Mayport Naval Branch
Health Clinic will launch its
pediatric literacy program,
BOOKS4KIDS on March 2
9:30 a.m. at the NS Mayport
Branch Health Clinic,
National Read Across
America Day sponsored
by the National Education
Association. This ribbon-
cutting event will kick off
an ongoing literacy program
that will provide free books
to any child who reports for
a well care appointment at
the clinic. The goal of the
program is to collect 5,300
books each year.


St. Johns River Cleanup
Sites At NS Mayport
Naval Station Mayport
and Environmental are sup-
porting the 17th annual St.
Johns River Celebration
clean up on March 17.
Volunteers are needed to
collect litter and debris from
selected sites on or near the
base. Volunteers will meet
at the pavilions across from
Pelican Cove RV Park at
8:30 a.m. on Saturday.
Gloves and garbage bags
will be provided.
Following the clean up,
volunteers are invited
to gather at noon at the
Metropolitan Park in down-
town Jacksonville for a cel-
ebration.

Navy Moves Forward On PPV

has selected GMH Communities
Trust Monday to enter into
exclusive negotiations for the
design, construction, manage-
ment and maintenance of the
affordable, quality military fam-
ily housing at 11 Navy bases in
five Southeast states, including
Naval Station Mayport.
This initiative is one of the
largest public-private venture
(PPV) housing initiatives to


date.
The specific Navy Southeast
Project family housing loca-
tions include: Naval Weapons
Station, Charleston, S.C.;
Naval Submarine Base, Kings
Bay, Ga.; Naval Air Station,
Jacksonville, Fla.; Naval
Station Mayport, Fla.; Naval
Air Station, Key West, Fla.;
Naval Support Activity Panama
City, Fla.; Naval Air Station
Pensacola, Fla.; Naval Air
Station Whiting Field, Fla.;


Naval Construction Battalion
Center, Gulfport, Miss.; Naval
Air Station, Meridian, Miss.;
and Naval Air Station, Joint
Reserve Base Fort Worth,
Texas.
The 50-year term of the proj-
ect will begin with a six-year
Initial Development Period
(IDP) valued at approximately
$772 million.
The National Defense
Authorization Act for Fiscal
Year 1996, Section 2801, pro-


vides a series of powerful
authorities that allows military
services to enter into long-term
agreements with private indus-
try to design, finance, construct,
own, operate, maintain and pro-
fessionally manage public/pri-
vate housing ventures.
Congressionally autho-
rized since 1996, the Military
Housing Privatization Initiative
allows the Department of
Defense, and the Department of
the Navy, to work with the pri-


vate sector to upgrade the qual-
ity of family housing and oper-
ate and maintain that housing.
The family housing assets are
leveraged with private invest-
ment to accomplish housing
construction goals faster and at
a lower cost than military con-
struction.

The Navy-Marine Corps
Relief Society offers hope, a
chance for a rebound, a solution
to a dire situation without reper-
cussions.
NMCRS is a non-profit chari-
table organization that provides
financial assistance to members
of the Naval Services and eli-
gible family members and sur-
vivors.
Sailors, Marines and others
have donated funds to NMCRS
for the single purpose of help-
ing shipmates, fellow Marines
and their families in a time of
genuine need.
The policies of NMCRS
ensure Sailors and Marines
receive help for financial dif-
ficulties such as vehicle repairs,
medical payments, funerals and
emergency travel.
"We're here as a first resort
to financial emergencies so ser-
vicemembers stay away from
predatory lenders, like payday
lenders. which take families

Each case is considered after
verification of essential aspects
to the case, and a decision on
the amount of a loan or grant is
based on the situation. NMCRS
requires verification of need
to ensure that donations from
Sailors and Marines are used
wisely. Unlike some organiza-
tions. NMCRS uses 100 percent


of incoming donations for the
benefit of its clients.
What's unique about NMCRS
in comparison to other available
lenders is that loans acquired
may be paid back interest-free.
Payments are based off the bor-
rower's basic income; so an E-7
would have a higher monthly
repayment than an E-1.
Depending on the member's
ability to repay, financial assis-
tance can also be provided as a
grant.


NMCRS programs.
NMCRS offers "Junior
Seabags", a gift of infant cloth-
ing and other basic items, to
families who attend the "Budget
for Baby" class.
The Visiting Nurse Program
provides a nurse to visit new
mothers and babies, geriatric
patients, patients on convales-
cent leave or recovering from
surgery, or patients with chronic
medical conditions.
In addition to budget coun-
seling and society information-
al brochures, scholarships are
available for children of active-
duty service members. If funds
are available, the program also
provides need-based educa-
tional scholarships and loans for
spouses of active duty personnel
and children of retired service
members.
Volunteers make up the foun-
dation of NMCRS, providing
90 percent of the Society's
workforce. Currently more than
3.000 individuals donate their

The Active Duty Fund Drive
for NMCRS kicked off on Feb.
20. Individual commands run
their own fund drives, and the
contributions help NMCRS con-
tinue to help servicemembers.
"Our goal is to make sure
every Sailor knows that this is
their organization. The money
you donate you're donating to
yourself. Last year one ship on
NS Mayport had a very success-
ful drive. The next day a Sailor
from that ship had a serious
emergency, and we were able
to take care of it immediately,"
said Kennedy.
The fund drive lasts through
the end of April. All funds
donated to NMCRS help the
servicemember. "It could be
your buddy sleeping in the rack
next to you, or it could be you,"

Once upon a time, when I
was counseling a young Sailor's
wife it became very apparent
to me that what needed to be
said the most to this dear person
was all that she really needed
to do in her present situation
was to grow up. It is certainly
never my goal when trying to
help someone to say or do any-
thing that might be construed as
insulting or uncaring, but some-
times telling someone the truth
is the most loving thing that we
can do for them. Her reaction
was swift and harsh, "I tried that


and I didn't like it. I don't want
to grow up!" Well, at least she
was honest.
Thinking of that conversation
as I have several times though
the years, it has dawned on me
that for this person and many
others I have encountered, the
problem isn't that they don't
want to grow up, the problem is
that many people have no clue
what that really means.
What does it mean to grow?
Are we like plants that simply
get "bigger" if we have enough
fresh air, sunshine and mois-
ture? And why do we need
to grow? Who says we can't
just stay the way we are, espe-

Spirit of Service Award



Packages Accepted


From Navy Office of Information
For the seventh consecutive year, the American
Legion will present the Spirit of Service award to
an enlisted member of the Army, Navy, Air Force,
Marine Corps and Coast Guard during a presenta-
tion in August. Packages for nominations are now
being accepted and must be completed by June
15.
Each service will select one winner based pri-
marily on the level of volunteerism the service
member performs off-duty in a local community.
The award will be presented by American Legion
National Commander Paul A. Morin during their
annual national convention in Reno, Nev., Aug.
24-30.
The president or secretary of defense routinely
attends the convention and often are on stage
when the award is presented.
Eligible Sailors must be E-5 or below, epito-
mize Navy core values and be nominated by both
the service member's commanding officer (CO)
and command master chief (CMC)/senior enlisted
advisor (SEA). Endorsements beyond the CO/
CMC/SEA are not desired.
As part of the nomination, commands must
indicate their willingness to allow the member
to attend the convention on orders should he or
she be chosen. Other information required in the
nomination includes contact information for both
the nominee and nominators, a description of


the volunteer service and a short biography with
picture.
The description of volunteer efforts should
include what organizations were supported and
what their goals are, quantified volunteer efforts
(hours, days, etc.), and achievement highlights.
Biographies should follow the Navy format but
specifically include volunteer efforts.
Nomination packages should be mailed to
Navy Office of Community Outreach, Attn: Spirit
of Service Award, 5722 Integrity Drive Building
456-3, Millington, Tenn., 38054-5045 and must
be received by June 15.
The Navy Office of Community Outreach
(NAVCO) will consolidate all nominations and
provide a synopsis to the master chief petty offi-
cer of the Navy, who will make the final selection
and notification. NAVCO will notify those not
selected by mail.
The American Legion, chartered by Congress
in 1919 as a patriotic, mutual-help, war-time
veterans organization, now numbers nearly 3 mil-
lion members at 15,000 American Legion posts
worldwide. They spearhead a broad spectrum of
programs and projects with the aim of bettering
the lives of service members, veterans and their
families.

If a kitten is not exposed
to human handling within the
first 6 to 8 weeks of life, they
become feral and can no longer
be domesticated. A combination
of free roaming pets and those
abandoned when the owners are
transferred have led to a popu-
lation of about 300 plus feral
cats on Naval Station Mayport.
It is known that free roaming
cats pose potential public health
threats, as well as jeopardize
threatened and endangered
wildlife species.
While many people feel obli-
gated to feed feral cats, please
be assured that this is not nec-
essary. Feral cats still have all
of their hunting instincts. They
can, and do, take care of them-
selves. Feeding them only
enables them to produce more
litters, with more kittens each
litter. Once this cycle starts, it's
hard to stop. Feeding feral cats
does not stop them from kill-
ing wildlife. Just try pulling a
string near a cat that has just
eaten, they will still attack. It's
all instinct.
Mayport is home to many
threatened and endangered spe-
cies such as the Least Tern,
Painted Bunting, Piping Plover,


and many sea turtle hatchlings.
These species are vulnerable to
predation by feral cats, which
poses a significant problem to
both the wildlife and our reg-
ulatory compliance. We are
required, by law, to do every-
thing possible to protect these
species, and this includes feral
cat control.
In 2002, the Chief of Naval
Operations issued guidelines for
reducing the stray and feral dog
and cat populations on Navy
property. It dictates that:
*All Pets must be registered
and micro-chipped with the sup-
porting veterinary office.
*Pets should not be allowed
to roam freely.
*All pets should be spayed or
neutered unless the installation
commander allows an excep-
tion.
*Abandonment of animals is
prohibited.
*The feeding of feral animals
is expressly forbidden.
Anyone caught in violation of
this policy can face disciplinary
actions. Unfortunately, since the
incidences of feeding feral cats
have increased, enforcement of
this policy will be renewed in
the coming months. We appre-

Personnel at Naval Station Mayport were entertained and inspired by the speaking of
Dr. Samuel Betances, a world-renowned diversity trainer and consultant, on Feb. 13.
Betances has worked in all 50 states and many countries inspiring willing learners to
aim high, reject rejection and embrace themselves and each other as powerful team
members working toward a more prosperous future. He challenges negative mindsets
with his problem solving methods and extensive grasp of diversity issues. His eloquence
and teaching skill impact listeners and deliver his powerful message: "It matters less
where we are from; what matters is where we are going. Accept our diversity. Embrace
it. Make it work for you. Harness the rainbow." Betances success at bringing cultures
together has earned him many awards. He is more than a lecturer. He is a man that
strives to help others learn the importance of pulling cultures together as a way of
bringing America back to the top in education, business, and society in general. His
mission is "to make America stronger, healthier and freer than when we found her."

The Navy Chevrolet honored the HS-15 "Red Lions" at the Orbitz 300.

7 he Navy No. 88 car kicked
off the 2007 Busch Series
season Feb. 17 at the
Daytona International Speedway
finishing 36th in the Orbitz 300.
If you watched the race on TV,
you may have noticed that mixed
among the Navy pit crew were
Sailors from the Jacksonville
area.
Sailors from Navy Recruiting
District (NRD) Jacksonville, as
well as local commands, were
selected as honorary pit crew mem-
bers for the race and were able to
see the preparation and strategy
that goes into a NASCAR event.
"I never knew how much went
into NASCAR racing," said
BM1(SW) Andrew Tinsley of the
USS John L. Hall (FFG-32) home-
ported at NS Mayport. "I always
though that they just drove
around and stopped to get gas,
but I can tell you, I became a fan
today. Seeing the race first hand
and being in the pits has really
been one of my career highlights."
Even before the race began,
the day was full of surprises for
the Sailors. Prior to the race,
American Idol contestant Kelly
Pickler sang the national anthem
and then decided to stop by to take
photos with the Sailors in the pits.
Earlier in the day the Navy VIP
Rear Adm. Stanley Bozin, direc-
tor, Office of Budget, was invited
to speak to the owner of the Navy
car, Dale Earnhardt Jr. This is
the second year the Navy car has
been owned by Earnhardt Jr.'s JR
Motorsports team. This season
Shane Huffman is driving the race
car.
"I'm looking forward to racing
for the Navy today and for this
season," said Huffman. "We've got
a great team, great cars and I feel
really good about our chances."
Huffman qualified in the 40th
position and was running as high
as 27th before running into the
aftermath of a multi-car crash.
The Navy car tried to navigate
the wreckage but another driver
ran into Huffman, forcing the car
into the garage for 30 laps and
out of contention.
Despite that bad luck the hon-
orary pit crew was happy with

the way the car ran.
"That was too bad, man," said
AS2(AW) Hanif Bent of NRD
Jacksonville. "He was moving
up towards the front and to have
something like that happen and
it's not even your fault? That's
just too bad."
"I think we are going to do good
this year though," added Tinsley.
"I'm definitely going to keep an
eye on how Shane does."
Huffman followed up his 36th-
place showing at Daytona with a
21st-place finish at the California
Speedway Feb. 25. The next race
for the Navy car will be in Mexico
City, on Sunday. Busch Series
races will be broadcast on ESPN2
for the 2007 season.
While the race was the main
focus, it wasn't the only thing
going on for the Navy at Daytona.
The SEAL Accelerator Tour,
NRD's newest display, debuted
in the fan area outside the track.
The display, manned by NRD
Jacksonville recruiters, included
a 20-foot cargo net climb, pull-
up bars and a digital photo area
along with a walk through dis-
play that shows SEAL videos and
includes two life size mockups of
a SEAL and diver in full gear.
Huffman also stopped by for an
autograph session with his fans
and Sailors at the Navy display
on race day.
Between the recruiting displays
that will be shown at certain
tracks and the growing popular-
ity of the No. 88 car, 2007 looks
to be a banner year for the Navy
NASCAR team.

by NASCAR officials.

HSL-46 Celebrates Hump Day, Shellback Ceremony

Detachment Nine and the
Sailors of USS Anzio (CG-
68) have been looking forward
to the halfway point of their
deployment as part of the USS
Eisenhower Strike Group for
four months. "Hump Day"
finally came on Jan. 28, as USS
Anzio transited north between
the Indian Ocean and the
Arabian Sea.
The ship enjoyed a traditional
Halfway Day celebration that
included individual and team
contests, a steel beach picnic,
fireworks and a flight deck
movie.
Detachment Nine competed
in a number of contests includ-
ing a fabricated car competition,
ship's strongest Sailor competi-
tion, a tug-o-war and damage
control races.
The night before the competi-
tion each division was instruct-
ed to create a 'vehicle' no larger
than a sheet of paper. No addi-
tional instruction was given.
The detachment's mainte-
nance team combined various
professional skill sets to produce
the fastest and most sophisti-
cated entry in the competition.
Nicknamed "The Redneck
Rider," (TRR) the Air Division
entry boasted working head-
lights, composite axles, nitrous

More than a few entrants failed
to complete the competition.
Less than a week after Hump
Day, USS Anzio transited from
the Indian Ocean to the Arabian
Sea. In doing so, the ship
crossed the equator, setting in
motion a storied naval tradition
known as the "Shellback" cer-
emony.
For two days, the ceremony
consisted of comical watch sta-
tions, team challenges includ-
ing naval trivia, damage con-
trol and basic seamanship as
well as a talent competition and
the celebrated arrival of King
Neptune. In the end more than
200 Sailors from USS Anzio
and Detachment Nine earned
their qualification as Honorary
Shellbacks.

Panama, Feb. 18 through 21,
just in time for Carnivale, also
known as Mardi Gras.
McInemey was able to catch
some of the Camivale festivi-
ties, which includes lots of con-
fetti, exuberant Panamanians
and local customs ending on
Tuesday, much like it is cele-
brated in New Orleans.
Panama was a great port for
the crew to serve as goodwill
ambassadors for the U.S. and
further relations with our part-
ner nation. Sailors experienced
a variety of Panamanian activi-
ties, ranging from a local shop-
ping mall, horseback riding in
the mountains on a volcano, a
jungle river tour, a trip to a day
spa in Cerrol Azul and a com-
munity relations project at a
local orphanage and rehabilita-
tion facility.

future established, and seeing
cost-savings platforms being
delivered to the Fleet, the Navy
announced Feb. 5 the plan to
reach an end strength number
of 328,4000 for active duty and
67,800 for reserves in 2008,
reaching a floor of approximate-
ly 322,000 for active duty and
68,000 for reserves in 2013.

As platforms change retiring
older, manpower and mainte-
nance intensive ships and air-
craft requirements for Sailors
are changing.
"Our future carriers will have
about 1,000 less Sailors required
between the ship and airwing to
deliver the same capability of
today's carriers," Harvey said.
"In our 313-ship Navy, you
have significant changes in plat-
forms themselves that enable
downsizing to continue without
giving away capability or mak-
ing a 24-hour workday for the
Sailor."
Even while end strength
comes down over the next year
until it steadies in 2013, the
Navy's recruiting missions will
grow. With natural attrition and
retention figures, as well as the
need for an increasingly skilled
workforce, a strong recruiting
helps to shape a stronger Navy
of the future.
"We learned a lesson in
the 90's that we cannot lower
recruiting when we're downsiz-
ing, because we must pay atten-

tion to how we shape the force
of the future," Harvey added.
"We had historic re-enlistment
rates after 9/11, but that was a
retention rate that couldn't be
sustained over the long haul.
This is part of sustaining the
force. We want to keep the mid-
grade petty officer and the right
skill sets who really deliver the
goods for us at sea, in terms
of the blend of the experience,
leadership, capability."
Seeing the end strength go
down until 2013 does not mean
that there will be large cuts in
today's enlisted force.
"You are going to have a
career with us. We may have
rating conversions, but nobody
is going to lose a career who
has the capability to serve, who
wants to serve, and who should
serve," Harvey stated.
Shaping the Reserve
Component is a focus for this
year, as their sustained contri-
butions have been an opera-
tional reserve for the active
component. Restructuring the
Reserves includes looking for
GWOT heavy ratings and indi-
viduals with a level of experi-
ence.

putting in place reforms to its
disability evaluation system
and working to ensure the deci-
sions of the Disability Advisory
Council are fast and fair,
Pentagon officials said today.
The system is used to evalu-
ate servicemembers' disabilities
and separate or retain them, as
appropriate. Servicemembers
who are separated with at least
a 30-percent disability rating
receive disability retirement
pay, medical benefits and com-
missary privileges. With a rat-
ing below 30 percent, veterans
receive severance pay, but no
benefits.
In the past, each service had
its own disability evaluation
system. Now DoD has put in
place an overarching DoD-level
framework with a single infor-
mation system, Pentagon offi-
cials said. Each service man-
ages its caseload under that
framework.
The war on terrorism has
taxed the system, officials said.
Medical and transportation
advances have allowed more
servicemembers to survive more
serious wounds than in previous
wars. In fiscal 2006, service eli-
gibility board caseloads were
13,162 for the Army, 5,684 for
the naval services, and 4,139 for
the Air Force. In 2001, the num-

Augmentation (TFIA) meet-
ing which was aimed at further
improving the IA process, and
reviewing current policies and
initiatives.
Masso, who has led TFIA
since its inception, directed the
review of the entire IA process
to include detailing, training,
and benefits for Sailors and their
families, of both the reserve and
active components. The review
was part of a periodic assess-
ment to ensure that procedures
previously put in place were
having the desired outcome for
the Sailors affected by them.
"We were stood up in April
of 2006 to do three things," said
Masso.
"First, we took a look at the
sourcing and notification pro-
cess. Then we took a look at
the training pipeline to get our
Sailors ready to go into harms
way. Finally, we wanted to
make sure we were taking care
of the families of those who
were serving as IA's, and make
sure they knew how much we
valued their service."
TFIA is made up of senior
officers and enlisted per-
sonnel from various com-
mands who have a stake in
the IA process. Members of

bers were: 7,218 for the Army,
4,999 for the naval services and
2,816 in the Air Force.
DoD officials acknowledge
that servicemembers have
complaints about the system.
According to recent media
reports, servicemembers have
complained that the military ser-
vices are not consistent in eval-
uations and do not follow the
Department of Veterans Affairs
schedule of rating disabilities.
They say it takes too long for
evaluations to be processed, the
process is unnecessarily compli-
cated, and personnel running the
system are inadequately trained
in its nuances.
DoD is aware of these prob-
lems and is working to address
them, said Marine Maj. Stewart
Upton, a Pentagon spokesman.
"We are in the midst of a busi-
ness-process review that will
generate improvements to pro-
gram effectiveness," he said.
"We are especially concerned
with a balance of what consti-
tutes prompt adjudication, while
maintaining reasonable flexibil-
ity within the system to ensure
recoveries are not inappropri-
ately rushed."
He said the services have
increased the number of people
involved in the process.

ing quality health care to ser-
vicemembers and a "full and
fair due process" for disability

To Improve
Forces Command (FFC),
Navy Personnel Command
(NPC), and the Chief of Naval
Personnel (CNP) contribute to
the task force.
"The ultimate goal of the task
force is to work ourselves out
of a job. If we are able to get
these processes ingrained into
the way we do business on a
daily basis, then the task force
would no longer be needed. I
would consider that a big suc-
cess for us and a bigger success
for the IA's," said Masso.
Recent meetings of the task
force have focused on establish-
ing initiatives aimed at taking
care of the Sailor's families
and careers. Award points, duty
preference, and advancement
exam flexibility were some
of the initiatives announced
in NAVADMIN 273/06. The
original message, according to
Masso, was not meant to be the
final word, but rather a starting
point.
"The initiatives have been in
place for several months and we
have gotten some good feedback
from the Fleet," said Masso.
"We want to keep reviewing the
process and the incentives we
are offering to the Sailors tak-
ing these jobs to make sure we
really are doing the right thing
by them. If there is a way to
improve the process, we owe it
to everyone to look into that."
Following the TFIA confer-
ence a list of proposals was


evaluation and compensation,
he said.
In fiscal 2006 most cases
were processed within 70 days,
officials said.
The disability process begins
with medical evaluation boards
at military hospitals. Attending
physicians evaluate each
patient, looking at conditions
that may make the servicemem-
ber unfit for duty. If the condi-
tion or wound is judged to make
the servicemember unfit, the
board refers the case to a physi-
cal evaluation board. The board
has a mix of medical officers
and line officers. They deter-
mine if the problem is service-
related or not. The panel further
recommends compensation for
the injury or condition and rec-
ommends the disability rating.
The Army has three boards
at Fort Sam Houston, Texas;
Walter Reed Army Medical
Center here; and Fort Lewis,
Wash. The Navy has a board at
the Washington Navy Yard. The
Air Force board meets in San
Antonio.
"Servicemembers are afford-
ed due process to ensure their
cases and concerns can be
fairly considered," Upton said.
"Servicemembers also have
rights of appeal at specific
points in the process should they
disagree with their ratings."

IA Process
generated to modify and add
certain incentives to IA's. These
initiatives will be announced in
the coming weeks.
"We want to make sure that
we don't exclude one Sailor
who is doing this important duty
and legitimately deserves these
incentives," said Masso.
Since TFIA stood up last
year, NECC and Expeditionary
Combat Readiness Command
(ECRC) have also come online
as the one-stop source for IA
and family readiness issues.
NECC integrates all war-fight-
ing requirements for expedition-
ary combat and combat support
elements. This transformation
allows for standardized train-
ing, manning and equipping of
Sailors who will participate in
maritime security operations
and the global war on terrorism
as part of the joint force. They
are involved in every aspect
of an IA's professional devel-
opment as they get ready to
deploy, but are also the source
for family information.
While the IA process contin-
ues to become more familiar
to Navy personnel on a daily
basis, Masso says it is TFIA
who deserves much of the credit
for its success.

South Carolina Electric & Gas Company has an immediate opening for an Apprentice Gas
Turbine Operator Repairman within its Southern Gas Turbine Generation group, at Hagood
Generating Station located in Charleston, South Carolina. The Southern Gas Turbine
Generating group consists of seven simple cycle gas turbine generators with a combined total
generation of 190 megawatts.
Responsibilities:

Troubleshoot electrical, instrumentation, controls, and mechanical problems related to
simple-cycle combustion turbine-generator units.

*Perform routine electrical, electronic, mechanical troubleshooting and mechanical
maintenance on plant equipment and systems.

Qualifications:

High school diploma or GED, five years related experience in electrical wiring,
troubleshooting & blueprint reading, working knowledge of computer operations to
include Microsoft applications.

Experience operating simple cycle gas turbines, troubleshooting instrumentation/controls,
and mechanical problems related to simple-cycle combustion turbine-generator units is a plus.
