Dear Mr. Newman:

This is to advise you that the St. Augustine Historic Dis-
trict, Joaneda House Development project (12-71-0001.7-04), has
been completed.

This was an'adaptive restoration involving a property do-
nated to the Historic St. Augustine Preservation Board, an agency
of the State of Florida. The total project cost was $82,476.68
($52,482.98 in project work plus $29,993.70 in value of donated
property used as partial match of federal grant funds). The fed-
eral share was $41,238.34, and that amount has been expended.
(See Enclosure 1) The State Project Supervisor was Robert Wil-
liams, State Historic Preservation Officer.

The purpose of the project was to restore the building both
as an important example of second Spanish period residential con-
struction within the environmental context of the historic dis-
trict, and as a functional residence suitable for occasional use
by the donor in accordance with the life estate provision, or as
a temporary accommodation for persons having short-term official
connection with the Historic St. Augustine Board.

The work accomplished included complete exterior restoration
and partial interior restoration of the building and partial res-
toration of the grounds including primarily the loggia and ki-tchen
garden. Electrical and plumbing service installations, heating and
air conditioning service, and security installations were included
in the project work. Additional, non-allowable rehabilitation of
the interior was completed at a cost of $10,947.19; funded entirely

by the Historic St. Augustine Preservation Board. All work was
carried out .in accordance with the plans and specifications as
approved.

Care was taken to retain existing material and fabric. The
major problem in this regard was encountered in the roof, where
previous repairs and deterioration had left only a few of the ori-
ginal rafters, or parts of rafters, in sound condition. These were
carefully salvaged, and spliced where necessary into new rafters
with epoxy adhesives. New materials were identified-and recorded
for the benefit of future architectural researchers. All work was
performed under the direct supervision of Mr. Robert Steinback,
Director of Research for the Historic St. Augustine Preservation
Board.

The objectives of the project have been achieved in a highly
successful manner. The exterior restoration is a positive contri-
bution to the ambiance of the restored historic district, as illus-
trated by the enclosed photos, while the interior rehabilitation
permits a return to-the original function and character of the
building as a residential structure. The benefits of exterior res-
toration are readily accessible to the public. Although the in-
terior will not normally be open to general visitation, it will be
accessible by arrangement to visitors having a particular interest
in the historic preservation activities of the Board.

Maintenance and public benefit requirements are the responsi-
bility of the Historic St. Augustine Preservation Board, an agency
of the State of Florida.
