MEMORANDUM
TO: Board Trustees/Foundation Directors

SUBJECT: Public Restrooms
With reference to the discussion during the workshop about the
public restrooms and the decision reached that you wished our Maintenance
Department to take over the task of maintaining the facilities clean and
in good order, I talked with personnel in Tallahassee about this matter
with the following results:
The State employee who has been doing this work is classified as a
"laborer" and is a Pay Grade 5. Getting this person out of that job and
assigning him to other tasks is no problem and we merely have to outline
his new responsibilities, etc. so that a new job description can be issued.
However, getting a maintenance employee to take over the duties of
maintaining the restrooms-tean is more complicated: the composition of the
Maintenance Department is the following: 6 people:
Maintenance Supervisor ..............- Pay Grade 15
Carpenter..............................- Pay Grade 13
Painter.............................- Pay Grade 13
Maintenance Support Technician........- Pay Grade 8
Maintenance Support Technician........- Pay Grade 8
Maintenance Support Technician........- Pay Grade 8
We would have to take a Maintenance Support Technician, Pay Grade 8,
demote him to a Laborer and lower his pay grade to a 5 and write a job
description for that person relative to cleaning the restroom facility.
If the employee will not accept the demotion, the state is empowered to lay
them off.
Tallahassee says that this is a case where an employee is not doing
his job and so another State employee is demoted. It doesn't make sense.
If there is a problem with an employee not doing his job, it is the
supervisor's responsibility to deal with it, to counsel, to reprimand, and
to dismiss the employee. Marsha Chance is this employee's supervisor and
so it is her responsibility to deal with it according to existing State
Rules and Regulations.

My recommendation is thatyou leave this matter with me as a case of
internal discipline that we must and that we will handle. As a beginning
step, I refer you to the attached memo. As always, I will be glad to
receive your point of view and your advice on the above.
