; Across the Gulf Stream from the Southern tip of Florida, 90
} miles from the United States, the communist world has established

h beachhead in the Western Hemisphere a beachhead which poses a
-.threat to our internal security a beachhead from which has been
launched an offensive against the friendly relations of this nation
(filth the nations of Central and South America. The Monroe Doctrine,
fftirst enunciated by a great Democrat, has been successfully challenged.
It need not have been so!
If the Republican Administration had listened to the voice of
( the statesman about whom I have the privilege to speak, it would not
' Lhave been so!

; The Honorable George Smathers, Senator from Florida, many years
ago, saw the need for stronger ties of friendship with the peoples
:th nations of Latin America. In the fact of Republican opposition
,ahd administrative repudiation, he sought to establish those ties.
.p demonstrated in word and deed the meaning and intent of the "Good
ibighbor" policy of Franklin D. Roosevelt.

p. But his vision did not stop there. Recognizing that every
ilauful society requires some means of enforcing laws, he preposed

rthe establishment or an inter-American police force to preserve peace



.the Western Hemisphere a police force which could today meet the
hallenge of hemispheric invasion.
' I am proud to second the nomination for Democratic nominee for

'sident or the United States, of a man who has so well demonstrated

his ability to plan and to act in one or the most critical areas or
national need. American needs his vision and his foresight.

In domestic affairs Senator Smathers has shown the same capacity

for leadership. He has become the acknowledged champion of the small
businessman. While the Republican administration has concentrated on

assistance to big business, Senator Smathers, in the finest tradition

or the Democratic Party, fought for the right and opportunity of the
small businessman to share the fruits of national growth.
I These achievements are no more than suggestive of the service to
the nation which has characterized Senator Smathers' public life.

He combines the qualities of statesmanship which have marked for
him a significant place in history with a political sagacity which in
a Democratic society is if prerequisite to political leadership. He
has never lost an election for himself, and he has achieved over whelming
success in winning elections for others as Chairman of the Democratic
Senatorial Campaign Committee.

Finally, Senator Smathers has demonstrated by his unswerving
allegiance to the Democratic Party, his broad legislative record, and
his intense concern for our international position, that he possesses
the breadth and the depth to provide leadership to a party and a
nation which shelter under their wings men of many viewpoints who share
the conviction that a free society must provide for all an assurance
of life and liberty, and abundant opportunity for pursuit of happiness.

I commend the Honorable George A. Smathers, united States Senator
from Florida to yOur earnest consideration as Democratic nominee for

President of the United States.
