It is now up to each one of us to do
our part as we brave the storm on
the path to national recovery
Few among us will doubt the fact that we are living in some
unprecedented times as Prime Minister Dean Barrow
continues to navigate through uncharted paths in handling the
affairs of the nation.
A couple of these historic moves include government's take
over of the privately owned telephone company and the
criminal prosecution of a serving Mayor of his party on charges
of wrongdoings in the handling to taxpayers' funds.
Just this week, in his quarterly press conference, Prime
Minister Barrow stood before the nation, and the cameras, as
he proceeded to lay the cards on the table advising that the
nation is in recession.
This is indeed an unprecedented move especially since we
have emerged from an era where, despite the fact that the
nation was experiencing much worse economic times, such as
being on stand-by arrangements with the International
Monetary Fund (IMF), where the national reserves stood at a
measly two weeks of imports as previous national leaders
would routinely "cook the books" and manipulate every
conceivable national statistic thereby painting a rosy picture
in the midst of devastating economic times as many of us
openly wondered if we were living in the same country.
How can we forget June 1993, when the national economy
was on the brink of collapse as former Prime Minister, George
Price stood before the nation and told us that the "Job Done"
and he proceeded to call general elections 16 months before it
was constitutionally due. We all came to realize that what Mr.
Price actually meant was that the "Money Done" and that his
government could no longer continue to administer the
nation.
Who can we forget those days just gone when former Prime
Minister, Said Musa tried to mislead us into believing that we
were "living in a good country" when the national debt was
climbing by Billions of dollars (and that's Billion with a capital
"B") while there was nothing to show for the mounting and
unsustainable national debt resulting in the infamous Super
Bond(age) the interest payment on which, next year alone, will
increase by a whopping 20 million dollars.
How can we forget the words of former Minister, Mark Espat
who spoke about those bullet payments to service the national
debt. "One of those bullets", he said "will soon strike through
the heart of the national economy." That bullet has struck!!
The heart of the national economy is bleeding. Ironically, those
responsible for injuring the national economy are now
sitting on the sidelines while the Herculean task of economic
restoration now rests on the shoulders of others.
How can we forget those days when former Finance
Minister, Ralph Fonseca, publicly announced to the nation
that the more mistakes his government made, "the harder the
Belizean people will work to get us out of trouble."
We have been taught that the best way to overcome a
problem is first and foremost to recognize and admit that the
problem exist and thereafter take actions to overcome that
problem. We likewise have been taught that the greatest
obstacle to progress is being in a state of perpetual denial.
The former administration was living in continuous denial
as, while the masses were suffering from prevailing extreme
economic hardships, the government continued to trumpet the

in that party's worst defeat ever at the polls. It caused a
massive fragmentation of that party, the likes of which, almost
2 years later, the chances of re-unification appears to be
nowhere in sight.
Prime Minister Barrow has placed the cards on the table, he
had given an honest report on the state of the national economy.
He has directed the way forward to economic recovery sans
the IMF.
Armed with this truth, it is now up to each one of us to do
our part as we brave the storm on the path to national
recovery.

My name is Jorge
Castellanos. I am a mechanic
employed by the Ministry of
Works in Santa Elena, Cayo.
Please allow me, through the
medium you provide, to inform
STAR readers of a situation
that is of concern to my family
and I.
It has come to our attention
that a male person of Hispanic
descent is going around the
community borrowing money
while professing to be a
member of our family, and in
some cases he has even gone to
the extent of using my name
or the names of my brothers,
Mario and Renan Castellanos.
I have been approached by
at least eight persons requesting
repayment of monies borrowed
from them by this individual.
The method he uses tends
to suggest that he might be
dependent on some kind of
substance as the amount he
normally borrows is $10 which
he says is needed to purchase
fuel for the vehicle he uses in
his fish/shrimp business.
I have reported this matter to
the police and have further
decided to place it in the STAR
Newspaper so that unsuspecting
victims might become aware of
the presence of this individual
in the community and the harm
he is doing to our family. Please
therefore beware of this person.

be given to the roadway in our

SAN IGNACIO TOWN, Cayo
District, Monday, October 26,
2009:
San Ignacio police today
reported the successful removal
of a second dangerous shotgun
from the street of the
community resulting in the
remanding of two boys found
separately in possession of the
gun and three cartridges for the
same.
Acting upon information
received, a police team, at
around 10:45 am on Friday,
October 23, established a quick
presence at the unmanned Red
Creek Police Check Point as
they awaited the arrival of a
National Transport commuter
bus.
It was shortly after 11 o'clock
that morning when the
commuter bus rolled into the
check point. A team of police
officers boarded the bus and
began searching for the gun
tooting male person who,
according to the information
received, was described as
being of East Indian descent and
wearing a yellow warm cap over
braided hair.
The yellow warm cap, which
should have been easy to detect,
was absent as the initial cursory
scanning of the passengers was
conducted this resulted in a
more detailed search.
Whilst in the process of the
detailed search an East Indian
descent male person with
braided hair was found seated
against the window on the
driver's side of the bus. A search
of this individual led to the
discovery a pump action 12
gauge shotgun which he was
carrying under the blue jeans
pants he wore. The gun was held
in place by a pair of shoe lace
tied to his right leg.
An alert policeman noted the
suspicious behavior of the
young male passenger seated
next to the gun tooting
individual. A search was
conducted on the second person
resulting in the discovery of
three 12 gauge cartridges inside
the low right side-pocket of the
3/4 pants he was wearing.
Both persons were detained
and transported to the Police
Station in San Ignacio where
they were identified as George
Abraham, 18, who told the
police that he is a Belizean
Cyclist residing at #59 Faber's
Road, Belize City. The other
person was identified as a 17
year old minor residing in Santa
Elena Town.
They were both arrested and

TRIAL FARM DRAINAGE PROJECT, ORANGE WALK DISTRICT
The Government of Belize has received funding through the Caribbean Development Bank (CDB)
towards the cost of Economic Infrastructure Projects and intends to apply part of the funds to cover
eligible payments under the contracts for Trial Farm Drainage Project, Orange Walk District.
The Social Investment Fund, a Statutory Corporation, established under the Social Investment Fund
Act No. 3 of 1996 and located at Constitution Drive, Belmopan City, Cayo District, hereby invites
tenders from suitably qualified contractors for the construction of the following:
CONTRACT #003.0026 of 2009: Trial Farm Drainage Project, Orange Walk District
The project consists of the construction of an improved drainage system within the community of
Trial Farm in order to alleviate flooding of the black water creek area situated on the west of this
community.
This project consists of the following components:
i) Construction of approx. 3,300 linear meters of earthen trapezoidal channels an average of
1.5 meters wide at the base and 2 meters wide at the top with 2 meters average depth,
ii) Installation of pre-cast reinforced concrete culverts (30 units) being of 1.5 meters square
in average size complete with inlets and outlets and reinforced concrete apron walls to
the culverts,
iii) Construction of 35 (4 feet wide by 7 feet long) reinforced concrete pedestrian access
ramps as required across the new drains.
Tender documents can be obtained from the Social Investment Fund at the address below during the
hours of 9:00 a.m. and 4:00 p.m. from Monday to Friday for a NON-REFUNDABLE fee of
BZE$150.00 per package starting on October 20, 2009.
Bids must be submitted in a sealed envelope marked "Trial Farm Drainage Project, Orange Walk
District." addressed TO: The Executive Director, Social Investment Fund Constitution Drive
P.O. Box 459, Belmopan City, Cayo District
Tenders will be received at the above address no later than 2:00pm Friday, November 13, 2009. A
Public Opening will be held at the SIF Office in Belmopan at 2:15pm Friday, November 13, 2009.
Onsite meetings with interested eligible bidders will be held at 2:00pm Wednesday, November 4,
2009 in Trial Farm Village, Orange Walk District to address any queries that the contractors might
have about the bidding documents. Contractors who have bought packages are urged to attend.

Investigations revealed that the
boys left Santa Elena by bus
earlier that morning and
traveled to Roaring Creek
Village where they had made
prior arrangements to purchase
the gun and cartridges for
$1,500.
The agreed purchase price
was paid and they took
possession of the merchandise
and were heading back to Santa
Elena Town when they were
intercepted at the Red Creek
Check Point.
Further investigation revealed
that in order to raise the
funds, the Santa Elena minor
reportedly sold his racing
bicycle for $500 and the
remaining $1,000 was acquired
through a loan.
Based on additional informa-
tion received, investigators
strongly suspect that the
shotgun was intended for
criminal purposes and that
the initial proceeds there from
were to be used to repay the
loan.
Both accused appeared before
Magistrate Rachel Montejo, on
Monday, October 26, and were
remanded to the central prison
in Hattieville.
They are scheduled to
reappear in court on Thursday,
December 3, 2009.

The Government of Belize has secured Loan #15SFR-OR-BZ from the Caribbean Development Bank
(CDB) towards the cost of Water Projects and intends to apply part of the Funds to cover eligible payments
under the Contract for Construction of Maya Center Rudimentary Water System Tank & Pumphouse,
Stann Creek District.
The Social Investment Fund, a Statutory Corporation, established under the Social Investment Fund Act
No. 3 of 1996 and located at Constitution Drive, Belmopan City, Cayo District, hereby invites tenders from
suitably qualified contractors for the construction of the following:
CONTRACT #001.0436 of 2009: Construction of a Rudimentary Water System for Maya Center, Stann
Creek District (Construction of tank, pump house and fence)
Construction of a 20,000 gallon ferro-concrete elevated water tank measuring approximately 20'x20'x9'4"
elevated by concrete 18" columns 43' off the ground at the tank base. The footings are 7'x7x'l18" and are
a maximum of 7'-6" below ground level. The structure will be enclosed by a concrete/chain link fence with
the perimeter measuring 200' with vehicular and pedestrian gates strategically placed for easy access; and
construction of a concrete ground level pump house measuring 10'xl0' together with a generator pad and
a concrete/chain link fence with a perimeter measuring 300' with vehicular and pedestrian gates strategi-
cally placed for easy access.

The new Chan Chen
Government Primary School
building in the Corozal District
will be officially inaugurated
during the afternoon hours on
Thursday October.
Construction of the new
school will alleviate the current
overcrowded situation and will
benefit over 190 students and
eight teachers.
The project was implemented
by the Social Investment Fund,
a statutory body under the
auspices of the Ministry of
Economic Development.
The new school building
was financed by the Caribbean
Development Bank (CDB)
under the Basic Needs Trust
Fund at a total cost of
$359,622.63. Of this amount,
$287,698.14 was a grant from
the CDB and the Government
of Belize contributed
$64,889.54
The project entailed the
construction of a two
story Ferro-concrete building
consisting of 3,000 square feet
in area.
The building comprises two
classrooms each measuring 24
feet by 25 feet as well as male
and female bathrooms on the
ground floor each measuring 12
feet by 25 feet.
The upper floor will also have
two standard classrooms of 24
feet wide by 25 feet long, a
computer lab, a principal's
office and bathroom facilities
for teachers.
Chan Chen Village was
founded almost 130 years ago,
in 1880. It has a population of
approximately 867 inhabitants,
comprising mainly of Mestizo
and East Indian descent.
Sugar cane cultivation is the
main stay in the community
while the younger population
have ventured into the Corozal
Free Zone for employment
opportunities.
Diversification of sugar cane
to other crops has started as
some farmers are now
cultivating corn, ground food
and vegetables for home use,
and the surplus is sold at the
local market in town.
Chan Chen, is translated as
"small holes" which were used
as hiding places during the
Castes war.

Honduras has taken Brazil to
court for allowing ousted
President Manuel Zelaya to
remain in its embassy in the
Honduran capital, Tegucigalpa.
Zelaya has been inside the
embassy since he secretly
returned from a three-month
exile on 21 September.
At the International Court of
Justice in the Hague, Honduras
accused Zelaya of "threatening
the peace and internal public
order of Honduras".
It wants the court to order
Brazil to stop providing refuge
for him.
Zelaya was sent into exile on
Ousted Honduran President Manuel Zelaya relaxing
inside the Brazilian Embassy in Honduras

former St. Michael's College for
its renaming as the Maud
Williams High School.
In addition to the Guest of
Honor, Mrs. Maud Williams,
other dignitaries in attendance
included Deputy Prime
Minister, Hon. Gaspar Vega
and Minister of Education,
Hon. Patrick Faber.
In his address Minister Faber
highlighted Mrs. Williams'
many accomplishments in the
field of education in Belize. He
also reminded those in
attendance that we should not
wait until outstanding citizens
are departed to honour and pay
tribute to them and "one such
exemplary Belizean is Mrs.
Maud Williams." said Minister
Faber.
For her part, Mrs. Williams
was gracious in accepting the
high honour, simultaneously
using the opportunity to thank
the people and government
for the special honor while
encouraging Belizean educators
to excel in the noble teaching

forming part of the printed

distributed to attendees. It

Born Maud Goldson, Mrs.
Maud Williams exemplifies
those persons in Belizean soci-
ety who have looked around
during her lifetime and observed
the best method of making a
social response to the needs of
others. In her case this response
was in the field of education.
From the days of her personal
education which started at St.
Mary's School, on to St. Hilda's
College and culminating at the
Belize Teacher's Training Col-
lege from 1971 to 1973, during
which she attained a Trained
Teacher's Diploma and an As-
sociate of the College of Precep-
tors (London), Maud Williams'
long and illustrious career has
spanned many decades.
This celebrated career has in-
volved teaching students for
forty years and administering
teachers for a further fifteen
years; and a chronological look
at this career reveals her specific
involvement in the Anglican
Mrs. Maud Goldson Willia
education system as a teacher.
Beginning in 1946 Maud
Williams taught at St. Mary's
and St. John's Primary Schools
in Belize City, with a break from
1953 to 1954 when she served
as Principal of Placencia's St.
John's Memorial School.
During the next year she was
placed as a teacher at St. John's
Primary School in Belize City,
then from 1955 to 1956 as
Principal of St. Augustine's
School in Gales Point. Return-
ing to Belize City in 1956 she
taught at St. Mary's Primary
School until 1964 when she was
transferred to St. Peter's
Primary School in Orange Walk
as Principal. From 1967, until
she entered the Belize Teacher's
Training College in 1971, she
was the Principal of St.
Andrew's Primary
School.
After training, Maud
Williams served as a
teacher at St. John's
S Primary School from
1973 to 1978,
culminating with her
i final stints at
S the Queen's Square
Anglican School as
Vice Principal from
1975 to 1978 and as

Principal between
1978 and 1985.
Retirement from the
classroom did not end Maud
Williams' contribution to
education, as in 1986 she was
appointed as Coordinator of
Anglican Schools under the
employment of the Anglican
Diocesan Board. In recognition
of her astute management skills
and training acquired over the
years, she was for the next
twelve years, between 1988 and
2000, appointed as General
Manager of Anglican Schools.
Even after retirement Maud
Williams felt the need to
continue her selfless contribu-
tion to the education system; she
assisted the Ministry of Educa-
tion through its Inspectorate

Carnival in Belize, being a
founding member of the Belize
Women for Cultural Preserva-
tion which evolved into the
CJAMM Mass Band, one of the
most successful Carnival bands
in Belize.
For her many contributions
and in recognition of her active
presence that is so strongly felt,
Maud Williams was appointed
a Justice of the Peace in 1985,
and awarded the decoration as
a Member of the British Empire
in 1997.
Nationally Maud Williams
has done and today continues to
do her part to enlighten the
minds of Belizeans; and has
even gone on to alleviate
people's hurts and identify with
them in their distress. Deeply
spiritual, she is ever present at
the All Saints' Parish Church
being ever aware that the whole
purpose of religion is to
facilitate love and compassion,
patience, tolerance, humility
and forgiveness. It is these
ethical virtues that helped to
drive Maud Williams through
her entire life and career to
always excel.

Road in San Ignacio Town.

knapsack he was carrying on his
back was found to contain three
separate black plastic bags each
with suspect marijuana inside.
The man was detained and
transported to the San Ignacio
police station where he was
identified as Wilson Aguirre,
Belizean laborer of a San
Ignacio Town Address The
substance was weighed in his
presence tipping the scale at
1,583.1 grams.
He was promptly arrested and
formally charged for the offence
of Drug Trafficking. He was

to the discovery of a 16 gauge
shotgun with a sawed off barrel
loaded with one cartridge of

firearm and unlicensed ammu-

the discovery, were detained and
