He drew attention to the lack of implementation
of decisions when he addressed the special
General Council meeting of the ruling People's
National Movement (PNM) at Balisier House in
Port-of-Spain.
According to sources, Dr. Williams pointed out
that if action was not taken on matters decided
upon it could be done through the offices of
Corporation Sole.
He drew attention to the cleaning of Port-of-
Spain after the Carnival celebrations, pointing
out that there were complaints every year during nt wi-ALu.I

Cleaning of the city was done this year through the newly formed State controlled Solid
Waste Management Company, together

While he was not completely satisfied, he was happy to see that it was done and said the
Anti-Litter Act was (unreadable) to come before Parliament shortly.
He hinted at taking action in fields to have work done through the offices of Corporation
Sole.
According to Dr: Williams, the PNM is forging ahead.
Describing the party's activities and Government as a moving vehicle, he told the General
Council it was a pity that some people jumped off a moving vehicle at the wrong time.
Dr. Williams, political leader of the party, virtually placed the party on an election footing
and promised non-stop speed.
Yesterday's special meeting, was held at the request of Dr. Williams, who, in an almost
two-hour address, spoke of Government activity, legislation to come before Parliament, and
called for constituency groups to work towards preparation of the party's manifesto.
The meeting was chaired by Mr. Francis Prevatt, the party's chairman and Dr. Williams
asked him to formulate plans for every constituency to submit proposals and comments for
a manifesto for the forthcoming elections.
All constituencies are to send in their comments for preparation of the document.
Dr. Williams told the meeting: "The PNM is forging ahead, some PNMites jump off the
moving vehicle at the wrong time ..... and you known when people jump off a moving
vehicle what happens."
He told them not to (unreadable) to look back to see who was driving because the whole
vehicle was moving fast and forward.
Dr. Williams reviewed Bills that would be taken to Parliament shortly, and explained that the
reason why sittings of Parliament were not resumed before was because work was being
done on the drafting of legislation.
Among the Bills being drafted, he explained, were the Amendment to the Education Act,
the Rent Control Bill, and Land Legislation.
Ministers were studying the documents, he explained. Parliament would resume from
Wednesday, and work would continue almost nonstop.
In calling for the chairman do solicit comments for the party's manifesto, Dr. Williams
suggested that comments could be made on matters relating to local or constitutional,
national, regional, and international affairs.
General elections are due this year, and already the political parties have speeded up their
campaigns.
Three Opposition groups: United Labor Front, Tapia House Movement and Democratic
Action Congress have reached agreement on a foundation strategy to contest the
elections.
Next General Council meeting of the PNM wilt be held on, Sunday, March 22.
