where he was treated and
released.

With seventeen reported
cases of burglaries within the
community in December, San
Ignacio police, over the recent
holidays, where successful in
recovering several of the stolen
items resutling in the arrest and
conviction of two Santa Elena
boys believed to be ringleaders
in these crimes of dishonesty
while the search continues for a
third suspect also residing in
Santa Elena Town.
Of the reported seventeen
burglaries, nine where commit-
ted in San Ignacio, four in Santa
Elena and the remaining four in

At the time of his passing he
was a serving member of the
Cayo Special Constable Unit.
He was notorious for the
aggressive manner in which he
performed in this capacity often
times with more vigor than
regular elements of the Police
Department.

SAN IGNACIO TOWN, Cayo,
Thursday, December 31, 2009:
A team of policeman from
the San Ignacio station, this
Thursday morning, searched a
house in Calla Creek Village
where they found an unlicensed
shotgun and two cartridges.
At around 9:30 a.m. on New
Year's Eve a team of three
policemen arrived at the Calla
Creek residence of Victor
Arnoldo Perez, 30, Belizean
farmer and advised him of their
intention to conduct a search for
illegal firearms.
Police entered the house and,
behind a clothes closet in a
bedroom, they came upon a rusty
12 gauge shotgun, the brand and
serial number of which could not
be recognized. On a nearby shelf
police also came upon two old
12 gauge cartridges.
At the time of the discovery,
the residence was occupied by
Perez and his 30 year old
common-law wife. Neither of
them could produce a license
for the gun resulting in their
detention and transfer to

where they were jointly arrested
and charged for:
a) keeping unlicensed firearm
and
b) keeping ammunition
without a gun license.
In the absence of a magistrate
in San Ignacio that day, they
were whisked off to Benque
Viejo Town where Magistrate
Anna Rachel Montejo's court
was in session. They were
brought before the magistrate
where Victor Arnoldo Perez pled
guilty to both charges resulting
in the prosecution withdrawing
charges against the common-
law wife. Magistrate Montejo
consequently dismissed both
charges against her and
proceeded to sentence Perez
for two consecutive years for
each of the two charges. He will
therefore spend the next four
years in jail commencing
December 31, 2009.

Seed of Life Pregnancy
Resource Center in San Ignacio
Town, Cayo.


The center is located on Buena
Vista Street immediately across
from the Fire Station.
As in the other two Centers,
located in Belize City and
Benque Viejo, Seed of Life PRC
will offers FREE information
and support to any woman who
may be experiencing problems


with her pregnancy.
Accurate information on
abortion and other alternatives
are given in a caring and strictly
confidential manner, by trained
volunteer staff.
Seed of Life PRC also offers
free pregnancy tests, a "Learn
while you earn" program for
first time mothers, natural
family planning instruction,
educational outreach programs
and resource materials on related
issues to students, teachers and
the general public.
The new center was made
possible through the generous
donations from businesses and
members of the community in
the San Ignacio, Sta. Elena area.

OBITUARy
In Memory Of The Life Of









Dr. John Reinard Yaeger, 74
SUNRISE: April 9, 1935
SUNSET: November 30, 2009
John Reinard Yaeger died peacefully in his sleep on November 30,
2009 in Arlington, Texas, USA.
John was born on April 9, 1935, to Ruth Knutson Yaeger and
Clarence Yaeger in Yorkville, Illinois.
He grew up on his family's farm outside Cortland and completed a
Bachelor's degree at the University of Illinois.
After two years in the U.S. Army, most of which was spent in
Germany, he returned to his studies and earned a Ph.D in Botany
from the University of Chicago.
John had a lifelong interest in nature and ecology, and he explored
those interests in his careers as a professor in Illinois and Michigan, a
farmer near Decatur, Michigan, and eco-resort owner in Belize.
He is survived by his wife, Judy of Arlington, Texas; son, Jason
and daughter-in-law, Kat; grandson, John Carlton of San Antonio;
and brothers, Charles (Jan) of Maui, Hawaii, and David and Tom
(Eleanor), both of Cortland.
A true lover of humanity and the enviornment, Dr Yaeger has gone
to rest. May the family find comfort in the many positive memories he
leaves behind and in the knowledge that his soul is now resting in
eternal peace.

BELIZE LEADS REGIONAL HEALTH INFORMATION
SYSTEM INITIATIVE

Seasonal Flu vaccines administered total 19,488 countrywide for the October 2009 to March 2010
vaccine season.
ALL PERSONS IN THE ABOVE-MENTIONEDAT RISK GROUP WHO HAVE NOT
RECEIVED THEIR SEASONAL FLU VACCINE ARE REMINDED TO DO SO AT THEIR
NEAREST PUBLIC HEALTH FACILITY.
BELIZEANS BENEFITS FROM TAIWAN DENTAL

MISSION
The Dental Department, Ministry of Health in collaboration with the Taiwan Medical
Peace Corps (TRMPC) provided Dental Services to the Belizean Population in selected
areas in the country December 7-11, 2009.
Dental Services were provided at the Corozal Regional Hospital on the 7th Dental
treatment was also provided at Stella Maris School on the 8th and 9th and on December 10th
dental services were provided at Samuel Haynes Center. Services included cleaning,
composite fillings, silver amalgams and selected extractions. This Dental Team from Taiwan
included four Dentists equipped with their own mobile dental unit.
The President of the Group is Dr. Chi-Chun Liu. The team also included Dr. Shu-Hua
Shih, Dr. Yi-Wen Wang and Dr. Nai-Ping Chiang. Approximately 500 persons benefited
from this program. Special appreciation is extended to his Excellency Ting Joseph Shih
Ambassador for the Republic of China (Taiwan), Hon Pablo Marin Minster of Health and
Dr. Peter Allen Chief Executive Officer in the Ministry of Health for facilitating the
processing of the Taiwan Group Certificates of Appreciation which were given to all
Dentists and the First Secretary Pi-Chiang Chang.
In related news, the Dental Department, Ministry of
Healthmet with Advisor Health Systems and Services
PAHO, Mrs. Marilyn Entwistle to discuss the ways PAHO
is able to assist the Dental Department with the Dental
Health Education Program. Discussions were carried out
and it was agreed that PAHO would be able to assist in
creating Dental Awareness through Education for the
Belizean population. The targeted population is primary
school kids ages 4 to 13 years, teachers and parents. The
Educational material includes posters, pamphlets, brochures and other literature at a cost
of approximately BZ$6,000.00. This agreement by PAHO enhances the commitment we
have to fight caries by way of education. The Dental Department embraces this effort and
will be distributing the material country wide as we take on the challenge of fighting this
disease.

Department hosted a Mental Health Training
Workshop for

have been
receiving on
going training
through a series of workshops on different mental
illnesses, scenarios involving mental patients and
the kinds of intervention that are appropriate.
The police officers expressed their appreciation to
the Mental Health Program of the MOH for taking
time to train and enlighten them in such important
issues since they deal with people that have mental
disorders.
The Mental Health Programme Ministry of Health,
in collaboration with the Police Department and the
Pan American Health Organization developed a
Mental Health Training Manual Belize Police Officer
Guide. This guide is the basis of training for police
officers countrywide as they play a vital role to
minimize injury to themselves and mental health
patients.
The mental health training manual for police
officers is intended to assist police officers with the
procedures for handling persons with mental
disorders, giving them better a understanding of the
problems so that they can continue to preserve lives
and protect property while executing their duties.
Valley of Peace Health Center
Valley of Peace Villaqe, Cavo District
Over the past years, Cayo District has been the fastest growing
District. The Valley of Peace Village is one that has shown
significant increase in population in this Region with an estimated
population of 2,400.
This has created the
need for a new
SHealth Center.
Through
partnership and
collaboration
between the Rotary
Club of Canada and
the Ministry of
Health Western
Health Region, the
construction of the
new Valley of Peace Health Center is being made possible. The
Rotary Canada is funding the construction of the building. The
first phase has now commenced with the demolishment of the old
building.
The Valley of Peace Health Center is planned to provide primary
care services, health promotion and preventive health to all its
residents with an objective to improve the health of the community.
The delivery of Primary Health Care Services to the people of
Valley of Peace is among the priorities of the Ministry Of Health
and Western Health Region. The improvement in community
health is in accordance with the Vision and the mandate of the
Ministry of Health.

Christmas Morning Traffic Accident Claims One Life


A Christmas morning traffic
accident in the Western
Mennonite Community of
Spanish Lookout resulted in the
death of the lone occupant of a
Ford Ranger pickup truck.
It was shortly after 9:00 am
on Friday, December 25, 2009,
when the policeman stationed in
Spanish Lookout was alerted of
a fatal traffic accident in the
community under his command.
Upon arrival in the area of
Route 35, Spanish Lookout the
policeman found a grey 2004
Ford Ranger pickup with license
plate CY-C 29013 about 75 feet


off the roadway inside an
open parcel of land.
About 25 feet from the
extensively damaged vehicle,


police encountered the life-
less body of a male person
who was later identified
as Milton Larios, 29, a


resident of the nearby community of
Duck Run III.
The vehicle was found with damage
to the front fender, wheel and door on
the driver's side.
Police are of the opinion that the
deceased was driving alone and might
have fallen asleep at the wheel
resulting in the vehicle running, out of
control, off the roadway.
Police further suspect that the run
away vehicle might have flipped over
several times thereby catapulting Larios
therefore resulting in visible injuries to
the head.
The body was removed from the scene
and transported to the San Ignacio
Community Hospital were it was
officially pronounce dead.

Combatting Crime Must Be

Government's Top Priority

In almost all the countries in
the English speaking Caribbean
their crime rates have increased
to the point where the
governments are frustrated and
baffled by the new numbers.
Not only have the crimes
increased but when it comes to
bodily harm and theft they are
more violent in nature.
In Belize where I am from it is
gang violence, murders and
violent robberies. The rate of
crime in a couple months last
year may have influenced the
early departure of the then

Westby to this new Police
Commissioner Crispin Jeffries.
Yet despite the change at the top
brass the difference in numbers
is minimal.
In order to solve crimes, the
government must find out the
true reasons why people chose
to commit crimes and come up
with a crime prevention plan.
A crime prevention plan
should include the following
measures; beat patrol,
community policing, criminal
intelligence, arrest and
conviction of criminals,
reforming prisoners, criminal
investigation, deportees
rehabilitation, drug eradication,
drug rehabilitation, drug
treatment programs, youth
programs and a confidential
telephone hot-line for the
awarding of rewards.
After a crime is committed,
Law Enforcement authorities
must spend a lot of time trying
to detect who committed the
crime which could be avoided
if more resources are invested


in crime prevention.
I was a member of the Belize
Police Force between 1973
and 1978. I therefore have
experience working in most of
those areas I outlined earlier.
In those days the Orange Walk
District ranked first in terms of
violent crimes involving bodily
harm with Belize City having the
most incidents of theft.
Residents of Orange Walk
District had the economic means
to survive and did not need to
engage in petty theft. However,
crimes of bodily were due to
arguments over drugs and bar
quarrels that led to outright
violence.
Today, I do not know what is
the current statistics but from
what I have read in the news,
Belize City has taken over
crimes in all categories.
I was posted in the Orange
Walk District from 1974 to 1977
as a Crimes Investigator. We had
a lot of unsolved murder cases.
Many of these cases could have
been solved if more resources
were allotted to the police


detachment in Orange Walk.
Geographically, the Orange
District is huge with many
populated satellite villages.
I am of the firm opinion that
those who engage in criminal
activities do so out of
desperation. They make it their
lifestyles. They have no regard
or respect for the citizens of their
countries.
A government that cannot
protect its citizens from these
criminals, in a matter of time
itself will become victims of
these people.
The population of Belize is
relatively small and most
Belizeans are related in one way
or the other or they know each
other.
I have travelled every district
in Belize, I have met and
interacted with Belizeans from
all walks of life and therefore I
know that, by nature, Belizeans
are not a violent people.
I am strongly urging this
government to make crime
reduction their number one pri-
ority this year.

residence of primary school
teacher Carlos Thompson
resulting in the loss of several
pieces of jewelry, a DVD player
and two dozen DVD movies, all
for a total value of $3,400. Entry
was reportedly gained through the
front door which according to
Thompson was left open when
the family departed on their
various routes for the day.
b) The December 21, burglary
of the Martin Galvez Boulevard,
San Ignacio residence of Teresa
Del Carmen Diaz, 38, Belizean
housewife resulting in the loss of
one black Sony stereo with two
speakers, one bracelet and one
silver ring all for a total value of
$700.
Police observed that entry into
Diaz' wooden house was gained
by prying the lock off a back door
and
c) The December 23, burglary
of the residence of Mary
Lee Langlois, 47, Canadian
domestic of #23 Neal's Road
Santa Elena, resulting in the loss
of three laptop computers, an iPod
and other pieces of electronic
equipment for an estimated total
value of $7, 750. In this instance,
there was no sign of forced entry
into the 50x60 cement building.
Police first received
information of a boy going
around trying to sell a complete
stereo system with speakers for
only $150. The investigations
led to the detention of Daniel
Sagastume, 18, Belizean laborer
of an Eduardo Juan Street address
in Santa Elena. Sagastume led
police to a home in San Ignacio
Town where they recovered Diaz'
stereo, Thompson's DVD player
and DVD movies along with other
items, including jewelry linked to
other reported burglaries.
Investigations also led to the
recovery of 3 laptops identified by
Mary Lee Langlois as her
property.
Further investigation also led to
the arrest of a sixteen year old
minor residing on Zaiden Street in
Santa Elena while the search
continues for one Melvin
Neal who is believed to be an
accomplice to the minor.
Charged with burglary and
handling stolen goods, Sagastume
appeared before Magistrate
Anna Rachel Montejo on
Tuesday, December 29, where he
pleaded guilty to both charges. On


the burglary charge he was fined
$1,005 payable by July 1, 2010 in
default one year in jail. On the
handling stolen goods charge he
was also fined $1,005 payable by
October 1, 2010 in default also
one year in jail.
The 16 year old minor
appeared in court on Wednesday,
December 30, where he also pled
guilty to a burglary charge and
was sentenced to two years
confinement at the Youth Hostel,
mile 21 on the Western
Highway, Belize District.
As incidents of reported
burglaries continue into the new
year, Rosanna Depaz, 22,

Investigation revealed that
entry into the 20x30 downstairs
office was gained by the removal
of the burglar bar and all seven
louvers from a back small
bathroom window.
Investigators are of the
opinion that rifle was the main
objective of the burglary and that
those who pulled off the act
might have known exactly where
to go within the building to get
the gun as police strongly
suspect that no light was used
to find the merchandise since,
laying on top of the hard plastic
case where the rifle was kept,
was a 12 gauge shotgun and
when the lid of the plastic case
was lifted, the 12 gauge shotgun
slid to the back of the shelf, into
the darkness, and out of the sight
of the burglars.
Furthermore, investigation
revealed that the secretary's
workstation was left undisturbed


with at least $150 left inside an
unlocked drawer while several
thousands of dollars worth of
modern computers and other


electronic equipment were left
undisturbed.
With the magnitude of
the investigation currently
underway, police strongly
believe that it is only a matter of


time before they lay their hands
on those holding this firearm
and are strongly advising those
in possession of this gun to
make arrangements for its
recovery.
