We are totally unprepared for most of our national problems:

1. The burdens of world leadership

4. Tue obsolescence of skills

5. The signiticance of government expenditures ~-
Roads. FHA, SBA, FRB, EDP, labor.

6. The use or the power to tax for non-revenue
purposes.

Finally. Lue impact or urbanization (1947 ~- dig a well).
Tae SE is the least urbanized.

Its % increase 1950-60 led tae nation.

U.S. now 70% -- SE 54%.

U.s. increase 5% -- 52 increase 14%.

Gross statistics hide realities.

But not in the central cities.
In the FHA areas .. in the suburbs.

And that's where industry is locating.

Result: leaving in the central cities the

problems and the problem people.

moving to the suburbs the resources and the
resourceful people.

The small cities the villages -- are being by-

passed.. by the economy, and by the youth.

The highest rate of growth in SA in cities below

1 Million is 14.4% to 9.4%.

Two crescents: Va.. Old South to Calif.: Maine,

NB. MA, Great Lakes, North Dakota.

The negro population of Central cities grew fastest

12% in 1950 to 20% in 1965.

73% increase of population by 2,000 (115 M) and

almost all in fast-growing urban areas.

The ACIR has considered these facts, and reached some

tentative conclusions:

There ought to be a national policy.
a. There are national policies:
Arrived at prognastically, fragmentally.

beaucratically. undemocratically.

b. We should have a voice in there.

2. There are state and local policies. Uncoordinated,
contradictory.
3. Should we consciously influence the location of
people and industry?
a. We do thru revenue bonds
b. Thru welfare programs
c. Turn competitive tax system:
d. Thru the location of transportation facilities.
e. Thru the location of governmental installations
The State of George, Russell, Vinson, Sanders
we have enough short-range problems
Law a order
Inflation
The world-wide revolution of rising expectations
We can achieve short-range solutions.
But if we expect them to stay solved. we had better
build a society. an economy. a government which can recognize
when it is necessary for the government to have a say in the

location of a well.
