Dear Secretary Firestone:

This is in response to your letter dated October 21
requesting an increase in the Operating Budget of the
Historic St. Augustine Preservation Board.

Due to revenue shortfalls that the state is currently
experiencing and the uncertainty of future General Revenue
budget cuts, I am returning your request without approval.
The unencumbered cash in the Operating Trust Fund may be
needed to supplement the anticipated General Revenue
budget reductions.

Dear Mr. Herndon:

The attached subject budget amendment reflects the adjustments necessary
to enable the Historic St. Augustine Preservation Board to replace the cement
floor in the east wing of Government House and to contract for architectural
services to provide design solutions for renovation of the wing and adjacent
areas of the building. Funds for this project are available in unencumbered
cash in the Operating Trust Fund.

Attached for your information is correspondence from Dr. William Adams,
Director, Historic St. Augustine Preservation Board, relative to the subject.

July 28, 1982 Board Meeting

Dr. Gannon moved and Mr. Fretwell seconded the following motion:
THAT the Board authorize a contract to install a concrete slab of a maximum
cost of $8,000.


JUSTIFICATION:

Replacement of the floor of the east wing of Government House is the required
preliminary step in restoring that portion of the building to usable condition.
The 1,966 square feet of space is presently unused and is required in the agency's
program. It occupies a highly desirable location. The space will be used for
archaeological storage until a complete restoration of the remainder of the area
and adjacent building is achieved, when it will be employed for archaeological
exhibit and storage purposes. The space is critically needed by the agency and
the replacement of the floor will constitute an improvement to a valuable state
building.







July 28, 1982 Board Meeting

Mr. Lewis moved and Mrs. Lockwood seconded the following motion:
THAT the staff be authorized to spend up to $2,500 for planning.
Motion passed without objection.

JUSTIFICATION:

The requested funds will be used to employ an architect to provide design
solutions for the complete renovation of the east wing of Government House
and adjacent areas of the building so it can be returned to usable condition.
The space is presently vacant because of its state of disrepair and occupies
a highly desirable location. The development of design solutions for reno-
vation of the area is the preliminary first step in a plan to reuse the space.
