Three male Hispanic persons
were, on Monday, Januray 18,
formally arrested and charged
for the serious crime of attempt

After spending four days in San

walked away free of the charge

Police reports that a 16 year
old female student, residing on

San Ignacio police reports that
Carlos Manzanero, 27, Belizean
tour guide of #11 Stanton Street
reported that at about 3:00 a.m.
on Friday, January 15, he was

distance from his home when he
was approached by a female who
without warning reportedly
punched him in the mouth.
Manzanero reported that the
female was accompanied by a
male person whom he identified
as "Lifefrom San Ignacio"who
proceeded to hold him up with a
knife. While he was held up

Heading Down A Dangerous Path


A mounting degree of
frustration is gradually
building up among the local
constabulary as the many
hours they expend into
investigating, arresting and
processing those accused of
committing crimes within
the community is going to
nothing.
This frustration is primarily
stemming from an increasing
number of incidences
in which virtual complainants,
either through ignorance
or intimidation/fear, are
increasingly refusing to
proceed with matters before
the court.
One senior police officer
informed that this is a
dangerous situation as he
recalls this is precisely the
trend which ultimately evolved
into the level of lawlessness
plaguing the streets of Belize
City.
This week alone, we
witnessed the withdrawal of
serious charges like attempt
murder, attempt kidnapping,
arson and robbery.
The element of intimidation/
fear is straightforward and
therefore requires no further
explanation. However, in the
face of ignorance, virtual
complainants should know,
for example, that any property
stolen/destroyed or personal
injuries caused can be
recovered by way of a civil
suit subsequent to criminal
charges.
We concur with the senior
officer's concern about
the dangers associated with
this perceived miscarriage
of justice as ultimately,
frustration among the local
constabulary could result in
them adapting a nonchalant/
lackadaisical attitude in
arresting and charging those
accused of breaking the
law.
It's a dangerous trend in the
sense that the identified
robber can simply refund the
stolen property and walk free
only to attack another victim


and hoping not be identified.
This can result in increased
masked attacks thereby
minimizing the possibility of
being identified.
Whenever a robber escapes
unidentified, the fruits of the
criminal act is reaped.
Heaven forbids however,
that in the process of
removing the possibility of
identification, the victim could
end up dead.
We commend law makers
for taking the recent bold step
in amending the Evidence
Act thereby enabling the
admissibility of written
statements into evidence
despite the absence of the
individual from whom that
statement was recorded. This
bold undertaking minimized
the prior incentive of
eliminating witnesses before
they could personally testify in
court which was suspected
to be the major cause of
increasing murders especially
in Belize City.
We trust that lawmakers, in
the interest of public safety,
would seriously consider
enacting laws to address this
perceived miscarriage of
justice.

TERMS OF REFERENCE

ON-LINE MARKETING COMMUNICATIONS AGENCY


Belize Tourism Board is a statutory body within the Ministry of Tourism and Civil Aviation and has as one of its mandates to promote Belize as a
premier destination of choice. As a result, the Marketing & Public Relations Department of the Board is tasked with aggressively managing and
executing same. Key to the success of fulfilling this mandate, is the ability to adequately and positively market, promote, and manage Belize's
presence with the on-line community. Consequently, it s seeking the services of a responsible, reputable on-line marketing communications
agency that can successfully represent the marketing interest of Belize thereby complementing the existing structure of the BTB's Marketing
Department in fulfilling its objectives.

Services required, but not limited to:
1. Hosting of all BTB's twbsales (8 rwebsilesI
2. Management of all BTB's websites (8 ,ebsites)
3. Management of Doman names IBelize emergency.com; travelblize org; belizetourism org; belizatravellrade.org;
belizemediacenter.org; tasteofbelize.com; septembercelebrations.com: toucantrail.com)
4, Management of BTB's mailing list
5. Management of local and international communications between B IB and stakeholders and partners (databases)
6. Update regional websites as required
Obligations and Responsibillties of the On-line Marketing Communications Agency:
1. Work closely ,iih the Director of Maiketing and Public RelN[ions in the ormrulallon of a yearly IntenetI '.rketirg Work Plan for Belize
2. Submil and provide quarterly reports on all internet activity for Belize to include marketing ir-.ellipence that will guide future plannirq
3. Monitor popular Belize social networks to positively Influence the destination
4. ProAide reasonable and economically .;iae options and public relations recommendations for greater Belize coverage in consideration of new
on-line technology advance rrmnts, et al
5. Be able to craft quick draft responses, letters and other documents as required for on-line use;
6. Develop on-line programs for the international and local consumers, and Irade
7. Provide support services to the BTB's Marketing Communications Agency
8. Work with BTB's Marketing Communications Agency to develop relationships with ihe inrtrratonai press {advertising and sdilonal purposes)
9. Work with the local slakeholders and enhannc;n Belize's on-line presence as such
10. Develop and distribute monthly newsletters for the Industry stakeholders
11. Develop and distribute monthly newsletter for international trade
12. Work with TJe BTB's marketing communications agency to distribute monthly newsletter to the international media
13. ProAde and manage BTB's photo library,
14. Develop on line crisis communications plan
15. Establish an invoicing and payment format to be approved by the BTB;
16, Prodide the BTB with other reports as may be requested by the BTB from time to time

Procedure:
1. All requests for service will be made in .vriing to the On-line Markhe[in Comlnunicalions Agency Any verbal agreement will be confirmed in
writing prior to execution,
2. The On-line Marketing Communications Agency is expected to work with many of BTB's marketing affiliates. All correspondences should be
copied to the Director of Tourisrm'Director of Marketing & PR. as standard protocol Any decision taken will be made by the Beiize Tourism
Board.

On-line marketing considerations:
1. Be able to provide recommendations and checks and balances for on-line media advertising requests;
2. Be able to provide recommendations for incorporation into the internet marketing strategy
3. Quick tum-arovid time on crisis information management
On-line Marketing Communications Agency:
The On-line Marketing Communications Agency shall be a well-established and reputable business organization in Belize and provide
the necessary credentials/reports indicating same. Prior tourism marketing working experience in the Belize tourism industry is
considered an asset.

Char~teristics anid duration of the. AAgrme~nntContract
The On-line Marketing Communications Agency will work closely with the Director of Marketing & Public Relations of the Belize Tourlsm
Board. It will also be required to work with the BTB's Marketing Communications Agency in the United States, and any other local and
international partners working with the Belize Tourism Board. Invoicing shall be done on a quarterly basis. The Agreement is expected
to commence in April of 2010 for a period of one year, at which time the contract is revisited for possible renewal.

National Agricultural Show 2010

The Ministry of Agriculture
today informed that the National
Agriculture and Trade Show
Committee held its first meeting
yesterday to start planning for the
2010 show.


- Sunday, May 2
It was decided that the show
this year will be held from the 30th
April through the 2nd of May.
The Committee this year plans to
start implementing some of the
components it has in the Master
Plan developed in 2009.
This will include the creation of a


food court and the centralization of
agricultural booths and activities.
This year's corporate sponsorship
will also be pursued to assist in the
construction of a large pavilion that
will house a good number of
agricultural enterprises.

in Belmopan returned to classes
in a new and welcoming
educational environment thanks
to a collaborative effort between
the Anglican Diocese and the
Government of Belize, which

brand new five-classroom
building.
The new St Ann's Anglican
Primary School was be officially
inaugurated on Wednesday
morning, 20th January, 2010.
The project will immediately
benefit some 50 students and
will provide ample space for
some 100 students from
Belmopan and surrounding areas
in the very near future.

the Commonwealth Debt
Initiative, and the Anglican
Diocese of Belize, which con-
structed the foundation of the
new school building. The total
cost of the project is estimated
at $427,875.00.
The project consisted of
the construction of a standard
five-classroom building of
reinforced concrete designed
to withstand up to category
5 hurricane winds and to
accommodate the future
construction of a second storey.
The building is 120 feet long
and 3 Ifeet wide.
Each of the four classrooms is
24 feet long by 25 feet wide
excluding a front verandah
which is 5 1/2 feet in width.
The fifth classroom space has
a storeroom and a male and
female bathroom block for
students.
The new building has solid
wood paneled doors and
aluminum louvered windows.
Furniture for the new school was
also provided.
St Ann's Anglican Primary
School opened its doors to the
public in September 2008 at the
lower flat of the Anglican
Training Institute building near
to StAnn's Church in Belmopan
but growing demand for new
classrooms encouraged the
Anglican Diocese to build a new
school building.
The keynote address at the of-
ficial inauguration of the school
was delivered by Hon. Patrick
Faber, Minister of Education.

daily attack from those who
insist on illegally dumping
garbage.
If we want to continue to
expand and profit from the
bounty that eco-tourism can
offer then it is in everyone's
interest halt this unhealthy
practice and to participate in


the collection and management
of garbage both from a health
and from a tourism perspective.
Let's put a stop to the drive
by "throw it out your car
window" mentality. Let's find
and fine those who dump their
garbage illegally.
We need everybody's help if
this nightmare is to be stopped
once and for all.

10 Tips For Earthquake Safety
The information in this article will save lives
in an earthquake

The first building I ever
crawled inside of was a school
in Mexico City during the 1985
earthquake.
Every child was under its desk.
Every child was crushed to the
thickness of their bones.
They could have survived by
lying down next to their desks
in the aisles. It was obscene,
unnecessary and I wondered
why the children were not in the
aisles.
I didn't at the time know that
the children were told to hide
under something.
I am amazed that even today
schools are still using the "Duck
and Cover" instructions- telling
the children to squat under their
desks with their heads bowed
and covered with their hands.
This was the technique used in
the Mexico City school.
Simply stated, when buildings
collapse, the weight of the
ceilings falling upon the objects
or furniture inside crushes these
objects, leaving a space or void
next to them. This space is what
I call the 'triangle of life'.
The larger the object, the
stronger, the less it will compact.
The less the object compacts, the
larger the void, the greater the
probability that the person who
is using this void for safety will
not be injured.
The next time you watch
collapsed buildings, on
television, count the'triangles'
you see formed. They are
everywhere. It is the most
common shape, you will see, in
a collapsed building.
THE 10 TIPS
1) Almost everyone who
simply 'ducks and covers'
when buildings collapse ARE
CRUSHED TO DEATH. People
who get under objects, like desks


or cars, are crushed.
2) Cats, dogs and babies often
naturally curl up in the fetal
position. You should too in an
earthquake. It is a natural safety/
survival instinct. That position
helps you survive in a smaller
void. Get next to an object, next
to a sofa, next to a large bulky
object that will compress slightly
but leave a void next to it.
3) Wooden buildings are the
safest type of construction to be
in during an earthquake. Wood
is flexible and moves with the
force of the earthquake. If the
wooden building does collapse,
large survival voids are created.
Also, the wooden building has
less concentrated, crushing
weight. Brick buildings
will break into individual bricks.
Bricks will cause many injuries
but less squashed bodies than
concrete slabs. Concrete slab
buildings are the most danger-
ous during an earthquake.
4) If you are in bed during the
night and an earthquake occurs,
simply roll off the bed. A safe
void will exist around the bed.
Hotels can achieve a much
greater survival rate in earth-
quakes, simply by posting a sign
on the back of the door of every
room telling occupants to lie
down on the floor, next to the
bottom of the bed during an
earthquake.
5) If an earthquake happens
and you cannot easily escape by
getting out the door or window,
then lie down and curl up in the
fetal position next to a sofa, or
large chair.
6) Almost everyone who gets
under a doorway when buildings
collapse is killed. How? If you
stand under a doorway and
the doorjamb falls forward or
backward you will be crushed by
the ceiling above. If the door jam

falls sideways you will be cut in
half by the doorway. In either
case, you will be killed!
7) Never go to the stairs. The
stairs have a different 'moment
of frequency' (they swing
separately from the main part
of the building). The stairs and
remainder of the building
continuously bump into each
other until structural failure of
the stairs takes place. The
people who get on stairs before
they fail are chopped up by
the stair treads and horribly
mutilated. Even if the building
doesn't collapse, stay away from
the stairs. The stairs are a likely
part of the building to be
damaged. Even if the stairs are
not collapsed by the earthquake,
they may collapse later when
overloaded by fleeing people.
They should always be checked
for safety, even when the rest of
the building is not damaged.
8) Get Near the Outer Walls
Of Buildings Or Outside Of
Them If Possible It is much
better to be near the outside of
the building rather than the
interior. The farther inside you
are from the outside perimeter of
the building the greater the
probability that your escape
route will be blocked.
9) People inside of their
vehicles are crushed when the
road above falls in an earthquake
and crushes their vehicles; which
is exactly what happened with
the slabs between the decks of
the Nimitz Freeway. The victims
of the San Francisco earthquake
all stayed inside of their vehicles.
They were all killed. They could
have easily survived by getting
out and lying in the fetal
position next to their vehicles.
Everyone killed would have
survived if they had been able


to get out of their cars and sit or
lie next to them. All the crushed
cars had voids 3 feet high next
to them, except for the cars
that had columns fall directly
across them.
10) I discovered, while
crawling inside of collapsed
newspaper offices and other
offices with a lot of paper, that
paper does not compact. Large
voids are found surrounding
stacks of paper.

research and communication
advancements.
These MOUs are with local
and international organizations
and will be of tremendous
benefit to the organizations,
Galen students and for Belize.
Dr. John McAfee, a member
of the new Board of Trustees
for the University, and his
company, World Eco-League
Ltd., have established a
relationship with Galen to
collaborate on scientific research
and education. As part of that
MOU, Dr. Allison Adonizio
will be setting up laboratory
facilities at Galen University.
Dr. Arlie Petters, the well
known Belizean President of
the prestigious Petters Research
Institute (PRI) in Dangriga and
holder of the Benjamin Powell
Chair at Duke University,
where he is a Professor of

programs and an expansion of
the existing MBA degree. A
Master of Arts in Anthropology
and a Masters of Social Science


will be offered beginning in the
fall semester, 2010.
The Social Science Master
degree will allow students to
develop their own graduate
program in any area of the
social sciences.
Galen's MBA program will be
expanded to include cohorts
offered in different cities
across Belize. Galen's Master
programs mean Belizean
students wishing to pursue
post graduate work can do just
that within country. The
programs are also attracting
international students interested
in post graduate work abroad.
Galen University is committed

global approach to academics

2009/10 Sugar Crop. This
contribution translates into $2.1
million.
The Sugar Industry Control


Board will now proceed to issue
certificates to cane farmers
specifying the amount of fuel.
The waiver of Import Duty and
General Sales Tax to a maximum
of $2.00 per gallon will be in
effect from December 18, 2009
to the end of 2009/10 Sugar
Crop.
The Sugar Industry Control
Board is to maintain proper
control of fuel issued to ensure
that the allocation of 1,051,472
gallons of diesel fuel is not
exceeded.

informed the court that he does
not wish to proceed with the
matter because, in his words,
"the people done pay mi back
mi money."
The charge was subsequently
dismissed and Salazar was set
free.

The trio appeared before San
Ignacio Magistrate Anna Rachel
Montejo on Wednesday,
January 20, where they all
pleaded not guilty to the charge
and were remanded to the
Hattieville prison until Tuesday,
February 23, 2010.
The case took what has now
become a frequent twist when,
on Thursday, January 21, the vir-
tual complainant was brought
before the Magistrate where she


publicly told the court that she
does not wish to proceed with
the matter. The charge was
subsequently dismissed against
all three accused.
