Senator HOLLAND- Thank you, Mr. Chairman. and members of the
committee. .\lay I say that what I should say will be not only for
myself hut for my distinguished colleague, Senator Smathen. '0

position which we View as important to the countrys security and
to the. service of the country and in to he by no means regarde as
primarily a political ammintmcnt.

Since the ammintee. if continued. will serve on the National Security
Council and administer disaster relief programs and will handle
plannin' for all kinds of emergencies which may hos-ct our Nation.
and ail also he the liniwn man hetween the 'hite llnuxo and all
of the Governors of all of the Staten. we think that Governor Bryant .
the innnedinte ast- Governor of our State. and as such rwogniml
by both the houthem Governtmt' (bolercnce and the National
Governora Conference for his hi vh datum. is a very fine choice indeed.

He. was. of course, chairman o the Southern Governors Conference.
and in the National Governors' (kinference has nerved on the special
committee. He was vice chairman of the committee whioh deals
with the Ofce of Emergency Planning in ita relation to civl defense
and idea for planning against. all type-t of emergencies which might.

(mutations and the like. Incidentally. he represented in the legislature.

native county of Marion for some. ears and I think achieved more
magnier: by way of being named or distinguished service. both by
his colleagues and by the members of the press, than any other
member of the legislation within my observation.

He served as Governor of our State. as I have already mentioned.
and made a line Governor. He is a line family man, a churchman; his
wife Julia would he, I think. a distinct addition to the female contin-
gent here at the Capital. as will their three lovely daughtens. and there
is nothing that I could say that I would not gladly say to this conunittee.

I note. however, that the biographical statement which has been
tiled with the committee pretty generally covers the things which I

could say, I jinn. went to make it. clear I think this choice is. an excellent
one from the stand oint of the good service of the Nation, the best
possible service of t e Nation by the Office of Emergency Planning.

I would not make that statement. if I did not. feel it to he so because
this is on oce which can he of great service to our Nation.

I have already said it is an ofce which I think involves vastly
more Completely nonpartisan, nonpolitieal service than otherwise.

So, my colleague and I join in recommending in the fullest way
arable, withmlt meervntion of any sort, this nominee for the oon~

he will serve wit: credit. and distinction in performing the duties of
the Ollice of Emergency Planning.

FBOH THE STATE OF FLORIDA

Mr. Chairman, It. is indeed a very great pleasure for me to support the nomi-
nation of to good friend from Florida, Farris Bryant, to direct the Ollie-o oi
Emerge-no binning.

Farris rymt enrved an Florida's 34th Govemor, from 1901 to 1966, after long
and die unlth service in the State legislature of Florida.

As eliie executive of the State of Florida, Governor Bryant dmnonstrsted his
excellent. capabilities my an administrator, having for some years earlier demon-
at-ratod his talent as n legislator.

The tradition of public service is a. long one in the Bryant inmilv. An uncle
of the Governor. Ion Farris, twice served as upenlter of the Home at" Represente-
tives of Florida.

Governor Bryant. a native of Marion Conntv, like, rst ran for the legislature
in 1942. He won a sent in the State house 01" repreaentntlves but did not. serve
in that. legislature.

Instr-ad, he resigned and entered the 11.8. Navyserving three and 3- hell

newspapers as the roost valuable house member" in 1949, 19.31, and 1953.

During those years in the legislative branch of State government, Governor

I think it. Would not he becoming for me to tell the truth because it
can only detract from what he has had to my. [Laughter].

Truly in Florida. one. of my chief claims to fame is the hch I have
tried to follow in the h'mtsteps of Senator Holland in the legirlutnre,
in the grwermwship, and I treasure his friendship us well on than. of
the junior Senator.

I accept. from the President the nomination with n di-m'not. sense of
mm and responsibility that he has nsked me to ant-mine it, and nit-h n
