It is the intent of the Owner to serve as Construction Coordinator.
Sealed bids from contractors for portions of the work will be received
by the Owner (Attention: Mr. Robert H. Steinbach) at a time established
by the Owner.

No bid guarantee is required.

The Owner reserves the right to waive informalities in any bid, to reject
any or all bids or to accept any bid and such alternates that in its judg-
ment will be for its own best interest.

Contract documents, including drawings and technical specifications, are
on file at the Owner's office and at the Architect's office.

Copies of contract documents may be obtained by depositing $25.00 per set,
limit two (2) sets per prime bidder, with the Architect or Owner. Each
such deposit will be refunded if the contract documents are returned com-
plete, in good shape and in a timely manner.

Partial sets of drawings may be purchased by payment of the printing and
handling cost of $1.50 per drawing. Specifications may be purchased by
payment of 25C per page.

INSTRUCTIONS TO BIDDER

PART I
GENERAL

1. DEFINITION OF TERMS:

Whenever in these specifications the following terms, or pronouns in place
of them, are used, their intent and meaning shall be interpreted as fol-
lows:

OWNER AND CONSTRUCTION COORDINATOR: /Historic St. Augustine Preservation
Board, Post Office Box 1987, St. Augustine, Florida 32084.

CONTRACTOR: Any individual, firm, partnership or corporation entering
into an agreement to perform any part of the work specified herein.

ARCHITECT: Shepard Associates, Architects & Planners, Inc., acting directly
or through an authorized representative.

INSPECTOR: An authorized representative of the Architect or Owner assigned
to inspect any of the materials, workmanship or completed work entering in-
to the work.

BIDDER: Any individual, firm, partnership or corporation submitting a pro-
posal for any part of the work contemplated.

PROPOSAL: The approved forms on which the Bidder has submitted his proposal
for the work contemplated.

PLANS: The official plans and other drawings or reproductions thereof per-
taining to the work to be done.

SPECIFICATIONS: The Instructions to Bidder, Agreement and General Condi-
tions, Modifications and Additions to Agreement & General Conditions, De-
tailed Technical Specifications and such other documents as are set forth
in any of the contract documents.

CONTRACT: The Agreement evidenced by the Contract Documents, which are:
the Agreement next preceding the signatures of the parties, the specifica-
tions, the drawings and performance and payment bond in 100% of the con-
tract sum (if required), with surety satisfactory to the Owner.

GUARANTEES: After final inspection on job completion, the contractor shall
submit all guarantees, warranties, bonds, as-built drawings and factory
descriptive literature on equipment, along with his request for final pay-
ment, to the Owner.

PART II

CONTRACT DOCUMENTS

1. THE CONTRACT DOCUMENTS CONSIST OF:

Agreement & General Conditions.
Modifications and Additions to Agreement & General Conditions.
Specifications.
Drawings.
Addenda and Accepted Alternates.

2. EXAMINATION OF PLANS, SPECIFICATIONS AND SITE OF WORK: The bidder is
required before submitting his proposal to visit the site of the proposed
work and familiarize himself with the nature and extent of the work and
any local conditions that may in any manner affect the work to be done
and the equipment, materials and labor required. He is also required to
examine carefully the plans and specifications and contract documents,
and to inform himself thoroughly regarding any and all conditions and re-
quirements that may in any manner affect the work to be performed under
the contract. Ignorance on the part of the bidder will in no way relieve
him of the obligations and responsibilities assumed under the contract.

3. EXPLANATION TO BIDDERS: No oral explanation in regard to the meaning
of drawings and specifications will be made, and no oral instructions will
be given before the award of contract. Discrepancies, omissions or doubts
as to the meanings of drawings and specifications should be communicated in
writing to the Architect or Engineer for interpretation. Bidders should
act promptly and allow sufficient time for a reply to reach them before the
submission of their bids. Any interpretation made will be in the form of
an addendum to the specifications which will be forwarded to all bidders
and its receipt by the bidder should be acknowledged on the Bid Form.

4. FAMILIARITY WITH LAWS: The bidder is assumed to be familiar with all
Federal, State and local laws, ordinances, rules and regulations that in
any manner affect the work. Ignorance on the part of the bidder will in
no way relieve him of the obligations and responsibilities assumed under
the contract.

5. PREPARATION AND SUBMISSION OF BIDS:

(A) Each bidder shall copy the Proposal Form and submit, in duplicate,
on his own letterhead, indicate his bid prices thereon in proper spaces
for the scope of his proposed work and for the alternates on which he
bids. Any erasures or other corrections in the proposal must be explained
or noted over the signature of the bidder. Proposals containing any con-
ditions, omissions, unexplained erasures, alterations, items not called
for or irregularities of any kind may be rejected by the Owner.

(B) Each bid must give the full business address of the bidder, state
whether he is an individual, corporation or partnership. Proposals by
a corporation must be signed with the legal name and seal of the corpora-
tion followed by the name of the state of its incorporation and by the
manual signature and designation of an officer, agent or other person
authorized to bind the corporation and if the person signing is not the
president, be accompanied by a duly authenticated document evidencing
the authority to the officer or agent. Proposals by partnerships shall
show the names of all partners and must be signed in the partnership name
by one of the partners. The partnership signature shall be followed by
the manual signature of the partner signing. In every case, the name of
the person signing and his designation shall be typed or printed below
his signature. A bid by a person who affixes to his signature the word
"President", "Secretary", "Agent" or other designation without disclosing
his principal may be held to be the bid of the individual so signing.
Satisfactory evidence of the authority of an officer, agent, attorney or
other person signing for a corporation and for an agent, attorney, etc.,
signing for a partnership or an individual shall be furnished.

(C) Proposals shall be enclosed in a sealed envelope which shall be marked:
"Sealed Bid for Restoration of DeMesa-Sanchez House" and addressed as indica-
ted on the Proposal Form and delivered or mailed to the Owner.

6. DISQUALIFICATION OF BIDDER: More than one bid from an individual, firm,
partnership, corporation or association under the same or different names
will not be considered. Reasonable grounds for believing that a bidder
is interested in more than one proposal for the same work will cause the
rejection of all proposals in which such bidders are believed to be interes-
ted. Any or all proposals will be rejected if there is reason to believe
that collusion exists among the bidders, and no participants in such col-
lusion will be considered in future proposals for the same work. Proposals
in which the prices are obviously unbalanced will be rejected.

7. RECEIPT AND OPENING OF BIDS:

(A) Bids will be opened publicly at the time and place established by the
Owner. The officer whose duty it is to open them will decide when the
specified time has arrived and no bids received thereafter will be con-
sidered. No responsibility will be attached to any officer for the prema-
ture opening of a bid not properly addressed and identified.

(B) At the time fixed for the opening of bids, their contents will be made
public for the information of bidders and others interested who may be pre-
sent either in person or by representative. In determination of the low
bid the Owner will be privileged to consider alternates and unit prices, if
included in the bid.

8. BID MODIFICATIONS: Bid modifications will be accepted from bidders
if addressed as indicated herein, at the place where bids are to be
received and if received prior to the opening of bids. Modifications
will be read by the Owner or Architect prior to the opening of bids.

10. WITHDRAWAL OF BIDS: Bids may be withdrawn on written or telegra-
phic request received from bidders prior to the time fixed for opening.
Negligence on the part of the bidder in preparing the bid confers no
right for the withdrawal of the bid after it has been opened.

10. AWARD OF CONTRACTS:

(A) The contracts will be awarded as soon as possible to the lowest
responsible bidders, provided bids are responsible and it is in the interest
of the Owner to accept them.

(B) The Owner reserves the right to waive any informality in bids received
when such waiver is in the interest of the Owner.

11. REJECTION OF BIDS: The Owner reserves the right to reject any and
all bids when such rejection is in the interest of the Owner, and to re-
ject the bid of a bidder who is notsin a position to perform the contract.

12. ALTERNATES: Alternates may be published in the specifications whereby
the bidder may indicate what sum he will add to or deduct from his base
bid. The order in which the Owner will accept alternates will be in ascend-
ing numerical order.

PART III
BONDS

Subcontractors shall furnish bonds if required by the Owner.

PART IV
INSTRUCTIONS RE EXECUTION OF CONTRACTS AND BONDS
Contracts

If the Contractor be an individual, the contract shall be signed with his
manual signature.

If the Contractor be a firm or company owned by an individual, the contract
shall be executed in the name of the firm or company by the manual signature
of the Owner.

If the Contractor be a partnership, the contract shall be executed in the
name of the partnership by the manual signature of a partner or partners.

If the Contractor be a corporation, the contract shall be executed in the
name of the corporation and shall bear the corporate seal. It may be

signed for the corporation by the president and attested by the secre-
tary; if signed for the corporation by any other officer than the pre-
sident, the signature of such officer signing shall be attested by the
secretary, and the executed contract shall be accompanied by a duly
authenticated document bearing the seal of the corporation, quoting the
section of the by-laws of the corporation authorizing the officer so sign-
ing to execute contracts on behalf of the corporation, or if authorized
by resolution of the Board of Directors, the section of the by-laws authori-
zing the Board of Directors to designate such an officer and copy of the
resolution designating and authorizing him to execute on behalf of the cor-
poration. That document must contain a statement that the authority is in
effect on the date of the execution of the contract, and may not be dated
earlier than the date of the execution of the contract. The same officer
may not execute the contract and authenticate the document of authority.

Bonds

The bonds, if any, shall be executed on behalf of the Contractor in the
same manner and by the same person who executed the contract.

PART V
REQUIREMENTS OF CERTIFICATES OF
INSURANCE, PUBLIC LIABILITY
WORKMEN'S COMPENSATION

Certificates shall be dated, addressed to the Owner, and shall contain:

The name of the insured contractor, the specified job name and job number,
the name of the Insurer, the number of the policy, its effective date, its
termination date and;

A statement that the policy protects the Subcontractor and employees per-
forming work under the contract for the job mentioned above against all
claims for damages for personal injury, including death, resulting from
accident and for damage to property, which may arise from operations under
the contract, whether such operations be by the Subcontractor, or anyone
directly employed by him, and;

A statement of the maximum amount of insurance against injuries, including
death, resulting from an accident to one person, the minimum for each
accident against injuries, including death, resulting from accident to two
or more persons, and;

A statement that the Insurer will mail notice to the Owner at least ten
(10) days prior to any material change in provisions or cancellation of
the policy, and;

Shall be signed in the name of the Insurer by its authorized resident agent,
giving his address.

Certificates need not be on printed forms. A simple statement covering
the requirements enumerated herein is sufficient.

Workmen's Compensation insurance certificates shall contain a statement
that the policy meets all requirements of the Florida Workmen's Compensa-
tion Law.

PART VI
BASIS FOR BIDDING: MATERIALS

For convenience of description and as a standard of comparison, certain
equipment, materials, etc., have been specified by name or manufacturer.
To insure a uniform basis for bidding, the Contractor shall base his pro-
posal on the particular system, equipment or material specified. After the
contract is let, other equipment, materials, etc., as manufactured by other
manufacturers may be accepted only if, in the opinion of the Architect,
same is equivalent in quality and workmanship and will perform satisfactorily
its intended purpose.

SECTION 1A PAGE 1
BASE BID & ALTERNATES

1A-1 GENERAL

A. GENERAL SCOPE OF WORK

The work in this Contract includes construction and completion of altera-
tions and additions to the DeMesa-Sanchez House of Group A, Small Assembly
Occupancy, Type V unprotected construction as defined by the Standard
Building Code, including all appurtenances as shown on the drawings, all
in strict accordance with these specifications and the accompanying draw-
ings, excepting only those items specifically shown, noted or specified
as not in the Contract.

B. WORK NOT INCLUDED:

Certain items of material and/or equipment are to be furnished and installed
by the Owner. Said items are noted in the specifications and/or drawings.

C. CONSTRUCTION COORDINATOR

It is the intent of the Owner, Historic St. Augustine Preservation Board,
to serve as the Construction Coordinator.

D. CONTRACTORS:

It is the intent of the Owner to solicit proposals from contractors for
portions of the work as required.

1A-2 CONTRACTOR BASE BIDS

The Bidder shall state in his bid his proposal for performing all work
shown on the drawings or specified for the specific scope of work noted,
excepting only the Alternates included below and work specifically shown
or noted as not in Contract.

Alternates shall be stated separately in the Bid Proposal.

1A-3 ALTERNATE BIDS

Alternate No. 1: Add the following at interior of second floor:
(a) Interior finishes, including Gypsum board or plaster work,
all trim, caulking and painting.
(b) Interior doors and frames.
(c) Interior millwork or casework.
(d) Air conditioning unit ductworkk to be included in base bid).

SECTION 1B PAGE 1
TEMPORARY CONSTRUCTION & FACILITIES

1B-1 GENERAL

A. SPECIFIED ELSEWHERE:

Refer to "General Conditions" and "Supplementary Conditions" for additional
items of temporary construction and facilities.

1B-2 DETAILED REQUIREMENTS:

A. JOB TELEPHONE:

Provide non-coin-box telephone. Install when work is started, maintain until
full completion, pay all charges. Allow all those connected with the work to
use, provided they pay for toll calls.

B. TEMPORARY UTILITIES:

Water and electricity for construction, in quantities judged reasonable by
the Architect, will be furnished to the Contractor by the Owner without
charge. Ascertain where these services will be available, make temporary
connections as required, and remove same upon completion of the work.

C. TEMPORARY HEAT:

Furnish, by methods approved by the Architect, temporary heat including fuel
and power as required to protect materials and work from dampness and cold
and to dry out the building. Permanent heating plant may be used for this
purpose when same is ready. Refer to technical sections for temperatures
to be maintained for the work of the various trades.

D. DRINKING WATER:

Furnish, from a proven safe source, for all those connected with the work.
Pipe or transport in such manner as to keep it clean and fresh. Serve in
single service containers or by sanitary drinking fountains.

E. TEMPORARY TOILETS:

Provide chemical type toilets, adequate in number for all those connected
with the work. Locate where directed when work is started; keep in sanitary
condition. Remove from site upon completion of the work, or sooner if and
when permanent toilets are made available.

F. TEMPORARY ENCLOSURES:

Provide wood batten doors and cloth or transparent plastic covered windows
for exterior wall openings of building until it is dry.

Windows may be glazed in lieu of covering if glass is protected.

G. ADDITIONAL PROTECTION:

The Construction Coordinator shall provide barricades with lights at night
for protection of the public at all excavations, mounds of earth, and
other obstructions and shall be held liable for any injury to the public
by lack of, or inadequate protection.

Windows, doorways, roofs, walls, walks, all equipment and all persons
using the building shall be protected from damage from falling material,
tools or equipment or any other damage that might be caused by this opera-
tion, by means of adequate covering barricades, scaffolds, etc., as may
be required. See Article 16 of AIA General Conditions referenced in this
specification.

H. PROJECT SIGN:

4 x 4 feet in size, of 3/4-inch exterior grade plywood, without frame.
Provide immediately after contract is signed. Paint 3 coats prepared
paint, color selected. Employ and pay approved professional sign painter
to letter names of:

(1) Project
(2) Owner
(3) Architect
(4) Contractor and principal subcontractors, as directed.

Secure signboard to nominal 4 x 4 inch wood posts set 4 feet into ground,
or rigidly mount on building as directed by Architect.
PLACE NO OTHER SIGNS OR ADVERTISEMENTS ON THE PREMISES.
Project sign shall be installed at the option of the Owner and shall comply
with any applicable Federal requirements.

to specifications issued by the above-named and other organizations shall

1C-2 MATERIALS AND WORKMANSHIP

A. APPROVAL OF MATERIALS:

A list of all materials, equipment, etc., together with manufacturer's draw-
ings and catalog information shall be submitted to the Architect for approval
prior to ordering material or equipment.

Information submitted shall show the capacity, operating conditions and all
engineering data and descriptive information necessary for comparison and to
enable the Architect to determine whether same meets specifications.

The Architect's approval will not relieve the Contractor of the responsi-
bility for performance of any terms of the Contract.

Approval in writing of all materials, equipment, etc., must be obtained from
the Architect before any material or equipment is delivered or installed on
the job.

When a manufacturer's name is used on the plans or in the specifications,
that manufacturer's product or equipment shall be the standard of quality
and type required. Other manufacturer's products that the Contractor may
anticipate furnishing as equal shall be approved by the Architect before
the submission of bids.

A. APPROVAL OF MATERIALS (Continued):

Where the name of a manufacturer is mentioned in reference to his required
service or product, and no qualifications or specifications or similar
information is included on drawings or in specifications, then the material,
gauges, details or manufacturer's finish, etc., shall be in accordance with
his standard practice, directions or specifications.

B. SUBSTITUTIONS:

Substitutions for a specified system, product or material may be requested
of the Architect and the Architect's written approval must be obtained be-
fore substitutions will be allowed.

In making requests for substitutions, the Contractor shall list the particu-
lar system, product, or material he wishes to substitute, and the amount he
will add to or deduct from the contract sum if the substitution be author-
ized by the Owner and approved by the Architect. If no addition or deduc-
tion to the base bid is allowed by the Contractor for such substitution, it
shall be so stated on the request.

Request submitted shall include any and all adjustments of that and any
other work affected thereby.

C. WORKMANSHIP:

The workmanship of all trades shall be first class, regardless of the quality
of material used.

1C-3 SHOP DRAWINGS AND SAMPLES

A. The words "reasonable promptness" as used in the General Conditions shall
mean that the drawings will be placed in the mail for return to the Contrac-
tor within 14 days after their arrival in the Architect's office, except
that occasionally drawings which are extremely complex with regard to coordi-
nation between the trades will require more time than this specified amount.

B. Certain sections of the specifications state the requirements for sub-
mission of shop drawings. Stated requirements for shop drawings in Archi-
tectural, Mechanical and Electrical sections of the specifications may be
waived where an item is catalog stock and the Contractor, in lieu of submit-
tal, states in writing that he will use the exact item shown on the drawings
or mentioned in the specifications as being the acceptable item.

C. The Contractor shall not reproduce the Architect's project drawings for
shop drawing use without written approval of the Architect.

D. The Contractor shall submit six copies of all shop drawings required
for the work of the various trades unless greater quantities are specifi-
cally requested for certain equipment. Of these, three copies will be
annotated as appropriate and returned to the Contractor with appropriate
action indicated. By agreement with the Architect, the Contractor may sub-
mit more than the required number of copies.

Shop drawings shall be forwarded to Shepard Associates, Architects & Plan-
ners, Inc. The Contractor's letter of submittal must conform to the typi-
cal Contractor's "Transmittal Letter" which is available from the Architect.
The quantity of transmittal letters to be submitted shall be equal to the
number of sets of drawings (or the number of brochures) being submitted plus
one. Each drawing (or each part of the brochure) shall be listed separately
on the letter and identified as indicated thereon. Failure to do this will
cause rejection of the submittal.

The Architect will return to the Contractor the same transmittal letter, with
the shop drawing disposition noted thereon, along with the drawings (or bro-
chures) when the review is completed.

The Contractor shall forward separate letters of transmittal for submitting
each group of shop drawings common to a specification section.

E. In checking his shop drawings prior to submittal, the Contractor is
requested to note his corrections or comments on the drawings in orange pen-
cil. Shop drawings not checked by the Contractor prior to submittal will not
be reviewed by the Architect and will be returned to the Contractor for cor-
rected resubmission.

F. Drawings returned to the Contractor will be stamped either "Approved",
"Approved as Noted", "Returned for Corrections", or "Not Approved". Those
drawings stamped "Approved as Noted" need not be returned for further appro-
val if the notations are acceptable to the Contractor and/or subcontractors.
Drawings stamped "Returned for Corrections" or "Not Approved" shall require
new submission. Comments and/or corrections by the Architect will be made
in red pencil on blue or black line prints and in yellow pencil on white line
prints.

G. Samples shall be accompanied with the same transmittal letter prescribed
for shop drawings. Checking by Contractor of samples before transmittal is
required the same as for shop drawings.

1C-4 PROJECT CLOSEOUT

A. GENERAL:

Upon receiving the certificate of substantial completion, the Contractor
shall prepare, assemble and transmit the items listed herein to the Owner,
c/o the Architect. Unless additional quantities are specified elsewhere,

(1) Maintenance Manuals: Submit bound sets of maintenance manuals.
Submit manuals for mechanical and electrical equipment having wearing
parts for which the manufacturer has printed maintenance recommendations
for fixtures, equipment, finishes requiring special treatment and as other-
wise required in the specifications. Label manuals with embossed plastic
tape. Include name and number of project, nature of information and Con-
tractor/Subcontractor.

(2) Operation Manuals: Submit bound operation manuals for all items
of equipment for which the manufacturer has printed instructions. Manuals
shall be assembled and submitted as indicated for maintenance manuals or
may be included therewith.

(3) Inspection Reports: Submit certificates from local Governmental
Agencies that the construction has been inspected as required by law or
ordinances and that the building is acceptable.

(a) Local Building Inspector.
(b) Local Plumbing Inspector.
(c) Local Electrical Inspector.

(4) As-Built Drawings: Submit as-built drawings for mechanical and
electrical work installed at variance with the drawings and covered by sub-
sequent construction. Drawings shall be numbered consecutively, and shall
be laid out to show location of the subject elements, with base lines or
dimensions enabling the exposure of the elements with least disturbance to
finish surfaces. Sufficient prints will be furnished by the Architect for
Contractor's use in working.

(5) Special Cleaning: In addition to clean-up specified in the Gene-
ral Conditions, and after this and all other work has been completed, the
Contractor shall:

(a) Remove broken or scratched glass and replace with new glass.

(b) Remove paint drippings, spots, stains, and dirt from finished
surfaces provided as work of this Contract.

(c) The entire building shall be swept out and left broom clean.

2B-1 GENERAL

A. GUARANTEE:

Provide a guarantee for a period of 5 years against infestations and re-
infestations.

Guarantee shall cover making good all damage caused by termites during
the guarantee period and shall include any yearly renewal costs.

(1) State that application was made at rates, methods and concen-
trations complying with these specifications.

(2) Re-treatment, upon evidence of subterranean termite activity,
shall be at no charge to the Owner.

(3) Damage to the building caused by termites shall be corrected
without cost to the Owner up to $5,000.00 in value.

(4) Guarantee shall be non-cancellable by all parties to the contract

(5) Draw the guarantee in favor of the Owner and submit a sample form

for paint adhesion, and apply one heavy coat zinc chromate paint to all

Five-year Guarantee: That all work of this section shall be free from leaks
and other defects for a period of five (5) years from date of final comple-
tion.

Contractor will repair or replace all work found to be defective within the

9B-4 PREPARATION OF SURFACES

B. PROTECTION:

Before applying paint or other finish, remove or provide ample protection for
hardware, plates, light fixtures and similar items. Replace upon completion.

Remove doors to paint bottom edge.

Employ skilled craftsmen for removing and reinstalling above items.

C. WOOD:

Sandpaper smooth, then dust off; touch up sap and knots with an approved
sealer. After prime coat has been applied, fill holes and cracks with putty
or plastic wood.

D. ZINC:

Thoroughly clean with surface conditioner; prime with galvanized iron primer.

E. NON-GALVANIZED STEEL & IRON:

Remove grease, rust scale and dirt; touch up damaged areas in shop coat
with same material. Where shop coat is asphalt base paint, apply one coat
polyvinyl acetate asphalt sealer before applying finish coats.

Remove surface salt by dry brushing; fill holes and cracks.

G. EXISTING FINISH:

Clean surfaces thoroughly. Remove loose, scaly and other defective paint.
Fill holes and cracks.
Remove gloss by washing.
Touch up bare spots with proper type primer.

9B-5 APPLICATION OF PAINT & OTHER FINISH

A. WORKMANSHIP:

Highest quality, by skilled mechanics, in accordance with best trade practices.
Spread material evenly, without runs or sags.
Cut sharp lines against glass, other materials, and different colors.
Vary shades of successive coats to prevent skipping.
Prime backs of frames and trim with sealer or paint.
Sandpaper exposed surfaces of doors, frames and trim between coats.
Allow ample time between coats for thorough drying.
Do not paint putty for at least 3 weeks after it is applied.

B. DEFECTIVE WORK:

Contractor responsible whatever the cause; refinish at Contractor's expense.
Repair work damaged during construction.
Leave in first class condition at time of final acceptance.

9C-1 GENERAL

9C-3 FLOOR LAYING

A. GENERAL:

Before proceeding, be sure that concrete sub-floor is clean, dry and level.
Employ only skilled floor layers for work of this section.

B. REPLACEMENT OF DAMAGED EXISTING FLOORING:

Replace existing wood flooring as required. Leave existing flooring in
good condition in place.

C. VAPOR BARRIER:

Apply 30# felt in full rolls over all areas of concrete slabs, lapping joints
6 inches. Turn up 4 inches onto vertical surfaces. Protect from tearing and
other damage until finish floor is installed.

D. SLEEPERS:

Lay sleepers flat, loose on slabs, short way of room or space, spaced to
match floor joists of Room 210, end joints staggered at mid-point of adja-
cent sleeper. Provide additional sleepers spaced midway between sleepers
noted previously.

E. PLANK FLOORING:

(1) General:

Lay flooring to match existing flooring in Room 210.

In small rooms, start laying along either side wall, parallel to same; in
large rooms, start laying at center of room with double-tongue starting
strip. After 4 or 5 strips are laid, drive up snug but not excessively
tight.

Face nail to alternate rows of sleepers; blind nail to intermediate sleepers.
Use cut nails at face nailing, wire or flooring nails at blind nailing.

F. EXPANSION SPACE:

(1) In Small Rooms: Leave not less than 1/16 inch per foot of width
or length of room, but not less than one inch at vertical surfaces.

(2) In Large Areas: Leave not less than 2 inches at walls, not less
than one inch at columns and other interruptions of floor continuity.

(3) Responsibility: It is the responsibility of the Contractor to
provide adequate expansion spaces.

A. SANDING:

Sweep and vacuum floors clean.
Leave free from machine and tool marks.

B. PROTECTION:

Protect all floors until final finishing.

(1) General:

15A-1 GENERAL

A. GENERAL PROVISIONS:

The General Conditions and Supplemental General Conditions apply to work
of this section.

(1) Local Conditions: Subcontractor shall visit the site and determine
all existing conditions affecting work in this contract. He shall examine
plans and specifications and consult them for instructions pertaining to
work of this section.

(2) Permits and Fees: Subcontractor shall obtain all necessary permits
and inspections required for his work and pay all charges incidental thereto.
Deliver to Architect all certificates of inspection issued by authorities
having jurisdiction.

B. CODES AND REQUIREMENTS:

The work shall comply with the following codes and requirements:

Sanitary Code of the State of Florida
Standards of National Board of Fire Underwriters

All fired and unfired pressure vessels shall bear the inspection stamp of
ASME, with four (4) copies of report to Engineer. All piping shall be
inspected by Engineer's inspector and approved before piping is concealed
or insulated.

C. APPROVAL OF MATERIAL:

(1) Each bidder represents that his bid is based upon the materials
and equipment named in the bidding documents.

(2) All materials and equipment shall be new, of the best quality,
and shall be standard catalog products of manufacturer.

D. SHOP DRAWINGS:

(1) Subcontractor shall submit shop drawings within twenty (20) days
after award of contract drawings of cuts of all materials and equipment
for approval by Engineer in accordance with the General Conditions.

(2) Where Contractor considers additional detail or shop drawings
essential to proper fabrication or installation of equipment, he shall
prepare such drawings and submit for approval.

(3) Approval granted on shop drawings is rendered as a service only
and shall not be considered as a guarantee of measurements of building
conditions; nor shall it be construed as relieving the Contractor of basic
responsibilities under the contract.

(4) Design is based on manufacturer named on drawings or in specifica-
tions. Changes in foundations, bases, connections, piping, controls,
starters, electrical equipment, wiring and conduit, space openings, walls
and ceilings and sound and vibration isolation required for substituted
equipment shall be made at no cost to Owner.

(5) Contractor shall submit shop drawings and receive Engineer's
approval before installing materials and equipment listed.

(6) Discrepancies: Approval of any submitted data or shop drawings
for materials, equipment, apparatus, devices, arrangements, and/or layouts
will not relieve Contractor from responsibility of furnishing same of
proper dimensions, capacities, sizes, quantities, and installation details
to efficiently perform requirements and intent of contract. Such approval
will not relieve Contractor from responsibility for errors of any sort on
submittal data or shop drawings.

(7) The following items shall be submitted as shop drawing:

E. SUPERVISION OF WORK:

Subcontractor shall have a competent superintendent in charge of work at
all times. Superintendent shall be qualified and have suitable experience
in renovation type work. Anyone not deemed capable by Engineer shall be
replaced immediately upon written request, by a superintendent who is
satisfactory. After a satisfactory superintendent has been assigned, he
shall not be withdrawn without consent of Engineer.

F. WORKMANSHIP:

Materials and equipment shall be installed in a neat and first class work-
manlike manner. Engineer reserves right to direct removal and replacement
of any item which, in his opinion, does not present an orderly and reasonably
neat workmanlike appearance, provided such an orderly installation can be
made using customary trade methods. Removal and replacement shall be done
when directed in writing by Engineer at Subcontractor's expense and without
additional expense to Owner.

G. CONNECTING TO WORK OF OTHERS:

Before starting his work, and from time to time as work progresses, Sub-
contractor shall examine work and materials installed by others insofar as
they apply to his work and shall notify Engineer immediately in writing if
conditions exist which will prevent satisfactory results in installation
of system. Should Subcontractor start his work without such notification,
it shall be construed as an acceptance by him of all claims or questions
as to suitability of work of others to receive his work. He shall remove
and replace, at his own expense, all work under this contract which may
have to be removed on account os such defects.

H. DRAWINGS:

It is the intent of drawings and specifications to obtain a complete and
fully operational installation. An attempt has been made to separate and
completely define work of the Contractor and his Subcontractors; however,
such separate divisional drawings and specifications shall not relieve
Contractor or Subcontractors from full responsibility of compliance with
work of his trade which may be indicated on any drawings or in any section
of specifications. Subcontractor shall therefore carefully examine all
drawings prior to submitting bid. Subcontractor will be required to
furnish, install-and connect with appropriate services all items shown on
any drawings without additional expense to Owner. Engineer shall be notified
of any discrepancies, omissions, conflicts or interference which occur be-
tween drawings or between drawings and specifications. If such notification
is received in adequate time, additional data or changes will be issued by
addendum to all bidders. Mechanical drawings are diagrammatic but shall be
followed as closely as actual construction of buildings and work of other
trades will permit. Changes from drawings necessary to make work of Sub-
contractor conform with building as constructed and to fit work of other
trades or rules of bodies having jurisdiction shall be made by Subcontractor
at his own expense. Drawings have been prepared from existing drawings
with intent of providing the Contractor with all information possible con-
cerning the existing conditions. Data shown has not been completely veri-
fied by Engineer and no guarantee of accuracy of this information is given
or intended. It shall be the responsibility of Contractor to verify all
existing conditions prior to bid. Data which is shown but proves to be

incorrect shall in no way relieve the Contractor from installing his work
within the intent of plans and specifications, nor shall it constitute
basis for an extra cost to Owner unless, in the opinion of the Engineer
it is determined to be an extra cost over and above the basic intent of
plans and specifications.

I. DAMAGE TO OTHER WORK AND PERSONNEL:

Subcontractor shall be responsible for proper protective measures when
working overhead or in finished areas. He shall repair, replace or touch-
up all finished surfaces which may be damaged as a result of his operations.

J. REMOVAL OF RUBBISH:

Subcontractor shall at all times keep premises free from accumulations of
waste material or rubbish caused by his employees or work. At the end of
each working day he shall remove all tools, materials and rubbish from
the building. He shall leave the premises and his work in a clean,
orderly and acceptable condition. All areas shall be cleaned and made
free of discarded materials as directed by the Engineer.

K. OPENINGS, CUTTING AND PATCHING:

(1) Subcontractor shall set in position all sleeves and inserts re-
quired in walls, partitions, ceilings, or floors.

(2) General Contractor shall do all cutting and patching of existing
and/or new building materials required for installation of work herein
specified. No structural members shall be cut, other than those detailed,
without approval of Engineer and all such cutting shall be done in a neat
and workmanlike manner, meeting with approval of Engineer to match ad-
joining surfaces and finishes, by mechanics of particular trade involved.

L. EXCAVATION AND BACKFILL:

The General Contractor shall do all excavating and backfilling required for
the installation of underground piping and ductwork. This Contractor shall
install ducts, pipes, and other items in excavated areas and properly support
and brace installed items, ready for backfilling.
M. PAINTING:

(1) Touch-Up:

(a) Units and major equipment (pumps, air handling unitstc) which
have been chipped, scratched, or rusted, shall be properly cleaned and
painted to provide a blemish-free appearance.

(2) Protective:

(a) All uncoated cast iron or steel supports, hangers, etc. shall
be given a coat of rust preventive black asphaltum paint before installa-
tion. All materials shall be properly cleaned to be free of all rust and
scale before painting.

(b) As soon as practical after installation (maximum time of
seven days), all installed black steel piping including fittings, unions
and flanges, iron valves, uncoated cast iron or steel supports, etc. shall
be given a coat of rust preventive black asphaltum paint. All materials
shall be properly cleaned of rust and scale before painting.

(c) All pipe threads shall be painted to retard rusting. Use
aluminum paint on galvanized piping and black paint on black steel piping.

N. PIPE MARKING:

Piping shall be labeled at not less than 15-ft. o.c. Such code banding
shall conform to ASA Standard No. A-13 "Identification of Piping Systems".
Pipe labels shall be painted on pipe by use of stencil with descriptive
names of piping superimposed on the color band. Adjacent to each label
apply separate directional arrow, showing direction of flow. Minimum
height of letters shall be 1-in. Paste on labels will not be approved.
Air conditioning units shall be labeled with 3-in. high lettering stenciled
on the unit, i.e., "A/C-1", "A/C-2".

O. HANGERS, SUPPORTS AND SLOTTED STRUTS:

(1) Provide all inserts, hangers, angles, channels and other struc-
tural members required to properly support all piping, ductwork, and
equipment. All supports shall be made from structural beams, joists,
columns, or load bearing walls. No inserts shall be installed in the
bottom of beams or joists.

(2) Pipe hangers shall be placed a maximum of 6-ft. spacing for pipe
or tubing smaller than 1-in., 8-ft. for 1-1/2 and 2-in. piping and 12-ft.
for larger piping. Hangers are to be hung from support with rod size to
fit hanger. For insulated pipe, hanger is to be sized to the insulated
pipe diameter.

(3) Grouped parallel piping may be supported on trapeze hangers,
selected to support five times the weight or thrust of piping without
failure. Unistrut or approved equal. Submit detailed data and shop
drawings for approval.

(4) Slotted struts may be provided for pipe support. Slot framing
shall be hot-dipped galvanized steel Power-Strut PS-400, or equal product
of Unistrut. Provide appropriate fittings.

(5) Copper pipe shall be hung on copper clad hanger, Fee and Mason
Fig. 500.

P. EXPANSION OF PIPING:

All pipe connections shall be made so as to allow for perfect freedom of
movement of piping during expansion and contraction without springing.
All pipe shall be erected in such a manner that the strain and weight does
not come upon apparatus.

Q. SLEEVES:

(1) Pipe of any kind of services which pass through interior walls or
partitions shall pass through sleeves of Schedule 40 PVC

(2) Sleeves for insulated pipes shall be of sufficient size to permit
insulation to pass through. The voids between the pipe and the sleeve shall
be firmly packed with asbestos, mineral wool, or other approved material and
finished off on both sides of the sleeve with silicone caulk.

(3) Where pipes pass through exterior walls or floors, core as required
to allow pipe to pass thru and waterproof opening after installation.

15A-2 INSTALLATION REQUIREMENTS

A. GENERAL:

(1) All materials, equipment and fixtures shall be installed in a neat
workmanlike manner.

(2) All piping shall be run straight, plumb and graded in the direction
indicated on the drawings or in direction of flow. All cut pipe shall be
squarely cut and properly reamed to remove all construction burrs before
making up the joints.

(3) Pipe threads shall be right hand, standard, clean cut, full depth
and tapering. All threaded joints shall be made tight without caulking or
the use of lead or paint. No lubricant shall be used except flake graphite
and cylinder oil paste, dixious compound, or key paste.

(4) All exposed threads shall be painted to retard rusting. Use alum-
inum paint for galvanized piping and black metallic paint on all normally
unpainted black steel piping.

A. GENERAL (Continued):

(5) At junction of copper pipe and steel equipment or piping install
an insulating union dielectric pipe fitting. Use high temperature gasket
material in unions of heating piping systems.

B. JOINTS AND CONNECTIONS:

(1) Joints and connections shall be made permanently air and water-
tight.

(2) Copper Pipe Joints: Shall be sweated solder joint. Pipe shall
be cut perfectly square with end smooth. Both pipe and fittings shall be
thoroughly cleaned before assembling. Joints shall be made so solder ring
is visible at the end of fittings. All pressure systems shall have fitting
soldered with "Silfos" or silver solder. No acid flux shall be used on
any joint. Flux shall be of silver.

(3) Screw Joints: All screw joints shall be American Standard with
the pipe thoroughly reamed to remove all cuttings and burrs.

(4) Solvent cement for PVC pipe and fitting shall be as recommended
by the manufacturer.

(5) Solder joints shall be 95-5 solder; clean and flux all metal to
be joined.

(6) A dielectric union or dielectric adapter is required at connections
between copper and steel piping.

C. PIPE ARRANGEMENT:

Care shall be taken in the arranging of pipes in shafts and chases so that
personnel will have as complete access to the shaft as possible after in-
stallation.

D. PIPE INSTALLATION:

(1) Before installing pipe in any part of the system, the pipe shall
be cleaned inside and made free of oil, dirt or any foreign matter.

(2) Properly align; install in a neat arrangement true to the lines
of the building; pitch line at a constant slope for proper drainage.

(3) Except as noted otherwise on drawings, all piping shall be held as
high as possible, tight under beams, with due regard to existing conditions
and conflicts with other trades and their requirements for space.

(4) Piping system shall be pressure tested @ 125 PSIG for 24-hours in
presence of Engineer.

A. PIPING:

(1) Underground pipe shall be Schedule 40, Type I PVC

(2) Piping to air conditioning units in the house shall be copper,
Type K or L hard drawn tubing.

(3) Condensate drains shall be PVC DWV.

B. PIPE FITTINGS:

(1) PVC fittings shall be solvent cement fittings.

(2) Copper pipe fittings shall be cast brass or wrot.

C. STRAINER:

Strainer for general use larger than 2-in. shall be Hoffman No. 460B with
perforated metal lined with stainless steel mesh with .20-in. diameter
perforations or equal product of Crane.

D. PRESSURE GAUGES:

Provide 4-1/2-inch dial gauges with scale having white background with
black embossed figures and markings and glass window; H. O. Trerice
Company No. 600Q or equal product of Marshalltown. Gauge to be compound
flangeless cast aluminum. Select ranges of gauges to allow pointer to
operate at mid-range (vertically) under normal operating conditions with
1/2% accuracy. Provide with bottom connection for ease of reading. Pro-
vide gauge cocks for pumping units, both sides of strainers, and else-
where as shown or required by good practice. Provide gauge cock for each
gauge equal to H. O. Trerice Company, No. 735-2.

E. THERMOMETERS:

Thermometers shall ve vapor tension type instrument with phosphor bronze
bourdon type, vapor filled, 4-1/2-in. dial size, cast aluminum case and
ring phosphatized for rust resistance and finished in oven baked enamel,
plastic crystal, bottom connection 1/2-in. N.P.T. 3/4-in. by 2-in. long
bulb, thermometer range 40 degrees F to 120 degrees F., 1 degree divisions.
Provide 2-inch extension neck by 2-inch stem length 3/4-inch SPT in brass
for each thermometer. Thermometer shall be a Trerice No. V80445 or equal
product of Marshalltown.

F. PUMP:

(1) Pump shall be close-coupled single-stage, vertical split cast
design in cast iron and bronze fitted construction. The pump internals

shall be capable of being serviced without disturbing piping connections
or motor. Pump shall be suitable for 175 psi working pressure and
225 degrees F. temperature. Pumps shall be Bell and Gossett Series 1531
or equal product of Aurora or Taco.

(2) The impeller shall be of the enclosed type dynamically and hy-
draulically balanced and keyed to the shaft and secured with a suitable
locknut.

(3) Pump seal shall be standard single mechanical seal, with carbon
seal ring and Remite seat.

(4) A replaceable shaft sleeve shall be furnished to cover the wetted
area of the shaft under the seal or packing. A drip pan shall be provided.

(5) The bearing frame assembly of the pump shall be fitted with
regreasable ball bearings equivalent to electric motor bearing standards
for quiet operation.

(6) The pump and motor shall be mounted on a common baseplate of
heavy structural steel design with securely welded cross members and open
grouting area. Coupler shall be a Woods or Lovejoy Coupler, with load
cushings separating coupler halves to prevent failure of the coupler if
the cushions fail. Motor shall be TEFC meeting NEMA Specifications for
outdoor service.

(7) The pump shall be factory tested at the operating conditions,
thoroughly cleaned and painted with one coat of machinery enamel prior to
shipment. A set of installation instructions shall be included with the
pump at the time of shipment and with shop drawings.

(8) Pump motor shall be non-overloading throughout the curve.
Pump manufacturer shall maintain a full service and parts organization
within a 200-mile radius of the project site.


G. WATER-TO-AIR HEAT PUMP AIR CONDITIONING SYSTEM:

System shall be reverse cycle water-to-air conditioning units of type,
size and capacity as detailed and scheduled on the drawings. Units shall
be UL listed heat pumps and rated in accordance with ARI Standard 240-76.

Units shall have a 5-year compressor warranty, 1-year parts warranty,
throwaway filters and filter rack, fully insulated cabinet, lift-out access
panels, capillary expansion tubes with strainers, refrigerant reversing
valve, cleanable tube-in-shell water-to-refrigerant heat exchanger, and

high pressure and low freeze safety cutouts. Units shall also have low
freeze thermostat. Safety cutout devices shall lock out unit. Unit shall
be resettable at wall thermostat. Control panels shall be easily accessible.
Blower motors shall be heavy-duty permanent split-capacity type with oilers.
Thermostats shall be manual changeover from heating to cooling. Casing
shall be constructed of 14 gage galvanized steel with baked enamel finish.
All internal drain pans shall have thermo-setting plastic or equal. Maxi-
mum face velocity thru coil, 400 FPM. Casing shall be internally acousti-
cally insulated. Hung units shall be provided with a kit of four hanger
brackets with integral vibration isolator, cap screw and plated washer.
Blower shall be direct drive, centrifugal type. Maximum blower motor speed
on units over one ton, 1100 RPM with two year lubrication capacity. Supply
and return water connections shall be IPT copper fittings brazed to ex-
changer copper water tube. Supply, return and condensate drain connections
shall be not less than 3/4-inch. Refrigerant to water exchange shall be
tube-in-shell type with 2 gpm @ ton design to meet ARI capacity. Exchanger
shall be fused to meet UL and will provide internal air vent on 4-ton and
longer.

Standard features shall include the following:

(1) Units shall be factory charged and ready to operate.

(2) Internal and external compressor isolation mounts to reduce sound
and vibration.

(3) Head pressure actuated dual water regulating valves shall modulate
flow on both heating and cooling cycles as well as provide shutoff when
unit is not operating.

Water source heat pumps shall be as manufactured by Command-Aire Corporation
or approved equal.

H. AIR DISTRIBUTION:

(1) All square elbows shall be provided with turning vanes.

(2) Splitter dampers shall be provided with a No. 912 Concealed Air
Split Regulator manufactured by Young Regulator Company.

(3) Extractors shall be a Model No. 102-2 manufactured by Metalaire
or equal product of Carnes or Titus with a Concealed Air Split Regulator
manufactured by Young Regulator Company.

(4) Floor Registers (F.R.): Floor register shall be .080 extruded
aluminum with reinforcement bars for floor application. Registers shall
have aluminum opposed blade dampers. Cores shall be removable and attached
with spring friction clips. Registers shall have a duranodic paint finish
to match the floors. Architect shall select finish at time of shop drawing
submittal. Provide sample register, with finish as a shop drawing.
Register shall be a Series 20000F as manufactured by Metalaire, or approved
equal product of Titus, Tuttle and Bailey, or Carnes.

(5) Return Air Register (R.A.R.): Register shall be extruded aluminum
with 1-1/4-in. margin. Bars shall be horizontal 45 degree fixed deflection.
Register shall have opposed blade damper. Finish shall be baked white
enamel. Register shall be Model H4002RD-45 as manufactured by Metalaire or
approved equal product of Titus, Tuttle & Bailey, or Carnes.

(6) Slot Diffusers (S.D.): Diffusers shall be extruded aluminum,
prime painted. Diffusers shall be of length, with number of slots, and
throw as shown on the plans. Diffusers shall be installed in wooden plank
or plaster ceilings. Frames shall be selected at time of shop drawing sub-
mittal. Frame shall be for concealed fastening. Diffuser shall have
volume controller and pattern adjustment. Diffuser shall have a lined
plenum. Diffusers shall be Metalaire 6075 or equal product of Tuttle and
Bailey, Titus or Carnes.

I. DUCTWORK:

(1) All ductwork shown on the drawings, specified or required for
the various systems shall be constructed and erected in a first class work-
manlike manner and this work shall be guaranteed against noise, chatter,
vibration, and free from pulsation, under all conditions of operation.
After the system is in operation should these defects occur, they shall
either be removed and replaced or reinforced as directed by the Engineer.

(2) Where full radius elbows are indicated, turns shall be made with
a center line radius equal to 1-1/2 times the duct width. Where square el-
bows are indicated, single thickness uanes shall be used. All square el-
bows shall contain turning vanes.

(3) Rectangular, horizontal ducts less than 1.5 square feet cross
sectional area, shall be suspended from the structural portion of the
building with galvanized sheet hangers to each side of the duct turning
under bottom edges of square or rectangular duct and continuous or lapping
under round duct. Horizontal ducts greater than 1.5 square feet cross
sectional area shall be suspended from structural portion of the building
with rods supporting galvanized angles sized to prevent sagging. Hangers
shall be spaced to prevent sagging, and at not more than 8-ft., 0-in. along

the entire length of the duct up to 36-in. and 4-ft., 0-in. spacing on ducts
larger than 36-in. Vertical ducts shall be supported by angle iron brackets.
Hangers for exposed duct not having closure plates must be installed neatly
and spaced evenly.

(4) The size and location of ductwork shown on the drawings shall be
followed as closely as possible. However, the installation of all duct-
work must be carefully coordinated under this division of the specifications
so that all trades may install the equipment supplied under their division
of the specifications in the spaces available. The size or location of
the ductwork shown on the drawing shall be altered under this division of
the specifications as required in order to avoid interference by other
trades. Notice of any major proposed changes shall be submitted for
approval.

(5) When all ductwork has been installed and before insulation or con-
cealment of any ductwork, an inspection shall be requested to verify con-
struction workmanship. Supply ductwork shall be sealed airtight and be leak
tested. Joints shall be sealed with hard cast or high pressure duct sealer
manufactured by United Sheet Metal, or Chicago Mastic.

(6) The supply, the return air, and the exhaust duct shall be of the
low pressure design, constructed of galvanized sheet steel. The construc-
tion, transverse joint connections, and bracing shall conform to SMACNA
"Low Velocity Duct Construction Standards" Fifth Edition 1977. All
ducts with a side greater than 12-in. shall be cross-broken.

(7) Option: The Contractor may elect to use 5-lb/cu. ft. density
fiberglass ductboard except under floor. Ductboard shall be as manu-
factured by CertainTeed or Johns-Manville. Installation shall be in
accordance with SMACNA'S "Fiberous Glass Duct Standard". Joints shall
be sealed with glasfab and asphaltic mastic.

J. DUCTWORK INSULATION:

All supply and return ductwork (except ductwork under first floor) shall
be insulated with 1-1/2-in. thick l-pcf density, foil reinforced vapor
seal duct wrap Series EDl00 FRK25 manufactured by Owens-Corning, Certain
Teed, or Johns-Manville. Before applying, coat the duct with fireproof
adhesive, lap joints, staple, seal with 4-in. glass fabric tap set in
mastic. Use Stik-Klips on ducts over 24-in. wide, seal all clip penetra-
tions with tape set in mastic. Stik-Klips shall be spaced a maximum of
16-in. o.c. and not more than 2-in. from edge of duct.

K. AIR HANDLING UNIT CONDENSATE INSULATION:

Condensate from air conditioning unit shall be insulated with 1/2-in.
Armaflex.

15A-4 WELL

Well shall be drilled by a licensed professional well driller. Well shall
be drilled in accordance with State Board of Health, Department of Natural
Resources, and requirements of St. John's River Water Management District.
Well shall be drilled to a depth sufficient to provide 20 GPM.
Well shall be tested for 8-hours in the presence of the Engineer to deter-
mine capability. Casing shall be 2-in. galvanized steel.

15A-5 COMPLETION OF WORK

A. CLEANING AND ADJUSTMENTS:

Upon completion of work, Subcontractor shall clean all equipment, oil and
grease all fans, motors and other running equipment and apparatus which he
installs and make certain all such apparatus and mechanism are in proper
working order and ready for test.

B. OPERATING INSTRUCTIONS:

At the time of substantial completion of the project, the Contractor shall
furnish to the Engineer three (3) complete portfolios containing shop
drawings, operating instructions and literature on all equipment furnished
under this contract. This shall be provided in a bound, indexed 3-ring
binder. Subcontractor shall furnish a competent instructor to advise the
Owner in the proper operation, servicing, etc. of all mechanical equipment.
Subcontractor shall provide operating instruction to the Owner's personnel
on system operation, changeover, and routine maintenance requirements.

C. AS-BUILT DRAWINGS:

Upon completion of installation, the Subcontractor shall furnish to the
Engineer a set of reproducible drawings, marked to scale, indicating the
size and location of piping and ducts, and noting all major changes made
during construction. Drawings shall give accurate dimensions measured
from columns, walls, beams and other fixed parts of the building to the
concealed materials. As-built drawings shall be marked-up on a daily
basis as the project progresses.

15A-6 GUARANTEE AND SERVICE

In addition to the guarantee of equipment by the manufacturer of each piece
of equipment specified herein, this Subcontractor shall also guarantee
such equipment and shall be held for a period of one (1) year from final
acceptance for necessary adjustments and/or replacement of all defective
equipment, materials and workmanship without expense to Owner. Lubrication
and cleaning of strainers shall be limited to 30-days after final acceptance.
The Contractor, Subcontractor, Owner's Representative, and the Test and
Balance Representative shall return to the job at the change of seasons,
(summer to winter or winter to summer) for the first year only, to adjust
the air conditioning systems and recheck and re-calibrate controls as may
be required as result of the season change from cooling to heating or vice
versa.

15A-7 ACCEPTANCE

As a precedent to requesting substantial completion inspection, Subcontractor
shall:

(1) Complete all work under his section of the specifications.

(2) Each system shall be ready for test and balance work to
begin to assure design performance.

(3) Furnish letter that all controls have been checked for operation
and calibration and that all systems are operating as intended.

(4) Furnish required operating instruction, wiring diagrams, and
control diagrams.

(5) Acceptance will be made by the Engineer or his representative on
the basis of tests and inspection of the job. Subcontractor shall furnish
the necessary mechanics to operate systems, make any necessary adjustments
and assist with the inspection. The Contractor shall have mechanic in
attendance to operate the control system. The Engineer will perform the
final test and balance of the systems.

15A-8 TEST AND BALANCE

(1) The Engineer will conduct the final test and balance of the in-
stalled mechanical systems.

(2) The Engineer will, during the test and balance, list all items
that are installed incorrectly, require correction or have not been in-
stalled in accordance with contract drawings and/or specifications, pertain-
ing to the air distribution, cooling and heating systems. It shall be the
Contractor's responsibility to make corrective actionsas required.

(3) The Air Conditioning Contractor shall cooperate with the Engineer
in the following manner:

(a) Shall have all systems operable and functional and ready for
test and balance at time of Substantial Completion.

(b) Shall set and balance all balancing cocks, valves, airflow,
etc. prior to Engineer's official Test and Balance of systems.

(c) Provide immediate labor and tools to make corrections when
required without undue delay and assist during the Test and Balance period
as directed by the Engineer.

(d) The Contractor shall put all heating and air conditioning
systems and equipment into full operation and shall continue the operation
of same during each working day of testing and balancing. All dampers

and balancing valves shall be preset for designed air flow and/or GPM.
Install final filters and assure cleanliness. Flush and vent entire water
system. Clean all strainers as required.

(e) Engineer shall be kept informed of any major changes made to
system during construction which will affect test and balance.

(f) Contractor shall include any and all additional costs of
dampers, pulley and belt changes in his contract which may be required for
complete testing and balancing.

(g) Contractor shall certify in writing that all control systems
have been calibrated. They shall also furnish necessary operating personnel
for testing and balancing of control operation and set points to satisfy
the Engineer's requirement that all controls are functioning properly.
Personnel shall be utilized as directed by Engineer during test and balance
period.

(h) The setting of factory pre-set devices as specified shall re-
main the Contractor's responsibility in the event that such devices do not
perform properly, and correction shall be made without undue delay.

(4) The preliminary testing and/or balancing of the systems by the
Mechanical Contractor shall include:

(a) Air distribution system and equipment.

(b) Hydronic system and equipment.

(c) Vibration control system and equipment.

GENERAL REQUIREMENTS FOR ELECTRICAL WORK

16A-1 GENERAL

A. SCOPE:

(1) General: The General Conditions and Supplemental General Conditions
apply to work of this section.

(2) Scope of Work:

(a) Work covered under this section consists of furnishing all
labor, materials, tools, equipment, transportation, scaffolding, services,
supervision, and performing all operations required to properly complete all
electrical work in accordance with this section of the specifications, and
as indicated on the applicable drawings, subject to terms and conditions of
the contract. The Contractor for this part of the work shall pay for all
applicable service charges, fees, permits, royalties, taxes and insurance
or other similar costs as required by work performed under this section.

(b) This Contractor shall examine all other sections and divisions
of these specifications, the drawings, addenda, and study all features of
the project which may affect this work. Applicable paragraphs of any other
divisions or sections are herewith made a part of this section.

(c) Work under this section includes but is not necessarily limited
to the following items:

A complete system of electric power distribution throughout
the building.

Illumination of the building.

Empty conduits and panels for installation of a telephone
system.

Wiring for power as required to all equipment provided under
other sections of these specifications.

Wiring and devices needed for temporary power throughout
building construction. General Contractor will pay for power used.

B. STANDARD OF WORK:

Materials and workmanship shall conform to the Standards of the National
Electrical Code, 1978 Edition, the National Board of Fire Underwriters,
and any applicable State and Local Codes. All materials received on the
job and rejected by the inspector shall be removed from the premises. The
installation shall be made in a workmanlike manner, with all parts securely
fastened according to accepted standards and as approved by the Architect-
Engineer. All materials shall be new and free of defects and shall be the
manufacturer's latest standard design. All materials, panels, breakers,

switchboards, etc. shall carry the UL label or shall be manufactured
according to that agency's standards where such standards have been
established.

C. DRAWINGS

(1) Contract Drawings and these Specifications indicate the general
arrangement and extent of work, but the exact location and arrangement
and extent of work shall be determined as the work progresses to conform
with the surroundings in the best possible manner. The work in all its
detail is subject to the approval of the Architect-Engineer.

(2) Furnish shop drawings or diagrams as necessary to make clear
the work intended or to indicate its relation to adjacent work or the
work of other trades. Note changes in such drawings or diagrams as re-
quested. In submitting shop drawings, specifically call attention of the
Architect-Engineer to every approved change from -he Contract Drawings and
Specifications. Approval by the Architect-Engineer of the revised prints
shall not relieve the Contractor from responsibility for his own errors or
changes not pointed out in writing. Drawings must be furnished at such
date prior to installation of apparatus as not to delay the progress of
the work, or the work of others. Shop drawings shall be submitted on the
following items:

(a) Lighting fixtures

(b) Panelboards

(c) Safety switches

(d) Wiring Devices and Coverplates




(3) Furnish the Architect-Engineer marked as-built drawings indicating
the exact location of concealed main conduits or ducts and diagrams
necessary for maintenance of the system. As-built drawings shall reflect
all changes from the Contract Drawings.

D. PROTECTION OF WORK

Cover and protect materials and work from damage by the elements or from
any other cause in a manner satisfactory to the Architect-Engineer, and
efficiently maintain such covering and protection. Make good any damage
to this work from the action of the elements or from any other cause.

A. CUTTING, PATCHING AND PITCH POCKETS

(1) Cut and patch as necessary for the installation of this system
and carefully repair and leave in a first class condition. Such cutting
and patching shall be done by men who are experienced in the work involved.
Cut no joist, beam, girder, column or other structural member without first
obtaining written permission of the Architect-Engineer.

(2) Pitch pockets shall be provided where any conduits, or other pene-
trations enter into or penetrate the roofing material. These pitch pockets
shall be installed by men who are experienced in this work.

(3) The Contractor shall move and reconnect any electrical work in
the building made necessary by cutting of new doors, windows, holes for air
conditioning ducts, or where the installation of air conditioning ducts
make electrical equipment or outlet boxes inaccessible.

B. LOCATION OF WIRING AND OUTLETS

This Contractor shall coordinate his work with all trades involved so that
exact locations may be obtained for all outlets, apparatus, appliances and
wiring. The location of outlets shown on diagrammatic wiring plans shall
be considered as approximate and it shall be the responsibility of this
Contractor, before installing outlet boxes, to study all pertinent draw-
ings and obtain precise information from the architectural schedules, scale
drawings, large scale and detail of finished rooms, approved shop drawings
of other trades or from the Architect. It shall be understood that any
outlet may be relocated a distance not exceeding 15-ft. from the location
shown on the drawings prior to or during rough-in, if so directed by the
Architect-Engineer. This Contractor shall make any necessary adjustment
of his work to fit conditions for recessed fixtures and for outlets occur-
ring in block, coquina, or other special finish material, in order that
all boxes may register flush with finish and shall be centered properly.
In centering outlets, due allowance shall be made for overhead piping,
ducts, window and door trim, variations in thickness of furring, plaster-
ing, etc. as erected, regardless of conditions which may be otherwise
shown on small scale drawings. Outlets incorrectly located shall be
properly relocated at this Contractor's expense. Local switches which are
shown near doors shall be located at the strike side of the door as
finally hung, regardless of swing on the drawings. Where mounting heights
are specified in the electrical drawings, they shall be verified with the
Architect's drawings before installation.

C. RACEWAYS

(1) Raceways shall be sized to accommodate the conductors in accordance
with the tables in the latest edition of the National Electric Code or as
shown on the drawings. All raceways shall be continuous from panel to out-
let, outlet to outlet, etc. and shall be secured to all boxes so that an

electrically continuous system ground will be maintained. All raceways
entering a cabinet, pull box, junction box, gutter or outlet box shall
have a substantial insulated bushing or insulated connector providing a
smoothly rounded surface to protect the conductors. All thinwall connec-
tors shall be steel compression type, raintight, Thomas & Betts, Series
5123, or approved equal.

(2) Unless noted otherwise on the drawings, raceways shall conform
to the following:

(a) Raceways shall be heavy wall, hot dipped galvanized steel
for the following applications:

Metallic raceways bured in earth

Raceways cast-in-concrete

Raceways exposed to weather

Exposed raceways where subject to vehicles, carts, or
other source of mechanical damage.

All exposed raceways to 7-ft., 0-in. above finished floor
level, unless specifically approved and noted otherwise.'

(b) Raceways shall be electrical metallic tubing for the follow-
ing applications:

Raceways installed in riser shafts, concealed above sus-
pended ceilings, andat underside of slabs in unfinished areas where not
subject to mechanical damage.

Raceways installed in interior partitions. Laterial runs
in block wall shall not exceed 3/4-inch.

No E.M.T. larger than 2-in. will be permitted.

(c) At Contractor's option, plastic raceways may be used in lieu
of rigid steel providing such plastic raceways and the installation conform
to Article 347 of the National Electric Code and the following restrictions:

Plastic raceways shall be permitted to be direct buried in
earth provided the earth or sand is carefully compacted around the raceway
to eliminate air voids. All ells turning up out of the earth and all
conduit above grade shall be galvanized rigid steel.

Plastic raceways shall not be permitted in other than
poured concrete walls or ceilings nor used for exposed work.

Plastic raceways shall be permitted in concrete slabs
provided all turn-ups out of the concrete are made with galvanized rigid
steel conduit.

All plastic raceways shall be UL listed and meet applicable
NEMA Standards. Unless noted otherwise on the drawings, plastic raceways
encased in concrete shall be Type EB and plastic raceways that are direct
buried shall be Type DB. All plastic raceways less than 2-in. diameter
shall be Schedule 40.

(d) Raceways shall be standard flexible steel conduit for the
following:

Connections to recessed lighting fixtures

Connections to motors (maximum length 18-inches).

Connections to any equipment subject to vibration.

Connections to physically adjustable equipment

Fulfill requirements of Articles 300-22, 350 and 351 of the
National Electric Code.

Where flexible conduit raceways are in wet or exposed loca-
tions, they shall be neoprene jacketed and installed with watertight
fittings.

(3) All bends 1-1/4-in. and larger shall be made with standard conduit
elbows or the conduit shall be bent with approved bending devices in
accordance with Article 346-10 of the National Electric Code.

(4) Protect all conduit stubs during construction with a disc or cap
to prevent entrance of foreign material.

(5) Conduit runs in concrete and underground shall be made water-
tight by applying compound to the joints.

(6) Install No. 12 gage galvanized steel pull wires in all conduit
runs where electrical wires are not called for.

(7) All rigid steel conduit shall be first quality, heavy wall, rigid
steel, smooth inside and out and shall be zinc-coated by the hot dip or
sherardizing process.

(8) Empty conduit for telephone and other systems wiring shall be
furnished and installed where shown on the plan. Where so indicated on
the drawings, miscellaneous empty conduit shall be extended and capped for
future connections. All empty conduit shall terminate up with smooth
bushings and/or capped, as indicated, and shall be left with a No. 12 gage
steel wire pulled in and the ends securely caulked.

D. RACEWAYS INSTALLATION

(1) Exposed conduit shall be parallel with or at right angles to
building line, beams, or ceilings. Symmetrical bends or metal boxes shall
be placed at changes in direction of taps.

(2) Conduit shall be supported at intervals of not more than 10-ft.,
and within 36-in. of outlets or wiring enclosures. Flexible steel conduit
shall be supported at intervals of not more than 4-1/2-ft., and within
12-in. of the outlets or wiring enclosures. Conduit 3/4-in. and smaller
shall be fastened to the building structure with approved heavy duty steel
pipe straps, caddy conduit fastener system, Steel City box support system
or an approved equal. Nails or metal plumbers tape, or tie wire shall not
be used. Conduit supports, straps, hangars, etc. attached to concrete or
concrete block walls shall be so attached with case-hardened steel, self-
drilling anchors equal to Red Head #S-14 or larger. No conduit or outlet
boxes shall be attached to ductwork, piping or mechanical equipment unless
specifically approved by the Architect-Engineer.

E. OUTLET BOXES

(1) All outlet boxes for concealed work or interior exposed work where
not subject to mechanical damage shall be code gage galvanized stamped
steel. All boxes on exposed exterior work or exposed interior work where
subject to mechanical damage shall be corrosion resistant malleable iron
with threaded openings unless noted otherwise on plans. Generally, boxes
shall be 4-in. square or octagonal by 1-1/2-in. deep. Boxes in 2-in. walls
and partitions shall be of a shallow 1-1/4-in. type.

(2) Ceiling fixture outlet boxes in concrete slabs shall be 3-in. deep
with cover fixture stud. Cover shall be placed on box when it is secured
in position.

(3) Wall bracket outlets shall be 4-in. square by 1-1/2-in. deep with
cover, having 2-3/4-in. round opening and, except for porcelain receptacles,
shall be furnished with a fixture stud.

(4) Outlet boxes for insertion of receptacles and switches shall be
4-in. square by 1-1/2-in. deep with plastic covers on boxes installed in
walls, columns and plastered ceiling.

E. OUTLET BOXES (Continued):

(5) Outlet boxes used for junction or extension purposes shall be
4-in. deep, with blank covers.

(6) Outlet boxes shall be as manufactured by Appleton, Steel City,
General Electric, Crouse-Hinds, or Raco.

F. BUILDING WIRE 600 VOLT AND BELOW

All conductors shall be copper minimum size No. 12 AWG. Unless specifi-
cally noted otherwise on the drawings, all conductors are shown as
Type THW or dual rated THHN/THWN.

G. SAFETY SWITCHES

(1) Safety switches shall be heavy duty, Type HD, fused, or non-fused
as required, quick-make and quick-break horsepower rated safety switches
unless otherwise noted on the drawing. Interior units shall be in NEMA
Type I enclosures and exterior units in NEMA Type 3R enclosures, unless
otherwise noted. Units shall have poles and amp rating called for on
drawings, minimum rating 250 volts A.C.

(2) For smaller loads, switches may be lockable toggle type manual
motor starters complete with overload protection when required.

(3) Safety switches shall be General Electric, Square D, I.T.E.,
Cutler-Hammer, Westinghouse, or Federal Pacific.

H. PANELBOARDS

(1) Panelboards shall be safety, dead front, breaker type, flush or
surface mounting as required. Main breaker or main lugs only as shown
on the drawings. All breakers shall be plug-in, quick-make and quick-
break, trip free handles, thermal magnetic trip. Two and three pole
breakers shall have a common trip. Handles of all branch breakers shall
operate in the same plane. All breakers to carry the UL rating. All
circuit breakers shall have interrupting ratings as indicated on the
plans.

(2) Cabinet shall be code gage sheet steel, removable trim, hinged
doors with flush catch and lock. All units keyed alike with rust re-
sistant undercoat and baked finish coat. Furnish all spare breakers and
provide a neatly typed directory identifying each circuit in a holder with
metal frame and plexiglass plate mounted on the inside of each door.

H. PANELBOARDS (Continued):

(3) The cabinets of the panelboards shall be installed with top of
cabinet 6-ft., 0-in. above floor, unless otherwise noted. Where two or
more cabinets are adjacent to each other, all shall be same size. Cabinets
shall be rigidly secured in place with front straight and arranged so that
the panelboard will be centered in the door openings.

(4) Panelboard shall be manufactured by General Electric, Square D,
Federal Pacific, Westinghouse, I.T.E., or Cutler-Hammer.

I. SWITCHES AND RECEPTACLES

All switches and receptacles shall be of the manufacturer and type as
shown on the legend.

J. SWITCH AND RECEPTACLE PLATES

All switch, receptacle, telephone and blank plates shall be as specified on
the plans.

K. GROUNDING

Grounding shall be as required by the National Electric Code. The neutral
of the four-wire secondary system shall be connected to all panel cabinets
and to the nearest water line with an approved clamp. Main ground wire to
be #4 minimum.

L. WIRING FOR MECHANICAL EQUIPMENT

All motors will be provided under the Mechanical Specifications. The
Electrical Contractor shall provide all necessary power wiring to the
motors. All control wiring for operation of the system will be provided
under the Mechanical Specifications, unless specifically shown on the
electrical drawings.

M. TELEPHONE SYSTEM

The Electrical Contractor shall furnish and install a complete conduit and
panel system for use by the telephone company as shown on drawings.

N. LIGHTING EQUIPMENT, GENERAL REQUIREMENTS

This Contractor shall furnish, install and connect a lighting fixture at
every fixture outlet, throughout the building. Fixtures shall be as shown
on fixture schedule on the drawings, and shall be subject to the approval
of the Architect-Engineer.

0. INSPECTIONS

(1) The Contractor shall notify the Architect-Engineer at least two
(2) days prior to completing work necessitating the following required
inspections:

(a) All conduit installed in slabs, underground, or concealed
in ceilings or walls shall be inspected prior to cover up or installation
of finished ceilings or walls.

P. GUARANTEE

The Contractor shall furnish a written guarantee that all equipment
furnished and installed will be free of defects of materials and workman-
ship for a period of one (1) year from date of final acceptance by the
Owner, and he will promptly replace and repair all such defective equipment
and all other equipment damaged thereby at no additional cost to the Owner.
