INTRODUCTION OF

John W. McCormacg, Speaker of the House

It is now my pleasure to introduce a man whose Congressional service
spans nearly four decades. In 1928. he came to Washington following an
eight year career in the Massachusetts House of Representatives. i
suppose in the early twenties. the problems confronting the State legislator
were very much the same as those you are wrestling with today. While
we are inclined to dramatize the difficulties facing us today. the fact is
those difficulties are largely a matter of magnitude and complexity. So
the gentleman I am about to introduce knows something about your problems
at the State level. To be sure. he has been a legislator for most of his
career. He has witnessed the growth of Federal programs from the
double vantage point of a leader in the Congress and a representative of
his State. He was elected to the vital post he occupies today following
a long and productive career of service to an honored predecessor.

For more than twenty years he worked closely with the late. beloved
Sam Rayburn. I know "Mr. Sam" would haVc been pleased with the
performance of his protege and distinguished successor from Massachusetts--
the Speaker of the House of Representatives. the Honorable John W.
