(NCPDLP) education fair

Renovation On At
Kavanaugh Park
The Kavanaugh Park
picnic area will be under
construction from April
23-July 23. Additionally,
the softball and volleyball
field areas will be unavail-
able. Commands will have
access to picnic pavilions,
but will not be able to utilize
the entrance that is normal
used for parking and unload-
ing supplies. Parking will be
available at the JEA extin-
guisher building (the old
Incinerator Building) and
at the fire station. For more

Mayport Housing's Public
Private Venture (PPV) is mov-
ing forward. The second PPV
Town Hall Meeting was held
at Ocean Breeze Conference
Center April 10. This meeting
focused on the contractor, GMH
Military Housing, and its plans
for Mayport's housing.
The GMH contract takes
effect Oct. 1 after which all
items concerning housing
except referrals will go through
the contractor. The Housing
Office will handle referrals and
maintain waiting lists.
The PPV project goal is to
provide service and family
members with quality housing
by building new homes and ren-
ovating existing ones. GMH
Military Housing is looking to
improve the quality and appear-
ance of residential communi-
ties, enhance the lifestyle of
residents and provide effective,
efficient operating and main-
tenance programs for the resi-
dents at Mayport.
The Ribault Bay Housing
Area will be completely
replaced with new construc-
tion. Bennett Shores West will
be renovated by changing the
look of the homes, adding stor-
age space and decreasing the
density of the units. Bennett
Shores East will also have all

In March, Commander,
Helicopter Maritime Strike
Wing, U.S. Atlantic Fleet, Capt.
Mike Martin, presented the
2006 Battle "E" Award to the
Proud Warriors of HSL-42.
The Proud Warriors executed
more than 2,500 sorties equat-
ing to 6,700 class "A" mis-
hap free flight hours, all while
supporting five detachments
underway in various missions
around the globe. The award is
bestowed to the squadron that
demonstrates the highest profi-
ciency in combat readiness and
tactical aircraft employment.
"We don't try to win awards,
we just try to do the best that
we can do on a daily basis, and
if we win awards, then it is
because of the outstanding offi-
cers and Sailors here at HSL-
42," said Cmdr. Rick Skiff,
HSL-42 commanding officer.
This is the seventh Battle "E"
Award for the Proud Warriors in
their illustrious 20-year history.

The major change that resi-
dents will face on Oct. 1 is the
receiving and paying of Basic
Allowance for Housing (BAH).
Residents will pay rent equal
to their BAH for the GMH
Military Housing. The rent


includes rent, all utilities except
for phone, cable and internet
as well as $20,000 of renter's
insurance. Rent can be paid by
Direct Deposit or can be paid
directly to the GMH Community
Management Office. If a resi-
dent chooses to use Direct Pay,


he or she would be required to
pay a security deposit equal to
one month's rent.
As with renting in the civil-
ian world, residents will have
to sign a lease to live in GMH
Military Housing. Details for
the lease are being finalized, as


the Navy will approve the lease.
Current housing residents will
be asked to sign leases starting
in August. The lease includes
policies and procedures cover-
ing residency such as rules and
a resident guide. The lease term
is not finalized, but GMH has
proposed a one-year lease that
converts to a month to month
lease thereafter. Residents will
have to give a 30-day notice
when moving out of GMH
Military Housing. If a cur-
rent housing resident is plan-
ning to buy a house within the
next year, let GMH know when
signing the lease, so it can be
annotated. GMH will make
every effort to work with those
already living in housing.
One of the main concerns that
future residents had was the pay-
ing of utilities. Rent includes
utilities and will not be individu-
ally metered right away. As new
construction and renovations
occur, the units will be affixed
with utility meters. Until all the
units in an area (Ribault Bay,
Marsh Cove or Bennett Shores)
have this ability, none of the units
will be affected. Once the units
can be individually metered,
GMH will collect a year's worth
of data to come up with the aver-
age for that size of unit. After
that year, a family will be expect-

Its Namesake


During Port Visit

A seemingly routine port visit
to Buzzards Bay, Massachusetts
during the week of April 2 gave
the Sailors of USS DeWert
(FFG 45) a rare opportunity to
experience some of its ship's
history.
Several DeWert officers and
Sailors conducted an intimate
wreath-laying ceremony in
honor of Richard D. De Wert,
the ship's namesake, at the
National Cemetery in nearby
Bourne, Mass. During the,
April 4 ceremony, Dewert
Commanding Officer, Cmdr.
Bill Campbell recounted De
Wert's selfless and heroic acts
during the Korean War, fol-
lowed by the laying of a wreath
at his grave.
Seven DeWert Sailors
expressed their patriotism by
serving as rifleman for a 21-


gun salute and one of the ship's
Chief Petty Officers played taps
on his trumpet.
The Sailors who participated
in the ceremony said that they
relished the opportunity to
honor their ship's heroic name-
sake.
"My respect for Richard De
Wert and the ship grew after
serving as a rifleman for the
[wreath-laying] ceremony, and
Campbell shared some great
information about Mr. De Wert
that I didn't know until now,"
said Seaman Recruit Matthew
Wilson.
Throughout their week-long
visit, Sailors conducted tours for
the Buzzards Bay community
and took trips to nearby Boston
as well as the wreath-laying cer-
emony in honor of their ship's

First I would like to welcome
our new base Executive Officer,
Capt. Aaron Bowman. He is
making his way throughout the
base meeting the Mayport team,
and has properly relieved Cmdr.
John Lobb who will be start-
ing a new chapter in the civilian
sector. He will be missed, and
has served us with honor and
pride.
The Navy-Marine Corps
Relief Fund Drive has come to
a close and more than $275,000
was donated for this very wor-
thy cause. Thank you to all the

volunteers and to every one of
you that gave some of your hard
earned money.
A Public Private Venture
(PPV) town meeting was held
Tuesday, April 10, and these
meetings cover the upcoming
changes to Mayport housing.
It is extremely beneficial to
those of you living in housing
to attend these meetings. They
will explain the rules and reg-
ulations of PPV housing, and
answer your questions regard-
ing the changes.
The time is quickly approach-


ing for our annual Hurricane
Exercise on April 23. Be ready
and prepared to participate and
start thinking hurricane pre-
paredness now and where you
will go if you need to evacuate.
PRT is right around the cor-
ner. Good luck to everyone, and
do your best! After it's over,
keep working out regularly and
stay hydrated. It's better to be
ready all year than wear your-
self out every six months.
Once again we are having a
rash of burglaries to automo-
biles in off-base housing. I


cannot emphasize enough how
important it is to keep your
vehicles locked and do not leave
valuables in them. Most of the
vehicles that were robbed left
the doors unlocked. On another
security topic, please have your
I.D. card at the ready when you
approach the gate for base entry.
This will drastically improve
the traffic flow and cut down
the wait time getting to work.
A special "thanks" goes
out to the CPO's of Southeast
Regional Maintenance Center
that rallied together and built


the dug-outs at our ball fields.
Your pride in our base is out-
standing, and we all appreciate
your efforts.
Please continue keeping the
base looking sharp and take that
extra minute and pick up stray
trash that you see when you
make your way around base.
We are lucky to work at the best
base in the Navy, so let's work
together in keeping it looking
great. Keep up the great work

Greetings Shipmates! Much
has been going around the Fleet
the past few months about
the Navy's deployability and
employability changes. As my
good friend Fleet Master Chief
West said in his recent message
to all of you, "We are a nation at
war, and you and your families'
contributions and sacrifices are
valued by the leadership of the
American public."
The tempo of today's Navy
calls for more flexible schedules
and different types of deploy-
ments, not common in the days
when I first joined back in 1977.
Today's tempo not only calls for
us as Sailors to always be ready
to deploy, but also our families
need to be ready. More impor-
tantly, Individual Augmentee
(IA) and surge deployments can
come on short notice, so it is
important, now more than ever,


to keep our affairs squared away
at all times.
One aspect I cannot stress
enough is to always have an
updated Page 2, otherwise
known as a Sailor's Record of
Emergency Data. This piece of
paper maintained in your service
record is more important than
any other for your entire family
in the event something should
happen to you. Everyone in
the Fleet has heard a variation
of many a Page-2 horror story,
such as an ex-spouse getting a
deceased Sailor's benefits while
the current spouse and children
get nothing, because the Sailor
did not update his or her Page
2 upon divorce and remarriage.
Updating your Page 2 upon
marriage, divorce, re-marriage,
birth of a child, etc., will help
you avoid spending countless
hours at your local Personnel
Support Detachment or person-
nel office rushing to get things
done prior to a deployment.
This time is better spent with


your family.
While getting our families
ready on the home front as we
prepare to deploy may seem to
be an overwhelming task, prep-
arations will go a lot smoother
if you and your family members
take advantage of the resourc-
es available to today's military
families.
First rule of thumb is to start
close to home. Your com-
mand ombudsmen, volunteers
appointed by your command-
ing officer, are trained to help
you with questions or situations
you or your family may have. If
the ombudsmen do not have the
answer, they know how to find
someone who does. Sailors,
make sure your family members
know who your ombudsmen
are and how to contact them.
Also don't forget about your
Command Family Readiness
Group; your ombudsmen can
put you in contact with this
group. FRGs organize activi-
ties for spouses and children


during deployments as well as
provide support. Through such
activities, these groups open the
door for families to get to know
other families in the same situ-
ation and to become a support
system.
Shipmates, another way you
can ensure your family is taken
care of is to pay a visit to your
legal office. If you have an
updated will and valid pow-
ers of attorney, this, too, will
make pre-deployment prepara-
tions that much easier. Also,
when you remember your legal
office, don't forget your nearest
chaplain. Chaplains are trained
counselors who can be there
with you and your family dur-
ing deployments by providing
emotional and spiritual support
as well as education for you and
your family.
Most of you are familiar with
the Fleet and Family Support
Center (FFSC). However,
Sailors sometimes don't realize
how helpful today's FFSCs can


be. Every center has profes-
sional educators and counselors
on staff provide information and
referral, education and training
as well as counseling. They
provide services for deployment
preparedness for the Sailor and
family members and assistance
with PCS moves, marital coun-
seling, stress and anger man-
agement, financial planning and
more. For more information,
check out www.nffsp.org.
Some other resources you may
not be familiar with are Web
sites specifically designed to
assist Sailors and families. One
such site, Military One Source,
www.militaryonesource.com, is
sponsored by the Department
of Defense and offers help with
such items as income taxes and
money matters, college infor-
mation for Sailors and fam-
ily members, civilian transition
assistance and elderly care.
The Expeditionary Combat
Readiness Center (ECRC),
www.ecrc.navy.mil, specifically


designed for "warfighters" and
their families, provides numer-
ous handbooks and guidelines
for Sailors on IA assignments
and their family members.
Last, but certainly not least,
are organizations that can assist
your loved ones in the event of
a crisis or emergency. Before
you deploy, please ensure your
family members know how to
contact the American Red Cross
and the Navy/Marine Corps
Relief Society. The ARC sends
messages for family members
who are experiencing some
type of emergency, while the
Navy/Marine Corps Relief
Society provides interest-free
loans to those needing assis-
tance with disaster relief, child-
care expenses, pay problems or
delays, funeral expenses, trans-
portation or family emergencies.

the CREDO Personal Growth
Retreat is to help people find
out who they are apart from
what they do, who they are
with, or what they have. Think
about it. That is not an easy
thing to do. Most of us when
we introduce ourselves to others
begin with one of these three
reference points. We instinc-
tively see ourselves as what we
do, the people we call family or
friends, or what new toy occu-
pies our life. Rarely, in fact, do
we begin by telling people how
we feel. That is because most
of us expend a great deal of
time and energy running away
from our feelings. Yet feelings
are a critical starting point in

Loyalty Day originally began
as "Americanization Day" in
1921 as a counter to the com-
munists May 1 celebration to
the Russian Revolution.
On May 1, 1930, 10,000
Americans staged a rally at New
York's Union Square to promote
patriotism. Through a resolution
adopted in 1949, May 1 evolved
into Loyalty Day. Observances
began in 1950 on April 28 and
climaxed May 1 when more
then five million people across
the nation held rallies. In New
York City, more than 100,000
people rallied for America. In
1958, Congress enacted Public
Law 529 proclaiming Loyalty
.Day a permanent fixture on the
'nation's calendar.

we feel now has been condi-
tioned by lessons we learned in
the past. Our habitual feelings

what we needed. If we learned
the lesson well, we do indeed
feel guilt every time we claim
a right. Perhaps we learned that
we're supposed to feel suspi-
cious and nervous if too many
good things happen-and so
we do. It may be that we were
raised to believe that anger is
bad and that it is always wrong

SERMC Personnel Complete Green Belt Training

The Southeast Regional
Maintenance Center (SERMC)
has put a great deal of emphasis
on process improvement dur-
ing the past year. The primary
process improvement tools have
been Lean, Six Sigma (LSS)
and Theory of Constraints. To
support the effort, SERMC
has trained three of its staff in

improvement at different levels
and intensity.
SERMC recently complet-
ed its second LSS Green Belt
Training at the Ocean Breeze
Conference Center during
a five-day period. The lead
instructor was Ron Knight from
the NAVSEA LSS College
located in Norfolk, Va., and
was assisted by SERMC's Lean


Champion, Jim Holland and fel-
low trained Black Belts Cmdr.
Mike Hall and Dan Powell.
The training covered several
methodologies including Lean
Thinking, Six Sigma and Theory
of Constraints. Lean Thinking
focuses on the reduction of
waste in order to improve qual-
ity and reduce production time
and cost. Six Sigma deals with
reducing process variation.
Theory of Constraints focuses
on the removal of system con-
straints, or bottlenecks, to maxi-
mize overall performance of a
process.
"SERMC personnel use the
tools they learn in the Lean
Champion, Green Belt and
Black Belt training to analyze
a process to keep what is of
value, remove as much non-
value added as we can and
make it quicker, more efficient
and save money," said Holland.
"Everything SERMC does is
about giving the ships a fighting
chance. Our ultimate goal is to

With the recent implementa-
tion of Lean Six Sigma (LSS),
it is important to understand
the various titles. LSS borrows
a martial arts nomenclature
to highlight the power that it
brings to the fight to improve
processes. This process
improvement will help CNRSE
to improve warfighter readiness
at a critical time in the Global
War on Terrorism.
Some important titles are:
Champions, Master Black Belts,
Black Belts, Green Belts and
Yellow Belts. These person-
nel work together to implement
LSS processes across Navy
Region Southeast.
Champions (or Project
Sponsors) are senior leaders,
usually Commanding Officers
and Program Directors who
"own" the areas relevant to the
LSS projects. They support the
Belts by sponsoring the project
and implementing the solutions
that are developed through the
DMAIIC process. They regu-
larly assess and communicate
progress, identify specific sav-
ings gained from LSS applica-

"Tour de Parks" bike ride event.

public parks in Atlantic Beach.

Training class will be held Sept.
17-21.

it is expected that a few will
emerge after Commander,
Navy Installations Command
(CNIC) trains several Black
Belts. These Master Black
Belts, assigned to CNIC, will
work with Black Belts across
the entire command.
Black Belts also devote 100
percent of time to LSS activ-
ities. They lead LSS project
teams, and they train and men-
tor Green Belts. Black Belts
have completed in-depth train-
ing in LSS methods and tools.
Generally they possess the fol-
lowing competencies: team
facilitating; problem solving;
process orientation/systems
thinking; change facilitation;
communications skills; com-
puter knowledge; program
and project management; and
financial analysis. CNIC is cur-
rently recruiting its initial group
of Black Belts. The selected
employees will undergo three
weeks of intensive training (in
addition to their Green Belt
training) and will have to dem-
onstrate their skills prior to
being designated as Black Belts.

Belts, members of the team who
devote five percent -15percent
of their time to their assigned
LSS project.

you understand how there are
more to some processes than

It's important to remember
that everyone on the CNRSE


team is a LSS practitioner. "We
are shining a light on our pro-
cesses," said Green Belt Richard
Home, a CNRSE Management
Analyst. "This is all based on
the needs of our Fleet, Fighter
and Family throughout Region
Southeast."
CNRSE projects include
revamping indoctrination
classes to cut down the time to
train, improving money man-


agement education for junior
personnel, and standardizing the
Ombudsman program through-
out the region.
"Personally, I feel important
to get on board with LSS and
help improve the Region and
the Navy," said Speight.

In August 2006, the Visual
Information Support Center
Jacksonville otherwise known
as the photo lab, disestablished
and became Fleet Public Affairs
Center Southeast (FLTPACEN
SE) which is now located at NS
Mayport. The transition was
initiated after the implementa-
tion of the mass communication
specialist (MC) rating.
As an element of the Navy's
total force strategy, Chief of
Naval Operations Adm. Mike
Mullen approved the merger of
the illustrator draftsman, jour-
nalist, lithographer and pho-
tographer's mate (PH) ratings
as a way of capitalizing on the
diverse talents found in the four
fields and applying them toward
a unified mission.
As a result of this vision, the
formerly known photo lab was
ordered to disestablish and then
regroup at the new location
aboard NS Mayport under the
name of FLTPACEN SE.
"Our primary mission is to
tell the Navy's story," stated

that we offer is completely dif-
ferent from when we were the
photo lab."
Gone are the days when you
could request a PH to shoot
photos of a command event, re-
enlistments or even command
photo roster boards.
"We are fully aware that the
changes that have been made
affect our customers, but these
adjustments are part of a big
plan that will provide timely
and newsworthy information
to media outlets worldwide,"
remarked Von Seggern. "When
a customer asks us for a service
that we no longer provide, it's
hard to turn them away. We
know that people are used to
what we previously supported
and it feels like we are letting
them down. However, that is
not the case. With the combina-
tion of talents from all four of
the legacy rates, we are essen-
tially a news team now. Photo
services and public affairs are
related but they are also two dif-

The major responsibilities
that the team of 11 MCs take
on in their daily role to keep
shipmates informed, include
writing news articles for pub-
lication, photographing events
for publication or historic docu-
mentation and operating a vari-
ety of state-of-the-art still and
video cameras. Most impor-
tantly, FLTPACEN SE Leading
Petty Officer MC1(SW/AW)
Toiette Jackson has implement-
ed a continuous, cross-train-
ing plan that will provide the
FLTPACEN SE news team with
the new skills in the MC rating
that will guarantee their suc-
cess.
"When a rating merge occurs,
it usually consists of two rates.
For us, we are having to learn
the specialties of four different


rates. It seems overwhelming
at times but the way we han-
dle that is to train, train and do
more training," said Jackson.
FLTPACEN SE has limited
studio availability for com-
manding officers, executive
officers and command master
chiefs only. Special programs
applicants including Army and
Marine Corps advancement
photos are also taken there and
at the detachment located at
NAS Jacksonville.
"Things are different for us
and our customers now. With
time, we will all fit into this
mold that was created for us.
We get to interact with people
from every walk of life and we
get a front row ticket to every
function that takes place. At the
same time, we provide our ship-
mates and their families with
the most current information
keeping them abreast of situ-
ations, the knowledge of their
families welfare and of topics


that may affect them and their
loved ones. It's important to
us and it's something that we
take very seriously," com-
mented MC2(AW) Regina
Brown who is assigned to
FLTPACEN SE but has recent-
ly volunteered to serve on an
Individual Augmentee (IA) tour
to Combined Joint Task Force-
Horn of Africa, Djbouti.
"My husband is also an MC
and he also volunteered for IA
duty. He is going to Iraq and
we will both be departing this
summer. We are excited to go
abroad and provide media rep-
resentation, news and support
for our troops overseas," she
continued.

MWR can recycle: paper

Recycling Center) and build-
ing 412 (the Scrap Metal Yard
and Vehicle Scale). For DITY

Liberty Call


The Liberty Program, also
known as the Single Sailor pro-
gram, is geared towards enlisted
bachelor and geo-bachelor per-
sonnel, E-1 through E-6. Special
events, workshops, tournaments,
inexpensive trips and more are
scheduled ON & OFF base each
month, offering a wide variety
of exciting programs and activ-
ities. The Liberty Program is
based out of Planet Mayport,
located in Bldg. 46 near Bravo
Pier. Planet Mayport is an alco-
hol and smoke-free environ-
ment and is open seven days a
week, 365 days a year, week-
days from 11 a.m.-11 p.m. and
weekends from 10 a.m.-ll p.m.
This contemporary facility fea-
tures a movie theater, a free
Internet computer room, wi-fi
throughout, laundromat, ATM,
pool tables, video game sta-
tions, arcade games, ping-pong

cooperation with Depree Rum
Cakes, USO Jacksonville is
offering rum cakes to sponsor
several for the moms whose
spouses and children are pro-
tecting our freedom by serving
in Iraq, Afghanistan and around
the world. Each rum cake is
available for a $15 donation.
The cakes will be distributed
during the week of May 7 from
the Mayport Road and NAS Jax
USO locations. If you buy for
yourself or choose to deliver a
cake to a mom pick-up starts at
9 a.m. on May 7.

USS Roosevelt Welcomes Aboard SNMG 2

USS Roosevelt entered its
first port visit in Naples, Italy as
a U.S. Navy warship, but left as
a NATO warship.
In Naples Roosevelt offi-
cially began its deployment as
a NATO flagship for Standing
NATO Maritime Group Two
(SNMG) commanded by Rear
Adm. Michael Groothousen.
The time spent transiting
across the Atlantic Ocean was
utilized by the entire crew of
Roosevelt preparing for the
arrival of the staff.
Groothousen and his staff
debarked their former flagship,
USS Monterey, and embarked
onto Roosevelt, which will
serve as the SNMG flagship
through July.
Roosevelt's Commanding
Officer, Cmdr. John Carter,
said he was honored to have
Groothousen aboard his ship
and anxiously awaited the
opportunity to serve under the


NATO flag.
The SNMG task group is
comprised of other warships
from foreign navies, which
will accompany and assist the
Roosevelt during its deploy-
ment.
These ships are: HMS
Montrose (United Kingdom),
SPS Navarra (Spain), TCG
Gokceada (Turkey), ITS
Maestrale (Italy), and HS Elli
(Greece).
While in port in Naples these
ships showed exceptional hos-
pitality towards the crew of
Roosevelt by inviting crew
members aboard to experience
their navy life.
Over the next few months
Roosevelt will participate
in numerous exercises and
evolutions throughout the
Mediterranean, and will visit
many ports as the group strives
to spread the goodwill of
NATO.

made souvenirs.
Although the sailors found
themselves enjoying the tropi-
cal island of Martinique through
tours and relaxation, the sailors
of the "Sammy B" also used
this port as a means of devel-
oping teamwork with the crew
of the Latorre. Fourteen sailors
from the Latorre and seven from
the Roberts joined together to
form a soccer team and play the
French Navy team stationed in
Martinique.
Sporting events are also
important ways to accomplish
the mission of Partnership of


Americas by building friend-
ships and teamwork.
"Competing with the guys
from the Latorre really gave us
a chance to build camaraderie
with sailors from our partner
Navy. Coming together on the
soccer field, in a strange way,
helps us understand one anoth-
er and better work together as
naval allies," said Ensign Chris
Myers, USS Samuel B. Roberts'
navigator.
Unfortunately for the Roberts-
Latorre team, the French sail-
ors held the edge on the soccer
game and defeated the team 6-
4.
Upon the arrival of United
Kingdom's ship HMS Ocean,
an amphibious helicopter car-
rier, they hosted international
socializing and relationship
building by inviting officers
from the Latorre, Roberts and
the French Navy aboard their
ship for a reception.
After departing Martinique
Samuel B. Roberts and Latorre
will be heading south to ren-
dezvous with other ships of the
task group that include USS
Pearl Harbor (LSD 52) and USS
Mitscher (DDG 51). The task
group is led by Commodore
Randy Snyder, Commander,
Destroyer Squadron 40.


Mayport Ships Participate In NATO Exercise Noble Manta

ticipating in a National Atlantic
Treaty Organization (NATO)-
led exercise Noble Manta from
April 12-22.
The largest joint anti-subma-
rine warfare exercise held annu-


ally in the Mediterranean Sea,
Noble Manta 2007 involves 10
NATO countries which provide
maritime patrol aircraft, sur-
face and subsurface assets. The
exercise is in direct support of a
Naval Forces Europe/6th Fleet
strategic priority of improving
maritime security.
"This exercise is impor-
tant because it allows the U.S.
and allied partner nations to
improve regional maritime


security and safety," said Rear
Adm. Jeff Fowler, Commander
Submarines, Allied Naval
Forces South. "It allows us a
unique opportunity to share
information to enhance regional
maritime awareness and pro-
vides a realistic environment to
work together in our ultimate
goal to disrupt and deter terror-
ists and maritime criminals."
Noble Manta 07 is also
designed to provide individual

for participating units, sharp-
ening anti-submarine warfare
skills and providing an opportu-
nity to practice tactics currently
being used in real world opera-
tions for the global war on ter-
rorism such as Operation Active
Endeavor.
In addition to submarine
assets, USS Roosevelt (DDG
80), flagship of Standing NATO
Maritime Group 2, a French


Frigate and an Italian Patrol
Boat will also participate in the
exercise. An Italian anti-sub-
marine warfare helicopter from
Fonatnarossa will work with
VP-5 to provide aviation sup-
port.
The exercise will be con-
trolled from the multinational
headquarters of Commander,
Submarines Allied Naval
Forces and Allied Maritime
Component Command Naples.


Countries participating in this
year's exercise are Canada,
France, Germany, Greece, Italy,
Netherlands, Spain, Turkey, the
United Kingdom and the United
States.

Effective April 14, Sailors
using the Perform to Serve
(PTS) Web site will be required
to log in using a Command
Access Card (CAC) containing
their Public Key Infrastructure
(PKI) certificates.
The move was made as part
of the Navy's ongoing fight
against identity theft and to
protect information contained
in DoD Web sites and applica-
tions.
"The Navy is implementing
this new security requirement
in order to protect both the per-
sonal information of our Sailors
and the integrity of our com-
puter network resources," said
Master Chief Navy Counselor
(SW/AW) Jean Allie, Navy
Personnel Command, PTS coor-
dinator. "This will strengthen
the depth of Privacy Act and
personal information protection
in the PTS network."


The new security requirement
restricts users from access-
ing the Web site from home
unless they have a CAC reader
installed on their home com-
puters. PTS coordinators and
the Navy's Customer Service
Center are aware of the new
condition and will work with
users via email, as appropriate,
to submit PTS applications.
Since its inception in 2003,
PTS has helped balance Navy
ratings, while giving first-term
Sailors a solid career path
before they can reenlist or nego-
tiate transfer orders with their
detailers.
"PTS allows Sailors the
opportunity to convert from
an overmanned rating to an
undermanned rating or reenlist
in their current undermanned
rating," said Senior Chief
Personnel Specialist (SW/AW)
Ron Miller, Navy Personnel
Command, PTS coordinator.
"Ultimately, this should increase
advancement opportunities."


The new CAC login require-
ment will affect career counsel-
ors as well.
"Career counselors are
responsible for inputting their
Sailors' information into PTS,"
added Miller. "They should
make sure they are holding reg-
ular career development boards,
and getting their Sailors into
PTS in a timely fashion (the
time frame is 15 months prior to
EAOS/12 months prior to PRD).
They must update PTS monthly
with any changes, and make
sure their Sailors are qualified if
applying for a conversion."

Las Vegas Culinary Challenge

A team of Navy culinary spe-
cialists (CSs) earned high-award
recognition at the 8th Annual
Las Vegas Culinary Challenge
in Las Vegas March 6 and 7.
The team consisting of
Culinary Specialist 1st Class
(SW) Brandon Parry, enlisted
aide to Commander, Naval Air
Forces; Culinary Specialist 1st
Class (SW) Cameron Savage,
enlisted aide to Commander,
Naval Surface Forces; Culinary
Specialist 1st Class (SW)
Tom McNulty, enlisted aide
to Commander, Navy Region
Southwest; and Culinary
Specialist 2nd Class (SW/AW)
Mike Edwards, flag mess chef
for the secretary of the Navy,
earned four medals the high-
est medal count of any team in
the competition and first and
second place "Best of Show"
awards.
The Las Vegas Challenge
placed more than 50 executive-
level chefs in a head-to-head
competition in front of 30,000
spectators. Each chef prepared
four plates of food for each cat-
egory entered: one plate for dis-
play and three for the judges
to sample. The main categories
were fish, poultry and lamb. Six
of the 61 American Culinary
Federation's (ACF) certified
master chefs judged the com-
petition.
Parry earned a silver medal
and first place "Best of Show"
in the fish preparation cate-
gory. His teammates, Savage,
McNulty and Edwards, each
won bronze medals in the
chicken preparation category.
Additionally, Edwards placed
second for "Best of Show" in
his category.
"The competition was tough,"
said Parry. "All participants
were culinary pros, such as
culinary instructors, country
club chefs, and other executive
chefs. The judging was also all
done by master chefs, who have
worked in the culinary arts their
Whole lives."


Parry, a personal certified
executive chef (PCEC), formed
the team and entered the chal-
lenge as practice for hope-
ful participation in the 2008
Culinary Olympics in Germany.
He came up with the idea of a
team when he helped his team-
mates earn their personal certi-
fied chef (PCC) certifications.
The certification process pro-
vides advanced culinary skills
to chefs.
"The CSs on the team asked
me how to get certified, and
while they were earning their
certifications I thought, 'the
Navy has never had a culinary
team, and here are some great
CSs. Wouldn't it be great to be
able to compete,'" said Parry.
Parry said the judging at the
competition was about what
they can expect at the olympic
level, and the outcome would
tell them if they have a chance.
To train for the event, the
team practiced on holidays,
weekends and evenings, accord-
ing to Parry. He also looked to a
mentor of his for help.
"I called up a chef buddy of
mine, Mial Parker," said Parry.
"He's a certified executive chef,
culinary educator, and a three-
time Culinary Olympic gold
medalist. He agreed to help
and flew here, from San Jose
[Calif.], during his vacation
time, just to train us."
The team also flew to San
Jose occasionally to train in
Parker's kitchen. Most of these
expenses the chefs paid for per-
sonally.
In order to find more opportu-
nities to practice, Parry worked
midnight shifts with the butch-
ers at a major West Coast sea-
food supplier. He used the time
to practice filleting fish quickly,
a requirement for the fish prepa-
ration category.
Parker wanted to train the
CSs because he enjoys develop-
ing culinary skills and watching
people succeed.
"Brandon [Parry] gave me a
call and I said, 'Hey, the Navy
doesn't have a team yet, so let's
give them something to get up
and cheer about,'" Parker said.


"It's been really fun working
with [the CSs]. They learn and
adapt very quickly. For [the
team to] never be in a competi-
tion before and to do so well
in a major one like this it's
unheard of."
Candy Wallace, executive
director and founder of the
American Personal and Private
Chef Association (APPCA),
said new competitors don't usu-
ally win medals.
"First-time competitors usual-
ly receive certificates of recog-
nition for having shown up and
competed. This team showed up
and won," she said.
The medals are a result of
Parry's dedication to the per-
sonal and professional develop-
ment of himself and others.
The ACF defines a PCEC as
a chef with a minimum of seven
years of professional cooking
experience and a minimum of
two years as a personal chef. He
or she is responsible for menu
planning and development, mar-
keting, financial management,
and operational decisions. A
PCEC also provides nutritious,
eye-appealing and properly fla-
vored foods.
A PCC, one level lower than
a PCEC, is chef with a mini-
mum of four years of profes-
sional cooking experience and
a minimum of one full year of
employment as a personal chef.
"Another requirement for the
certification is to have some
specialized schooling, so I con-
tacted the APPCA to help get
scholarships for them to the
American Personal and Private
Chef Institute in San Diego,"
said Parry.
The knowledge and skills
gained from the certification
process, combined with the
training provided by Parker,
were main factors in the team's
success in the challenge, accord-
ing to Parry. Another big one is
teamwork.
"We entered the competition
to individually compete, but
came out as a team," said Parry.
