sonnel working on base and
living in on and off base hous-
ing to lock their doors when
they park. According to Base
Security, there have been a
rash of recent burglaries to
automobiles in the off base
housing area. To make sure
you are not a victim of theft,
lock all vehicle doors and
make sure not to leave any-
thing of value in the vehicle
or in the bed of trucks. For

Supplying Fuel, Keeping Fleet Afloat

nation naval ships during a recent exercise off the coast -

From the end of April through the middle of May, -
CTF 43 coordinated the successful delivery of over half'
a million gallons of fuel to ships deployed for UNITAS \ ,
Atlantic phase 48-07.
CTF 43 coordinated the transfer of 530,000 gallons
of fuel to and from Armada de la Repuiblica Argentina
(ARA) Patagonia, which delivered it to three U.S.
Navy ships and one Chilean ship during this year's -
UNITAS exercise in the Atlantic, which was hosted by
Argentina.
Commander, Task Force 43, Cmdr. Jonathan
Christian, said the successful logistic support was based
on teamwork.
"On behalf of CTF 43, I would like to extend a
special thanks to everyone who made this very non
standard onload and offload of U.S. fuel onto a foreign
naval ship happen, from the professionals of Defense
Energy Support Center and Naval Operational Logistics
Support Center, to our fuel broker World Fuel Services, -
our dedicated husbanding agent Silversea, and the
hardest working ship in the Argentine Navy, Teniente .

UNITAS 48-07 was conducted from May 2-13 off

Lt.j.g. Greg Cruser, USS
Carney, received the 2006
Cmdr. Lanny King Memorial
Leadership Award.
Each year, the Naval
Academy class of 1964 presents
the award to the junior officer
whose leadership best embodies
Cmdr. King's vision of leader-
ship, integrity and compassion.
This is particularly meaning-
ful for its recipients because
they are nominated and selected
by their peers. Cruser will also
receive a monetary award pre-
sented by the Class of 1964, a
plaque presented by the Carney
Wardroom and the Navy and
Marine Corps Commendation
Medal.
Cruser is a native of New


Orleans, La. He entered the
United States Naval Academy in
the summer of 1999 and earned
his Bachelor's of Science degree
in Political Science as well as
his commission in May of 2003.
His first duty station was USS
O'Bannon (DD987) as the Anti-
Submarine Warfare Officer.
Following the decommission-
ing of O'Bannon in August
2005, Cruser attended Damage
Control Assistant School in
Newport, R.I.
He reported to USS Carney
(DDG 64) as the Damage
Control Assistant in November
of 2005.
Cruser recently accepted
orders to Afloat Training Group
Pacific in San Diego, Calif.


Navy Fraternization Policy Gets Update

The Navy's fraternization pol-
icy has been updated, clarifying
what relationships are appropri-
ate for Sailors, because today's
current operational tempo and
individual augmentee assign-
ments have made it common-
place for Sailors to serve side
by side with the U.S. Army and
Air Force, and with our multi-
national partners in operations
throughout the world.
The update, OPNAVINST
5370.2C, was released April 27.
"The updates specifically dic-
tate that the Navy fraternization
policy prohibiting certain types
of relationships is applicable to
relationships with members of
other U.S. armed services and
with members of foreign mili-


tary services," said Lt. Cmdr.
Kim Dixon, spokesperson for
the Navy's chief of personnel's
diversity directorate, which
issued the change.
"As a result of a scheduled
policy review, it was determined
the policy needed to be updat-
ed," said Cmdr. Dean Stewart-
Curry, lead for the Navy Equal
Opportunity program. "Navy
leadership wanted Navy person-
nel to be clear on the fact that
the policy also applies to joint
services, as well as foreign mili-
taries."
Fraternization, generally,
refers to personal relationships
between officer and enlisted
members that are unduly famil-
iar. Examples of unduly famil-
iar relationships include dating,
sharing an apartment or house,


engaging in intimate behav-
ior, gambling and borrowing
money.
These types of relation-
ships are prohibited because
they undermine the respect for
authority that is essential to the
Navy's ability to accomplish
its mission. In other words, if
Sailors see an officer having
one of those types of relation-
ships with an enlisted Sailor,
they might wonder whether the
officer is giving preferential
treatment to that Sailor in situ-
ations like duty assignments or
special privileges, which could
create morale problems.
Typically, personal relation-
ships among officers or among
enlisted members are not pro-
hibited. However, it is prohib-
ited if the relationship calls into


question a senior's objectivity;
if it results in actual or appar-
ent preferential treatment; if it
undermines the authority of a
senior; or if it compromises the
chain of command; among oth-
ers.
For example, the executive
officer (XO) of the command
holds a Monday Night Football
party every Monday night dur-
ing football season. She invites
the wardroom and the chief's
mess. She is guilty of fraterni-
zation because the XO is in a
leadership position, and she is
creating an unduly familiar rela-
tionship with members of her
command. However, if she held
a Super Bowl Party annually
and invited the entire command,
or the wardroom and the chief's
mess, this would not be frater-


nization as it would be consid-
ered a social event, not unlike
a holiday party. However, the
XO cannot invite only selected
enlisted members, as that con-
stitutes disparate treatment and
it would be prejudicial to good
order and discipline.
Certainly, officers and enlist-
ed persons of different ranks
can develop personal relation-
ships within their individual
communities. However, it is
more likely the relationship will
violate one of the rules listed
above, thus becoming a prohib-
ited relationship.
"The key is whether or not
the relationship is prejudicial to
good order and discipline," said
Stewart-Curry. "Appropriate

Tomorrow is the first day of
hurricane season. Meteorologists
are predicting an aggressive sea-
son, and even though we can't
completely depend on their pre-
dictions, it is still important to
be prepared. Complacency is a
dangerous thing when it comes
to hurricanes. Starting at mid-
night tonight, there will be a
huge opportunity for everyone
to save money and get prepared.
There will be no sales tax on


certain items needed for hur-
ricane preparation. An article is
included in this week's paper
and has a list of all items avail-
able with no sales tax. This sale
will last until June 12 and there
is no reason for anyone to not
take advantage of this oppor-
tunity.
Everyone needs to update
their recall numbers. It is impor-
tant that your chain-of-com-
mand is able to contact you in
case the base evacuates during a
hurricane. Please have a plan of
action in place for your family
and yourself in case of an evac-
uation. You need to know where
to go, when to go, and how far
to go to be safe from a hurri-
cane. It's always better to be
safe rather than sorry. A single
cell phone number does nothing
for you if there is no power to


charge your phone or the cell
phone towers. Have a plan and
a back up plan for communica-
tions, shelter and sustainment.
The State of Florida considers
everyone must be self sufficient
for four days without state or
local services.
I hope everyone had an excel-
lent Memorial Day weekend,
and now is the time to use ORM
in the coming months to gauge
the safety of your chosen rec-
reations. Remember to uphold
all safety rules and wear the
proper protective equipment.
Remember to drink alcohol
responsibly and if you aren't
21, don't drink alcohol! Think
before you act.
A rash of vandalism contin-
ues to go on in off-base hous-
ing, and a neighborhood watch
is in the works. There will be


a meeting concerning this at 6
p.m. on June 19 at the Ribault
Community Center. You have
the power to curb the actions of
these knuckleheads. Please join
those who are concerned with
the safety of their homes and
property.
Base Services is my favorite
department. These Sailors are
doing the hard job of keeping
this base looking and working
in the best possible condition. I
want to thank them for complet-
ing their work with honor and
pride. If you have the opportu-
nity, thank them for what they

Mayport Steams Into New York For Fleet Week

While in New York during the 20th annual Fleet Week, nearly 3,000 Sailors, Marines and Coast Guardsmen participated in Memorial
Day parades, volunteering with local community organizations, and experiencing the hospitality of the city.

The 20th annual Fleet Week
celebration in New York City
began May 23 with the tradi-
tional Parade of Ships.
Seven ships sailed up the
Hudson River to their moorings
at the Manhattan and the Staten
Island Stapleton Piers. During
the parade, Fort Hamilton fired
a traditional 15-gun salute
from its four-gun battery to
honor USS Hue City (CG 66)
and USS Stephen W. Groves
(FFG 29), both based in NS
Mayport, along with USS San
Jacinto (CG 56), USS Oscar
Austin (DDG 79), USS Winston
S. Churchill (DDG 81), USCG
Katherine Walker (WLM-552),
and USS Wasp (LHD 1). The
ships traveled up the Hudson
River, passing under the
Verrazano Narrows Bridge, then
under the George Washington
Bridge.
All ships paid honor to the
site of the World Trade Center
by calling for a hand salute of
all Sailors topside as the ships
passed the site.
Following the parade, the
U.S. Navy ships moored in
Staten Island, with the excep-
tion of Wasp, which was berthed
at Pier 90 in Manhattan.
While in New York, nearly
3,000 Sailors, Marines and
Coast Guardsmen participated


in Memorial Day parades in all
five boroughs; volunteer with
local community outreach orga-
nizations; and experience the
sights, sounds and hospitality of
"the city that never sleeps."
This Fleet Week welcomes
home several New York natives
including ships' commanders
Capt. Michael Jacobsen, of
the Hue City, who was born in
Long Island, and Commander
Eric Weilenman, of the Oscar
Austin, who is originally from
Congers.
Storekeeper 2nd Class
Richard Clement, of Brooklyn,
is looking forward to visiting
museums and Ground Zero. He
commented that what he missed
most of all about New York was
"the diversity, food, culture and
nightlife."
Chief Fire Controlman Kirk
Lemmie, of Plainfield, N.J.,
who last lived in New Jersey
"12 years, 5 months, and 23
days ago" said he will be spend-
ing time with his family and
"getting a good slice of pizza."
He noted, Nc%\ York is the
standard by which all other cit-
ies are measured."
Also visiting family while
in town, Gas Turbine System
Technician 3rd Class Jorge
Miranda, of Patterson, N.J., will
be participating in some of the
environmental cleanup events

Partnership Of Americas Arrives In Valparaiso

USS Pearl Harbor (LSD 52),
a unit of Partnership of the
Americas (POA) Task Group
40.0, arrived in Valparaiso, May
23 for a port visit after transit-
ing the Strait of Magellan and
the Patagonian channels located
on the Chilean coast.
During their visit Pearl
Harbor Sailors will be conduct-
ing a variety of events includ-
ing two memorial ceremonies,
sporting events, guided tours
and hosting a reception on
board Pearl Harbor.
"In Valparaiso, we will
improve the interoperability of
the Chilean and U.S. Navy by
building relationships with the
local military and government


officials," said Pearl Harbor
Commanding Officer Cmdr.
Victor Cooper. "Pearl Harbor
Sailors will also get the oppor-
tunity to build friendships with
the Chilean Navy and local
community by participating in
sporting events that are also
important ways to accomplish
the mission of Partnership of
the Americas. I expect the crew
to really enjoy this port visit."
Sailors will off-load and
deliver Project Handclasp
donations of medical and rec-
reational supplies to Gustavo
Fricke Hospital and the Sonrisa
School, and carryout a commu-
nity relations project at a local
school in the city of ConCon,
Valparaiso.
"Our participation in these
types of activities is important


because it helps us help others,"
said Lt. Dennis Wheeler, Pearl
Harbor's command chaplain.
"Sailors love to volunteer for
community relations projects,
because it is a way of doing
something different ... it is
also the best time for anyone
to experience the real commu-
nity."
Sailors will also have the
opportunity to relax and learn
about the Chilean culture by
signing up for various tours
offered by the ship's Morale,
Welfare and Recreation commit-
tee. Tour opportunities include:
Santiago City tour, horseback
riding and a wine tasting tour.
"I look forward to this port
visit; I want to learn more about
the Chilean culture and its tradi-
tions," said Information Systems

annual USO Night at Adventure
Landing on June 6 from 6-11
p.m. at Adventure Landing,
1944 Beach Boulevard in
Jacksonville Beach. Tickets
are on sale. There are a limited
number and are only available
to active duty and their direct
dependents. ID cards will be
required. USO, with the help of
VyStar has rented our Adventure
Landing, including the water-
park, for the exclusive use of it
by Service Members and their
families.
Since Drowning Pool's first
USO tour in 2005, the band and
USO have worked together to
boost the morale of thousands
of service members stationed
overseas. Last year, Drowning
Pool entertained more than
12,000 troops in Germany,
Kuwait and Iraq.
After traveling around the
world on USO tours in 2005
and 2006, the band wrote the
song "Soldiers" in response
to thousands of letters from
troops. A music video was also
produced featuring live footage
from the band's 2006 USO tour
to Iraq and Kuwait. "Soldiers"

While headlines grab stories
from Afghanistan and Iraq, U.S.
military troops have been sup-
porting a NATO-led peacekeep-
ing operation in Kosovo since
June1999.
Yeoman 2nd Class Lloyd A.
Sanders Jr. is currently deployed
to Pristina, Kosovo. Sanders
is supporting operations at HQ
Kosovo Forces, or KFOR, for
Operation Joint Guardian. There
are approximately 35 U.S. Air
Force Airmen in Pristina.
He is deployed from NS
Mayport, Mayport Fla., where
he is a Command Leave Clerk.
His mother Lavonzelle Riettie
lives in Deltona, Fla., and his
grandmother Onesia McMiller
resides in Apopka, Fla. He is a
2000 graduate of Maynard Evan
High in Orlando.
Sanders is deployed in sup-
port of the NATO-led KFOR,
which has been active in the
wake of a 78-day air cam-
paign launched by the Alliance
in March 1999. The campaign
aimed to halt and reverse the
humanitarian catastrophe that
was then unfolding.
The U.S. currently joins
23 other NATO nations, as
well as 11 non-NATO nations


by providing a total force of
16,000 soldiers, sailors, air-
men Marines. KFOR is run in
support of wider international
efforts to build peace and stabil-
ity in the contested province.
"Being deployed in Kosovo
has really opened my eyes
to see how 'we' Americans
are blessed and we take it for
granted," said YN2 Sanders.
"The other nations are striving
to have the same liberties and
freedoms as we do. I think we
as a people need to sit back and
examine certain issues."
There is still evidence of a
struggling society as the coun-
tryside is peppered with half-
finished or demolished houses.
Horse-drawn carts commonly
share the road with drivers who
appear to think getting behind
the wheel is a chance to play
"Chicken."
KFOR's presence remains
crucial to guarantee security
and stability in Kosovo as the
diplomatic process led by the
United Nations to define its
future status moves forward.
The Alliance has promised to
support the security provisions
of any final settlement.
KFOR has three objectives:
Establish and maintain a secure

environment in Kosovo, includ-
ing public safety and order;
monitor, verify and when neces-
sary, enforce compliance with
the conditions of the Military
Technical Agreement and the
UCK Undertaking, and; provide H
assistance to the UN Mission in
Kosovo (UNMIK), including
core civil functions until they
are transferred to UNMIK.
KFOR has the mandate to
enforce law and order until the
UN Mission in Kosovo can
fully assume this responsibil-
ity. This is achieved by patrols,
air surveillance, checkpoints,
response to emergency calls,
search operations, border con-
trol, investigation of criminal
activities and arrest or detention
of suspected criminals.
Examples of KFOR involve-
ment can also be found in a
variety of sectors such as: pub-
lic works and utilities, construc- 40

der security, fire services, pro-
tection of international work-

Navy Introduces


New SRB Levels

increased award levels for
Selective Reenlistment Bonuses
(SRB) in NAVADMIN 125/07,
effective May 18, to encourage
Sailors to 'Stay Navy."
The new message approves
78 increases in SRBs in Zone A
for Sailors who have been in the
Navy for under six years, and
it adds 14 Navy enlisted clas-
sifications (NECs) to the list of
those eligible for the bonus.
Ratings and NECs affected by
the increases have been deemed
by the Navy as essential to the
continued success of the global
war on terrorism and the Navy"s
warfighting effort.
The increases in SRBs are
part of the Navy"s plan to make
itself the 'employer of choice"
through quality of life and qual-
ity of work. Sailors and their
families remain a top priority

Get Wet With MWR



Water Aerobics Class


From MWR
Water Aerobics will begin at the base pool June
1. Classes will be given Tuesday through Friday
at 9 a.m., Mondays at 4 p.m. and Saturdays at
9:30 a.m. For more information please call 270-
7718.
The base pool opened for its summer season
last weekend. The pool is open for recreational
swimming on Saturdays and Holidays from 11
a.m. to 6 p.m., and from 1 p.m. to 6 p.m. Sunday
through Friday. It is open for lap swimming from
6 to 8 a.m. and 11 a.m. to 1 p.m. Monday-Friday.


Swim lessons start on Monday, June 4 with
class registration being held on Friday, June 1 at
8 a.m. at the pool. The pool is available for pri-
vate party rental on Friday and Saturday evenings
from 6 p.m. on. Seasonal pool passes for individ-
uals or families are available at our Information,
Tickets, and Tours (ITT) Office.
The beach will be staffed with lifeguards
Saturday, Sundays, and Holidays from 10 a.m.
to 6 p.m. until Labor Day. For any additional
information please contact the Aquatics Director,
Ashley Itzen at 270-5425.
