Are You Up For
The Challenge?
MWR Mayport is gear-
ing up for the 2007 FASE
Challenge from 7-9:30 a.m.
at Foc'sle Lounge on July
16-19.
The FASE Challenge is a
timed competition to test a
Sailor's Fitness, Athletics,
Strength and Endurance.
The event is open to all
commands and it is free to
participate. Each team will
consist of four active duty
members from one com-
mand. Participants can com-
pete as individual or as a
team. There will be awards
for first and second place in
individual and team compe-
titions and each participant
will receive a t-shirt.
Commands can register at
the base Gym before 4 p.m.
on July 13 or calling Rita
Hammerstad at 270-5451/2.

Take 'Wild Ride'
With Chapel VBS
Naval Station Mayport
Chapel will hold its annual
vacation bible school July
30-Aug. 3 for children from
4 years old to sixth grade.
This year's theme is
"Avalanche Ranch: A Wild
Ride through God's Word!"
The Avalanche Ranch pro-
gram will provide fun,
memorable bible-learning
activities for kids of all ages.
Children meet in the main
chapel each day from 8:30
a.m. until 11:30 a.m.
Each day, kids will sing
catchy songs, play team-
work-building games, nibble

on a Daily Challenge to let
God's love grow into their
homes, experience electri-
fying Bible adventures, and
create Bible Point Crafts.
Friday families are invited
to join their children for an

Detachment Mayport has
extended its hours. The new
hours are 7:30 a.m.-9 p.m.,
Monday-Friday, and 7-11:30
a.m. on Saturdays. ID card
hours are 7 a.m.-5 p.m.,
Monday-Friday and 7-11:30
a.m. on Saturdays.

Fleet Readiness Center-
Southeast (FRCSE) is the win-
ner of the 2005/07 Captain's
Cup award.
In order to achieve this award,
a command must be a major
participant in the sports pro-
gram at Naval Station Mayport.
The points accumulated are
then put through a mathematical
process based on the manning
factor. Points are received for
how a team placed (first-sixth
place for major sports, first-
fourth for minor and individual
sport), as well as participation
points. Points are divided by
manning factor of 1.0-4.0 based
on the number of permanently
assigned personnel from 100 or
less to 1001 or more.
The 2006-2007 Naval Station
Mayport Captain's Cup Program
consisted of eight sports, six
tournaments and four special
events. Thirty Naval Station


commands competed for the
Captain's Cup award.
The award is given to the
command with the greatest par-
ticipation in the annual sports
program. Points are awarded for
both participation and standings
in each sport with the emphasis
being placed on participation
over standings.
FRCSE participated in six
sporting events and finished
second in greybeard basketball,
bowling and soccer. FRCSE had
330 total points which when
divided by their unit total of 1.5
put them in first place with a
score of 220.
FRCSE has participated in
many sports this year to include:
greybeard basketball, bowling,
5K runs, softball, soccer and
racquetball. Their outstanding
performance put them above all
other participants.
This award is a traveling
award and will be placed at the
command for a year.

Make Mayport Summer Time Fun, Safe

During the hot, summer
months, authorized beach
patrons flock to Naval Station
Mayport's beach. Many go
to enjoy the warm sun, some
swim, some surf and others fish.
With so many different activi-
ties going on, ensuring every-
one's safety is a top priority.
Naval Station Mayport's
beach rules are designed to
encourage summer fun while
also providing for the safest
environment possible.
Some of the best surfing on
the east coast is right here at
Naval Station Mayport. Surfers
are responsible for following all
safety rules including always
using a leash and continually
watching out for and avoiding
swimmers. The designated surf-
ing zone is south of the Coast
Guard lighthouse to the border
with Hanna Park.
Swimmers and waders are
required to swim south of the
CPO Club to the Hanna Park
border. The jetty rocks are
an inherent danger to anyone
swimming nearby. Ocean cur-
rents and waves can easily
throw even the strongest swim-
mer into the hard, jagged rocks.

Swimmers should also avoid

Sunday and Holidays from
Memorial Day through Labor
Day.
Swimming is only encour-
aged during the times that life-
guards are on duty. Swim at
your own risk when lifeguards
are not on duty. During thun-
derstorms and hurricane condi-
tions, lifeguards will close the
beach until the storm has com-
pletely passed.
The fishing is good at
Mayport and some of the best
fishing is around the jetties.
Fishermen aboard Naval Station
Mayport are required to remain
north of the CPO Club at all
times to prevent swimmers and
surfers from being hooked.
Also, the bait used for fish-
ing attracts animal life that may
present a danger to beachgoers
in the water. It is the responsi-
bility of all fishermen to stay
away from swimmers and surf-
ers.
Safety is a priority at Naval
Station Mayport. MWR
Lifeguards and Base Security
will enforce all beach rules.

Dennis, of New Smyrna
Beach, Fla., had served as the
executive officer of HSL-46
since May 2006. Assuming
command, he said he looks for-
ward to continuing Litchfield's
record of success.
"This is an excellent squad-
ron and I will do my best to
maintain that pedigree set by
previous COs like Litchfield,"
Dennis said. "As it has in the
past, development of our sailors
will be a top priority, so mem-
bers of this squadron will be
successful in all facets of their
lives."

bachelor's degree from Auburn
University and a master's
degree from the United States

"Happiness is an inside job."
Like most self-help groups,
CREDO has a few catch phras-
es that we like to use to sum
up something we call "The
Process." The above statement
is one we like to use to help
people reorient and refocus
their lives to a life that is lived
within instead of without. It is
not uncommon for most of us to
delude ourselves into thinking
that we will find our pattern for
living from someone or some-
thing else. The culture around
us constantly bombards us with
models to imitate, most of them
insanely bad. The problem with
this approach to life is that it
sometimes works. It has been
said the biggest lie is the one


laced with just enough truth to
make it desirable and believ-
able.
Lets be honest, buying new
clothes, getting a new girl
friend, driving a hot car, or
engaging in an exciting activity
will bring to us a huge sense
of "being alive." And lets be
equally honest, there is nothing
wrong with any of the above
items. Who wouldn't want to
win the lottery, get a promo-
tion, or be envied for what
we have or who we are with?
Yet, none of these things tell
us who we really are. All the
happiness associated with any-
thing external is temporary at
best. Clothes go out of style or
wear out, the car breaks down,
the girl friends finds someone
more attractive, and the exciting
activity gets routine.


This is especially true if we
look for our sense of self in
another person. Although we
do learn from others, it is from
within that our most sure guid-
ance comes. Since each one of
us is unique, there is no other
human being who can give us
an example to copy exactly.
Living from within is a life
long process of finding out
who we really are in and of
ourselves, not based on what
we do, or who we are with or
what we have. That of course
means taking a good hard look
at ourselves, warts and all. We
do not do this process alone.

Temperatures were mild and a
steady breeze kept participants
cool as they enjoyed the many
fun activities available. Activ-
ities included swimming at the
base pool, fun at the beach, a
variety of inflatables, organized
games, an obstacle course and
live entertainment.

Pizza Hut.
A special treat this year was
a visit from the No. 16 Jackson

USS Halyburton (FFG-40) departed for
the second time, to begin their six month
deployment to South America in support of
Counter Narco-Terrorism Operations, after
unexpectedly spending over two months in
port for emergent repairs stemming from a
fire back in mid-April.
Halyburton departed the Mayport
basin for deployment in April, which was
abruptly postponed about a week later.
While anchored in Cartegena, Colombia,
Halyburton sustained damage from a fire
that broke out just after midnight on Friday
the 13th.
The ship responded in true Navy fashion
to the casualty and despite sustaining severe
engineering casualties, just a few hours later
they were able to get underway. The extent

prime contractor, SERMC and SIMA all
teamed up with ship's force and did a great
job managing this complex repair in only

the HSL-44, Detachment 10 Swamp Foxes,
who maintain and fly the embarked SH-
60B helicopter. Also deployed on board

Halyburton is the United States Coast
Guard Law Enforcement Detachment 403,
who are the experts on boarding suspect
vessels in search of drugs.
Friends and loved ones of Halyburton
crewmembers came onboard the morn-
ing they departed to spend a few addi-
tional moments together with their sailors.
Some dedicated ones left the pier when
Halyburton pulled away, and raced to the
jetties just outside of Mayport Basin. The
crew has been anxiously awaiting the day
they would depart again, and look forward
to a successful CNT-OPS deployment.

under the operational control of U.S. Naval
Forces Southern Command, out of Mayport,
Florida.

time, I had the pleasure of pro-
moting eight guys to chief."
Litchfield said his best mem-
ories from HSL-46 will come
from experiences like those.
"I really enjoyed being able
to tell people they were going
to advance, whether it is was a
first class to chief, or an airmen
to petty officer," Litchfield said.
"That has been the best part of
my job."

Miles Stutsman earned the title
of Honor Graduate from Search
and Rescue (SAR) Swimmer
School on June 22.
Upon graduation from the
grueling four-week-long course
held at Naval Air Station
Jacksonville, Stutsman was
awarded as the top performer
from amongst the seventeen
course graduates.
Some of the requirements
from SAR Swimmer School
include various lifesaving sce-
narios both in and out of the
water. As a part of the final
exam, participants must com-
plete a 500-meter swim with
full equipment, immediately
followed by a 400-meter buddy


Stutsman completed his final
exam in well under the required
time of 24 minutes, with a final
time of 22 minutes and 31 sec-
onds.
Additionally, all SAR
Swimmers must be qualified by
the American Red Cross in both
Cardiopulmonary Resutation
(CPR) and use of the Automated
External Defibrillator (AED).

What Do You Know About Leases

As part of an ongoing effort
to ensure Navy Family Housing
residents are kept up to date on
the conversion of military hous-
ing to a Public Private Venture
sometime in fiscal year 2007,
town hall meetings were recent-
ly held in order to communicate
with residents on their questions
and concerns. This is the first
in a series of articles in which
"Frequently Asked Questions"
from the residents during these
meetings will be published.
*How will the member sign
the lease and other PPV docu-
mentation if military member
is at sea for the next few weeks
(during the transition period)?
-You must designate a power-
of-attorney.
*Will a "general" power-of-
attorney be acceptable for lease
signing, or will a specifically
designated one be needed?
-General Power of Attorney is
acceptable.
*Why do I have to sign a
lease?
-PPV is privatized housing,
and a lease is required as is the
case when renting in the private
sector. Normally, every resi-
dent will sign a 6 to 12 month
lease (details to be decided upon
during exclusive negotiations).
Should a member choose not to
sign a lease, they will no longer
be allowed to occupy privatized
housing.
*I may want to break my lease
before the one-year period is
up. Under what conditions can
this occur?
-The Standard military clause
(orders to another location) will
apply to all PPV Housing leases.
As is presently the case when
accepting assignment to Navy
Housing, the member agrees to
the lease term when accepting
assignment to PPV Housing.

necessary to ensure lease can be
signed prior to transition.
*What happens if at PPV
lease signing, the military mem-
ber has less than one year left
before PCSing?
-Instead of signing a one-year
lease, the member will sign for
a lease term up to his/her PCS
date.
*What happens if a divorce
occurs to a family residing in
PPV Housing?
-Service Member is responsi-
ble for housing the family until
the divorce is final. The spouse


and dependents may request
to stay in housing after the
divorce is final. If the request
is approved (dependent on wait
list) the spouse will be required
to complete a rental application
and sign a Civilian lease.
*Is it necessary to sign the
lease (to renew) after the origi-
nal lease expires?
-If written notice to not given
at the end of the original lease,
it will be automatically renewed
month-to-month.
*How is the lease different
and is it legal?
-The difference between an
assignment of Navy Housing


(which is a minimal of 6
months) and a lease with PPV
Housing (which is 6 to 12
months) is the incorporation of
legal language set down by the
Fair Housing Act, thus making
it legal.
*What will be my responsibil-
ity in paying the lease?
-As with any other legal obli-
gation, it must be paid. The
preferred way to pay is by allot-
ment or EFT.
*How will BAH increase
affect my lease?
Under PPV, it is the mili-
tary member's responsibility to
inform the property manage-

USS De Wert (FFG 45),
with HSL-60 Detachment One
embarked, returned to Naval
Station Mayport on July 1 after
participating in the annual
BALTOPS 2007 exercise.
The ship and detachment
departed from Mayport Friday,
May 18. After a 14-day trek
across the Atlantic Ocean,
De Wert pulled into Aarhus,
Denmark, a port visit which
served as the starting line of the
annual international multi-ship
exercise.
While in Aarhus, De Wert
Sailors, as well as Sailors from
Norfolk-based guided-missile
destroyer USS Mahan (DDG
72), dined on Danish cuisine
at Restaurant Koch, museum-
hopped at the ARoS Aarhus
Kunstmuseum, and had the
opportunity to meet and interact
with Sailors from several differ-
ent foreign navies.
De Wert organized a "Damage
Control (DC) Olympics" com-
petition, where two-man teams
representing their respec-
tive ships completed a series

to develop interoperability in
execution of a peacekeeping
mission.
This combined maritime and
land exercise took place in the
Baltic Sea, with the goal of pro-
moting mutual understanding,
confidence, cooperation, and
interoperability among forces
and personnel of participating
nations.

Denmark, Germany, Russia, the
Netherlands, Lithuania, Latvia,

Underwood, HSL-44 Detachment 1 Home


From USS Underwood
After six months away from
home, USS Underwood (FFG
36) returned to Mayport on July
2 to the sounds of traditional
Navy music and the cheers of
friends and family members on
the pier.
During the course of the
ship's deployment to the
Sixth and Fifth Fleet Areas of
Responsibility, Underwood's
crew logged more than 20,000
nautical miles traveled and eight
countries visited, along with
the protection of more than $6
billion worth of Iraqi crude oil
exports in the execution of its
primary mission.
As a member of the Bataan
Expeditionary Strike Group
(ESG), Underwood's crew
played a key role in the force
structure of the force; on inde-
pendent operations, the crew
proved the ship's worth to every
commander they served under.
Underwood's crew conduct-
ed extensive training while in
transit to prepare the ship for
her ultimate destination the
Fifth Fleet and Middle East.
Following a short stopover in
Souda Bay, Crete, Underwood
made turns to the Suez Canal,
and met the Bataan ESG for the
southbound transit into the Red
Sea.
Upon entering the Fifth
Fleet Area of Responsibility,
Underwood transited through
the Red Sea and Indian Ocean,
and headed directly for the
Arabian Gulf. After passing
through the narrow Straits of
Hormuz, the ship made port in
Bahrain for another short rest.
During the visit, Underwood
learned she was to become a
part of Task Force 158, a coali-
tion group charged with protec-
tion of critical Iraqi economic
infrastructure in the Northern
Arabian Gulf.
On leaving Bahrain,
Underwood transited north,
finally entering Iraqi territo-

rial waters and reporting to the
Commander, Task Force 158,
for duty.
For the next 44 days,
Underwood's crew and
embarked air detachment,
HSL-44 Detachment Six, ably
defended two Iraqi offshore oil
terminals, and executed CTF
158's primary mission, which is
to set the conditions for security
in the Northern Arabian Gulf
that facilitate Iraqi economic
development.
With many helicopter sor-
ties, boardings, and through
working with Coalition part-
ners from Australian and the
United Kingdom, Underwood's
crew performed admirably and
became a great asset to the task
force in a tumultuous and stress-
ful environment.
After a six-day visit to Dubai
in the United Arab Emirates,
Underwood was back on station
in the Northern Arabian Gulf
yet again, and finally departed,
having spent a total of nearly 90
days on station.
Underwood steamed south
and became the first frigate
to visit Doha, Qatar in more
than seven years. On a two-
day visit, its crew showed the
true Navy spirit to many Qatari
Navy sailors, and participated


in Qatari-American Friendship
Day events.
After a last visit to Bahrain,
Underwood left the Arabian
Gulf on May 21, bound for
Djibouti, where her crew took
on fuel and began the transit to
meet the other elements of the
BATAAN ESG for the north-
bound Suez Canal transit.
Once Underwood entered the
Mediterranean and Sixth Fleet
AOR once more, it headed
directly to the Turkish Naval
Base at Aksaz, where its crew
enjoyed four days of liberty in
Marmaris, and took tours to
sights around the area, includ-
ing the ancient Greek ruins at
Ephesus.
Four days later, Underwood
stopped at Malaga, Spain, a
beautiful Mediterranean beach-
side city, for four more days of
rest before leaving the Sixth
Fleet for the Atlantic Ocean.
After a 10-day Atlantic
crossing with the Bataan ESG,
Underwood detached from
the strike group and made for
Port Everglades, Fla., where it
stopped briefly to pick up Tigers
before heading home.
Underwood will now enter a
month-long stand down period,
giving its crew a well-deserved
break.

Partnership of the Americas
(POA) Task Group 40.0 depart-
ed Callao, Peru July 6, after
completing a port visit to expe-
rience local culture and interact
with partner nations.
After completing UNITAS
Pacific phase a port visit to
Callao gave Sailors the oppor-
tunity to meet counterparts from
the navies of Peru and Chile
and build on the professional
teamwork and camaraderie they
developed during the exercise
at sea.
While in port, units from
Task Group 40.0 participated in
a variety of events including a
sporting tournament, wardroom
exchanges, a formal wreath-
laying ceremony in honor of
Peruvian sailors killed in battle,
and receptions on board USS
Pearl Harbor (LSD 52), Chilean
frigate Almirante Latorre (FFG
14), and the Peruvian San Borja
Naval facility.
In addition to the social
events, Sailors from Task Group
40.0 extended assistance to the
local populace by complet-
ing community relations proj-
ects and delivery of Project
Handclasp materials.
"It is always rewarding to
help in any way we can," said
Information Systems Technician
2nd Class Ivonne Brennick. "It
never ceases to amaze me what
an impact these community
relation projects seem to have
on those who work on them and
those whom we work to assist."
Sailors from USS Mitscher
(DDG 57), Pearl Harbor (LSD
52) teamed up with partner
nation representatives from
Peru to deliver eight pallets of
Project Handclasp materials to
the Catholic Chapel "Virgen
de Fatima," and four pallets of
materials to the girl's orphanage
"Pachacutec y la Casa hogar
Hijas de la Misericordia."
Project Handclasp receives
support from donors around the
United States. Contributions
include needed supplies such as
basic medical kits, toys, hygiene
products, sewing machines, and
food items. The donations were

Also contributing to com-
munity outreach operations
were twelve Sailors from
Pearl Harbor, who performed
volunteer work at an orphan-
age run by Cavalry Chapel of
Lima located in Chaclcia, Peru.
There the Sailors moved bricks,
chipped tiles, cleaned paint off
of brass grill window cover-
ings and dug trenches for future
water, sewer lines, and a cistern.
"After three months of coor-
dinating and participating in
numerous community rela-
tions projects throughout South
America, we have a firm grasp
on what we need to accomplish
at each event," said Ensign
Christopher Reintjes, USS
Mitscher (DDG 57) community
relations coordinator. "When it
is completed we see a final out-
come and a positive end result,
and we have never fallen short
of our goals."
Shortly after departing from
port, Task Group 40.0 executed
a passing exercise (PASSEX)
with the Peruvian Navy. The
exercise involved five ships,
two submarines, and a Peruvian
aircraft. The PASSEX includ-
ed undersea warfare exercises,
tactical maneuvering, maritime
patrol and replenishment at sea
events to achieve the desired
goal of increasing interoper-
ability and enhancing relations
between the Peruvian and U.S.
Navies.
"We conducted our operations
flawlessly with the Peruvians,"
said Boatswain's Mate 2nd
Class Meghan Breed. "It is
very satisfying to know that
we can count on them and they
count on us in just about any
situation at sea."

U.S. Fleet Forces Command Selects New Fleet CM

the selection of Fleet Master
Chief (SS/SW) Rick West
June 18 as U.S. Fleet Forces
Command Fleet Master Chief
(FLTCMC).
"It is truly an honor to be
here," said West. "This is my
first time being stationed in
Norfolk and I'm excited about
all the positive energy coming
off the waterfront along with
the great naval history that the
Hampton Roads area provides."
West, a Rising Fawn, Ga.,
native, recently served as the
U.S. Pacific Fleet Master Chief.


Prior to that assignment, he was
the Command Master Chief
of USS Preble (DDG 88). He
relieved Fleet Master Chief
Jacqueline DiRosa to become
USFF's 14th Fleet Master
Chief. DiRosa will now serve as
the Director, Command Master
Chief Management Office in
Washington.
"I have every confidence he
will accomplish great things
here during his charge," said
DiRosa, a staunch Sailor's
advocate who said she'd miss
interacting with Sailors, taking
the Navy's message directly to
them and addressing their con-
cerns.
"It's an honor and a privilege
to have served with the talented
men and women at U.S. Fleet


Forces Command over the last
eleven months," she said.
With his new assignment,
West becomes the senior
enlisted advisor for more than
97,000 active duty and Reserve
enlisted personnel who serve on
150-plus ships and submarines
and 79 shore activities within
USFF's area of responsibility.
"I expect to get out and know
the pulse of the fleet, I want
Sailors to tell me their issues
and more importantly what we
need to do to address them. We
all need to be focused on mis-
sion accomplishment whatever
that may be ... we are an 'any
mission, any time, anywhere'

Sailors are doing great things,
[we've] got to capture that" said


West. "Our Sailors need and
want to be challenged on a daily
basis and I encourage leadership
to accomplish this."
West graduated from
Northwest Georgia High School
in 1981 and immediately entered
the U.S. Navy. West received
recruit training and quartermas-
ter training in Orlando, Fla.,
followed by enlisted submarine
school at Groton, Conn.
His first duty assignment
was on board USS Ethan Allen
(SSN 608) where he complet-
ed submarine qualifications.

Squadron 11. Upon completion
of his tour at COMSUBRON 11
he was selected as force master
chief (FORCM) and attended
the Senior Enlisted Academy in
Newport, R.I.
West served as FORCM for
Submarine Force U.S. Pacific
Fleet (COMSUBPAC) from
January 2001 to January 2004.


West was then assigned to
USS Preble (DDG 88) home-
ported in San Diego, where he
completed a deployment to the
Persian Gulf and qualified as
enlisted surface warfare special-
ist. During this tour, West was
selected to serve as the Pacific
Fleet Fleet Master Chief.
His personal awards include
the Legion of Merit, Meritorious
Service Medal (three awards),
Navy Commendation
Medal (four awards), Navy
Achievement Medal (two
awards), Enlisted Surface
Warfare Insignia, Enlisted
Submarine Insignia, and SSBN
Deterrent Patrol Pin.


Bush Nominates Mullen,

ed Adm. Michael Mullen to
serve as the next Chairman of
the Joint Chiefs of Staff, and
Marine Corps Gen. James E.
"Hoss" Cartwright as his Vice
Chairman on June 28.
Speaking in the White House
Roosevelt Room, Bush called
Mullen and Cartwright "expe-
rienced military officers who
are highly qualified for these
important positions."
Mullen currently serves as
Chief of Naval Operations,
and Cartwright serves as
Commander, U.S. Strategic
Command. If confirmed by
the Senate, they will succeed
Marine Gen. Peter Pace, chair-
man of the Joint Chiefs of Staff,
and Navy Adm. Edmund P.
Giambastiani, vice chairman.
Bush noted that Mullen's and
Cartwright's nominations come
at a critical time for the United
States.
"America is at war, and we
are at war with brutal enemies
who have attacked our nation
and who would pursue nuclear
weapons and would use their
control of oil as economic
blackmail and intend to launch
new attacks on our country,"
he said. "At such times, one of
the most important decisions a
president makes is the appoint-
ment of the chairman of the
Joint Chiefs of Staff."
As the country's highest-
ranking military officer, the
chairman serves as the princi-
pal military adviser to the presi-
dent, the defense secretary, the
National Security Council and
the Homeland Security Council,
Bush noted. He also is respon-
sible for ensuring the readiness
of U.S. military forces.
Bush called Mullen uniquely
qualified to take on this job. A
1969 graduate of the U.S. Naval
Academy, Mullen went on to


pursue an "illustrious mili-
tary career" during which he
received an advanced degree
from the Naval Postgraduate
School and commanded three
ships, a cruiser destroyer group
and an aircraft carrier battle
group, he noted.
Mullen also served as com-
mander of NATO's Joint Forces
Command in Naples, Italy, with
responsibility for alliance mis-
sions in the Balkans, Iraq and
Mediterranean, and as com-
mander U.S. Naval Forces
Europe.
At the Pentagon, Mullen
served as the Navy's Director
of Surface Warfare; Deputy
Chief of Naval Operations for
Resources, Requirements and
Assessments; Vice Chief of
Naval Operations and, since
July 2005, as Chief of Naval
Operations.
"Mike is a man of experience,
