USS Franklin D. Roosevelt
New Memorial Placed At Base Park
By MCSN Bonnie Williams
Staff
More than 350 men and
women gathered at Mayport
Memorial Park on Friday to
erect a memorial in honor of
USS Franklin D. Roosevelt
(CVB/CVA/CV 42) and in
honor of those who served on
the ship.
"We wanted to leave a lega-
cy of FDR somewhere where
it would be appreciated and
revered. FDR was homeport-
ed in Mayport for a few years.
What better place to leave a part
of its history?" said Raymond
G. Hough, vice-president of the
FDR Reunion Association.
Naval Station Mayport
Commanding Officer Capt.
Charles King, Executive
Officer Capt. Aaron Bowman,
and Command Master Chief
Deborah Davidson were in
attendance to welcome the
group and accept their gift to
Mayport.
"We are honored for you to
have chosen Mayport to place
your memorial and we thank
you for selecting us," said King
during an address to the mem-
bers of the USS FDR reunion
group.
Command Chaplain Philip
Wyrick made the invocation and
benediction for the ceremony.
Former crewmembers rang
bells for the deceased who had
fallen since the decommission-
ing of the great ship.
After the ceremony, everyone
gathered to immortalize their
trip by taking pictures together
of the FDR memorial.
FDR, a 45,000-ton Midway-
class aircraft carrier, was
built at the New York Navy
Yard. Commissioned on Navy
Day, Oct. 27, 1945, it made a
shakedown cruise to Brazil in

February 1946. During April
and May of that year, it took
part in Eighth Fleet maneuvers
off the east coast, the Navy's
first major post-World War II
training exercise. The first of
FDR's nearly two dozen deploy-
ments to the Mediterranean Sea
followed in August-October.
She was reclassified as an attack
aircraft carrier in October 1952,
changing its hull number from
CVB-42 to CVA-42.
In early 1954, FDR steamed
around Cape Horn to begin a
two-year-long modernization on
the west coast. When this work
was completed, it was newly
equipped with an angled flight
deck, "hurricane" bow, steam
catapults and many other fea-
tures that facilitated the opera-
tion of high-performance air-
craft. Over the next decade, it
deployed to the Mediterranean
another seven times, doing its
part to provide a powerful and
continuous U.S. Navy presence
in that often-troubled region.
She recorded its 100,000th air-
craft landing in March 1961.
From August 1966 to January
1967, FDR made its only
Western Pacific cruise, dur-
ing which it conducted combat
operations against enemy tar-
gets in Southeast Asia.
Its seventeenth Sixth Fleet
tour followed in 1967-68, after
which it entered the shipyard
for additional modernization
work that gave its an addition-
al deck-edge aircraft elevator,
located forward of the island on
the starboard side.
FDR returned to the
Mediterranean six more times
during 1970-77. It received
another change in hull number,
to CV-42, in June 1975.
FDR completed its twenty-
third, and final, Mediterranean
tour in April 1977.
Decommissioned in October of
that year, it was sold for scrap-
ping in April 1978.
FDR Reunion Association
has more than 1,100 members
and welcomes all crewmembers
who ever served aboard FDR.

said Master Chief Operational

command master chief. "Our
exercises are a ramp up for
readiness during real-world
evolutions, and we've done a
lot of sharing of ideas, sharing
of information and it's been a
very successful tactical event."
The complexity of operating
with many different ships from
various countries is the primary
lesson learned from the Neptune
Warrior course.
"With the future of naval
operations being us work-
ing with allied nations, where
we actually have allied ships
deploying with our carrier strike
groups through operations, the
likelihood of working with
allied ships is becoming more
and more frequent," said Lt.

CREDO Comer
By Lt. Cmdr. D. C. Dowling
Spiritual Center Southeast
"Where there's smoke there's
fire" is one of those common
phrases that has just a little
more meaning lately in Florida
and Georgia. Last week I was
running on base and the smoke
from distant fires hung thick
in the air. We have experi-
enced the result of fire damage
from afar without suffering all
the destructive effects of fire.
Nevertheless some folks are still
impacted more than others. If
you have a respiratory problem
or know of someone who does,
you understand that special care
needs to be taken to limit expo-
sure to the smoke.
These distant fires were
started differently. Some were
the result of arson, some by an
unattended campfire, some by
lightening, and who knows what
other causes may have come
into play. It doesn't matter what
the cause was, the damage is the
same and just as real.
We as people have distant
fires that can cause destruction.
Some of us are the source of the
fires, and some feel the affects
of those fires. The smoke that
drifts our way may be unkind
words, passive aggressive
behavior, a finger gesture, or
other difficult behavior. Just
like smoke from a fire, the
destruction may not be as bad
as being in the midst of the fire
itself, but it's not pretty, and can
become more than just a nui-
sance. When we suffer from
the smoke of others we find
ourselves limiting our exposure
to this unwanted behavior.
What caused the fire to burn
in the person who spews out
smoke? It could be anger from
abuse suffered as a child. It
might be that marriage that went
wrong years ago. Perhaps a
friend did something wrong and
bitterness has set in. There are
enumerable sources that cause
destruction to take place in rela-
tionships and inside a person.
Smoke is different than fire.
We've seen the destructive force
of fire in forests and swamp
land as well as the destruction
of fire that burns inside a person
in the tragedy at Virginia Tech.
So, ignoring smoke or fire is
not prudent.
We know that when there is
smoke in a room we need to
take some action for our protec-
tion. When smoke arises in our
lives whether it comes from our
behavior or someone close by,
action is required.
We all have some smoke in
our lives. For some it's just a
wisp, and for others the "inter-
state of life" has to be closed
because of its density and low
visibility. What I've found is
that no matter the amount of
smoke, it can't be ignored.
Perhaps you are experienc-
ing the "Where there's smoke
there's fire" syndrome in your
life. Now is the time to take a
moment and assess the prob-
lem. What is it that can be done
in your life or perhaps marriage
that can put out the fire that
threatens destruction?

es to work on the hotspots in

Often when we think about
military spouses we immedi-
ately think of wives left behind
while their male service mem-
ber deploys. Since the 1970's
women are increasingly filling
the ranks of our military. This
means men are among those left

I assumed men would breeze

experience many of the same
things as women but their
approach to facing these chal-

discover yourself, your family,

So how does he handle the
challenges of Navy life? "Take
time out to worry about oth-
ers." Those words are his life
message. Of the many times
we talked over the last five
years Will was not calling me,
the Ombudsman, for himself.
Rather, he was calling on behalf
of others. From the custodial
single dad he 'adopted', the sin-
gle mom with a diabetic child,
the young spouse in need of
friendship and more, Will was
taking care of those around
him, those he took the time to
worry about. He ran a car pool
for children of the neighbor-
hood, watched kids after school,
served as the alternate emer-
gency contact person for many
school children of his neighbor-
hood. Will regular calls spouses
to "check in" with them.
Will said the Navy helped
him develop a keen sense of
humor. Being the stay at home
dad of girls gives him many
opportunities to blush and
laugh. Laughing, Will declares,
"You have to develop a sense
of humor; you have to find the
laughter in the midst of hard
times."
Will offers this advice to
other spouses, both men and
women. "Stay busy. Fully uti-
lize the support group for sup-
port, information and knowl-
edge. And remember, keep in
mind, that your Sailor is going
through just as much as you are,
they are working hard, they get
tired and they are going through
just as much as you."
Will closes with this last piece
of advice, "Dare to care for
others." He offered that while
IM'ing (Instant Messaging) a
Navy friend, supporting her
through a challenging transition
to a new base.

NAVSAFECEN Reminds
Sailors To 'Click It or Ticket'
By April Phillips
Naval Safety Center Public Affairs
The Naval Safety Center is issuing a reminder
to buckle up to all Sailors and Marines that cor-
responds with state and local law enforcement
officials' "Click it or Ticket" campaign, began in
most jurisdictions May 21.
So far in fiscal year 2007, 19 Sailors have died
as a result of personal motor vehicle crashes. Six
were not wearing their seatbelts and at least three
of those were ejected from the car. According
to Naval Safety Center officials, there's a good
chance those Sailors might only be nursing cuts
and bruises if they'd taken a few seconds to buck-
le their seatbelts.
"Far too many Sailors and Marines die each
year in personal motor vehicle accidents. Using
seatbelts is the easiest way to reduce that number.
I would encourage everyone to buckle up each
and every time they get into the car, not just dur-
ing the 'Click it or Ticket' campaign. It's the law
and it's good common sense," said Rear Adm.
George Mayer, Commander Naval Safety Center.
The National Highway Traffic Safety
Administration says that 19 percent of all
Americans still fail to fasten seatbelts regularly.
A traffic specialist from the Naval Safety Center
said Sailors and Marines may believe the inherent
dangers of military service far outweigh any haz-
ards they might face on the highway. However,
this is a misperception.
"The most dangerous thing you do every day is
getting in your vehicle to drive back and forth to
work," said Bonnie Revell, Naval Safety Center
traffic specialist. "The most important thing you
can do is buckle up. It lessens the chance of
severe injury or death by being ejected from the
vehicle."
The "Click it or Ticket" campaign comes
with fair warning for Sailors and Marines. Law
enforcement officials heavily publicize the crack-
down through media messages.
"During the enforcement period, tickets will
be issued to anyone, anywhere not wearing their
seatbelt. And military members need to remember
that it's mandatory to wear their seatbelts on or
off the installation," Revell emphasized.
She hopes Sailors and Marines who are not
regularly buckling up will do so to avoid a ticket
and then get into the habit. "Click it or Ticket"
runs through June 3.

20 Years Ago, USS Stark Was Attacked
Mayport Remembers Stark Crew
By Paige Gnann Mdk* A
Editor
On May 17, 1987, the United
States people and Naval Station
Mayport suffered one of the
darkest days of the decade after
37 Sailors aboard USS Stark
(FFG 31) were killed in an
unprovoked attack on the ship
by Iraq.
More than 200 people gath-
ered at Naval Station Mayport's
Memorial Park last Thursday
to remember and commemo-
rate the 20th anniversary of the
attack.
Dozens of former crewmem-
bers and their families reunited
with active duty Sailors and
guests to fulfill the promise
made by the base 20 years prior
to "never forget."
Coordinated by the Naval
Order of the United States, the
Mayport Council Navy League
and NS Mayport, the memorial
service included tributes by sur-
viving crewmembers and family
members of fallen Sailors.
Crewmembers spoke about
the heroism shown that day and
how the incident strengthened
the bonds of shipmates.
The ship was struck the eve-
ning of May 17 by two mis-
siles while it was on patrol
in the southern Persian Gulf.
According to retired Capt. Pete
Wynkoop, "one missile explod-
ed, causing tremendous damage
and immediate fires in the for-
ward part of the ship. Fuel from
the second missile intensified

emony. Martin was a crewmember 1984-1987. The guided missile frigate USS Stark (FFG 31) was
on routine patrol in the Arabian Gulf May 17, 1987, when two Iraqi missiles struck the ship, killing
37 Sailors. Despite the severe damage inflicted, the heroic efforts of the Stark's crew saved the ship and
was later decomissioned in 1999.
Retired Vice Adm. Michael Kalleras was guest speaker at this
year's Stark ceremony. Kalleras recounted the days following the John Kiser, son of fallen Stark crewmember EMCS Stephen Kiser,

repairs before heading back to the grieving NS
Mayport. Called one of the U.S. Navy's deadli-
est peacetime disasters, the incident rocked the
nation and President Ronald Reagan and wife,
Nancy came to the base for a memorial service.
Guest speaker Vice Adm. Michael Kalleras
said three days following the incident were some
of the hardest he had lived through.
"Thirty-seven brave Stark Sailors became
heroes. Sixteen widows were created and 250
family members lost their fathers, brothers and
sons."
Reading a letter from John Mitchell, who was
NS Mayport's commanding officer during the
incident, Kalleras talked about how the former
base CO "recalled vividly watching on screen
[CNN's coverage] of smoke on the horizon and
a ship burning. It seems a blur of day and night,"
Mitchell wrote. "I also remember the outpouring
of love from the citizens of Jacksonville."
Guest speakers spoke of the generosity of the
Jacksonville citizens through donations of food,
hotel rooms and car rentals.
"Yellow ribbons started appearing through-
out Mayport, then Jacksonville and the whole
nation," Mitchell wrote. "Grief was constant, but
the real fact was we were all bonded together.
We all know how each person added something
to that ship. Twenty years ago, I told the Stark
families I would keep them in my heart and I do
that daily through prayer.... Shipmates are for-
ever. You cannot divorce a shipmate."
"I wasn't supposed to be there," said Dr. Art
Conklin, the former Damage Control officer
during the incident. "Because of problems with
my relief, I was asked if I could stay on for the
cruise....I learned what was a hero. I watched my
shipmates throw themselves back into danger
over and over again. I have learned the value of
shipmates and value that life can be unexpected.
I try to live every day like it's my last."

HSL-46 participated in
Neptune Warrior, a coalition
course between NATO allies
from April 23 May 3.
The Neptune Warrior course
was designed to help NATO
coalition forces to cooperate
and increase interoperability in
a maritime combat environment.
During the exercise, the HSL-46
squadron trained with their SH-
60B Seahawk helicopter, which
is designed for integrated or
stand alone under-sea warfare
and anti-surface warfare.
"We had our own organic sen-
sors, including RADAR, night
vision goggles and Forward-
Looking Infra-Red (FLIR) that
served as additional force mul-
tipliers," said Lt. Cmdr. Mario
Gonzalez, helicopter element
commander. "Several of those
unique capabilities made her an
outstanding observation asset
for Marines going ashore in the
night amphibious operations."
During Neptune Warrior
the United States was able to
work with France, Germany,
Denmark, the Netherlands and
the United Kingdom.

'American Idol' Contestant

By MC2 Elizabeth

Musician 3rd Class Phil
Stacey returned to duty and
May 15 was his first full day
back since his "deployment" to
"American Idol."
Stacey departed the base
Jan. 22 to audition for the real-
ity show. The Navy musician
made it into the top six finalists
on Fox's American Idol before
being voted off the show May
2.
"It feels good to be back. I've
had a lot of support and love
from Jacksonville, especially
the military community. I want-
ed to represent the Navy and
Jacksonville, but I also want
to be an example for people
who are set on accomplishing
something they dreamed about
doing," Stacey said.
Although he was voted off,
former contestants return for a
finale episode that takes place
after the next American Idol has
been selected.
About his time on "Idol,"
Stacey admitted that he didn't
expect to get as far as he did.
"Even the fact that I got to go
out there was pretty amazing.
I've had a lot of support from
my command," he said.
Stacey said he hopes to go on
the American Idol tour this sum-
mer, but that is still up to the
military and his leaders haven't
made a decision yet.
He said the idea of audition-
ing on American Idol initial-
ly came about after he missed

his friend's wedding because
of a Navy band commitment.
The friend jokingly said that
the only way he would forgive
Stacey was if he tried out for
American Idol.
Stacey said he made life-
long friendships and had some
incredible experiences during
his time on the show.
"I met some amazing people:
Quincy Jones, Bono from U2.
I even got to meet Tom Cruise
at a party, and we talked about
our kids," he said. "However,
my favorite part of being there
was being part of ... 'Idol Gives
Back.'"
The two-night special charity
fund-raiser which aired April 24
and 25 raised almost $70 mil-
lion to fight poverty, he added.
The contestants all lived in
a hotel together for a month
before the show even started.
Once they entered into the top
12, they were moved into apart-
ments. Stacey resided with
Blake Lewis, who is still in the
contest, and Chris Richardson,
who was voted out with Stacey
on May 2.
"I made some really great
friends; the contestants in the
top 12 are all like family to
me," Stacey said.
"I feel blessed for all the sup-
port from the Navy community.
I especially appreciate my ship-
mates standing in for me while
I was gone," he added. "I am
very grateful."

"The ESRA is a critical time
in the life of the ship. The
Sailors have been working
extremely hard and have earned
a day of relaxation away from
the ship," said Lt. Cmdr. Rich
McDaniel, the ship's executive
officer. "This is a great way to
build camaraderie and blow off
a little steam."
Under an overcast and rainy
sky the Suns forged ahead and
scored a 4-1 victory over the
Barons coming from behind
and pulling ahead with two runs
scored on a fudged double-play
attempt. The Suns added one
more to the board on a fielder's

scoring in this close contest.
The outing included a base-
ball clinic with members of
Philippine Sea tossing and
catching with members of the
Jacksonville Suns' roster, and
the Junior Sailor of the Quarter
throwing out the first pitch.
In addition, Sailors feasted on
a spread of Whataburger lun-

Anzio, HSL-46 Visit Rhodes, Greece
By Ensign
Colleen McDonald
USSAnzio Public;,-
Sailors from USS Anzio (CG
68) bid farewell to Rhodes,
Greece, on May 11 after a five-
day port visit.
Capt. Perry Bingham, Anzio's
commanding officer, met with
several Greek dignitaries, to
include loannis Mahairdis, gov-
ernor of Dodecanese; Chatzis
Chatziefthimiou, mayor of
Rhodes; Commandant 95 Higher
Command National Guard
Battalion Maj. Gen. Vasileios
Ntavalis; Bishop Kyrillos, the
archbishop of Rhodes; and Brig.
Gen. Dimitrios Lerogiannis, the
Dodecanese chief of police.
"The citizens of Rhodes were
gracious hosts throughout our
visit. It was an honor to meet
with the leaders of Rhodes," said
Bingham. "My crew enjoyed
every minute of their time expe-
riencing the historical sites,
beaches, and shopping through-
out the island. It was a great port
visit as a culmination of a long
deployment."
The crew took advantage of
the many opportunities to expe-
rience Greek culture. From the
local cuisine to traditional enter-
tainment, the Sailors found the
people of Rhodes to be warm
and welcoming.
"It seemed as though every-
one we met truly wanted to
share a bit of their traditions and
thoughts with us," said Yeoman
1 st Class Jeremy Kellogg.
A favorite spot for Anzio's
Sailors was Old Town. The mar-
kets featured handmade crafts,
antiques, and traditional Greek
souvenirs such as olive oil, pot-
tery, and linens. Inside the mar-
ket were many restaurants serv-
ing a mixture of local meats and
desserts.
The city was founded in 408
B.C., with much of the original
architecture still visible.
"The sights were amazing, par-
ticularly the view from the top of
the Clock Tower, which gave the
best vantage point to look down
over the entire city," said Gas
Turbine System Electrical 3rd
Class Jeffery Wilson.
Sailors traveling further down
the coast of Rhodes stopped to
enjoy the town of Lindos. Lindos
is a beautiful town by the sea,
centered around the Acropolis of
Athena.
"We enjoyed a great din-
ner in Lindos with grape leaf
wraps, rabbit, and a tasty local
wine," recalled Sonar Technician
Surface 2nd Class Dennis
Greene. "It seemed as though
every yard was filled with orange
and lemon trees, a vibrant con-
trast to the white wash buildings
of the town."
Anzio's visit allowed her crew
to enjoy a Mediterranean port
for the first time since departing
Tivat, Montenegro, on Oct. 26
for six months of operations in
the Persian Gulf and Arabian Sea
as part of the Eisenhower Carrier
Strike Group.
The Eisenhower Carrier Strike
Group departed U.S. 5th Fleet
area of operations May 4, mark-
ing the completion of the strike
group's support for Operations
Enduring Freedom, Iraqi
Freedom and maritime security
operations in the region.
USS Dwight D. Eisenhower

the Eisenhower Carrier Strike
Group, which also includes
embarked Carrier Air Wing
(CVW) 7, embarked Destroyer
Squadron 28; Anzio; guided-
missile destroyer USS Ramage

CNI Visits

By MC2 Joseph Olivares
Pubhlic,;-- Center Reserve
Detachment
Reserve Chief of Naval
Information, Rear Adm.
Nathan E. Jones visited the
Public Affairs Center (PACEN)
Southeast at Naval Station
Mayport recently.
After a formal inspection,
Jones briefed the unit on goals
he has for the Navy public
affairs community and what he
wants his units to accomplish
before he retires in May 2008
after 38 years of military ser-
vice.
Jones said he wants to *
increase the number of enlisted
reserve members in units. He
said it is imperative for cur-
rent reserve component Mass
Communication Specialists
(MC) to recruit active-duty
MCs when they are separating
from service. Jones said the
active-duty MC community is
overmanned, but the reserve
component has billets that need
to be filled.
Jones also emphasized the
importance of his reserve units
producing more news material
for Navy publications. Even
though the Mayport unit's num-
ber of pictures and articles pub-
lished has increased from last
year, Jones wants the numbers
to continue to grow. This will
make the unit more visible in
the local community and Navy-
wide.
According to Jones the Navy
Reserve is changing. He said the
mentality at reserve centers in
the past was to have Reservists
sit and train in a room for 16
hours on a drill weekend. Today,
it is more important to see pro-
ductive units working with their
active-duty counterparts on a
more flexible schedule.
"I need, at the end of the fis-
cal year, to see what my 15
enlisted and 2 officers in this
unit do for the Navy," he said.

A New USS Spruance
Navy Names New Destroyers
From the Navy Office of Information
Secretary of the Navy
Donald Winter has announced
the names for the U.S. Navy's
two newest Arleigh Burke-
class guided-missile destroyers
(DDG) to honor two American
heroes famous for their naval
service.
DDG 111 will be named
USS Spruance to honor Adm.
Raymond A. Spruance, whose
calm and decisive leadership in
command of Task Force 16 at
the Battle of Midway contrib-
uted to the pivotal American
victory.
Spruance was born in
Baltimore, on July 3, 1886. He
graduated from the U.S. Naval
Academy in 1906. His career
was extensive, including com-
mand of five destroyers and the
Battleship Mississippi.
In the first months of World
War II in the Pacific, Spruance
commanded a cruiser division.
He led Task Force 16, with
two aircraft carriers, during the
Battle of Midway. Spruance's
disposition of forces and man-
agement of available aircraft
proved to be brilliant. His deci-
sions during that action were
important to its outcome, which
changed the course of the war
with Japan.
After the Battle of Midway,
he became chief of staff to
the commander in chief, U.S.
Pacific Fleet and Pacific Ocean
areas and later was deputy com-
mander in chief. In mid-1943,
he was given command of the
Central Pacific Force, which
became the 5th Fleet in April
1944. While holding that com-
mand in 1943-45, with the
USS Indianapolis (CA-35) as
his usual flagship, Spruance
directed the campaigns that cap-
tured the Gilberts, Marshalls,
Marianas, Iwo Jima and
Okinawa and defeated the
Japanese fleet in the June 1944
Battle of Philippine Sea.
Spruance held command of
the Pacific Fleet in late 1945
and early 1946. He then served
as president of the Naval War
College until retiring from the
Navy in July 1948. In 1952-
55, he was ambassador to the
Philippines. Spruance died in
Pebble Beach, Calif., on Dec.
13, 1969.
Spruance also had a class of
anti-submarine warfare destroy-
ers named in his honor, along
with the Mayport-based USS
Spruance (DD 963). DD-963
was attached to DESRON 24
before it was decommissioned
during a ceremony at Mayport
in March 2005.
DDG 110 will be named the
USS William P. Lawrence to
honor Vice Adm. William P.
Lawrence, who served nearly
six years as a prisoner of war

(POW) in North Vietnam and
later as superintendent of the
Naval Academy.
Lawrence was born January
13, 1930, in Nashville, Tenn. He
graduated from the U.S. Naval
Academy in 1951. At the Naval
Academy, he played three varsi-
ty sports and was president and
brigade commander, in which
capacity he helped establish
the Brigade Honor concept. He
graduated from the Naval Air
Test Center as an honor gradu-
ate and in 1958 was the first
naval aviator to fly twice the
speed of sound.
During the Vietnam War, as
commanding officer of Fighter
Squadron 143, Lawrence earned
the Silver Star for a strike
against a heavily defended tar-
get in North Vietnam. He com-
pleted his mission, but was
captured after his aircraft went
down and he remained a POW
until March 1973. He earned the
Distinguished Service Medal for
his leadership to fellow POWs.
Along with fellow prisoner and
naval aviator, Vice Adm. James
Stockdale, Lawrence became
noted for resistance to his cap-
tors.
"[Lawrence] repeatedly paid
the price for being perceived by
the enemy as a source of their
troubles through his high crime
of leadership. He could not be
intimidated and never gave up
the ship," said Stockdale.
Following promotion to rear
admiral in 1974, he served as
commander, Light Attack Wing,
U.S. Pacific Fleet; director
Aviation Programs Division on
the staff of the chief of Naval
Operations; assistant deputy
chief of Naval Operations (Air
Warfare). In August 1978, he
became superintendent of the
Naval Academy and subse-
quently served as commander
3rd Fleet and chief of naval per-
sonnel, retiring in 1986.

"It is a culminating point of
a plebe's year," said Lt. Kurt
Parsons, 9th Company officer
and Sea Trials officer represen-
tative. "It brings them togeth-
er in a trying situation, builds
teamwork and camaraderie, and
instills pride in themselves and
the institution."
Under the supervision of
upperclassmen, senior enlisted
leaders and company officers,
the midshipmen navigated chal-
lenging obstacle courses, con-
fronted realistic damage control
scenarios, and motivated each
other through long-distance
runs. Squads of midshipmen
also tackled riverine training,
zodiac boat drills, and endur-
ance courses.
More than 1,000 plebes par-
ticipated in the capstone event,
modeled after the Navy's
"Battle Stations" and Marine
Corps' "Crucible."
Sea Trials was the 1998 brain-
child of former Naval Academy
Superintendent Adm. Charles

Junior enlisted Sailors will
soon see a tremendous change
in their living arrangements.
As soon as Aug. 1, the chief
of Naval Operations directive,
"Sailor Ashore Program," will
move Sailors from ships and
military barracks into privatized
apartment-like housing.
This initiative, titled the
Military Unaccompanied
Housing Privatization, will
affect pay grades E-1 through
E-3 and E-4 with less than four
years of service.
In June 2006, the Navy
selected Homeport Hampton
Roads LLC to partner with the
Navy to design, finance, own,
provide day-to-day manage-
ment and construct two-bed-
room apartments which will
improve the quality of life for
single Sailors in the vicinity
of Naval Station Norfolk and
Naval Support Activity Norfolk.
THE MIRROR, NS MAYPORT, Thursday, May 24, 2007 13
N avy News
rective Will Privatize Norfolk Barracks
Hampton Roads Sailors and the
Navy will both have a chance to
save money in the deal.
"Economically, every-
one will be better off," Steve
Crawford, a representative
of Hunt/American Campus
Communities, the parent com-
pany of Homeport Hampton
Roads LLC said. "The Navy
will save on the maintenance
costs and the Sailors will have
free luxuries while living in the
barracks."
Homeport Hampton Roads
LLC will take the helm of
seven existing barracks at Naval
Station Norfolk and Naval
Support Activity Norfolk and
break ground on new construc-
tion sites in the Hampton Roads
area. The new construction site
closest to Naval Station Norfolk
is Camp Allen. This site is
called the "mother ship" by the
representatives of Homeport
Hampton Roads, as it will gen-
erate an additional 1,867 beds
for Sailors to live in while serv-
ing the fleet in Norfolk.
The Sailors will be able to
save money because they will
no longer have to subscribe to
cable television or Internet ser-
vices, as these will be included
in the living spaces. The Navy
will save up to 34 percent per
Sailor by housing them in the
barracks run by Homeport
Hampton Roads LLC.
Other improvements include
enhancing existing buildings
and other new construction
locations at Camp Elmore and
Newport News. These proj-
ects combined will add another
2,367 beds for the fleet, bring-
ing the total to 3,680 beds for
the junior Sailors of Hampton
Roads. Some of the new con-
struction sites will feature park-
ing garages to accommodate the
number of tenants and the new
buildings will comply with anti-
terrorism force protection stan-
dards.
During a series of town-hall
style meetings, Sailors were
introduced to the team from
Homeport Hampton Roads
LLC, and the transition process
was discussed. The amenities
and procedures to obtain the
new facilities were discussed
with the audience and they were
allowed to ask questions about
the transition process.
"This is a different way of
approaching the berthing issues
in the area," Aviation Structural
Mechanic Airman Raymond
Clough said after one of the
meetings. "It's so new and inno-
vative and I want to see how
it works out with the existing
barracks."
Interested Sailors will sign a
lease to live in the new housing.
The standard lease agreement
has been reviewed by the Navy
Legal Services Office and will
be offered in six-month dura-
tions. The lease agreement will
also include the standard "Navy
clause" which allows termina-
tion of the lease when a Sailor
is deployed.
Roommate matching scenar-
ios will be offered to residents.
This will afford Sailors to be
close to their friends while not
deployed. In keeping with Navy
policy, gender cohabitation will
not be permitted at the barracks.
Tom Weber, the director of
operations for the Homeport
Hampton Roads, LLC program
is eager to hear the needs of
the prospective occupants. He
hopes to make as many people
happy with the transition while
offering the comforts of home
to the junior Sailors.
Homeport Hampton Roads
LLC will conduct several par-
ties to ramp up to the transition
date. These parties will include
lease signing and more town-
hall style meetings so they can
better understand the needs of
their new clients.
Those living in the existing
buildings will have the first
choice to be a part of the new
accommodations.
The new landlords hope to
instill a sense of commu-
nity with the new partnership.
They will work in conjunction
with the Morale, Welfare and
Recreation offices to inform
the tenants of the Single Sailor
programs that are available.
Welcome aboard activities and
social networking are a high
priority to the company.
Facilities Manager Ben
Banks, a former Navy chief,
says that this is a very exciting
move for the Navy. He said that
it is a step in the right direc-
tion to accommodate the newest
Sailors in the area.
"If I would have had this
opportunity when I was in those
pay grades, I would have stayed
in longer than I did," Banks
said.
Masso Takes Over As Head Of Personnel Command
By MCC Teresa J. Frith
Navy Personnel Command Public
Rear Adm. Edward Masso
relieved Rear Adm. David A.
Gove as commander of Navy
Personnel Command (NPC) and
deputy chief of Naval Personnel
(CNP) in a change of command
ceremony May 17.
Chief of Naval Personnel
Vice Adm. John C. Harvey
Jr., Deputy Chief of Naval
Operations (Manpower,
Personnel, Training &
Education) was principal speak-
er at the ceremony.
Gove leaves NPC after nearly
two years of service. Under his
authority, the command faced
challenges ranging from correct-
ly prioritizing limited resources
in completing the mission, tech-
nical upgrades, and personnel
manning issues relating to the
Navy's contribution to the glob-
al war on terrorism.
"I believe our team here at
NPC did an excellent job in mis-
sion accomplishment to create
21st century leaders. Together,
we have refined and stabilized
our organization, implement-
ed a world-class strategy to
enable our enterprise to deliver

Following a plot straight
out of a Hollywood movie, Lt.
Cmdr. Brian Danielson escorted
his father's remains home to
Minnesota on May 17, nearly
37 years after his death in com-
bat during the Vietnam War.
Danielson and his mother
flew with the remains of Air
Force Maj. Benjamin Franklin
Danielson from Hawaii to
Minnesota in preparation for a
final burial in Kenyon, Minn.,
on June 15.
Danielson was an 18-month-
old in Kenyon when his father
was shot down over Laos on
Dec. 5, 1965. The elder
Danielson had been flying a F-4
Phantom when he and weap-
ons officer Lt. Woody Bergeron
ejected from their damaged
aircraft, under enemy fire,
and parachuted into the jungle
below. Heavy ground fire pre-
vented the downed fliers from
being immediately rescued; and,
ultimately, more than 500 search
and rescue (SAR) sorties were
flown in an effort to retrieve the
aviators in what amounted to the
largest SAR mission of the war.
Bergeron was rescued after 51
hours in the jungle, but the elder
Danielson never made it home.
The Air Force officially listed
him as missing in action (MIA)
until 1976, when his status was
changed to killed in action with
no body recovered.
In 1991, a U.S. service pistol
exhibited in a Vietnamese muse-
um was discovered to have been
issued to the elder Danielson,
and in 2003 a piece of bone
and Danielson's dog tags were
brought to U.S. authorities in
Vietnam.
In the summer of 2006, the
Joint POW/MIA Accounting
Command (JPAC) led an expe-
dition to Laos in an effort to find
more of the elder Danielson's
remains, and the younger
Danielson joined the effort
while on leave from Electronic
Attack Squadron (VAQ) 209. By
the right Sailor for today and
in the future, contributed to the
development of a supply chain
approach to delivering Sailors
to the fleet, refined our detailing
solution for our Navy individual
augmentation (IA) contribu-
tion to the war on terror[ism],
and tightened and continued to
enhance our management of
joint assignments and educa-
tion," Gove said.
"All this has been going on
while we continue to execute
our mission to provide Sailors
with the right training, at the
right time, in the right place for
the right cost, while also creat-
ing an environment for them
to grow and develop and be as
successful as they can be both
professionally and personally.
We have endeavored to deliver
the best possible fit meaning
trained and ready Sailors to the
fleet," he continued.
Other highlights included
ensuring all critical billets were
properly manned with the best-
qualified Sailors during a criti-
cal organizational merger and
an overall realignment of the
Manpower, Personnel, Training
and Education (MPT&E) priori-
ties.
"Our demand signal is con-
stantly changing," said Gove.
"These signals are driven by
our need to respond to diverse,
networked and dynamic adver-
saries, as well as fiscal realities
facing each of the armed ser-
vices. We must develop a force
that is capable of operating in
the 'grey areas' of traditional,
irregular, catastrophic and dis-
ruptive warfare."
Gove also assumed a key
leadership role in support-
ing continuous and significant
improvements in Navy's indi-
vidual augmentation processes
for those being assigned to the
global war on terrorism during
his tour.
"Many of our Sailors from
NPC have served on an IA,
including 160 during my watch
here in Millington," said Gove.
"Overall for our Navy, we've
issued more than 13,000 sets of
IA orders since this global war
on terrorism began; more than
9,000 since I reported aboard in
September 2005."
Navy Personnel Command,
based at Naval Support Activity
(NSA) Mid-South in Millington,
employs about 2,000 people
and helps manage and execute Navy's total economic impact in ed to the men and women of
human resources for the Navy. the area totaling more than $300 Navy Command Center 106
There are more than 5,000 peo-
ple total at NSA Mid-South -
2,059 active duty, 1,762 reserv-
ists, 1,611 government service
and contractors civilians as
well as about 58,000 visitors
per year to NSA Mid-South.
More than 40,000 military retir-
ees and their families make
their homes in the area, with the
million a year.
Masso is a 1977 graduate of
the University of Mississippi,
where he received his commis-
sion through the Navy Reserve
Officer Training Corps pro-
gram. The admiral has various
personal decorations, but is
most proud of the Meritorious
Unit Commendation award-
for actions during and follow-
ing the September 2001 terror-
ist attacks on the Pentagon and
World Trade Center.
Gove's follow-on assignment
will be as the oceanographer
and navigator of the Navy on
the chief of Naval Operation's
staff in Washington.
journeying to Laos, Danielson
became the first active-duty ser-
vice member to participate in an
expedition for an MIA father.
"Everything lined up per-
fectly," Danielson said. "My
squadron had a brief break in
our training, and my Skipper
approved my request. I was very
excited to join the effort and the
work JPAC does."
Although the expedition did
not find any additional remains,
DNA testing conducted by
JPAC's Central Identification
Laboratory concluded that the
bone fragment came from his
father, allowing the younger
Danielson and his mother to
plan a final burial and memo-
rial service at a family plot in
Kenyon.
"As soon as I got back from
Laos," he said "I jumped back
into training with VAQ-209,
and even got to fly an exchange
flight with a German squadron
that flew the same type of F-
4's that my father flew. A very
short time after walking the
jungle trails in Laos where my
father was killed, I was with my
squadron in Iraq. It's been a
wild year."
Danielson, his mother, and
his father's remains welcomed
at the airport by honor guards
from the Kenyon VFW and
American Legion, the Northland
Vietnam Veteran's Association,
and the Everett McClay VFW
Post 1296.
"It's been great to have a
proper welcome home for my
dad," Danielson said. "This
experience, looking for my
father's remains, at one point
seemed hopeless but it ended up
being a very positive thing. We
should all be reminded of what
it means to sacrifice for our
country, and what our country
will sacrifice for you. No matter
how long it takes, no matter the
circumstances, if you sacrifice
for our country, we will bring
you home."
