Making A Positive Difference In The Community


SAN IGNACIO TOWN, Cayo

While undesirable occurrences
often dominate the media
spotlight, all is not lost as there
are others who, without much
fanfare, are expending their
energies in making a positive
difference within the commu-
nity. This weekend we came
upon two such groups.
At the Santa Rita Cemetery in
San Ignacio Town we met a
group of students from Sacred
Heart College painting the pe-
rimeter fence.
The group of 37 students from
2F along with their homeroom
teachers, Mr. Alvin Medina and
Ms. Catherine Wade took on
the task as a community service
project. They were having
fun while making a positive
contribution to the community.

In the second incident, Mark
Alvarez, 46, Belizean, Driver,
Immigration Department, West-
ern Boarder Station, reported
that sometime between 7:30 a.m.
on Monday, November 23
and 6:30 a.m. on Tuesday,
November 24, his house, located
in the Trapiche Area of Santa
Elena Town, was burglarized.
Reported stolen was his licensed
black, 9mm, CZ brand pistol
bearing serial number A025765
valued at $3,000 along with an
empty magazine.
Alvarez reported that upon
arriving home on Tuesday he
observed cement fragments from
the front wall of his house. He
noted that entry was gained by
means of prying the front door.
The only reported item stolen
was the gun from inside the
bedroom.
Again no arrest has been made
as the investigation continues.
Police are asking anyone with
information which could lead to
the recovery of these firearms,
and the arrest of the those
responsible for these burglaries
to call the nearest police station
or Crime Stoppers at 0-800-922-

Perseverance on the part of Crime Stoppers
is eventually paying off
In and of itself, a loaded gun is a dangerous instrument. In the
wrong hands that gun becomes doubly dangerous, often times
even deadly.
The value of success, through perseverance, was instilled in
many of us from a very early age. Many of us might still recall
the verse from the perseverance poem which encouraged us to
"Try and try again, you will succeed at last".
Crime Stoppers has been trying and trying for many years and
by all indications it looks like they are succeeding at last.
One area of this success is obviously the removal of illegal
guns off the streets and out of the hands of persons with
criminal intent.
There are increasing instances when we hear on the news
that: Acting upon information received police visited such
and such location (usually an open vacant lot) where they
found a loaded gun. No arrest was made as there was no one
in the area.
We said it, not in so many words, a few weeks ago but for
some reason we are getting the feeling that the time has come
for us to say it in as many words as is needed to get the message
across.
Given Crime Stoppers' current rate of success in getting
illegal guns off the streets, the long arm of the law WILL
eventually grab those persons who insist on keeping illegal
firearms.
There are those wise persons who, in the current absence of a
cash-for-guns program, are increasingly ridding themselves of
sure jail sentences by calling into Crime Stoppers the location
of the illegal gun they once held and in the process they
collect a reward.
Then there are those who are looking for illegal guns so that
they can call in to Crime Stoppers to collect the reward.
There is the recent case where an illegal gun was sold. The
buyer stashed the gun in his car for the return trip. The seller
called in the report to Crime Stoppers and before the buyer
could return home with the gun, the police met him on the way
with the gun. The seller received payment for the gun and an
additional bonus from Crime Stoppers and the buyer is in jail.
Then there is the other case where the illegal gun holder told
one too many acquaintances about his illegal "treasure and
within a few hours the police were knocking at his door and
without much difficulty went directly to the spot, in the house,
where the gun was stashed. The acquaintance received the
reward and the gunman is in jail.
To illegal gun holders we say, the choice is entirely yours:
You can hold on to the gun until such time that the long arm of
the law grabs you and you go to jail or you can direct Crime
Stoppers to the location of the gun and collect the reward.
Beyond any shadow of a doubt, it is neither safe to buy nor to
keep an illegal gun.
Perseverance on the part of Crime Stoppers is eventually
paying off and the sure product is the saving of lives as the
effort continues to make Belize a safer place for all of us.

The Florida Caribbean Cruise Association (FCCA) invites all primary & secondary students of Belize to participate
in the 2010 FCCA Foundation Children's Environmental Poster Competition.
\ Each student must submit one poster and select a topic of their choice that promotes environmental awareness.
\ Each poster must depict at least three (3) ways in which his/her country can make a difference in preserving the
environment and must be in English.
\ Each poster must accompany a summary description in English along with the title of the poster.
\ Words may be used to highlight the ideas illustrated. (Must be In EnglishJ

Honduras chooses a new
president on Sunday in an
election that may defuse a cri-
sis caused by a coup against
President Manuel Zelaya, but
the vote is splitting Washington
and Latin America.
Neither Zelaya nor arch-rival
Roberto Micheletti, the coun-
try's de facto leader, are running
in the election, which could give
a new president the chance to
take Honduras beyond the
political gridlock that has
divided the Central American
nation and cut off international
aid.
"We see the running of these
elections assuming that
they're run in a fair and
transparent way we see them
as an essential part of the
solution of this crisis," U.S.
State Department spokesman
Ian Kelly said this week.
Leftist Zelaya was ousted by
the army in June and replaced
by Micheletti who has blocked
attempts backed by the United
States, Latin America and
Europe to have the president re-
instated.
Zelaya now holed up in the
Brazilian embassy in
Tegucigalpa and his support-
ers argue that recognizing the
elections would essentially give
the coup leaders victory.
Zelaya is urging the vote be
rescheduled.
Latin American powers like
Argentina and Brazil also say an


election organized by
Micheletti's de facto government
is not valid, possibly putting
them at odds with Washington
which looks likely to recognize
the vote.
The Organization of Ameri-
can States and the independent
Carter Center are not sending
observer missions. Human rights
groups fear there could be
violence.
The two leading candidates,
from Honduras' traditional
ruling elite, have skillfully
avoided much talk of the crisis
in their election campaigns and
hope Honduras will be
welcomed back into the
international fold after the vote.
Some analysts say under this
scenario Zelaya would fade from
the headlines.
Porfirio "Pepe" Lobo of the
conservative opposition
National Party, has emerged as
the frontrunner in the election,
scheduled before the June 28
coup.
In an October poll by
CID-Gallup, Lobo was 16 points
ahead of his closest rival, Elvin
Santos from Zelaya and
Micheletti's Liberal Party.

San Ignacio Humane Society's Successful Event

SAN IGNACIO TOWN, Cayo,

The San Ignacio Humane
Society sponsored a successful
fundraising event at Mahogany
Hall Boutique Resort in Bullet
Tree Falls on Saturday evening,
November 21.
Members of the Society and
the public were invited to a
pre-Thanksgiving dinner on the
banks of the Mopan River at
Paslow Falls for a donation of
$50 a plate.
The event was to raise funds
to support spay and neuter
clinics for dogs and cats and to
sustain the recently established
Donna Hill Animal Adoption the
Center. (L-R) Guests of Honor Dr. Edwardo Tesecum and
Veterinary Drs. Isabelle Dr. Isabelle Paquet-Durand
Paquet-Durand and Edwardo opened, high end resort on the Paslow Falls Road in Bullet
Tesecum were honored guests
for the event as the Soiety
showed its appreciation for all
the work they do to support the
efforts to reduce unwanted and
mistreated animals in the Twin
Town area and surrounding
villages.
Dr. Tesecum has started a
clinic for spay and neutering,
every third Saturday of the
month, with discounts on the
fees, at his office on Joseph
Andrews Drive in San Ignacio,
next to Sacred Heart College.
Dr. Isabelle is a well known
wildlife vet, who has recently
initiated the Wildlife Conserva-


tion Network in Belize.
Both Dr Tesecum and Dr
Isabelle teach through Galen
University's Summer Intensive
Field Courses, which do free vet
clinics during the summer
months, supporting the Society's
efforts to reach out to the
community.
The wonderful Thanksgiving
fair was prepared by the Humane
Society Board members and
their families.
Turkey, ham, dressing, all the
'fixings" and pies were served
to the guests by the Junior
mdmbers of the Humane Soci-
ety volunteers.
Funds were also raised through
donations and a cash bar at the
beautifully decorated resort.
People attended the fundraiser to
show their support for the
efforts that the Humane Society
is making in the community;
some came for the food and
many attended to get firsthand
apperciation of the newly

Guided tours of the resort were provided
by the staff. Music was provided by the
Society volunteers.
Dining tables were scattered across
the large deck with the lovely flowing
fountain and pool, huge entrance hall and
lounge with a fireplace. The variety of
guests and conversation was a delight
throughout the evening extra servings were
packaged for guests to take home.
The next Humane Society event will be
held Saturday, December 5, at Erva's
Restaurant on West Street, San Ignacio, at
1 pm. This will be a General Meeting for
all members and elections will be held for
a new slate of officers to manage the
affairs of the Society for the coming year.
The public is invited to attend and join.
Membership is only $20 per person.
The San Ignacio Humane Society extends
a heartfelt Thank You to all those persons
who attended last Saturday's event and
assisted in making it the success it was.

Granny Gloria is well known for
her unshakable faith in the Almighty
and for her vocal proclamation of
her faith.
She would routinely go out on

neighbor would shout back, "There
ain 't no Lord!"
Realizing that Granny Gloria was
poor and in need, Mr. Dennis
decided to prove his point by
buying a large bag of groceries and


placing it at her door.
Early the next morning, Granny
Gloria opened the door, stepped
on the porch, and on seeing the
large bag of groceries at her feet,
she raised her hands to the sky and
shouted, "Praise the Lord!"
Mr. Dennis stepped out from
behind a tree and said, "I am the
one who brought those groceries,
there ain't no Lord."
Granny Gloria raised her eyes to
the heavens and replied, "Lord,
you not only sent me food but
you made the devil pay for it."


A retired businessman was on a
photo safari in the Cockscomb
Jaguar Preserve along with his
aged potlicker dog.
The dog started chasing butter-
flies and before long it strayed from
its owner. Wondering about in the
jungle, the dog notices a jaguar
heading rapidly in his direction
with the intention of having him
for lunch.
The old potlicker says, "Oh, oh!
I'm in trouble now!" Noticing
some bones on the ground close by,
he immediately settles down to
chew on the bones with his back to
the approaching jaguar. Just as the
jaguar was about to leap, the old
dog exclaims loudly, "Boy, that
was one delicious jaguar! I
wonder if there are any more of
them around here"
Hearing this, the young jaguar
halts his attack in mid-strike, a look
of terror comes over him and he
slinks away into the trees.

from a nearby tree figures he can
put this knowledge to good use and
trade it for protection from the
jaguar. So offthe monkey goes, but
the old dog sees him heading after
the jaguar with great speed. The
dog figures that something must be
up and so he follows from a safe
distance. The monkey soon catches
up with the jaguar, spills the beans
and strikes a deal for himself with
the jaguar.
The young jaguar is furious at
being made a fool of and says,
"Here, monkey, hop on my back.
I want you to see what's going to
happen to that conniving old
dog!"
The dog was rushing back in
search of a safe haven when he sees
the jaguar coming with the monkey
on his back and he says to himself,
"What am I going to do now?"
He halts and decides to take this one
like a man. He sits down with his
back to the approaching attackers,
pretending he hasn't seen them yet,
and just when they got close enough
to hear, the old dog says.
"Where's that darn monkey? I
sent him off an hour ago to bring
me another Jaguar!"

Economic Crisis Explodes Into Unrest In Puerto Rico

SAN JOSE, Puerto Rico, Novem-
ber 18, 2009:
The unsuspecting governor,
smack in the middle of an
important press conference, missed
being hit by a projectile by mere
inches.
The projectile? Not a bullet, but
an egg. An outraged citizen calling
himself "the Common Guy" (el
tipo comun) interrupted the press
conference by screaming in outrage
at Puerto Rico's governor, Luis
Fortufio, and throwing a slider that
landed on a sign highlighting a new
development project the governor
was announcing. As officers locked
the man in a bear hug and carted
him off, and as the press swarmed
this Common Guy, it became clear
that his public display of resistance
was not only transcendental for its
raw expression of pain and anger,

but was also symbolic and repre-
sentative of everyone's frustration
and open outrage at the turn of
events on the island.
Puerto Rico is witnessing the kind
of social, economic, and political


upheaval not seen in decades.
Declaring a fiscal emergency, the
pro-statehood Fortufio administra-
tion recently passed a Fiscal
Emergency Law, which, among
other measures, implemented the
layoff of over 20,000 government
workers-nearly 10% of the total.
In addition to huge cuts in budgets
and services, the layoffs caused
immediate shock and outrage
due to its massive breadth and
potential effects. Government
officials contend that they inherited
a bankrupt government from
previous administrations along with
a huge debt load. They are
scrambling to prevent their credit
ratings to be classified in the low-
est of categories-the junk rating-
and contend that the measures were
necessary.
With an unemployment rate of
around 16%, it is obvious that

Puerto Rico confronts a serious
economic crisis.
Coupled with a soaring crime
rate-more than 750 murders this
year alone-alarming suicide rates,
increasing acts of domestic
violence, and worrisome mental
health needs on the island, emotions
have reached a boiling point.
Ordinary citizens have begun to
express the belief that their
government cannot control the
social crisis.
Incidents of police abuse,
including a recent incident in
which university students were
indiscriminately attacked with
batons and tear gas, are being
denounced at an increasing rate
across the island. Squatter commu-
nities (also known as developers of
rescued lands) have recently been
targeted as lawbreakers by the
conservative administration, and
families without clear title to their
properties are being forcibly evicted
from their homes.
Part of the government's fiscal
emergency response has been an
attempt to reverse the gains
previously won by collective
bargaining agreements, drawing a
sharp outcry from the union sector.
Opposition political parties have
called for a larger burden to be
borne by the rich and by large
corporations, only to be rebuked by
the administration, which has gone
ahead with significant increases in
basic services. The administration,
whose governor identifies himself
as a U. S. Republican, also censured
several books by renowned authors
for use in the island's schools-
including Antologia personal by
Jos6 Luis GonzAlez, El entierro de
Cortijo by Edgardo Rodriguez
JuliA, and Aura by Carlos Fuentes
- a deed met with fierce opposition.
A further alarming development
was the governor's signing of an
executive order authorizing the
police superintendent to activate the
National Guard to quell public
disturbances and civil unrest-an
act undertaken immediately before
the announcement of the layoffs.
Activists from across the
political spectrum joined forces to
confront the fiscal emergency law
and called for a national strike that
was held this past October 15. The
coalition, known as All Puerto Rico
For Puerto Rico (TPRPR), is made
up of political organizations,
student groups, and civic and
religious organizations, including
churches. Among its more publicly
recognizable activists are priests
and labor leaders.
Reverend Juan Vera, of the
TPRPR Coalition, is seen by most
as one of the main organizers of the
coalition. He declared, during one
of the massive demonstrations
linked to the national strike, that

battleground. We declare that
there will only be tranquility when
our governors respect the will of
the people. Today we begin a new
page in the history of Puerto
Rico."
The demonstrations on October
15th, which garnered approxi-
mately 200,000 people, were
centered in the San Juan area, and
focused principally on the largest
avenues in the area known as the
Ponce de Leon. Schools in the area
were closed, government offices
were at a standstill, and public
transportation was halted.
Remarkably, the largest shopping
mall in the Caribbean, Plaza Las
Americas, closed for the day, only
the second time in its history,
leading some to claim that the
national strike had the desired
effect of crippling business for the
day. Others hoped publicly that the
government would change course
once confronted with the growing
demands for alternative solutions.
Special police intelligence units
were deployed, and Police
Superintendent Jos6 Figueroa
Sancha confirmed that activists
were recorded for "intelligence
purposes, "drawing an outcry from
rights activists. Figueroa Sancha,
previously second-in-command of
Puerto Rico's FBI office, has been
implicated in the agency's targeted
assassination of revolutionary
leader Filiberto Ojeda Rios in
2005. Ojeda Rios was the de facto
leader of Los Macheteros, an
anti-colonial guerrilla force
advocating Puerto Rico's political
independence. He had been wanted
by the FBI for 15 years, having gone
underground in 1990 after the
infamous $7 million Wells Fargo
heist by his organization in 1983.
Los Macheteros have re-ap-
peared during the current unrest,
issuing a statement on September
23 calling for struggle and for
solidarity with the affected
working class, warning that the
government's fiscal measures were
designed to satisfy the needs of
corporations and to further the
statehood goals of the governor.
The pro-independence guerrillas
called for '"firm, effective, and co-
ordinated actions" designed "to
evolve into revolutionary action"
in order to obtain necessary
democratic, labor, and political
rights. Calling for all pro-independ-
ence forces to unite, the organiza-
tion reiterated its position and
intent to utilize armed struggle as
simply one of the methods of
struggle alongside the Puerto Rican
working class.
At one point during the October
15 protests in San Juan, several

Ordered by the police to disperse,
the students suddenly decided to
resist the order and promptly sat

cas" Expressway, one of the
largest highways in the country.
Blocking traffic for five hours, the
students chose to display their
militancy and strength by sending a
message in action to the current
administration. The students
haggled with the authorities for
hours, insisting that the police leave
the area first, while the police
ordered the students' dispersal as a
condition. The tension was finally
broken when nationalist icon
Rafael Cancel Miranda arrived to
speak with the students, and
officers themselves began to
disperse.
Cancel Miranda was one of four
Puerto Ricans who opened fire in
the U.S. Congress in 1954 in a
dramatic demand for the island's
independence, serving 25 years in
federal prison until President
Carter's clemency in 1979. The
FUPI (Pro-Independence Univer-
sity Federation) released a
statement after the demonstrations
praising the militancy of the
students and the presence of
Cancel Miranda. The statement
highlighted the fact that the students
present "recognized him and
listened to him, because Rafael
Cancel Miranda has the moral
stature necessary to be heard. It is
indicative of the students' recogni-
tion of our people's true leaders,
who with their lives have demon-
strated commitment" and acted
honorably.
Days after the National Strike,
members of the Hostosian National
Independence Movement (MINH)
surprised the governor as he arrived
at a political party meeting in the
town of Toa Baja. Pro-independ-
ence activists, labor leaders, and
ordinary citizens who had been laid
off via the Fiscal Emergency Law
all participated in the MINH


demonstration. In the days and
weeks following those actions, the
governor and his entourage have
been met with consistent and
repeated demonstrations, protests,
and acts of civil disobedience. These
acts are conducted by different
organizations, with different
interests, and different constituen-
cies, but have all been coordinated
by the coalition and brought
together by labor leaders. They all
continue to demand the cancellation
of the layoffs and of the Fiscal
Emergency Law. Pro-independence
student activists have indicated that
they will now begin a campaign to
demand "more, "an ominous though
unclear warning. In recent days,
union leaders have led visits and
sit-ins at several offices of elected
officials in order to pressure for
changes to the Fiscal Emergency
Law and continue to confront the
governor at every turn.
In the days after the demonstra-
tions, the governor declared that he
would not reverse the layoffs and
would not repeal any of the
provisions of the Fiscal Emergency
Law. In response, student
organizations and labor leaders
expressed their intention to move
forward with a general strike, one
that would be held indefinitely,
designed to bring the country to a
standstill, with the political purpose
of forcing the administration to roll
back some of the harsher measures
contained in the Fiscal Emergency
Law.
Meanwhile, Fortufio continues to
misstep and provoke the growing
activist movement. During the last
days of October, he cancelled the
Natural Reserve designation of
hundreds of acres of land that were
to be protected from contamination
and development. The removal of
protection was opposed by environ-
mentalists, who saw it as a
capitulation to development
interests. The explosion of unrest
on the island will likely deepen as
ordinary citizens identify and
oppose the privatization efforts of
the administration.
The Common Guy and his egg did
not constitute the only explosion on
the island. On October 21, an ex-
plosion occurred in the Gulf gaso-
line refinery owned by Caribbean
Petroleum Corporation (CAPECO)
in the town of Bayamon, drawing a
frenzy of media coverage and
frantic conjecture by officials in the
Fortufio administration about
whether it was an act of sabotage.
The fire burned for three days,
spewing thick black toxic smoke
that, luckily, was mostly blown out
to sea by wind gusts. The explo-
sion was so severe that it marked
2.8 on the Richter scale, blowing
out windows in local homes and
business, and seriously damaging
several homes in the area. Residents


pointed out that at midnight the
explosion lit up the sky as if it were
noon, and were amazed, frightened,
and traumatized by the severity of
the blast.
Those who opposed a hated de-
velopment project in the town of
Pefiuelas likely feel vindicated. The
"Gasoducto," recently abandoned,
was a development project designed
to transport natural gas throughout
the southernmost towns of the is-
land, but met with unusually fierce
community opposition, most espe-
cially in the towns of Ponce and
Pefiuelas. Anti-gasoducto argu-
ments were based on the fact that
the gas line was to come danger-
ously close to residential areas, and
activists called attention to serious
accidental blasts in other countries
where gas lines are maintained.
The CAPECO blast was a
haunting reminder that
overdevelopment coupled with a
lack of oversight and regulation is
a serious threat to civilian safety in
residential areas. But it gave the
administration an opportunity to
attempt to link the blast to the
growing protest movement. In spite
of having immediate confirmation
from CAPECO employees who
reported seeing dangerous flamma-
ble vapors being emitted from the
oil and gasoline transfer stations,
and who ran from the site in
anticipation of the blast-and
luckily were not hurt because they
fled in vehicles and not on foot-
the administration, along with FBI
officials, continued for days to
report that they could not rule out
"terrorism" and "sabotage" as a
possible cause of the blast. Some
saw this as a feeble attempt to
weaken the protest movement by
attempting to scare more moderate
elements of the organizations
involved and so prevent further
unrest. Within days, firefighters
were able to contain the blaze and
extinguish it, and the FBI confirmed
no evidence of sabotage was found,
instead finding a history of neglect
and corruption.
Working class families have been
shocked into action by the
neoliberal policies of the Fortufio
administration, and have taken to
public demonstrations and civil
disobedience to attempt to roll back
some of its more painful policies.
While corporations continue to
repatriate billions of dollars to their
U.S. offices, and while elected
officials continue to pay six figures
to consultants and authorize salary
increases for themselves, the
working class in Puerto Rico has
exploded in outrage and action.
While it may not result in
immediate fundamental political
change, it certainly marks an
exciting and historical moment in
the history of the United States'
oldest colony.

Making A Positive Difference In The Community


while the remainder was
purchased with funds raised by
the students while several
students each donated a gallon
of paint for the project. By the
time the students left, a
few hours later, the positive
difference was visible for all to
see.
Then on Sunday morning we
saw of group of men, with trash
bags in hand, collecting the
garbage on both sides of the
Western Highway in Santa Elena
Town. We later found out that
these civic minded men were not
Town Council employees but


rather members of the Cayo Tour
Guide Association who took
time off this Sunday morning to
make a positive difference in
their community.
Another equally civic minded
group is the San Ignacio Humane
Society whose members, mostly
businesspersons and private
citizens, are volunteering their
time, energy and financial
resources to care for stray dogs
and cats in the community.
We congratulate these positive
minded citizens and encourage
more of us to join in the effort at
making a positive difference in
these challenging times.
