This law requires that flood insurance be purchased in designated areas
to protect buildings, mobile hones and related contents where federal
financial assistance is involved. Effective July 1, 1975, federal
agencies will not be empowered to approve new financial assistance or
increase, extend, or renew present financial assistance unless this
requirement is met. Attached is a copy of part of this law. Please
note the definition of "financial assistance for acquisition or construc-
tion purposes." The requirement to purchase flood insurance, apparently,
pertains only to this kind of federal assistance. Please also note the
exception in the definition of "financial assistance" for general or
special revenue sharing or formula grants made to states. This type of
federal assistance would not seem to cause property to be subject to
this law.
Only property meeting the above outlined qualifications and which is
located in a "Special Flood Hazard Area" for which flood insurance is
available must be insured. These areas are identified by the Federal
Insurance Administration. Attached is a listing of all Florida ccmrunities
and areas presently so identified for flood insurance purposes. Please
note that unless a date is shown in the far right hand column, "special
flood hazard areas" have not been identified and it is our understanding
that no insurance to meet the federal law is available or required for
those areas at this time. It is impossible to determine, within the
communities, exactly which locations are actually in the "special flood
hazard areas" without consulting the area's flood map. If a community
or area is not shown, then either it has been designated as not flood
prone, or it has not qualified for insurance.

The Division of Purchasing has ascertained that there will be only one
source for this coverage, if any is needed. Accordingly, if any State
agency feels it has an exposure which should be insured because of this
law, the Division should be notified at once.
Since this is a complicated new program, considerable information will
be needed for any locations which your agency determines may be subject
to this law. For each such location, the following will need to be
furnished:
1. The exact street address.
2. The actual cash value to be insured of the;
a) building
b) contents
3. Is the building;
a) one story no basement?
b) two or more stories no basement?
c) split level no basement?
d) one story with basement?
e) two or more stories with basement?
f) split level with basement?
g) mobile home on foundation?
4. Are the contents;
a) all in basement?
b) all on ist floor?
c) all on 1st two floors?
d) all on 1st floor & basement?
e) all on 1st two floors & basement?
f) all above 1st floor?
g) all in mobile home on foundation?
5. Give a general description of the contents.
6. Date of original building construction, or when last
substantial improvement was started, if available.
7. Is building within corporate limits of city?
8. Does building have;
a) masonry walls slab foundation?
b) masonry walls other type of foundation?
c) other kind of walls slab foundation?
d) other walls other foundation?
The Division will request any other information, if needed, later. The
cost will be approximately .75/$100 for buildings, .40/$100 for contents,
or higher.

Please let us know'by June 30, 1975, whether or not your agency may need
this type of insurance, and if so, approximately for how many locations.
