
and private groups, the bald
eagle has returned to sustain-
able levels.
In an announcement made on
June 28 by the Department of
the Interior, the bald eagle was
removed from the Federal list
of threatened and endangered
species.
Although the bald eagle is
the national bird of the United
States, by 1963 there were only
417 "nesting pairs" in the con-
tinental United States. The spe-
cies had been ravaged by ille-
gal shootings and threats to its
habitat, including the introduc-
tion of the chemical Dichloro-
Diphenyl-Trichloroethane
(DDT).
The critical state of the bald
eagle population prompted law-
makers to take action, and the
bald eagle became one of the
first species protected by the
Endangered Species Act. It also
prompted Navy and Marine
Corps installations to implement
programs to preserve the habitat
of the bald eagle as part of their
overall conservation efforts.
"Protection of bald eagle
habitats on our Navy installa-
tions has been, and will remain,
a priority item in all our prop-
erty management consider-
ations," emphasizes Capt. Judy
Smith, commanding officer for
Naval Support Activity South
Potomac.
"Over the past several years,


our staff environmentalists have
worked diligently and achieved
great success in providing
and protecting safe havens for
bald eagles at Indian Head and
Dahlgren," said Smith, who
also serves as the installation
commander for both Naval
Support Facility Indian Head,
Md., and Naval Support Facility
Dahlgren, Va.
"Their efforts have undoubt-
edly contributed to the growing
number of eagles now resident
along the Potomac River water-
shed between Maryland and
Virginia, just a few miles from
our nation's capitol," added
Smith.
Those efforts are read-
ily apparent at the Indian Head
Naval Base, where there are
10 active nests, managed in
accordance with a Bald Eagle
Management Plan, developed in
conjunction with the U.S. Fish
and Wildlife service.
According to Assistant
Secretary of the Navy
(Installations and Environment)
BJ Penn, natural resource con-
servation projects such as these
are an essential part of the
Navy's overall environmental
policies.
"Active conservation efforts
on our installations preserve
natural resources for not only
for future training, but for future
generations," Penn said.
The bald eagle is just one of
more than 120 threatened and
endangered species managed on
Navy and Marine Corps instal-
lations worldwide.

Comfort Provides Maritime

Academy Cadets Unique

Education Opportunity

At the end of every spring
semester, college students
across the United States anx-
iously pencil in bubble letters
on final exams, toss their exams
on professors' desks, and run for
the door, many looking forward
to a summer of relaxation
But for other students, sum-
mers aren't as easy-going
Alex Dunn, a cadet at the
California Maritime Academy,
and Ken Brown, from the Maine
Maritime Academy, have been
aboard the U S Naval hospital
ship USNS Comfort (T-AH 20)
since her deployment June 15
They work side-by-side with
Military Sealift Command
civilian mariners and Navy
engineers in the hot, 120-
degree engine room as the ship
steams southward to a dozen
countries in Latin America and
the Caribbean They will earn
credits toward their Bachelor
of Science degree in engineer-
ing "We pick from a list of
ships for our summer cruises,
and I chose to come and work
on the Comfort because it's
one of only two hospital ships
in the world that I know of,"
said Dunn "That makes this an
incredibly unique opportunity"
Dunn said he also chose to
deploy with Comfort because
the ship was visiting Panama,
where he was born
"My father worked in the
Canal Zone from 1973 up
until Dec 31, 1999 when the
Canal was turned over to the
Panamanians," he explained
"So coming on this trip was
important to me It was a chance
to get home and see friends and
family "


It takes unique dedication -
a drive and an interest in the
way machines work to pursue
a career in shipboard engineer-
ing The work environment is
hot and dangerous There's no
outside light and grease-cov-
ered pipes of every type run up
and down, side to side, left to
right, and port to starboard The
maze of machinery resembles
an Etch-a-Sketch whose knobs
a toddler has turned for hours
"Sure, the work environment
is challenging," said Dunn
"But there's something fascinat-
ing about taking a broken piece
of machinery apart, putting it
back together, seeing it work,
and knowing that you made it
work again"
Although most maritime
academies in the United States
have training ships, this is the
first time Dunn and Brown have
been to sea on an operational
ship
"On a training ship, you have
a bunch of cadets who are learn-
ing how to do things On the
Comfort, the crew is a lot small-
er, and the mission is different
They're not training people here
really, they're working and sup-
porting the Navy and their mis-
sion," said Brown
Brown explained that each
cadet has a summer sea proj-
ect, similar to a personal quali-
fication standard, which must
be completed by the end of 60
days
"Basically, I have 150 essays
to write on various subjects
around the ship and in engineer-
ing," said Brown "I go around
and talk to different mariners,
and get them to explain cer-
tain systems and machinery on
board the ship Completing my

difficult part of everything so
far"
Although the deployment has
been a lot of work, said Brown,
he is enjoying the chance to go
ashore to different countries in
Central America and experience
the local culture
"I chose this deployment
because I would be able to see
seven or eight different coun-
tries," he remarked "That's an
opportunity that a lot of cadets
like myself don't get to have, so
I'm grateful for that "
Both cadets said that their
experience with the Navy has
been a positive one, saying the
Navy has been very courteous
and helpful
"The experience of being able
to come on a Navy ship, and
support such a great mission,
while at the same time work-
ing on my degree, has probably
been the best part of it all," said
Brown "Given the chance, I'd
definitely do it again"
Comfort is currently anchored
off the coast of Corinto con-
ducting humanitarian-assistance
operations The ship and its
medical teams ashore are offer-
ing a variety of no-cost medi-
cal services including adult and
pediatric primary care, immu-
nizations, optometry, and on
board surgical services
During the ship's four-month
mission, it will visit a dozen
countries in Latin America
and the Caribbean, and is
under the operational control
of U S Naval Forces Southern

son approaches, the Greater
Jacksonville Area USO has
released the new rules and sale
schedule regarding the sale of
USO Jaguars tickets. You may
pick up one of the brochures at
the NAS Jax or Mayport Office.
You may also find the brochure
on our website, www.usojax.
org, to download, print and fold
for easy reference.
Since the Jacksonville Jaguar
inaugural season, the Greater
Jacksonville Area USO has sold
Jaguars tickets to each home
game at minimal cost. The
Jacksonville Jaguars generosity
is not duplicated by any other
NFL team. The tickets are for
the express purpose of provid-
ing Active Duty military per-
sonnel and their families the
ability to enjoy an NFL game at
a reasonable price.
This year, the USO is broad-
ening the ability for commands
to purchase bulk tickets for
command-sponsored events.
Last year, commands were only
authorized to request 25 tickets
to individual games. This year,
there is no restriction on the
number of tickets a command
may request. Specific details
on the method of requesting
command sponsored tickets
are included in the Ticket Sale
Guideline Brochure located on
our website, www.usojax.org.
Additionally, the USO is lifting
the restriction imposed last year,
which did not allow single mili-
tary personnel to take a civilian
guest.
The USO asks for everyone's
support to ensure tickets are not
resold to ineligible individuals.
This is a good program and a
great opportunity for those cur-
rently serving in uniform and
their families. Uniforms are
not required for admittance.
Retired military personnel, civil
service personnel and civilians
are not authorized entry to any
Jaguar game through the use of
a USO ticket.
The cost of the USO ticket is
$8 per ticket, regardless of age.

two Mondays prior to the game,
or two Tuesdays prior to the

GMHMilitary Housing
GMH Military Housing is
making the process of renting a
home at Mayport family hous-
ing as easy as possible for ser-
vice members and their fami-
lies.
Housing assignments are
determined by the family size
and grade of service, similar to
the current procedures. Service
members are required to sign a
lease just as in the local econ-
omy.
The lease has been specifical-
ly written for military families
and contains such provisions as
no security deposit, use of allot-
ment, up to two pets and early
termination due to PCS orders
or TAD in excess of 90 days.
The rent allotment for the
privatized home will equal the
service bember's BAH entitle-
ment with dependents for their
rank.
To make the process of pay-
ment simple, service members

may authorize a rent allotment
to be electronically transferred
to GMH Military Housing when
signing the lease.
Service members will see a
credit for receiving BAH on
their LES statement and an allot-
ment for the payment of rent to
GMH Military Housing. Since
BAH is not taxable income,
service members should not be
concerned about having to pay
income tax on it. Service mem-
bers may also choose to pay
the Community Management
Office directly, but they will be
charged a security deposit equal
to one month's rent.
Utilities are included in
the rent with the exception of
telephone, cable services, and
Internet access. Service mem-
bers will be responsible for any
deposits and expenses associ-
ated with telephone, cable, and
Internet services. Following
the Department of Defense pol-
icy, once all homes have been
metered for electricity or gas

for a period of one year, and a
reasonable baseline consump-
tion rate has been established,
service members will be respon-
sible to pay for any excessive
usage.
Service members will be
reimbursed for conservation.
We do not foresee implement-
ing this program for several
years and all residents will be
given ample notice once we
have established a timeline for
implementation.
GMH Military Housing is
providing $20,000 of personal
property coverage per house-
hold with a $250 deductible and
$100,000 liability coverage with
zero deductible for all active
duty military residents and their
families. Military residents are
strongly encouraged to purchase
additional insurance to cover
their personal items above the
$20,000 that is provided
GMH Military Housing will
provide all day-to-day opera-
tions, including maintenance

nance services on each of the

tacting the Service Order Desk
