In October, Stacey audi-
tioned for the show during
tryouts in Memphis, Tenn.
During his audition, his
wife delivered the couple's
second daughter, and he
was selected to compete in
Hollywood.
While competing on the
television show, Stacey is
assigned to Naval Recruiting
District Los Angeles on no-
cost temporary additional
duty orders.
Stacey also has been sup-
ported by his command,
which permitted him the
time to leave his normal per-
formance duties to audition
in Memphis.
"It took some thought
to allow him to audition,
but I told him if he tried
out and was successful we
could see what to do from
there on," said Lt. Cmdr.
Rick Bailey, Stacy's offi-
cer in charge. "I wanted
to support him in this
because the potential for
his professional career is
significant."
Once Stacey earned his
Hollywood invitation,
Navy Region Southeast
Commander Rear Adm.
Mark Boensel agreed to
support the musician's
"Idol" aspiration.
While in Hollywood, the
American Idol Corporation
is providing Stacey lodg-
ing and meals during the
competition.
"He [Stacey] is a great
Sailor, a team player and
we are very proud of his
success thus far. He is
not just a singer; he is a
refined, professional musi-
cian," said Bailey.
Results of the week's
competition announced

Daylight Saving
Time Shift Early
From Navy Marine Corps Intranet

Beginning this year, Daylight
Saving Time (DST) will start
earlier and run longer than it
used to, giving us a total of one
more month of DST than in pre-
vious years.
For most of the United
States, DST will begin on the
second Sunday in March and
will run until the first Sunday of
November. The new dates were
set in the Energy Policy Act of
2005.
While this new change will
provide more usable hours of
daylight and could possibly help
conserve more energy, it could
also lead to some technological
glitches.
Computers, cell phones
and personal digital assistants
(PDAs) have internal clocks
that are programmed to auto-
matically make the necessary
time changes on the traditional
start and end dates for DST.

"Like most computers, NMCI
desktops and laptops are run-
ning Windows operating sys-
tems, which are programmed for
the old daylight-saving time,"
said Marie Greening, NMCI
program manager. "To fix this,
the NMCI enterprise will dis-
tribute a patch to the Windows
operating system and Microsoft
Outlook to ensure the time zone
settings for the NMCI comput-
er's system clock and Outlook
calendar are correct."
As a reminder, NMCI users
do not have to leave their com-
puter on at night to receive
this patch. In addition to the
patch, NMCI will distribute
the Outlook Time Zone Update
Tool. This tool only needs to be
run if users operate their calen-

Holds Teen
Driving Class

Office
Naval Station Mayport's
Safety Office will hold a Driver
Improvement class for depen-
dant teenagers during Spring
Break.
Safety has reserved one of the
AAA-DIP classes for driving,
or soon-to-be-driving, depen-
dent teenagers.
The class is limited to 30 stu-
dents and will be from 9 a.m.-3
p.m. on March 20. Pizza Hut
has generously donated pizza
pies for lunch. Call Base Safety
to sign your teen up at 270-
5218. Sign-ups will be on a
first come, first serve basis.
The class will be taught by
a certified AAA Instructor. It
will include non-graphic vid-
eos, seatbelt safety, traffic laws,
group discussions, tips on blind
spots, proper mirror adjust-
ments, effects of alcohol and
drugs and much more.
There will be a written quiz
at the end and completion cer-
tificates. This is not the Florida
driving class that is required by
Florida for licensing

Welcome home to the Sailors
of USS Taylor and HSL-44
Detachment Two. They return
tomorrow from a successful
surge deployment serving as
Scene of Action Commander in
the Northern Arabian Gulf, and
assumed a central role in the
security of Iraqi oil platforms,
helping to stabilize the Iraqi
economy. Taylor also provided
maritime security operations in
the Horn of Africa region, par-
ticipated in a host of exercis-
es, and rescued nine Algerians
adrift on the high seas.
Today, USS John F Kennedy
returns home from her last port
call in Boston. The return is
bittersweet, as this is the last
time she shall be welcomed
home to Mayport as an active
duty United States ship. She has
served well, and the men and
women present and past who
have been a part of ships com-
pany, will always remember

"Big John." The decommission-
ing ceremony is set for March
23. The base will steaming all

William E. "Bill" Dietz III
retired March 3 after 36 years
of civil service. Fire Chief
Dietz served as in Mayport's
Fire and Emergency Services
Department since 1993. His
dedication and hard work earned
the Fire Department numerous
awards. Congratulations are in
order for his incredible commit-
ment to Mayport and the Navy
fire fighting service.
Aircraft Intermediate
Maintenance Department,
Mayport has a new name. AIMD
joined the Fleet Readiness
Center Southeast (FRC-SE) as
another important hub of the

The event kicked off an ongo-
ing literacy program that will
provide free books to any child
who reports for a well care
appointment at the clinic.
The program sponsors will
be responsible for securing
new and/or gently used books
for distribution. Ultimately,
the goal of the program is to
collect more than 5,000 books
each year to ensure that every
child that visits the Pediatric
Clinic goes home with a book

The Special Olympics of
Nassau County, Florida needs
hundreds of volunteers for
their Special Olympics Area 5
Summer Games being held at
Femandina Beach High School
on March 24. This will include
eight counties competing in
various track and field events
beginning at 9:30 a.m. Special
Olympics is such a heart-warm-
ing event and when I heard
there were only eight volunteers
from the Navy in last week's
event, I was somewhat disap-
pointed. We have always had
upwards of 50 volunteers for the
past five years. I encourage all

The Active Duty Fund Drive
in support of Navy-Marine
Corps Relief Society is well
underway. March is the only
month designated for a fund
drive to this organization that
is fully dedicated to supporting
our own. This is our organi-
zation and works hard all year
long to provides financial assis-
tance to the Sailors and their
families just in Mayport area.
The goal is to raise $245,000
this month. Remember, it may
be you and your family that
needs the financial services
NMCRS offers. You can set up
an allotment or give a one-time
gift. Your support is greatly
appreciated.

11 is the new date for Daylight
Savings Time. On Saturday
night turn your clocks forward

communities of the undevel-
oped barrier islands of north-
east Florida. This program will
take place at Pavilion 6 at Little
Talbot Island State Park. The

I play the trombone. I started
playing back in high school.
My friends had been playing
their various instruments much
earlier when they were in gram-
mar school, so they were well
advanced in music compared to
me. It seems I've always been
behind the curve, but my perse-
verance over 30 years, means
I've probably not only outlast-
ed them, but out-accomplished
them as well, but not by much,
because truthfully it has only
been in the last year and a half
that I've once again become
serious about playing the horn.
It's true; I've not always
played the trombone well. To
be honest, there have been many
years when I never even picked
it up and put air through it. I've
had good intentions and there
have been times when I did
better than others, but I always
believed that I'd continue from
where I had left off. Somehow
I thought it would be easy to
pick up it up again, but as time
past without practice my skills
dulled.

where I've done better than oth-
ers. I've persevered and prac-
ticed hard at trying to get life
right, even though I'm far from
a stellar performer. I've got
dreams of how good I could be,
but I realize that I may never
match my expectations. My life
has had times of intensity and
times of neglect.
The more I talk with people,
the more I sense that everyone
has something that seems to
define them. We all search for
the thing or activity that sym-
bolizes our life. People want
to know that there is someone
or something with which they
have a relationship. We long for
identification with something or
someone other than ourselves.
We seem to search for what
defines us because there is
a need in the human heart to
feel that we have a purpose
in life. There is this feeling
that life must have a purpose
to make it really worth living.
A Relationship to someone or
something is the tangible evi-
dence that our lives have mean-
ing.
The search for purpose in life
is so often put off. Like practic-
ing my trombone, it means giv-
ing up time, putting forth effort
and going over the hard parts
until I get them right. The only
way to become better is to take
the time now to work at getting
life in tune.
One way to begin the search
for purpose in life is a retreat.

away at no doubt, something
important.
True to form, many would say
for this dedicated civil servant
who has spent 34 years serv-
ing the country with a sense of
pride he wears on his sleeve.
Dietz has been a vital part of
the Mayport team since 1993.
He spoke about his time on base
from the inside of his office that
is peppered with firefighting
memorabilia on the wall like
the fire axe and chief's helmet
that he received from his tours
in Guantanamo Bay, Cuba.
"This base is very much like
a small community," said Dietz
from behind his desk cluttered
with yet more paperwork. "We
do a lot of work here, and I
think the success of that work is
all about the great leadership we
have," he added.
Born and raised in Illinois,
Dietz leaves behind an impres-
sive career with assign-
ments that range from Cuba,
Philippines, Japan, and remote
sites such as Diego Garcia.
The opportunity for travel
according to Dietz, was one of
the main reasons he chose to
serve in the first place.
"It's a great life, and a chance
to work all over the world with
some great people."
When asked what words of
advice he would give to others
considering throwing their own
hat into the civil service ring,
Dietz said that evaluating goals
should be the first priority.
"Regularly set them and
always reevaluate them annu-
ally because things change,"
said Dietz.
On March 3, the "Fire Chief'
said goodbye to a host of friends
and co-workers who all wished
him well in his next chapter of
his life.
"We are sincerely going to
miss the fire chief and the sage
advice he provides to the staff
and all our tenant commands,"
said Naval Station Commanding
Officer Capt. Charles King.
"We wish him the best as he
heads out for bigger and better
things."
The plans, according to the
fire chief after he hangs up his
hat are as simple as the compo-
nents of fire itself.
"I won't totally retire from
work, but I'll certainly be doing
more fishing and hunting," he
said.

always knew that his talents
could best be put to use in the
U.S. military.
"Being in uniform was me
and if given the opportunity to
return, I would," Harris said.
That opportunity arose when
he drove his niece to the local
U.S. Navy recruiter to enlist.

would "pursue the challenge of
being a Sailor."
Harris said some Marines
with whom he served tried to
discourage him from joining the
Navy, saying, "The Navy's soft,
undisciplined, and you'll never
fit in."
However, despite all the
doubters, Harris has succeed-
ed in the Navy and on board
Gettysburg. Having been meri-
toriously promoted to petty offi-
cer first class in 2005, he has
achieved more in his nearly five
years of naval service than some
do in an entire career.
Harris currently serves as
the Leading Petty Officer
for Gettysburg's S-1 and S-3
Divisions, supervising 10 store-
keepers and five ship service-
men.
He is recognized as a tech-
nical expert on multiple pro-
grams and many junior Sailors
seek him out for counseling and
mentoring.

A group of Sailors from
the aircraft carrier USS John
F. Kennedy (CV 67) visited
Children's Hospital Boston and
gave ship's command ball caps
to 53 young patients Friday
morning.
As the group was mustering
to leave, RPC Fermin Ancho,
trip coordinator, told them, "We
are doing this for the kids, to
make them honorary shipmates
of USS John F. Kennedy. This
means a lot to them."
The Sailors split into teams
and moved through the hospital
to distribute the caps, talking to
kids and posing with them for
souvenir pictures. Some of the
children were quite shy about
all the attention, and some just
wanted a picture of the Sailors,
but all were glad to have a
Kennedy cap and a visit.
One of the Sailors,
Boatswains' Mate 2nd Class
(SW/AW) Devin Daniels said,
"It's a wonderful feeling.
Anybody who has kids should
go. Any day that [illness] could
happen to your kids. It means a
lot to have someone you don't
even know care about your
kids."

before being decommissioned

DoD Tops Nation in Child Care

Child care is a critical issue
for many families around the
country, and the Defense
Department stands alone as a
model for quality child care in
the nation, an independent study
released today finds.
In the National Association
of Child Care Resource and
Referral Agencies' ranking
of state child care centers and
oversight, which was presented
to Congress this morning, DoD
ranks No. 1 on the list of states
with the best child care center
standards and oversight practic-
es. DoD was ranked along with
all 50 states in a process that
compared the written policies
of each of the states and DoD
with basic quality indicators in
child care.
DoD was the only state to
appear on the top 10 lists in
both child care center standards
and oversight standards.
"No other state scored in the
top 10 in both of those catego-
ries, so we're very, very pleased
with our results," Barbara
Thompson, director of children
and youth issues for the DoD
Office of Military Community
and Family Policy, said in an
interview. "This is something
that we've been working for
... since the inception of the
Military Child Care Act in 1989,
and it shows that our system of
care is really working, and it
is providing safe, healthy and
developmentally appropriate
programs for young children."
The report lauded DoD for
requiring child care center
directors to have a bachelor's
degree or higher; training child
care staff in first aid, CPR and
other health and safety issues;
and requiring staff to pursue
further training. The report also
highlighted the fact that DoD
conducts criminal history record
checks, child abuse and neglect
registry checks, and state, feder-
al and fingerprint checks. DoD's
health and safety requirements
for child care address nine of
the 10 basic standards, such as
immunization, fire drills and
emergency preparedness.
One of the reasons DoD
scored so high is the strong sys-
tem of child care the department
has, including child care cen-
ters, family child care homes,
and school-age programs,
Thompson said. The staff
members in this system are all
trained to the same standards,
which include a self-paced
modular program based on the
competencies for earning a child
development associates degree,

Activities such as this are one of the reasons that the DoD child care system has been named top in the

this program is applied in the
classroom, she said. Staff mem-
bers are encouraged to continue
their education, and their pay is
dependent on education, expe-
rience and performance, she
added.
Another thing DoD was
lauded for in the report is its
extensive oversight system of
child care centers, Thompson
said. All child care programs
are required to have four com-
prehensive inspections every
year. The programs receive an
inspection report, and any prob-
lems identified must be fixed
within 90 days, she said.
"The department recognized
early on that in order to have
high levels of safety and health
standards in our program, we
needed a system to assess it,
making sure that the standards
were in compliance and if not,
what would be the remedial
action to correct it and move
on," Thompson said.
As is noted in the report, the
first five years of a child's life
are the most critical in develop-
ment. This is when the child's
brain is forming and social and
emotional ties are developed,
so quality child care is criti-
cal in shaping the person the
child will become, Thompson
said. She noted that military life
offers unique stressors, such
as deployments and frequent
moves, which make continuity
of care important.

enforce across the services to
ensure that there is a standard-
ized level of high quality."
Still, she said, "We can do
better." Thompson said DoD
is always reviewing child care
practices and looking for areas
for improvement. "It's a never-
ending process, because we
learn more and more about what
it takes for young children to
thrive," she said.
In the report, DoD was only
given partial credit for literacy
and cultural diversity activi-
ties. Thompson said that many
DoD child care centers do these
activities, but they are not yet
included in the written policies.
"It is my goal that in the next
year we look at our instruction
to update the policies to reflect
what we're actually doing and
ensuring that we're capturing
those indicators of quality," she
said.
Another improvement DoD
plans to make in its child care
system is reviewing sex offend-
er registries as part of the back-
ground checks for employees,
Thompson said. This will add
to the already extensive pro-
cess DoD uses to prevent child
abuse.

58) experienced Mardi Gras in
its oldest and original form dur-
ing a recent port visit to Mobile,
Alabama.
After exchanging gun salutes
with the Fort Conde histori-
cal society, Sammy B. arrived
to the Davidson High School
marching band warming up a
very large welcoming crowd
with traditional Navy songs.
Once pierside, the Azalea
Trail Maids escorted the com-
manding officer, executive offi-
cer, and command master chief
to the stage adjacent to the ship
for the official welcoming cer-
emony.
In attendance were the Trail
Maids, Davidson H.S. march-
ing band, local NJROTC units,
USS Alabama crewmates, and
the local officials including rep-
resentatives from the governor's
office, the mayor of Mobile,
representatives from the City
of Pritchard, and Mobile Navy
League officials. Sailors in
Sammy B. remained "manning
the rails" throughout the wel-
coming ceremony.
While in Mobile, the offi-
cers and crew of the Samuel
B. Roberts enjoyed a taste of
Mardi Gras tradition and south-
ern hospitality.

Sammy B. returned the won-
derful Mobile hospitality by

ship hosted between 350 and
400 people a day almost 2,000
people for the entire visit.
Sailors were encouraged to
wear Service Dress Blues while
on liberty and for the many that
did, they were not disappointed.
It was nearly impossible to walk
10 yards without being stopped
and personally thanked for the
service the Navy is doing in
protecting our country. Weeks
received near continuous com-
ments on the stellar appearance
and upkeep of the ship and
more importantly the personal
behavior of the Sailors.

HSL-44 Detachment Two
Embarked in USS Taylor
(FFG-50), the Trojans of HSL-
44 Detachment Two recently
completed a successful joint
exercise with the Egyptian Navy
in the Red Sea.
Operation "Eagle Salute" was
a rare opportunity for the United
States and Egyptian navies to
interrelate both socially and
professionally.
The operation was set off
with a social gathering onboard
the Egyptian frigate, ENS
Mubarak (FFG 911), formerly
USS Copeland (FFG 25).
Members of the Wardrooms
and Chief Petty Officer's Mess
shared sea stories and learned
the similarities and differences
between the two naval forces.
After planning conferences
were complete, the ships set sail
to begin the exercise.
To kick off the events,
Magnum 447 worked with ENS
Mubarak and USS Taylor in the
prosecution of an ASW target.
For three days underway, the
detachment participated in an
over-the-horizon targeting exer-
cise, gun-shoots, search and res-
cue evolutions, and an "encoun-
ter" exercise where Magnum
447 and USS Taylor worked
together as opposing forces

Detachment Two took advan-
tage of their port visit in Safaga,
Egypt following the successful
underway exercise.
The Trojans enjoyed relax-
ation in the nearby resort city
of Hurghada, and participated
in MWR tours, which included
a trip to Cairo to visit the great
pyramids, and Luxor to visit the
Valley of the Kings.
The Trojans played an inte-
gral role in the success of
"Eagle Salute" and left a lasting
impression with the Egyptian
Navy.

SERMC Kicks Off SWE Briefs

Southeast Regional
Maintenance Center recently
hosted the first of a series of
Surface Warfare Enterprise
(SWE) "Boots on Deck" vis-
its to fleet concentration areas.
The SWE Board of Directors
comprised of flag officers and
Senior Executive Service (SES)
leaders from all areas of the
Navy which impact Surface
Warfare, intend to visit surface
ship home ports in order to get
first hand feedback on the effec-
tiveness of various SWE initia-
tives.
The SWE Chief Executive
Officer, Vice Adm. Terrance
Etnyre, Commander, Naval
Surface Forces, is relying
on the input from Regional
Maintenance Centers, ships and
CLASSRONs to facilitate con-
tinuous improvement of SWE
initiated process changes.
"The Surface Warfare
Enterprise will bring our lead-
ers to one table and foster the
development of disciplined cost
control processes," said Etnyre.
SERMC Commander, Capt.
Jim Green, delivered an in-
depth presentation to Etnyre,
as well as the SWE Chief
Operating Officer, Vice Adm.
Paul Sullivan, Commander,
Naval Sea Systems, and the
entire SWE Board of Directors
on ship maintenance related
issues in Mayport. Highlighted
concerns involved the impact
of USS John F. Kennedy (CV
67) decommissioning on the
Mayport industrial base, the
ship maintenance contracting
strategy, the plan to deal with
the impending 380 billet reduc-
tion at SERMC and SERMC's
strategic plan for the future.
Sullivan recognized SERMC's
first five Lean Greenbelts while
the SWE Board of Directors
was at SERMC. Jim Holland,
Wally Meyer, Todd Weeks, Lt.
Ed West and Lt. Matt Tardy
were officially presented their
"Green Belts" in recognition of
completion of the first level of
Lean process improvement cer-
tification.
"The Navy has gotten small-
er. The money's gotten tighter.
We're fighting a war. We have
to be more efficient. The only
way we can do this is to start
acting as a team instead of sit-
ting in our stovepipes the way
we were before", elaborated
Sullivan.
The Board of Directors
toured several shops throughout
SERMC where they saw first
hand the importance of the work
SERMC Sailors' perform.
Etnyre congratulated Green
for setting a high standard for
future SWE Boots on Deck vis-
its in other ports and expressed
his appreciation for providing
the SWE with useful and hon-
est feedback which will be ben-
eficial to the Surface Warfare
Enterprise.
