We will be among the first to congratulate the police on the
aggressive hunt for and successful removal of illegal guns and
bullets from within our communities.
These weapons in the wrong hands are causing untold
heartaches, sorrows and grief in our once peaceful society.
Notwithstanding however, it is incumbent upon those with the
authority to enforce the law to temper their actions with mercy.
We continue to hold steadfast to the conviction that an arrest
should always be the product of an investigation and not the
other way around.
We are going to be among the very last to shed a single tear
for known criminals found in possession of these instruments
of terror. However, we will be the first to raise our voices when
confronted with the merciless dispensing of justice as it
pertains to existing illegal firearms law.
As we write this editorial, a 44 year old lady, booked as a
Belizean Missionary, and her 30 year old mentally challenged
brother are spending a sixth night on the cold cement floors
inside holding cells at the San Ignacio police station without
being given a chance to explain the situation.
Police visited the house in the village of Unitedville at around
5 o'clock on the morning of Thursday, November 12 and came
upon three unlicensed guns and bullets. The lady and her brother
were arrested, charged and remanded. End of "Investigation ".
Case closed.
When did we reach the point where the police have stopped
performing that cardinal function as it relates to investigating
cases before venturing into the realm of depriving an individual
of the constitutional right to freedom?
Yes, we appreciate the notion that drastic times require
drastic actions but in this pursuit, we should never fail to
consider the human element, that sense of caring for a fellow
human being.
It's rather difficult to share the whole picture without causing
uneasiness in some quarters. Ok, what the hell we are going
to throw that caution to the wind and let the chips fall where
they may.
In this business we have grown accustomed to frequent threats
of bodily harm by seasoned convicted criminals who dare us to
publish their photographs in the newspaper. However, on the
contrary, when this lady learnt that we are from the newspaper,
she could care less if we published her photograph, she was
more concerned about what would happen to her sick
brother. She humbly asked us to please bring her a copy of
the newspaper.
We did some checks in the village to find out more about this
lady and the family. We found out that this lady recently fell on
hard times and could no longer afford paying rent for the place
she lived and since her father is away in the United States of
America, he gave her permission to move into his unoccupied
house as a temporary relief. While the father and older brother
are away in Texas, the license for their three guns expired and
so the police came upon the guns secured inside the father's
house.
Our review of the 2007 national register of licensed firearms,
the only one we have, clearly shows that at least two of the
guns were licensed for that year in the father's name. Gun
licenses legally expire on the holders' birthday and since we
are not in possession of the 2008 register, we are not in a
position to say if the father renewed the licenses on his birthday
in February 2008. Obviously, due of his absence, the licenses
were not renewed in February 2009.
The bottom line here however, is that the police are not

dealing with never before registered firearms. In fact we were
told that these guns have been in this family for many, many
years. The police were not dealing with a woman and a brother
who threatened anyone with these guns. Granted, that these
guns might not be registered for the current year, by all means
they must be removed from the premises where they were found
and taken into safekeeping. Why however, is some degree of
mercy not been shown to a fellow human being and her sick
brother.
Given our limited capabilities on this matter we will show all
the mercy we can by refraining from publishing this lady' and
her brother's photograph as well as the photograph of the guns.
Furthermore, whoever that other person is, or persons are, we
thank them for showing compassion by allowing the lady and
the brother to remain in police lock up, instead of going into the
prison environment at Hattieville, until some kind of bail can be
arranged for them. We thank the Chairman of Unitedville
Village, Mike Juan, for arranging legal representation for them.
Incidentally, a review of the 2007 national register of licensed
firearms show no less than 15 guns licensed to a former area
representative and minister under the previous administration
being eight 12 gauge shot guns, three point 38 handguns, one
each 9 mm pistol, al6 gauge shot gun, an unspecified point 22
(rifle, revolver or pistol) and a point 380 handgun.

edition of the newspaper but it
somehow slipped off the raider.
We decided to revive it this
week to afford readers an
appreciation of the sequence of
events that could have easily
resulted in the biggest blood bath
in the history of the Belize
Police Department.

BENQUE VIEJO TOWN,
Cayo District, Wednesday,
November 4, 2009:
A police constable is today
recuperating at the Karl Heusner
Memorial Hospital from a
gunshot wound he received in an
incident that could have resulted
in the biggest blood bath in
the history of the Belize Police
Department.
It was shortly after 7: o'clock
on the night of Saturday,
October 31, when a group of
three police officers from the
Benque Viejo Town Police
Sub-Formation of the Cayo
(Police) District were on mobile
patrol in western village of San
Jose Succotz when they were
informed of the presence of two
suspicious looking male persons
on the road between Clarissa
Falls and Calla Creek Village.
The privately owned single cab
pickup truck, on loan to the
police from a Benque Viejo
Town resident, sped off on the
approximately 3 miles journey to
investigate the report.
In the driver's seat was
Constable 191 Kemsley
Duncan with the patrol
commander, Cpl 626 Emil
Bradley, seated in the front
passenger seat and Constable
376 Donald Pinelo seated in the
pan of the vehicle.
They proceeded all the way up
to the entrance of Calla Creek
Village and encountered nothing
visibly out of the ordinary.
However, on the return journey
between the entrance of Calla
Creek and Clarissa Falls,
they spotted some suspicious
movements. Duncan stopped the
vehicle and they were spotting
lights in the bushes when
suddenly the found themselves
completely surrounded by six
heavily armed masked men in
dark clothing. The three


policemen, all in #1 dress (kaki
shirt and blue striped
pants) immediately identified
themselves as police men. The
armed masked men promptly
stepped backwards but while
retreating, one of the gunmen
reportedly fired off several shot
at the vehicle as it sped off. One
of the bullets struck Constable
Donald Pinelo in the region of
the right shoulder.
The vehicle with the injured
policeman in the back rushed to
the San Ignacio Poly Clinic,
where Pinelo was checked
and rushed to the Loma Luz
Hospital and later to the Karl
Heusner Memorial Hospital in
Belize City where is reported to
be recuperating for the gunshot
wound to the right shoulder.


As is customary over the past
several weeks, accident and
emergency cases continue to
by-pass the Western Regional
Hospital, for the additional 50
mile journey to Belize City
because the anesthetic machine
at this major hospital in the
Capital City is not functioning.
What were the police doing
driving a privately owned,
unmarked vehicle on ROUTINE
PATROL? No, they were not on
special operations necessitating
undercover conveyance. The
current situation is that Benque
Viejo Police has been operating
in transportation crisis mode for
over a month, since the blue
D-Max previously assigned to
that Sub-Formation was
damaged in a fatal traffic

The Government of Belize has secured Loan #15 SFR-OR-BZ from the Caribbean Development Bank (CDB)
towards the cost of Water Projects and intends to apply part of the Funds to cover eligible payments under
the Contract for Construction of Maya Center Rudimentary Water System Tank & Pumphouse, Stann
Creek District.

The Social Investment Fund, a Statutory Corporation, established under the Social Investment Fund Act No.

suitably qualified contractors for the construction of the following:

CONTRACT #001.0436 of 2009: Construction of a Rudimentary Water System for Maya Center, Stann
Creek District (Construction of tank, pump house and fence)

Construction of a 20,000 gallon ferro-concrete elevated water tank measuring approximately 20'x20'x9'4"
elevated by concrete 18" columns 43' off the ground at the tank base. The footings are 7'x7x'18" and are a
maximum of 7'-6" below ground level. The structure will be enclosed by a concrete/chain link fence with the
perimeter measuring 200' with vehicular and pedestrian gates strategically placed for easy access; and con-
struction of a concrete ground level pump house measuring 10'xlO' together with a generator pad and a
concrete/chain link fence with a perimeter measuring 300' with vehicular and pedestrian gates strategically
placed for easy access.

legal officer, not looking into
sorting out the legal web over
those many usable vehicles that
are deterioration and going to
waste on the Custom compound
in Belize City and elsewhere

In signing the loan contracts,
Prime Minister Barrow
expressed his sincere thanks and
appreciation to the President,
Executive Directors and Senior
Management of the Bank as well
as technical staff of both the


Agriculture
Bank and the Government who
worked diligently to bring the
Projects to an early approval. He
said that this is yet further clear
evidence of the continued
support that his Government
has gained from the international
financial institutions in the areas
of social policy development,
public financial management
reform, and infrastructure
development. He stated that this
financing package will assist the
Government greatly in its effort
at implementing countercyclical
measures aimed at offsetting
the negative the impacts of the
current economic downturn. The
Prime Minister also reaffirmed
the GOB's commitment to
policy reform and to expanding
and improving the productive in-
frastructure base in Belize.
Speaking on behalf of the
IDB, the Country Manager said
"The IDB is pleased to be
partner in the development
of Belize and to have the
opportunity to support the
strategies of the Government to
promote growth and to open
new economic opportunities for
Belizeans. The Bank is also

The Ministry of Health in collaboration with the Caribbean Food and Nutrition Institute (CFNI) and the Pan American Health
Organization (PAHO) is hosting a four-day workshop November 9-12, 2009 on Food-Based Dietary Guidelines and Food and
Nutrition Planning and Co-ordination at the Belize Institute of Management in Belize City.
Over 30 participants from the Health, Education and Agriculture sectors are attending the workshop. Objectives of the workshop
include:

* To present the health and nutrition situation of Belize to a national multi-sectoral committee.
* To discuss implications of the health and nutrition situation and strategies for alleviating them
* To determine priority problems and set national objectives to be addressed through food based Dietary Guidelines.
* To strengthen the capacity of the members of the Belize Food and Nutrition Security Commission to execute their main
function of advising government on appropriate Food and Nutrition policies and facilitating the effective coordination and
implementation of these policies.

It is expected that at the conclusion of the workshop, the following will have been accomplished:
* A Situation Analysis for Belize will have been developed
* Task Force members will have been identified
* A revised draft Food and Nutrition Policy and Plan of Action Developed
* Strengthening of the Food and Nutrition Security Council

Facilitators at the workshop include a three member delegation from the CFNI which includes Food Economist Dr. Ballayram,
Agricultural Nutritionist Mrs. Christine Bocage and Nutritionist -Audrey Morris. The workshop ended on November 12, 2009.















Participants include a three member delegation from CFNI as well as Ministry of Health Personnel.


DENTAL HEALTH WEEK A SUCCESS


Belmopan. November 10th, 2009:
Dental Health week was officially opened on the 1st November
under the theme "Behind Every Healthy Smile is a Healthy
Child." During the course of the week dental awareness
activities were held throughout the country. These included the
distribution of tooth brushes, question and answer sessions at
the government dental clinics, tooth brushing drills, promotion
of healthy food and snacks, illustrations of parts of the tooth and
their functions.
One of the highlights of the week was a Dental Workshop held
on November 5th, which was followed by a Dental Health Fair in
San Pedro Town. During the workshop, staff of the Dental
Department analyzed the overall performance of the department's
program activities that are carried out in accordance with the
National Action Plan. Modifications were made and solutions
were discussed to improve the programs, so as to provide better
dental services for the Belizean population.
The Dental Health Department, Ministry of Health expresses
its sincere thanks to all those who assisted to make this annual
event a success. Special thank you goes out to Grace Kennedy
and Menarini for their assistance.

Caribbean Paella
(Serves 6)

demonstrate the Caribbean
version of the Spanish National


Dish Paella. Ideally you should
use a Paella Dish. I was
fortunate to be given one re-
cently directly from Spain.

while Rony Padilla, 18,
Belizean labourer, from Duck
Run Village was traveling in the
Chevy along with Melvin
Moralez.


All five persons emerged with
non-life threatening injuries as
follows: Adrian Murillo, driver
of the Nissan Frontier: Bruises
to the right shoulder and right
leg; passengers Camilla Gomez:
Bruises to the forehead and
Maria August: Injuries to hand,
leg and hip while Melvin
Moralez, driver of the Chevy
Tracker emerged with an injury
to the right shoulder and
the passenger Rony Padilla
received bruises to the forehead.
Both vehicles were licensed
and insured.
Police are now awaiting the
results of blood tests taken from
both drivers to determine the
next course of action.

Ingredients:
1 small roasting chicken
(cut up)
4oz bacon
2 tablespoons olive oil
1 clove garlic
1 tomato peeled and cut in
four
1 teaspoon saffron
2 teaspoon salt
1 teaspoon paprika
8oz peas
8oz french beans
12oz rice
8 pawns
8oz lobster
Wash, cut and dry chicken.
Season with garlic, slat and
pepper. Allow to stand for one


hour.
Fry chicken in bacon and oil
for about 5 minutes, add tomato,
beans, peas, paprika and rice.
Stir the rice into the fat, pour in
2 pints water, bring to a boil and
then add saffron.
Simmer for 5 minutes, in the
meantime, prepare shellfish and
wash in cold water and a little
lemon juice.
Add to rice mixture and cook
for another 15 minutes or until
rice is cooked.
Serve immediately with a
tossed salad.
